This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

The mining, metallurgical, and petroleum industries can be viewed as financial or as social institutions or both. The differences between these two conceptions of their businesses will influence their environmental and social actions. During the next 10-20 years western industry will be subject to a drop in the growth of a more highly educated labour force and to the emergence of holistic economics, new national goals, and a new ecological perspective. The profitability of the mining industry may therefore be influenced by the human side of its business to a greater degree. The increas- ing human, social, and environmental responsibilities can be discharged by improving the miner's equip- ment; by learning to look at situations through the eyes of all those involved; by developing common `languages' which governments and the public can understand; and by mediating where feasible on the international scene.

EDC established an Environmental Review Framework in 1999. Throughout the early fall of 2001, the Corporation held public consultations across Canada to strengthen that framework, leading to a public release on November 15, 2001 of a report summarising the results of these consultations. Following this, the Corporation implemented strengthened environmental review requirements in the form of its Environmental Review Directive, in compliance with legislated amendments to Canada?s Export Development Act that went into effect on December 21, 2001. Over the past few years, there has been a global trend towards an increase in the social and environmental requirements of multilateral/bilateral financial institutions and export credit agencies. More recently, this activity has focussed on capturing institutions that have not yet adopted similar requirements and, more specifically, on developing a convergence of the requirements from institution to institution. This paper describes EDC?s new ERD and some of the initiatives that have taken place or are in process that are moving international financial institutions toward converging their environmental and social requirements for projects in the private sector.

Social attention to environmental aspects, steadily increasing in European Countries, has been leading to a stricter regulation of many productive activities. Among them, mining and quarrying sectors have been often censured for their potential and real impacts on land and environment. Referring to dimension stone exploitation (also the terms ornamental stone or natural stone are here used as synonymous), quarries are often concentrated in extractive basins, where the resource is localized with suitable quality and quantity: this fact has sometimes raised critical environmental situations. Nevertheless, dimension stone quarrying represents in Europe a traditional and important economical activity, source of wealth and employment. Moreover, many natural stones take on a ?cultural? value and may be considered as ?classic?, as they have been exploited since antiquity and are element of the architectural heritage of many Countries. The sector relevance demands the research of a sustainable balance between social-economical needs and environmental protection. Actually, very restrictive environmental protection policies have led to severe limitations to quarrying activity, but the results do not seem to be completely positive in terms of sustainability: on the one hand, closing-down stone quarrying activities imposes a shrinkage in local, social and economical development; on the other, quarrying activity is pushed towards developing Countries, environmentally un-protected, simply moving and putting off to next future the problem. The challenge of the sustainable development of quarrying sector ? recently explored in the European Commission?s communication ?Promoting sustainable development in the EU non energy extractive industry? (COM-2000-265) ? should be achieved through a positive link between theoretical statements and practical effects: sustainability indicators may be an effective instrument to assess and monitor the environmental performance of the industry. The paper refers to the development of specific ecological criteria and indicators, which can be useful to measure and predict the eco-efficiency of a dimension stone quarry, finally pointing out where improvement efforts have to be focused.

Over the last few years a multi-faceted feasibility study has been evaluating the introduction of hydrogen fuel cell powered equipment into underground mines to replaced diesel engine powered equipment. The analysis has shown that under normal operating conditions fuel cells could at the very least be an environmental and health benefit by eliminating combustion engines and their unwanted by-products. However, they could also generate significant reductions in the amount of ventilation a mine needs to supply when compared to dieselized operations; this would further decrease a mine?s energy consumption, its associated greenhouse gas impact and also reduce a mine?s significant ventilation associated costs. Fuel cell powered equipment also has the advantage of lower noise and heat production compared to their equivalent diesel powered counterpart. The degree to which fuel cells can generate ventilation benefits in underground mines depends upon a number of operational parameters and mine specific qualifiers such as current ventilation control or management, mine depth, inherent dust conditions and minimum velocity requirements. However another major consideration in the introduction of fuel cells in underground mines will be the safety requirements associated with diluting and removing the potentially explosive hydrogen in the event of a gas leak. In outside surface applications, it is possible to use dispersion, buoyancy, time, and lack of ignition sources as mitigating factors in deriving a low risk of an explosion. However, in underground operations these factors change, dispersion and buoyancy are limited; time may not be available and in non-coal mines ignition sources are not typically controlled. When a hydrogen leak occurs, the availability of sufficient ventilation to dilute and effectively remove the gas will be critical, consequently ventilation may be the prime risk controlling factor. In this paper, the authors evaluate the potential benefits of replacing diesel engines with fuel cells in powered production equipment, discuss the mitigating qualifiers that could limit ventilation savings and evaluate solutions to retain and maintain an additional ventilation capacity in the event of an emergency situation such as a hydrogen leak from the fuel cell stack or its distribution system.

"Certain environmental problems can substantially alter the physical properties of the subsurface. In such cases, geophysical methods can be used to map the distribution of subsurface contamination or buried wastes prior to drilling or sampling. For example, inorganic contamination by acids, bases, salts, or metallic ions can be detected by instruments that measure ground conductivity; metallic objects such as buried drums, pipelines, etc. can be located by magnetic survey, and radioactive mine waste can be mapped by radiometric techniques. Geophysical methods can also be used to characterize site geology. If carried out prior to development, they can assist in identifying areas of high- and low permeability and sources of natural contamination. The methods can also be used to establish baseline values and to locate stable areas for development of environmentally sensitive facilities. Application of geophysical methods to environmental problems is illustrated with examples from base-metal mines, uranium operations, and potash and oil-sands operations. Particular attention is given to the problem of acid mine drainage. =IntroductionGeophysical methods have been used for many years by the mining industry in exploration and geotechnical investigations. The basic techniques for mapping variations in physical properties of the subsurface have been adapted to meet the special needs of resource exploration and development in the coal, potash , oil sands, industrial minerals, precious metals, and base-metal industries. Now the mining industry is facing another challenge: to operate the mining cycle, from discovery to closure, with minimum impact on the environment. This involves the rehabilitation of abandoned mining sites, the minimization and effective containment of pollutants at operating and developing sites, and the longterm containment and monitoring of sites after mine closures.Some of the most difficult aspects of environmental control and monitoring relate to the location of buried waste and contaminated fluids in the subsurface. As in the search for buried ore deposits or in geotechnical investigations, geophysics can be a valuable aid in subsur face environmental investigations. Investigations can be remedial , involving the location or monitoring of existing problems, or preventative, where problem areas are identified or background values are established before site development. In either case, geophysical methods should not be considered as a substitute for drilling. Geophysical interpretations in general do not provide the detail required for a complete environmental or geotechnical investigation. They are most useful as rapid reconnaissance methods for targeting subsequent drilling or for interpreting subsurface condit ions away from drill holes. Waste disposal underground is the most effective method when viewed from an environmental aspect. As costs of other methods of disposal continue to escalate, the cost effectiveness of underground disposal during the mining cycle becomes increasingly attractive. The use of concrete for sealing abandoned mines has proved to be suspect when associated with a relatively incompetent adjacent strata due to its shrinkage characteristics. Complete failure of the plug has been known to occur in some instances. A more effective, cost competitive seal can be obtained using pneumatically stowed material and incorporating a polyurethane grout, which has greater adhesion characteristics than concrete. Injection of the surrounding strata and of the stowed material helps to ensure an impervious barrier and prevent the plug from moving when subject to high pressure heads. When properly placed, impervious seals cause the old workings to flood, raise the mine pool level, and thus eventually eliminate the potential for oxidation, which is the primary cause of acidity in the water

Discussion focuses on site selection, embankment design and construction, site preparation, facility operation, abandonment, and reclamation. This is the result of a number of factors including more scientific knowledge of environments and of the impacts of modern society upon them, higher levels of education, the opportunity for people to travel more, and the success of the various communication media in bringing in- formation to the communities of the world about such environmental crises or threats as the smogs of Los Angeles and London, the Torrey Canyon and Santa Barbara oilspills, Minamata disease in Japan, the spread of the Crown of Thorns starfish, the disposal of toxic industrial wastes into the Upper Rhine, the discovery of high mercury and zinc contents in marine foods in southern Australian waters, and the proposal to mine limestone at Precipitous Bluff in Tasmania.

It appears that the competition for increasingly scarce international mining investment capital will continue among developing countries. Indeed, there is growing evidence this competition may be on the verge of becoming destructive and cutthroat in nature. While this may be viewed as good news by short-term, speculative investors, it could have dangerous repercussions for international minerals producers over the long-term. It seems there has been a continuous parade of traveling foreign delegations touting the virtues of mineral investment in one country or another. These pitches all contain the politically correct key words, such as macro-economic reform, political reform, privatization, liberalization of laws governing mining and related investment incentives, reconciliation of ownership and right-to mine issues, and tax reform specially tailored for the minerals sector. Unfortunately, some of the information being trumpeted is based on plans, concepts or hopes for change rather than actual reforms approved by all necessary governmental entities. In yet other situations, the information provided consists of half-truths at best. Too often, potential minerals investors, faced with metals and minerals prices hovering near their recession lows and the need to offset old, high-cost operations, desperately want to believe all they hear about investment alternatives cast in a near-utopian setting. However, the virtues being proffered for mining investment abroad do not eliminate the need for careful scrutiny of subtle variations of traditional risks associated with foreign investment that can drastically affect the economic viability of mining projects.

Metal sulfides, chiefly pyrite and mFnor sphalerlte zssociated with che Herrin (No. 6) coal member of the Pennsylvania Carbondale Formation, have been concentrated in a coal refuse deposit in southern Illinois. Oxidation of pyrite has produced highly acid waters with high concentrations of iron, zinc (up to 200 parts per million) and toxic trace elements that have leached downward to a water system perched on glacial drift. Chemical, petrographic, low-temperature ashing and x-ray diffraction were performed on cores. The data show that economic recovery of zinc and other trace metals is unlikely at this site. Energy (coal) recovery at the Superior Washer site is possible if resultant environmental problems are considered in the planning.

Most of the State is desert or semi-desert, and only the southwest corner is heavily populated. The State has a population of one and a half million people, and one million of these live in and around the city of Perth. The Darling Plateau is an ancient peneplain rising some 300 metres above sea level, and forms an important resource base for the population. The Darling Plateau is old, having been formed some 200 million years ago, and its soils are deeply weathered. The parent materials were granite and gneis which have broken down to form lateritic gravels, overlying dense kaolinitic clays. Some 30 million years ago, in the Tertiary period, a sub - tropical climate prevailed. Appropriate conditions of moisture, temperature and drainage led to extensive laterisation. Some of the laterite contains bauxite of mineable quality. Some 1.9 million hectares of the south-west of Western Australia is covered by eucalypt forests. The optimal maintenance and control of the air flow and pressure distribution in a mine network are achieved by the correct positioning of the mine fans and regulators within the mine ventilation circuit. The principal considerations are the location of the main and underground fans or regulators and the attendant control of mine leakage. Air flow control is achieved by either passive or active regulation. Passive regulation adds resistance, usually in the form of a regulating door. Besides the conservation and closing activities, an important issue to achieve is the environmental rehabilitation of the mining perimeters, also assuring the continuity and sustainable development of the mining activity in the Jiu Valley. Modifying and depleting the soils by mining works and dumps of mineral waste as a result of coal mining and tailing is one of the important aspects. The paper’s aim is to analyze which are minerals and resources policies of our government and to adopt measures for sustainable development in the coal mining in this region. The measures to reduce the instability risk for the mining works and waste dumps, which could affect the underground mining constructions or the related surface areas, were consider. It is most important to establish the priorities in order to obtain a high efficiency by combining the measures according to the environmental analysis and risk assessment.

Increasing transportation costs, clean air regulations and the decreasing availability of landfill space are factors in the increased interest in the utilization of low cost disposal sites for coal combustion residues (CCR). Inactive surface and underground coal mines can satisfy the conditions for stable CCR disposal sites, and subsurface CCR injection can be beneficial in reducing the amount of acid mine drainage (AMD) often produced at such sites. The material is expected to add alkalinity to the subsurface environment and to decrease the permeability and porosity of the buried spoil. Both mechanisms can reduce the amount of acid normally generated at a mine site. The Bureau of Mines is cooperating with an independent coal company in a test of subsurface injection of a mixture of fly ash, from conventional power plants or from fluidized bed combustion (FBC) , with AMD sludge into a reclaimed surface mine. Changes in water quality parameters and the concentration of heavy metals in water samples from wells and seeps are being used to assess the effect of CCR injection. The preliminary results discussed here indicate that improvement in subsurface water quality was related to fly ash injection and that components of the fly ash were stable in the acid environment.

With the proclamation of the Environmental Protection Act, 1971-80, the Environmental Protection Authority and Department of Conser- vation and Environment were established to enhance the quality of the environment. Proposed gold developments of all scales can be referred to the Authority in the form of a Notice of Intent. Environmentally significant projects might then require preparation of an Environmental Review and Management Programme. Current environmental issues include the'effects of clearing by prospectors,, mine dewatering and tailings disposal. INTRODUCTION In the past, the environmental aspects of gold industry related activities have received little attention. However, with the proclamation of the Environmental Protection Act, 1971-80, mechanisms were instituted which allowed both for referral of projects to the Environmental Protection Authority (EPA) and establishment of the Department of Conservation and Environment. As well as providing assistance to the EPA on referred projects, the Department is concerned about a number of environmental issues associated with the gold mining industry.

In situ mining and dump leaching has been practiced for years. Recent environmental concern over conventional mining and milling techniques has rendered in situ mining more attractive. While there are many environmental advantages to in situ mining, there are disadvantages which, if ignored, can lead to environmental damages, followed by stringent control. The environmental advantages and disadvantages of the various types of in situ mining operations are discussed. Current legislation and regulations governing in situ mining are cited, together with a suggested program of environmental monitoring designed to protect the mining company as well as the environment. Suggestions are made for possible solution of existing pollution problems associated with previous mining activities by heap-leaching techniques. Present and indicated control of subsurface injection is traced, because of the many similarities in philosphy and monitoring requirements to in situ mining.
