INTRODUCTION, CONCEPTS, AND MEASUREMENT Introduction Periods in the history of man, from his earliest appearance to the present, are often characterized by the principal materials used. In nearly all cases, the material or fuel is of mineral origin-stone, copper, bronze, iron, coal, and so forth-indicating the principal ingredient of the tools or source of power of the period. Each of these periods represented great improvement over the preceding one in terms of human well-being, as measured by population growth and other indicators (Cipolla, 1978). A major reason for the improvements in production and well-being was the nature of the material or fuel, each successively superior to the preceding, which made it possible to produce more food, fuel, shelter, and clothing with a given amount of labor. If we accept this well-documented description of economic progress as accurate, we may then turn to the consideration of two related questions concerning this development. The first, easily answered,-is why man spent long periods of time (millenia, in many cases) making tools from inferior materials, such as copper, instead of passing directly to superior materials, such as iron and steel. The second, closely related question, concerns the relation between the rate of economic growth and the quantity of mineral reserves available at any time. For the first question, the answer is that the technology required to discover, extract, and process each successive material had to be discovered and developed before the material could be used. Once the technology was available, the new material could be and was exploited widely, raising productivity-output per unit of labor- and consequent consumption per person. This familiar idea underlies a fundamental principle of the economics of resources, namely, at any time, available resources depend upon available technology. No mineral or other raw material is a resource unless the technology has been developed to utilize it. But once the technology is at hand, the new resources associated with it provide the means for economic growth and rising levels of living. This principle is subject to certain conditions. For example, governments or other institutions may prevent a mineral from being used, even though the technology is available. And, if a mineral is located in a remote place, transportation charges may make it uneconomic to exploit. Such minor qualifications do not, however, change the thrust of the argument that technology is the overriding determinant. With respect to the second question, it might seem apparent that the greater the quantity of reserves available, up to some point, the more economic growth will be facilitated. This line of reasoning leads to the conclusion that as re- serves are consumed the quantity available will be reduced and economic growth will eventually be restrained. Reasoning of this sort underlies much popular (and scholarly) thought, in which depletion of mineral and other resources is assumed to lead to constraints on economic growth, through higher materials costs and absolute limitations on materials use. Operators in North America must be efficient quality suppliers to thrive in a talc market in which many overseas suppliers have advantages such as lower hourly wages, shorter distances to ports, and less government regulation and intervention. Continuous improvement through teamwork and innovation is needed in the following areas to thrive amidst worldwide competition: 1) Maximization of the in-place value of ore. 2) Research and development to yield new processes and products. 3) Safe productivity. 4) Involvement in legislative processes. 5) Wellness programs to lower health care costs.

An overview is provided of Franklin Industrial Minerals mica mine and plant operations located near Velarde, New Mexico. Operated by Franklin Industrial Minerals since July of 1990, several process and product modifications have been developed and instituted to improve the operation. In addition to a brief history of site operations, descriptions of the mining, beneficiation, delamination grinding, and product classification processes are reviewed. Supportive topics discussed include equipment modifications and improvements, product application diversification, and specific product characterization. Also reviewed are the key areas of safety, environmental responsibility, and programs pertaining to process quality control and product quality assurance.

The oxidation kinetics of pyrite and refractory gold concentrates in acidified ferrous sulfate solutions in the presence of oxygen-sulfur dioxide gas mixtures has been studied. The effect of temperature, pulp density and gas composition were determined. The optimum oxidation rate was obtained at 80°C and 2 percent sulfur dioxide in the gas mixture. The oxidation of the sulfide minerals is attributed to the presence of ferric ions, which are continuously regenerated by the gas mixture. The objective of this study is to find a new hydrometallurgical method to render sulfidic refractory gold ores amenable to cyanization.

The production of fine particle products within the mineral processing industry is a very important market segment. Many of these products are processed in an aqueous state and must ultimately be dewatered. This entails processes which are very energy and capital intensive. The introduction of membrane based dewatering systems has offered great promise in the area of energy saving and operating costs. Unfortunately, membrane separators have not yet had the ability to handle high solids. New Logic introduces a system which can concentrate a low solids stream to a high solids sludge in a one pass, very energy efficient system.

Resource Technology Associates (RTA) has developed a flocculation-flotation process that increases phosphate recoveries from current operating plants. A major advantage of the process is the ability to float the phosphate from the matrix without a preliminary separation to remove the slimes. A majority of the material that is now discarded in the slime fraction will be recovered in the new process. The process can also be used to recover phosphate material from current slime ponds either as a separate feed or mixed with matrix material. Flotation tails from the process demonstrate improved dewatering characteristics then those seen from conventional float tails.

Coal cleaning with traditional magnetic separation usually yields unsatisfactory results because minerals associated with coal, such as quartz, clay, pyrite and calcite, are weak-or non-magnetic. Magnetic reagent technology is a new mineral processing technology with the capability to enhance the magnetic property of minerals selectively. This reagent can be adsorbed selectively on minerals through the control of surface chemistry and, thus, result in selective magnetic enhancement. The application of this technology on coal cleaning has been experimentally demonstrated. Good separation results can be obtained at low to medium magnetic field strength. Comparison with other processing technologies is included.

The globalization of mineral markets and intense competition in downstream mineral-consuming industries such as transportation, agriculture, and construction are requiring raw materials suppliers to innovate, improve quality, invest in new technology, and control costs. Mineral specifications are becoming more refined, and pressure to improve products is felt from increasing numbers of competing producers, substitute materials, customers, and regulators. As a result, engineered mineral products are becoming more like manufactured ones in terms of cost structure, differentiation, and the importance of market driven, customer specific product development. Engineered mineral products are defined as those where the costs of refining and upgrading outweigh those of conventional mining activities (blasting, crushing, classification, haulage etc.), and where close control of physical and chemical parameters is required for customers' processing and manufacturing applications. This includes industrial minerals such as calcium carbonate, kaolin, mica, specialty oxides, talc, and some metal powders. It excludes most metals and bulk commodity materials such as gypsum, lime, sulfur, and soda ash. Engineered mineral products are utilized in common household goods, and are at the forefront of industrial materials engineering in plastics, ceramics, composites, glazes, coatings, and construction materials. As a group, they introduce interesting questions to the minerals firm. Advanced materials or basic? Diversify or specialize? What are the implications of advanced materials and for mineral markets, and most importantly, where can the producer look for long-term value, volume, and profits?

The Regional Connector Transit Corridor (RCTC) Project is a 1.9-mile-long metro light-rail extension project that traverses the historical core of downtown Los Angeles, California. This project aims to improve mobility throughout downtown LA with fewer transfers for riders. It is designed to connect two existing rail lines for a more seamless travel. The project consists of twin bore tunnels, three new stations, and is scheduled to be completed in 2022. The design-build contract was awarded to the Regional Connector Constructors (RCC) in 2014, a joint venture of Skanska and Traylor Bros, Inc. with Hatch Mott MacDonald as the designer. One of the challenging aspects of the project was the construction of a crossover cavern in a narrow public right-of-way surrounded by historical structures. RCC used Sequential Excavation Method (SEM) to construct the crossover cavern measuring 287 ft long by 58 ft wide by 36 ft tall. The initial lining of the cavern featured a 12 in. fiber reinforced shotcrete lining. The initial lining was separated from the final lining by a hydrocarbon resistant membrane, as specified by the standard requirements of Metro. The cavern features a cast-in-place final lining with a thickness of 5 ft 9 inches in the invert and 18 inches in the crown and walls. The structure also features a nonload bearing plenum slab and interior walls for ventilation.

A new electrotelluric prospecting technique allows the mapping of ore body distribution, lithologic contacts, and voids with accurracy comparable to core drilling. Data is available almost immediately and presented in a format similar to a downhole log. This is done with a passive surface receiver that transduces electrotelluric radiation into an audible signal. Changes in the character of the audible signal lends insight into lithology, porosity, fluid type and medium. Three case histories are presented. The first delineated a paleochannel within a coal seam. The second traced old mine workings and backfill areas. The third identified a high-pressure karst void.

The great increase in post-World War I1 use of molybdenum was made possible by discoveries of that metal in porphyry molybdenum and porphyry copper deposits. This section documents significant porphyry molybdenum discoveries of the post-war period. The most important discovery was Henderson in Colorado. It is not only one of the world's largest and richest, but it was found by a team of geologists who defined the hood model and tested it successfully at Henderson. Under the leadership of Stewart Wallace, these scientists established a set of criteria for exploration for Henderson-type de- posits that was copied by the industry. The discovery bf vertical cylinder type porphyry molybdenum deposits was less renowned. Boss Mountain in British Columbia and then Mt. Pleasant in New Brunswick were given relatively scant notice, compared with the Henderson discovery. However, these deposits have geometrics distinct from that found in the typical hood, which directly affects their exploration characteristics. Mt. Pleasant, included in this section, is a well defined, near vertical breccia pipe. Both the Henderson and Mt. Pleasant discoveries were made by relatively small groups operating independently of the bureaucracy that characterizes large corporations. The management role in each case was one of encouragement. In addition, Wallace had the beneficial experience of working for Climax, whose objective was the discovery of porphyry molybdenum deposits. Henderson was the natural outgrowth of the exploration effort by those who studied and understood the Climax deposit.

Managing environmental compliance at a complex facility has the potential to bring a high degree of personal and professional satisfaction to both the corporation and the individuals responsible for day-to-day operations. The decade of the 1990's, however, has seen the emergence of a nationwide trend of aggressive federal and state civil and criminal enforcement for environmental violations. This trend, spearheaded by the U.S. Department of Justice (DOJ) and the U.S. Environmental Protection Agency's (EPA) Office of Enforcement, has the potential to place the corporation, its corporate officers, and compliance personnel at collective professional risk, as well as a growing tendency to place accountability on individuals. Management of environmental compliance has been anecdotally compared to a shooting gallery at a carnival, with the following exception: At the shooting gallery, successfully hitting nine out of ten targets usually brings a reward and recognition of shooting skill; hitting nine out of ten environmental compliance expectations not only brings agency consternation and negative publicity, but the "gallery" will likely shoot back with stiff fines and possible criminal allegations. Faced with the challenges of the new environmental compliance shooting gallery, corporations and professionals are often left asking themselves, "How do we (or more appropriately, can we) win at this game?" This paper examines recent federal enforcement statistics and offers several suggestions for coping with the responsibility of managing environmental compliance in the 1990's.

In 1967 the US Congress passed the "Clean Air Act." This act was amended in 1970. As a result it soon became obvious that American industries were going to have to make significant changes in their methods of operation to be able to comply with quickly developing federal regulations. One of the first regulations developed was on sulfur dioxide. For this reason, the nonferrous smelting industry was immediately affected by these new regulations. This is true because the smelting process produces sulfur dioxide as a natural product of combustion when the sulfur-bearing ore is oxidized to purify the metal. The federal government's approach for setting standards included public hearings at which government, industry, and private citizens were allowed to make comments. For this reason, it was apparent to Kennecott's Metal Mining Div. that it was desirable to make a maximum effort in working with the agency to see that correct input was provided at the hearings to assist the government in setting fair and realistic standards. It was also obvious that more complete monitoring would be required. It soon became apparent that the efforts required input from many levels of the corporation from the chief executive to the plant operators. In order to accomplish both the administrative and the technical needs, an organization was needed that could respond quickly to these needs, obtain information from diverse sources, and bring it to focus in an organized approach to the problem.

A description is given of the investigation conducted at Sherritt Gordon's Ruttan Operation in Manitoba during 1986. Gas and dust concentrations were measured in the exhaust air of the major working sections to assess the potential for recirculating exhaust air into the intake air in winter to reduce heating costs. The results indicate that there is excellent potential to significantly reduce winter heating costs by controlled recirculation of exhaust air. Gas and dust concentrations vary significantly during the working shifts but have consistent trends from shift to shift and day to day. The variations in gas concentrations have similar trends but no single gas could be reliably used to predict the variation of the other gas or the dust concentrations. Dilution and the other effects which reduce pollutant levels as the exhaust air returns to surface indicate that recirculation should take place as close to surface as possible, subject to the economic constraints of the airway construction required and the extra fan energy required for the longer recirculation path. Recommendations are made for the choice and positioning of air and dust monitoring sensors and the logic of a control system. Economic analysis of the results indicates that controlled recirculation is viable at an existing mine with a pay back period of approximately two years. Incorporation of a system into a new mine at the planning stage would significantly shorten the pay back period.

Empirical methods for describing the shape of the subsidence trough over coal mines in Europe are tested against field measurements of subsidence over longwall panels in the United States. The graphical methods developed by the National Coal Board in the United Kingdom do not correlate well with the U.S. measurements; however, the profile functions typically used on the Continent give quite acceptable fits to the data. In the case of two longwall panels mined at Old Ben No. 24 in Illinois, a trigonometric profile function appears the best choice; in the case of two longwall panels mined at York Canyon in New Mexico, an error integral function is somewhat superior. Analyses of subsidence development curves show that rate effects occur. A comparison of fitting parameters establish influence functions as an important methodology for future analysis. In conjunction with the evaluation of empirical methods, an analytic model based on material failure and bulking was developed. A key element of the model is the void-volume distribution function which establishes a mechanism for transfer of significant amounts of the mined volume to the surface. Preliminary calculations demonstrate the features of the model and illustrate close correlation to physical observations in the field. Moreover, centrifuge models simulating the subsidence process have been used successfully to demonstrate the dominant or key failure modes necessary to the analytic model. General features of the centrifuge simulations and model calculations correlate well.

HISTORICAL BACKGROUND The American Concrete Institute defines shotcrete as "mortar or concrete conveyed through a hose and pneumatically projected at high velocity onto a surface." This definition thus includes what is traditionally known as gunite, which is a pneumatically applied mortar. In mining practice, the term shotcrete is restricted to pneumatically applied concrete, and this differentiation will be used in this chapter. In 1914, following the invention of the mortar gun in 1907, then chief engineer of the US Bureau of Mines (USBM) George Rice developed the gunite process for underground test work at the USBM facility at Bruceton, PA. After World War I, gunite was used extensively in American mines and was also utilized for underground civil works such as the San Jacinto tunnel in California. The greatest development was in Europe where, as early as 1911, gunite was successfully used as an overlay for deteriorated tunnel linings. In 1951, the Swiss firm Aliva developed a pneumatic gun capable of handling coarse aggregate, thus making possible the first use of shotcrete at the Maggia hydropower development. Initially, shotcrete was used to reduce manpower requirements for forming and placing conventional concrete. However, by 1954 Sonderegger was reporting that the structural advantages of shotcrete were derived from its flexibility and from the fact that it could be applied almost immediately after the opening had been made. The incorporation of wire mesh into the shotcrete led to the new Austrian tunnel method or NATM. The use of shotcrete in American mines has been implemented more recently. This delay seems to be due to previously unsuccessful experiences with gunite as a structural material and to the US reliance on wood or steel supports in main-line haulageways. The long experience with the apparently more substantial rigid supports led mine operators to be reluctant to accept the new and seemingly unrealistic lighter shotcrete support. APPLICATION REQUIREMENTS Shotcrete is a relatively new material for use in underground support systems. Consequently, experienced miners are not always available who are capable of applying the material effectively. Shotcrete, particularly in the small cross sections typical of mine shafts or haulageways, is applied in cramped quarters under less than ideal conditions. Adequate lighting should be made available. The surface should be clean and free of running or dripping water. It may be necessary to collect flowing water in plastic pipes or water collection devices. Any dry cement dust from previous shotcrete applications should be washed from the surface in order to assure a good bond. The US Bureau of Reclamation (USBR) while shooting test panels at the Cunningham tunnel in 1974, found that experienced shotcrete operators were able to obtain up to three times greater compressive strengths than were obtained by unskilled operators using the same equipment and shotcrete mix. ENVIRONMENTAL AND SAFETY REQUIREMENTS Since sodium and potassium hydroxide, as well as other moderately toxic compounds, are often contained in shotcrete (particularly where accelerators are used), safety precautions must be taken to prevent skin and respiratory irritation. Nozzlemen and helpers are required to wear gloves, protective clothing, and ventilation hoods with a filtered air supply. Respirators approved by USBM, equipped with chemical filters that will not pass the caustic mists, may be permitted in lieu of hoods if goggles or safety glasses are worn. Protective ointments are available to reduce skin irritation. All air and shotcrete feed hoses should be equipped with safety-type couplings and secured with safety chains at each coupling to prevent whipping in the event of a hose or coupling failure. Some environmental effects can take place down-stream from the development face being supported. The accelerator compounds, as well as the portland cement used in the shotcrete, will be found in the rebound material which falls to the invert of the heading. Since these compounds may be leached from the rebound material and carried by the drainage system, it may be necessary to install neutralizing or other water treatment facilities. Investigations may find that the final reaction with other compounds being leached from the mining operations may result in a more or less environmentally acceptable end product. USES OF SHOTCRETE General Uses Shotcrete, as a combination of cement, aggregate, and accelerator, is utilized for underground openings such as shafts, adits, haulageways, and service chambers for the following general purposes : (1) primary sup¬port; (2) final lining; (3) protective covering for excavated surfaces that are altered when exposed to air (the protective covering may be of a temporary or final nature); (4) protective covering for steel or wooden supports, rockbolts and rockbolt plates, heads, nuts, and other mats, including wire fabric, used to prevent rock-falls; and (5) as a lagging material in place of timber, steel, or concrete between steel or wooden supports. These applications can be grouped into three general use categories: shotcrete used as a rock sealant, shotcrete used as a safety measure, and shotcrete used as a structural support. Use as a Rock Sealant Thin applications of shotcrete can reduce or prevent slaking of shales or other rocks that are altered when exposed to the wetting and drying cycles created by mine ventilation circuits. While shotcrete may be effective in preventing such rock alteration, at the present time it is not as economical or efficient as other commercial sealants. However, if the sealant property can be incorporated into the structural support capability, the added contribution is usually helpful. The first recorded discovery of diamonds in Australia was in 1851 from New South Wales. Subsequent prospecting has shown alluvial occurrences of diamond to be relatively widespread through much of the Tasman Fold Belts of Eastern Australia and production to date is estimated to be some 500 000 carats from a number of 'small alluvial fields. Despite extensive exploration though, no primary rock source carrying significant diamond contents has ever been confirmed in Eastern Australia. Conversely, diamond exploration of the older Western and Central Cratons of Australia over the past 30 years has discovered 12 fields containing 360 kimberlites, lamproites and lamprophyric volcanic pipes, dykes and other intrusives, of which 180 have been confirmed to be diamondiferous. Only one pipe however, the 1200 Ma high grade Argyle lamproite and associated near-by alluvials, has proved to be economically exploitable with current annual production of 40 million carats valued at approximately US$400 million. Production from the open-pit will be sustainable until at least 2003. This paper briefly summarizes the history of diamond discovery in Australia, principal diamondiferous provinces and deposits, current exploration activities and the potential for future discoveries.

Success of The Carter Mining Company's safety program can be primarily attributed to "total immersion" of all operating and staff personnel in program design and implementation. Currently, the Company operates two surface coal mines in Campbell County, Wyoming. Total employment is about 440 and current annual production is about 15 million tons. The safety program has evolved from one which was administered primarily by staff personnel (the Safety Department) to one which requires active participation by line management and operating personnel. Lost time accident frequencies have declined from a high of 1.86 per 200K hours worked in 1978 to zero in 1982. Reportable accident frequencies have declined from slightly over 5 to slightly over 2 during the same period. Analysis of program results indicates that the most important achievement by the company has been to gain strong commitment to safe operation by all employees. It is important that program format and content be frequently changed and modified so that: 1) The requirement for safe job performance is communicated well and often, 2) The safe job performance message is trans- mitted in new and interesting ways, and 3) Operating personnel participate in design and implementation of the program.

Very little has been published about Cia de Minas Buena­ventura. Don Alberto Benavides Quintana, now in his seventies, founded the company in 1953. This venerable gentleman is a Doyon of the Peruvian mining industry and more has been known about him than about his company. Buenaventura is a highly profitable gold producer with excellent potential to expand gold production in joint ventures with Newmont, Southern Peru Copper (ASARCO), and BRGM as well by developing their own new gold mines. On September 15, The Wall Street Journal published an article titled "Peru's Big Rebound Sets Off Foreign Investors' Enthusiasm."

London Underground Limited are currently constructing an extension of the Jubilee Line. The approximately 16-km long Jubilee Line Extension Project connects the existing Green Park Underground Station with the Canary Wharf area and Greenwich. Being a part of the project, the London Bridge Station (Contract 104) was built using a combination of the New Austrian Tunneling Method (NATM) with Compensation Grouting. NATM was successfully applied in softground and urban areas under restrictive requirements regarding settlement limitation. Information on the flexibility of the method and the influence of Compensation Grouting on ground and tunnels are given.
