Conditions affecting minerals investments are continuing to change at an increasing rate, and in this paper we will attempt to predict the course of mine financing in the future. We will first review the situation historically and then examine the problems and constraints that are now making the financing task more difficult. Suggested solutions are discussed, and a new method of financing a group of mining projects is hypothesized.

"During the mid to late 1960’s, the underground potash industry in Saskatchewan was born. For the next four decades the industry operated at a steady pace supporting a large part of the world demand; until 2008 when the potash market heightened. Operators were motivated to capitalize on this increased demand, new mines were proposed while existing mines were planning upgrades. Potash Corporation of Saskatchewan (PCS) was one of the major producers planning upgrades to their production facilities quickly, including modifying the existing headframe and shaft at the PCS Cory Site to accommodate a new 1500 tonne per hour hoisting plant. Upon completion of the project, the innovative operations group continuously reviewed methods to increase production and reduce operating costs, allowing PCS to continue being competitive on the world market. This paper will describe the design challenges encountered during the development of the infrastructure around an operating facility whilst minimizing down time, schedule, capital and construction costs. This paper will also explore the strategy to increase capacity of the newly commissioned hoisting plant. BACKGROUND Potash production is a major Saskatchewan industry, and has played a significant role in the economy for over 40 years. Production commenced in 1962 when water problems were overcome at the International Minerals and Chemical (IMC) mine near Esterhazy, Saskatchewan. A surge of development by other companies resulted in twelve companies opening ten mines by 1970. In 1975 Potash Corporation of Saskatchewan was created by the government of Saskatchewan and shortly thereafter purchased several mines in Saskatchewan, including the Cory Mine (Cory), near Saskatoon. Cory has been in operation since 1968 and is located 12 km (7.5 mi) west of Saskatoon in central Saskatchewan. The mine is located in the center of the world’s largest potash deposit, 1,000 m (3300 feet) below surface. PCS has embarked on sizable capital expansions of more than CDN $7 billion. The Cory CDN $1.6 billion expansion was expected to raise operational capability of the site to 2.7 million tonnes per year, an increase of 1.9 million tonnes per year (MTPY). To achieve 2.7 MTPY of finished product and considering the 22.6% average production recovery1, 12 MTPY of ore must be hoisted to surface for processing. To deliver this rate required upgrading of the hoisting plant to 1500 tonne per hour (TPH). To accomplish this ambitious challenge, creative thinking, careful planning and a cohesive team was needed to work together to ensure the schedule, budget and most importantly the work was completed safely"

Attendance exceeded 4,500 minerals professionals from all over the world at SME's March 9-11 Annual Meeting and Exhibit in Orlando, FL. The exhibit, of more than 600 booths, featured 398 of the mining industry's premier suppliers. The keynote session, "Change makers in the industry," opened the meeting. The session featured Jeffrey Clevenger, president of Cyprus Climax Metals; Mark Baker, senior vice president of Modular Mining Systems, a division of Komatsu; and John Correnti, vice chairman, president and chief executive officer of Nucor. The SME meeting also featured four specialty programs: Bulk materials handling by conveyor belt, Latin American perspectives, plant operators' symposium and waste characterization and treatment. Also open to attendees were more than 60 technical sessions encom¬passing coal, the environment, industrial minerals, mining and exploration, minerals and metallurgical processing and minerals resource management. Ed Dowling was the chair of the 1998 SME technical programming committee. And Dowling, director of process management and engineering for Cyprus Minerals, acted as the host of the SME keynote session. Dowling said the mining industry has undergone incredible change over the last decade. And the forces of change continue to accelerate. These changes include globalization, regulatory pressures, technology, labor, competition, pricing and other market influences, he said. With that in mind, the SME program committee selected as the theme of this year's SME Annual Meeting, "The changing world of mining ... our role." Given some of the current commodity prices, Dowling said, the theme is timely. He also noted that a large percentage of the 60 technical sessions spoke to the evolving operational and business aspects of the mining industry as the industry crossed international boundaries. The keynote session mirrored the meeting theme by focusing on the increasing challenges and required changes the minerals industry faces. Dowling reminded keynote attendees that change is not a new idea. He said Benjamin Franklin described three types of people: Those who are immovable, those who can be moved and those who are movers. And so it was appropriate that three of the most forward-thinking movers in the business - Clevenger, Baker and Correnti - address the keynote session, Dowling said. John Callaway moderated the keynote session. He is senior correspondent for WTTW TV, the public broadcast station in Chicago. For the past 13 years, Callaway has served as host of WTTW's award-winning, primetime news analysis program, Chicago Tonight. Callaway said that the keynote changemakers are recognized as industry leaders whose vision has led to significant business transformation and results. I. INTRODUCTION The Massachusetts Water Resources Authority (MWRA) is a regional water and sewerage authority which provides wholesale water and sewer services to the Metropolitan Boston area. The MWRA was created by the Massachusetts Legislature as an independent authority in 1985 following the filing of a lawsuit in federal court to correct the pollution of Boston Harbor resulting from inadequate and inadequately maintained sewerage facilities. Immediately upon its creation, the MWRA began to tackle treatment plant issues, including addressing the need for a secondary treatment plant, planning for ceasing ocean discharging of sludge, and making interim repairs to the existing, antiquated treatment plants. The MWRA's initial activities led to a court-ordered schedule for construction of a single new primary and secondary treatment facility, for development of sludge management plan focussed principally on reuse, and for completion of a short term program of repairs to existing facilities. Once a schedule for completing these activities had been negotiated, the U.S. Environmental Protection Agency (EPA), a plaintiff in the federal court case, asked that the MWRA take "responsibility" for controlling discharges from combined sewer overflows (CSOs) within its service area. Before and in the early stages of industrialization, mining was the undisputed leader in technology. It represented the high-tech of the time. Early mechanization bears witness to that. Hoisting and rock breaking driven by waterpower are such examples. The mines' use of the steam engine was a major incentive to its development. By these means new mines could be opened and more metal supplied. Understanding of systems was essential for miners when shaping the infrastructure of the mines for the transportation of ore, material and men and for the evacuation of water and for ventilation. The irrigation systems of ancient mines are such examples. However, with the industrial revolution other more specialized branches of industry advanced further, and the mines became users of other industrial branches technologies. The mining industry had, however, always been quick to recognize a good thing and use it, when time was right. But, compared with other branches of industry, the mining industry has the disadvantage of working in a rugged environment with (and actually inside) a raw material which is abrasive and highly variable with respect to mechanical properties. This determines the rather high unpredictability of mining machines' performances and their low availabilities and explains a part of the delays in introducing technological advances.

Column flotation is emerging as one of the most important new separation technologies of the decade. Attendant to this development is the need for a quantitative understanding of the dynamic characteristics of columns. An understanding of the many important sub-processes occurring in the cell makes possible the development of dynamic simulators for flotation columns which will aid in the design of control systems for dynamic and steady state optimization. This paper presents a dynamic model for the column flotation cell developed from a population balance point of view similar to that which has been successfully applied to conventional flotation cells. In particular, the mixing that occurs within the pulp is modeled with a distributed-volume, mixer-in-series model as an approximation to the axially dispersed plug flow transport that occurs in the cell. This simpler approach avoids the distributed transport model which often leads to mathematical intractability. Other phenomena dealt with are the attachment and detachment of particles from bubbles in the froth and pulp, the transport of water and the bubble volumes with the froth and pulp phases. Simulation of the flotation of an Illinois No. 6 coal in a pilot plant flotation column were performed to test control strategies.

In recent years the hue and cry of American industry concerning the pressure of foreign competition on the domestic marketplace has become all too familiar to most of us, as we are all well aware, the steel industry has not been exempted from this pressure, reduced production levels, work force cutbacks, and in some extreme cases, plant closings and company liquidations have resulted, new regulations governing imports and quotas have been enacted, foreign trade agreements reached, and more strict regulation enforcement practices undertaken, despite these, and other measures, the impact of aggressive foreign competition has not lessened, the concensus of numerous management consultants is that in order to successfully cope with these problems we must draw on all available technology to provide the tools which will enable us to enhance our management effectiveness, one area requiring particularly close attention in any mining operation is that of managing critical resources - namely time, energy and equipment in a fast and efficient manner, In mining, with critical resources deployed over a large geographical area, any degree of success involved with resource management is dependent upon knowing the current status of all work related activities, if we, as mine operators, are to be more successful in this area, additional tools are a necessity and modern technology has provided a multitude of new options from which to choose.

A recent use of blind shaft drilling to access a small gold ore body in Australia is described. "Risk management in tunneling is more important today than it was a few years ago, considering increasing demands for safety and environmental and socio-economic sustainability, which are now required by citizens, owners, lenders, and insurers. Moreover, our current risk management philosophy should not only address risk avoidance and mitigation, but should also be used as a means of value creation, benefiting the overall project. Given the strategic implications of risk management, the authors intend to present, in this paper, a comprehensive overview of references and experiences from current practice—e.g., what is missing or weak, as well as possible or necessary developments that can have a key role in implementing effective risk management, particularly for a project’s design and construction phases. Therefore, as God has set some things in broad daylight; as he has given us some certain knowledge, though limited to a few things so, in the greatest part of our concernments, he has afforded us only the twilight, as I may so say, of probability (John Locke) PREFACE Many large-scale engineering and construction projects suffer millions of dollars in cost overruns, delays in design and construction, and operability troubles once finally completed (Edward W. Merrow, 2011). The undesired effects of these problems can become disastrous for large-scale megaprojects (those that typically cost US$1 billion or more), particularly considering that these are increasingly used as the preferred delivery model for infrastructure (Bent Flyvbjerg, 2014), often in public-private partnerships (PPPs). McKinsey G.I. (2015) has estimated that bridges and tunnels average 35% in cost overruns, and roads 20%. Some of the values published by Flyvbjerg (ibidem, 2014) for projects with relevant underground elements are the highest, with cost overruns from 60% to 300%. The analysis of 32 other case histories (from 1994 to 2010) given by Hartmut, R. (2011, IMIA Annual Conference, Amsterdam) indicates an average increase of costs around $55 million, with a 20-month average delay."

Control of coal dust has long been an important aspect in the conventional mining of coal; the main reasons being from a health and disaster standpoint. With the advent, of mechanized longwall mining, the control of dust has required more attention due to the high extraction rate common to most longwall systems. The purpose of this paper will be to describe the dust abatement activities of the longwall operation at Sunnyside. Kaiser-Steel Corporation has three mires located at Sunnyside, Utah, with a total production averaging 6,800 tons of clean coal per day. Of this 6,800 tons, 71 % is mined with continuous miners, the remaining 29% coming from one longwall unit located in No. 3 Mine. Our first longwall panel was started in November, 1961. In October, 1966, we started mining our seventh panel. The present panel is located in the Upper Sunnyside Seam which averages five feet in thickness, but does get as low as 51 inches. The seam pitches 5.5% in this vicinity. The roof is generally good and is comprised of 10 inches of shale cap rocs overlain with sandy shale and sandstone. The floor is sandy shale and is quite undulating in nature. The present panel is 3,800 feet in length with a face of 670 feet. The major equipment employed on our longwall unit is a 125 H.F. Anderton Shearer-Loader, British Jeffrey Diamond armored conveyors and a Dowty self-advancing-roof support system. The Anderton Shearer in use on our longwall unit has a 60" diameter x 27" cutting drum. During the shearing cycle, it traverses the face at 20 feet per minute with a cutting rate of 7.5 tons/minute.

Middle Pennsylvanian (Desmoinesian) coals of certain areas of the Illinois and Forest City Basins contain epigenetic sphalerite and associated minerals in veins, clastic dikes, cleat, and other small-scale structural features. The presence of sphalerite in these coals records information about the geology of coals and coal basins, and represents a potential source for zinc as a byproduct of coal production. Origin of Sphalerite in Coal The origin of sphalerite in coal suggested by Cobb (1) involves sphalerite precipitation from zinc-bearing ?Na-Ca-Cl brines upon contact with sources of sulfur in the coal bed, e.g., pyrite, H2S, and organic sulfur. These brines were essentially at the temperature of the host coals as determined by fluid-inclusion thermometry and vitrinite-reflectance studies. The migration of these brines into coal beds may have been caused by compaction of sediments due to continued sediment loading of the coal basins. Zones of high permeability such as sandstones and the coals themselves presumably acted as conduits for the movement of the brines. The open spaces where sphalerite was deposited resulted from minor deformation associated with differential compaction and cleat formation enhanced by volume shrinkage during coalification.

"INTRODUCTION Cyanide heap leaching of gold ores in areas with extremely low winter temperatures requires special considerations to prevent freezing of the leach solution. Factors that impact the solution temperature include ore temperature at the time of stacking and during operation, burial of drip irrigation lines, use of geomembrane covers, and heating of the leach solution. Thermodynamic modeling was performed to simulate expected ore and solution temperatures under different operating strategies for Kaminak Gold’s Coffee Gold project in the Yukon Territory. Mean monthly temperatures at the site ranged from a low of -22.5oC to a high of 13.6oC, while in situ ore temperatures ranged from -0.5 to about -1.5oC. The modeling results were used to optimize the operational parameters and indicated that a combination of drip line burial and heating of the leach solution during the winter months was required to maintain solution temperatures above freezing during the initial years of stacking, although as the size of the heap increased, heating was no longer necessary. MODELING OBJECTIVES The successful operation of a cyanide heap leach under extremely cold winter temperatures requires the implementation of operational strategies to prevent freezing of the leach solution and the ore within the heap. Thermodynamic modeling of the heap provides the means to quantify the effectiveness of these different operational parameters on maintaining the required operating temperatures to avoid freezing within the heap. The operational parameters that were evaluated with the model included: • Burial depth of irrigation lines to prevent freezing during the winter months; • Variation in the temperature of the applied leach solution (to simulate heating of recirculated solution); • Variation in the rate of irrigation including seasonal variations between winter and summer months; • Seasonal versus year-round stacking of ore (to simulate the impact of the initial temperature of each ore layer as it is stacked); • Seasonal versus year-round crushing and stockpiling of ore, including the option to stockpile ore on the leach pad in the winter (i.e. stack but not leach fresh ore in winter); • Start date for seasonal stacking; • Variation of the heap geometry over time (both vertical and lateral expansion) and the associated heat storage within the heap; • Use of thermal covers (gravel or geomembrane) over the ore during the winter months; and • Effect of crush size on heat loss during crushing, stockpiling and stacking."

On August 29, 1989, the Department of Labor, Mine Safety and Health Administration (MSHA), published a Federal Register concerning a new proposed rule on air quality, chemical substances and respiratory protection standards. As of this writing, their proposed rule has not become a standard. However, with little revision it could be expected to become a standard, and we in the mining industry will be expected to adhere to and enforce it.

Investigations show that injuries and fatalities in mining workplaces in developing countries are increasing. In Turkey, the number of workers killed in occupational accidents in the Zonguldak Hard Coal production region per 100,000 tons of coal production is 2.83 in the private sector and 2.03 in the public sector. For this reason, it is important to conduct risk analyses in terms of occupational health and safety and to implement measures quickly. Risks are evaluated with reactive and proactive approaches. Because hazards and events are often unpredictable in high-risk areas such as coal mining, it is not practical or meaningful to plan proactively in advance for every possible situation underground, especially psychosocial risks. However, it is important to develop protective strategies and measures for unexpected events or to take a reactive approach to prevent future incidents or accidents and to identify psychosocial risks. Therefore, reactive risk assessments based on the tactics and strategies of criminology can be conducted and spatiotemporal geographic information system (GIS) techniques can be utilized, enabling managers in mining workplaces to correct assessments.

Diesel particulate matter (DPM) is a common and well-known health hazard in the mining environment. The current approved method for monitoring both the organic and elemental carbon (OC, EC) portions of DPM is a laboratory method with a turnaround time of approximately one week. In order to evaluate exposure levels and take corrective action before overexposures occur, a portable real-time device capable of quantifying both OC and EC is needed. To that end, researchers from the National Institute for Occupational Safety and Health (NIOSH) designed and tested a device based on narrow bandpass optical filters that is capable of targeting infrared absorbance bands associated with DPM. Five optical bandpass filters were chosen based on previous work quantifying DPM using Fourier-transform infrared (FT-IR) spectrometry. The resulting device, referred to as a filtometer, is optimized to exclusively determine DPM and could serve as a cost-effective, field-portable alternative to laboratory-grade FT-IR analysis and instrumentation. The performance of the filtometer was investigated by calibrating FT-IR data from DPM (dependent variable) to the filtometer spectra (predictor variables) using a partial leastsquares (PLS) and ordinary least squares (OLS) approach. The application of multiple point statistics (MPS) in oil studies has gained traction over the years; however, the use of MPS in mineral resource estimation and classification is still limited. This is despite MPS’ ability to deal with complex and heterogeneous geology better than the commonly applied two-point based methods. The availability and choice of a representative training image (TI) are often cited as the main challenge holding back MPS’ application in mining geostatistical studies. On the other hand, the general approach used in mining whereby early focus is on higher grade areas and lower grades are planned to be mined later presents a massive opportunity for the development of representative TIs. Mined-out areas provide large amounts of historical data that can be used to develop training images or training datasets that can be used to estimate in mining extension areas (often lower in grade), provided low grade areas are underpinned by similar geology analogue. This approach will enable more robust estimates in mine/pit extension areas for both high- and low-grade extensions than with traditional two-point geostatistical methods.

Metallurgists are trained to seek synergisms and to optimize trade-offs in the selection of processes and flowsheets. The subject of my paper and the focus of this entire conference is on synergisms involving more than just metallurgical recovery, but encompassing mining and environmental management too. Operators have always known that by recycling tailings water they could recover some cyanide and lime values or reduce the amount of new flotation reagent additions. The trade-offs have changed at many US mines today where concern about avian mortality necessitates that water in the tailings pond be detoxified. This is just one example of how selection of processes and technology today requires integration of environmental management. MUDDER & GOLDSTONE (1989) showed how cyanide can be recovered from tailings slurries by an acidification­volatilization-reabsorption (A VR) process which was installed in New Zealand, and which in 1992 is being commissioned also at Nerco DeLamar Silver Mine as described by OMOFOMA & HAMPDEN (1992). FRICKER (1990) and FRICKER & OWERS (1992) show how using A VR to recover cyanide from pregnant pulps ahead of gold recovery improves the yield of recoverable cyanide while improving the performance of the gold recovery step and detoxifying the tailings. This is an excellent example of the synergisms that can be achieved ,y applying a "systems approach."

Rapid industrial growth in India has caused the country to realize the strategic importance of its zinc and lead deposits. Private companies, nationalized in 1965, are now a corporate public sector organization that is making great strides in developing the nation's lead-zinc mining capability. The main mining area is centered around Zawar at Rajasthan. It consists a group of mines - Mochia, Balaria, Zawarmala and Baroi. Mining activities have also been extended by opening the mines at Rajpura-Dariba at Rajasthan, Sargipallie at Orissa and Agnigundala at Andhra Pradesh. A huge deposit has been explored at Agucha in the Bhilwara district but full-scale production has not yet begun. Annual consumption of zinc and lead in India has risen steadily from 25 and 7.9 kt (27,500 and 8700 st), respectively, in 1973-1974 to 162.8 and 80 kt (179,450 and 88,000 st), respectively, in 1989-1990. Mine production has also risen consistently to cope with the increased metal demand. The mining company hopes to increase production at existing mines and upgrade the beneficiation and smelting facilities. Moreover, mining operations may be expanded by opening up new units that are now awaiting governmental clearances. Murray mine was one of the first Mechanized cut and fill underground gold operations in Northern Nevada. At the end of 2002 mine production began to decline and Murray entered a phase of remnant mining and began preparations to close down. The remaining mining took place along the ore waste boundary, in previously condemned areas, and in highly challenging ground conditions. To remain economically viable new techniques were implemented in operations, geology, engineering, and rock mechanics. These improvements pushed the edge of known and accepted mining practices and have allowed Murray to remain in operation today. History The Murray mine is located on the Jerritt Canyon property, which is located 45 miles north of Elko, NV in the Independence mountain range. Mining operations started at Jerritt Canyon in 1980 out of several open pits. In 1993 underground mining began in conjunction with a decline of surface mining operations. The transition from surface mining to underground mining moved the property into a new era. At the time there were limited examples of successful underground operations in the area from which to draw experience. Several mining methods were attempted with varying degrees of success and underhand cut and fill proved to be the most effective method. To date Murray has mined 1.2 million ounces at an average grade of .335 OPT utilizing this mining method.

1. INTRODUCTION The Washington Metropolitan Area Transit Authority (WMATA) has often taken a leading role in introducing innovative construction technologies to build its transit system. Most recently, Contract Section E-5a, which included Fort Totten Station and Tunnels was constructed utilizing the New Austrian Tunneling Method (NATM) in soft ground. Along with the station and tunnels, two permanent shafts were also constructed in soft ground employing the NATM technique. This project is located within the District of Columbia on the Greenbelt Route. The subject of this paper is to discuss the unique method of construction of these two shafts, and explore the benefits of applying the NATM technique to the construction of deep shafts. The design of the shafts was performed jointly by Jenny Engineering Corporation of Springfield, New Jersey, and Mayreder Consult of Linz, Austria. The designers also provided construction support services and a resident NATM expert at the site during construction. The construction of the project started in April 1988 by a joint venture of Mergentime Corporation and H. T. Construction, a subsidiary of Hochtief Company from Germany. This $48.7 million construction project has been completed. 2. SUBSURFACE CONDITIONS The two NATM shafts are located primarily in Cretaceous-age deposits that are over 100 million years old.
