As the 2011 president of the Society for Mining, Metallurgy, and Exploration, Inc., I am pleased to present the 2011 issue of the Transactions of the Society for Mining, Metallurgy, and Exploration, Vol. 330. A significant portion of the contribution that we as a professional society make is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2011 Transactions is the second Transactions to take advantage of new publication technologies. It appears solely in electronic format. The decision to go to an all-digital format for this longstanding publication was a difficult one, but one which will better serve the mining community. Based on the feedback from the 2010 Transactions in e-book format, I believe that the transition to the all-digital format was the proper decision. The 2011 Transactions contain some of the most interesting research from the past year, including a 10-year profile of roof and rib fall trends from the National Institute of Occupational Safety and Health (NIOSH) and a new cross-disciplinary application of the tools of epidemiology to assess and mitigate risk in coal mines . This 2011 Transactions comprise of a total of 82 technical papers (626 pages including index), including all 19 papers published in 2011 in the Technical Papers Section of Mining Engineering magazine (Vol. 63) and all 32 papers published in 2011 in Minerals & Metallurgical Processing (Vol. 28). Additionally, this volume contains 31 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All 82 technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2011 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

Introduction Men like physical power because it gives control over nature and over other men. Physical power comes in two common forms: explosive and non-explosive. In both forms, the most powerful devices yet invented make use of nuclear energy: on the one hand, the hydrogen or fusion bomb, and, on the other hand, a nuclear power plant. For some nations, nuclear power offers a measure of independence not otherwise available in a time of diminishing and unevenly allocated fossil fuels. Consequently, it has great attraction. Unfortunately, the application of nuclear energy (especially fission energy) to either explosive or electrical power entails a singular risk, that of injury from ionizing radiation, both natural and induced; this risk is found in all stages of the nuclear-fuel cycle, from mining of fissionable materials to the disposal of wastes produced in the "burning" of nuclear fuels. The health costs of nuclear power were not fully assessed in the early stages of the development of nuclear technology and some of them were not properly guarded against, either in the USA, which led the world into the nuclear age, or in Canada, which followed an independent path. What I shall do in this paper is to sketch the history of nuclear regulation in our two countries, to point out what I consider similarities and differences, and to suggest that regulatory history, as perceived by a concerned public, has a great deal to do with what is possible today and probable tomorrow, in other words, with public acceptance or rejection of the nuclear option. The U.S. situation As we sow, so shall we reap. In the USA, further expansion of the nuclearpower industry has been almost stymied by government actions that reflect mounting public concern. There is no national storage facility for spent reactor fuel and it has been decided not to reprocess it; consequently, existing power plants are about to choke on their own wastes. Since the Three Mile Island accident, no new nuclear plants have received operating licenses, although several are ready to start up. The uncertainty of future government action has caused the abandonment of plans for a number of new nuclear plants. In addition, many research projects related to medicine and agriculture, which produce low-level radioactive wastes, are about to be shut down for lack of licensed disposal facilities. With the content of gold and platinum in the vast majority of ore deposits typically averaging 6 parts per million and less, the accurate and precise measurement of these metals in samples of ore and mining process streams has proven very difficult to achieve by modem spectroscopic analytical techniques. Largely because no other technique has proven suitable, the basic fire assay process has become the accepted international standard for these metals. Fire assay, however, suffers a number of disadvan­tages in the modem, competitive, high technology, and increas­ingly environmentally aware world. It is a labour intensive technique that is difficult to automate, and requires high levels of skill to ensure accuracy and consistency of results. Potentially hazardous chemical reagents are employed, of which, lead, in particular, can be a serious source of contamination to both personnel and the environment if not effectively controlled. Other dangerous elements, such as mercury and arsenic, liberated in high energy furnace operations, are further sources of possible health and pollution hazards. n contrast, the energy dispersive K X-ray fluorescence (K­XRF) technique devised by K X Technology Ltd overcomes many of the technical constraints of conventional low energy X­ray analysis, and has the potential to revolutionise assay opera­tions in precious metal mining. The technology is simply automated, requires basic operator skills, uses no chemicals, consumes less than 20kW, and is capable of detecting gold and platinum to an accuracy of O .1 parts per million by mass. The new third generation design of AZTEC laboratory instrument, released in 1994, is the result of significant technical development. Capable of analysing over 1200 samples per day, and developed primarily for grade control sampling, its applica­tions have spread to gold ore accounting from on-line conveyor belt sampling; screening of exploration samples; measurement of gold in carbon granules for Carbon-in-Pulp process control; and for conducting rapid checks to support key managemen decisions. The economic, rapid, and non destructive analysis ofup to 80g of ore for large numbers of samples, reduces sampling and sub-sampling errors, and provides improved grade estimates for ore bodies. When interfaced to a LIMS, laboratory automation and cost-savings can be further enhanced. The AZTEC design is also being modified for the analysis of platinum. The GOLDSTREAM on-line analysis system is an important new application of K-XRF to the continuous monitoring of process streams in gold ( or platinum) plants and mills. Integrat­ing the technologies of K-XRF to measure total gold, and dissolved gold spectroscopy to measure gold in solution, the insoluble fraction of gold can be deduced, and the effectiveness of the extraction process determined. Slurries are sampled automatically from selected points of the plant and pumped to the system for analysis. The information produced forms the basis for plant control and optimisation.

The West German Ruhrkohle AG and the engineering company BEDIA have developed an emission control system for diesel engines that is suitable for use in underground coal mining, consisting of a granular catalytic converter and a dry cooling system. Its first ever application was to a diesel mining locomotive. In the catalytic converter the exhaust gases pass over porous, platinum-covered ceramic balls in a double tube, oxidizing CO to CO2. Simultaneously, soot particles in the gases are subjected to afterburning. Laboratory tests carried out by BEDIA and at Aachen University of Technology showed that there was a reduction of over 80% in the CO content of the exhaust gases and over 30% in soot emission. The dry cooling system fulfills all the requirements demanded of exhaust cooling underground and does not have the disadvantages of conventional systems. It needs little maintenance, and it is light and compact. The most important components are a waterjacketed exhaust manifold, a tube and shell heat exchanger, a new type of flame arrestor in a stacked crimped ribbon design and a Venturi diluter. The system has its own thermostatically-controlled cooling circuit to keep the exhaust temperature between 120° C and 150° C, thus effectively preventing the tubes becoming blocked up.

Metal ions, such as chromium (Cr) and vanadium (V) are found as trace impurities in mineral dust. Since metal ion mediated free radical generation has been implicated in many disease processes, we carried out a detailed investigation of the metabolism of these metal ions by biological redox systems and the possible oxygenated radical generation therefrom. We found that highly reactive Cr(5+) species are generated in the reduction of Cr(6+) by NADPH-dependent glutathione reductase, lipoyl dehydrogenase, and ferredoxin-NADP+ oxidoreductase. The reduced metal ion species react with hydrogen peroxide, to generate hydroxyl (•OH) radicals in a continuous cycle. The enzymatic catalysis processes also involves the reduction of molecular oxygen to the superoxide [(0-1 2)] radical. Thus only a trace amount of metal ions chemisorbed on mineral dusts, such as quartz, can catalyze the generation of the highly toxic oxygenated radical species from cellular hydrogen peroxide, suggesting a new biochemical mechanism for mineral dust induced chronic lung injury.

Although Mexico is known for its important base-and precious-metal deposits, and lately oil, some industrial minerals play an important role in the Mexican economy. Sulfur, the most important industrial mineral produced, accounts for approximately 7.5 percent of the total value of mineral production. This commodity is followed by fluorspar, which accounts for 6.4 percent. Predominantly, the fluorspar deposits are very high grade (75 percent CaF) and are contained in lower Cretaceous limestone in the states of Coahuila and San Luis Potosi. Base-metal deposits in the area of Parral (notably San Francisco del Oro), however, have become important fluorite producers in their own right. (San Francisco del Oro has 12 percent fluorite gangue.) Salt from the Guerrero Negro solar-evaporation ponds in Baja California account for 6 percent of the total shares; phosphate from Baja California also accounts for 6 percent. Barite from man to deposits in Lower Cretaceous limestone in Coahuila and exhalative deposits in the Paleozoic section of Sonora account for 1.0 percent. In addition, Mexico is an important producer of gypsum, graphite, and celestite. Although graphite and celestite are not large-scale operations and thus do not contribute much to the Mexican economy, the Mexican graphite and celestite deposits are among the most important in the world; Mexico is one of the world's few sources of celestite. The celestite is in the form of large, high-grade mantos in Cretaceous limestones in northern Mexico.

A current program of research on the explosibility of coal dust/methane mixtures is described. During the study an explosion test chamber based on a novel design has been developed. This 20 litre open chamber uses a rotating drum concept for dust dispersion and infra-red sensors for dust concentration measurement. The chamber design allows different initiators to be tested while varying methane gas and coal dust concentrations. A new approach to the determination of coal dust concentration is included with a description of a dielectric dust probe. The measurement technique is based on the change in dielectric constant as the proportion of coal dust in air between probe capacitor plates increases or decreases. Characterization of coal dust samples is of vital importance. The particle size distribution, coal proximate analysis and elemental analysis were studied. Coal dust was sourced from airborne collected samples, settled dust from mine sources and seam channel samples crushed and sized. Explosibility test results indicate that a very low concentration of coal dust can form an explosible mixture when dispersed in methane concentration of just below five percent. With low temperature initiators, the coal dust lean limit concentration rises rapidly as the methane concentration is reduced. An accurate knowledge of the potential explosion hazards of coal dust and coal dust/methane mixture is necessary to establish safe operating conditions in underground mines. The research results outlined extend knowledge in this area.

The sodium smectitic clays (bentonites), have more industrial applications in that class of mineral, a driving force to obtain this mineral. In Brazil, there are several occurrences of smectitic clays, unfortunately they are polycationic, with a distribution of several exchangeable cations, where the cation sodium occurs in minor quantity. In this work, the original polycationic smectitic clay was firstly proper characterized and then treated with sodium carbonate obtaining homoionic sodium smectitic clay. The rheological tests in the optimized sodium smectitic clay showed good results for drilling fluids, typical of a sodium bentonite ones.

Digital image analysis systems to quantify particle size of crushed materials have successfully been applied in large-scale mining operations throughout the world. Particle size measurement at various crushing and sieving stages, especially in aggregate production, will facilitate the industry’s desire and need to achieve higher levels of process control and automation. This paper will 1) summarize applications of digital image analysis in the industrial minerals industries and introduce the Split-Online technology; 2) detail an actual recent test application of digital image analysis that ultimately lead to the installation of an automatic, non-invasive particle size distribution monitoring system; 3) document how this information is being applied: and 4) summarize the new Split-Online Aggregates Module now available.

Computer simulation models of working mines can be a great benefit to mining engineers. Such models have been used in mine planning (how many trucks-shovels to have, when to add new equipment, etc.) and mine design (should a dispatch system be purchased, where is the optimum location, for mine equipment, etc.). A simulation model can be thought of as a dynamic representation of the mine. It can be easily changed to reflect a variety of situations. A major problem for the engineer is how to present the results of the simulation study. This has now been overcome by means of animation to present the results of the simulation. The main simulation languages in use for discrete system simulation are SLAM, SIMAN and GPSS/H. Each has animation with SLAMSYSTEM for SLAM, CINEMA for SIMAN and PROOF for GPSS/H. Animation with SLAM and CINEMA have been on the market for several years whereas PROOF is a relative newcomer and has features not found in other animation software. This discussion will be confined to PROOF. Some of the comments will apply to all simulation and animation software.

PROGRAM DEVELOPMENT While Holmes & Narver is better known in other fields, the company has been active in many phases of underground excavation for over twenty years. In the 1950's, H&N participated in design and construction of nearly twenty miles of waste disposal tunnels in Southern California. As Architect-Engineer for the Atomic Energy Commission, we had design and management responsibility for many miles of tunnels and for thousands of feet of exploration and big hole drilling, from coast to coast in the States, and for gas well completions and exploration drilling for the Navy and the National Science Foundation from Pt. Barrow to Byrd Station in Antarctica. In my ten years with the company, we contributed to the development of big hole drilling techniques at a number of sites and analyzed the capability of boring machines for many of the tunnel projects. Introduction A well-designed mining plan is one that minimizes cost and mining induced problems and maximizes recovery of the coal reserve. To minimize the negative effects on surface structures caused by ground subsidence due to underground mining activities, two kinds of practices are commonly employed by mine operators. One is the support technique, which leaves an area of coal unmined or partially mined beneath the structure to be supported. The other is the protection technique, which protects the structure when it is subsiding with the ground by taking advantage of the ground subsidence process (Luo et al., 1992). In designing the supporting technique, the only currently available method in the US is the one stated in the Pennsylvania Underground Coal Mining Rules (1985). However, the size of the support area designed by this method will be excessively large and result in a wasteful use of coal reserves when the overburden depth is more than 350 ft. A more scientific method is proposed in this paper for designing the support area. This method is based on a large amount of subsidence data collected throughout a number of major US coal fields and the authors' experience with monitoring and protecting surface structures that have been undermined by longwall panels. It considers the critical deformation indices that a structure can tolerate, and depth and height of underground extraction. A support area designed by this new method will not only assure the safety of the structure to be supported but will also maximize the extraction of the coal reserve. Design of support area using the Pennsylvania rules The Pennsylvania Underground Coal Mining Rules (1985) state that no underground mining activity should be permitted beneath structures where the overburden depth is less than 100 ft. An exception to these rules is provided for mine related openings that provide access to the surface for such as entries, shafts, boreholes and site-specific variances for entry development. If the overburden depth is greater than 100 ft, the mine operators should utilize either of the following: •Extraction techniques that provide for planned subsidence in a predictable and controlled manner, or •Support techniques designed to prevent subsidence damages to features identified as: •Public buildings and non-commercial structures [ ] customarily used by the public, including churches, schools and hospitals • Dwellings, cemeteries, municipal public service operations and municipal utilities in place on April 27,1966 •Impoundments and other water bodies with a storage capacity of 20 acre-ft or more • Aquifers, perennial streams and water bodies that serve as a significant source for a public water supply system, and •Coal refuse disposal areas. The support techniques require that a support area be left beneath the surface structure or feature to be protected (Fig.1). The support area should consist of coal pillars, with their size and pattern being such that their bearing strength is maximized. The total coal extraction within the support area should be limited to a maximum of 50%. The support area should be rectangular in shape and determined by projecting a line at a 15° angle from the surface to the coal seam with an offset distance of 15 ft from all sides of the structure. With commodity prices rising again and market conditions stabilizing, the Metals Economics Group (MEG) found that most mining companies increased their exploration budgets in 2010. In the groups 21st edition of the Corporate Exploration Strategies (CES), MEG found a 44-percent rise in the estimated worldwide exploration total for 2010. MEG found that the estimated total 2010 budget for nonferrous metals exploration reached $12.1 billion, reinstating almost two-thirds of the industry?s $6 billion in cuts to exploration in 2009. Nonferrous exploration refers to expenditures related to precious and base metals, diamonds, uranium and some industrial minerals; it excludes iron ore, aluminum, coal, and oil and gas. In 2008, exploration budgets were at an all-time high of $14.4 billion. This capped a six-year run in which budgets rose. In 2009, nonferrous exploration budgets dropped 42 percent in 2009 as the global economic crisis and declining prices for almost all commodities took their toll on the industry. Metals prices - the primary driver of exploration spending - have improved markedly since bottoming in early 2009, and have traded well above their long-term trends throughout 2010. In response, major, intermediate and junior companies have all increased their aggregate exploration allocations in 2010. In particular, the significant improvement in the availability of equity financings for the juniors over the past 12 to 18 months has allowed this group to account for the largest share of the overall increase in exploration spending this year.

Recognizing that throatbush wear rate has a major impact on the overall efficiency of slurry pumps, Weir Minerals has developed superior rotating and axial adjustment technology.In many applications, the pump’s throatbush is the component that has the shortest life compared to the impeller and liners, with considerable variability.Adjusting the gap between the throatbush and the impeller front shroud reduces hydraulic recirculation in the pump. This prevents localized wear on the throatbush, improves hydraulic efficiency and lowers the total ownership cost for the operator. To avoid impacting the plant’s production, these adjustments are often performed while the pump is operating. However, this can have safety implications for individuals working at the front of the pump unit.“Manually adjusting an alloy throatbush on a large pump requires several people and is laborintensive. It requires mechanical tools to adjust the four pusher bolts, one at a time, in order to reduce the gap between the throatbush and impeller. We wanted to find a safer and quicker way to extend the wear life of the pump with regular adjustments, which led us to development of this technology,” said Marcus Lane, global product manager for centrifugal pumps for Weir Minerals.“Our automated throatbush adjustment solutions are available for pumps fitted with either rubber or alloy throatbushes on Warman slurry pumps used in the most arduous applications, and have been designed with our customers’ safety and pump operation in mind. By mechanizing the adjustment procedure, personnel are removed from the line of fire, and the accuracy of axial movement is increased,” said Ron Bourgeois, director of slurry pumping technology group for Weir Minerals."

[Introduction] Since excess lung cancer mortality was first noted in the late 1800's among Joachimsthal-Schneeberg miners, there have been a number of studies of the long term health effects among various types of miners exposed to elevated levels of radon and its radioactive decay daughters. Substantial excesses of lung cancer have been noted among miners in the Joachimsthal mines (Sevc, 1976) , lead-zinc miners in Sweden (Axelson, 1979) , fluorspar miners in Canada (DeVilliers, 1971) , iron miners in Sweden (Renard, 1974) , uranium miners in Canada (Hewitt, 1976), and metal (Wagoner, 1963) and uranium miners in the United States (Lundin, 1971; Archer, 1976). The latter prospective cohort has also been shown to be at an excess risk of death due to tuberculosis, nonmalignant respiratory disease, and accidents when followed through September 30, 1974 (Archer, 1976). This report extends the followup of this cohort of miners through December 31, 1977 and expands the mortality analysis to investigate more cause-specific categories. [Methods] During the decade beginning with July, 1950, medical teams from the United States Public Health Service (USPHS) examined 3362 white and approximately 780 nonwhite males who had worked underground in uranium mines in the Colorado Plateau at least one month by January 1, 1964. Occupational, medical, and smoking histories were obtained during the examinations and often updated/confirmed during subsequent annual censuses of the miners conducted by the USPHS. The white miners now have been followed-up through December 31, 1977 using the Social Security Administration, Internal Revenue Service, direct telephoning and various other sources. Death certificates were obtained for the deceased and coded directly into the Seventh Revision of the International Classification of Diseases, Adapted, using the rules in effect at the time of death. Deceased miners for whom no certificate has yet been located were assumed dead on the date specified by the reporting agency, cause of death unknown. The uranium miners cohort was analyzed using a modified life-table system developed by the National Institute for Occupational Safety and Health (NIOSH). Person-years at risk of dying (PYAR) were calculated for each miner from his first USPHS medical examination date or date upon completion of one month of underground uranium mining if that was later. PYAR were calculated specific for five-year age groups, calendar periods, and periods after first underground uranium mining. The numbers of cause-specific observed deaths among the cohort occurring by December 31, 1977 were compared to the numbers of expected deaths. The expected deaths were calculated by multiplying the appropriate PYAR by the United States death rates for white males specific for five-year age groups, five-year calendar periods, and cause. The results were summed over the age and calendar period specific categories to obtain the total expected deaths for each cause. Standardized Mortality Ratios (SMR's) were calculated for each cause by dividing the observed number of deaths by the expected number of deaths and multiplying by 100. In some tables, two-sided 95% confidence intervals for the SMR's were computed using either Fisher exact confidence limits, if the observed frequency was less than eight, or approximate confidence limits, if the observed frequency was eight or greater, to indicate statistical significance. Because a priori hypotheses had been well established, one-sided lower confidence limits were used for tuberculosis, lung cancer, other nonmalignant respiratory disease (ONMRD), accidents, and total mortality. [Results] The cohort included 589 miners first examined in either 1950, 1951 or 1953; 753 first examined in 1954; 1235 first examined in 1957; 5 first examined in 1958; and 782 first examined in 1960. In Figure 1 the distribution of the cohort by first year of underground uranium mining indicates that 13.7% started before 1947 and would have thus had an opportunity to be followed beyond 30 years

This study simulates the impact of a shale gas well casing breach near a longwall mine. Field studies are conducted to measure mining-induced permeability changes over the abutment pillar of a longwall mine, and a geomechanical model is developed in 3DEC, a three-dimensional numerical modeling code, to predict the aperture of fractures in the overburden at the study site. The predicted aperture values are used to determine mining-induced permeabilities, and the results are compared with the field measurements. These aperture values are provided as inputs into fracture flow code (FFC), which generates a stochastic discrete fracture network (DFN) model for the study site and predicts the potential shale gas flow to the mine. Results from 100 DFN realizations are statistically analyzed using the bootstrapping method to compensate for notable variation in fracture geometry. The results show a significant difference between the gas inflow for nearby panels due to increase in the induced permeability during mining of the second panel. The average gas flow to the mine was calculated as 4.72 × 10 m3/s (49 cfm) for a hypothetical breach at the Sewickley horizon during the first panel mining, 8.97 × 10 m3/s (19 cfm) for a hypothetical breach at the Uniontown horizon during the first panel mining, 2.16 × 10 m3/s (458 cfm) for a hypothetical breach at the Sewickley horizon during the second panel mining, and 8.07 × 10 m3/s (171 cfm) for a hypothetical breach at the Uniontown horizon during the second panel mining. Depending on the mine ventilation system, this could result in methane concentrations exceeding regulatory limits. Hence, these findings provide insights into the potential risk of an unconventional gas well casing breach near a longwall mine under shallow cover.

"INTRODUCTION Crossrail is a subsidiary company of Transport for London created for the construction of a new transverse train line 118 km long between Maidenhead and Heathrow in the West, and Shenfield and Abbey Wood in the East, including 21 km underground below London. Crossrail C305 Eastern Running Tunnels project is the biggest contract within Crossrail Project and involved boring 11.8 km of twin tunnels through London’s city center. Crossrail C305 Project interfaced with different contracts along its alignment and therefore logistics and solutions had to be developed to minimize disruptions or interferences with other contractors and the neighborhood. The paper describes this innovative approach. C305 CONTRACT APPROACH C305 contract was split into three drives, to be excavated by four EPB TBMs 7.1m diameter, as shown in Figure 1. •,Drive Y: 8.2km long between Limmo Peninsula and Farringdon Station in the city center •,Drive Z: 2.7km long between Pudding Mill Lane and Stepney Green Junction •,Drive G: 0.9km long between Limmo Peninsula and Victoria Dock Portal in the East. Crossrail C305 Project scope of works included the excavation of TBM tunnels and shafts at Limmo Peninsula and Stepney Green (including 17m span turnout caverns), along with the requirement to traverse station and shaft structures of other Crossrail contracts. Limmo Peninsula Site was a strategic element as it was the only access point on the tunnel alignment with sufficient available area at the surface for tunnelling logistics and also connected to the Lea River, tributary of the River Thames which facilitated marine operations for segment supply and muck removal. These were the reasons for operating Drive Y & Drive G TBMs from that location. Drive Z TBMs were originally planned to be launched from Stepney Green to Pudding Mill Lane, supplying the TBMs during Drive Z excavation from Limmo Peninsula site through the excavated section of Drive Y between Limmo and Stepney Green. During the early stages of the project, a value engineering proposal with a new tunneling strategy was agreed wherein the Pudding Mill Lane contractor would provide space for TBM assembly and operation in their portal, allowing for reversing Drive Z excavation and launching the two TBMs from Pudding Mill Lane. This optimization reduced some of the shaft requirements at Stepney Green which were contingent upon critical enabling works and provided program certainty and cost savings for the full Crossrail Project. It allowed for the reuse of both the Drive Z TBMs for Drive G excavation from Limmo to Victoria Dock Portal thereby saving on the procurement of two TBMs, in addition to easier logistics for both Drives Y&Z, therefore de-risking the TBM excavation process and the C305 Project program completion."

"The National Institute for Occupational Safety and Health (NIOSH) has been researching refuge alternatives (RAs) since 2007. Refuge alternatives typically have built-in pressure relief valves (PRVs) to prevent the unit from reaching unsafe pressures. The Mine Safety and Health Administration (MSHA) requires that the PRVs vent the chamber at a maximum pressure of 1.25 kPa (0.18 psi, 5.0 in. H2O), or as specified by the manufacturer. To facilitate PRV testing, an instrumented benchtop test fixture was developed using an off-the-shelf centrifugal blower and ductwork. Relief pressures and flow characteristics were measured for three units: a modified PVC check valve, an off-the-shelf brass/cast iron butterfly check valve, and a commercially available valve that was designed specifically for one manufacturer’s steel pre-fabricated RA and has been adapted for use in built-in-place (BIP) RAs located at one mine. PRVs used in tent style RAs were not investigated. The units were tested with different modifications and configurations in order to check compliance with 30 CFR regulations. BACKGROUND The Mine Improvement and New Emergency Response Act of 2006 (Miner Act) (1) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement. Section 13 of the MINER Act specifically directed the National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines, and the Department of Labor to act on the results of such research as appropriate. These mandates culminated in the 2009 adoption of changes to 30 CFR mining health and safety regulations, requiring underground coal mines to provide mine emergency RAs and associated components, to provide a life-sustaining environment for persons trapped underground. Such RAs can be either self-contained mobile units or built-in-place (BIP) facilities. The regulatory changes also include provisions establishing requirements for the Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One specific criterion for maintaining a safe RA atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (specified as 0.18 psi, or approximately 5.0 in H2O), or at a pressure as specified by the RA manufacturer, above mine atmospheric pressure in the RA (2)."

INTRODUCTION Anticipated increase of nuclear fuel production in the future coincides with growing concern about the occupational health risk of miners from inhaled radon decay products. As a consequence it has been suggested to even lower presently permitted exposure levels (NIOSH, 1980) and implement more stringent control on measurement programmes. Compliance with these regulations requires large investments in new or modified ventilation systems as well as in increased expenditure for staff and instrumentation for health physics operational monitoring. Since both costs are directly related to the overall ore production costs, this can have far reaching implications with regards to the economic feasibility of certain mining operations and consequently reduce estimates of low-cost minable ore reserves. In addition there is increasing evidence that the radon problem is not limited to the nuclear fuel cycle only, but can also represent a significant hazard to non-uranium miners. A key component in the cost-effective implementation of legislative control measures is the monitoring system employed. The choice of system is decisive for the total costs of installation and maintenance, manpower requirements and accuracy of nuclide determination. In the following operational specifications are defined for monitors in mining and milling environments. Different types of available instrumentation are discussed with regard to their suitability for practical radiation protection in underground mines, open cut mines and mills. ATMOSPHERIC CHARACTERISTICS Underground mines Radon in the air of underground mining operations is exhaled from surrounding rock surfaces, crushed material and, to a lesser extent, from water seepage. Whilst in uranium mines radon releasing ore bodies are generally localized in distinct areas, radon sources in non-uranium mines can be very dispersed throughout the system of mine tunnels. The ventilation scheme used influences the absolute atmospheric level of radon as well as the equilibrium conditions between radon and its decay products (factor F). In uranium mines mechanical forced-air ventilation is normally the only way to achieve and maintain legally required nuclide levels. This causes the F-factor to be rather low, e.g. in French CFA-mines F is of the order of 0.2 (Francois, Pradel, Zettwoog, 1975). At the same time the fraction of unattached radon decay products (fp) can increase due to the high air velocities employed. However, it is possible to find non-uranium mines with either natural draught ventilation only or assisted on demand by forced air ventilation during special operations or climatic conditions. Thereby the F-factor is more dependent on seasonal changes of temperature differences between outdoors and mine atmosphere and work routines. As a result F can cover a wide range from 0.02 to 0.95 (Steinhäusler, 1976). The use of filters or electro-precipitators in mine ventilation systems can modify the atmospheric characteristics twofold as it generally decreases the content of radon decay products, but at the same time increases the content of the unattached fraction fp . Average concentration levels of radon decay products are mostly lower in mechanically ventilated non-uranium mines than in equally ventilated uranium mines and are below 0.3 Working Level (UNSCEAR, 1977). However, some working places in non-uranium mines, specially with only natural draught ventilation can occassionally approach maximum permissible levels as defined for uranium mines (Strong, Laidlaw, O&apos;Riordan, 1975; Snihs, 1976; Sciocchetti, Scacco, Clemente, 1981). Open pit- and surface mines Radionuclide levels of radon decay products in the atmosphere of these mines are mostly too low to represent a significant inhalation hazard for miners, ranging typically from 0.03 to 0.1 Working Level (Steinhäusler, 1976). However, personnel using airpurifying respirators or working in cabins ventilated with filtered air can be exposed to a radon atmosphere with low value for the F-factor (F [<] 0.1) and high fp-value up to 80 % (Leach and Lokan, 1979). Mills Atmospheric radon concentration in crushing, grinding, drying and packing sections depends on the radium 226 content of the ore, ore storage methods and ventilation system employed. Providing adequate ventilation ([>] 2 air changes per hour) and control of dust production radon and its decay products represent only a minor problem (Saconney, 1979). With the rapid development of renewable energy technology, such as electricity reserves to store energy for electric and battery-electric vehicles, environmentally friendly energy sources are expected to continue to be tapped to meet mobility and stationary energy needs. Lithium is the most attractive candidate for energy storage development. The presence of lithium in the Sidoarjo mud in Indonesia makes it interesting for use as an alternative source of raw material. In this research work, sulfuric acid was used as a solvent, and hydrogen peroxide as an oxidation agent. Lithium recovery was studied with a leaching process at various temperatures (30, 45 and 60 °C) and sulfuric acid concentrations (0.5, 1, 2, 3, 4 and 6 mol/L). Increases in temperature, sulfuric acid concentration and hydrogen peroxide concentration were found to directly affect the lithium recovery. An increase in sulfuric acid concentration is directly proportional to the recovery of lithium in the solution. Optimum conditions were obtained at a sulfuric acid concentration of 6 mol/L and temperature of 60 °C. The shrinking core model was used to study leaching kinetics, and ash layer diffusion acted as a rate-controlling process. The activation energy of the leaching process was found to be 38.90 kJ/mol.
