Most of us are aware of the ever increasing use of underground space. At the Advisory Conference on tunneling in Washington, D. C. in June of 1970, the demand for construction oriented tunneling during the 1970s was estimated at some 21,000 Km of length with an excavation volume of 675 million cubic meters. Of this total, 11 million cubic meters were forecast for underground parking. Though this is a small portion of the total, it is significant to note it represents a 280% increase over the previous decade. Other areas of unusual increase were railroad tunnels, 150%, and rapid transit tunnels, 160% (1). Faced with this increasing demand, the need for improved excavating efficiency is obvious. Great strides have been made. In Japan, for example, several new long tunnels have been driven parallel to old existing ones at costs as much as 50; under those of the original tunnels (1). This is an impressive achievement. I am certain, however, that we would all agree that even greater improvement is required. Great emphasis is being placed upon sophisticated systems which include among others, mechanical borers, thermal fracturing, and various methods of rock weakening and softening. However, in hard rock excavation the fact remains that the drill-blast method continues to be the most widely used system. Undoubtedly it will continue to be one of the most important techniques in the forseeable future.

The Himalayan ranges have complex geological formation induced with locked up tectonic stresses and squeezing ground conditions. High overburden, steep slopes, perennial snow, and forest cover restricts accurate prediction of geological features, resulting in surprises during excavation. The tunnel planning under high altitude, extreme climatic, and unfavorable approachability conditions requires elaborate detailing. The construction technique and working faces for excavation are influenced by site accessibility/high overburden conditions, restricting the provision of access tunnel or shaft. The paper discusses site constraints influencing construction method and working faces for 8.9 km long highway tunnel at elevation 3,000 m under 1,900 mover burden through quartz-mica-schist formation.

The mining industry faces many workplace hazards that are a threat to human health and safety. The Bureau of Labor Statistics has found that employees in coal mining are more likely to be killed or sustain an injury or illness than workers in private industry. These injuries are also likely to be more severe (Bureau of Labor Statistics, 2007). In recent years, coal mining injuries have attained national attention due to highly publicized disasters. Despite these threats to worker safety and health, the U.S. relies on the mining of coal to meet its need for electrical power, with42% of electricity in the U.S. generated through the burning of coal (U.S. Energy Information Administration, 2012b; United Mine Workers of America, n.d.). Furthermore, the production of coal continues to increase and reach record levels every year(National Mining Association, 2012; U.S. Energy Information Administration, 2012a). For this reason, the coal mining industry must continue to find ways to protect its workers while maintaining productivity. One potential approach to protecting workers while maintaining productivity is through improving the safety culture at coal mines. In order to achieve this culture, operators, employees, the inspectorate, etc. must share a fundamental commitment to safety as a value. This type of culture is known in other industries as a ?safety culture? and can be defined as the characteristics of the work environment, such as the norms, rules, and common understandings that influence facility personnel?s perceptions of the importance that the organization places on safety. Fundamental to improving safety culture within an organization is understanding the existing safety culture; improvements cannot be made without first elucidating areas that require improvement. This manuscript details the process undertaken by researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) to assess the safety culture at five underground coal mines across the United States. The purpose of this manuscript is to introduce the mining industry to a multi-methodological approach to safety culture assessments. Further, it is the goal of this manuscript to highlight the value of including both quantitative and qualitative methods into safety culture assessments in order to obtain the most comprehensive view of an organization?s safety culture. Because this manuscript focuses solely on the methodology implemented, data and results obtained during the five safety culture assessments will not be presented in this manuscript, but will appear in a future publication.

Minerals contribute to the U.S. gross domestic prod-uct (GDP) at several levels?mining, processing and manufacturing finished products. In 2008, the estimated growth rate for the real GDP of the United States was 1.1 percent and the nominal GDP was about $14.3 trillion (Table 1). Trends in various sectors of the domestic economy are often reflected in mineral production and consumption rates. For instance, continued declines in the U.S. housing market during 2008 were reflected in further reductions in the production and consumption of cement, clays, construction sand and gravel and crushed stone (mineral commodities that are used almost exclusively in construction), and those associated with the related manufacture of goods, such as ceramic tile, heating and air conditioning equipment, paint, plumbing and sanitaryware, roofing, wiring and wallboard ? all used by the housing industry. The widespread effects of the slowing domestic economy became more apparent in the last three to six months of 2008 when prices for many mineral commodities declined sharply after reaching record highs earlier in the year, indicating significantly lower demand for those materials or products containing them.

Filtration is an important solid liquid separation technology employed widely in the mineral processing industries. The effectiveness of the filtration operation can be influenced by numerous variables, related to the particulate phase, the slurry rheology and the equipment. The classical approach for analysis is based on Darcy's law. Knowledge of the cake poremicro structure and its correlation to macroscopic cake properties is required to model the filtration operation from a fundamental point of view. Since cake formation seems to occur randomly, a 3D Monte Carlo method was used to simulate cake formation. The configuration for simulation was a space with width of 500 m, length of 500 m and height of 4000 m. Size distributions of five different industrial products whose particle size distributions follow the Rosin Rammler distribution function were used. The particle shape was assumed to be spherical. The simulated cake structures were described in terms of volume porosity (volume of pore space per unit volume of cake) and surface porosity (area of pore space per unit area of a cross section). The results indicate: 1) it is possible to simulate 3D packing, which mimics cake structure, using the Monte Carlo method,2) segregation phenomena occurs during simulated cake formation, 3) the values of calculated porosity for simulated samples B, C, D, and E were lower than those determined for corresponding industrial products Br, Cr, Dr, and Er, and 4)some structures of simulated samples seem to correlate with laboratory leaf test data obtained for different products from plant operations.

The year 1988 unexpectedly turned out to be a good year for the US coal industry. In fact, it was a third consecutive year of record coal production. Accord¬ing to preliminary Energy Information Administration data for 1988, domestic coal consumption went up 5%, or 41 Mt (45 million st), from 1987. Coal exports were up by a surprising 13.6 Mt (15 million st). In 1988, 22.7 Mt (25 million st) of coal were drawn from stockpiles for consumption. Even so, US coal production increased to 862 Mt (950 million st). That was up 28 Mt (31 million st) from 1987. While coal consumption, exports, and production were up, delivered prices for steam coal continued to slide during the year. Metallurgical coal prices, however, firmed up and showed a moderate increase. This reflected tight metallurgical coal markets at home and abroad. Coal consumption US coal consumption reached 800 Mt (882 million st), compared with 759 Mt (837 million st) in 1987. Increased metallurgical coal consumption was one factor. Most of the rise in coal consumption, however, was due to unexpectedly high electricity demand. Unseasonably hot summer weather al lowed added coal-fired electric generation to supplement the drought-related reduction in hydro-electric power supply. Electric utilities consumed 687 Mt (757 million st) of coal in 1988, 35.4 Mt (39 million st) more than in 1987. Coal-fired power plants remained the primary source of US electricity generation, providing 57% of the total in 1988. Coal consumption at coke plants increased 13%, to 38 Mt (42 million st), from the level consumed in 1987. This increase reflects the recent recovery in the iron and steel industry. Metallurgical coal consumption in 1988 could have been greater. But US coke plants reportedly reached their maximum practical production capacity. As a result, net US coke imports amounted to 1.45 Mt (1.6 million st). Despite increased industrial activities, steam coal consumption by industrial plants was up only slightly from the 1987 level, amounting to 69 Mt (76 million st) in 1988. Residential and commercial coal consumption remained virtually unchanged at 6.4 Mt (7 million st). Coal exports and imports US coal exports rebounded in 1988, reaching 86 Mt (95 million st). It was the highest level of annual US coal exports since 1982, when they reached 96 Mt (106 million st). An unusual set of factors led to an opening for US coal exporters in 1988: • a high level of industrial production in Japan and the European Economic Community, • supply disruptions due to labor problems at coal mines in Poland and Australia, • a drought-related reduction in hydro-electric power generation in Canada, requiring increased coal-fired generation, • China's problems in meeting its export commitments, and • a fall in the value of the US dollar. US metallurgical coal exports in 1988 amounted to 56 Mt (62 million st), 9.1 Mt (10 million st) more than the 1987 level. Europe, Japan, and Canada were the principal importers of US metallurgical coal in 1988. European countries, in particu¬lar, increased their take by one-third of US metallurgical coal. The labor problems in Poland and Australia contributed to these higher levels of imports. So did increases in pig iron production of 8% in Japan and 9% in the European Economic Community. US steam coal exports - including bituminous, anthracite, and lignite-increase to 30 Mt (33 million st). This was up from 25.4 Mt (28 million st) in 1987 Contributing to this overall rise were 1.8-Mt (2-million st) increase in shipments to Canada and a 2.7-Mt (3-million st) increase to Europe. Unaffected by the somewhat tighter world coal market, US coal imports showed a slight increase to 1.8 Mt (million st) in 1988. Colombia continue to be the leading exporter to the United States, followed by Canada and Venezuela. Venezuela's entry into the US market is a relatively recent one, having made its first significant shipment in the fourth quarter of 1987.

Mining has one of the highest annual average fatality rates among major US industries. Health and safety dangers have been inherent to mining since the early days of picks and shovels. Even though miners’ health and safety has improved over the years, mining is still one of the most dangerous occupations. Mining was traditionally a low tech industry. It is now driven by competitive pressures to go high-tech by using programmable electronics (PE) for machine control, atmospheric monitoring and material processing. The industry’s experience with the functional safety of PE is limited compared with other industries. Thus, PE is an emerging technology for mining that can potentially create or worsen hazards.

Federal regulations require the use of methane monitors on all mining machines. All machine-mounted methane monitors currently used in underground coal mines rely on catalytic heat of combustion sensors. As a comparison, although not currently approved for use on underground mining equipment, instruments with infrared sensors are evaluated in this study. Potential advantages of using infrared sensors include faster response time, long-term stability, and reduced maintenance needs. Tests conducted in the laboratory and at a full-scale model mine compare the performance of catalytic heat of combustion and infrared sensors operating under test conditions designed to simulate airflow conditions underground.

Two great revolutions in mining occurred during the 20th century. The first took place almost 100 years ago (1903-1905) with Daniel Jackling’s experiment in the economies of scale for large-scale mining at Bingham Canyon. Jackling’s ideas changed the focus of base metal exploration toward lower-grade, high-tonnage deposits. The second revolution was the impact of environmental and social concerns on mining. It started near the end of the 20th century and is still under way. This article speculates on the effects of this second revolution on the future of mineral exploration.

SAG mill liner development draws primarily on practical experience from SAG milling operations supported by computer-based modeling of charge motion in SAG mills and on established good design practice. Liner design needs to respond to the process aspects of mill liner action that are critical to good SAG mill performance, i.e., the impact of shell liners on the grinding action and of grates and pulp lifters on pulp discharge. In recent years, the trend in large SAG mills has been to use wide-spaced shell lifters with large lifter face angles, primarily to reduce packing and ball/liner damage, and to use larger, hence fewer, mill liner parts to reduce downtime at liner change-outs.

Stope instability at Ashanti Goldfields Company Ltd. (AGC) is a major concern. Using information from field mapping, major discontinuity sets were defined, Rock Quality Designation (RQD) was determined. The stability of wedges in the stope walls was assessed using the commercially available computer program UNWEDGE(Rock Science, 1992). Analytical results indicate that the presence of graphite infilling in joints contributes to instability, while steeply dipping joints control wedge slabbing and wedge toppling in the hanging wall. Stable stope widths and dimensions were determined to range from8.1 to 30 meters (m).

The Coeur Rochester Mine is one of the largest and lowest cost primary silver mines in the United States. In January, the mine surpassed 3.1 kt (100 million oz) of historic silver production. Rochester is owned and operated by Coeur d’Alene Mines, the world’s largest primary silver producer. Rochester is the world’s seventh largest silver mine. It also produces gold — more than 31.1 t (1 million oz) in historic production. Cash operating costs have averaged 8 cents/g ($2.58/oz) of silver since operations began in 1986.

The National Institute for Occupational Safety and Health conducted laboratory and field tests to evaluate the effectiveness of dust collector bags for reducing dust liberation and operator exposure from a roof bolter?s dust collection system. The laboratory tests evaluated the bag?s effectiveness to contain dust and the effect on canister filter loading in both a bag and bagless condition. The dust emissions from the collector?s exhaust were also measured in each condition during laboratory testing. Laboratory results show that nearly 100 percent of the test dust fed into the collector was captured by the dust bags. Loading and pressure drop on the dust collector?s canister filter is greatly decreased when using the bags, enabling longer periods of drilling without filter removal/cleaning. The field results showed that, even though dust standards were met, respirable dust in exhausted emissions was reduced around the bolter. Laboratory and field results show that benefits from use of the bags are realized in all areas of operator exposure.

Northside Storage Tunnel provides 500 megalitres (Ml) (130 million gallons) of storage capacity to capture stormwater/sewage overflows into Sydney Harbour. The6.6 m diameter TBM driven tunnel traverses Middle Harbour 85 m (280 ft) below sea level and through a sandstone/shale rock mass, highly disturbed by stress relief, 20 m(65 ft) beneath the base of the sediment filled palaeochannel. Target limits for inflow, groundwater drawdown and settlement of the valley beaches were achieved by systematic forward grouting from the TBM. Support included rockbolts, sets and shotcrete to carry rock loads, control block instability and spalling and to provide durability and serviceability. This paper describes the tunnelling and grouting works and their effectiveness.

Plant operators in the mineral processing industry have been implementing expert systems for several years now, with the intent to increase production and reduce costs. Most systems have been installed on grinding circuits of some type and have proven that the technology is viable in that application. However, few applications on other processes have been attempted for various reasons, such as lack of reference sites, complexity of the process, lack of suitable measurements and lack of confidence in the technology. The successful application of an expert system on an Alumina Calcining kiln is the first such application in the West Indies Alumina Company (Windalco), and demonstrates how this technology can be successfully applied to other processes. The key objective of an expert system is to optimize the process. To achieve this the process must first be stabilized, followed by optimization of the operating parameters. The steps taken by this expert system to optimize the process are: • Check for abnormal conditions and deal with them using a prioritized set of special actions. • Use a selection of rule blocks to stabilize the process. • Once the process is stable, achieve additional benefits through further optimization of the process. The potential benefits that a user can expect to achieve through installing an expert system can be assessed on the basis that performance will improve from that of an "average operator" to that of the "best operator" performing at his optimum for 24 hours a day, every day. The quantifiable process benefits include: • Increased production • More consistent product quality • Reduced operating costs • Reduced standard deviation of key variables • Consistent plant operation The success of this project was measured in several ways: project implementation, realised economic benefits, and realised non-economic benefits. With a commitment to maintain the system over the long term, the longevity of the system is assured and will become an important part of the Alumina Calcining control strategy at Windalco. This paper discusses the various phases of implementing the ABB Expert Optimizer expert system, what the benefits were and the procedure that is in place to maintain the system to ensure continued long term success.

Estimation of the cutter life and cost is a part of evaluating performance for a hard rock TBM in any project. Various approaches has been proposed for calculation of disc cutter life in various rock types based on machine specifications and rock strength and abrasivity. Cutter change time is a parameter that is used in some of the estimates and is defined as the average time required for changing a cutter on the cutter head and cutter life is the number of cubic meters of excavated rock per each disc cutter. Analysis of cutter life information of several tunnel projects from around the world has revealed that the published models for estimation of cutter consumption require some revisions to offer a more accurate prediction. The preliminary analysis of data shows that the average cutter change time is approximately 66 minutes for different cutter sizes and there is a minimal difference between corresponding cutter change times of the large (e.g. 19 or 20 in) versus smaller cutters (e.g. 15.5 to 17 in). This paper reviews the available and published cutter life data from various projects. It also introduces new models for estimation of cutter life and cutter change time as part of TBM down time and utilization analysis.

The mining industry has searched for a message that will resonate with the public while focusing on the industry’s positive contributions to society. Thus far environmental groups remain unconvinced, and the public is still largely uninformed. In the authors’ opinion, a number of recent events and experiences have converged to help shape a more effective public communication on mining’s important role. This paper presents a fresh and cogent perspective on coal’s role in sustaining society by anchoring the message in a transparent material flow analysis that links coal’s impacts across a broad range of social and environmental aspects.

LOCATION AND HISTORY The Lakeshore Copper property is located on the Papago Indian Reservation approximately 30 miles South of Casa Grande, Arizona. This major porphyry type deposit was discovered by El Paso Natural Gas Company in 1966. Following an extensive diamond drilling program, El Paso invited several mining companies, including Hecla, to examine the property with a view towards participation. Hecla's examination, and the attendant feasibility studies, led to agreements, which were finalized in September 1969, whereby Hecla would acquire a 50% interest in the property, and would act as operator. The Lakeshore deposit covers an area approximately 3,000 feet in width by 6,000 feet in length. It consists of an upper zone of disseminated copper oxides, averaging approximately 100' in thickness overlying a zone of disseminated copper sulfides up to 1,000 feet thick. Near the base of the disseminated ore is a blanket like zone of high grade copper sulfides, referred to as the tactite ore body. The mine is being developed to produce approximately 6,500 tons per day of oxide ore and 9,000 tons per day of sulfide ore. This represents a total daily production rate of 15,500 tons per day, which will be achieved by underground mining methods using rubbertired dieselpowered mining equipment. DEVELOPMENT LAYOUT The mine is being developed by two parallel 15° decline tunnels. The declines were collared 5,000 feet southeast of the ore body, and are being driven in a northwestery direction, to pass beneath the tactite ore zone. The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. Mexico’s role in the world economic community continues to grow. And it is important that the country makes use of its natural wealth, including its large underground deposits of minerals and metals. With that in mind, Industrias Peñoles S.A. de C.V.(Peñoles), a mining, smelting and refining company, began mining lead, zinc and other metals from the Francisco I. Madero Project (FIM). The mine is located about 600 km (370 miles) northwest of Mexico City in the state of Zacatecas. Peñoles plans to remove about 3 Mt/a (3.3 million stpy) of ore from FIM. To achieve this goal, the company needs to optimize its processing, to maximize the amount of metal it extracts through FIM’s large flotation lead-zinc concentrator. To ensure high productivity, Peñoles and its contract engineering firm, M3 Engineering and Technology, of Tucson, AZ, have implemented anore processing system.
