Not quite a year ago, during a speech to a group of mining professionals in Washington, DC, the subject centered around the long-range importance of conducting research projects and how much that research needs to specifically apply to health and safety matters in our industry. The point was made about the critical need to work together with government, private industry, labor organizations and academia speaking with a unified voice as we all march into the future together. The fundamental benefits of competitive research were mentioned -- to improve our quality of life, to develop our energy resources, to achieve a safe and healthy environment and to ensure long-term economic growth. Very importantly, emphasis was given to the natural link that makes my agency, the Mine Safety and Health Administration, and the National Institute for Occupational Safety and Health -- NIOSH -- the beneficiaries of each other's findings.

Discussion of concept Breakage of rock by machine is one of the major methods of excavation. With the development of modern engineering techniques, the advantages of using this method have become even greater. Improving efficiency and reducing the cost of rock breakage is the main goal of mechanizing the rock-breaking operation. For a given stratum, the efficiency of a machine excavation depends, to a large extent, on the design and method of application of the tools used. In a planetary cutter head, the subcutter heads move like planets around the main drive shaft. The general structure of the cutter head is shown in Fig. 1. As shown in this illustration, the main drive shaft (1-1) is connected to the tie bar (1) and, thereby, to a gear (5) that meshes with a fixed-gear ring (2). The subcutter head (4) is rigidly connected to the gear (5) by the subcutter-head axis (2-2). When the main drive shaft (1-1) rotates, the subcutter head (4) rotates around the axis (2-2), under the action of the tie bar and with the help of sleeve pipe (3). At the same time, axis (2-2) also rotates around the main shaft (1-1). As shown in Fig 1, [a] is the angle between the main shaft and the subcutter-head axis. This angle determines the shape of the drilling face. If [a] equals zero, the drilling face will be a flat surface (Fig.1 (a) ), and if [a] is greater than zero, the drilling face will be a spherical surface (Fig. I (b)). For a planetary cutter head, the most important design parameter is the transmission ratio (i), which is defined as [i = (0210)1(1)] Where [(a] is the angular speed of rotation of the subcutter heads around their individual axes, and [o] is the angular speed of rotation of the subcutter-head axes around the main shaft. In Eq. (1), i is positive if the direction of rotation of a subcutter head around its axes is the same as the direction of rotation of the subcutter-head axes around the main shaft (see Fig. 1(b)). Conversely, i is negative when the two directions are opposite (see Fig. 1(a)). When i is positive, the cutters on the subcutter heads form epicycloid paths on the drilling face, as shown in Fig. 2(a). A combination of a slurry trench with dewatering successfully controlled groundwater for a large sloped excavation immediately adjacent to the Arkansas River. The Murray Hydro Electric Project required excavation through sand and gravel to bedrock, 85 feet below high water in the River. The perimeter system of deep wells pumping up to 25,000 GPM (1,600 1/sec) lowered the water level to 15 feet (4.6 m) above bedrock. A short soil/bentonite slurry trench near the toe of the slope cut off the residual head. The method cut six weeks from the critical path. Design of the slopes and the dewatering system demanded high safety factors because of risk to existing Lock and Dam No. 7. A localized pocket of soft organic clay was supported by a rock filled bolster. A major flood event was successfully withstood. The method can be applied to large civil excavations and open pit mines.

Theoretical investigations and laboratory experiments demonstrated that there is a great potential for the use of jet fan ventilation in mines. This paper summarizes research that consisted of laboratory-scale model tests, full-scale mine model tests and underground coal mine entry tests. The laboratory model used water as a fluid medium and simulated a typical 25-m- (82-ft-) long heading having a 1.5 x 6-m (4.9 x 19.7 ft) cross section. The effects of various nozzle positions and designs were investigated by using still photography. It was also found that the use of jets in combination with line curtains enhanced the overall ventilating effect in the model entry. Flow measurements in the full-scale mine model and in the coal mine entry were conducted to evaluate the effectiveness of the jet fan. It was concluded that the designed jet fan ventilation system was an effective means of ventilating blind airways.

Ground deformations are of major concern during tunneling, especially in downtown environments, since they have a significant impact on the costs and practicality of tunneling. This case history describes soil and groundwater conditions and ground behavior during the construction of twin transit tunnels for the Downtown Seattle Transit Project (DSTP). The tunnels were excavated through complex glacial soils ranging from hard glaciomarine drift to flowing sand. The tunneling process was greatly facilitated by the prediction of soil layer positions to an accuracy of ±0.6 m (2 ft). Tunneling was complicated by the presence of over 500 temporary tiebacks and by disturbed ground overlying an operating railroad tunnel. A variety of ground improvement techniques were used to successfully minimize settlements, which ranged from 1 cm (0.4 in.) in glaciomarine drift to 6 cm (2.4 in.) in flowing sands. Ground improvement techniques included compaction grouting, chemical grouting, jet grouting, and eductor well systems.

Spokane Research Center personnel have been investigating the use of seismic tomography to monitor the behavior of a rock mass, de¬tect hazardous ground conditions and assess the mechanical integrity of a rock mass affected by mining. Seismic tomography can be a valuable tool for determining relative stress in deep, >1,220-m (>4,000¬ft), underground pillars. If high¬stress areas are detected, they can be destressed prior to development or they can be avoided High-stress ar¬eas can be monitored with succes¬sive seismic surveys to determine if stress decreases to a level where de¬velopment can be initiated safely. There are several benefits to using seismic tomography to identify high stress in deep underground pillars. The technique is reliable, cost¬effective, efficient and noninvasive. Also, investigators can monitor large rock masses, as well as moni¬tor pillars during the mining cycle. By identifying areas of high stress, engineers will be able to assure that miners are working in a safer envi¬ronment.

Many gold producing states are requiring rinsing of spent heaps to render the leached ore compatible with the environment and are placing reatrictiona on effluent pH, cyanide, and metals concentrations. Parameters which may affect efficient rinsing of heaps have been investigated by the U.S. Bureau of Mines in laboratory column studies. Rinse profiles for cyanide, metals, and pH as a function of the volume of water passed through the spent ore are presented. Fresh water rinsing of spent ore in columns showed that rinsing of cyanide was not affected by the rinse solution application rate. Interrupted rinsing with a rest period between applications reduced the volume of water required to meet effluent cyanide concentrations. Chemical oxidation of the effluent with recycle of the rinse solutions reduced effluent cyanide concentrations and the volume of waste solution generated. Water rinsing was not successful in reducing the alkalinity of the cement agglomerated ore. A dilute acid solution had to be applied after cyanide removal to reduce effluent pH levels to specified limits.

A dust concentration meter has been developed with Australian coal industry support for the measurement of total airborne dust concentrations capable of causing explosions in underground coal mines. The instrument, The University of Queensland Dust Meter (UQDM), measures the effective dielectric constant of a mixture of coal dust and air that is drawn between the plates of a capacitor, the capacitance of which is measured by a ratio-transformer bridge and synchronous detector system. This technique measures small changes in capacitance to approximately 1 part in 106. The unique design of the capacitor sensor permits a precise volume of coal dust and air mixture to be sampled. This arrangement overcomes difficulties inherent in optical dust measurement. The meter is portable, battery powered, incorporates data logging and has intrinsic safety approval. The operation of the meter is discussed. The system is designed to monitor dust concentrations along a coal mining face and provide concentration profiles leading to the development of suppression strategies. If data from underground tests are available, the meter's potential to contribute to establishing safe working conditions underground will be discussed. Other areas of potential application of the measurement technique are also examined.

Introduction The minerals exploration business, like many businesses, is faced with the problem of valuing future, risky cashflows. These cashflows are derived from those mineral deposits which have been successfully commercialized. Many deposits, however, do not have the quantities or grade of ore to be considered economic at the projected metal prices using the traditional tools of the Capital Asset Pricing Model and discounted cashflow analyses. If one calculates the future revenues, costs and cashflows of one these marginal properties, and discounted it at the appropriate risk-adjusted discount rate, it may have a negative present value. Yet such a property may still have real, positive value in the marketplace. Why would a firm pay money for a property with an (apparent) minus present value? Mining properties such as these are bought and sold in arms- length transactions on a regular basis. Why is this so? Part of the reason relates to the nature of ore reserve information. To generate cashflows, the analyst must t assume that the reserve information is known with certainty when, in fact, reserves are not known with certainty. Mineral reserves are a function of commodity price, extraction costs and the level of (usually drilling) information about the reserves. Most of the 154 t (170 st) truck fleets that were predominant in large surface mines in the 1970s and 1980s are approaching the end of their economic life. One replacement option considered by mine operators is a change to the 2 18 t (240 st) trucks. A comparison of load capacities between the 1.54 t (170 st) and the 2 18 t (240 st) trucks indicates a large productivity advantage in favor of the 218 t (240 st) trucks. This advantage, however, is often reduced by a number of site-specific factors. Therefore, a careful evaluation is required to define the actual benefit of changing to the large trucks. This article discusses some important factors that have an impact on truck size selection, based on several different studies. 218 t (240 st) trucks The 2 18 t (240 st) rear dump trucks were first introduced for surface mine service almost 10 years ago. However, it is only during the last few years that this equipment has gained acceptance in the surface mining industry. About 250 units were employed in surface mines worldwide at the beginning of 1992, and further purchase commitments are being made. Encouraged by the mining industry’s interest, all major off-highway mining truck manufacturers now offer 218 t (240 st) models (Table 1). At present, the existing 218 t (240 st) truck fleets are dominated by electric drive trucks. However, recent introduction of a 2 18 t (240 st) mechanical drive truck rounds out the development of this truck size.

Drill-hole contamination has been a problem for many years. Contamination of rotary drilling has been well documented. More recently contamination in wet reverse circulation drilling has been noted by Echo Bay and others at the 1991 AIME annual meeting. Mine Development Associates (MDA) has worked on a number of projects at which contamination of drill-hole samples has occurred. Properties are commonly acquired with drilling accomplished by other companies and at times the only records of the drilling program are the drill-hole logs and assays themselves. Identification of contaminated zones is sometimes difficult to determine. Most geologists and engineers in the industry are aware of the magnitude of the problem, as contamination is a relatively common problem with wet reverse circulation drilling. MDA has developed a computer program to help determine if contamination has occurred when using reverse circulation drilling, based on cumulative distribution curves and by a process we call decay analysis. Most deposits are not homogeneous throughout the deposit, but exhibit a characteristic drop-off or decay of assay values around higher-grade drill-hole intercepts. Using graphs of this characteristic decay and cumulative frequency distribution, we can use the program to help determine contamination in several ways. This paper will discuss the use of decay analysis at three gold deposits where contamination is known to have occurred. In one of the deposits decay analysis was used, successfully to determine if contamination had occurred, while in the other two the decay analysis was used to verify our decay analysis procedure.

Employing a combination of two types of polyelcctrolyte might become necessary to enhance both the settling rate of the flocs and the water clarity of a fine-particle suspension in a high-capacity thickening process. The sequence of addition, mixing, type and dosage of polymer all affect the overall performance and capacity of a thickening process. For the sedimentation of copper flotation tailings, the cylinder test results showed that two different techniques may be used to achieve the required performance, i.e., a high settling rate of the flocs and the deisired underflow density and overflow water clarity. The required performance can be achieved by either adjusting the pH prior to anionic polyelectrolvte flocculation or using a combination of polymer flocculant and coagulant (dual-polymer system). The dynamic thickening test results showed that only the approach using a dualpolymer system is capable of meeting the required performance. The effects of polvelectrolvte dosage, the sequence and numbers of polyelectrolyte addition, the feed concentration, the bed level and the rake speed on the settling rate, underflow percent solids and water clarity were studied in cylinder tests and in a laboratory dynamic thickening unit. The dynamic test is especially valuable in evaluating the addition and mixing of polymers. The results were evaluated quantitatively using total suspended solids in supernatant, underflow density and capacity per unit of settling area per unit of time. The objective of this study was to quantify and explain some of the parameters involved in the sedimentation of copper flotation tailings.

"Virtually every article you read on safety has a statement to the effect: “It’s obvious that safety pays”. If it is so obvious, why is it so hard to answer these questions? • How does the Maintenance or Operations Manager convince the Plant Manager to spend money from the annual budget for safety improvements? • How does the Plant Manager influence Corporate to prioritize safety improvements? • How does an engineering firm persuade the owner to spend more on design and equipment up front to reduce risk? There are many cultural and structural reasons why it is so difficult to prove the obvious. In my opinion the main culprits are: the almost universally used ‘Low Bid’ process, variations in reporting incident statistics between industries and countries, and, the Generally Accepted Accounting procedures (GAAP) [or International Financial Reporting Standards (IFRS)]. Conventional wisdom is it’s smart not to spend more than you need to meet the minimum regulations and maximize production. But buying on price alone often harms people, degrades the environment, and reduces the company’s bottom line. How can this be? You met the minimum safety requirements and saved money by buying on price. Don’t those savings go right to the bottom line? When you buy on price you get minimum quality, minimum compliance and are often backed corner with no reasonable options to rectify the problems that arise from buying on price instead of buying on long term life cycle cost. Culturally few companies actually ‘walk the talk’. It is trendy to have giant billboards at plant entrances proclaiming world class compliance with quality and safety standards. Annual reports are embellished with safety slogans and sustainability statements. Behind the front gates and the glossy annual reports the message is clear: produce or be replaced. Only a few companies go beyond the window dressing and actually endorse, from the top down, continuously improving their safety culture. Those that do embrace safety, show significant performance advantages over their competition that are reflected in their safety, productivity and environmental records and, ultimately their financial statements and share price. Current accounting (and reward) systems make it unlikely financial managers will accept non-conventional approaches to justifying expenditures on safety because they are driven to report “hard” numbers that can be documented and are within the “GAAP or IFRS Rules.” But in reality, accountants quantify soft or intangible costs all the time in their financial statements. Justifying safety investments is greatly enhanced by quantifying what most financial managers would call intangible costs. Government agencies have no problem assigning intangible costs to justify regulations to improve safety. How many times have you heard that the regulation is justified because the cost to industry is X while the benefit to the society is 2 or 3X? How can they say that without including intangible costs? We find it hard to believe these government claims of benefits to society because we have been trained to think about saving hard direct costs to justify investments."

Understanding the nature of coal surface heterogeneity is a prerequisite to accurate characterization and efficient control of coal surfaces. New techniques based on the centrifugal immersion of particles from the liquid/ vapor interface and film flotation have led to independent estimation of surface energy distributions in individual coal particles. Changes in the distribution of surface sites due to oxidation and polyacrylamide adsorption on coal are studied here using the above techniques. New information on -possible conformations of adsorbed polymers is also obtained.

The addition of new data and corrections can be made under the control of a simple editing session. All programs for this system are written in FORTRAN and executabe "MACROS".. After the addition of new data, the whole file Is reinitialized to update the binary file and cross-reference tables. Updating the binary file involves rerunning the initializing program. The creation of graphic plots like cross sections and plan views is menu-driven from a terminal and very user-friendly. Small files containing not more than 10,000 entries (survey and assay points) are suitable for this setup, particularly for computers with less than 2 Megabytes of real and virtual memory. The largest file processed contained 35,000 lines of survey and assay information and required 4 megabytes of virtual memory. Working with this size file slows down the time for the creation of plots and cross sections. Another independent system is more akin to a financial type of data base. It was installed in one Anaconda mine as part of the operation's inventory, warehouse, day-pay payroll, and purchasing data bases. It is a highly hardware-dependent system, in particular, IBM's CICS/VS (Customer Information Control System/Virtual Storage). This is a true relational data base that optimizes storage requirements, supports online inquiry, update, data entry, and data security. While this system has been tested and proven in accounting applications, it requires programming expertice in PL/I and other CICS utility programs. It is well suited for huge data bases (like the 35,000 lines of data), but cumbersome for small engineering files.

Grinding process optimization is an exciting new tool for maximizing the performance of existing mineral processing plants. This paper discusses the methodology of optimization which involves plant sampling, pilot tests, modeling, computer simulation and plant verification. The methodology developed emphasizes the interactions among operating variables and design options. Two example applications demonstrate that AG and SAG optimization provides the basis to increase grinding throughput up to 10 percent. This sys- tem optimization technology has been proven to be very cost effective for grinding plant performance improvement.

This paper presents a comparison study done at VTT's new pilot plant facilities in Outokumpu, Finland, for chromite ore. The ore was ground in a rod mill -, a ball mill - and high pressure roller mill - ball mill circuit in the capacity range of 0.5 - 3.0 t / h. The main grinding characteristics are discussed and the quality of the products are compared from the mineralogical point of view. The benefits of high pressure roller mill comminution for further mineral processing of chromite is also discussed.

Exploration is the systematically financed and technically oriented search for mineral wealth. Almost all established mining companies have an exploration department. The size of a company's search varies over the years as the company's profits, or the corporate philosophy change. While the established mining companies have exploration departments, they are also alert to acquiring discoveries made by others -- especially by prospectors and small companies without the resources to develop their find. The emphasis in some large companies stresses self-generated discoveries while others rely heavily on acquisitions; again, over the years the emphasis may alternate. In the last analysis, essentially all new mineral wealth was found through someone's exploration effort. Before we discuss how exploration is financed, it will be informative to analyze how discoveries have been made and by whom. Recently, the author conducted a survey of randomly selected major mining companies to answer these questions. Most companies responded and many went to considerable effort to give complete and detailed answers. I thank all for their help and cooperation. The questionnaire is attached as Appendix I. Appendix II is a list of the 400 companies that replied in a complete enough manner and format to be analyzed here. The results of the questionnaire are given in Table 1. Transportation tunnels are highly sensitive to ground movements and are required to be stable and secure for safe operation. In urban areas, the interaction between tunnels and adjacent piles, which are widely used to support buildings and other structures, requires careful consideration. The seismic response of tunnels may vary depending on the lateral stiffness and strength of the tunnel walls, while the axial loading and seismic impact of adjacent piles may cause soil displacement and stress changes that can damage the tunnel lining. As a result, tunnel owners often impose strict limits on the design of new piles lying close to existing tunnels including maximum allowable tunnel deformation, stress change limits, and minimum tunnel to pile separation distances. This paper describes a numerical analysis of the inuence of the axial loading and seismic impact of bored pile foundations on subway tunnels, undertaen using the nite element software laxis D. ased on the results of the numerical analysis, the paper suggests a more realistic and less conservative approach for designing piles in close proximity to transportation tunnels.
