The development of new coal markets is -t upon the ability to utilize coal in an environmentally acceptable and economically viable fashion. Foremost in the concerns about coal utilization is the impact its combustion has on air pollution. Concerns over environmental issues, such as acid rain, are currently one of the major impediments to the development of new coal markets. The Department of Energy and the Synthetic Fuels Corporation are addressing certain aspects of the development of new technologies for the utilization of coal. However, at the present time, there is a void in the new technology development process. That void is the step from proof- of-concept to commercial demonstration. Congress has established the Clean Coal Technology Fund at a level of $750 million to fill this void. The Department of Energy, in a solicitation of interest, received over 175 proposals for commercial demonstrations of clean coal technologies. A review of these solicitations indicates that $1.2 billion worth of research could be accomplished with a federal cost sharing of $425 million or 35 percent of the total. Industry has indicated, through this response, its willingness to invest its limited funds on projects it feels have the greatest potential for the clean use of coal. What must now occur is that Congress must appropriate the monies from the fund to initiate the commercialization of these clean coal techno1ogies.

The Mount Pleasant Mines, or Mount Pleasant Joint Venture as it is presently known, is located approximately 59.5 km (37 miles) south of Fredericton, NB, Canada. Earliest indications of mineralization were found in 1954, during a regional reconnaissance geochemical stream sediment survey carried out over large parts of New Brunswick and the Gaspé Peninsula. The regional geology of New Brunswick is shown in Fig. 1. This program, sponsored by Selco Exploration Co. Ltd. of Toronto was conducted by H. Bloom, H.E. Hawkes, J.E. Riddell, and J.S. Webb. At its conclusion in 1955, 30 significant anomalous drainages were identified for follow-up evaluation. A total of 4937 sample sites were occupied. Geochemical reconnaissance using stream sediment sampling was a new technique which had only been field tested the previous year in the Gaspé and the northern coastal area of New Brunswick. Sediments collected from known mineralized drainages were found to leave a train of anomalous heavy metals from 1.6 to 9.7 km (1 to 6 miles) in length. When the exercise was extended to a reconnaissance survey, the previously unknown mineralized prospect at Nash Creek, New Brunswick, was discovered, staked, and later drilled (Hawkes and Bloom, 1956). Although it did not come into production, the discovery left little doubt as to the viability of the method and led to the Selco sponsorship of the program for the following two years.

It is generally accepted that sulfur exists in coal in three forms: (1) pyritic, (2) organic, and (3) sulfate sulfur. Sulfate sulfur usually makes up less than 1% of the total sulfur content. Pyritic and organic sulfur, make up almost all of the total sulfur and occur in varying amounts in different coals and can vary greatly in coal of the same seam Pyritic sulfurs of 20% to 80% of the total sulfur have been reported Other authors have shown that it is not possible to remove the organic sulfur without chemically altering the coal. Chapman and Jones (1) state: "Organic sulfur, unlike pyritic sulfur does not exist as discrete particles, but is intimately associated with the coal structure, and as such it is not possible to remove it or reduce its concentration by physical means." Any success in removing sulfur has come about by removing pyritic sulfur by physical means; therefore, removal of sulfur in the pyritic form is the subject of this investigation. The extent to which any impurities can be removed from a particular coal can be determined by a washability study. Outside of crushing coal, to finer sizes or chemically altering the coal, there are no known methods of changing this inherent washability characteristic. The efficiency of various methods used to remove impurities can be determined by comparison of results produced at a yield to the results as shown by a washability study. In recent years heavy media processes have proven their ability to wash plus 28 mesh coal and nearly produce results shown to be theoretically possible by the washability study. Therefore, it is the objective of this paper to show various methods of treating the finer fractions of the coal, in the hope of developing a process, which can effectively produce in the fine fractions the efficiency of heavy media devices in the coarse.

The revolution in development of new technology and practices in the gold mining and metallurgy industry continues unabated despite the ups and downs in the gold price. Some of the new cutting edge technologies are listed in Table 1 overleaf. There is room to discuss just a few of these here, but many more are identified and described in RANDOL (1992). Cutting edge advancements in gold recuperation, can be sorted into three categories. The first category includes fundamental advances that offer major improvement with significant economic benefits. Second would include evolutionary developments that offer smaller, but nonetheless commercially valuable improvements. Finally there are those "advances" that are interesting but of trivial or question­able economic benefit to industry. It is essential to adopt a "systems approach" philosophy towards developing and applying new technology. Practical innovation often comes about as a result of having to solve a problem. Innovation for innovation sake is an ego trip. Environmental management has become an important part of the system and the environmental implications of new processes and practices in the mine and mill have to be carefully considered for potential benefits and/or liabilities.

In a recently completed research project for the U.S. Bureau of Mines - Twin Cities Research Center, a computerized costing procedure for uranium in situ leach mining was developed by the NUS Corporation. This costing procedure, termed a cost model, employs a process engineering approach for estimating total project costs as well as equipment and manpower requirements for uranium in situ leaching operations in either Texas or Wyoming. 80th capital and operating costs are generated by the model along with the overall production cost/pound U3O8 subject to a known rate of return. Conversely, rate of return on equity can be solved for, subject to a given price of yellowcake. During the course of the research effort, this cost model was applied 50 typical site conditions in Texas and Wyoming. Sensitivity rests were conducted for numerous key parameters to determine the cost influence attributable to incremental changes In parameter values. The results of these sensitivity tests along with a description of the in situ leaching cost model have been documented as Bureau of Mines, Mineral Research Contract Report No. J019912, "Cost and Sensitivities Analysis for Uranium In Situ Leach Mining," dated March 1981.

The rapid and continuing expansion of computer and communication capability is giving birth to profound changes in the business environment. Some commentators hold that the basis of the world economy has already shifted from industry to information. Regardless of the overall implications of these changes, it is now clear that every company potentially has both access to and a need for much more information for decision making than was the case a few years ago. The importance of information to the mining industry has been underlined by the rash of unexpected economic and political developments and by the accompanying market volatility that have marked the past decade. It should be abundantly clear to even the smallest mine operator that the price for his output can be instantly affected by unexpected developments halfway across the world. Nevertheless, many mining companies still are much less sophisticated about information than they might be. For many, the historical feeling that information is an unnecessary luxury for a production-oriented business still seems to linger. On the other hand, the overwhelming volume of source material, uncertainty as to its accuracy, and the problems of finding relevant material when needed, presents stumbling blocks to viable systems of information management. Introduction When a company needs certain information, it has two basic alternatives. It can either research and develop the information in-house or pay for someone else to do it. Few mining companies have the in-house capability to assemble information needed for careful planning. On the other hand, companies often engage consultants to find information that is in fact easily accessible. All too often companies give up on procuring needed information because of the frustration of not being able to find it, and of not wanting to pay seemingly exorbitant sums for someone else to produce it. The result is poor planning. This article addresses two aspects of the information problem-finding the right sources and then accessing the particular information desired, especially as it pertains to nonferrous metal exploration and development issues. In the first section, major English-language sources that report on exploration and development (excluding primary sources of geological information, such as technical journals) are discussed.* In the second section, some available techniques for efficiently accessing this information are presented, focusing on the new MINESEARCH database system. Part One: The Information Following the News The most obvious way to follow exploration and mining developments from a distance is through regular mining media. Many active mining districts have local newspapers, usually published in the district's major towns, that give extensive coverage to miningrelated activities. For instance, to follow activities in Idaho's Coeur d'Alene silver district, one might subscribe to the Kellogg Wardner News and/or the Wallace Miner. Similarly, one might get the Sacramento Bee for news of current mining developments in north-central California. The American Metal Market, published in New York, is the daily newspaper that covers the metals industry as a whole, both in the US and abroad. Its coverage is weighted towards the refining, manufacturing, and consumption end of the business, but it frequently carries stories on mining activity, company dealings, and market outlooks. For news of major mining companies, the daily Wall Street Journal provides occasional coverage of North American companies, while the Financial Times of London serves as probably the best single source for worldwide company information. International Coverage There are three metals industry weeklies that have broad international coverage and readership. These are Metal Week, Metal Bulletin, and Mining Journal. Each has its strengths. Metals Week, a McGraw-Hill newsletter, focuses primarily on news of the metals markets, concentrating on those developments that are seen to most directly affect the price of nonferrous metals. The current financial state of the mineral industry, in general, is bad. Economic prospects for improvements in the near future are uncertain. What will improve mineral investment economics so the mining industry can return to a more normal (in terms of past experience) production level? Basically, mineral commodity prices must rise. They must rise to economically justify reopening closed mines and for management to seriously consider expansion or development of existing and new mines. With the worldwide economy depressed for more than a year now (longer for most segments of the mineral industry), supply/demand relationships for mineral commodities are such that prices are depressed-except for precious metals. In investment analysis of the economic potential of existing or new investments in any industry, product price generally is one of the key parameters having great impact on the economic viability of projects. Petroleum and synfuels industry development contracted last year for the same product price reasons that have brought mineral industry development to a standstill. Much of the new mine development activity now underway or in the serious planning stages around the world involves precious metals ore body development simply because precious metal prices are high enough now or are projected to be high enough in future production years to give overall satisfactory project economics. It will take significant improvement in nonprecious metal mineral commodity prices in 1983 to develop significant new mine investment interest except in very high grade ore body special situations. Mineral Investment Decision Making Before progressing further with the discussion of mineral investment considerations for the coming year, it should be emphasized that mineral investment decision making-like all industry or individual investment decision making does not relate just to economic considerations. Investment decision making should and generally does involve three analyses: • Economic analysis • Financial analysis • Intangible analysis Economic analysis evaluates the relative economic merits of investment situations from a profitability viewpoint based on discounted cash flow analysis of projected investment revenues and costs. Financial analysis, on the other hand, refers to where and how the funds for proposed investments will be obtained. Regardless of the project's economic potential, if you can't finance it, the project will not be done. Intangible analysis considers factors affecting investments but which cannot be quantified easily in economic terms. Typical intangible factors are legal considerations, public opinion, goodwill, environmental and ecological impacts, and regulatory or political considerations, to name a few. New mine development investment decision making in the US has been impacted heavily by intangible considerations in the past decade and will probably continue to be impacted by them in 1983. There is a common tendency in literature and management practice to interchange the terms economic analysis and financial analysis. This often leads to confusion about the rationale for investment decisions. For example, in the past year a majority of companies in all types of industries cut back budgets for new projects. Often this was done not because new project economics were unsatisfactory, but because cash flow from existing operations was reduced compared to previous years due to the recession, and debt service requirements were high from existing loans so new borrowing was undesirable. For financial reasons, in other words, many projects were shelved last year. That included some precious metal mining projects and many petroleum projects. Many other projects were shelved for economic reasons (sometimes combined with financial reasons in the case of marginal economic projects). New mine development for copper, lead, zinc, molybdenum, iron ore, and synthetic fuels are a few examples. Economic Uncertainty and Financial Considerations Mineral project analysis has always involved a lot of uncertainty with respect to determining ore grades, tonnage of producible reserves, operating and capital cost projects, and mineral commodity prices estimates. The wide swings in mineral commodity prices in recent years and the almost impossible task of projecting future prices with any degree of confidence or accuracy concerns mineral project investment decision makers. In developing a new copper or silver mine, it is not today's price of copper or silver that is relevant to economic analysis of the mine, but what the price will be during the producing years. There is no way to avoid projecting the escalation (or de-escalation) effects on revenues and costs. To analyze a project in terms of today's dollar revenues and costs implicitly assumes that escalation will not change today's project costs and revenues; or that, if they do change, the project economics will be unaffected by the changes. This paper reports on a study of the impact of fast growing new technologies on the market for copper over the next 15 to 20 years. The greatest threat is clearly the inroads of fiber optics on the traditional market for copper in communication cable. Opportunity areas identified include heat pumps, solar power and heat, desalination, electric vehicles and others. The overall impact of new technologies on copper is expected to be modestly positive if adequately encouraged by effective R&D.

The properties of Neutra-Fix® and Neutra-Ment®, two new lime substitutes for treating acid mine drainage (AMD), have been compared with lime and Allcament®, two products presently in use for AMD treatment. The two new products are basically dolomitic byproducts and produce sludges that are more compact than those from lime. Sludge settling rates are faster than lime with iron concentrations after 24 hours that comply with Environmental Protection Agency (EPA) regulations. Material utilization and optimum pH are reported.

The design of bulk materials handling facilities is greatly influenced by the handling characteristics of the bulk solids. For instance, free flowing materials need only small discharge openings in hoppers, while cohesive materials require large discharge openings. Chute and hopper slope angles are affected by the sliding friction coefficients. During the past ten years, large lignite deposits in Texas are being opened up for energy production, both in generating plants as well as in synfuel projects. The early plants have encountered many problems in handling and storing this lignite. This paper will provide some information about the handling characteristics of Texas lignite.

The fundamental properties of the Bureau of Mines patented dielectric separator were studied to provide insight regarding its design and operating characteristics. Force equations for mineral particles were derived and evaluated experimentally. High dielectric mineral recovery was proportional to the calculated effective dielectric force volume that surrounded each drum electrode wire. Electrode spacing was the most sensitive design parameter, requiring less than 0.4-cm electrode spacing for a good separation. Operating characteristics and ore characteristics were investigated. With a dielectric constant difference as small as 2, good separations were made on a laboratory scale at energy consumption below 12 kw?h/mt.

A new, world class dump leach, solvent extraction, electrowinning plant for the recovery of copper comes on line in Chile. CODELCO-Div. Chuquicamata has added a new facility to their operations located in northern Chile. The plant demonstrates many unusual features including: underground collection of leachate, high copper tenors, extensive use of plastics and special corrosion resistant alloys.

The U.S. Department of the Interior, Bureau of Mines, is doing research on methods to obtain premining information on problems such as detection of old mine workings, abandoned oil wells, channel sands, faults, and other geologic features that are undesirable from a production or safety aspect. Techniques being developed to acquire the necessary information include seismic and electromagnetic. The seismic methods include high-resolution seismic and acoustic methods applied from the surface and inseam channel waves applied under- ground. The electromagnetic, or radar, methods are applied from the surface, from boreholes, and from the working face underground. All of these methods are useful under certain site-specific conditions, but none of these methods is universally applicable for all mining conditions.

Zinc oxide based electronic ceramics are being used increasingly to protect electric and electronic circuits against transient voltage surges. Varistors are produced by sintering and annealing ZnO based powder compacts through long sintering and annealing cycles. Because of the length of these cycles, a manufacturing plant is saddled with expensive high temperature equipment with low throughput. Ceramics Kingston Inc. has developed a new technology that uses 2.45 GHz microwave energy for sintering and annealing. The new technology has the potential for increasing equipment and labour productivity very considerably. Additionally, the new technology will result in appreciable energy savings and add flexibility to the manufacturing process. Microstructural examination of varistors sintered conventionally and by microwave technology showed considerably smaller grain size in the microwave sintered materials. The electrical properties of the microwave sintered ceramics compare very favorably with those of the ones sintered conventionally.

Continuous miners (CM) are the most popular underground mining machinery in soft rock mining, playing a dominant role in the production of minerals ranging from coal to evaporites while finding increasing use in salt and potash mines. Along with the ongoing technological advancements in the mining industry and the underground equipment, new generation of CMs offer several new features that are designed to enhance their operational capabilities and production rate. In addition to new bits and bit holders, one of the areas of improvement is the cutterhead design through computer modeling and simulation based on the full scale cutting tests. This paper discusses the state-of the-art CM technology and development of the computer models for design analysis and performance estimation of CMs. The general approach used in the modeling, along with the results of field trials for several projects will be presented.

The existing Rome-Florence railroad capacity is inadequate for the traffic volume. To increase this capacity and to reduce the traveling time the Italian National Railroad Administration has decided to provide an additional 400% of rail capacity. This new rail line will be known as the Direttissima Roma-Florence line. It is planned to operate the trains on this connection at speeds of 250 km per hr. Table 1 lists the main design characteristics. [TABLE 1. Construction works for this new line have been divided by the railroad administration into eight sections. Five of these have already been committed to joint ventures. Castiglione Tunnel is a part of the fifth section, 42 km in length, which has been awarded to Consorzio Ferrofir which is a joint venture composed of the construction firms of Astaldi - Di Penta - Lodigiani - Sogene.

During the past three years the New York Trap Rock Corporation has been restricting blasting operations to days when favorable atmospheric conditions prevailed. By favorable atmospheric conditions is meant the absence of temperature inversions or isothermals in the lower atmosphere or under 6,000 feet altitude. Strong wind and wind shear can also cause conditions unfavorable for blasting. As a result of this practice, there has been a marked decrease in the number of blasting complaints received. The New York Trap Rock Corporation operates four stone quarries on or near the Hudson River within 60 miles of New York City. The Company supplies approximately 7,080,000 tons of high grade, crushed and graded aggregate, rip rap and by-products to the New Pork City area annually, This stone is carried to the market by a fleet of company owned deck &cows which are moved by tugs of a subsidiary towing company. Stone from two of the quarries is diabase: and, from the remaining two, dolomite.

This paper defines the elements of a basic economic model for decision-making when considering a methane drainage system for an underground coal mine. A drainage system will require significant capital and operating expenses; hence the decision to utilize drainage must be made carefully. The model outlines the basic structure of decision-making and considers the costs and benefits when the methane is marketed and when the methane is vented to the atmosphere. The effects on mine safety and the dust levels in the mine are also considered, both in a general format and as economic variables. Sources of information for executing this decision-making are provided for an actual mine decision.

Despite the controversies that have surrounded asbestos over the past 20 to 30 years, no knowledgeable authority has doubted the usefulness of this material. Were it not for the health risks associated with the manufacture and use of asbestos products, its physical and chemical characteristics would continue to be hailed as an undeniable boon to mankind. However, it has become clear over the past 30 years that like other major contributors to our modern industrialized society, asbestos must be handled responsibly and with the full understanding that lack of care can lead to injury, suffering and death. In this sense, asbestos shares characteristics with nuclear power, pesticides and even motor vehicle usage. It is unlikely that modern society would be willing to walk away from the benefits bestowed by any of these valuable resources. Rather, the appropriate response to the identification of danger is to define the type of risk, quantify its incidence, search for methods of decreasing the risk and implement programs to achieve the goal of minimization of risk. We should recognize at the outset that the risk cannot be diminished to zero without elimination of the material entirely from our midst. The concept of acceptable risk is a complex issue involving medical, legal, financial, moral and even psychological factors that defy precise quantification. In essence, the major danger produced by exposure to asbestos is its potential effects on the respiratory system. Despite the fact that asbestos workers have constant skin contact with the material and porbably swallow it in the course of their activities, inhalation of the fibers is recognized as the major health risk associated with its use. Aerosols of asbestos are inhaled not only by miners, millers and fabricators but also by urban dwellers who have no direct occupational contact with the material. This occurs because asbestos has been applied to our buildings and has been used in a wide variety of products that touch our daily lives. While it is estimated that three to four million people in the United States have been occupationally exposed to asbestos, the number who have been non-occupationally exposed is many times that number.

New compound classes previously unknown in flotation practice of non-sulphide ore beneficiation have been developed. The presented study results consider amine salts of alkyl sulphate and alkyl benzene sulphonic acid used as primary collectors, N-methyl amides of alkyl phosphoric acids - as auxiliary modifying collectors and pentaerythritole ethers of tall oil - as flotation accelerators. These reagents synthesized from accessible raw material are almost ready for commercial production. Efficiency of the new reagents for various non-sulphide ores has been demonstrated in a series of flotation tests.
