INTRODUCTION This paper discusses two uranium tailings waste disposal studies that reflect the United States Nuclear Regulatory Commission (NRC) regulatory actions and their changing requirements during the mid to late 1970's. Present guidelines require that all new uranium tailings impoundments be designed and constructed to eliminate, to the extent that it is reasonably achievable, exposures and risks to the public from the tailings. This includes positive measures for control of seepage losses from the impoundment and for control of radiological releases caused by wind and water erosion. Long-term stability of the reclaimed impoundment is also a very important requirement. That is, it is intended that the tailings impoundment, once it is reclaimed, will require little or no care or maintenance as long as the uranium tailings remain a hazard. Principally because of the long-term stability objective, the NRC has now identified subsurface burial of the tailings as the "prime option" for tailings disposal. The environmental implications of these proposed regulatory actions are obviously desirable. The economic implications the actions may have on a particular project are not always so obvious because they are so dependent on environmental suitability of site conditions. Selection of a site with favorable topographic, geologic and hydrologic conditions will usually result in the most economically and environmentally attractive alternative for tailings disposal. The first project discussed in this paper was initiated before the NRC guidelines had been developed to favour subsurface burial. At the beginning, seepage and radon emission control requirements were moderate. Constraints were imposed on the design by site topography, geology, and project capitalization considerations, factors which were dealt with according to straightforward engineering and design principles. More serious constraints were imposed by changing regulatory requirements. Unlike the more usual engineeringrelated constraints, regulatory requirements were upgraded during the design process, causing the design itself to undergo numerous modifications. From time to time, major technological innovations arise that alter the time-honored ways of doing things. Such innovations can dramatically benefit society in terms of new products, increased outputs, reduced costs and general modernizations. However, the advent of these types of technologies is likely to be resisted because of their uncertain potentials, and because they disrupt established routines and industry patterns. This paper reviews the case history of water jet coal cutting, and assesses its potential to become a major innovation within the next decade.

The contribution of the mining industry to the global economy has reached (and gone beyond) $1,800 billion in recent years that necessitates (more than before) the need to ensure workability, viability, health, and safety of mine sites and workers to meet the ever-increasing global demand for mineral resources. Amongst the many challenges facing the excavation industries, rockburst and spalling failures in deep mines in hard and brittle rock formations are yet happening that are still deemed as unsolved problems. During unconfined compressive testing of brittle rocks, microcracks initiate at approximately 0.3–0.5 of the peak strength (which is commonly known as the Crack Initiation stress level) mainly in the direction of the major principal stress, then grow unstably and coalesce to form macro fractures at approximately 0.7–0.8 of the peak load at a so-called Crack Damage stress threshold. From a stress-strain perspective, the crack damage stress threshold () is associated with the reversal point of the volumetric strain, which is also proved to be strongly affected by the intermediate principal stress. This paper extends the previous studies on the impact of true triaxial loading conditions on the CD stress level in high porosity rocks, and introduce a new Crack Mode-Changing Stress (CMCS) defined as the minimum principal stress required to change rock fracturing from splitting to a sliding failure mode. A large number of experiments on sandstone specimens were carried out at different true triaxial loading conditions and the effect of principal stresses on the CI and CD as well as CMCS were studied. The results show that not only the intermediate principal stress, but also the minor principal stress can significantly affect the CD and CMCS thresholds.

The recession that began in late 1980 has proved to be not only prolonged and severe, but in certain ways unique in its effect on the mineral industries among the periods of economic slowdown experienced in the Western world since the end of World War II. This time almost all minerals have been affected. In previous business turndowns, by contrast, some mineral sectors have with-stood economic adversity well. They experienced little or no adverse effect-thanks either to a strong secular expansion in the markets for their particular product or to specific factors that caused demand to be well maintained. For example, aluminum, molybdenum, and nickel are three metals that enjoyed extraordinary growth in applications during the years 1946-1973. These metals were little affected during the recessions that occurred in that era. Similarly, coal did not suffer a pronounced drop in sales in the 1974-75 turndown because, with the price of oil rising sharply, a switch away from oil and back to coal was clearly indicated for some energy-intensive applications. Oil itself was largely impervious to the ups and downs of the business cycle until very recently. And the precious metals, gold and silver, have often been regarded as benefiting from reduced economic activity because labor becomes more available, productivity rises, and operating costs diminish. In the current recession, however, no major mineral has escaped the broad trend. The secular growth factors that were previously so evident for aluminum, molybdenum, and nickel have disappeared, at least temporarily. The stable pricing behavior that previously characterized all three of these commodities has been replaced by extreme price weakness and apparent inability of the major producers to continue their roles as market leaders. Coal and oil both have suffered from a sharp drop in energy requirements. There are those who now anticipate a collapse of the market control over oil prices so clearly exercised by OPEC since 1973. If oil prices are no longer effectively controlled by the governments of the exporting countries, then coal prices are also certain to be affected. And the combination of high interest rates, tight money, and a change in public perceptions of precious metals put the skid under gold and silver quotations in 1981 and early 1982. Although inflation has been viewed as the scourge of most Western countries ever since the oil crises of 1973-74, prices-in constant dollars-of most minerals have not risen. On the contrary, with the exception of the precious metals and oil, for most minerals the prices that prevailed at the end of 1982 were close to the levels of the Great Depression of the 1930s in constant dollar terms. Table 1 compares prices for copper, lead, zinc, and aluminum at the end of 1982 with the average prices in 1934, stated in constant 1967 dollars. This emphasis on prices for mineral commodities reflects the fact that profits of mining enterprises vary directly with the level of prices. Manufacturing and retailing enterprises march to a different tune. They establish sales prices based on costs. Their profits tend to vary with volume. Commodities are for all practical purposes fungible, that is the advantages of known brands in marketing manufactured goods have little application in a commodity market. Thus the individual seller of minerals is unable to establish his sales prices. Except where a monopoly is present, he must sell at the going market. His option is to abstain from selling if he finds the price unremunerative. In past recessions, some mineral producers chose to do precisely that-either accumulating a substantial share of their output in inventory or, in prolonged downturns, abstaining from production. During the current recession, however, private-sector mining companies did not have the option of accumulating inventories to any great extent. Capital costs for new mineral projects or for expansion of existing facilities have escalated at an alarming rate since the early 1970s. Added to this has been the heavy cost of installing pollution control or safety equipment to comply with the regulations adopted in most industrialized countries (and particularly the United States) since 1968. The consequence has been that the financial position of most major mineral enterprises in mid-1980 was already strained. To finance increased inventories meant incurring additional funded debt at high interest costs, thus impairing the concern's credit rating. Management Choices Private-sector managements have had to face up to the alternative of either continuing to produce at an unchanged rate and marketing output at unremunerative prices or reducing output. Ontario has a diverse industrial mineral resource base including abundant resources of structural industrial minerals such as sand and gravel, crushed stone, building stone, clay, shale, limestone and dolostone. These resources are used in the production of aggregates, brick, metallurgical stone, fillers, lime, cement and other construction materials. The majority of the operations are in deposits of Paleozoic and Quaternary age in southern Ontario, close to the major markets. Province-wide, there were over 140 million metric tonnes of aggregates produced in 1985, approximately 115 million tonnes of which was produced in southern Ontario with the remainder being largely from Crown land in northern Ontario. The structural industrial minerals account for over 80% of the value of total industrial mineral production, with the remaining 20% of the value king accounted for by the non-structural minerals being led by salt which is produced in southwestern Ontario. A host of other non-structural industrial minerals are known but production is currently restricted to calcite, gypsum, quartz, talc, nepheline syenite and by-product metallurgical sulphur products (Fig. 1). Location and Market Area Major production is in the area closest to the large markets of urbanized southern Ontario and the northeastern and north-central United States. In general, with the abundant variety and widespread resources of industrial minerals and the large population within 400 miles of most deposits, the market offers great potential. Ontario's 9 million population accounts for about 35% of the entire gross domestic product of Canada of $476.361 billion dollars in 1985. This equates to about 113 of the nation's buying power being within a 200 km (125 miles) radius of Toronto. This major concentration of industrial and economic activity has resulted in a well developed industrial minerals industry fulfilling most of the structural industrial minerals demand in Ontario, as well as a subsidiary demand in neighbouring provinces and states.

Maintenance of mining equipment has become so complex and important from a cost and product ion standpoint that the organization must be set up in an engineering fashion to be successful. Production costs are greatly affected by proper maintenance. Tonnages can only be met when operating time is at its maximum and breakdown time is at its minimum. Last, but equally important, large capital expenditures must be protected and improved The effectiveness of the maintenance program will, in many respects, be a direct, result of the effort put torch in developing the overall program. Once the need of maintenance is realized, the next step is to determine what the organization should be and what it should accomplish. Follow through is then most vital. Preventing machine breakdowns and reducing maintenance costs are the primary goals of all maintenance organizations. Good preventive maintenance, a system for inspecting equipment and a complete record of inspections will help attain these goals.

While not well established, there is evidence that the mining industry is encumbered by several work-related fatigue risk factors. Compared to other industries, mine workers are more likely to report inadequate sleep and work longer hours per day. Given these observations, there is a critical need to identify effective ways to intervene, manage, and mitigate mine worker fatigue and sleepiness when present. One barrier to this is confusion around the similarities and differences between fatigue and sleepiness, which can result in these terms being treated as interchangeable regardless of context and make it difficult to assess and mitigate safety risk.

The WMATA Yellow Line is the section of steel segmentally lined tunnels that have experienced leakage and significant corrosion in isolated areas. A three part rehabilitation design has been developed for curtain grouting, structural repairs, and corrosion protection to provide continued performance. As WMATA’s first Construction-Manager-at-Risk (CMAR) project, the design development benefitted from collaboration with the Contractor through the final design development process. Rehabilitation work started in Fall 2022 and will be completed by late Spring 2023. Details of the project, the remediation design, and the process and benefits of the CMAR approach in the design development are presented.

This document describes the challenging task of mining through tiebacks using a 21'-8" diameter Tunnel Boring Machine (TBM) as part of the Ship Canal Water Quality Project. The mining operation involves navigating through 17 tie-backs that are evenly spaced at 8-foot intervals, with many intersecting the full face of the cutterhead. Detailed analysis and review of TBM parameters specific to this area have been conducted to ensure operational efficiency and safety. Hyperbaric interventions have been planned and coordinated, encompassing pre-mining preparations, continuous monitoring and adjustments during the mining process, as well as post-mining measures. The document highlights the complexity and importance of strategic planning and execution to successfully overcome the tie-back intersections during the mining operation.

Geologic features such as structure (faults, folds, fractures, etc.), water bearing zones, aquifers, pemeability variations, and porosity variations are important for mine planning and in situ energy recovery processes. Features important for planning a mine will be important for planning the recovery of energy by in situ processes. Various geophysical techniques might be used to obtain the necessary geologic information. In this paper, case histories will be discussed of the use of electromagnetic geophysical surveys at a potential underground coal gasification site and a potential tar sand oil recovery site to obtain pertinent geologic information. Results show that the controlled source audio- frequency magnetotelluric technique shows promise for mapping faults and natural fracture systems when there is a sufficient resistivity contrast.

Bigger flotation cells can result in larger froth surface areas and longer froth transport distances, this has been credited to impact froth recovery. Thanks to recent advancements, the newer flotation machines can be designed with different launder and crowder arrangements to enhance froth management. Nevertheless, lower head grades, complex ores and even larger mechanical flotation cells can lead to insufficient froth collection, even if the cell is equipped with the most recent flotation advancements like the center launder design. Aforementioned issue can become critical at the end of the flotation row. Increased crowding has been proven to be a solution to overcome inadequate froth recovery. However, scaling-up crowders for larger flotation cells can rise challenges, particularly in terms of structural limits and design for service. This paper presents the development journey for the Spider Crowder Upgrade, an advancement to improve froth collection in large flotation cells that are already equipped with center launders.

A majority of continuous mining machines employ a water spray system and a machine-mounted flooded-bed scrubber to suppress and capture dust during coal mining. These machine-mounted dust control systems must be designed to function within the localized face ventilation system at the mining section to control both dust and methane. Spray systems can impede or improve the scrubber effectiveness in controlling dust or methane at the mining face. Laboratory experiments were conducted to examine the effect of spray type, spray pressure, machine body blocking sprays and scrubber airflow on dust and gas levels, while using a 12.2-m (40-ft) exhaust ventilation curtain setback from the face. These experiments were conducted with the mining machine positioned at the end of a simulated 6.1-m (20-ft) sump and slab cut. Results indicate that the hollow cone nozzles with blocking sprays best complement the flooded-bed scrubber performance in an exhaust ventilation system. This external spray system notably reduced dust and gas levels on the off-curtain side of the mining machine for both the sump and slab cut compared to the flat spray nozzles. Higher scrubber airflows reduced dust and gas levels on the curtain side and in the return of the continuous mining machine. The remote operator position, located on the off-curtain side and parallel to the inlet end of the exhaust curtain, sustained the most stable and lowest dust levels around the mining machine.

"INTRODUCTIONCrossrail will provide London and the South East of England with a world class, high-capacity railway to ease congestion on London’s public transport system and enable better access between business, residential and entertainment districts. At the heart of this £14.8bn scheme lies Farringdon Station, which will form a major interchange between Crossrail, Thameslink and London Underground. The £400m Farringdon Crossrail station was awarded to a joint venture of BAM Ferrovial Kier (BFK) in 2011, and comprises two ticket halls, two platform tunnels and a multitude of connecting tunnels all constructed using open face sprayed concrete linings (SCL). BFK appointed Dr. Sauer & Partners (DSP) as their specialist SCL designer. As the main contractor for both C300/C410, the Western Running Tunnels and Station Caverns, and also for C435 Farringdon Station, BFK were in a unique position to develop strategies to reduce cost, time and risk for the Client. One such innovation involved the continuation of the TBM drives for the running tunnels right through the length of the new Farringdon platform caverns. This created large diameter precast concrete pilot tunnels for the subsequent platform enlargement using SCL. The benefits of such an approach are described in detail by St.John et al 2015. BFK also introduced another alternative strategy to reduce cost, time and risk, by proposing to abandon the TBMs in the ground (“Turn & Bury”) permanently rather than recovering them through the ticket hall shafts. This de-risked the programme, enabling critical ticket hall construction to proceed unhindered. However, one consequence of this revised strategy was an area of increased underground congestion, with two SCL tunnels (RTE2 and ES2) and a bored tunnel (complete with abandoned TBM) in close proximity to a ticket hall excavation (see Figure 1) and a sensitive, listed railway structure. Faced with this complex geometry, and combined with challenging geotechnical conditions (Gakis et al 2015), the team chose to install enhanced monitoring to study the behavior of tunnel RTE2 and provide additional assurance that the tunnels were performing as predicted. Applying advanced 3D numerical modelling and taking into account the residual tensile strength of the SCL helped avoid unnecessary reinforcement installation in primary lining and/or early installation of a secondary lining in RTE2 prior to ES2 construction."

This paper is a brief review of the recent history, and the present status of, of the program designed to develop practical new processes for producing pipeline quality gas from coal. Clean synthetic pipeline-quality gas from coal became a major objective during 1971. Agreement was reached with the American Gas Association, Inc., to cosponsor a $120 million, 4-year program to be funded $80 million by Government and $40 million by American Gas Association. The program was first announced by President Nixon in his Energy Message on June 4, 1971, and a portion of the additional funds needed for the program was approved by the Congress in the December 1971 supplemental budget action. A natural gas shortage has developed in the United States and every indication is that it will worsen. Many transmission and distribution companies have already been forced to curtail sales because of the shortage. Large sums are being committed to systems needed to bring liquefied natural gas from abroad and to plants to manufacture synthetic natural gas from petroleum--also largely imported. On the other hand, there is sufficient domestic coal to supply all of the needed gas through the next century. This accelerated program is designed to provide processes for making gas from coal at costs, including security costs, below the imported alternates. As outlined in the President's Energy Message, OCR and A.G.A. have accelerated the coal gasification program to make it possible to construct and operate a "demonstration plant" (semicommercial size) after 1975. Several processes, in various stages of development as will be described later, are being supported. Concurrently, the overall program will be constantly monitored and evaluated with the assistance of an independent, unbiased contractor. C F Braun of Alhambra, California, was selected for this task and has been actively engaged in it for the last several months. Through continuing studies of the various processes and subprocesses as the pilot plant program continues, optimums will be discerned. These will serve as

Several major impediments threaten the successful delivery of tunnel and under-ground construction projects. In addition to technical design and construction risks associated with tunnel projects, many of which are well understood, budgetary pressures, funding constraints and the complexity of procuring, administering and executing multiple concur-rent projects in a large program could also have a catastrophic impact on the program?s objectives. Contributing factors often include poorly managed design, procurement, construction, managerial, organizational, market and stake-holder risks, as well as nonconforming inputs or outputs to the costs and schedule, or any other potential inabilities to deliver the required or desired results. A strategy to prevent ?failure? of a project requires a proactive and holistic approach to risk management. Through planning, identification, analysis, management, monitoring and control of the project?s risks (both threats and opportunities), attention to management of risk will in-crease the probability and impact of positive events and decrease the probability and impact of events adverse to a project?s objectives.

As noted by D.W. Fuerstenau in his Plenary Lecture at the Conference on Extractive Metallurgy of Gold and Base Metals, Kalgoorlie, Australia, "Com¬minution of solids is surely one of the oldest technologies that, even in this day and age of DNAs, chips and space exploration, continues to challenge our scientific acumen and engineering ingenuity." Thus, the fundamentals of comminution continue to receive a great deal of attention in the literature. This was particularly true in 1992 with the publication of the proceedings from the SME-sponsored symposium, Comminution Theory and Practice. Papers covering topics ranging from liberation to comminution fundamentals to novel size reduction techniques are included in this review. Liberation Liberation continued to be a prime area of research interest, not only in terms of liberation modeling, but also in understanding the basic mechanisms involved in mineral liberation. King (Comminution - Theory and Practice, pp. 3-15) described a method for determining the interphase area between mineral grains. He showed how the mea¬surement of interphase area before and after comminution could be used to determine the presence or absence of intergranular fracture. Lin, Miller and Cortes (Kona, Vol. 7) discussed the use of computed tomography (CT) as a nondestructive means of investigating three-dimensional particle composition. The use of this technique in constructing coal washability curves from CT data was presented.

Electronic ore sorting has been in use for over 15 years at many mining operations worldwide. Photometric ore sorting, which operates on the basis of measuring light reflectance levels of a rock surface, is in use at various locations on ores such as limestone, magnesite, gold, talc, spodumene, tungsten and coal. Radiometric sorters have been employed on uranium deposits in the western U.S.A. as well as at certain South African go1 d mines where preconcentrating gold is achieved using uranium association as a detector. A new ore sorter, employing two sensing parameters has been developed. Utilizing both photometric and conductivity sensing modes, this system has application to many gold ore types of North America. The first production machine has been installed at a gold mine near Beardmore, Ontario for the purpose of preconcentrating ore both from waste dumps from past production as well as within the ongoing mining operation.

Resumen ¦ Un sistema de comunicaciones “a través del suelo” (TTE) comercial y disponible fue evaluado en una mina de carbón subterránea en la zona Este del Estado de Kentucky. Este estudio de campo fue realizado como parte de una evaluación multisitio mayor de sistemas TTE disponibles. La mina detallada en este estudio se encontraba paralizada al momento de la evaluación, lo que proporcionó la representación más cercana a la realidad del medio ambiente en una mina luego de una operación de cierre. Para este estudio se probaron las comunicaciones superficie a subterráneo y subterráneo a superficie. El despliegue estándar del sistema TTE usando los procedimientos recomendados por el fabricante logró obtener comunicaciones claras y nítidas entre el socavón y la superficie. Otras disposiciones de las unidades arrojaron resultados mixtos. Existen planes para examinar más los fenómenos observados en esta mina.

A comprehensive strategic-planning model was developed for the phosphate strip-mining and chemical operations at White Springs, FL. The computerized model covers orebody modeling, production simulation and financial analysis. The model has several innovative features, including the use of NPV techniques in orebody block economics, the adaptation of the floating-cone method to a floating template for generating dragline mining units automatically, the use of interactive graphics for designing mining units, and the use of a dragline move economics algorithm for the automatic scheduling of mining-unit assignments and moves. The simulation of chemical-plant production uses linear programming and concentrate inventory levels to control mine-operating schedules.
