This chapter contains the edited transcript of the "Gold Heap Leach Information Exchange" session that was held at the 1990 SME/AIME Annual Meeting in Salt Lake City, Utah. The exchange occurred on the afternoon of February 27, 1990. The session was intended to act as a forum for discussing some of the more prominent operating problems associated with heap leaching precious metals. The information exchange was very successful. The exchange consisted of several panelists introducing and discussing different topics, follow by a comment and question period. This transcript contains the panelists' presentations as well as comments and questions from the floor and the panel. Extraneous comments and remarks have been edited out. Some wording has been changed for clarity, but the transcript is basically an accurate account of what was said. At the end of the transcript are two papers submitted as part of the panel discussion

High temperature, methane, dust and other disasters are getting more serious with mining depth getting deeper and the development of mechanization in underground mines. An application of a descensional ventilation to a coalface is one of the effective measures to solve the above problemes. The descensional ventilation is an venttilation that an airflow in a coalface wouuld downflow along an inclination of a coalface and the direction of the airflow is the same as coalflow. Since 1960's, the descensional ventilation has been applied to 171 coalfaces in 46 coal mines of 23 coal mine administrations in China, such as Pingdingshan , Zhongliangshan, Pubai, Huangshi coal mine administrations. Among the 171 coalfaces, there were 104 coalfaces taking 60.8% in gently inclined seam. The coalfaces in inclined seam and steep seam were individually taking 18.7 % and 20.5 %. There were 77 coalfaces taking 45 % of the total in low gassy coal mines and coal and methane outburst mine were individually taking 17% and 38%. There were 141 coalfaces taking 82.5% of the total in potential danger of dust explosion. There were 125 coalfaces taking 73.1% of the total in potential danger of spontaneous combustion. Therefore, the descensional ventilation can be used in coalfaces under different conditions in China. The practice at home and abroad shown that the application of the descensional ventilation to coalfaces has obvious results in dust control, temperature control, preventing methane accumulation at top corner angle and control of spontaneous combustion in goaf. To more safely and reliably apply the descensional ventilation to coalface and to provide a way for the development of mine ventilation technology in China, the paper will have discussions on the following problems: METHANE EMISSION AND DISTRIBUTION AT COALFACE WITH DESCENSIONAL VENTILATION Methane emission in a coalface with a descensional ventilation is an argued issue for many years. Base on the coal practice, special similar model tests and researches in China, the followings are our main comments. The Descensional Ventilation can Reduce the Methane, Accumulation at the Top Corner Angle. The measurements in six coalfaces with the downward airflow in Qinhemen Mine, Fuxin Coal Mine Administrations shown that the methane concentration at the top corner angle is often up to l% when the coalface has the upward, airflow. The max. methane concentration at the top corner angle is about 0.49 to 0.7% when the coalface has the descensional ventilation. Therefore, with the descensional ventilation, it basically solved the overlimited gas concentration at the top corner angle which is a potential danger to coal production. Because the direction of upfloating gas is opposite to the direction, of the descensional airflow, the descensional ventilation; could increase a turbulent flow mixing capacity of the methan gas and air, and reduce a possibility of methane; accumulation. Due to an air leakage in goat when the coalface with the descensional ventilation lower than an air leakage in goat when the coalface with the, ascensional ventilation, a less methane quantity will release from goat at the descensional ventialtion. It should be pointed out that due to a higher air leakage at ascensional ventilation and the direction of the air; leakage same to the direction of the natural upfloating methane in goaf, those will cause a large methane; accumulation at the top of the goaf and easy bring about, methane accumulation and overlimited methane concentration at the top corner angle with an ventilation vortexflow at the top corner angle. On the other hand, because the direction of the upfloation force function is upward, the descentional ventilation could minimize as possibility of methane accumulation at top corner angle in coal with the descensional ventiltion.

The Separation Rapids property, located approximately 60 km (37 miles) north of Kenora, Ontario, Canada, is host to one of the largest rare metal pegmatite deposits in the world. This pegmatite was named the Big Whopper by its discoverer, Dr. Fred Breaks of the Ontario Geological Survey, because of the exceptional length and width of the surface exposure. The property is readily accessible from a main, all-weather road via a network of secondary logging roads. The main line of the Canadian National Railway passes through the village of Redditt, just 40 km (24 miles) south of the property. The Big Whopper is one of the complex-type (petalite sub-type) class of rare metal pegmatites that are geochemically the most highly evolved in the spectrum of granitic pegmatites. Such deposits are economically important as resources for the rare metals lithium, tantalum, cesium, and rubidium. While complex-type pegmatites are found in many areas of the world, most are too small to be profitably mined, however, with an inferred resource in excess of 15 million metric tons (mt) (17 million short tons [st]), the Big Whopper is only the fourth deposit of its type in the world with the size required to be of major economic importance. The other three deposits, which are currently in production, are the Tanco mine in Manitoba, the Bikita mine in Zimbabwe, and the Greenbushes mine in Western Australia. The Big Whopper is situated in the eastern continuation of the Archean Bird River greenstone belt which also hosts the Tanco pegmatite, approximately 60 km (37 miles) to the west. The principal commodities identified in the portions of the Big Whopper pegmatite explored to date are petalite (LiAlSi4010) and rubidium-rich K-feldspar. These are industrial minerals with important applications in the glass and ceramics industries. The Big Whopper also contains substantial quantities of lepidolite, a lithium, rubidium-mica which is the principal ore mineral for rubidium metal. Tantalum and cesium occur in anomalous levels with the petalite mineralization, and the possibility of finding zones of high enrichment in these valuable high-tech metals elsewhere in the deposit is excellent. Such enriched zones are typical of pegmatites as highly evolved as the Big Whopper. To date, the geological mapping and diamond drilling work completed by Avalon have delineated the Big Whopper pegmatite system over a strike length exceeding 1.5 km (0.9 miles), over widths ranging from 10 m to 80 m (30 feet to 260 feet) in thickness, and to a vertical depth of close to 300 m (1,000 feet), where it remains open. The pegmatite system consists of a vertically oriented massive petalite pegmatite dyke striking 280 degrees that is flanked by amphibolites containing a swarm of narrower albite and petalite dykes which have all undergone intense deformation in a high strain zone resulting in folding and intense shearing. The Big Whopper exhibits a mineralogical zonation pattern which is complicated by the superimposed deformation that has both folded and stretched the deposit. Drilling has defined a dilute geological resource totaling 7.1 million mt (7.8 million st) grading 1.283 percent Li20, 0.346 percent Rb20, and .007 percent Ta205 over a strike length of 600 m (2,000 feet), and to a vertical depth of 250 m (820 feet), where it remains open. The petalite and rubidium-rich-K-feldspars contained in the Big Whopper all appear to be of superior quality. The grades are consistent with a petalite content averaging 25-30 percent and a rubidium-rich-K feldspar content averaging 15-20 percent. The remainder of the rock consists mainly of albite, several types of mica, and quartz. Accessory minerals include columbitetantalite, cassiterite, apatite, garnet, and gahnite. Market studies show that the deposit is located close enough to existing transportation infrastructure to access rapidly growing, major markets in the glass and ceramics industries, both in the northeastern U.S. and Europe. There are only three competing lithium minerals producers in the world with the Bikita mine in Zimbabwe being the only major producer of petalite. The other lithium deposits produce spodumene, a less desirable lithium mineral. Lakefield Research Limited has successfully designed a process to produce an ultra-pure petalite concentrate containing up to 4.65 percent lithium oxide, and as little as 0.014 percent iron oxide, low levels of soda and potash, and negligible amounts of other trace elements. With these specifications, Avalon will have an excellent quality product for glass-ceramics applications such as Corningware®, CERAN® stove tops, and other thermal shock-resistant products. Lakefield is presently designing the balance of the flowsheet to produce separate concentrates of rubidium-rich K-feldspar, albite, mica, tantalum, tin, and high-purity quartz. Initial test work indicates that the feldspar products will be of exceptional quality. The K-feldspar concentrates contain 11-12 percent K20 and 1 percent Rb20, while the sodaspar contains over 10 percent Na20, and both have very low iron (0.01 percent Fe203). A preliminary economic model shows that with an initial production rate of 90,000 mt (100,000 st) per year, expanding to 170,000 mt (190,000 st) per year over 5 years, the project is capable of generating over CDN $10 million per year in pre-tax cash flow by year 5 on a capital cost of approximately CDN $30 million.

"A paper called “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” was presented at the North American Tunneling 2006 conference (Holzhäuser et.al 2006). It summarized global experience with earth pressure balance (EPB) and slurry shield tunneling on nine projects that encountered groundwater heads ranging from 6 to 11 bar. Since then, additional projects have been completed with groundwater heads ranging from 7 to 15 bar. Of these, the high pressure tunneling experience on the Lake Mead Intake No. 3 project in Nevada and on the Eurasia Tunnel (Istanbul Strait Crossing) had the greatest lengths of tunneling at face pressure over 7 bar. Experience with sustained pressurized face tunneling at groundwater heads over 7 bar and risk management observations are the focus of this paper. INTRODUCTION High groundwater head, particularly at 7 bar or more, is a major challenge when tunnelling in high permeability ground and on drives long enough to require cutter changes. It has a strong impact on design and operation of Tunnel Boring Machines (TBMs) in order to protect the main bearing from contamination, prevent excessive groundwater inflow, ensure face stability and enable access to the cutterhead and excavation chamber for maintenance. During the past 20 years, TBM manufacturers and suppliers have made tremendous improvements that allow tunneling at groundwater pressures to 17 bar or more. The most significant risk with high pressure tunneling is generally that of excavation chamber access and potentially the cutterhead for cutter changes, cutterhead repairs and TBM maintenance. Hyperbaric interventions are possible and safety variances have been approved for saturation dive interventions at pressures as high as 17 bar (Lake Mead Intake No. 3). While high pressure hyperbaric intervention equipment is available and safety approvals can be obtained at many locations, few contractors consider the cost and risk of hyperbaric interventions over 7 bar to be acceptable as the primary means of excavation chamber access. Experience with high pressure tunneling prior to 2006 was summarized in a paper entitled “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” (Holzhäuser et.al 2006). That paper provided information on 9 projects: South Bay Ocean Outfall, San Diego; Channel Tunnel (French Side), France; Storebaelt Tunnel, Denmark; 4th Elbe Tunnel, Germany; Wesertunnel, Germany; Westerschelde Tunnel, Netherlands; St. Petersburg Red Line, Russia; Nara Prefecture Water Conveyance Tunnel, Japan; and Tokyo Wan Aqua Line Tunnel, Japan – see Table 1."

Molybdenum, the 42nd element in the periodic table, is now a very important metal in industry of the United States and the world. Chemically, it is a very complex element having valences of 0, +2, +3, +4, +5, and +6, and can exist as a mixture of these valences in many compounds. It was discovered and separated by Scheele in 1778. At the present time, molybdenite is the only important commercial source of molybdenum. Molybdenum occurs in some 12-14 different recognized minerals, but practically all of the production is molybde¬nite. As late as 1915, it was considered a rare metal. Germany made extensive use of it during the first world war, which resulted in the establishment of a molybdenum industry in the United States at Cli¬max, Colo., in 1917. It was not until the mid-1920s when its introduc¬tion to steelmaking developed for the US automobile industry that the metal gained important acceptance. The first notable example was the Willis-Saint Claire automobile introduced in 1921 by C. Harold Willis, formerly chief metallurgist for Ford Motor Co. Molybdenum has also been produced in the US from wulfenite (PbMoO4) from Arizona and Nevada, and a small amount of molyb¬denite was produced up to the early 1970s as a coproduct from two molybdenum-bismuth mines in Quebec, Canada. The first byproduct production of molybdenite from a copper con¬centrating operation was achieved at Cananea, Sonora, Mexico, and was followed shortly by the Utah division of Kennecott Copper Co. in the mid-1930s. This section of the Handbook is divided into four main subdivi¬sions: Chapter 2, which deals with the concentration and recovery of molybdenite from primary molybdenum ores; Chapter 3, which deals with the recovery and separation of molybdenite as a byproduct from copper production; Chapter 4, which deals with the conversion practices employed for converting molybdenite to the oxide or metal form; and Chapter 5, which covers the uses of molybdenum in steel¬making, chemicals, pigments, lubrication, catalysts, etc. The Free World molybdenum production, for the past eight years from all sources, is shown in Table 1. 2. Primary Molybdenite Ores General In 1978 there were four primary molybdenite recovery plants in operation: Climax, Endako, Quests, and Henderson. For over half a century the Climax mine has been by far the largest and most important source of molybdenum in the world. During the early 1970s a few primary molybdenite mines in British Columbia were shut down due to adverse economical conditions. The largest of these was British Columbia Molybdenum, formerly owned by Kennecott Copper Corp. The Climax plant and operations are described in detail and the opera¬tions of the other plants are summarized following a general discussion of recovering molybdenite from primarily molybdenite ores. Recovery of molybdenite as a byproduct will be taken up in Chapter 3. Geology Molybdenite production from mines in which it is the sole or preponderantly important mineral is confined to ore bodies in granites or igneous-type rocks or pegmatite dikes. More than one state of mineralization is sometimes present as at Climax, York, Hardy, and Questa. In the case of Climax, important byproduct recovery of tung¬sten, tin, pyrite, and monazite is also attained. The molybdenite is commonly disseminated very finely in the siliceous granitic gangue but does occur in stringers and blebs in silicified mineral solution channels. Treatment of Primary Molybdenum Ores All primary molybdenum ores are low in molybdenite, the content ranging from less than 0.20% MoS2 to a high of about 0.40% MoS2. A high resistance to grinding is a common ore characteristic combined with a habit of very fine dissemination of molybdenite in the siliceous portion of the ore. Because of low MoS2 content, high hardness, and fine dissemination of molybdenite in primary ores, it has been necessary to develop a special mill treatment which yields an accepta¬ble recovery at a reasonably low milling cost. Essentially, the treatment consists of intensive rougher flotation at a relatively coarse grind with production of a low grade rougher froth containing a substantial percentage of the molybdenite in the form of low grade middling particles, followed with multistage regrinding to liberate the locked molybdenite and several stages of flotation cleaning to produce a finished grade concentrate. Rougher flotation on pulp ground to ap¬proximately 35 mesh is common practice, even if complete liberation of molybdenite from siliceous gangue may require regrinding to 200 mesh. The flotation of middling particles with a very low content of molybdenite in the rougher flotation step has been made possible by the application of a combination of reagents first developed at the Climax mill and used with some modification in the treatment of all primary molybdenum ores. The modern flotation machine is the result of decades of adaptation to a changing environment. In response to falling ore grades, and rising demands, tonnages, and costs, attempts are now underway to expand machine capacity by about an order of magnitude, while at the same time maintaining metallurgical performance and if possible reducing power requirements per unit throughput. Empiricism and rule-of-thumb have guided flotation machine design and scale-up, and a current need is for the development of a fundamental understanding of the subject. Design features of current and some obsolete machines are discussed in an attempt to outline those principles of flotation machine design which are known, and to delineate topics needing investigation. Attempts are made to distinguish between essential machine features required by the physics of the process, those features resulting from speculative theories on the flotation mechanisms, and features which are essentially styling variations. Topics discussed include: flotation mechanisms; tank and impeller/ stator design and dimensions; impeller speed; aeration; power consumption; particle suspension and dispersion; capacity; correlation of design parameters and operating variables; scale-up and scale- down; materials flow; problems in machine design. Design details and operating data for several current machine families are provided in Appendices.

The processing of residues derived from various operations in the mining and metallurgical industry for by-product recovery is becoming more prevalent. A principal target for by-product recovery is flue dust produced by conventional smelting operations. Flue dust from zinc smelters has been processed for many years for the recovery of cadmium (1,2). The cadmium recovery technique which consists of a selective sulfation roast, followed by a water leach and zinc dust cementation, produces a lead cake residue (see chemical analysis in Table I), which consists primarily of lead sulfate.

The early beginnings of mining geophysics in Sweden can be traced back to the reign of queen Kristina in the 17th century. The mine compass, consisting of a freely suspended magnetic needle in a casing, was in use certainly by 1640 and probably earlier for locating iron ore deposits. Whether the mine compass was a Swedish invention or not is an unsettled question since the possibility cannot be overlooked that the celebrated Nürnberg compass-makers of the 16th century may have constructed it for the first time(1). Be that as it may, the mine compass was very extensively employed in Sweden for more than two centuries and met with spectacular success in locating magnetic deposits under shallow overburden. Occasionally the diligent prospector would even be rewarded with a pyrrhotitebearing sulphide deposit, as witness many old sulphide-ore pits and some mines still in operation from the 17th and the 18th centuries. The mine compass measured only the orientation of the Earth's magnetic field and not its strength. Although it was improved in construction and sensitivity over the ages, no great strides were made in magnetic prospecting after the initial discovery of the use of the compass until Gauss, omnipresent in 19th century physics and mathematics, showed with the assistance of Weber how the strength of a magnetic field could be determined.

An insufficient hydrologic data base exists for most large and small coal basins in Alaska owing to the lack of need in the past to collect data. The runoff process is insufficiently understood which is complicated by specifically northern phenomenon, and the lack of understanding of hydrologic relationships in permafrost environment. This paper presents an understanding of the hydrologic effects of frozen ground and presents methods by which the influence of surface mining upon the hydrologic balance can be analyzed.

This paper addresses the effects of using jet fans as booster fans in mine ventilation networks. A method was developed to determine the pressure generated by jet fans using the momentum theory. The influence of a reduction cone and other ventilation parameters on the jet fan pressure was analyzed. Verification experiments conducted in the Waldo Mine are described. Examples are given to demonstrate the conditions for the effective use of jet fans.

The choice of equipment to be applied to a given installation by the Application Engineer begins with the data as presented to him by the user. This point in the relationship establishes a communication link, which will decide whether or not the correct piece of Overhead Equipment is applied at the most economic advantage to the user. The role played by the user cannot be minimized. No one knows better than he, just what work he expects to accomplish with this piece of machinery. However, all too often, he oversimplifies the requirements, and along with minimal crane and building parameters, merely refers to one of the following crane classifications as defined by The Crane Manufacturing Association of America, as shown in Figures 1, 2, 3, 4, 5, 6 and 7. This approach places the ultimate user in an unfair position, since he has then assumed the status of the machinery designer and must, therefore, assume the responsibility of the success or failure of the operation of that piece of machinery. If the user selects a Class "C" crane for his job requirement, when actually a Class "B" crane can adequately handle the work load, he is not offering the most economic solution to his company and added little to the cranes service capabilities.

With increased levels of automation, capitalization, and empowerment of citizens, the traditional axis of labour versus capital or national government versus capital, upon which the allocation of benefits from a mining project was traditionally based, has shifted primarily to a capital versus community axis. In light of this paradigm shift, it is critical for the sustainability of mining that economic indicators be considered at the pre-feasibility, feasibility, and permitting stages of a project. Such indicators should emphasize the ?ripple effect? of the economic impact of a capital-intensive mining investment on a region due to outsourcing, as well as the diversified spin-off opportunities and the technological advances that can be exploited by local communities.

Lornex Mining Corporation operates an open pit porphyry copper mine in the Highland Valley southwest of Kamloops with a rated capacity of 43 500 TPD (48,000 TPD). It went into production in April 1972. Its concentrator consists of two grinding and flotation circuits in parallel each composed of a 6 000 KW (8,000 HP) 9,75 m (32 foot) diameter by 4,724 m (15'-6") semi-autogenous primary mill feeding two 3 000 KW (4,000 HP) 5,029 m (16.5 foot) diameter by 7,01 m (23 foot) secondary ball mills each feeding a bank of flotation cells. ,The original tailings system picked up the tailings from the flota¬tion circuits in a concrete collection box in the mill and carried the 36% solids density by weight slurry 488 m (1,600LF) through a 1100 mm (42 inch) diameter wood stave pipeline on a .46 percent slope to three 99,06 m (325 foot) diameter center drive thickeners. From the collection box under the thickeners the tailings line con¬sisted of three sections, carrying 50% solids density slurry. The first section consisted of 1460 m (4,800 LF) of 910 mm (36 inch) asbestos cement pipe for gravity flow from the thickener under flow elevation of 1252,4 m (4,109 feet) to the first pump station at elevation 1207,6 m (3,962 feet). Eight concrete drop boxes were used to limit the maximum slope on the pipeline to 0.5 percent.

The Missouri-Oklahoma tripoli district was discovered and first mined in 1869 near Seneca, Missouri. Tripoli is a microcrystalline form of high-purity silica that is porous, light- weight, and friable and is derived from a parent siliceous sedimentary rock from which soluble minerals have been leached. Tripoli deposits, 2 to 20 feet thick, occur in cherty limestones of Mississippian age beneath 2 to 10 feet of overburden. They are mined in open pits up to 9 acres in size. The color of tripoli is white, but it also commonly is light pink or red where stained by red iron oxides and clays. Ground tripoli is used commercially as an abrasive or in buffing and polishing compounds and is prized for such physical characteristics as its abrasiveness, porosity, permeability, absorption, and specific gravity.

High-G centrifuges from five preparation plants were sampled to determine and quantify the various operating factors affecting performance. The operating factors that were considered include feed rate and percent solids, size of feed material, screen-basket type, hardness of coal and age of the flights. The performance parameters that were measured include product surface moisture, recovery and degradation of the coal. Regression equations with good significance levels were developed.

The concept of classification in wet, closed circuit ball milling is expanded beyond the performance of the classifying equipment to include all aspects of the fines removal system of the grinding circuit. Design and operating parameters that effect fines removal are identified and discussed, and a quantitative index for circuit classification effectiveness is presented.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal.
