GENERAL DESCRIPTION The undercut-and-fill method of mining was devel¬oped by Inco Ltd. in the Sudbury district of Ontario, Canada, to deal with abnormal ground conditions en¬countered in pillar recovery. Although it is now some¬times utilized as a primary stoping method, the main application continues to be in pillar recovery. In any mining method in which fill is employed, pillar systems tend to fail gradually as stoping pro¬gresses. As a result, most pillars are completely destressed and broken by the time pillar recovery com¬mences. Control of the back in such ground becomes a major problem and is contingent on local conditions as they exist in the workplace. In most mining methods, operations such as drilling, blasting, slushing, and tim¬bering can be readily assessed and the mining cycle pre¬dicted. However, in the mining of pillars with overhand methods, the time and effort required to maintain a safe back varies to a quite unpredictable extent. For years the square-set method was the most effective means available for pillar recovery. However, in areas where bad ground was encountered, square setting was a costly and sometimes hazardous method. As the tonnage mined from pillars increased, it was apparent that a safer and less expensive approach was required. Past experience indicated that the best way to deal with broken ground was to mine from the top down. Top slicing systems were examined but were rejected due to the major sub¬sidence which resulted. However, ideas generated from studying top slicing finally developed into the present method of undercut-and-fill. This method, which has almost completely replaced square-set mining, exhibits reduced costs, has improved safety and efficiency, elimi¬nates the factor of bad ground overhead, and allows a closer prediction of the actual mining cycle. The result is more accurate scheduling of pillar production. This factor is of increasing importance as the tonnage from pillar recovery increases in relation to total mine pro¬duction. Undercut-and-fill is a method of extracting a block of ore by mining successive cuts, working from the top down. After a cut of ore is completely mined out, lami¬nated timber stringers are constructed along the sides for the full length of the cut. Round logs covered by a wire screen are laid across the stringers to form a mat. The cut is then tightly filled with hydraulically placed cemented sand fill. Mining is then resumed on the cut immediately below the mat. As the cut advances, the timber stringers are supported by round timber posts seated on the solid bottom of the cut. Drilling, blasting, muck removal, and timbering operations are repeated until all the ore in the cut has been removed. At this time, another log mat is laid and the cut is filled. This sequence is continued until the block has been mined from level to level. The basic principles of undercut-and-fill can be adapted to a variety of mining situations. It can be applied transversely or longitudinally in ore bodies of varying width, that dip from vertical to flat lying. The method can be applied using conventional equipment or it can be mechanized through the introduction of small diesel or air-powered units for muck removal. Undercut¬and-fill is a selective method, ore recovery is high, and dilution can be controlled to an acceptable level. How¬ever, it is a high-cost, labor-intensive method and as such its use is restricted to areas where the less costly meth¬ods of ground support are not successful or where bulk mining methods are not adaptable. One basic require¬ment for undercut-and-fill is an adequate source of hydraulically placed cemented sand fill and a dependable sand plant and distribution system. The success of the undercut method is to a large degree dependent on the competence of the fill placed in each of the successive cuts. In theory, the weight of the fill on each cut is supported in part by the cemented sand itself as it binds to the rough sides of the mined¬out areas next to the pillar walls, and in part by the tim¬ber support. As mining progresses beneath the mat, a downward pressure is exerted within the cemented fill and a voussoir arch develops above the mat, across the full width of the cut. This supports the major portion of the load. The log mat and posts have a double func¬tion in that they carry the remaining weight not sup¬ported by the voussoir arch and in addition prevent any pronounced settling of the fill mass. Excessive settling breaks the bond between the cemented fill and the pillar walls, eliminating the arch effect and transferring the entire load to the mat and posts. The theory of a voussoir arch forming within the cemented sand fill mass is substantiated in practice by the fact that pillars have been mined from level to level with no more significant weight on the bottom cuts than was experienced on the top cuts. In effect, as mining progresses downward, there is no additional transfer of weight from previous cuts to the cut being mined. APPLICATION OF UNDERCUT-AND-FILL Because of their size, the Sudbury ore bodies are, for the most part, mined transversely and, to a considerable extent, by filling methods. Transverse stoping blocks are designed with 9-m (30-ft) crown pillars established be¬low each level and with stopes separated by vertical rib pillars. In past years, floor pillars were left above the level as well, but present practice favors the silling of primary stopes at the base of the rail. Rib pillars are designed to meet the ground control requirements of the primary stoping methods. Local conditions and past experience generally dictate their size. Historically, since the square-set method was to be used for recovery, rib pillars were designed to accommo¬date standard 1.7-m (5'h-ft) sets. A typical rib pillar is four sets wide [6.7 m (22 ft)] when located between two square-set or cut-and-fill stopes having a width of 8.4 m (27.5 ft). "INTRODUCTION Dissolved salts build up in leach solutions over time as leach solutions mature. Iron can be particularly problematic for hydrometallurgical copper production as it can compete with copper for separation during solvent extraction (SX), leading to iron bleed through and reduced electrowinning (EW) efficiency. In its ferric form (Fe+3) it precipitates as a hydroxide at fairly low pH and can promote clogging and disrupted flow within leach pads as a result of localized pH deviations – such as might result from weather events. The solids formed can cause relatively irreversible degradation to pad productivity. The precipitation pH point for solids formation falls as the ferric (Fe+3) concentration increases, making the issue more prevalent as leach circuits for ore bodies containing appreciable iron get older. It can also be more of a concern when leaching lower grade ore like tailings where lower copper content may increase iron/copper ratios which may increase iron accumulation rates. Control of ferric (Fe+3) levels could be used to lower ferric (Fe+3) levels and keep the ferric hydroxide [Fe(OH)3] precipitation pH sufficiently high to avoid the associated solids formation and potential leach pad occlusion. Control of ferric (Fe+3) and ferrous (Fe+2) tenors and ratios may also provide benefit for improving sulfide ore leaching or bioleaching performance and effectiveness. Traditionally options for such control were rather limited with bleeding contaminants off or chemical dosing treatments being prominent methods. Now Blue Planet Strategies introduces a new option. Since the turn of the century there has been a marked increase in population, industrial and economic growth, and in energy requirements in the United States. During this time our energy needs have been met largely by natural gas and petroleum, but as our reserves of these materials are depleted, we are going to depend more and more on our large reserves of coal. The mining of coal for electrical power production has increased at a rapid rate during the past decade. Over half the coal produced in the United States in 1971 came from mines utilizing surface mining operations (Paone, et al, 1974). Surface mining is expected to increase as the rising cost of oil places more demand on coal for energy. About 57 percent of the coal reserves in the United States lie in the area west of the 100th meridian. About one-quarter of this can be mined by current surface methods. This would involve the disturbance of approximately 1.5 million acres (600,000 hectares). By the year 2000, projections indicate disturbance of about 200,000 acres, or 300 square miles, in the West. Mined areas receiving more than 250 mm of annual precipitation can usually be revegetated without irrigation if the spoils are properly shaped, the surface layer consists of suitable plant growth media, and proven techniques in rehabilitating disturbed rangeland are applied. Areas receiving less than 250 mm of annual rainfall or with high evapotranspiration rates pose a more difficult problem. Revegetation of these areas can probably be accomplished only with major inputs of water and good management (National Academy of Science, 1974).

The need for a successful, efficient and reliable continuous face- haulage .system for use with continuous mining machines has been apparent since the first continuous miners were introduced some twenty-five years ago. Some thought and effort were given to the development of continuous haulage over the last twenty years or so. Some initial success was experienced in this area by The Long Company with a system involving bridge conveyors, as far back as the late 1950's. However, extensive success with continuous face haulage for use behind modern, high product¬ion, continuous miners escaped the industry until the early 1970's. It is true that continuous face haulage was successfully introduced into low seam mining, generally in seams ranging under 1.07 m (42") in height, in the 1960's, for use with relatively low production, low seam, auger type continuous miners. However, those available systems which have achieved success in the lower seams, where relatively low capacities are adequate, are not directly applicable for use with today's medium and high seam miners with their standard production capacity of 9.1 - 10.9 mtpm (10 - 12 tpm). Since the late 1960's and early 1970's, several machinery manufacturers, and at least two major coal companies, have devoted considerable expense, time and effort to developing truly successful continuous face haulage for use in coal seams ranging upward from 1.2 m (4') in height. Continuous face haulage equipment has been developed in the last five years employing a variety of transportation media and design concepts, including some which have received wide publicity such as those employing hydraulics, and pleated belt. The truth of the matter is, however, that the only universally applicable and widely successful continuous face haulage equipment introduced to date has been that employing a combination of bridge conveyors and mobile, self-propelled, bridge carriers, connected at the inby end to the tail of the high production continuous miner, and at the outby end attached directly to the panel conveyor (Fig. 1 & Fig. 2) or, on occasion, to a short, self-contained conveyor which, in turn, empties directly onto the panel conveyor. While these bridge type continuous haulage systems are available with both belt and chain conveyor components, the most widely applied and successful system in seams above 1.07 m (42") in height is that offered by The Long-Airdox Company. The standard unit for use with 9.1 - 10.9 mtpm (10 - 12 tpm) continuous miners is normally equipped with belt. However, they have built, and successfully applied, versions of this system employing chain conveyors, (Fig. 3), mainly for operators having extremely difficult mining conditions, including excessive amounts of water

Nested pit analysis in open-pit long range mine planning is used to define approximate ultimate pit limits and an initial high-level schedule in the early stages of a project. Modern ultimate pit optimizers can solve for dozens, or even hundreds, of nested pits however often a smaller subset of pits which are evenly spaced with respect to contained tonnage are desired for downstream analysis. In situations where that pushback selection process must be automated, such as when performing sensitivity analysis, or when the best subset of pushbacks is required; an optimization procedure is warranted. This paper describes a dynamic programming algorithm for selecting pushbacks following nested pit analysis, which is performant and addresses a long-standing inconvenience faced by long range open-pit mine planners.

The coal mining industry is divided into two distinct economic segments based on Coal Supply Agreements. Coal supply agreements generally fall into two categories, spot or long-term, with the selected contract term being driven by the buyer's market expectations, security of supply considerations, fuel tonnage and quality requirements, and economics. Short-term or spot coal purchases are generally market driven and are highly competitive in today's marketplace. Long-term contracts, particularly those involving captive mines and mine-mouth power plants, are commonly driven by considerations other than economics. These other considerations, such as Reserve Conservation and Resource Recovery, Security of Supply, and Maintenance of Levelized Costs may increase the cost of coal, often needlessly and without benefit to the buyer or seller. The basic economic principles which guide the market driven metals industry and generally guide the spot coal sector of the coal industry should apply equally well to the long-term coal supply contract. The artificial constraints imposed as a result of regulated rates of return should be re-examined and in most cases, abandoned. There are many methods of surface and underground coal mining being used today such as, open-pit, contour, mountaintop, and area mining for surface mineable reserves; conventional, standard continuous and super-section continuous miners, and longwalls for deep reserves; and highwall miners, thin seam miners and augers in between. This discussion is primarily directed to surface mining, however the same principles of least cost mining on a Net Present Value basis must be considered in all cases.

Since the discovery of high temperature superconductors has led to extensive interest and conjecture regarding their potential to change contemporary technology, discussions of the impact on the metallurgical and other industries have naturally arisen. In this paper we present data showing the possible impact of these developments on the materials related to the fabrication and proliferation of devices based on superconductor materials. We observe that the largest volume of effort with LTSC will be for the demonstration of high power devices while applied research relating to processing will remain the principal HTSC activity. We also note that in the next decade copper consumption in the US is expected to remain essentially at the current level while the need for Nb and Sn,; two major components of LTSC, will grow at a faster rate both in the US and the world. Although the use of superconductor-based magnetic separation is anticipated to increase, no major impact of these components on the metallurgical industries is expected.

This paper details the extensive underpinning required to hold up the 39th street Bridge while demolishing its massive support piers and building a 30ft deep Cut/ Cover RR tunnel beneath it. The underpinning/SOE support required the construction of 16 large hand dug pits 36ft deep that were reinforced and concrete filled. In addition, an extensive steel support system was tied into the bridge super structure. All of the underpinning/tunnel construction was done while a 110ton crane sat directly atop the heavily trafficked – 66 ft. wide bridge. The tunnel excavation, concrete lining and final bridge pier support work will also be presented. All work was done within 5ft of active mainline tracks and that required tight grouting behind all lagging to eliminate any track settlement.

This article presents a novel design, called the Climax High Capacity Processor (HCP), for pre-combustion cleaning of coal. This design is particularly suitable for the plant capacities of 400 -660 TPH. The HCP is different from the conventional designs with an equivalent throughput in three major aspects: 1) the use of one large capacity HM cyclone to separate coarse and intermediate raw coal in a single circuit; 2) the elimination of the conventional secondary magnetics recovery system by use of the high efficiency Climax magnetic separators; 3) the use of "single line" piping with a minimum requirement of ancillary devices. In comparison with conventional designs with similar capacity, the HCP plant costs much less in capital investment, operation and maintenance.

"In response to a severe regional drought and in preparation for the further decline of water levels in Southern Nevada’s Lake Mead, the Southern Nevada Water Authority (SNWA) built a new intake system to ensure water supply to Las Vegas and its surrounding communities. In 2015, design began on the Low Lake Level Pumping Station (L3PS) that will move the water from this lower intake, ensuring operability of the water delivery system despite these declining lake levels. The L3PS Project includes a 159-meter-deep shaft, a large underground chamber, and 34-each 152-meter-deep, 2.4-meter-diameter drilled well shafts to be constructed in highly faulted and fractured ground. The Construction Manager at Risk (CMAR) delivery method was chosen to facilitate early contractor involvement in the design process to address the significant challenges and risks anticipated on this US$650 million Project. This paper describes the CMAR selection process; the CMAR involvement during design and benefits resulting from that involvement; and the unique collaborative effort among the owner, engineer, program manager and CMAR used to evaluate and select the best design approach, preferred underground construction methods, and coordinated geotechnical baseline report. PROJECT BACKGROUND AND NEED Seven of the United States’ western states rely heavily on the Colorado River and its tributaries for their water supply. The primary source of water for the Colorado River is winter snow that falls in the mountains ringing the Colorado River Basin. Flows in the Colorado River vary significantly from year to year, depending on the amount of snow and rain deposited in the basin. Beginning in the year 2000 and continuing to the present, snowfall has been well below documented historical averages and Colorado River flows have diminished."

"Rapid population growth and scarcity of space have led many developed cities to bury supply facilities. In line with this, utility tunnels have been employed in Korea since the 1970s. However, approximately 70% of structures were installed more than 20 years ago, in response to the issue of ageing, tunnel enlargement has been proposed. The aim of this study is to investigate geo-mechanical behavior due to tunnel enlargement. Tunnel enlargement methods have been researched to suggest a optimal method. A finite element analysis is conducted to evaluate ground behavior by the expansion of internal space. Vertical displacement and settlement trough width are investigated according to ground stiffness and different enlargement size. It was determined that displacement is affected by the enlargement size and ground stiffness. Based on the deformation results obtained from the numerical analysis, it is possible to predict ground behavior and stability upon tunnel enlargement. INTRODUCTION Various infrastructures such as electric lines, communication lines, gas pipes, and water pipes are jointly accommodated by utility tunnels. These utility tunnels improve the aesthetics of urban areas and help ensure stable supply. The first utility tunnel in Korea was adopted in 1978 and new tunnels are still being installed with the development of new suburb cities. Nevertheless, about 70% of the utility tunnels were installed over 20 years ago and they are still being used through ongoing repair. Moreover, 90% of utility tunnels were installed before 1995. With aging of the nation’s utility tunnels various problems such as concrete deterioration and scarcity of capacity have arisen. As solution, reconstruction has been considered. Reconstruction can enlarge space and improve the performance by replacing existing structures. For reconstruction, two routes have been proposed: underground excavation and cut and cover. In order to avoid traffic problems caused by road occupation and civil appeals during construction projects, underground excavation is the more attractive option. Tunnel enlargement methods have been classified (Seo et al., 2008; An et al 2013) and major considerations during tunnel enlargement have been outlined (Beak et al., 2007). Enlargement construction cases on road tunnels around the world were introduced (Kim et al., 2012) and the deformation curve during tunnel expansion was proposed to investigate the range of protection that should be offered (Kim et al., 2008; Beak et al., 2011). However, tunnel enlargement technology is limited to road tunnels and railway tunnels. Hence, a study on shallow box tunnel enlargement is required for practical application."

The titanium dioxide pigment industry in the United States has always relied to varying degrees on imported titanium concentrates. Dependence on foreign ilmenite was especially high (generally over 85% of consumption) until 1942, when large-scale U.S. production of ilmenite began, and has since ranged from 12% to 47%. Rutile import reliance was generally in the 45% to 80% range until the early 1960's, when increased use in the chloride pigment process raised dependence on imported rutile to over 90% in most years since 1963. Import reliance of zircon, obtained almost entirely as a byproduct of titanium mineral production, has generally ranged from about 30% to 65% of consumption. This paper will examine the history of U.S. sources of these heavy mineral commodities, and will discuss the potential U.S. future supply in view of changing industrial uses and processes and the anticipated development of new heavy-mineral-sand processing operations, such as those at Richards Bay in the Republic of South Africa and in Sierra Leone.

"Application of mechanical excavators for rock excavation in both civil construction and mining engineering fields has increased significantly in recent years. Prediction of the excavation performance of any mechanical excavators – tunnel boring machines, roadheaders, impact hammers, continuous miners and shearers for any geological formation is one of the main concerns in determining the economics of a mechanized mining and/or tunneling operation. A new portable linear rock cutting (PLCM) device was developed in the Mining Engineering Department of Istanbul Technical University and supported by The Scientific and Technological Research Council of Turkey (TUBITAK-112M859). The PLCM is used for cutting small core or block rock samples by a real-life mini disc cutter. The results from the PLCM are compared with the results obtained from the full scale rock cutting tests and theoretical model. It is found that there is reliable correlation between test results obtained from both cutting tests and theoretical model. 1. INTRODUCTION Mechanical excavators are currently the only alternatives to drill and blast due to higher production rate, increased safety, uniform muck size, less roof support, easier ventilation, continuous rather than cyclical operation, and possibilities for automatic control. The most of large civil tunneling and some mining projects are now carried out by mechanical excavators rather than drill and blast methods. Mechanical excavators can be categorized into two main groups: full-face and partial-face machines. Full-face machines such as tunnel boring machines excavate the face in one mode at the size of the cutterhead. Due to their cutting mode, the shape of the face profile by the full-face machines can only be circular. As for partial-face machines, the cutterhead is attached at the end of a boom. The face profile excavated by the partial-face machines can be from circular to horseshoe shape due to the cutting mode of the boom."

The recent mine disasters in Australian coal mines have initiated an introduction of Self-Contained Self-Rescuer (SCSR) as component in the development of new escape strategies for miners. These self-contained self-rescuers are closed circuit, demand sensitive breathing apparatus that make oxygen available to the wearer for a nominal period of time. Their operation is completely independent of the surrounding atmosphere. Once properly donned, the SCSR can assist a miner to escape from an area containing smoke, toxic gases or an oxygen deficient atmosphere. The duration of a typical SCSR is usually taken at the point of complete collapse of the breathing bag which is accompanied by an increase in breathing resistance and inhaled levels of carbon dioxide. Because the oxygen consumption (V02) and the heart rate are correlated, a prediction of V02 and consequently the duration of an SCSR can be made by monitoring the heart rate. Thirty-seven volunteers participated in field simulated escape trials at four underground coal mines. The results from the field trials suggested that oxygen consumption depends on the heart rate, the body weight and exercise rating of the miner. All the volunteers were asked to fill out the questionnaires to evaluate the performance of the units. The miners indicated that they could tolerate the inhaled temperature without any difficulty to breathing resistance. A complete statistical analysis of the field results is also presented.

Since 1980, more than 40 miners have lost their lives by being trapped and suffocating in stock-piles, bins, silos, and similar facilities. Mine Safety and Health Administration (MSHA) is concerned about these accidents, most of which could be prevented if management and miners appreciated the hazard. In February 1986, the coal industry had a suffocation accident that drew national attention. A group of engineers were standing on a coal stockpile. It gave way under their feet. Five of the engineers were buried in the coal and suffocated. As with all fatal accidents, MSHA investigated the cause of this tragedy. I also asked my staff to look into the history of similar accidents. I found out it is rare to have multiple fatalities due to suffocation in material. But, over the years, there has been a long series of individual fatalities from this type of accident. Here are some examples. In Oct. 1985, a coal mine employee in Virginia entered a hopper to collect a coal sample. The feeders were started while he was standing in the hopper. He sank into the coal and suffocated. In Sept. 1985, an employee at a Texas sand company climbed onto a surge pile, to check a problem with sand flow. When other employees found him, the sand had swallowed him. Only his face and one hand were showing. Though the victim's face was clear of the sand, he suffocated before rescuers could free him. Many people do not realize you can suffocate in this kind of situation, though your head is free. Every time you exhale, the material has room to shift and press harder against your chest. Then you have less room to inhale. If this goes on long enough, it gets to the point where you cannot inhale at all. That is what happened to the victim in this accident. In May 1985, a plant operator at a Wisconsin sand and gravel operation purposely slid into the drawhole of a surge pile. He tried to break up large rocks that were clogging the drawpoint. Material piled on the side of the surge pile slid down and buried him. The operator was wearing a safety belt and line. But he was covered by 3 to 3.7 m (10 to 12 ft) of material and could not be pulled free. This incident illustrates another point. A safety line can help. But it is not enough. Workers should never put themselves in a position where loose material can fall on them from above. In Jan. 1985, a young Utah coal miner was waiting for a ride home from a co-worker whose job was at the tipple. A jam developed in the coal bin. The men could not clear the jam from the outside. So the young miner jumped into the bin. He started digging with a shovel at the toe of the coal pile. It caved in on him and he suffocated. The young miner had only three months of mining experience. He had not been trained for work around the coal bin. Since 1980, 16 coal miners and 26 nonmetal miners have lost their lives in loose-material suffocation accidents. Suffocation accidents occur in many areas around mines - bins, hoppers, stockpiles, surge piles, and silos, among others. One recent accident occurred at a surface coal mine in Illinois. The victim was walking over an area that had been drilled and blasted the week before. He fell into a void that had been crusted over with earth. He too suffocated. And many materials have been involved in suffocation accidentscoal, crushed stone, sand, salt, different kinds of ore, ammonium nitrate pellets used in blasting, and a powdery byproduct of iron ore milling called calcine. In addition to fatal accidents, there are near misses. We do not know how many. Most of them are not reported. A person who gets trapped in material, but is rescued, is usually unhurt. MSHA sometimes hears about these accidents by chance, or because they are reported in the local media. We do know that near misses are happening far more often

Over 2 million tons of steel furnace dusts are produced each year in the United States. Recycling of these dusts rather than disposal would conserve mineral resources, reduce land requirements for disposal, and decrease pollution. In addition to the iron content, the dusts contain appreciable amounts of zinc and lead. Removal of lead and zinc with simultaneous reduction of Iron oxide has been achieved by inert atmosphere roasting of carbon-containing pellets prepared from steel furnace wastes. High- and low-carbon wastes were blended to obtain mixtures with sufficient carbon to serve as a reductant during subsequent roasting. The mixtures were pelletized with the addition of bentonite and water, and the dried pellets were roasted in a stream of nitrogen at temperatures ranging from 900" to 1,150° C. Zinc and lead contents were reduced to the 0.1 percent level or less by roasting mixtures containing as little as 7 percent carbon for 1 hour at 1,100° C. ton metallization increases with available carbon content; 50 percent metallization is achieved with 7 percent carbon, 85 percent metallization with 12.5 percent carbon, and over 95 percent metallization when the pelletized mixtures contained in excess of 20 percent carbon.

When a company like Lonmin, the third largest platinum producer in the world, is mining one of the most precious metals in the world, time is money. Every piece of equipment is expected to be in top shape because every minute of downtime can add up to lost profit. Two different types of platinum ore are mined and processed by Lonmin, namely Merensky and UG2. Merensky has a grade of 3.5 g/t (0.1 oz/st) and UG2 has a grade of 4.5 g/t (0.13 oz/st). The mine also produces platinum group metals (PGM), which consist of platinum, osmium, palladium, rhodium, iridium and ruthenium. Although South Africa has more than 80 percent of the world?s PGM reserves, these minerals are very scarce. Lonmin is considered a low-cost producer of these minerals, generating 21.5 t (694,000 oz) of platinum and 18.6 t (600,000 oz) of PGMs in 2012. So when the company?s Karee K3 concentrator plant in Rustenburg, North West Province, South Africa, was experiencing high operating costs on the transfer points, a solution was needed.

INTRODUCTION How accurate are past and present employee radondaughter exposure records of underground uranium miners employed in the United States? This often-debated question is essential for future substantiation of safe exposure limits. An apparent discrepancy between company-reported exposures and Mining Enforcement and Safety Administration (MESA) projected exposures was detected in 1977. For these reasons a need for an updated comparison of these exposure data was indicated. This paper gives some of the conclusions of the earlier study and compares more recent exposure records compiled by the Atomic Industrial Forum, Inc., with projected exposures based on sampling by Federal mine inspectors. EARLIER STUDY In its 1977 Annual Report (U.S. Department of the Interior, 1978), MSHA's predecessor, the Mining Enforcement and Safety Administration (MESA), reported that there was "an apparent discrepancy between Federal inspection results and company records." Both company records and MESA's projections from samples taken during routine Federal inspections indicated reductions in the average exposure of underground uranium miners from 1975 to 1977, but the MESA projections were over 4 times higher than the company-reported averages. This apparent discrepancy however, was based on a comparison of exposure data reported for all U.S. underground uranium miners. This projection more closely represented the average exposure of U.S. underground uranium mine production workers who worked 1,500 hours or more during the year. Exposures of such workers are reported each year by the Atomic Industrial Forum, Inc. (AIF) in summaries of exposure data reported to the AIF by uranium mining companies throughout the United States. (The AIF exposure summary for 1979 appears as tables A-1 and A-2 in the appendix of this paper.) Assuming that the average exposure for each exposure range category is the midpoint of each exposure range category, table 1 compares the estimated average exposures for U.S. underground uranium mine production workers who worked underground 1,500 hours or more each year in 1975 through 1977 with the exposures projected by MESA for those years. Slade, 1977, explained some of the discrepancy between company records and MESA projections of miners' average radon-daughter exposures as follows: 1) Concentrations of radon daughters in some work areas can vary greatly during any one day. A variation from 0.3 WL to 17.0 WL has been measured in the same stope on the same day. 2) Seemingly simple abatement problems indicated by the regular Federal and State inspections were solved simply by manipulating the mine ventilation. 3) The methods used by mine operators to compute cumulative exposures were such that high radiation readings were seldom or never reflected in the records. For example, a work area sampled on Monday indicated a radon-daughter level equal to 0.2 WL and this was recorded. It was sampled again on Wednesday of the following week and the level was 2.2 WL. The miners were withdrawn or told to fix the ventilation, and when this was accomplished the area was sampled and found to be at 0.2 WL again. Although the miners could have been working in the higher concentration up to 6 days, this reading might never be reflected in their records. If it was recorded, only a fraction of the day on which it was discovered would be entered into the cumulative exposure calculation (time-weighted average). 4) Some of the mines visited used a mine average radiation concentration, and every employee working underground was given the same exposure per unit of time spent underground. As a result of the 1977 study, more stringent sampling and recordkeeping standards were proposed and public hearings held in 1977. The resulting new and revised health standards on radon-daughter sampling and exposure recordkeeping became effective August 30, 1979 (Mine Safety and Health Administration, 1979). Prior to these new regulations, radondaughter sampling requirements were on an "as often as necessary" basis (Code of Federal Regulations, 1978). The new regulations required practically all active work areas in underground mines to be sampled at least once every 2 weeks, with many areas requiring weekly sampling. Mining represents the first industry in the United States to have federally mandated training for its workers. Although the topics to be covered are specified in 30 CFR 48, course content is left to the discretion of the individual mine operators. Unfortunately, certain topics to be covered, such as prevention of accidents, are usually mine specific, making it very difficult to use the same course content in every mine. Further, training requirements may change from one mine to another, due to changes in the demographic characteristics of the workers, or changes in job and organizational characteristics. Therefore, if the intention of safety training is to modify the behavior of workers, it is expected that there should be some changes in the content of safety training programs in order to address the specific requirements of individual mines, or at least mines of similar worker and job characteristics. This study has been directed towards the development of a systems-based procedure for conducting a needs analysis. A special effort was made to understand the psychology of worker behavior by analyzing worker reactions to various organizational and job characteristics.
