Inauguration of the new political dispensation in South Africa in 1994 initiated a dynamic shift in the ownership, management and development of the country’s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system, started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress’ Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since 1955 there have been important changes affecting the rules of mineral development. These are: •Firstly, a drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully •Secondly, the globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists; and •Thirdly, the introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its Regulations, the much-publicised Broad-Based Socio-Economic Empowerment Charter and its associated Scorecard.

The paper reports on use of neural network algorithms to model performance and condition of mining trucks. The model inputs are selected digital data streams collected by truck Vital Information Management System, VIMS, during its operation in a mine. The models built as the result of this work allow for projection of truck condition and performance into future. As such they facilitate more efficient management of mine truck fleets. "Blast furnace performance depends strongly on the coke reactivity index(CRI) and coke strength after reaction (CSR) properties. An innovative and cost-effective method, known as the Salem Box Test, has been developed to prevent the mass production of inferior coke unsuitable for blast furnace use. This method consists of coal carbonization on a micro-scale and involves charging approximately 18 kg of coal blend in a stainless steel box, carbonizing it together with coal cake in the plant coke ovens, and testing the coke produced for CRI and CSR to determine its suitability for blast furnace use. Only coal blends that yield coke with CRI <25% and CSR >64% are permitted for mass production, and other coal blends are either rejected or the blending ratios adjusted in an attempt to upgrade them. The experimental results reveal that, for a given coal blend, the quality of coke produced by the Salem Box Test is comparable with that produced by bulk production, indicating that the test is acceptable as a screening tool for regular use. The present paper describes the methodology and application of Salem Box Test to predict the suitability of coke for blast furnace use at JSW Steel Limited, Salem Works (JSWSL), and illustrates its advantages in adjusting the coal blending ratio to produce superior coke, in detecting coal contamination, and in preventing bulk production of inferior coke."

A 21st Century worker is one who works less with his physical power and more with mental ability. Such a worker is more skilled than a labourer and is consequently rewarded accordingly. A21st Century supervisor is one who ensures that workers are constantly supported so that they can maximize safety and productivity. A 21st Century manager is one who constantly searches for ways to maximize returns for the various stakeholders. Given the well-known constraints in narrow reef mining, all of the above is meaningless unless a mining method is found which provides conditions which support the 21st Century initiatives. [ ] The identified mining method is a continuous non-explosive stope breaking system using rocksplitter technology. Rocksplitting is defined as: The fragmentation of rock through high energy pulse wave transmission in a fluid-filled hole or hydro fracturing. Shotholes are effectively filled with a water-based geland 30 grams of explosive after which the hole is closed off with a ?rocksplitting gun?.

The ‘Metallurgical Operations’ Department of Grinaker-LTA Process Engineering (GLTA) currently undertakes then primary mining as well as the re-deposition of tailings forTicor South Africa (Ticor) at their Hillendale mine near Empangeni, KwaZulu-Natal, South Africa. The mining plant, which was designed by GLTA on a Build, Own, Operate and Transfer (BOOT) basis, is capable of mining 780 000 tons per month of ROM material which is then pumped to the Primary Wet Plant for treatment by Ticor. Hydraulic mining via high pressure water cannons and subsequent transfer of the heavy mineral slurry at an RD of between 1.35 and 1.48, has never before been undertaken successfully at this level of production on an in situ reserve. The presentation will take the form of a case study in which the unique site operating conditions will be detailed and discussed, as will the innovative process and engineering solutions employed by GLTA to overcome the engineering and production challenges encountered. In order to protect the intellectual property involved in this operation, this paper is fairly general in nature, and attempts merely to provide the reader with a broad perspective understanding of the operation, and some of the difficulties encountered during the early stages of production.

Tech (Mining Engineering) degree A number of high wall mining methods were developed over the years to mine coal reserves exposed on the high walls created during surface mining. The auger mining system was initially developed in the early 1940s in the United States of America. High wall mining is a method of recovering coal from seam exposed either by mechanical excavation methods or natural erosions. This is usually associated with strip-mining (opencast) where the stripping ratio is high and uneconomical to mine using the opencast mining method. This paper discusses the surface auger mining as deployed at Rietspruit Mine Services Proprietary Limited.

Traditionally, dithiocarbonates (xanthates) have been the preferred collectors for the flotation of platinum-bearing sulphides. However, collector development has led to trithiocarbonates (TTC), which have proven to be very effective bulk sulphide collectors. The interest in TTC flotation behaviour is currently focused on the interaction of these collectors with other collectors, specifically the dithicarbonates. Batch-flotation research has shown synergism to exist among dithiocarbonate, dithiophosphate and trithiocarbonate collectors. Increased sulphide recoveries, both for the first-minute and final concentrate, were realized using mixtures of these collectors relative to the standard.

The world mineral industry has over the years experienced growth in the production of nickel (Ni) due to its use not only in the catalytic industry but mainly also to its demand in the stainless steel production industry. Hence there is a need to produce more pure and marketable grades of Ni through the use of efficient purification routes such as solvent extraction. The V10-LIX®84-IC system resulted in nickel (Ni) extraction isotherm shifting to lower pH levels. The pH window of opportunity for the extraction of Ni subsequently increased in solution containing magnesium (Mg) and calcium (Ca) even though the system also resulted in slight shifts to less positive pH values for Mg and Ca curves. Results showed a synergistic effect of LIX®84-IC when added to V10 for all elements, Ni, Mg and Ca. The pH50 values for elements Ni, Mg and Ca in the V10-LIX®84-IC system were 2.95, 8.10 and 7.70 respectively. Comparing results obtained when using V10 alone produced ?pH50 for Ni, Mg and Ca being 3.35, 0.15 and 0.70 respectively, which was a confirmation of the synergistic shifts for all the elements. The ?pH50 (Mg-Ni)value was 1.95 with no synergism and 5.15 with synergism and that for ?pH50 (Ca-Ni)was 2.10 with no synergism and 4.75 with synergism. This showed that the Ni-Mg separation factor was relatively larger than the Ni-Ca. Improved loading and stripping kinetics were also observed. "Two shortened test procedures for estimating the Bond ball work index are compared for suitability of use on Zambian/DRC-type copper–cobalt ores. The first procedure is based on a batch milling test while the second procedure is based on a limited locked-cycle test. Both procedures were conducted using a standard Bond test mill. INTRODUCTION The Bond ball work index is widely used in the field of minerals processing as an indicator of ore grindability. The work index is determined by means of a locked-cycle test procedure that typically requires seven to eight cycles to stabilise at a re-circulating load of 250%. A typical test requires between three to four kilogram of ore sample and around eight hours of operator time. For geometallurgical test work applications, where a large number of variability samples are to be tested, it would be highly beneficial to use a test procedure that requires less sample mass and operator time. Certain test work laboratories, for example SGS and JK Tech, are already offering various types of shortened test procedures for estimating the Bond ball work index. This paper discusses a comparison of two shortened test procedures that were evaluated for suitability of use on Zambian/DRC-type copper–cobalt ores. EXPERIMENTAL Test Procedure 1 – Batch Milling The first test procedure is derived from a batch milling approach proposed by the University of Hacettepe (Aksani, 2000). Some modifications were, however, made to the data analysis method from that originally proposed. During this test procedure, a 700 mL volume of sample is milled in a standard Bond test mill for a pre-determined number of revolutions. The feed and product particle size distributions are measured for each test. These results are then used to back-calculate a cumulative breakage rate parameter (k) for each particle size, according to the following formula:"

Fine coal (-500 µm) is notoriously difficult to dewater. It is not uncommon for a dewatered product to have a moisture content as high as 30 per cent after vacuum filtration. This poses several handling and financial problems to such an extent that a lot of fine coal is discarded onto slurry waste ponds. A novel way of dewatering fine coal was developed at North-West University. It entails deliberately damaging the filter cake during dewatering to allow for an increased flow of air through the cake at the expense of the applied pressure differential. This method resulted in an average improvement in final cake moisture of between 3 per cent and 5 percent when executed in the laboratory under controlled conditions. A device was designed that could be fitted onto existing belt filters that would damage the filter cake as it passes by. This device was tested on a vacuum belt filter installation at a coal beneficiation operation in the Waterberg coal field in South Africa. The results showed a 3 per cent reduction in final moisture of the cake, proving the validity of the method at full industrial scale.

Problems with the stability and performance of rockpasses in deep-level mines are common. This paper presents the results of an investigation into the recorded performance of rockpasses in deep-level gold mines. Records relevant to the geological environment in which the passes are excavated, their excavation details, and their historical performance are not at all well documented on mines. In general, the quality of data available from mines is poor. The investigation showed that very large spans frequently developed in passes during use, and that rock mass quality, the orientation of the pass with respect to the dip of the strata, and the magnitude of the stress acting normal to the axis of the pass were the main factors of influence. From the historical information obtained, the risks of instability in rockpasses are identified.

RESUME : Le comportement mécanique partiellement saturé du minerai de fer a été étudié à partir d’essais de compression simple sur des éprouvettes à pression capillaire imposée par les solutions salines. Les échantillons restent peu saturés (32 %) même pour une humidité relative de 94 %, du fait de la présence de mésopores. Jusqu’à 90 % d’humidité relative la résistance diminue régulièrement. De 90 % à 94 % une forte chute est observée et pourrait être liée à la fois aux effets capillaires et à l’hydratation de certains minéraux. Le cycle hydrique subit par la roche dans la mine a été modélisé en 1D à l’aide d’un code de calcul entièrement couplé pour les milieux poreux partiellement saturés. Les calculs ont montré notamment une diminution importante en paroi des contraintes totales au cours de la phase de désaturation et une augmentation importante au cours de la phase de resaturation. Ces variations pourraient induire un endommagement du massif et être à l’origine d’instabilités, et soulignent l’intérêt d’une modélisation avec une géométrie plus adaptée. ABSTRACT : The partially saturated mechanical behavior of iron ore has been studied from uniaxial compression tests on samples in which the suction is imposed with aqueous solutions. Samples are little saturated (32 %) even for a 94 % relative humidity because pores are too large. Up to 90 % relative humidity the strength decreases regularly. From 90 % to 94 % a great decrease is observed ; it could be explained by the capillary effects and the moisturizing of some minerals. The hydrous cycle imposed to the rocks in the mine has been modeled with an 1D fully coupled code for partially saturated porous media. The computations have shown an important decrease in the total stresses at the wall during the desaturation stage and an important increase during the re-saturation stage. These variations could induce a rock mass damage and instabilities, and highlight the necessity of a modeling with a well-adapted geometry. Sie bleiben kaum gesättigt (32 %), sogar bei einer relativen Feuchtigkeit von 94 %, aufgrund der Anwesenheit von Mesoporen. Bis eine relative Feuchtigkeit von 90 % verringert sich gleichmässig die Druckfestigkeit und zwischen 90 % und 94 % merkt man eine starke Abnahme in Verbindung, möglicherweise, mit kapillarischen Effekten und Hydratation von bestimmten Mineralen. The nature of the density distribution in a gas-solid phase fluidized bed for dry coal separation is an important factor in influencing the performance. However, during coal processing, fine slime would mix with dense medium of magnetite powder and accumulate in the bed, and its influence will affect the density of the bed. The mathematical model of the density distribution with fine slime behaviour was studied in an experimental laboratory system. The functional relationship between the density of the air dense medium fluidized bed and the coal slime content were fitted, applying the principle of least-squares method with damping factors. With the model, by analysing the trial testing data, the mechanism of the density distribution of the bed was studied and applied to a coal separation test with a pilot scale separator. Solvent extraction of Cu from acidic leach, using an oxime extractant, e.g. LIX 984 or Acorga is a well-known and establishedprocess. As the process advances, Cu is extracted to the solvent and is replaced by H+in the aqueous phase. At high acidity the distribution coefficient of Cu between the solvent and the aqueous phase decreases, and eventually a relatively high concentration of Cu remains in the raffinate, regardless of the number of equilibrium stages. In many processes this phenomenon is immaterial, as the raffinate returns to the leaching and no copper is lost. But when the copper raffinate is used for processing of additional metals, minimal concentration of Cu in the raffinate is essential for an effective process. The recommended process includes three steps: SX-1?standard extraction of Cu with oxime. The resulting raffinate contains about 6?8 g/lCu and 50 g/lH2SO4. SX-N?Extraction of most of the acid into an amine-based solvent, and stripping it with a base, e.g. aqueous ammonia, caustic, Na2CO3etc. The extraction removes no metals, but decreases the concentration of acid from 50 to10 g/l. SX-2?Extraction of the neutralized solution once more with oxime, to remove the residual copper. Such a process enables one to get down to 100?150 ppm Cu in the final raffinate. This process was developed and tested in the R&D facility at Chambishi Metals plc, by a joint team of Chambishi & Bateman, using Cognis LIX 984N and real solutions from the plant. In the laboratory the equilibrium isotherms for SX-1, SX-2 and the neutralization were developed. Computer simulation of the results showed that the optimal configuration is two stages for both extraction and stripping for SX-1. For SX2, 2?3 stages of extraction and two stages of stripping are needed. The stripping stages may be common to both SX-1 and SX-2. The neutralization of SX1 raffinate was tested both by conventional precipitation with lime and by extraction with alamine-based solvent extraction and stripping with a solution of 10% NaOH. For the SX-N only one stage was needed for both the extraction and stripping. The bench scale pilot plant was run for both SX-1 and SX-2. The results were very similar to the simulated ones, and the configuration of 2E2S for SX-1 and 3E2S for SX 2 delivered the required raffinate with less than 150 ppm Cu.

The results of a series of physical model studies of the stability of jointed rock slopes carried out some years ago are described. These models were tested under centrifugal loading. Four ?geological? structures were tested; all had the same joint orientations and strengths, but the relative spacing of the joints was different. The results showed that the mechanisms of failure of the slopes varied for the different models, and the gravitational loads at which failure developed also varied. The following conclusions are drawn from the results of the physical model tests: ?the mechanism of slope failure is by progressive deformations throughout the slope ?the ratio of the spacings between the different sets of discontinuities exerts considerable influence on the slope failure ?in the models tested, the intact material strength had no noticeable influence on the stability of the jointed rock slopes(note that for hard rock, similitude conditions indicate a prototype slope height of 300 to 400 m, and therefore intact rock failure might not be expected under simple gravity conditions, i.e. no tectonic stresses) ?rock slope failures are three-dimensional and in general are not amenable to two-dimensional simplification ?knowledge of the orientations of discontinuities in the slopes does not allow prediction of a unique failure surface, nor of a volume of failure. The volume of failure is determined to a large extent by the plan configuration of the slope.

A single aggregate mix design was developed based on a slag/Portland binder blend and crusher sand. The primary design criterion, after performance, was the fluidity of the shotcrete and concrete product to ensure compatibility with existing manufacturing and shotcrete equipment as well as the pipeline transport system Cullinan Diamond Mine was investigating. Initial work had determined an optimum slag/Portland to aggregate ratio while retaining a water to slag/Portland binder ratio of approximately 0.4 to maintain the flowability of the product. A super-plasticizer was used to further increase the flowability of the product as opposed to increasing the water content. Finally a polypropylene reinforcement fibre was included in the wet shotcrete product to improve the energy absorption characteristics of the shotcrete. Previous work on the strength development of the slag/Portland based shotcretes and concretes suggests that strength class based on the EN 206 specification is C40/50 while the toughness classification based on the EFNARC plate test is c, or greater than 1000 joules1. Typically, Cullinan Diamond Mine wanted a shotcrete with a uniaxial compressive cube strength of 45 MPa and an energy absorption, based on the EFNARC plate test, in excess of 700 joules. This is an EN 206 strength class of C36/45 requiring a uniaxial compressive core strength of 30.5 MPa and a toughness classification of b1. In addition to the shotcrete development, Cullinan Diamond Mine required concrete products with a compressive strength range of between 25 and 60 Mpa for differing construction operations underground to be manufactured from the same mix design and raw materials as for the shotcrete. Finally, Cullinan Diamond Mine carries out extensive dry shotcrete operations and an investigation into the possibility of using the single aggregate mix design for dry shotcreting was also entered into. This paper presents data that indicates that, under the terms of reference, a wet and dry shotcrete and concrete product appears to be possible from a single aggregate less than 6.7 mm in size, and that a slag/Portland binder is suitable for use as the hydraulic binder in all the products, and that the necessary performance parameters of strength and energy absorption can be achieved.

Admittedly, some debates are as old as the SAMREC Code itself and have been ‘parked’ as no consensus could be reached by members of the SAMREC Working Group.Some of the more critical issues currently under examination are the definition of Competent Person and the potential registration of Competent Persons, the current re-write of the Code, and the introduction of reporting of Exploration Results, Mineral Resources, and Mineral Reserves on an ‘If not – why not’ basis, noncompliance with the Code and discipline, the role of the Johannesburg Stock Exchange Readers Panel, and the valuation of mineral assets based on scoping studies.IntroductionThis paper is intended as a personal memoir of recent thoughts and debate around the South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves (the SAMREC Code) (2009) (‘the Code’). Admittedly, some debates, such as reporting of Mineral Reserves inclusive or exclusive of the Mineral Resource, are as old as the SAMREC Code itself and have been ‘parked’ as no consensus could be reached by members of the South African Mineral Resource Committee (SAMREC) Working Group. The author, who has been involved with the SAMREC Working Group since 2007, offers observations in his personal capacity as a professional mining engineer with the intent of getting practitioners to contemplate the influence of the Code on the mineral industry. Current practices in the compilation and reporting of Exploration Results, Mineral Resources, and Mineral Reserves are often deficient in adhering to the Code and a conscious effort must be made by the mining sector to improve the standard of public reporting, in particular Competent Person Reports (CPRs) and Public Reports issued by listed mineral exploration and mining companies."

Open pit slope design has conventionally been effected as a bottom-up function utilizing available geotechnical information. This results in a decision criterion based on probability of failure and factor of Safety with a risk assessment being carried out on the proposed design slopes. The design approach recommended reverses the process using fault event tree decision methodology. The consequences of this approach are that acceptable risk criteria have to be determined by mine owners. Slopes are then designed by the technical staff to achieve these corporate goals. Benefits that arise from the process are that the owners take a proactive decision on the risk-benefit relationship allowing the technical staff to optimize the geotechnical exploration programme and design.

The increased tendency to use hydrometallurgy as an extraction step towards final refining following a pyrometallurgical smelting process requires melts which have to be cast and or comminuted which can then be taken up into solution or leached. To generate surface area for optimal leaching, a common process is to granulate and in many cases mill, which is a general practice with friable material with properties associated with higher sulphur, carbon and silicon levels. However, in the case of metallic melts milling can be unfeasible due to the ductility of the granulated particles. Water solidification is capable of producing either fine particles by means of granulation or atomisation. Atomisation however, can produce particles as fine as 40 microns without a milling circuit.

In the past ten to fifteen years, many organizations have applied business process re-engineering (BPR) to significantly improve their business competitiveness or stave off closures. The mining industry in Southern Africa is no exception and documented examples can be drawn from South Africa. Although the concept is superficially simple, its application has been marked by a high failure rate of about 70 per cent because it has been generally misunderstood. Shabanie mine, a chrysotile asbestos fibre producer in Zimbabwe took cognisance of this fact by cautiously embarking on a modular BPR programme in October of 2002. A year was used as a complete cycle or module for re-evaluation of the programme. Shabanie mine adopted BPR as part of management efforts to remain competitive amid serious threats to operational viability. These threats included hyper-inflation driven rising production costs, a declining world asbestos market and a possibility that Russia could take over the shrinking world asbestos market by dumping low-priced asbestos fibre. The only competitive advantage that the mine had was the high quality of its long-fibre chrysotile asbestos. The major BPR thrust was therefore to redesign processes for improved productivity and ultimately achieve a lower cost per ton of final asbestos fibre product. In addition, corporate culture change and cost-saving were also factored into the programme. This paper discusses the implementation experience of the BPR programme at the mine. The main BPR beneficial highlights are improved productivity, sizeable cost-savings, positive corporate culture change and identification of secondary projects. One of the lessons learnt from this programme is that mining companies will have to deal with the HIV/AIDS pandemic if they are to sustain high levels of productivity into the future.
