The Sullman, Picard & Ballot patent, No. 835120, is a process of concentrating ore which consists in mixing the powdered ore with water, adding a small proportion, a fraction of 1 per cent on the ore, of an oily liquid having a preferential affinity for metal- liferous matter, agitating the mixture until the oil-coated mineral matter forms into a froth and separating the froth from the remain- der by flotation. The process is known as an air-flotation process which consists in the use of a frothing agent in conjunction with such agitation of the ore pulp as will distribute the metallic particles of the ore throughout the mixture and produce bubbles of air and bring them in contact in the mixture with the metallic particles so dis- tributed. The bubbles will become attached to such metallic par- ticles, carrying them separately from the particles of gangue up through the surface of the mixture where they can be readily collected by skimming, by overflow, or by the use of other well-known devices. The air-flotation process was a patentable invention in the discov- ery made in March, 1905, and was not anticipated and is valid. Prior to that time there had been no suggestion in the arts that a propor- tion of 0.1 per cent of oil to ore or of any other fraction of 1 per cent of oil to ore would or might result in successful concentration. While the ascertainment that such a minute proportion of oil would affect a successful concentration of ore through a flotation process was a discovery, it was nevertheless of such a character, viewed with respect to the circumstances under which it was made, as to involve inven- tion and confer patentability. Claims 1 and 12 of the Sullman, Picard & Ballot patent, No. 835120, for a process of concentrating ore, known as the air-flotation process, are valid; but claim 9 is so indefinite as to render the claim void. The object of the Sullman, Greenway & Higgins patent, No. 962678, dated June 28, 1910, for improvements in ore concentration, is to separate metalliferous matter, graphite, and the like from gangue by means of oil, fatty acid, or other substances which have a prefer- ential affinity for metalliferous matter over gangue, and it is valid. The Greenway patent, No. 1099699, dated June 9, 1914, for improve- ments in the concentration of ores is invalid, as in view of the prior art the omission to use acid in the process can not confer patenta- bility.

"INTRODUCTION The first ten papers of the series on smelting in the lead blast furnace described the operation at the custom smelter of the International Smelting Co., Tooele, Utah, and at the plant of the Bunker Hill Smelting Co., Kellogg, Idaho, which handled a very rich lead concentrate. These previous papers may be considered a picture of the traditional lead smelter treating custom ores and of the smelter that will treat the type of product likely to be made in the future - lead concentrates of an increasingly rich grade.The great plant at Trail is of special interest to those smelting lead products containing much zinc and faced with the necessity of transforming all of their byproducts into commodities which may be sold profitably. The plant is equipped to produce electrolytic zinc, lead, copper, silver, bismuth, and cadmium. Part of the sulphur evolved from treating the ores is converted into sulphuric acid. Complete fertilizers for agricultural purposes are also produced.The smelter of lead ores has long considered that zinc is one of the most difficult ingredients that he has to handle. Even with the gretat improvement in flotation practice today, the residues from electrolytic zinc plants leaching zinc concentrates must still be smelted for their lead content. Of the total gangue material not separated from the lead concentrate sent to the smelter, zinc is still one of the most notable in percentage. The most successful way of coordinating the over-all operations of a concentrator, an electrolytic zinc plant, and a smelter provided with a plant for re-treating the blast-furnace slag for its lead and zinc content must be of interest to many treating complex ores.ACKNOWLEDGMENTThe data in this paper were collected in cooperation with the Consolidated Mining & Smelting Co. of Canada, Limited, and its entire technical staff. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form but the same in principle, has been gradually adopted by other departments until at present of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publications listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples represent- ing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the speci- fication method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly repre- sentative of the commercial product delivered in wagons, railroad

 The Bureau of Mines, in conducting investigations of atmospheres in mines and tunnels for the purposes of determining and combating hazards to the health and safety of workers, has from time to time closely cooperated with municipal, State and Federal agencies in safety work in engineering and ventilating probleme. Recently the writers have conducted experiments with animals and men breathing helium-oxygen mixtures under pressure. The object of this work was to determine whether helium-oxygen atmospheres can be utilized to advantage in place of normal air for caisson and diving work. In such work the permissible pressures and times of compression and decompression are limited by the physiological effects on man. The major effect is that the nitrogen, (which is the inert con- stituent of normal air and is absorbed by the body tissues and fluids in abnormal amounts when under pressure,) tends to form bubbles in the tissues on too rapid discompression from high pressures. The Bureau of Mines is interested in this problem on account of the pos- sibilities of mitigating caisson illness in tunnel construction and other engine eering operations requiring men to work in compressed air. In addition, the Navy Department is interested on account of the possibilities for extending the range of salvaging and marine engineering operations. The results of the experiments conducted by the writers lead to the following conclusions: Helium is without odor or taste and has physical properties which promise to be of interest physiologically and which have been found to have possibilities of creat practical use, especially in making a synthetic atmosphere that will re- duce the hazard of caisson disease. The substitution of helium for the nitrogen ordinarily present in the air we breathe has been found to result in an atmosphere which it as respirable as that provided by nature. In June 1992, the Mine Safety and Health Administration (MSHA) published the "Report of the Coal Mine Respirable Dust Task Group, Review of the Program to Control Respirable Coal Mine Dust in the United States." As one of its recommendations, the report called for the accelerated development of two mine dust monitors: (1) a fixed-site monitor capable of providing continuous information on dust levels to the miner, mine operator, and to MSHA, if necessary, and (2) a personal sampling device capable of providing both a short-term personal exposure measurement as well as a full-shift measurement. In response to this recommendation, the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center, initiated the development of a fixed-site machine-mounted continuous respirable dust monitor. The technology chosen for monitor development is the Rupprecht and Patashnick Co., Inc. tapered element oscillating microbalance. Laboratory and in-mine tests have indicated that, with modification, this sensor can meet the humidity and vibration requirements for underground coal mine use. NIOSH is continuing that effort by developing prototypes of a continuous dust monitor based on this technology. These prototypes are being evaluated in underground coal mines as they become available. This effort, conducted as a joint venture with MSHA, is nearing completion with every promise of success. The immediate benefit of this effort will be to researchers, regulatory personnel, and mine personnel, by permitting evaluation of specific mining practices to see which expose mine workers to excessive dust levels. Using this information, mine personnel can optimize mining procedures to reduce dust exposure. MSHA and the operators will also be able to use the dust concentration data to judge whether dust plan parameters are adequate to continuously maintaining environmental dust levels below the applicable standard. The second development recommended by the Dust Task Group was a person-wearable version of the continuous dust monitor. It will be a monitoring system designed to provide a measurement of worker exposure to respirable dust, both during and at the end of the shift.

The Location Group conversed in the Petroleum Room of the Green Center with the purpose of addressing the following list of topics in light of the Bureau of Mines' requirements for detecting and locating trapped miners by electromagnetic methods. These topics include: Noise, Sources, Antennas (transmit and receive), the Propagation Medium, Signal Processing, Optimum Frequency, Receivers, Pulse vs. CW Techniques, Passive Location Techniques, and Obstacles. Practical constraints such as equipment size, weight and power requirements, cost and intrinsic safety were kept in mind during these discussions. It was emphasized that in-mine equipment must be inexpensive, rugged, simple and lightweight. Otherwise, the mine operators probably would not buy it nor would the miners be able to effectively use it. Present techniques for experimentally detecting and locating trapped miners were discussed, along with techniques to improve their location accuracy. Analytical, numerical, and scale modelling methods were considered as a means of giving further insight into measurement, anomalies caused by terrain variations, conductivity contrasts, and obstacles. After discussion of these topics, conclusions were drawn and existing problem areas were identified. These problem areas were addressed in developing guidelines for future efforts. Following the discussion period, the Chairman gave a summary of the Location Group report and comments were solicited from the entire group. 2.0 GROUP DISCUSSION HIGHLIGHTS 2.1 Noise W. Bensema asked the group whether the noise data provided by NBS was adequate. It was determined that for location systems analysis, the most important form of noise data was the frequency spectra of vertical and horizontal magnetic fields on the surface, and the answer to his question was affirmative. Drs. Wait and Frischknecht pointed out the difficulty in accurately measuring the true vertical magnetic field since these measurements are heavily influenced by the loop setting and the local geology. This study presents a historic overview of the role of mobile roof support (MRS) technologies in improving stability and worker safety and presents the results of recent field evaluations of the MRS load rate monitoring device and other remote deformation-monitoring techniques. Field studies were implemented at two sites in cooperation among researchers from the National Institute for Occupational Safety and Health (NIOSH), Maleki Technologies, Inc., and J. H. Fletcher & Co. The objective of the field programs were to (1) study the interaction between MRS’s and coal mine strata and (2) develop and test suitable monitoring systems for assessing roof and pillar stability. An MRS consists of a roof canopy, four hydraulic cylinders, a caving shield canopy, and associated electromechanical systems mounted on crawler tracks. The machines are controlled by radio from a remote location and operate on self-contained power units. Typically, MRS’s have capacities of 5,340 and 7,120 kN (600 and800 tons). In comparison to posts, an MRS is capable of maintaining the yield load after significant amounts of roof-floor deformation. Because the mining cycle is accelerated, MRS’s help reduce the potential for time-dependent roof falls. MRS performance has been monitored in the laboratory under controlled static loading conditions and in the field under deep, two-seam mining conditions. Laboratory studies have quantified support capacity and system stiffness as a function of machine height. Field investigations have focused on determination of optimum operating conditions and development of warning systems that indicate excessive load on the machine and/or impending roof-pillar stability problems. Analyses of field data show that roof instabilities are influenced by (1) pillar failure, (2) pillar yielding, (3) mine seismicity, (4)geologic structures, and (5) panel layout designs and mining practice.Pillar yielding and failure (unloading) and seismicity can be conveniently monitored by the load rate monitoring device, but for consistent detection of roof falls, additional deformation measurements directly within the cuts are needed.

"A tabulation is printed below showing the accident record of the thirty-two mines of the Anaconda Copper Mining Co., in Montana, for the years 1915, 1916, 1917, 1918, 1919 and 1920, with summation for the six years. The table gives the number of shifts worked by each mine with the serious plus fatal accident rate for each 10,000 shifts worked.It is seen that in a total of 16,460,767.5 shifts worked by employees of the company's mines during this six-year period, there were only 2,005 serious and fatal accidents and of these, 200 were fatalities, leaving 1,805 serious accidents (a serious accident being one in which 14 or more days' time are lost). This is at a rate of 9,120 shifts per serious accident and at a rate of 82,304 shifts per fatality. Hence, if 300 days be adopted as a year's work, there would be one fatality per 274.3 years of work in these mines and one serious accident for every 30.4 years work.According to Bureau of Mines Technical Paper 286, (Metal-mine accidents in U. S. in 1919, by W. W4 Adams), during the years 1916, 1917, 1918, and 1919, the metal mines of the United States worked a total of 210,548,640 shifts and had 39,705 serious accidents. During the same years, according to the following tabulation, the mines of the above-mentioned company worked 11,958,978 shifts and had a serious accident rate of 0.995 accidents per 10,000 shifts worked. If the metal mines of the United States, working these 210,548,640 shifts, had this company's serious accident rate of 0.995 serious accidents per 10,000 shifts, the total number of serious accidents would have been only 21,000 or the country's metal-mine serious accidents would have been reduced nearly one-half, and there would be 18,705 fewer serious accidents than actually occurred."

The use of radio signals for underground communications was considered as early as the mid-1920's [1] - [4] . However, early experiments did not produce promising results with the type of equipment that was available then [5] . With advancements in solid state technology many of the schemes considered impractical in the early days suddenly became practical. The properties of electromagnetic wave behavior in conducting media have been intensively studied by Wait [ 6] and others and can be utilized not only in communication with trapped miners, but also as a means of locating their position. This report deals with the development of portable electromagnetic equipment, powered by the miner's conventional lamp battery, which can be used to alert surface rescue personnel of the trapped miner Is location. The Westinghouse Georesearch Laboratory (WGL) under BUMINES sponsors hip initially approached the trapped miner location problem using seismic techniques. It was learned from this effort that two serious shortcomings of seismic techniques are (1) the extremely weak signals available on the surface from miner generated hammer blows, requiring long processing times at the surface receiver, and (2) the relatively slow procedure of deploying geophone arrays to sense the seismic uplink signals. By contrast, the electromagnetic techniques have proven much more practical from a deployment time standpoint and in most cases have also proven to be more accurate in determining location. Furthermore, these techniques have been successfully tested using a receiver in a heli- copter for reconnaissance purposes. However, before any electromagnetic location technique can become fully operational, the miners themselves must be equipped with emergency transmitters to be carried with them on each work shift. Consequently, much emphasis has been placed on the development of extremely lightweight transmitting equipment. The performance of some of the electromagnetic location equipment developed by Westinghouse will be described in the following sections. 2.0 Basic Concepts Theoretical concepts for locating magnetic dipoles in the earth have been treated by Wait [ 7] and Olsen [ 8] . Pulmonary inflammation is accompanied by increased microvascular permeability and leakage of plasma into alveolar spaces. Serum has been shown to affect superoxide (O2-) production from pulmonary alveolar macrophages (PAM) in vitro, and in some cases serum has been shown to be necessary for stimulation of PAM. An electro-optical method was used to measure O2- production from single PAM by measuring the reduction of nitroblue tetrazolium (NBT) to a diformazan precipitate (NBTH2) from videorecorded images of individual cells. PAM were stimulated by their initial attachment to culture dishes independent of serum. The addition of 2% serum to the culture medium increased NBTH2 production during attachment, whereas concentrations of 5 and 10% serum had no additional effect. In contrast, PAM incubated for 2 hrs could not be stimulated by phorbol myristate acetate (PMA) or zymosan particles to produce O2- unless serum was present during the incubation and/or stimulation; however, NBTH production was similar in all cases of serum addition. Also2, serum alone did not stimulate adherent PAM indicating that serum is necessary but not sufficient for stimulation of attached. PAM. These results suggest that changes in microcirculatory permeability may have a pronounced effect on superoxide production by PAM and that serum may help regulate or condition these cells during inflammation of the lung. "Introduction of diesel engines in underground mines may generate severe health hazards associated with exhaust contaminants. One of the most important parameter in determining the optimal air quantity for hazard reduction is the exhaust dispersion. Through analyzing the exact solution of the diffusion equation and its approximation by finite difference method(FDM) , this paper aims at doing a fundamental research to find an efficient dispersion model suitable to the domestic mines. Diffusion coefficients are likely to be small in the underground airways with high ventilation resistance. This makes concentration profiles similar to the convection-based step functions. It is the case for fixed as well as moving engines. Concentration estimation by exact solution is almost impossible in the case of either a single engine moving at a variable speed or the existence of multiple engines. Application of FDM to the diffusion equation including turbulent dispersion results in the various problems; unstable concentration profiles depending on the engine location, nuctuating concentrations near the engine, and overestimation of the dispersion region of which error grows with waning diffusion coefficient.Convection-based dispersion model is found to fit well for dynamic simulation of exhaust dispersion from multiple diesel engines in the airways showing low diffusion coefficients. Its suitability is more likely in the regions with frequent equipment passage. Published"

Development of the Rail-Haulage Sub-assembly for the Production Sub-system (UGMHS)* required the use of ,a newly formulated model in order to best satisfy the requirements. Many of the ideas of the former single-stage rail simulator included in the original version of UGMHS have been used, together with the results of experience gained in applying the earlier model to a variety of operating situations (Sanford, 1969). The sub-assembly is developed as an independent system and, as such, can be used to analyze track systems using production distri¬butions as data input. In addition, since this model is designed to replace the original sub-assembly in UGMHS, the linking procedure is identical with respect to bi-directional information flow. The flow of coal from production sections, for example, fills the mine cars, but a condition of "out of empties" or "full of loaded" at a loading station will shut down inby production sections. A requirements analysis was conducted to determine specifically how the model could best serve the user. Operating management had the largest input in developing the following requirements for the Rail Sub-assembly: a) data input in mixed narrative - numeric form to permit user identification of the input variables; b) a user option to extract several ranges of detail in model output, i.e., an average shift summary of minimum retrieval

The U.S. Bureau of Mines has estimated the potential availability of copper from 204 mines and deposits in market economy countries (MEC's). The evaluated properties have demonstrated resources totaling 436.4 million metric tons of contained copper and account for 90% of the Bureau of Mimes reserve base for copper in market economy countries. Total recoverable MEC copper resources are 340.8 million metric tons, 69% of which is from producing mines and 31% from nonproducing mines and deposits. Chile had the lowest estimated average total cost from producing mines of W.48 per pound of recoverable copper at a 0% discounted cash-flow rate of return (DCFROR), with estimated average total costs ranging from $0.40 to $0.81 per pound. The estimated average total cost of production, per pound of copper, for producing mines in the United States amounts to $0.57 in January 1988 dollars at a Wo DCFROR, with estimated total costs ranging from $0.36 to $0.85 per pound. In both real and nominal terms, the United States has, on average, significantly lowered its copper production costs since 1981. Rationalization of the industry and significant increases in productivity have made a strong improvement in the competitiveness of the U.S. copper industry to the extent that the United States should no longer be considered as a marginal producer of copper.

Ecuador's economy continued to slow in 1982 due, in part, to declining foreign demand for oil, depressed world oil prices, and high international interest rates. Real growth of the gross domestic product (GDP) was estimated to be in the 2% to 3% range, down from the revised 4.3% recorded in 1981 and the 4.5% anticipated officially. In current prices, the GDP in 1982 was estimated at $12.1 billion.2 Inflation abated slightly from that of 1981 to an estimated 13.9% annual rate. The sucre was devalued in May by 32%, the first time in more than a decade, as a result of the pervasive flow of capital abroad. Ecuador's production of petroleum increased an estimated 1.9% in 1982 compared with that of 1981. The consortium of Corporación Estatal Petrolera Ecuatoriana (CEPE), the state oil company holding a 62.5% interest, and Texaco Inc. (37.5%) produced an estimated 98%, or approximately 211,000 barrels per day, of the total from the northern part of El Oriente, the eastern jungle region, where a Texaco-Gulf Oil Corp. partnership discovered oil in 1967. Gulf subsequently sold out to CEPE in 1977 for $117 million, Remaining production was from the Santa Elena Peninsula Fields on the Pacific coast where production has been steadily declining for several years.

Provide coal mine shafts/slopes with an optimum coal mine shaft fire and smoke protection system composed of reasonably-priced, reliable hardware. Approach Accident and injury data indicate that a relatively low percentage (5%) of underground coal mine fires occur in shafts or slopes. Nevertheless, shaft or slope fires are extremely serious because they block critical escape routes for miners. That also can happen when combustion products resulting from fires in other mine areas contaminate shahs and slopes. Seeking the optimum configuration for a shaft/slope fire and smoke protection systems, the Bureau of Mines gathered data on the performance of existing fire detection devices and signal telemetry systems In several mines, and analyzed the generic protection needs of the U.S. underground coal mining industry. The optimum system developed by the Bureau provided an adequate number of detectors, a wide area of coverage, and an extensive data acquisition, analysis, display, and storage capability. This system. recommended for fabrication and in-mine testing, consisted of a microcomputer-controlled master panel located in the test mine's slope hoist room, and four remote units. Two of the remote units were placed on the surface atop upcast ventilation shafts, a third was situated underground near the slope bottom, and a fourth was installed at the slope top in intake air.

Provide an accurate, reliable means for determining when a sealed mine or mine section can be safely reopened after a fire. Approach The Bureau of Mines performed a research investigation that resulted in the development of a mathematical formula for deriving a quantity, called RATIO, which can be used to define when a sealed mine or mine section has returned to safe recovery conditions after a fire. Research Results There were two major results from this Bureau research. Over a period of several years, the Bureau of Mines conducted six experiments at its Bruceton Experimental Mine in Pennsylvania. The experiments involved sealing the mine after several tons of piled coal had been allowed to burn continuously for 2 to 3 days. Although gas data obtained during the experiments revealed nothing significant, measured smoke particle levels were found to correlate with the stages of combustion and temperatures of the smoldering coal pile. Moreover, it was found that no smoke particles are produced when high-temperature smoldering exists deep within the mass of the coal pile since the smoke particles are filtered by the coal surrounding the hot region. Smoke is emitted into the mine atmosphere only if combustion is occurring near exposed surfaces. As suggested by these findings, any decision to recover a sealed mine area based primarily upon the absence of smoke particles is not a wise derision.

Electron spin resonance measurements have now been completed on the decay kinetics of the organic free radicals formed on crushing or grinding of a well characterized anthracite coal. The free radicals exhibit a complex decay pattern for the first few hours after the grinding, and a smooth decay thereafter. Parallel hemolysis studies indicate. a half-life of the decrease in the cytotoxicity of the fresh· dust to be about half-a-day. The cytotoxicity of the freshly-made dust decreases on addition of superoxide dismutase, catalase and sodium benzoate. The hemolysis rate is lower for the dust stored in buffers as compared to air. A chemical model will be presented to accomodate the cytotoxicity and spectroscopic data, and ~heir implicati6ns to pneumoconiosis.

Operator cabs on a front-end loader and a rotary rock drill were retrofitted with ceiling mounted heating1AC units and air filtration systems. Subsequently surface coal mine field studies were conducted to evaluate the respirable dust protection these retrofitted cab systems offer to the equipment operator. A significant 10: 1 respirable dust protection factor (ratio of outside to inside cab dust levels) was measured for the front-end loader cab with positive pressurization of the cab interior. Whereas an insignificant 3: 1 respirable dust protection factor was measured for the drill cab without positive pressurization of the cab interior. These results indicate that achieving positive interior cab pressurization with retrofitted cab filtration systems is a key element to their dust control effectiveness.
