An electrical method for the continuous determination of propagation velocities in opaque, confined explosives, and propellants is described. A resistance element imbedded in the reactive material generates electrical signals that are displayed oscillographically and indicate the position and progress of a reactive zone associated with progress of a reactive zone associated with burning or detonation. The method is applicable to both solids and liquids.

Primary, low-temperature tars are generally known to alter with time. The effect is believed to occur, in some instances, without the external influence of air, light, or heat. Since one of the processes occurring during extended storage is oxidation, the action of mild oxidation induced by air and heat, in addition to the effect of storage, was studied. The principal effect in aging and oxidation is formation of pitch at the expense of the distillate fraction. The fraction boiling above 270° C. is mainly involved in pitch formation due to storage, whereas all fractions are affected to some degree when tar is heated at 125° C. in the presence of air. If the effects of air are considered, the aromatic and tar-acid fractions seem to be important in pitch formation.

The lowest number of fatalities from coal-mine explosions in the United States in any year since records have been kept was the total of 8 in 1949 and again in 1950. Even incomplete records as far back as 1870 reveal a larger annual loss of life from explosions. From 1890 to 1948 the lowest annual loss was 32 in 1946. A smaller total of 15 fatalities was reported in 1952. Figure 1 shows the total yearly loss of life from explosions in all coal mines since 1880. Those in anthracite mines alone are shown by the shaded area. The erratic variation of the chart line shows the difficulties that have confronted the industry in the struggle to control and eliminate mine explosions. Potential hazards have existed in marry mines without realization that only a small change in conditions could initiate a disaster. Many disasters causing great loss of life occurred in mines that had been regularly operated without incident for long periods. Although the number of coal-mine explosions causing great lose of life has been kept down in recent years, the exceptions still make the record anything but satis¬factory. There have been almost no widespread explosions for several years, but in a few instances many lives were lost from afterdamp. Although the violence and spread of mine explosions may be controlled, the loss of life may be heavy if many of the men happen to be in the path of the smoke and gases. For these reasons, the strictest controls must be maintained to eliminate all factors that might combine to cause even a small ignition of gas or dust.

"INTRODUCTION The ti taniferous-iron deposits in the Iron Mountain area of the Laramie Range, and particularly the Shanton deposit, were examined by several engineers. 3/ of the Bureau of Mines during 1942, 1943, and 1944. International and U.S. chromium material flow, losses, and environmental releases and transfers from mining through industrial processing, end use, and recycling are identified and quantified. Average (1983-92) U.S. consumption has been: metallurgical industry, 87 pct; chemical industry, 10 pet; and refractory industry, 3 pct. Average chromium content of aluminum, cobalt, copper, nickel, and titanium alloys and alloy, carbon, and stainless steel alloys was estimated. Anthropogenic chromium consumption was estimated for the cement and copper industries. N on-commodity cycle anthropogenic chromium mobilization resulting from U.S. fuel and fertilizer use was estimated. Commodity cycle anthropogenic world chromium loss from mining and primary consumer industry was estimated to be equivalent to about 56 pct of chromium contained in chromite ore production and represented a loss rate of 181 kt-Cr/Mt-CrOre. Chromium released to the atmosphere from natural and from anthropogenic sources were comparable in magnitude. Chromium released to soil was mostly from anthropogenic sources, and aquatic releases were all anthropogenic. Domestic product chromium losses exceed process losses by more than a factor of 10 showing the importance and potential environmental impact of post-consumer recycling. The location of historical and current domestic chromium industry processing sites in 23 States were reported. Chromium releases and transfers to the environment were estimated from 1973 through 2002 by primary consumer industry. A decrease in chromium releases and transfers to the environment was anticipated.

The U.S. Bureau of Mines has demonstrated in laboratory tests that drilling with surface-charge-neutralizing concentrations of polyethylene oxide (PEO) polymer solutions simultaneously improves penetration rates and extends bit life. The applicability of this additive to improve drilling performance in coal measure rocks was demonstrated under field conditions at an abandoned mine land site in Pennsylvania and a producing coal mine property in Ohio. Penetration rate improvements ranging from 15 to 50 pet were obtained when core drilling through a variety of coal measure lithologies. Drilling cost analysis indicates that the small added cost of using the polymer is more than offset by the savings that result from demonstrated increased drilling penetration rates, which translate into drilling cost savings of about 10 to 30 pct. This report also gives chemical analyses of a variety of coal measure rocks and some corresponding local drilling water samples, obtained from a wide geographical base, along with threshold concentrations of PEO required to effect the improved drilling performance in these rocks. From these data, the threshold PEO concentrations needed to ensure improved drilling performance can be estimated for any coal measure rock suite. Proper techniques for mixing PEO solutions are also presented.

Crystalline silica (quartz, cristobalite, and tridyrnite) is regulated by the Mine Safety and Health Administration (MSHA) and Occupational Safety and Health Administration (OSHA) because of its potential for causing debilitating but nonmalignant lung diseases. In 1987, the International Agency for Research Against Cancer (IARC) conducted a review of the health literature and concluded that crystalline silica was a probable human carcinogen. As a result of this finding, OSHA was required to regulate crystalline silica under its Hazard Communication Standard (HCS). The standard requires that all materials handled by OSHA-regulated facilities be labeled according to the requirements of RCS and that workers receive proper training on the handling of the material if the crystalline silica content equals or exceeds 0.1 weight percent (0.1 %). MSHA currently is considering enacting its own RCS. This will be similar to OSHA's RCS. If the standard is enacted, most mineral producers will have to determine the respirable monitor filter and bulk crystalline silica contents of their ores and products so that workers and/or customers will know whether they are in compliance with the 0.1% HCS and/or the OSHA permissible exposure level (PEL) of 50 µg for an 8-hour workday for respirable crystalline silica as determined from monitor samples. Two major concerns with the RCS are the widespread occurrence of crystalline silica in nature and the suitability of current technology for routinely determining crystalline silica concentrations at the 0.1 % RCS level. Most ores are extracted from silica-bearing deposits and it is a common constituent of rocks and soils. OSHA's RCS will have the greatest impact on the producers of crushed stone, diatomite, dimension stone, gravel, industrial sand, perlite, pumice, pyrophyllite, sand, and talc because these materials frequently are shipped directly from the mill to the customer. MSHA's RCS would affect nearly all mineral producers. Those producers that have crystalline silica present in concentrations near the 0.1 % cutoff point will have the most difficulty with the analysis. Crystalline silica can be quantified at the 0.1 % level by X-ray diffractometry in simple systems containing one, two, and possibly three minerals if (1) none of the accessory minerals has X-ray diffraction reflections that coincide or overlap with those of crystalline silica and (2) the standard has a particle size distribution and crystallinity similar to those of the sample. In some instances, it may not be possible to determine the crystalline silica content of a sample with any degree of certainty using the recommended regulatory protocol. In all cases, it is recommended that a qualified mineralogist identify the minerals in a sample prior to any regulatory analysis. Additionally, the uncertainty as to whether some silica polymorphs should be classified as crystalline or noncrystalline and the suitability of metastable high-temperature standards, such as cristobalite and tridyrnite, for regulatory analysis at ambient temperatures should be addressed further. This overview is written both to highlight these problems and to serve as a guide for analysts, regulators, and industry personnel who are involved in the crystalline silica issue. It also covers some of the difficulties and/or shortcomings in quantifying crystalline silica, such as the ubiquitous mineral quartz, in the workplace.

This report is in three parts. The first part presents a review of theoretical models which have been developed to study removal operations for various types of materials. In the second part, a brief summary is given of coal cutting research. The majority of this work has been carried out in Britain using chisel type bits rather than the conical picks which are in general use in this country. However, a comparison of specific energies measured for conical picks in the laboratory and in the mine shows very encouraging correspondence. In the third part of the report, analytical models for coal cutting by picks are suggested. An extension of the British "tensile breakage" theory, developed for chisels, is given for picks. The role of crushing and cutting in coal removal is discussed as a theory which combines the two processes is shown to give reasonable predictions for specific energy requirements. Finally, directions in which the existing theory could be improved are presented and the need for further research is emphasized.

Lack of sufficient publication funds has resulted in the accumulation of considerable unpublished experimental work on copper metallurgy by the Bureau staff . The present report gives extended abstracts of this work , as well as a discussion of the best direction for future efforts . The experimental work reported in this series of papers was done in cooperation with the University of Arizona , Tucson , Ariz . The investigations covered in the third , fifth , and seventh papers were done under the direction of G. L. Oldright and the remainder under the direction of V. H. Gottschalk .

The U.S. Department of Interior, Bureau of Mines has evaluated the potential resource and annual availability of cobalt from 27 deposits or districts in 11 market-economy countries. More than 95 pct of primary cobalt production from market-economy countries, mainly byproduct output from copper and nickel operations, was analyzed. Approximately 1,200,000 mt of cobalt is potentially recoverable at the demonstrated resource level. Very large additional resources exist, especially in laterite deposits, but are at the inferred level. The producing operations evaluated in this study are expected to produce about 19,000 mt of cobalt in 1989, significantly less than the available capacity of about 31,000 mt. More than 14,000 mt per year of cobalt is produced from copper-cobalt deposits in Zaire and Zambia, of which 11,000 mt can be produced at a copper price of $O.60jlb or less with a O-pct discounted cash-flow rate of return (DCFROR). Approximately 4,400 mt of cobalt is produced annually from nickel-cobalt deposits in six countries, of which about 1,800 mt (in Canada and Brazil) could be produced at a nickel price of $1.50jlb or less at a D-pct DCFROR. Approximately 200 mt per year of cobalt is produced from a cobalt mine in Morocco. Most of the evaluated nonproducing operations and prospects that could potentially produce cobalt as a principal product or byproduct would require a total cost (including a 15 pct-DCFROR) significantly exceeding January, 1989 market prices of the principal commodities. Principal-commodity dependence, transportation routes, cobalt toxicity, and other issues that could affect the availability of cobalt are addressed herein.

Comprehensive world mineral industry investment data do not exist, but limited material published on aggregates of in vestment in some elements of the world mineral industry suggest a continued up-turn in the investment level, at least in market economy countries in 1989. Steel industry investments in Organization for Economic Cooperation and Development (OECD) countries are not yet available for 1989 but, as shown in table 6, increased by 22.1% in 1988, after showing a decrease of 5.2% (revised) in 1987. The pattern of investment ups and downs varied during 1988 within country blocs and economic alliances showing no particular trends. Investment in the steel industry by the United States increased by 58.3% between 1987 and 1988 and was 1 1.9% higher than the previous highest amount invested during the 1984-88 period but was still 41.5% less than the amount invested in 1983. Investment in the steel industries of the European Coal and Steel Community (ECSC) dropped again in 1988 from the revised amount for 1987, which became the first drop after several years of steady growth in what became the expanded ECSC in 1986. This drop in 1988 was the result of lower investments by Denmark, France, the Federal Republic of Germany, Ireland, Italy, Luxembourg, the Nether- lands, and Spain, investments grew or remained level in Belgium, Portugal, and the United Kingdom in 1987 and 1988. A decrease in investment in the Canadian (-26.6%) steel industry was offset by in- creases registered by the members of the European Free Trade Association (EFTA) of 31.7%, by Japan of 19.8% by Turkey of 22.4%, and a slight increase by the nations of Latin America. If data for the world steel industry as a whole, including those of the centrally planned economy countries, were available, the same pattern presumably would be shown as that reported; that is, it would remain fairly stable, with increases in some countries being offset by decreases in others. However, the lack of comprehensive information on the centrally planned economy countries makes it impossible to determine whether the overall trend was up or down despite recorded increases or decreases in production of the materials involved. A table of factors, for rapid, accurate calculation of the volume of pure helium in cylindrical steel containers, is presented. By use of the table the volume of helium in a container, at base conditions of 14.7 psia and 70° F, can be calculated from the observed pressure and temperature of the helium and the known internal volume of the container. The table covers a pressure range from a to 4,500 psia in 10 psi increments and a temperature range of 0° to 120° F in 2° increments. The calculation of volume requires a single multiplication, using a factor from the table and the known internal volume of the container. A discussion and evaluation of the accuracy obtainable and a derivation of the formula used (which takes into account compressibility of helium, thermal expansion of steel containers, and the stretch of steel due to internal pressure) are presented. An example showing how the table can be used is given also.

An inexpensive technique that laboratory studies indicated would significantly reduce seepage in irrigation canals was devised and tested through research sponsored by the Bureau of Reclamation and the Missouri River Basin Field Committee. Laboratory tests simulating optimum field conditions determined that easily applied sodium carbonate solutions made test beds of canal lining materials virtually impermeable for long periods. The study comprised alternative laboratory treatments of 3-inch-deep test beds of canal earths with 74 water-soluble chemicals in search of one 01' more that would effectively improve the water barrier characteristics of the component clays. Sodium carbonate, one of the least expensive, was among the most effective. The addition of 0,4 lb of reagent per sq yd greatly reduced the seepage from typical, highly permeable test beds. The reagent penetrated and sealed surface for about a 1.5-inch depth.

The Bureau of Mines has investigated the availability of copper from 272 deposits in market economy countries. The deposits studied have demonstrated resources totaling 413 million metric tons of contained copper and account for more than 90 pct of the reserve base for market economy countries. Using data gathered as part of its Minerals Availability Program, the Bureau performed geologic, engineering, and economic evaluations in order to determine the copper production potential of each deposit. At the 1981 copper market price of $0.85/lb, the deposits studied could economically produce an estimated 88 million metric tons of copper (allowing for profit computed at a 15-pct rate of return), primarily from mines operating at the time of the study (1981). At this price, producing mines in market economy countries could economically produce only 2.1 million metric tons of refined copper per year. However, actual 1981 production was 6.2 million metric tons, indicating that many mines continued to operate even though they were unable to cover all production costs. For U.S. producing mines, the estimated average cost of production per pound (including profit at a 15-pct rate of return) was $0.15 higher than the average cost in other market economy countries.

The Bureau of Mines evaluated all previously approved gas masks to determine their ability to provide respiratory protection against each of the following six selected amines: ethylenediamine, diethylamine, n-butylamine, ethylamine, methylamine, and hydrazine. Minimum requirements were a 24-minute service life at a flow rate of 64 liters per minute (32 liters per minute for hydrazine) and an amine concentration of 1.0 volume-percent (0.5 volume-percent for hydrazine). The three masks meeting these requirements were the LG4, Willson Products Division, The Electric Storage Battery Co.; the GMD-SS, Mine Safety Appliances Co.; and the 084-PHOV-R, Acme Protection Equipment Co.

A study was made of the factors affecting lead and zinc production in the Pacific Northwest. Costs, ore reserves and potential resources, and domestic demand were analyzed. It was concluded that a projected 3.1-percent average annual increase in U.S. demand for zinc through 1975 and a corresponding 2.5-percent rise for lead will be supplied mainly from mines in the Eastern and Central States. Annual Pacific Northwest mine production of lead is estimated to fluctuate around 82,000 tons, while zinc output may average 135,000 tons through 1975. Measured, indicated, and inferred reserves in the Pacific Northwest, containing 1.56 million tons of lead and 2.59 million tons of zinc, are more than sufficient to maintain this level of production. Annual production from Pacific Northwest electrolytic zinc plants is expected to increase to over 300,000 tons of slab zinc by 1975. Lead smelters may experience difficulty in maintaining output at 1964 levels.
