Three electrostatic field sensing proximity warning devices were tested using full-scale cranes and power line systems, a scaled model facility, environmental testing facilities, and theoretical/numerical analysis. The design objective of each device is to assist in safe crane operation near overhead power lines. Several design deficiencies (varying from device to device) were observed, including inadequate overlap in sensitivity ranges, utilization of vacuum tubes and electro-mechanical parts, temperature sensitivity and inaudible alarms. In addition, the testing showed major device limitations including sensitivity to boom orientations and length, polarization dependent responses, and unreliable operation in the presence of multiple power line circuits. The multiple power line circuit problem is intrinsic to electrostatic sensing devices. The remaining deficiencies and limitations are correctable within a state-of-the-art design. This investigation is not intended to evaluate the safety aspects or policy of utilizing proximity warning devices. Rather, the purpose is to determine the performance characteristics of such devices in relation to the criteria specified in proposed MSHA regulation 77.805-4 (i. e., the devices must alarm at a distance of 10 feet from the power line).

The value of raw nonfuel mineral materials production totaled an estimated $19.7 billion in 1978. The record 1978 value exceeded by 13 percent the 1977 value of $17.5 billion. This raw mineral output was the basis for approximately $200 billion worth of processed materials of mineral origin. Output of both metals and nonmetals increased about $1 billion each, above comparable figures for 1977. Of the 22 metals produced quantitative output of 11 increased and the value of 13 increased. Among the 48 nonmetallic commodities produced, the quantities for 35 increased, and the values for 40 increased.

"SUMMARY This report reviews the status of the packaged-for industry as of 1941. A field study was made of 35 representative plants to obtain technics and economic data on different types of processes used to make packaged fuel in the Central States. The report includes a classification of processes, photographs of typical operations, designs of different plants, an analysis of costs of manufacture, and a study of the physical and chemical properties of fuel cubes.It was observed that many of the smaller plants were having troubles in the manufacture of packaged fuel as the price of materials and costs of labor advanced toward the higher levels of 1942. In some instances, the total cost of manufacture was as high as $5.00 per ton, while in the better, medium-sized plants it was approximately $3.25 per ton. The direct manufacturing costs, excluding investment and depreciation, ranged from $3.17 to $2.37. These costs permit almost no profit at small plants when packaged fuel sells for the same price as competing lump coal under conditions existing in 1941-42.It was found that the predominant troubles in plants were due to inadequate drying and insufficient mixing of the starch binder. It was ob¬served that in the better plants, where proper mixing of binder was attained high-quality packages were made if 50 to 70 percent of the moisture was removed in the drying ovens. Experimental data obtained in the laboratory show the relationship between the temperature of dry air and the time required to remove different percentages of moisture in wrapped orunwrapped coal cubes.The average physical and chemical properties of fuel cubes made by five processes are listed, and tentative standards for minimum physical qualities and methods for measuring quantity are giver."

H ELIUM (chemical symbol: He) is a member of a family of normally gaseous elements, which, because of their zero valence and corresponding lack of chemical activity, are called the "noble" or "inert" gases. It is a monatomic element with an atomic number of 2, and it exists naturally in two stable isotopic forms-He3, with an atomic mass of 3.0170, and He4, with an atomic mass of 4.0039. With the exception of a trace (10-6 percent) of He3, all of the naturally occurring helium is He4. Two unstable isotopes-He5, with atomic mass 5.0137, and He6, with atomic mass 6.0208-are listed by various scientists, but the existence of He5 is questioned by some of them. He6 is radioactive, with a half-life of 0.8 second. Helium was discovered in 1868 in the gaseous atmosphere surrounding the sun. Although several scientists studied the solar chromosphere that year, it is generally agreed that J. Norman Lockyer of England should be credited with the discovery of helium, which he named, deriving the word from "helios," the Greek name for the sun. It was not found on earth until March 1895, when William Ramsay of London produced a small amount from a sample of cleveite, a uranium-bearing mineral. In 1905, H. P. Cady and D. F. McFarland of Kansas found helium in natural gas produced from a well near Dexter, Kans., and for the first time a large source of helium became available.

This report covers the results of a two-phase study to determine the feasibility of underground disposal of retorted oil shale. Two mining methods, chamber and pillar mining and sublevel stoping, were specified for backfilling. Phase I of the study covered the evaluation of hydraulic, mechanical, and pneumatic transport and stowing systems, individually and in various combinations, and the selection of the most feasible methods. Conveyor transport and stowing and a combination conveyor transport and stowing with pneumatic topfilling were selected for detailed study of phase II. Phase II activities included detailed engineering analysis and design of the selected systems, an engineering economic analysis, and a cost comparison with total surface disposal of retorted oil shale. Uranium mill tailings represent a potential threat to the human habitat by containing large amounts of radioactive and chemically toxic substances in high concentrations. These: undesired components enter the human habitat in various pathways such as by erosion and water or air transport. The main objective of this investigation was to evaluate the actual movement and model the potential movement of contaminants by seepage of water from the tailings into the subtailings soil. This report represents various models of the movement of contaminants using both theoretical approaches and empirical evaluation of data available from other investigations. The data consist of field measurements and laboratory determi¬nations of major and trace cations, the dominant anions, pH, and Eh of moist solids, extracts, and waters from the tailings and surroundings. Evaluation and interpre¬tation of data were accomplished by using Eh-pH diagrams, various statistical methods and the WATEQFC computer program. Data analyses show that the critical area of investigating movement- is the interfaces between tailings and the external environment. The chemical differences at interfaces seem to result in a sink system for contaminants. The tailings-soil¬-water system shows extreme complexities because of chemical and physical hetero¬geneity of the system preventing the use of a single comprehensive model to represent real conditions. The validity of the simplifying assumption used has been shown and increasing complexity has been built into the models. Analogs of these models can be used for evaluation of similar systems.

In the development of commercial vehicles as well as of passenger cars, the effects of vehicle vibrations on operating safety, health and comfort can only be predicted by numerical simulation when appropriate occupant models are available. Such models must be based on human anatomy and have dynamic properties of real humans in order to achieve realistic results. Since human dynamic behavior depend on posture and percentile, the occupant model needs to be adjustable to these parameters with respect to geometry and dynamic properties [1,2]. Dynamic Human Finite-Element-Model CASIMIR CASIMIR is a non-linear, dynamic finite-element-model of the human body. It consists of a dynamic model of the upper torso with head, neck, shoulders and arms as well as of a dynamic model of the lower extremity with pelvis and legs. The most important part is the lumbar area with dynamic non-linear models of the lumbar spine and of back and abdominal musculature. The frequency-dependent characteristics of the intervertebral discs and the effects of muscle activation and non-linear frequency-dependent muscle properties are included. In the latest stage of development, CASIMIR has been equipped with a compliant model of the body surface in the contact areas to the seat. This results in a very realistic transmission of static and vibrational forces into the human body, see fig. 1. Intense model verification and validation has been performed in all stages of model development, starting with validation of small components like intervertebral disc, ending with validation of whole-body-vibrations using measurements of the dynamic mass / mechanical impedance [4]. For an in-detail examination of stresses in the vertebral bodies and discs, a non-linear submodel of the lumbar spine with an increased number of degrees of freedom can be coupled to the whole-body-model, enabling the researcher to examine local effects of vibrations and single shocks on the lumbar materials. [ ] Since it is well known that human dynamic behavior is significantly affected by anthropometric data and posture, CASIMIR can be individualized to the anthropometric status of single individuals or to the mean values for specific percentile groups. Furthermore, posture can be adjusted to the seating conditions applicable to a specific vehicle. Posture modification capabilities include the variation of the lumbar lordosis [3].

This is one of a series of papers describing mining and related subjects affecting mining in western mining districts and mineralized areas. The parts of this paper pertaining to current production, mining and milling methods and practices, and general conditions affecting mining were collected principally during a field survey made in May 1935. Some original data obtained on previous visits to the area are also included. The history, geological background, and past production of the mines and district are largely abstracted from previous publications, for which due credit is given later in the test. The principal districts in the Black Mountains are the Oatman or San Francisco and the Union Pass or Katherine. This range contains the principal producing mines of the State, in which gold is the only important metal. Although the total production of gold is relatively small as compared to other districts where the precious metals are obtained as a by-product in copper min¬ing, the area is one of considerable economic importance to the State.

The study site in northeastern Illinois underwent surface mining for coal in 1943 and was reclaimed by the state of Illinois in 1972-1973. Additional soil amendments and seed were applied to the spoil surface in 1975-1980. Previous studies in 1975-1978 had shown that the surface spoil materials and five final-cut lakes at the site were quite acidic and the lakes contained high concentrations of sulfate and dissolved metals. Surface runoff water from monitoring plots in 1976 were only moderately acidic and the mean concentrations of most dissolved metals and sulfate in the runoff waters were less than 25% of the concentrations found in Lake B. By 1980, vegetation had become well established over most of the mined area. However, the five final-cut lakes (Lakes A-E) remained acidic. The purpose of the study reported here was to determine the physical and geochemical subsurface conditions of the spoil materials, the hydrologic flow system within the spoils, and the magnitude of acidic spoil leachate migration into the lakes and into the wetland prairie north of the mine site. Lakes A, B, C, and E were still very acidic in 1980-1981 (pH range: 2.9-3.4; aridity range: 110-860 mg/L as CaCO3). Lake B had the worst water quality, with mean concentrations of dissolved aluminum, iron, manganese, and sulfate of 75, 25, 37, and 3340 mg/L, respectively. Shallow groundwaters in spoil materials around Lake B had a lower pH and about two to four times greater concentrations of aridity, aluminum, manganese, zinc, and other metals and nearly 20 times greater dissolved iron than the water in Lake B. The shallow groundwaters in undisturbed soils and bedrock 10-30 m north of the mine site spoils generally were alkaline, but did contain occasional moderately high sulfate and metal concentrations. Pumping tests and recovery tests conducted in piezometers showed hydraulic conductivities of spoil materials ranging from less than 10- to 10-5 m/s; hydraulic conductivities of natural soils and bedrock were measured between 10-10 to 10-7 m/s. Water levels in spoil materials increased rapidly in response to rainstorm events and the recession curves were relatively quick to decline, lasting only two or three days. Quick infiltration of rainfall into the spoil surface and percolation down to the water table caused a rise in groundwater levels and movement of spoil groundwater into the lakes. This groundwater component in the lake water budgets could account for most of the water quality problems occurring in the acid lakes.

The program consisted of mining, environmental and geotechnical research data and, the results are described in this report.

"INTRODUCTION The Queen Mary copper property is in sec. 18, T. 12 N., R. 16 W., in the Clinton mining district of Missoula County, Mont. It was examined by an engineer 3/ of the Bureau of Mines, November 21, 1943. Upon the basis of his recommendations, a small trenching and diamond-drilling program was begun November 11, 1944. One diamond-drill hole was completed December 16, -944, but because of frozen ground trenching was postponed until June 1945 and then completed. This report describes the results of exploration.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. "INTRODUCTION The Federal Explosives Act (55 Stat., 863), as amended, was passed by Congress on December 26, 1941, and became effective immediately; it amended the Act of October 6, 1917 (4o Stat., 385). The purpose of the Act was to regulate the manufacture, storage, use, and possession of explosives in order to prevent sabotage and to assure that explosives and ingredients would not fall into unauthorized hands. Under the provisions of the Act, the Director of the Bureau of Mines was authorized to administer its provisions under the supervisions of the Secretary of the Interior.EXPLOSIVES-CONTROL DIVISIONTo administer the Act, necessary personnel were employed in accordance with the appropriation made from a special presidential fund and later by Congress, and the Explosives Control Division was organized as a part of the Health and Safety Branch of the Bureau of Mines constituting the fourth division of that branch. A central office was established in Washington, D. C., and field offices were designated largely at the offices of the Health and Safety Branch throughout the country, and 50 explosives investigators were employed and assigned to work from these offices under the direction of the district engineers of the eight districts into which the United States is divided by the Health and Safety Branch. The territory assigned to each investigator was based on the approximate amount of explosives stored in that area; however, smaller territories were assigned to investigators stationed near the Pacific coast, which was indicated as critical by the armed forces."

This report describes the design and implementation of UHF radio and closed-circuit television systems in the Black River room and pillar limestone mine near Butler, Pendleton County, Kentucky. Prior to designing the radio system, measurements of signal attenuation on 812 and 466 mHz were made in the slope tunnel and in the straight and level crosscuts in the mine. Two distributed antenna systems fed by two sets of base stations provide approximately 75o coverage of the mine. Passive reflectors are used for extending signals into intersecting crosscuts and two-way signal boosters will be used to extend signals to the perimeter and obstructed areas of the mine. Fourteen mine vehicles were equipped with mobile radios equipped with digital identification, alarm and status encoders. Fifteen portable transceivers also were used. Six closed-circuit television cameras provide surveillance of critical transfer points of the belt conveyor system, and the loading dock at the base of the slope and an ash disposal area in the mine. Two-way radio communication and closed-circuit television have saved considerable man. hours, increased production, reduced maintenance costs and enhanced safety. Innovative developments were the use of passive reflectors and two-way signal boosters for extending signals into intersecting crosscuts, development of lightweight signal margin measuring equipment, modifications of mobile digital encoders to automatically send status information from mine vehicles such as numbers of loads of ore delivered, hot engine, etc., and the use of CATV technology for multiplexing audio, digital and video signals onto coaxial cables from the surface to the mine.

Major producers posted 25¢-per-pound increases on cadmium, raising their domestic quotes to $2.75 per pound. COBALT: Cobalt consumption in February, exclusive of salts and driers, increased by 21 percent compared with consumption in January. Significant increases in consumption occurred in cutting and wear resistant materials, welding and alloy hard-facing rods and materials, magnetic alloys, and other alloys. The major sales agency for cobalt in New York reportedly announced price increases, effective April 15, 1976, for cobalt metal, powders, and oxide. The new price for 250 kilo (551 lb.) drums of cobalt metal (granules or electrolytic cathodes), f.o.b. Port of New York, was quoted at $4.40 per pound. This is the first cobalt price increase since January 23, 1975, and is the result of a price increase by Sozacom, the official Zairian sales agent. Other cobalt producers are expected to raise their prices in line with the new quote.

This report presents the results of an investigation of comminution in tumbling mills. Five different topics involved with ball mill and rod mill grinding kinetics were studied and the results analyzed in terms of phenomenological size reduction and transport models. Continuous rod mill grinding was found to be characterized by high Peclet numbers which permit simulation to be carried out by several methods. The dry batch ball mill grinding of mineral mixtures showed that the breakage rates of the components were composition-dependent but time-independent and were normalizable with specific energy. Locked-cycle tests on mineral mixtures showed that a grinding circuit may take a long time to attain steady-state, during which time the composition of the mill holdings, and hence the breakage rates of the components, continuously changed. This study revealed that under plant conditions, grinding circuits can be in transience perpetually. The transport of mineral mixtures through drums was found to exhibit complex size and/or density-dependent segregation. However, the grinding media in a ball mill can eliminate such segregation, thereby simplifying the modeling of the continuous grinding of complex feeds. Wet batch rod mill grinding on single minerals divulged that the normalizability of breakage kinetics is valid for slurries of constant pulp density at different hold-ups but cannot be extended to slurries varying in pulp density.

On July 1, the Bonneville Power Administration announced a 25% power cutback because of lower than normal stream flow. In September, the Aluminum Company of America (Alcoa) announced plans to shut down one 23,000-ton-per-year potline at its Vancouver, Wash., primary aluminum smelter. Alcoa also announced that the last of four potlines at its Point Comfort, Tex., primary aluminum smelter would be restarted in October. A new 3-year contract was signed and workers at three Alcan Aluminum Ltd. primary aluminum smelters in Canada returned to work. It was estimated that it would take about 3 months before the smelters were operating at full capacity.

This report describes in detail the work done on the development of the Time Domain Reflectometry Microcomputer (TDRM). Modifications to the FMC-Model 302A Cable Fault Locator is described in Appendix D. The TDRM unit uses an 8080 microcomputer to accurately locate major faults in low capacitance cables to within ± 1 foot when properly calibrated. Major faults in high capacitance cables are usually located within ± 5 feet. The upper limits of fault detection are <1 kilohm shunt fault and >7 ohm series fault. In practice fault detection limits are reduced to <300 ohms shunt fault and >30 ohms series fault because of discontinuities caused by cable repair.

The overall objective of this study is to contribute to the reduction of the quartz dust hazard in underground coal mines through a better under-standing of the sources and generation of airborne quartz dust. This research project has included extensive experiments in operating mines for (1) documenting the amount of respirable dust generated, (2) measuring the quartz levels in host materials and airborne dust, (3) analyzing the size consist of the mined product, and (4) establishing the relationship between these various parameters. The results of the study indicate that the amount of dust airborne is a very small fraction of the total (<15 µm) and respirable (<7 µm) dust generated. The quartz contents in the total and respirable airborne dust are generally higher than those in the host material. Quartz content increases with decreasing size of airborne dust. Also, it appears that rock breaks into a different size distribution than coal. The source of quartz for the airborne dust appears to be the roof and the floor material rather than the coal seam itself. No general relationship is found between the Hardgrove Grindability Index and either the quartz content in the airborne dust or the amount of respirable dust. Extended descriptions of the experimental design, the experiments, data analyses and results are presented in this volume. The raw data, the data management computer program and the sampling and safety plan are presented in Volume 2.
