An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2 ) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs' estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

For the world mineral industry as a whole, the year 1981 was a period of continuation and, in some instances, an acceleration of negative trends extending back into 1980. Most available statistical data reflected stagnation or downturns in activity. Levels of production, trade, and consumption declined for a substantial number of leading mineral commodities, including, most notably, steel and petroleum. Investment, if not lower than in 1980, was evidently increasing at a more modest rate. Prices for major mineral commodities were generally lower, at least in terms of constant dollars, and in some cases even in terms of current dollars. Prospects of a major reversal of these patterns seemed dim. The mineral industry, however, was far from alone in this general downturn; most other elements of the national economies of the world's nations fared little better. General conditions of inflation, recession, and reduced industrial product consumption were reflected in most other sectors of the total economy. International political events continued to influence mineral output and flow but had less influence on overall levels of activities than on the geographic distribution of these activities. The Iran-Iraq war certainly played a role in reducing mineral industry activities in those nations, but the commodity most affected, petroleum, was available from other sources in sufficient quantity that, in the face of reduced demand, a substantial surplus developed.

A literature search and survey were prepared on the technology of surface hydraulic mining, with particular reference to its possible use in the United States forstripping overburden from surface coal mines. Extensive use was made of Russian references which were translated into English. The advantages and disadvantages of hydraulic mining and hydrotransport are identified as well as criteria for selecting potential applications. At present, the major U.S. application is in the phosphate industry of Florida and North Carolina. Potential locations for hydraulic stripping of overburden from coal seams are identified in the states of Alaska, Illinois, Montana, Washington and Wyoming. Other potential applications include the hydraulic mining of peat in Minnesota, and the stripping of overburden from lignite in Texas, Montana, North Dakota and South Dakota. Further research is recommended, particularly on the subject of dewatering of fine clay slimes to avoid water pollution and to permit rapid reclamation of mined areas.

The Underground Injection Control program was promulgated in 1981 by the U.S. Environmental Protection Agency under the provisions of the Safe Drinking Water Act. Placement of mine waste backfill underground is considered underground injection under the provisions of this program. A major issue is whether mine waste that is regulated as a contaminant source on the surface should be disposed of underground. The U.S. Bureau of Mines conducted research to investigate the impacts of mine waste sandfill on the quality of ground water. Analyses of water samples collected before and after contact with sandfill in a 10-year-old stope, as well as samples of the sandfill itself, were used to ascertain the influence of the sandfill after mine closure and subsequent flooding. Computer models supported the hypothesis that oxidation of pyrite by oxygen, accompanied by dissolution of carbonates, was the predominant reaction controlling the quality of the water being discharged from the stope. Concentrations of metals released as a result of acid production remained near or below detection limits. Metals release after mine flooding is expected to remain low as a result of the buffering by the sandfill and the reduced rate of oxidation.

Chromite deposits along the Border Ranges Fault in southern Alaska were investigated by the Bureau of Mines. This report, part 1 of a two- part series, describes the deposits. Part 2 describes the mineralogy and the results of metallurgical tests. Fieldwork began in 1981 and continued through 1983. Ninety-four subeconomic podifom chromite deposits in eight mafic-ultramafic complexes were investigated. Previously unreported chromite deposits at Red Mountain on Kenai Peninsula, on Kodiak Island, and near Tonsina are described. Deposits range in size from less than a thousand tons to over 1.25 million tons of contained chromic oxide (Cr203). Grades range from about 5 to 10 pct chromite. Excluding all deposits more than 10 miles from tidewater or existing roads and all deposits containing only chemical- or refractory-grade chromite, about 2,200,000 tons of Cr203 are contained in 41 hard-rock deposits. A placer deposit contains an additional 556,000 tons. These 42 deposits constitute a subeconomic indicated and inferred reserve sufficient to meet the Nation's chromite demands for about 4 yr, or the metallurgical industry's demands for over 5 yr, at 1981 consumption rates.

The final objective of a mine ventilation project is to find a way of supplying the working faces with the necessary quantity of air to dilute all the possible air contaminants to safe limits and to maintain the temperature, humidity and oxygen content within desirable limits. To accomplish the aforesaid, decisions have to be made at early stages of planning and design of a mining operation. That is, ventilation and mine planning are closely related and interdependent, and experience has proved that improvisation as related to mine environment is rarely optimal in ventilation engineering. Mine management should be concerned with two general aspects of ventilation problems. The first is related to the statuatory requirements which are usually the minimum standards that have to be maintained. During the last two decades, mining laws have become increasingly stringent and management of operating mines had to face the effects of these externalities. In some cases these required either a production rate reduction or additional mine development. The second aspect that management should not overlook is the technical and economical importance of mine ventilation on the overall mining cost. In coal mining it is necessary to move, on an average, five tons of air through the mine for each ton of coal produced. The power cost incurred is perhaps the single most important direct cost assigned to ventilation but it is not the only one. Other costs that should be considered include the supervisory labor cost, fan depreciation and maintenance, doors, stoppings and regulators construction cost and maintenance, the additional mine airways development and maintenance because of ventilation requirements. This study by the Bureau of Mines documents the leadtime required for preliminary and detailed exploration, development of the mine, and construction of beneficiation and support facilities for selected copper deposits in Arizona. The time for major exploration ranged from 1 to 15 years, time for open pit development (or construction) was 1 to 4 years, and time for under- ground development was 4 to 8 years; one underground mine presently being developed may require 12 years to achieve production. Construction of the beneficiation plants required 8 months to just over 2 years. The data are supported by historical facts for each deposit during the leadtime stages from location of claims through exploration, construction, expansion, and leaching. The sequence of development and factors contributing to differences in the time spans are discussed. Histories are detailed for the Miami, Castle Dome, Copper Cities, San Manuel-Kalamazoo, and Twin Buttes properties; briefly summarized are the Pinto Valley, Miami East, Esperanza-Sierrita, Pima, and Mineral Park Properties. Each mining operation had its own pattern of development, and together they present a source of planning information for the development of other properties.

"INTRODUCTION The Bureau of Mines work reported by the Metallurgical Division 4/ in 1934 shows the possibility of producing artificial manganese ore by pre- ferential oxidation of manganese from spiegeleisen produced from manganiferous iron ores of the Cuyuna range, Minnesota. A three-step process is described as being capable of producing a ferrograde ore from this type of low-grade, domestic, strategic material. However, the melting temperature in the last step of the process that forms the manganese product is high, and the phosphorus content is not easily controlled. Also, the tenor of the manganese in the product is not comparable with other methods that use less process energy.Lofquist 5/ patented an improvement of the above three-step smelting method, in which sulfide was added to lower the melting point of the product.More recently, reputedly successful attempts have been made to reduce iron preferentially from manganiferous iron ores, simultaneously removing the phosphorus with the iron, by means of an unusually high temperature blast and excess coke.Anson G. Betts 6/ patented a process for the matte-smelting of manganese ores, in which the ore was mixed with pyrite and enough carbon or coke to serve as thermal energy and reducing, agent in a manner similar to the standard blast-furnace process. This process was intended to give pig iron, a manganese-iron matte, and a waste slag. Wood, Barrett, and Porath 7/ presented data on the treatment of low-grade, domestic, manganiferous iron ores and low-grade, domestic manganese ores by this Betts mattes pelting process."

Studies of coal reserves have shown that the total augerable reserve base for the United States is estimated to be five billion tons under the current state of mining technology; the potential reserve base at 850-ft penetration is estimated at 20 billion tons. It is with the idea of improving coal recovery, a basic objective of Project Independence, that new concepts, such as modifications and improvements in current machines and development of ways to recover pillars left by current augering, are required. Unless recovery is improved, these potential reserves amount to lost coal.

On Thursday, March 18, 1937, the country was shocked by news of a terrific explosion at the New London, Tex., school, which caused the death of 280 pupils avid 14 teachers. The explosion occurred at about 3:05 p.m. in the largest of the 11 school buildings on the campus. Fire 1 shows this building, marked "Main high school building", with respect to other buildings, pipe lines, oil wells, and gas lines or the property.

"INTRODUCTION .Very little information regarding coal mining in Spain has been published in the American technical press, and few people realize the extent of this industry or the conditions under which coal is mined. The information in this publication was collected in 1945 and consists of personal observations in Spain, statistics, and other data of a, general nature obtained from official sources.Spain produces bituminous coal, lignite and anthracite, but the total tonnage mined is less than the national requirements. Before the war, an appreciable tonnages coal was imported from Great Britain under the Anglo-Spanish treaty, which rebated import duties and effectually prevented competition from any other foreign source. The war stopped the major part of the important of British coal and caused rapid expansion of the domestic sources, but this was not sufficient to supply the industrial demand. Coal that formerly was not acceptable to industry because of quality is now mined and marketed. The Government, allocates the better-grade bituininous coal to the various industries in accordance with the national importance of the work in which they are engaged; for example, the railroads are allotted 100 percent of their requirements, but cement companies can obtain only 25 percent.The Government offered to inducements to increase the production of coal of any class, but the larger part of the increased tonnage obtained was in inferior grades; as a result, the lignite production was taxed, while a bonus was paid for bituminous-coal production in excess of the 1942 tonnage.The anthracite and bituminous-coal areas were severely damaged during the Civil War and many experienced miners migrated to the lignite mines in eastern Spain. This has resulted in an acute shortage, particularly the Province of Oviedo where the most important bituminous-coal deposits are located."

"INTRODUCTION During the past 4 or 5 years the frequent occurrence of bumps in coal mines of the Cumberland field, in Harlan County, Ky., and Wise County, Va., has caused much apprehension among miners and mining officials of that region.These bumps have caused many deaths and injuries, and have been increasing in frequency. Eight men were killed and a number injured by bumps in the first 4 months of 1934. Their unpredictable occurrence and the usual absence of any preliminary warning tremors or sounds, such as ordinarily precede a large fall of roof, cause fear of other bumps and impair the morale of mine workers.Acknowledgments This report on bumps in coal mines of the Cumberland coal field of Kentucky and Virginia is based on an investigation made at the urgent request of .the Harlan County Coal Operators Association, through James F. Bryson, director of safety of the association, to the Director of the United States Bureau of Mines, following a series of disastrous bumps in. Harlan County, Ky., and Wise County, Va. The request was granted and the writer detailed to undertake the investigation, which was made in June 1934.The officials of certain operating companies in the Cumberland field gave every facility for examining the conditions accompanying bumps in their mines. In this report commercial blasting compounds are classified according to their nitroglycerin (or equivalent explosive oil) and ammonium nitrate content as dynamites, gelatins, blasting agents, military explosives, and blasting , accessories. The ingredients and more significant properties of each explosive are tabulated and briefly discussed. Data are summarized from various handbooks, textbooks, and manufacturers' technical data sheets, together with the author's personal experience; however, this report is not intended to be a technical handbook, since it does not deal with blasting techniques. Instead, it seeks to acquaint the reader with the great variety of explosives, available, their advantages and disadvantages, and their general areas of application. Properties discussed are weight strength, cartridge strength, detonation velocity, density, detonation pressure, water resistance, and fume class. The weakness of the strength rating system and the importance of detonation pres- , sure, density, and detonation velocity in rating explosives are discussed. The terms "blasting agent" and "slurry," which are often misused, are defined. Trends indicate that blasting agents (that is, blasting mixtures with none of of the ingredients singly classified as an explosive), particularly high-density slurry blasting agents, will dominate the explosives field in the future.

WHEN the Bureau of Mines initiated the program of large-scale research and development in the field of synthetic liquid fuels authorized in the Synthetic Liquid Fuels Act of April 5, 1044, the Coal Preparation Section was assigned the task of obtaining data on the preparation characteristics of the coal in large reserves that might be adaptable to use in this new industry. It is natural that, as the rapidly developing general research program brought about new concepts of raw-material quality, preferred geographical location, and the like, the orientation of coal-preparation investigations should have undergone some change. The first major assignment was the sampling and testing of a series of typical American coals deemed to he suitable for hydrogenation based on early research work conducted by the Bureau of Mines. This first series of tests has been completed and is reported in this paper.

The work involved compilation and description of pertinent factors relating to the physical features and operational characteristics of the facility, including information on embankment construction practices; investigation and research of the general geologic and seismicity characteristics of the site and vicinity; limited field exploration and materials sampling and testing at the site; installation and limited monitoring of piezometers, surface movement markers, and slope indicator casing; limited laboratory testing of materials to evaluate the basic index and engineering properties of the embankment and tailings materials; selected engineering analyses of the embankment for various types of potential "failure" conditions; and includes appendices.
