THIS PUBLICATION presents injury experience and employment data for the nonmetal mining industry in the United States for 1960. Data for the mines and mills are presented separately, as shown in the list of tables. The Bureau of Mines is authorized to send questionnaires to the nonmetal mining industry for their voluntary submission of injury and employment data. As the information submitted contributes largely to the promotion of safety in the industry, special effort has been made to make these questionnaires as complete as possible.

The Bureau of Mines has developed a system that permits the "soft" soldering of aluminum and aluminum alloys with standard tin-lead solders. The method employs application of a thin nickel-copper-alloy coating to the substrate, which enables the tin-lead solders to wet readily and spread over the areas to be joined. With conventional technology, aluminum and aluminum alloys are extremely difficult to solder because tenacious surface oxide films prevent wetting. With the Bureau-developed method, the aluminum substrate is mechanically or chemically cleaned to facilitate bonding to a minute layer of zinc that is subsequently applied with an electroless zincate solution. The nickel-copper-alloy (30 to 70 pct Ni) coating is then applied electrolytically over the zinc, using immersion cell or brush-coating techniques. Development of acetate electrolytes has permitted deposition of the proper alloy coatings. The coated areas can then be readily joined with conventional tin-lead solders and fluxes. The joints so formed are ductile, strong, and relatively corrosion resistant, and exhibit strengths equivalent to those formed on copper and brass when the same solders and fluxes are used. The method has also been employed to soft-solder magnesium alloys.

CESIUM-137 ISOTOPE began to displace cobalt-60 III the treatment of cancer during 1956. Production and Consumption.-Consumption of cesium and rubidium was approximately the same as in 1955. Production, however, decreased, as several companies shipped from stocks produced in previous years. South Africa was the source of most cesium and rubidium minerals used in the United States in 1956. Cesium and rubidium metals and compounds were produced from ore by: DeRewal International Rare Metals Co., Philadelphia, Pa.; Fairmont Chemical Co., Inc., Newark, N. J.; Foote Mineral Co., Philadelphia, Pa.; and Rocky Mountain Research, Inc., Denver, Colo. Most sales were to domestic consumers, but small quantities were exported to Australia, England, Germany, and Sweden. New production facilities were under construction in. 1956 by San Antonio Chemicals to produce mixed potassium, rubidium, and cesium carbonates. A plant capable of separating and packaging 200,000 curies of cesium-137 annually was under construction at Oak Ridge National Laboratory.6

Researchers working for the National Institute for Occupational Safety and Health (NIOSH) at the Pittsburgh Research Laboratory are developing ways to protect the health of miners. Part of that effort is devoted to improving the air quality in underground stone mines by developing ventilation techniques that can be used in these types of operations. The air quality in these large opening nonmetal mines can be significantly improved by using diesel particulate matter (DPM) controls along with sufficient ventilation quantities to remove contaminants. Practical methods of ventilating these underground stone mines can be accomplished by using mine layouts that course and separate ventilation air through the use of stoppings. The design, construction, and maintenance of effective stoppings in large openings have been a real challenge to mine operators. Several different types of stoppings have and can be used for this application. The choice of stopping design, material used, and construction techniques should be dependent upon a number of factors such as the intended life and effectiveness desired.

To aid industry and Government in planning water developments the Bureau of Mines in 1963 canvassed mineral producers to determine water use in 1962. Water use by the mineral industry comprises only 2 percent of the water withdrawn by industry as a whole. The major water-using mineral industries are natural gas processing, phosphate rock, sand and gravel, and iron ore. Analysis indicated the following conclusions: 1. Total water use and new water intake is dependent on the quantity of material processed and the process water requirements of the particular industry or commodity. 2. Recirculation is dependent on the processing requirements of a particular commodity, the manner in which the water is used, cooling and condensing requirements in certain large industries, the quality of new water intake, and the need to treat new and discharged water. 3. Consumed water is dependent on the quantity of water recirculated, the temperature and humidity in the area, and the proportion of water used for cooling and condensing. 4. This volume contains a summary of the results of past analyses on U.S. Bureau of Mines Contract No. 80122061 which are relevant to electromagnetic location in mine rescue situations. The analytical results indicated that detection of a trapped miner equipped with a special transmitter is feasible in most situations. Location of the miner by surface measurements is also generally feasible within certain errors. The feasibility of miner detection and the accuracy of miner location have been examined theoretically for a wide variety of situations. Agreement with experimental results is generally good in cases where measurements are available. Personnel involved in the investigation include J.R. Wait (Principal Investigator), D.A. Hill (Co-Principal Investigator), K.P. Spies, A.Q. Howard, and Lana Slusher (Administrative Assistant).

THE Synthetic Liquid Fuels Act (30 U.S.C., 321-325, and amendments) became law April 5, 1944, and a period of intensive research and development in this field was begun by the Federal Bureau of Mines. As part of this program, bulletins were published on pressure hydrogenation,3 the Fischer-Tropsch synthesis,4 and nil stifle.5 The. Bureau also has published a short bibliography on coal gasification,6 mostly of a theoretical nature. Because anal gasification is prerequisite to either the Fischer-Tropsch or coal-hydrogenation processes, publishing this sizable collection of technical information in this form Will Ire valuable. The material will he presented in three parts. as follows I. United Stares Patents. II. United Kingdom, Australian, Canadian, and South African Patents. III. Other Foreign Patents. Part I appeared in early 1960. Part II follows.

As part of the development of the hot-carbonate scrubbing process by the Bureau of Mines, the corrosion rates of steel in boiling solutions of potassium carbonate saturated with carbon dioxide and hydrogen sulfide were determined, and the effectiveness of various inhibitors was evaluated by Bureau researchers. The highly corrosive solution of carbonate saturated with carbon dioxide can be inhibited with a 0.2-percent concentration of either potassium chromate or sodium metavanadate. Solutions of carbonate saturated with carbon dioxide and hydrogen sulfide are mildly corrosive, 0.01 inch per year. Complete absence of corrosion is obtained with 0.2 percent sodium metavanadate or 0.15 percent vanadium pentoxide. Oxidizing inhibitors such as potassium chromate are destroyed in the alkaline sulfide mixture, N-alkyl trimethylene diamines, at a concentration of 0.1 percent, lower the corrosion rate to about 0.005. Sodium metasilicate, at a concentration of 0.6 percent, completely inhibits the corrosion but may deposit free silica in the system. Commercial cladding materials such as the epoxy coatings also prevent corrosion.

ONE OF THE many services rendered by the Federal Bureau of Mines is the identification and general examination of ore and mineral samples. Many of these, coming from almost every State in the Union, are clay and shale samples. Other Government agencies, State geologists, universities, and other laboratories are often requested to make similar examinations. This publication describes methods of testing these samples. An earlier paper, published in 1943, described Bureau of Mines methods of testing such clays.3 This paper was to be followed later with another (part II) that would describe much more thorough testing than did the rather general outline of part I. Part I has been out of print for some time and needs revision, and part II was never written; hence, the present publication is designed to include part I and also those additions intended as part II. The tests presented in part I were simple, requiring only the ordinary equipment to be found in any good chemical laboratory. The second publication was to include a greater number of test procedures and information on increasing the accuracy and precision of those previously given.

The importance of "good voltage," especially for direct-current systems in coal mines, is not always fully appreciated. From the practical aspect there are three viewpoints from which low voltage may be considered, namely: (a) its effect upon operation of electrical equipment, (b) its effect upon cost of maintenance and power, and (c) its effect upon safety in the mine. The design of electrical motor-driven equipment usually is based upon a given or assumed constant value for the voltage of the system; consequently, when there is an appreciable drop below this value, unsatisfactory operation is likely to follow. In the case of shaker conveyors, for example, one manufacturer has pointed out that these conveyors must be operated at a certain definite speed if maximum output is to be secured. As shunt motors are used in the conveyor drives, either a rise or fall in voltage will produce corresponding changes in speed and thus seriously affect the efficiency of the conveyor. The introduction of automatic control for mine equipment has been greatly retarded because the relays, contactors, and other special devices required have failed to function properly when attempt was made to operate them on systems subject to variable and low-voltage conditions.

The U.S. Bureau of Mines has developed a regulated, intrinsically safe, rechargeable power supply for portable electronic equipment for underground use. The regulated output is ideal for microprocessor power requirements and is suited for operation in hazardous environments. Two rechargeable, sealed batteries are contained within the power supply. Provisions are made to use an external source of power if these batteries fail. Provisions are also made to charge these internal batteries when needed. The circuit is composed of three main circuits: the main regulator circuit, the input protection circuit, and the output protection circuit. The main regulator circuit provides remote voltage sensing, current sensing, fault monitoring, and internal thermal protection. The input protection circuit checks for excessive input current and low battery conditions. The output protection circuit contains two overvoltage detection devices. Schematics, a parts list, and a calibration procedure are provided in this report to enable readers to fabricate the power supply.

The work presented in this report represents the background activity which led to the fabrication and testing of a greenhorn and crowd limit switch system for electric shovels. The program began With a literature search and manufacturers product review to gather material as a basis for concept generation. Visits to three open pit mines provided information from operation and maintenance managers which was useful in preparing design concepts. These concepts were evaluated through laboratory tests and engineering analysis to select a final design concept. The resultant greenhorn is four separate shock absorbing pads each enclosed in a housing which bolts to the end of a dipper handle adaptor. The plungers impact against stops mounted to the saddle block. The crowd limit control is a nonmechanical device which senses the location of the dipper and makes appropriate commands to the crowd motor to insure against impacting the greenhorns. The electronic crowd limit control is redundant and indicates malfunction modes. The greenhorn prevents shovel damage in the unlikely event of impact.

New Mining Safety and Health Administration (MSHA) regulations limit the mass concentration of airborne diesel particulate matter (DPM) or, more specifically, the concentration of elemental carbon (EC), in underground mines. The mine operators are responding by introducing a variety of controls to reduce DPM in the mines, potentially including the evaluation of new maintenance procedures to reduce underground mine vehicle emissions. There is currently a lack of an inexpensive and dependable method to directly measure the DPM concentration emitted from the vehicle tailpipe. To that end, this work demonstrated a simple field portable method for estimating the mass concentration of elemental carbon exiting the tailpipe of a diesel engine using a direct reading photometer. Simultaneous measurements of tailpipe exhaust were made with a Thermo Electron Personal DataRAM 1200 photometer (particulate mass concentration based on light scattering) and by analyzing PM2.5 and PM1.0 samples collected on quartz fiber filters using the National Institute of Occupational Safety and Health (NIOSH) method 5040 (mass concentration of EC via thermal-optical method). Results indicate surprisingly good correlation (R2 ) 0.97) of the two methods when the data are adjusted for relative humidity (RH) and corrected using an empirically generated calibration factor. Although preliminary, it may be possible to implement this method in maintenance shops to monitor emission trends and to compare emissions of various vehicles in a fleet. Such data will be useful for fleet planning to meet new air quality standards.

Theoreticians in soil mechanics have been pursuing a probabilistic approach to the factor of safety of an embankment or darn for the past 10 years. The motivation for this work is in contrast to the current practice of deterministically computing a factor of safety and treating it as an absolute with no regard to its inherent statistical variability. Basic to the probabilistic approach is the selection of an appropriate statistical model to represent the histogram or probability density function (PDF) of the factor of safety values, Rather than simply assuming which PDF is appropriate, the Bureau of Mines collected data at two waste disposal embankments for consideration, This report addresses three candidate models, using the techniques of nonlinear curve fitting, and identifies the "best" model. A propagation of error formula for estimating the variability of Fellenius? factor of safety is also discussed.

Changes in that list were authorized in August, September, October, November, and December, 1931, and. January and March, 1932, as published in Reports of Investigations 3l40, 3147, 3l50, 3155, 3158, 3161, and 3163, respectively. The experience of the past 2 years has demonstrated clearly that mine explosions with heavy loss of life can be prevented. The investigations of the Safety Division of the United States Bureau of Mines disclose that during the fiscal year 1934 there were only 28 deaths from mine explosions in the United States, and during the fiscal year 1935 there were 54 deaths, a very favorable reduction when compared with an average death toll of 265 from this cause during the 20-year period prior to 1929. Although the frequency of occurrence of explosions has not decreased greatly during the past 7 years, there has been a marked decrease in severity, indicating that the coal-mining industry is taking more effective precautions to prevent the spread of explosions. A number of large coal-producing States, which in past years have experienced numerous disastrous explosions, have been free from such disasters for continuous periods of as much as 5 years or even longer. A study of several hundred mine explosions occurring in the United States during the past 10 years or more indicates that the factors mainly responsible for these explosions are inadequate or defective ventilation and disregard of the hazards from explosive gas. Both of these factors are subject to control, and if controlled it is safe to say that deaths from explosions would be reduced to a negligible number as relatively few explosions are now initiated by dust.
