Environmental legislation is changing rapidly throughout Australia at the present time, and with that change comes additional responsibilities for the mining and petroleum industries. Among the many changes that are being made are increased penalties for both criminal and accidental environmental impairment. The defences for criminal offences are limited and for other offences the laws may impose strict liability - in effect the offender is guilty until proven innocent. Mines may be included under contaminated land legislation, creating additional liabilities for clean-up, rehabilitation and long-term management. It is not unknown in Australia for the value of a mortgaged property to be less than the amount of the environmental liability acquired by a mortgagor in possession due to contamination of the site. An essential part of the management program for resource projects is now the regular conduct of an environmental audit, the results of which assist in the management of the legal and financial liabilities facing company directors and managers. The audit can also assist with negotiations with government agencies, staff, unions, insurers, Aboriginal and other community groups. An environmental audit may also help to ensure that companies are claiming the maximum allowable deductions for environmental works under the tax laws, and provide evidence in support of such claims. Environmental legislation affecting resource industries Environmental legislation in Australia is changing rapidly and can impose massive constraints, substantial administrative costs, and considerable liability on directors, managers and the corporation. Pollution control legislation Every State and Territory of Australia has a range of pollution control legislation contained in either individual acts relating to air, water, noise and land, or embodied in a single environment protection act. Pollution control legislation provides a critical management baseline for resource industries throughout Australia, often requiring the full-time attention of an environmental manager or an environmental department. In general, it is an offence to discharge effluents into water, or emit gases into the atmosphere above prescribed limits, cause noise above a regulated level, or contaminate land without a licence. A licence determines how much of a substance can be discharged, the location, the receiving environment, the quality, and the time at which discharges can be made or noise can be caused. Planning legislation Planning legislation controls where a project is located, how it will be constructed and operated, how large it is allowed to be, and what will happen once the project is completed. Development consents or approvals will generally contain a range of conditions controlling the preparation of the site, the construction of the facility and the way it is operated throughout its expected life time. Resource projects may be regarded under legislation as scheduled or designated developments requiring special treatment during the decision-making process. Under planning legislation, it is usual for resource projects to be subject to an environmental impact assessment process. Resource legislation Resource legislation specifically covering mining and petroleum in Australia, also contains requirements regarding protection of the environment during exploration for and extraction of minerals and oil. A mining or petroleum production lease usually contains numerous conditions regarding protection of the environment and rehabilitation of the site during and after the life of the extractive process.

The mining industry has been rightly proud of its environmental achievements and it would be fair to say that in some areas the Australian mining industry is at the forefront of world practice in environmental management and mine rehabilitation. The `environment' has certainly been a growth area over the past three decades with growing awareness in the 1960s, some large battles and the of significant legislation in the 1970s. The most important period however has been the 1980s and so far the 1990s where, in addition to the of some more rigorous legislation, we have seen the practical application of environmental management/rehabilitation Techniques.

Electronic Detonators have made significant strides over the last few years, both in quality of product and performance in different blast applications. The precision and flexibility of the SMARTDET units provides the mines with a powerful means of controlling blast results, giving both cost and productivity improvements. The PT Freeport Indonesiaæs Deep Ore Zone (DOZ) copper deposit is located in the province of Irian-Jaya, Indonesia. Currently, a block cave mine is being developed around this deposit. Production is scheduled to start the fourth-quarter of year 2000 and to ramp up to 25 000 tpd by year 2003. The air quantity requirement for this mine is equal to 780 m3/s. To supply this quantity, the mine will require five centrifugal fans (one 450 and four 750 kW fans). This study summarises the technical aspects related to the installation and commissioning of two of these fans. The fans were installed on the surface in parallel arrangement with two others. Each has a design capacity of 240 m3/s of air at 2.2 kPa of static pressure. The study presents the installation details from the underground shaft excavation and portal development through fan testing and commissioning. It also presents the results of a monitoring system that was installed to determine the fan duties.

In underground mine planning, many potentially value-eroding decisions are made due to a lack of time and proper evaluation practices. The information required for mine planning decisions goes beyond external sources of uncertainty that are recognised by typical evaluation techniques used in the mining industry, to include technical factors (eg mine development layout) and the ability of a mineral extraction project to achieve its anticipated production levels. Due to the individual characteristics that define underground mining projects, each will exhibit a different risk profile, and thus advanced optimisation and evaluation techniques are required to capture this information.As underground mine planning tools become more sophisticated, mine planners have the capacity to investigate numerous mine sequencing options to identify the best strategy for a given project, creating higher value for shareholders. This paper describes a risk-based evaluation methodology (RbEM) that accounts for financial and technical risk in the evaluation of underground mining projects. While the use of the RbEM has been described in previous works, no benchmarking of the benefits that can be realised from a change in those decisions that are made early in the process has been undertaken. To show the benefits that can be achieved from using the RbEM, this paper updates a case study to which the RbEM was applied, and takes a retrospective look at whether additional value would have been gained by following the strategic recommendation of the RbEM versus a typical optimisation exercise that aims to maximise the net present value.CITATION:Maybee, B, 2012. Managing productivity and improving efficiency for a healthy return on capital employed have become key mining industry strategies under prevailing tough global market conditions. However, achieving this in a multisystem environment such as a mining operation can be daunting. The field of discrete event simulation offers some relief, giving engineering teams insight into multivariable systems and stochastic processes. It allows for integrated system thinking and domain expertise to be woven into project thinking fibre. Directed system optimisation and therefore improved efficiency becomes possible. Furthermore, capital discipline accrues from optimal upgrade investments. This paper illustrates the practical application of this approach by reviewing a typical case study for a direct shipping iron ore operation. Dynamic simulation was used to establish maximum processing plant capacity under varying material characteristics and identify capital-efficient upgrades for increasing production.The study started with descriptive statistical analysis of existing data. Discrete equipment and system capacities were defined, followed by static plant mass balance calculations to establish bottlenecks and overall static capacity. Equipment ‘uptime’ and ‘downtime’ analyses established system and overall plant availability and utilisation. From this information, a dynamic simulation model could then be developed and initially calibrated against actual plant performance to verify its robustness. Once confirmed to accurately represent existing plant dynamics, system capacity response to variable changes could be tested to ultimately determine maximum plant capacity. Additionally, plant optimisation was incorporated to arrive at optimal upgrade points. Maximum capacity and necessary upgrades were established as a function primarily of feed size distribution. Additionally, the interfacing effects of rehandling feed material to the final product grade and potentially to life-of-mine were established as important outcomes. The usual focus of papers on fatty acid collector action in non-sulfide flotation is on the adsorption of the carboxylate and/or neutral molecule species at the mineral-solution interface. Little attention is paid as to whether or not the solution conditions correspond to true solutions, micellar and other self-assembly objects or precipitates. Our examination of the solution chemistry of the important fatty acid collector, oleic acid, has revealed that many, if not most investigators set their experimental conditions to be in micellar or precipitate domains while arguing, often by implication, that they have only solute species present. We have investigated the equilibrium solution domains usually encountered in studies of oleic acid flotation of such minerals as barite, calcite and fluorite. The alkaline earth-fatty acid and liquid oleic acid precipitate phases exert a strong influence on the solution chemistry, a fact not often appreciated in many studies.

A clay-capping trial was established in 1996 on Magazine Dump at the Mt Lyell Copper Mine. The trial was initially constructed under the Mount Lyell Remediation Research and Demonstration Program, a co-operative venture between the State and Federal governments. The detailed engineering design for the clay cover included the following features; reshaping and compaction of dump batters, 5 m vertical bench interval, overall side-slopes of 2.5:1, emplacement of clay in four 150 mm lifts, compaction by a 10 t vibrating roller or ætrack rollingÆ on batters with density testing for quality control. A small section at the base of the dump ( The trial also generated certain unexpected findings. Field permeability tests on the cover yielded uncertain results and oxygen remains available throughout the dump. The flow data indicate that, while total outflow has decreased as a result of storm shedding, inputs from groundwater and batter infiltration are still significant. Outflow during the driest weeks of the year may have risen following capping. Detailed assessment of the data is hampered by insufficient pre-capping information; however, there is a possibility that conductivity flux emitted when flows in the receiving environment are at their annual minimum is unchanged or worse post-capping.

Getting it right is a very profitable outcome. Shareholders would ideally like to see their directors get it right all the time on the major economic decisions. But it is very difficult for mining directors to get it right all the time in such an uncertain environment. Primary decision-makers of companies with significant stakes in the mining industry should get it right much more frequently. The legal measures of evidence (beyond reasonable doubt and on the balance of probabilities) can be used to determine whether grade estimates (a key revenue variable) are realistic. The application of this approach can be far reaching. More frequently correct decision-making would result in more effective allocation of limited resources (capital and labour). In turn, this would result in higher financial returns and a more extensive mining industry.

Cannington mine is a silver lead zinc operation located in north west Queensland. The operation has been in production since 1997. Ore is primarily moved through an underground material handling system comprising of a crusher, conveyor and hoist. The underground crusher and conveyor system were sited in lower grade ore when the mine was first commissioned. As Cannington is now a mature operation, this ore is considered run of mine and stoping progressed into the crusher exclusion zone. As the stoping fronts advanced there was increased damage on the crusher chamber and infrastructure. In response to monitoring data, the crusher monitoring system was significantly upgraded in 2016. The monitoring system included rock mass and infrastructure instrumentation. It improved the understanding of stress impacts and mechanisms driving the damage within the chamber. It allowed the site geotechnical team to respond to changes utilising ground support, mining sequences and increased levels of monitoring. As stoping and damage to the rock mass continued, so did the process of responding to monitoring data. Ultimately, the monitoring system enabled a safe and controlled closure of the chamber. For certain applications, steels have to feature a very distinct and well-defined level of cleanness in terms of the number and composition of non-metallic inclusions. Therefore, one crucial aspect of steelmaking is removing and controlling said non-metallic inclusions during the process. Particle removal during ladle refining comprises three stages, namely: 1. Flotation 2. Transport through the steel/slag interface 3. Dissolution of the particle in the slag. Only if all three stages are completed the particle can be considered as fully removed from the steel melt which, in turn, leads to the slag being one of the most influential parameters for inclusion removal and control. Depending on the composition of the particles and the slag, the dissolution can be controlled by different mechanisms. This study focuses on the diffusion-controlled dissolution of solid oxidic particles in slags. For this, a model of particle dissolution has been developed. For modelling diffusion, either the differential equation following Fick’s second law can be solved, or an analytical solution to this equation valid for stationary interfaces can be used. Both approaches allow for calculations of concentration profiles of the dissolving species in surrounding slag. From this, the mass flux can be derived, which finally leads to calculating the boundary layer velocity due to considerations of mass balance. In this work, both methods as well as results of dissolution experiments using High Temperature Confocal Scanning Laser Microscopy are compared. This research aims to provide a framework for diffusion-based dissolution modelling in further expanding the understanding of particle dissolution in secondary metallurgy.

This paper presents results of an investigation on acoustic emission characteristics of granite, sandstone and rock-like material in the unconfined compression and tensile tests. Both the acoustic emission signature and stress-stain curve are analysed in the experiments.The experimental results show that different acoustic emission characteristics are observed at different stress and deformation stages in unconfined compression and tensile testing. Extensive and unstable acoustic emission changes may be interpreted as indicating failure of the rock.

At Bulong, the mineralised (>0.8 per cent nickel) ore exists within numerous lithologies, which can and do occur coincidently. It is very important to discriminate between the different host units for estimation purposes, stockpiling and scheduling. This allocation of host unit has relied upon visual interpretation by the geologist recording the information, which can be very subjective by its nature. By using quantified constraints, such as assayed magnesium oxide and iron, the subjectivity of describing the host material of nickel laterite ore is reduced. The constraints permit consistent identification of the various host units, which improves the confidence in the overall estimation and scheduling of the ore.

Blasting is the most commonly used excavation technique in mining and civil engineering applications. Blasting induces strong ground motions and fracturing of rock mass in rock excavations. Particularly, high ground motions may also induce some instability problems of rock mass and structures nearby. Furthermore, it may cause some environmental problems due to noise as well as vibrations of structures near the populated areas. Furthermore, flyrocks is another major issue for the safety of people and damage to machinery and equipments when blasting is employed. In this study, the authors explore the ways how to estimate the ground motions as a function of distance, amount of explosive, number of holes. The ground motions were measured by stand-alone accelerometers developed by the first author and some empirical relations are developed. The effect of ground motions on the instability issues of benches such as sliding, toppling and rockfalls were investigated. Furthermore, the flyrock issue is investigated and some empirical relations to estimate the maximum distance of flyrocks from the blasting relations are compared and discussed. The South African mining industry first experienced en-masse use of electronic detonators in the Narrow Reef environment using AELÆs ElectrodetÖ pre-set delay system. In recent years, programmable systems such as AELÆs SmartdetÖ have also established their position, and within both AEL and the mines there has been important learning around the strengths and weaknesses of these systems. In general, the fixed delay systems tend to be more easily appreciated by less-skilled work teams, and are very well suited to simple layouts, especially long, narrow blasts. However, development of programmable row controllers and series delay inserts has greatly expanded the field of usefulness of these systems while retaining most of the simplicity of use. The programmable systems are immensely flexible and therefore able to function under any condition, but require a higher level of discipline and knowledge. Much has been done to address this issue and make the systems user friendly, so the systems have converged to some extent. These systems are both valuable tools for achieving control over blasting in underground and surface applications. The choice of system is very dependent on the prevailing conditions. Accurate timing with electronic enhancements continues to show an increasing range of benefits to mining operations. There is a strong parallel with non electronic initiation systems which helps to understand the appropriate use of the systems.

Close circuiting autogenous and semi-autogenous mills is an energy efficient way of grinding and a number of operations have utilised this in the design of their comminution circuits. Owing to the large flow of slurry through the mill that results from operating this way the grates and pulp lifters have to be designed to cope. However, the literature has little or no information on how grate and pulp lifter size and design are related to their ability to remove slurry from the mill. Over the last few years the JKMRC has been researching this area and has developed relationships between grate/pulp lifter design and flowrate capacity. At the same time it has determined the major causes of pulp lifter inefficiency and a solution to preventing this inefficiency (the Twin Chamber Pulp Lifter). This paper describes the models that have been developed through this program and uses industrial scale data to illustrate their accuracy. Results from the industrial trials of the Twin Chamber Pulp Lifter are also presented.

Mining the Carpathia orebody at the Ardlethan tin mine in the late 1970s involved an innovative approach to underground mining which stretched the limits of drilling and blasting techniques. Holes of up to 95 m in length were drilled and blasted from the surface to extract an orebody which extended from 45 m to approximately 95 m below surface. This approach resulted in the elimination of an underground drilling sublevel, thus minimising the costs and hazards associated with underground drilling and blasting. Now, almost 30 years on, this method would probably still be the most appropriate choice.

Recent mapping (1989-1992) by the Northern Territory Geological Survey in the Tennant Creek 1:250 000 map sheet area has resulted in substantial revision of the lithostratigraphy of the Tennant Creek Block (Donnellan, Hussey, and Morrison, in press). Briefly, the former Warramunga Group (Dunnet and Harding, 1967; Dodson and Gardener, 1978) is divided into the Warramunga Formation, and an overlying less deformed volcano-sedimentary succession, the Flynn Subgroup. The latter is conformably overlain by the Tomkinson Creek Subgroup of the Tomkinson Creek province in the north of the Tennant Creek Inlier. These two Subgroups constitute the Churchills Head Group which is essentially equivalent to the Hatches Creek Group of the Davenport province to the south of the Inlier.

Research conducted into backfill drainage at Mount Isa Mines since 1992 is described. Piping in draining backfilled stopes has been the primary cause of bulkhead failures and emphasis is placed on research into the piping mechanism. Laboratory and in situ tests aimed at understanding the piping mechanism have been conducted and the results are presented. A case history of piping in a draining bench stope fill mass is described and a technique for reducing the potential for bulkhead failures in bench stopes is presented. Hydraulic fill is produced by standard cycloning of tailings and the overflow (reject material) is sent to thickeners prior to placement in the tailings dams. Research into the partial introduction of thickener underflow into the backfill system and its influence on backfill drainage is also described.
