The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

The ability to precondition (weaken) a rock mass to enhance caving (cavability and fragmentation) is becoming increasingly important, as more potential caving deposits are in stronger rock masses, and at greater depth. This paper discusses a full-scale blast preconditioning experiment conducted at the Cadia East mining operation, including quantification of visible and microscale blast damage. From a cave mining perspective, the objectives of the experiment were to quantify the effect of confined blasting on rock mass characteristics relevant to enhanced caving, and to provide calibration data for the purpose of numerically modelling alternative blast preconditioning designs.The experiment was located approximately 360 m below surface, and consisted of two f165 mm blastholes (60 m vertical holes) and eight HQ diamond drill monitoring holes (35 m horizontal holes). The diamond drill holes were used to sample the rock mass before and after the blast at varying distances from the blastholes. Rock mass blast damage was quantified both visually using core logging, and on a microscale using LABYRINTH® statistical analysis of X-ray microtomography data. Results from the experiment indicated four major findings:on the visible scale, the experiment indicated a 147 per cent increase in the number of hairline cracks within 5 m (p value = 0.015), but no change in geotechnical logging parametersmicroscale tomography of intact rock samples indicate significant localised intact rock damage up to 4 m from the blasthole (p = 0.007)preliminary point load test results indicate that blast damage results in a significant reduction in intact rock strength (p = 0.050)the significant increase in porosity and microfracture size associated with damage provides a mechanism for reduced intact rock strength due to confined blasting.CITATION:Stewart, P C, Brunton, I, Francis, D and Chitombo, G, 2016. A clear understanding of the meanings of terms is important when discussing a project. Whether it is a submission, an investment study, a feasibility study, an environmental impact statement, an estimate, a tender, a contract, or a close-out.report, the need for all parties involved to understand what is under discussion or what has been written is paramount. The clarity of definition and the level of understanding can affect the outcome of the project. It is vital that all parties know what is wanted, what is expected, and what it will cost. This paper draws attention to some of the problems that beset many projects, clients, project managers and contractors, and it is hoped that its presentation will encourage us to pay more attention to defining what it is that is required. Ultimately we should all be the richer for having defined and understood the requirements at the beginning rather than at the end.

Situated in the Greymouth Coalfield, the Mt Davy Block contains a significant resource of high quality bituminous coal suitable for use in metallurgical coking coal blends. The coal, which is all low sulphur, is seen as a complementary deposit to export coking coal at Stockton Mine.   Previous drilling by State Coal Mines (1948 - 1953) and Japanese interests (1970's) have been supplemented by Coal New Zealand drilling (1992 - 1993) and surface mapping. A mining feasibility study was completed in late 1993 and approval gained for the driveage of an exploratory tunnel to the target seam.   Following construction of surface facilities, tunnel driveage on a 1:5 decline commenced from Rewanui in May 1995 and to date about half the required length has been driven. When the seam is intersected a comprehensive geotechnical testing programme will be undertaken to assess the in-situ mining conditions. It is expected that the results will confirm the assumptions made in the feasibility study.   The Mt Davy Mine, at depths of 500 - 700 metres, will be the deepest underground coal mine ever inNew Zealand and in-situ stresses (orientation and magnitude) will be important considerations for mining engineering. The coal has a high gas content and suitable techniques for gas control and prevention/mitigation of coal outbursts will be necessary.   Mine development is scheduled to commence in mid 1998 and an annual production level of 500 000 tonnes is forecast. The coal seams will be developed by continuous miner and coal extraction will be by hydraulic monitor. Coal will be pumped to the surface and from Rewanui transported five kilometres to Dunollie either by truck or slurry pipeline. At Dunollie a coal dewatering plant, coal stockpile and rail loadout will be constructed.

The problems of using comparatively simple x-ray diffraction equipment for quantitative analysis are examined. Internal standard and direct calibration procedures based upon the measurement of integrated diffraction energy (diffractometer peak area) have been developed for the determination of quartz in Broken Hill dusts. By these methods an accuracy of ± 10 per cent of the true value can be obtained and this can be improved to ±2 1/2 per cent by statistical methods if necessary.Rapid analysis for the components quartz, muscovite, rhodonite, galena, fluorite, sphalerite, calcite, and garnet has been developed by adaptation of direct calibration procedures and use of maximum diffraction energies (diffractometer peak height). Author's Note: Since the paper on "All-Flotation at North Broken Hill Limited" was read and discussed, the metallurgical results obtained have conclusively justified the adoption of the All-Flotation treatment.At present the shipping grades of lead concentrate produced from North mine ore range between 74% and 75% Pb, carrying approximately 43 oz. Ag and 4.5%-5% Zn. The lead recovery in lead concentrate is recording 95%-96% of the lead content of crude ore, and the milling and treatment cost on 6400 tons crude ore perweek of 96 hours has dropped to 6s. 3.6d. per ton on ore. With an increased ore tonnage, and with a new mill, considerable further reduction in costs is certain.New flotation machines, with 30 in. vertical depth of overflow (instead of 42 in. depth), are now being tried for the secondary granular treatment, with advantageous results. The treatment to-day is practically the same as that outlined in the paper, excepting that additional concentrate is returned for retreatment in the existing units.(Signed) A. LOWRY.Mr. T. A. Up to the end of World War n, flat-back cut and fill stoping with or without square sets was the universal method of ore extraction. Rapid changes in practice occurred during the post-war years; first, ore extraction was fully mechanized; secondly, the stope design for new levels, notably No. 17 Level Zinc Corporation Ltd. and No. 19 Level New Broken Hill Consolidated Ltd., was modified to suit this mechanization; and thirdly, sub-level and shrinkage stopes were developed in orebodies where cut and fill methods would be uneconomical. The following is a brief survey of the changes that have occurred-most of which were inaugurated during the last five years.ROCK DRILLINGDuring 1951 open stoping was investigated in detail. In order to reduce steel handling problems, forged steel onepass detachable bits were introduced, but were soon superseded by the "Swedish method". Investigation showed that when using a bar and arm mounted 3-in. drifter the overall drilling time was approximately 6 min. per ft. compared with 4 min. per ft. using the light jackhammer-airleg combination with 1-in. hex. by 4-in. collared shank tungsten carbide-tipped steel.Although competitive with tipped steels on a cost per foot drilled basis (excluding miner's time), detachable steel bits proved most unsatisfactory for hard drilling conditions.Rapid blunting necessitated frequent bit changes and thus caused lost drilling time. Nuclear magnetic resonance (NMR) has been utilised in the oil and gas industry for over 60 years. The technology was recently identified as having potential value in iron ore, where latent bound moisture may affect ore handling even after dewatering and extraction. The first step in introducing this technology to iron ore involved laboratory tests on drill core samples. These results established the parameters for a downhole borehole magnetic resonance (BMR) tool for iron-rich environments, which was subsequently developed. A major challenge involved shrinking what is a very large tool in the oil industry to a slimhole, lightweight, 1-man deployable mining tool.Of primary concern was the ability to measure the very fast transverse relaxation times (T2s) seen in the lab results on iron ore samples. Iron creates local field gradients that significantly decrease the T2 times. As a result, the BMR tool had to be able to measure T2s in the range of hundreds of microseconds, a level not required in clastic sedimentary formations. The choice of T2 cut-offs in iron ore is critical to successfully separating the free and bound fluids. The industry has typically focused on T2 cut-offs in clastics and carbonates, but not in systems with high iron content. Using core analysis results (poro-perm and NMR) we were able to verify the BMR response. The T2 cut-offs were determined from NMR core analysis and then applied to the logs so as to provide a continuous, calibrated permeability log.Field results that highlight the challenge involved in logging in iron-rich environments are presented, as well as some minimum requirements for a successful BMR log. Mineralisation processes in epithermal deposits in the North Island of New Zealand are best illustrated by considering the two most productive deposits: Waihi and the Thames Bonanza Zone (TBZ), which have different mineralogies and ore shoots geometries. These two deposits can be taken as typical of certain styles of epithermal deposits worldwide, and recognition of their differences can be used to develop mineralisation models of predictive value. Waihi, the major economic producer in the Coromandel Volcanic Zone (CVZ), has laterally near-continuous ore shoots over a vertical interval of 600 m which consist of quartz, chalcedony, pyrite, base metal sulphides and electrum. They are found in the foot wall of earlier quartz veins which contain quartz pseudomorphs after platy calcite and adularia. The Thames Bonanza Zone which was the second biggest producer in the CVZ has discrete near-vertical ore shoots over 300 m vertically, which consist of quartz, pyrite, base metal sulphides, electrum and in their upper parts barite, that are enclosed in veins of quartz.   The gold mineralisation in both deposits is considered to be a co-precipitate with pyrite, with that at Waihi produced by prolonged boiling in an upflow of a hydrothermal system. That at the TBZ was produced by mixing a deep water primed for gold deposition by prior limited boiling, with an oxidised condensate of the steam released by the boiling, in an outflow proximal to the system's upflow.

In presenting this address I am conscious of the honour that has been paid me in my election to this important office, and I am very aware that I follow, in the position of President, many distinguished men who have led the Institute over the 70 years since its inauguration in Broken Hill in 1893.It is perhaps appropriate tonight that I intend to talk about a metal which recalls the birth-place of the Institute, and is also one with which I have had a direct association throughout the whole of my working career. This metal is Silver.Silver is associated traditionally in everyone's mind with money and silverware, and has always been prized for its natural beauty and elegance. It is today one of the few metals in which world consumption has outstripped production, and the events which have occurred to bring about this situation make an interesting story.In telling this story, I propose firstly to indicate our development as a silver producing country, give an historical review of the metal, trace its use as currency and the factors influencing its price, and then say something of the old and new uses of silver. Finally I shall give some comments on silver production in Australia today.Australia, with 6-5 per cent of the world's output of silver, ranks sixth among the producer countries and over the years has contributed 892.5 million ounces to the world's supply which, based upon production since the discovery ofAmerica, is estimated to have been 22,150 million ounces or nearly 680,000 tons.Although our production appears relatively small by...

As this is the first occasion I have had, and probably will be the only opportunity I shall have, of addressing such a large gathering of members and of student members of the Institute, I desire to- express my very deep appreciation of the honour 'you have paid me in electing me to the office of President for the current year. I realise also that such selection is a tribute to the Company which controls operations here, the centre selected for the annual meeting, but nevertheless there is afforded to the recipient a great deal of pride and of pleasure to hold the highest office in what is, in my opinion, undoubtedly the most important engineering society in Australasia.The past year has witnessed an unprecedented and unparalleled event in the history of the British Empire, and I think that we must all feel a wonderful sense of proud patriotism; the whole world was forced to admire the public calm and the dignity which accompanied the change in our Sovereign Ruler, and great tribute is due to the statesmanship of the Prime Minister, Mr. Baldwin. At this time, we should, I think, place on record our prayer, in common with all his people, that His Majesty, King George the Sixth, may enjoy a long and prosperous reign.The meeting at Port Pirie recalls one who did so much for the advancement of mining and metallurgy, especially in Australia. I refer to the late Mr. Delprat, who, as General Manager of The Broken Hill Proprietary Company Limited, had under his control for many years the smeltery in this centre. In preparing a paper such as this it was thought that the Newstan Colliery Company Ltd., being comparatively new, would need some introduction to mining people in general.The Newstan Company was formed by the Joint Coal Board in December, 1948 during a period of acute coal shortages. The Company took over the holdings of what were known as the Olstan and Northumberland Collieries, situated at Fassifern, alongside Lake Macquarie and adjacent to the Great Northern Railway, within easy rail access of Sydney and Newcastle, as shown on the locality plan (Fig. 1).The Company was developed in order to produce steaming coal for the power house trade and has continued its activities in the steaming coal trade since its inception. The Olstan and Northumberland collieries were together producing some 300 tons per day when the Company was formed, and it was from this foundation that the colliery was built. The planned development of the Company has been along the lines of producing coal by modern, highly mechanised methods, together with the preparation of theproduct for the consumer, to the highest degree possible consistent with up to date methods.In the comparatively short time of 5t years the mine has developed from a small hand-won coal unit to a high capacity modern mine, one of Australia's largest producers, with an output capacity as high as 3,000 tons per shift.

The iron ore industry faces significant challenges in the control of dust to meet emissions regulations and goals, as well as ensuring sustainable operations. This paper describes some of the different techniques and innovative technologies that are being developed and implemented to improve the suppression of airborne dust, specifically through the use of high energy micromist sprays. The utilisation of computational fluid dynamics (CFD) modelling and simulation is identified and described as a key enabling technology for an improvement in dust suppression solutions both from a level of understanding the source and flow of dust emissions, and for the development of new systems that can be used in the iron ore industry. CFD modelling is shown to be effective for modelling both spray dispersion and cross-wind effects, allowing designers to develop high-efficiency dust suppression systems with a greatly improved level of confidence when compared to traditional techniques. New high energy micromist technology is also outlined as a key element in developing high-efficiency dust suppression systems. Experimental results and industry applications are presented to demonstrate the significant improvements that can be achieved in suppressing or reducing airborne dust emissions.CITATION:Roberts, J M and Wypych, P W, 2017. The Dugald River zinc-lead deposit is located 60 km northwest of Cloncurry. It was discovered prior to 1881, and since 1937, has been the subject of several drilling programmcs which have outlined a resource potential of 60 million tonnes grading 10 per cent zinc, 1 per cent lead, and 30 g/t silver.The deposit is a classical example of stratiform zinc lead mineralization in a black shale host. It occurs within a restricted clastic sedimentary basin within the Corella Formation of Carpentarian (Middle Proterozoic) age. Sabkha, lacustrine and fluvial sedimentary environments have been recognized within this basin. Each environment is characterized by suites of evaporite mineral pseudomorphs, after both shortite and gypsum, indicating that both alkaline and hypersaline environments prevailed at different times during basin evolution. The Dugald Slates which host the zinc-·lead mineralization are lacustrine in origin. Thin Mount Isa-type K-rich tuffite beds occur in the Dugald Slates and in the sabkha sequences.The basin as a whole appears not 10 have been marine, and 10 have had strong tectonic controls on its depositional history.The mineral deposit itself is conformable within the Dugald Slates and many primary sedimentary and soft-sediment deformation structures are preserved. It has a strike length of 2 km, average width of 10 m, and a westerly dip of 50-80 . Drilling suggests continuity to 1000 m vertical depth. The predominant sulphides are pyrrhotite, pyrite, sphalerite and galena in graphitic slate and quartz-carbonate ganguc. Anomalous concentrations of barium, manganese, cadmium, mercury and antimony are present in the ore.The deposit crops out over a distance of 2 km as a gossan ranging from 5-15 m in width. There is a striking vegetation anomaly over the gossanous outcrops. The gossan is enriched in lead, silver, antimony, barium, titaniulll, silica and iron, with respect to the primary mineralization. The depth of total oxidation reaches about 20 m.Cieochemical and geophysical test surveys over the deposit give pronounced anomalies.

FOR rapidly marking in geological and topographical features on parish plans, the author has used the Veeder cyclometer with very satisfactory results. A simple Veeder cyclometer, usually retailed at cycle depots at 4s., is fixed to the axle of the front wheel of an ordinary bicycle. The cyclometer is desigued to read in miles and tenths of miles, which are recorded through gearing actuated by a striker on a spoke of the bicycle wheel engaging one of the vanes of the cyclometer once every revolution.By using 80 strikers the reading would be in chains and tenths of chains; therefore the use of 8 strikers gives the reading in chains, utilizing all the figures. The cyclometer is designed to be placed on the right-hand side of the bicycle, and takes up a minimum of space, being only about the size of the top joint of the thumb. With some makes of cycles there is insufficient clearance, so the cyclometer must then be placed on the left side, and the 8 strikers made to engage the top vanes, as shown in the sketch (Fig. 1).Very accurate readings can be obtained by this instrument. Many people are familiar with the use of marine echo sounders which are used by fishermen to monitor water depth and locate schools of fish. Similar technology has recently been used in some West Australian mines to provide detailed maps of ore contacts and other geological structures. Whilst drillhole intersections provide details of the location of a contact at a point, echo sounding can be used to obtain a continuous profile of the contact. A series of profiles together with drillhole intersection data can be used to build a more accurate geological model than can be inferred from drillhole intersections alone. The benefits of this are more complete ore extraction, less dilution and the ability to make more informed financial decisions. This paper presents a case history which demonstrates the successful application of the technology.

THE Wonthaggi coal-field lies south easterly from Melbourne at a distance by rail of 86 miles, on the flats of the Powlett River, immediately to the south of the deep-cut valleys and steep intervening ridges in the Jurassic rocks of the Bass Range and itsfoot-hills. The coal-bearing area is covered with a thin layer of late Tertiary and Recent deposits, which serve to mask the true character of the underlying coal-bearing rocks and effectually prevent the appearance of any coal outcrop. Two or three bores sunk prior to 1890 had shown the locality to be really a potential coal-bearing one. The rapid development of the Australian steel industry over the past twenty years has greatly increased the demand for coking coal from the collieries owned by the Broken Hill Proprietary Co. Ltd. and Australian Iron & Steel Ltd. This in turn has called for an intensive and continuous programme of colliery expansion and new colliery development, along with the reorganization and modernization of existing collieries.This paper presents a general description of the factors involved and the techniques used in planning modern colliery development for the steel industry.PRELIMINARY GEOLOGICAL INVESTIGATIONSIn any colliery development, preliminary geological investigations require a detailed and practical knowledge of the geology and characteristics of the coal-field as a whole. Scanning electron microscope–Mineral Liberation Analyser SEM-MLA can be used to discriminate between hematite/magnetite in iron ores, but achieving backscattered electron (BSE) segmentation between the two minerals is difficult for particles =75 µm using typical preparation and analysis methods for the MLA based on a tungsten filament SEM (Quanta 400) with 25 kV high voltage. Preparing iron ore sample mounts using a slow-speed polishing method, and conducting the experiment on a field emission gun SEM-MLA (Quanta 650) with the high voltage (HV) setting lowered to 15 kV reduces instrument noise and results in very clean BSE images and segmentation. This method requires new X-ray standards to be acquired for each mineral identity at 15 kV because of major changes in the spectra at lower kV. "Ore mineralogy and texture are primary variables controlling mill recovery efficiency in flotation plants. However, tracking daily variations of key mineralogical characteristics such as species-by-species liberation is not possible with current on stream analysers and assay lab techniques. In addition, traditional plant mineralogical analysis limited by long data turn-around times from central analysis laboratories typically provides only a time-averaged view of mill performance, e.g. by means of monthly composite feed, con or tailings analysis.This paper presents the results of a development and first field test of an on-site Automated Mineralogy solution (MLA or QEMSCAN) with the specific goal of monitoring recovery variation, ore quality and flotation performance on a mineral species-by-species and day-by-day basis, from up to twelve million direct particle observations per month. The trial was performed at a Pb/Zn-Ag operation in the US from November 2012 to April 2013. The focus of the study was three-fold: to validate the robustness of equipment and operational procedures for daily use by mine site technicians at a remote mine site to develop a methodology to boil down hundred-thousands of Automated Mineralogy particle data from size-by-size con and tailings samples to a couple of numbers meaningful to chief metallurgists to monitor recovery trend changes and correlate these to changes in the feed properties and/or flotation efficiency.The study focused primarily on the Pb/Ag rougher-concentrator circuit. Ten polished blocks of two and three size fractions of con and tailings were prepared by mine site technicians during a daily twelve hour shift. Eight hours of daily measurement time by the instrument revealed an estimate of the dayÆs recovery performance, ore quality and flotation performance for Freibergite (Ag-species) and Galena (Pb-species), within 36 hours from initial sampling. Data quality was assessed by means of calculated versus measured assay reconciliation. Cumulative sum curves of recovery performance, ore quality and flotation performance reveal trend changes with a frequency of 1 to 4 weeks.
