One of the important directions of further increase of quality and efficiency of control of mining companies and branches is the creation of the operation and development monitoring systems of such facilities. The main purpose of these systems is to provide managers with reliable and timely information on the current state and typical tendencies of operation of the facilities under control. However until the present time no scientific and methodical ground for system monitoring of the mining companies and branches has been created. Therefore, the authors of the report have aimed to assess the current situation with regard to the researches in this field and to do analysis of the most important aspects and ways of solution of the issue under consideration.

The Clyde Power Project, and its Clutha Valley Development forerunner, has taken widespread investigations for various hydroelectric purposes both along the valley floors upstream from Alexandra and on the higher schist terrain. As part of this work the nature and extent of many of the alluvial deposits have been resolved and the ages established with varying precision. Gold values have been approximately appraised in some areas as an element of environmental assessment.

Mining law has developed in Great Britain (GB) over centuries, mainly in response to lessons learned after disasters and other major incidents. This has led to a culture of preventing repeat accidents, rather than predicting and controlling unsafe acts or conditions.This paper explains how, initially in response to a government drive to reduce the burden on industry, the opportunity was taken to review and reform all 48 sets of GB mining-specific law into a single document. L&M have been involved on the Shotover since 1980 when we joined Jack and Barney Ryan, who had started in 1972 with gold at $45 per ounce after a successful career as roading and demolition contractors in Christchurch. The first 85 tonne plant was a typical NZ trammel-riffle table plant with an armour plated hull for surviving Shotover floods, and was fed by a 53 tonne UH20 excavator. All this gear had to be carted in over the Skippers road on a small truck or sledge for the heavy loads. This operation was successful and generated the cash flow to sample the lower section of river and plan a second plant. To reduce fine gold losses this was planned to be a jig recovery plant and also included a vibrating screen which saved space and weight over a trammel. There are five flowlines of primary jigs and one secondary, followed by two Knudsen bowls for cleanup.

Coal exploration has traditionally involved the acquisition of data to enable a resource to be quantified and qualified to the extent that its economic potential can be determined. This process commonly relied on: drilling to determine the depth and thickness of coal seams, broad characterisation of the overburden and interburden, and to provide cores for coal quality analyses; basic wireline logging to cross-check the depth and thickness of coal seams and provide some indication of rock mass strength; and basic surface geophysics and remote sensing to identify major geological structures. In recent years, the adoption of the JORC Code as a basis for the reporting of resources and reserves has placed a greater emphasis on the need for detailed, reproducible data sets that not only satisfy the traditional requirements of mine planners, but also satisfy the governance requirements of corporate and financial institutions. Similarly, the development of sophisticated numerical modelling techniques for use in both open cut and underground mine design, has seen a greater demand for precise geotechnical data, in situ stress characterisation and hydrological information as routine input to the design process. These requirements, coupled with the prevailing trend toward high capital, relatively inflexible mining techniques less tolerant of geological surprises, and the need for consideration of environmental issues such as groundwater impacts and surface subsidence, requires that modern exploration programs be multifaceted, and designed to commence capturing data relevant to ædownstream issuesÆ even during the initial phases of exploration planning.

In New Zealand, volcanogenic massive sulfide (VMS) deposits are found in three main geological environments associated with: 1.   ophiolitic basalts of Oligocene age in Northland and East Cape (eg Pupuke, Pakotai, Parakao and Lottin Point); 2.   with chert and pillow lava in greywacke sequences of Permian-Jurassic age (Torlesse and Waipapa terranes; eg Kawau Island, Te Kumi and Maharahara) and their metamorphic equivalents (Haast Schist; eg Moke Creek and Waitahuna); and 3.   with greenschists (metabasalts) and metaserpentinite of Permian-Triassic age (Ponamu Ultramafics) in Westland (eg Bowen and Wilberg ranges). The deposits consist of small lenses of disseminated to massive sulfide minerals, mainly pyrite and chalcopyrite. Small quantities of copper ore were mined from some deposits in the 1800s (eg Kawau Island from 1846), with the last mining at Parakao from 1961 to 1966. Several deposits have been recently examined for their gold potential with assays on sulfide rock samples as high as 75 g/t Au (Lottin Point).

The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

Simcoa Operations is the only silicon smelter in the region and since the plant was commissioned in late-1989, has progressed from supplying silicon metal to the secondary aluminium market to the current position of supplying in excess of 90 per cent of its production to the high quality chemical and primary aluminium markets. This position has been achieved through the unique advantage which Simcoa has developed within the industry, namely raw materials, people and Simcoa's ability to adopt and use modern technology. A quality culture was instilled into the workforce prior to commissioning which ultimately led to AS3902 qualification in 1992. Simcoa has continued its quality drive through the formation of 'Simcoa's Quality Leadership Process' which is planned to make Simcoa the best silicon producer in the world.

This paper examines the problem of optimising the life-of-mine costs of an underground mine, focussing particularly on the costs associated with the underground development needed to provide access to and haulage from the ore zones. This mine optimisation problem is modelled as a network and a solution technique is outlined. The effectiveness of this solution technique is then demonstrated by applying it to a prototype test example and some actual case studies. Finally, extensions of this technique to other underground mining problems are discussed.

The provision of professional engineering services in Queensland is regulated through the Professional Engineers Act 2002. The Act requires that anyone providing professional engineering services must be registered and is subject to continuing professional development requirements. The engineering profession is actively requesting the Queensland Government to expand registration to include associate and technologist engineering practitioners. In view of the strong moves at the Federal level towards national registration of professional groups the lessons of the Queensland experience are very relevant across Australia. This paper describes the rationale behind the Act and outlines its operation. It discusses some misconceptions regarding the applicability of the Act to various engineering activities. There is much that the Act has to offer individual engineers and industry generally in establishing, articulating and maintaining standards for professional engineering work. The paper considers legal actions taken to date under the provisions of the Act and discusses the way in which this parallels industry moves towards quality assurance of work force capability.

The detection of ethylene in mined-out ‘goaf’ areas of underground coalmines is an industry standard indicator of accelerated oxidation where the coal temperature has exceeded 100°C. If uncontrolled, this naturally occurring process can lead to spontaneous combustion and catastrophic mine explosions, such as the Moura No 2 mine explosion. Spontaneous combustion trigger action response plans (TARPs) typically use the detection of ethylene as a trigger for definite change requiring immediate reaction, which can include the withdrawal of coalmine workers.Following the completion of sealing of longwall goaves at Crinum North Mine, ethylene was often detected in trace quantities. These trace quantities were below 1 ppm and detected via the bag sampling regime, with the use of a gas chromatograph. Any ethylene detected in these instances was not associated with increased quantities of carbon monoxide to conclusively indicate a heating within the sealed area.Ethylene was only detected in a newly sealed goaf and would not remain present for a period following the sealing. As part of the longwall recovery process, the predominant roof support mechanism during the recovery was the use of timber cribs. It was decided to investigate the possibility of this timber generating ethylene.Preliminary tests were completed by placing timber specimens from several species of Australian native hardwoods in gas bags in air. Over time, some of the samples showed significant levels of ethylene within the bags.CITATION:Westthorp, E and Phillips, J, 2017. The OK orebody comprises a steep dipping narrow quartz reef averaging 0.4 m in width hosted in basalt and gabbro with porphyry bars cross-cutting through it. The following paper tracks the mining of this orebody, challenges encountered, measures undertaken to address these challenges and changes in mining conditions and methods as the mine matured in both depth and age. The initial mining method was narrow vein hand held shrink stoping accessed by shaft, that over the period of the mines life was superseded by gallery stoping, shrink stoping and ultimately mechanised narrow vein long hole sublevel open stoping. The reasoning behind the change in mining methods is detailed, including safety and cost benefits. The transition presented many challenges that were overcome, resulting in the successful development of a narrow vein long hole stoping method. The lessons learnt during the transition period and the practices and principles developed for successful mining of narrow vein orebodies using long-hole open stoping methods are summarised in this paper. The final section of the paper takes a retrospective view of how the knowledge gained through the mining of the OK orebody would be applied to a new mine containing an orebody of this type, with consideration given to the initial excavation design, equipment selection, mining sequence, geotechnical investigations and mining method used.

The Crown Minerals Act provides a new+framework for the management of Crown owned minerals and requires that regard be had for the principles of the Treaty of Waitangi. The Act requires the preparation of Minerals Programmes to achieve the Act's objectives of efficient allocation of rights and the recovery of a fair financial return on its minerals. Efficient allocation requires that a permit is allocated to the party which values it most highly. A fair financial return to the Crown must be considered in the context of the economic rent available from individual mineral projects, with the proviso that a nil return to the Crown as the owner of the resource will not be considered a fair return from the community's perspective.

Within ten months of the first significant intersection on the Vera deposit, approval was given to proceed with a $28.3 M underground development of the Vera-Nancy gold mine. Contrary to what the timeframe suggests, the development of the underground mine was planned in a logical and methodical manner which enabled confirmation of the resource, evaluation of the orebody for mining and sufficient production to recommence milling operations at the Pajingo treatment plant. This paper describes the underlying factors on which the project was planned and developed. The approach has successfully enabled the mine to be in production 18 months after discovery without compromising any future production or potential expansion

Gold was first discovered on the Shotover by Thomas Arthur in 1862, and soon there were over 3000 miners working on the river. It has often been called the richest river in the world. Most countries probably have one of these, but it was certainly the richest in New Zealand. In the early days some miners collected as much as 200 oz/d from a sluice box, and the early river gravels must have been extremely rich before the gold bearing terrace gravels were sluiced into the river. Otago produced about 10 Moz out of the NZ total of over 30 Moz. Most of this was alluvial and possibly one third or more came from the Shotover. The extremely cold winter and danger of flooding made it a dangerous river to work. During 1863 when heavy rain melted snow in the high country, the river rose 35 ft overnight and drowned many miners camped on the banks. These hazards still exist and dominate the method of working. The early hand miners cleaned out much of the riverbed, and the advent of the hydraulic elevator enabled deeper parts of the river to be worked over. Extensive sluicing of high terraces also took place particularly around Skippers. Several companies have attempted operations on the Shotover. Many of these were distinctly unsuccessful, such as the suction dredge at Maori Point about 1930 and the Skippers Limited fluming in about 1934. At least two attempts were made to divert the river with the Sandhills cut above Skippers and the Oxenbridge Tunnel down near Arthur's Point.

The Earth Moving Equipment Safety Round Table (EMESRT) was established by mining companies in 2006 to influence manufacturer's equipment design through a process of engagement. 2010 EMESRT member companies include Anglo American, Barrick, BHP Billiton, Centennial Coal, Collahausi, Newcrest, Newmont, Rio Tinto, Vale and Xstrata.Driven by a persistent need for retrofits to new equipment, such as haul trucks, EMESRT initially engaged with Surface Equipment Manufacturers including Caterpillar, Komatsu, Leibherr, Hitachi, Le Tourneau and Terex. These OEMs responded positively to the EMESRT initiative, welcoming the opportunity for dialogue with an aligned industry regarding human factors issues related to equipment design, rather than needing to respond to the disparate range of demands for design modifications previously received from individual customers. This engagement process is about making global sustained changes within the OEM organisations and within the mining companies. It is a very international exercise. For example, over two weeks in September 2010, a total of 21 different miners from ten different companies travelled from Australia, South Africa, Canada, Brazil, Singapore and the United States to engage with OEM counterparts who assembled from the United States, Japan, France, Sweden, Finland and Germany. EMESRT Surface Group representatives completed a whirlwind tour of the major North American manufacturers of mining equipment. Starting in Dallas (Atlas Copco, LeTourneau), this tour passed through Gainesville (Sandvik), Newport News (Liebherr), Guelph - Ontario (Hitachi) and Milwaukee (P&H Mining/Joy Global; Bucyrus), before winding up in Peoria, Illinois (Komatsu, Caterpillar). Over nine meetings, this group engaged with 129 individuals from nine OEMs. The EMESRT group welcomed miners from four non-member companies to come along for the meetings. These companies are Syncrude Canada Ltd, the Kearl Oil Sands Project - Imperial Oil (ESSO), Suncor Energy Ltd and Teck Resources Ltd.Other mining industry sectors have now expanded the EMESRT scope from surface mining to include exploration and underground mining equipment. In 2009, EMESRT was organised into four Technical Groups, consisting of EMESRT member company representatives, to focus on engagement with OEMs of surface, underground coal and soft rock, underground hard rock, and exploration drilling equipment. An advisory group has been formed to coordinate activities between all workgroups and provide strategic direction and cohesion between all activities. The Minerals Industry Safety and Health Centre (UQ-SMI) facilitates and coordinates all EMESRT activities on behalf of member companies. Building on successes with individual Surface Mining OEMs, EMESRT now aims to help OEMs in their transition to a sustainable design process that will incorporate and address specific design philosophies at the concept phase of design, so that significant improvements can be made up front for little cost within the overall budget. EMESRT members plan to educate all stakeholders, internally, within their own companies, and externally, by addressing industry associations, regulators and other end users about new ways of evaluating equipment design based on EMESRT purchasing specifications. This presentation will outline the EMESRT approach and report on progress in 2010.

Study of the distribution of minor elements between copper matte andfayalite slag is important in determining appropriate methods tomaximise the recovery of valuable metals and the rejection of harmfulelements. Boliden Mineral AB operate a large copper smelter in northern Sweden, where they had noted that the loss of silver to the slag in the settling furnace appeared to be a direct function of the tin content of the slag. This work was aimed at determining whether or not this was a cause-and-effect relationship. Copper matte containing approximately 50 wt per cent copper and small amounts of silver and tin was equilibrated with silica-saturated fayalite slag at 1250¦C, then quenched. The matte and slag were then analysed for their silver and tin contents. It was found that there was no relationship between the silver distribution and the tin distribution. The silver matte/slag distribution ratio had a value of 120 ¦ 40 while that for tin was 2.8 ¦ 0.3. It is suggested that the most likely cause of the relationship observed at the Boliden smelter was matte entrainment in the slag.
