Earnest Advocacy - A Key to Sustainable Minerals Industry Education - A Philippine Experience

Since October 1972, New Zealand Steel Mining Ltd has loaded around ten million tonnes of ironsand concentrate from single-point mooring buoys located off-shore at Taharoa on the west coast of the North Island of New Zealand. Before the first off-shore loading system was installed a considerable research effort was applied to proving the slurry loading technique. Subsequently the system has been expanded and a new buoy, pipelines and pumping system were installed in early 1978. Since then 110 000 DWT class ore carriers have been loaded at rates of around 2600 tonnes per hour through twin submarine pipelines. This paper reviews the operation of the ship loading system and attempts to answer the question: 'If the Taharoa operation were to be planned in 1980, would the same research spending be necessary or have published research results since, made such practical tests unnecessary?'

Disasters are often tragic outcomes of high-risk technologies such as mines. In Australia, more mines are being developed every day, and the risk of disasters is ever increasing. No matter how effective our conventional safety devices are, there is a form of accident that is inevitable. These relate to accidents that result from æinteracting failuresÆ in a way that could not be foreseen by the designers. In so-called ætightly coupled production systemsÆ (processes that happen very fast, such as on a high producing mine) the risk is even higher and our risk controls mostly introduce some sort of a technological fix. While we are at the one hand attempting to control the risk, we are also introducing another level of complexity. Are we really controlling the risk? This is one of the fundamental questions that will be addressed in this paper: Do we have the ability within the mining industry and other industries to effectively prevent these catastrophes, or are we, on the contrary, faced with an increasing risk as a result of increasing complexities of our technology, management systems and practices. This paper will contend that perceived improvement in risk control is an illusion of activity, and that the likelihood of mining catastrophes may be exponentially increasing. Although the paper focuses on the mining sector many aspects may be applicable across a range of industries. This paper will further contend that we are applying the right solutions to the wrong problems. Our focus is technological and procedural, while our problem is one of production cultures ripe for error and failure.

Reliable evaluation of in situ stress is an important phase in the analysis and design of underground excavations, particularly for evaluating the stability of underground structures to prevent failure or collapse. A technique for the estimation of the full stress tensor based on acoustic emission (the Kaiser effect) is being developed and trialed at the WA School of Mines. The result obtained compare well with the standard over-coring method. The advantages of the technique are that it is relatively cheap, non-time consuming and is applicable to in situ stress measurements at depth in remote regions.

An assessment is made of the potential for thick seam underground mining of black coal in Australia. A brief summary is given of the geo-mechanical environment and previous mining history existing in a number of areas of particular interest from the point of view of thick seam mining. A classification of thick seam mining methods is presented with emphasis on the critical geo-mechanical parameters influencing the performance of such methods. A summary is made of perceived geo-mechanical research requirements related to thick seam mining in Australian coalfields.

As one of the four basic sciences, the study of geology is intrinsically worthy as a means of increasing fundamental knowledge of the behaviour and evolution of the universe. Geological knowledge can also be translated into practical outcomes for society such as resource discovery and protection of the environment. Australia has a long tradition of providing very high quality geoscience programs to prepare graduates for a range of occupations. We are, however, reaching a nexus in the way universities should or can deliver engaging programs. This has been triggered by the rapid evolution of the digital world (the Internet of Things), new technologies, unprecedented access to information, better understanding of the processes by which we learn and adapt our thinking, growing complexity in the problems we must face or opportunities to grasp, and university funding models. Designing education programs for the next generation of geologists extends far beyond tinkering with syllabuses. We must develop skills sets that will allow graduates to work in rapidly changing landscapes, but in doing so may have to sacrifice content to build capability in our graduates. Whereas universities must respond to changing demands on graduates by ensuring degree programs contain an appropriate balance of material and high quality of delivery, industry and government must also fulfil their responsibilities to provide additional training programs for graduates to assist their rapid transition into independent professionals. This paper examines various educational issues being considered in developing the new Decadal Plan for the Earth Sciences, and reflects on directions that education is heading in many of our universities.CITATION:Cohen, D R, 2017. With the advent of the resources boom in the late 1960s most of the larger scale resources projects in Australasia were commissioned on an æowner miningÆ basis, where the mine owners owned and operated the primary mining equipment. Then, in the 1980s with the arrival of the gold mining boom in Western Australia and elsewhere, a change occurred û most of the mining activities were carried out on a contract mining basis. Over recent years, however, there has been a marked trend amongst larger Australasian open pit mining operations back towards owner-controlled and operated mining operations. The reasons for this are many and are addressed in the paper, but centre on the concept of the owner being prepared to assume more of the mining risk in exchange for the advantage of not having to pay a contractorÆs profit margin. Where mining contracts are entered into, the older æschedule of ratesÆ format is being replaced with less adversarial and more entrepreneurial contract alternatives involving operating cost and risk sharing in a spirit of æfair dealingÆ. Leasing and maintenance issues have also been influenced in recent years by the advent of more flexible contract arrangements with equipment suppliers. Group purchasing has also had some influence for project operators. For many mine owners, the optimal risk management profile involves a practical offsetting of the assumption of mining risk on the one hand, against the removal of litigation risk and potentially reduced operating costs on the other. Potential pitfalls may arise where equipment size and type requirements vary with time or where manpower management, mining flexibility, job skills or safety exposure factors are relevant. These issues are commented on in the context of some well known examples, and an update is provided on contract mining versus owner operation in large scale Australasian open pit mining generally.

Detailed characteristics of gold from Pliocene auriferous quartz gravels from Waimumu (Southland) have been studied using a combination of optical microscopy, energy dispersive microprobe analysis and scanning electron microscopy techniques. The gold at Waimumu is classified as either: 1. detrital gold, or 2. irregular gold. A number of different morphologies a recognisable within each 'gold type'. Evidence is given for an predominently authigenic origin for some of the gold at Waimumu.

The source and transport regions of fluidised (transported) breccias outcrop in the Cloncurry Fe-oxide-Cu-Au district, providing insights into the origins of other fluidised magmatic-hydrothermal breccias such as kimberlites. Discordant dikes and pipes with rounded clasts of metasedimentary calc-silicate rocks and minor felsic and mafic intrusions extend several kilometres upwards and outwards from the contact aureole of the 1530 Ma Williams Batholith into overlying schists and amphibolites. The brecciation initiated at depths >10 km and may have resulted in surface breaching. We used analytical equations for particle transport to estimate clast velocities (eÆ 20 ms-1), approaching volcanic ejecta rates (up to 80 ms-1). The wide range of CO2 fluid inclusion densities (up to 150 MPa), the localisation of the base of the breccias in contact aureoles, and the scale and discordancy of the bodies suggests the breccia transport process was triggered by an abrupt release of overpressured fluid. At these depths, such extreme behaviour may have been achieved by release of dissolved fluids from crystallising magma, in combination with a strongly fractured and fluid-laden source, sitting under a strong, low permeability barrier, and such parameters may be analogous to the asthenosphere/lithosphere boundary in the case of kimberlite initiation. The relationship of these breccias to the Ernest Henry iron-oxide-Cu-Au deposit suggests they may have been either fertile or æfailedÆ orebody feeders.

"A few situations are first reviewed where practical shortcuts lead to acceptable solutions where none seemed to be possible. These include: The solving of many complex sampling optimisation problems with the simple approach of the worst case policy (WCP). A simple approach to single-stage sampling problems will be mentioned at continuation. In the plants, minimising the impact of border effects in incorrect samplers, so that the resulting samples are approximately correct and acceptable in practice because the bias risk attached to them is controlled. Sublevel caving (SLC) is a mining method adopted in a wide range of mining depths and ground conditions with various layouts adopted to suit orebody geometry. Sublevel caving offers more flexibility and versatility compared to other cave mining methods and is a low cost alternative to open stoping. SLC also has the advantage that stopes are not required to remain stable during production, and no backfill is required. This flexibility combined with increasing pressure on mines to target deeper and lower grade mineralisation has led to increased uptake of the method. The implementation of SLC mining methods across a wide range of mining depths and rock mass conditions has led to ground control practices which vary globally from mine to mine. To date, there has been limited documentation of ground control practices in SLC mining and few benchmarks available in the literature. This paper describes the main findings from a global benchmark of sublevel cave mines conducted over three years as part of the Caving 2040 research consortium. The purpose of the project was to document and compare operational practices, technical aspects and hazard management techniques across SLC mines around the world. The review included 21 mines spread over four continents and 17 different mining companies. This paper provides an overview of geotechnical conditions, challenges and ground control practices at each of the benchmarked SLC mines. Mine design and sequencing practices adopted for ground control purposes and hazard mitigation are provided with case studies. The impact of depth and rock mass conditions on mining productivity and development rates is also described.

On a worldwide basis trackbound transportation is on the decline. As mining operations progress from open cast operations to underground operations, most utilise mechanised equipment. However, in South Africa hard rock mines, only a small percentage (¦10 per cent) of the production can be generated by mechanised methods and therefore trackbound mining methods will remain the dominant means to transport ore. In the Australian context there may be occasions where the nature of the orebody would dictate the use of rail transportation with the ore being transported from drawpoints by means of locomotives and hoppers. This paper focuses on horizontal rail haulage systems from the stope loading boxes to the shaft station area and will be largely based on South African experience. It is intended that this document will provide a practical guideline for mine designers and planners during the design process. The paper looks at trackbound transport systems and evaluates such items as construction and management of an underground rail haulage system. Current transportation systems for personnel, material and rock transportation are evaluated, gaps in technology highlighted, and recommendations made.

The Grasberg Block Cave (GBC) Mine is one of the future underground mines of PT Freeport Indonesia (PTFI). Located in the remote highlands of Papua, Indonesia, the GBC mine is scheduled to start production in 2017 reaching its peak production capacity of 160 000 t/d in 2023.In order to reach planned production capacity, the GBC mine will utilise an ore handling system consisting of rail haulage, crushing and conveying. The rail haulage system will utilise over 20 km of track while crushing is accomplished by way of three gyratory crushers each with a capacity of 3300 t/h. Nine conveyors operating in two parallel systems, each system over 3 km in length, will move the ore from the crushers to the stockpiles. These systems require a network of larger tunnels and mass excavations to accommodate the planned production facilities.This paper will describe the ore handling system, tunnel and mass excavation methodology as well as some of the challenges encountered with ground conditions and excavation quality during the execution of the project. A combination of lateral and vertical development methodologies and equipment, including drill jumbos, mechanised raise climbers and specialised ground support equipment, have proven successful in the development of a quality ore handling system.CITATION:Pasek, I, Firdausi, H and Chenier, T, 2016. THIS tunnel, which is an adit 7000 ft. long, was undertaken by the Mount Lyell Mining and Railway Company Limited to connect its treatment works with the North Lyell mine at depth, with a view to effecting economies in transport and drainage. The work was carried out at high pressure throughout from both ends, and although the ground in the mine end was intensely hard, good progress was made, and driving was completed in less than fifteen months.The Mount Lyell mining field is situated in the west of Tasmania, about 20 miles inland, the only means of access being the Mount Lyell Mining and Railway Company's 3 ft. 6 in. gauge railway which connects with the Government railway system of the State at Strahan, on Macquarie Harbour. The region is mountainous, and presents many difficulties to the road and railway engineer. The West Coast range running north and south in a succession of bold prominences, which rise up to 4000 ft. above sea-level, forms the backbone of the district, and on its foothills the Mount Lyell mines are situated. The fast tracked mine development strategy attempts to blend feasibility studies and engineering/commissioning functions into a streamlined process. In this compressed process, environmental issues are difficult to control with respect to the optimisation of operational environmental performance. This paper presents a standard mine development process with specific focus on environmental issues, and contrasts this against Rio TintoÆs recent fast track experiences on the Hail Creek project (Australia), the Baranj project (India) and the Gokwe North project (Zimbabwe).

Development of Cost-Efficient Environmentally Sound Technology for Enhanced Gold Recovery from Rebellious Gold-Containing Raw Materials Study of biochemical leaching performances in gold-bearing sulfide minerals processing enabled to develop environmentally sound technology of enhanced gold recovery from rebellious gold-containing raw materials. It was found that the ?-10 IMO bacteria activity contributes to increasing system oxygen concentrations and incrementing in rates of oxygen delivery onto surface of gold-bearing minerals. Bacteria activity products, ie, amino acids (?), support the formation of such heterocomplexes as [A-Au-CN]- , providing additional gold recovery into solutions. Technological properties of proposed bacteria solutions were studied. It was found that the proposed bacteria inoculants are capable to growing directly in process of raw materials leaching within a large pH range of media containing cyanides and thiosulfates. They oxidise the sulfur to the sulfate, as well as the antimony (III) and arsenic (III) sulfides to the pentads. For the first time, the hydrophobic cell properties, metabolites emulsifying efficiency, adsorption properties, wetting ability, surface tension and electro-kinetic potential of new bacteria strain solutions were studied as compared with chemical solutions. It was found that the proposed bacteria inoculants reduce surface tension at the solvent-mineral and solvent-concentrate phase boundaries. All aforementioned effects enhance mass transfer processes efficiency. IR-spectroscopy of new bacteria strain culture liquid allowed identifying available amino acids which substantially contribute to heterocomplex anion [A-Au-CN]- formation. Active involvement of heterotrophic bacteria in gold dissolving processes was identified. It was shown that the structure of metals complexes is substantially modified at intensive pulp agitation and during long-term storage. Fractional order reaction in biochemical and chemical gold leaching was identified. It evidences that the gold and impurity metals dissolving processes advance in synchronism. The both processes are running in diffusion zone. Biochemical leaching has advantages over chemical leaching, ie it provides enhanced rates of precious metals dissolving, improved gold recovery by 20 - 30 per cent, decreased cyanide consumption by 50 per cent. At the same time it allows to decontaminate dangerous substances contained in productive solutions produced in rebellious gold-containing raw materials processing. Basic parameters of flotation concentrates leaching by heterotrophic bacteria-assisted processing technology were tried and tested. Technology of gold sorption from leaching solutions was successfully tested.

International regulations exist to manage the concentrations of mycotoxins such as Ochratoxin A (OTA) and deoxynivalenol (DON) in grains and prevent health risks from excessive exposure to OTA and DON. Since the permitted levels of these mycotoxins are very low (existing maximum levels are in the range of 5 ppb for OTA and 1–2 ppm for DON), sampling for these mycotoxins is potentially challenging. Given that the distribution of infected kernels in a consignment of wheat can be highly heterogeneous, detection by current sampling methods is subject to a high variance. Furthermore, the concentrations of mycotoxins in individual kernels vary over orders of magnitude, intensifying the heterogeneity of the bulk grain.In these circumstances, there is much interest in developing sampling plans that inform regulatory agencies, and mitigate the risk of misclassifying grain shipments as compliant or non-compliant within the global grain trade, when correctly implemented.Experimental data from laboratory and field studies describing individual wheat kernel concentrations of OTA and DON were combined with experimental data describing the variance due to the analytical methods used for OTA and DON to calculate the sampling distribution for wheat having various levels of contamination. This work has focused on quantifying the heterogeneity of samples at the point of submission for analysis and within subsequent sample preparation to arrive at total sampling distributions that include uncertainties due to the intrinsic heterogeneity and the analytical uncertainties. With the continued implementation of stricter limitations on the discharge of excess process water from all existing and future mining and metallurgical operations, the design and operation of the entire process water circuit must form an integral part of any total operational package. It is far better to æanticipate and circumvent the problemÆ rather than be forced into an expensive remediation program after the event. By far the greatest problem relates to the treatment and disposal of what is generically known as acid drainage. In simple terms, an acidic metal sulfate solution is generated by a series of chemical and biological reactions as soon as most sulfide minerals are exposed to air and water. Treatment of this solution by one or more of a wide range of chemical and physical options can involve substantial capital and operating costs, although there are recent processing options that yield saleable by-products, thereby reducing the financial liability of what is effectively a waste stream. This presentation provides an overview of the Australian situation compared with the rest of the world and outlines the basic features of a number of the more advanced passive and active acid drainage options.

TheSan Cristobal gold district is located 110 km east of the port of Antofagasta, Chile. It contains the San Cristobal gold mine, where Niugini Mining Ltd. commenced a heap leach operation, with initial reserves of 10.1 million tonnes grading 1.34 g/t Au, in December, 1990. The San Cristobal district occurs within an upper Cretaceous-lower Tertiary magmatic arc. The main mineralisation occurs within a northwest trending subvertical zone, 1km long and 70 - 100 m wide, which contains rhyolite porphyry and minor breccia, and is locally termed the 'subvolcanic complex'. At the San Cristobal mine, most gold mineralisation occurs in subvertical quartz-pyrite veins which were emplaced in dilational sections of an imbricate fault system. The bulk gold resource comprises four ore shoots which formed where the vein system intersects the subvolcanic complex. Gold-bearing quartz-pyrite veins also occur at separate prospects, the Three Sisters and Sol prospects, west and south of the San Cristobal mine.   Hydrothermal alteration consists of potassic and propylitic assemblages related to intrusion of the subvolcanic complex. This alteration is overprinted by a phyllic stage which is associated with the emplacement of the quartz-pyrite veins. The oxide zone is 180 m thick, and contains native gold, electrum, limonite, and manganocarbonates. The underlying hypogene zone contains pyrite with minor chalcopyrite, sphalerite, galena, covellite, bornite, chalcocite, and arsenopyrite. Fluid inclusion studies indicate that the deposit formed at approximately 270¦C, and the mean salinity of the fluid was 4% NaCl equivalent. These observations enable the San Cristobal deposit to be classed as a porphyry- related, mesothermal quartz-vein system of the low sulphidation type.

On the southern flank ofLihir Island, a group of three volcanic cones were discovered at water depths from 1000 - 1500 m. The volcanoes are located in a narrow zone of recent seismic activity and elevated heat flow (up to 100 mW/m2). The recovered rocks consist of fresh alkali-olivine basalts, clinopyroxene-rich basalts, and porphyritic phlogopite basalts. One of the volcanoes has a recently erupted ejecta blanket (recovery of warm ash!), containing a suite of abundant mafic to ultramafic xenoliths. These xenoliths appear to represent a unique cross-section of subduction-modified mantle material sampled by volatile-rich primary fore-arc magma during its ascent to the seafloor. The most spectacular finding was the discovery of an active hydrothermal system with associated vent fauna and mineralization at Edison Seamount, and the recovery of unusually gold-rich (up to 43 ppm Au) hydrothermal precipitates in 1050 m water depth at the top of Conical Seamount, only 25 km south of the world-class epithermal Ladolam gold deposit on Lihir. The discovery of submarine hydrothermal vents associated with highly alkaline, quartz-undersaturated fore-arc volcanics represents a significant departure from similar hydrothermal systems on the mid-ocean ridges and in back-arc basins. The high gold grades in hydrothermal precipitates at Conical Seamount may indicate the first documented example of a shallow-marine epithermal system analogous to those known on land, and has important implications' for the gold potential of submarine arc environments.
