ENGINEERS as a group are often criticized because they have been responsible for the development of many technical improvements only to allow the administration of them to pass into the hands of others who may have little understanding of how they operate and little competence in their use. These criticisms are not always justified. There are many engineers who have shown themselves to be great administrators in addition to being great creators or builders, and more and more one sees the engineer demonstrating unusual administrative ability as he moves into the executive ranks. The last five or ten years have seen a new movement developing in this country-a movement brought about through the recognition by business statesmen that successful business administrators and executives just cannot be expected to develop like Topsy, that the management of a company must deliberately take steps to cultivate the proper climate or environment for growth if it wishes to provide an adequate and capable succession of executives in the future. This movement has taken on a number of names-Management Development, Executive Development, Personnel Development-but are these not actually misnomers? Can we develop anybody? In the strictest sense of the word, the author doubts that anyone can change any other person, at least, not much. The change must come from within. Perhaps this movement should be looked at not as a program of developing people but as one of giving people an opportunity to develop themselves. Based on Kurdjumoiv-Sachs orientation relationship for the fee bee transformation in metals, the jirzal crystal orientation resulting from successive transformations of bee-fee-bee has been analyzed mathematically. There are 528 different variants; many of ther are crystallograpyically equirvalent. Specific examples show that, for equal probability of all the variants, the principal crystallographic axes [100 ], [110], and [111] of the initial bcc crystal can be transformed into vairous axes in the fina1 crystal However, fur each of these principal crystallographic axes, a continuous range of orientation within certain regions of the unit triangle is completely avoided by the finctl Crystals. For uses of higher indices, the final orientations are more uniformly distributed throughout the unit triangle. Results from the PI-esent analysis are in good agreement with preferred Oientations Observed in a zone-meltecl iron bar. THE allotropic forms of iron are characterized by the unusual fact that at both high and low temperatures a bcc structure is stable, whereas at intermediate temperatures (1400" to 910°C) the metal is fcc. Hence, during cooling from its melting temperature, iron undergoes successive phase transformations ofd—? —a with corresponding changes in the crystal structure of bcc — fcc -bcc. while numerous studies have been made in the past of the 1 — a transformation in iron and in various iron-base alloys, no information is available in the literature as to the mechanism of 6 — l transformation and the lattice orientation relationship between these two phases. THE activation energy values for self-diffusion in pure metals have been correlated with a number of physical properties such as melting points,1 valences,' Debye temperatures,3 and cohesive energy densities.4 Extending the melting point correlation, the self-diffusion activation energy values for the alloys can be similarly correlated with the solidus temperatures. For metals and alloys which exhibit phase transformations, such a correlation is not feasible because of the uncertainty of various physical properties of the corresponding phases. Using thermodynamical approach, Ardell5 calculated the hypothetical melting points of the low melting phases of the polymorphic metals. However, these calculated melting points do not show reasonable correspondence with the activation energy of self-diffusion. Recently, a new approach treating metals and alloys as electron concentration phases has been developed by Engel6 and Brewer.7 These workers have attempted to correlate the crystal structures with the electron configurations of the atoms existing either in ground state or in an excited state of low promotion energy. The basic postulate of this theory is that whereas the contribution to the bonding of the metal comes from the interaction of both d and (s-p) electrons existing either independently or in hybridized states, the existing crystal structure is controlled by the (s-p) electrons alone. Specifically, a metal is supposed to crystallize in bcc, hcp, or fcc phase provided the metal has one, two, or three valence electrons per atom in the (s-p) configurations. THE gypsum industry of Canada, like all others connected with the construction business, has felt the full effect of the depression during the past few years, and sales of its products have been greatly curtailed. The year 1934, however, saw a decided turn for the better and a gradual but steady improvement is noticeable in all its branches. In many ways the depression has been a blessing in disguise to the gypsum industry; during the years from 1926 to 1930, demand increased so rapidly that companies were forced to expand and often new apparatus and machinery were placed in operation regardless of expense, or plants already existing were taxed to their limit and forced to keep running with the minimum amount of repairs. The depression, therefore, has really given the industry what might be called a breathing spell, in which it has had time to take stock of its position, to reduce its costs of production, to devote more serious attention to the quality of its products, and to con-solidate its operations into a smooth working whole, which as conditions improve will enable it to meet the demands of the trade with more varied products of a quality hitherto unattained. Progress in the gypsum industry, however, has not been confined to the years of the depression, for some of the greatest advances occurred under the spur of increased demand for its products by the building trade. The purpose of this paper is to review briefly some of the out-standing trends in the development of the gypsum industry in Canada during the past 10 or 12 years.

Oil production in north Louisianat in 1939 was 25,249,640 bbl., a decrease of 11.2 per cent from 1938. The only important increases in production were in the Cotton Valley and Shreveport fields, but Caddo, Homer, Sligo and Zwolle also made slight gains. Greatest decreases were in the Lisbon and Rodessa fields. Xatural gas production of 313,333 million cu. ft. was an increase of 5.6 per cent over 1938. The increase was accounted for in the Monroe field, while all other fields showed only minor variations from the production of the previous year. Well completions in 1939, as compared with 1938, were as follows: The decline in number of completions was due entirely to lack of proved areas for drilling, and would have been greater except for a revival of interest in the old Caddo shallow field. A majority of the wells completed during the year were in various old, shallow fields, so the average depth of drilling was much less than in several preceding years, notwithstanding a few very deep tests. No new fields were discovered, the only wildcat well reported as a producer being a very small oil well in northwestern De Soto Parish, which is of no apparent commercial importance. Deep gas-distillate production in the Cotton Valley formation was opened at Lake Bistineau and Lisbon, and oil at Shongaloo, but all these wells were too small to encourage additional drilling. REJUVENATED is an apt word to apply to Chino, Kennecott's big open-pit mine at Santa Rita, New Mexico. Back in 1923 Chino was merged with Ray by an exchange of shares, and in 1926 the Ray-Chino combination was taken over by Nevada Consolidated through an issue of bonds that were traded for the Ray and Chino assets. Subsequently, of course, the whole package was acquired by the Kennecott Copper Corporation. On the basis of the terms of the Ray-Chino-Nevada exchanges, Chino was rated third in value, something less than thirty per cent of the total. In 1955 the appraisal would doubtless be forty per cent or more. But it is not only vis-a-vis Ray and Nevada that Chino has blossomed out. At the end of 1931, Chino ranked seventh among the Porphyries in point of output; whereas by the end of 1954 it was fifth,. having passed both Inspiration and Nevada Consolidated. Sharp curtailment in production in 1932-33-34 and total suspension in the two years following (see Fig. 21) found the property in a somewhat parlous position. However, the engineers had not been idle; they had been planning for the future, and in 1937 a far-reaching program of rejuvenation was launched. During the ensuing five years, capital expenditures totaled more than $8,500,000. Among the projects undertaken were the following: (1) Mine-Purchase of larger and better equipment for drilling, loading, and transporting the ore. (2) Mine-Beginning of the first systematic project to leach and recover copper in the waste dumps at the mine.

INTRODUCTORY. THE presentation to the Institute, eight years ago, of the paper of Pošepny on " The Genesis of Ore-Deposits " has borne fruit in much fresh: investigation, as is evidenced, for example, by the group of very valuable papers, by distinguished members" of the United States Geological Survey, read at the Washington meeting-discussions of general principles particularly suggestive to those who are engaged in mining. Pošepny, in the discussion of his famous treatise, said that the present writer seemed to look at every new conception in ore-deposition" from the sole standpoint of its immediate usefulness in mining."* Protesting mildly against " sole " and "immediate," I accept the impeachment. It calls for no defence. THE DEVELOPMENT OF RECENT THEORIES. Given the idea of an underground water-circulation as the chief factor in the deposition of ore, the next step in the inquiry as to the genesis of such deposits is, the endeavor to determine which particular part of the general water-circulation is responsible for the results. Around this question have centered the controversies of a generation, and to these controversies we owe the gradual clarification of our ideas upon the processes of ore-formation. It is unnecessary to sketch here their progress from Werner to Le Conte, who combated in 1883 the extreme views of the lateral-seeretionists, and in 1893 opposed the narrow interpretation of the ascensionist-theory. The generally accepted opinions of to-day are a well-deserved tribute to his philosophic discrimination. An underground excavation project usually is a highly organized complex of different but interrelated construction activities. It is the whole effort, including the necessary tools, which will be referred to as the System. Tunnel-driving and shaft-sinking operations are among the most systematic of construction efforts. Systems are not new in the performance of construction. It is the Systems Concept which seems only recently to have been discovered and made the subject of much study and discussion. HISTORICAL From the seventeenth century, when explosives were first utilized for rock excavation, until the successful application of the rotary-head continuous tunneler in this decade, the cyclical drill-blast-muck-support method has been standard tunnel-driving procedure throughout the world. Whatever improvements occurred were the result of development of better tools for performing the various operations of the cycle. The electric locomotive replaced the mule and permitted the use of larger muck cars. The steam drill, which ended the day of the double jack, was itself quickly made obsolete when compressed air replaced steam as the source of drilling energy. Power shovels were introduced to save the time and money involved in the hand-loading of excavated materials. A cubic yard of rock tunnel muck can be excavated today for just half the man-hours of labor required in 1948. Developments over 20 years which cumulatively have resulted in this economy include: drifter drills mounted on hydraulically controlled booms and positioners; tungsten-car- bide-tipped bits; long feed shells on the drifters, making it possible to drill the full depth of a round without changing steel; better designed,

DURING the past four years the experimental work in coal washing carried on by the U. S. Bureau of Mines and the University of Washington has been devoted mainly to the development of special methods for the tabling of fine sizes of coals that are difficult to wash. One important outgrowth of this investigation has been the application of hindered-settling classification to coal tabling. Although used for many years in ore dressing, the term "classification" as used here may be new to many readers. It may be defined as the separation obtained when a bed of particles is held in a uniform state of suspension in an upward current of water, either continuous or pulsating, just sufficiently strong to keep the bed in a mobile condition. A common example of this type of separation is a jig in which there is no suction stroke. When the hindered-settling classifier is used with the coal-washing table, the fine-size raw coal, instead of being fed direct to tables, as is the prevailing practice, is first fed to the classifier and grouped, according to the rate of settling against the upward current of water, into perhaps six separate products. After dewatering, each of these except the sixth, a refuse product, is elevated to a seperate feed bin and washed on a separate table. This paper gives a brief discussion of the basis for the use of hindered-settling classification of a table feed; a description of the experimental work; a comparison of the results obtained with and without classification; and a discussion of the application of the classifier in commercial coal washing.

FRIEND recently remarked that the career of Scott Turner is characterized by Work and Wild -A Ducks. To these might be added Accomplishment and Persistent Fishing. All of these elements are manifestations of his character. The diversions-hunting and fishing-are in the nature of the proverbial trolley conductor's holiday, for many of Turner's years have been spent in the outdoors, often in distant lands, as in Spitzbergen, where the ducks pictured below were bagged. The election of Scott Turner to the presidency of the Institute marks the culmination of a quarter century of membership, during the last two years of which he has been vice-president. He was born at Lansing, Mich., on July 31, 1880, and received his A.B. at the University of Michigan in 1902, with a B.S. and E.M. at the Michigan College of Mines in 1904. Since then he has been granted two honorary degrees, D.Sc. from the Colorado School of Mines, and D.Eng. from the University of Michigan, but he still prefers to be called "Scott" rather than "Doctor." Government service was not a new experience for Turner when he was appointed Director of the U. S. Bureau of Mines by Secretary Hoover in 1925, for his first employment after graduation was as Field Assistant in the U. S. Geological Survey in Oregon and Idaho. This was followed by work in Tombstone, Ariz.; then his first foreign engagement in 1905-6 as superintendent of the San Pablo Gold Mining Co. in Panama. Various field experiences followed, though there was an interlude in work of a kind that few mining engineers ever experience. This was in technical journalism, for in 1906 he was

BACK in the early nineties the old Dickerson iron mine in Morris county, N. J., was operated by a vertical shaft 850 ft. deep and by a continuing slope for more than 1000 ft. more 011 an incline of 65", together making the vertical depth about 1800 ft. I was then the general superintendent there. This mine, named for a former governor of New Jersey, had been worked more or less continuously from long before the American Revolution and up to this particular time. The pumping equipment was of the old-time Cornish type, with its long pump-rods running down the vertical shaft and the slope to the sump at its bottom. It was operated by a large flywheel engine in the engine room and all angles were turned by the usual bobs. Saturday was the day fixed for lowering the "suction" into the deepened sump at the bottom of the advancing slope. The mine foreman had gone down with the morning shift to superintend this very vital and particular work, which consisted not only of lowering the "suction" into the sump immediately after the pump had been stopped, but of securing it to the rock and putting in the added sections of column-pipe and of tightening up the numerous bolts at their joints, all before the water rose to the point of working. At an appointed time during the forenoon I had agreed to go down into the mine and join the mine foreman in consultation over any difficulties that might have arisen. At the time agreed I went down by the cage to the bottom of the vertical 850-ft. shaft, and then by ladders down the slope for over 1000 ft. more.

The steel industry of the United States has depended in the past almost wholly upon imports for its supplies of manganese. Many of the important domestic sources yield ores leaner in their natural condition than the foreign ores the steel industry. has been accustomed to use. To make them available, therefore, either the ores must be concentrated or the practice of the steel industry modified. Roughly 25,000 T. annually of high-grade manganese ores are used for dry batteries for chemical purpose, and in other ways; while approximately 750,000 T. are required for making steel. , By present practice, every ton of steel takes an average of about 14 lb. (1.8 kg.) of metallic manganese. This is generally added to the steel in the form of an alloy, the standard alloys being the 80-per cent. ferro-manganese and the 20-per cent. spiegeleisen, During the year 1917, 286,000 T. of ferromanganese and 193,291 T. of spiegeleisen were made in this country, the former largely from imported ores; and 45,381 T. of ferromanganese. was imported. The metallic manganese represented by these alloys was 304,000 T., the product of roughly 800,000 T. of high-grade ore and 345,000 T. of low-grade ore. Manganese Deposits in the United States Before the war manganese ore was mined in relatively small quantities in the Appalachian region, including Virginia, Tennessee and Georgia, and in Arkansas, but owing to the increase in prices during the past three years manganese mining has been undertaken also in Montana, California, Arizona, New Mexico, Nevada, Utah, and Minnesota. From data now available it appears that in this country deposits of high-grade manganese ores are usually small, while materials lower in manganese and higher in iron occur in appreciable quantities. The brilliant and very original matter in Professor Jeffries' discussion† should rank not only as an independent paper, but as a most important one. In particular, the explanation which it gives of the remarkable Sauveur phenomenon, over which so many of us have puzzled long and hard, is so clear, complete, and cogent as to go far toward establishing Professor Jeffries' hypothesis. The very leatures of Professor Sauveur's photographs which fit this hypothesis so exactly are reproduced in Chap-pell's photographs of steel coarsened under somewhat different conditions.' The ideas developed by these discoveries are so novel that convenicnce of language seems to call for new conventional terms for expressing them. In what follows here I propose certain terms for this end, for criticism and improvement, and I attempt to generalize from Professor Jeffries' hypotheses. Generally speaking, a given set of grains which undergo no growth in the cold will, when the temperature is raised progrcssively, start to grow on reaching a certain temperature, and will continue growing at all higher temperatures. The "germinative" temperature is that at which growth begins, quite as the conditions which cause a seed to grow are "germinative." We have then an inert temperature range below the germinative temperature, and a growth range above it, the germinative temperature being the limit between these two ranges. So, too, a germinant grain is one which is at its germinative temperature, and hence beginning to grow, while inert grains are those below their own germinative temperature, and the term "growing grains" includes those which are germinant and those which are above their germinative temperature. These last could be called " supergerminant" if the distinction should be needed. "Germinative temperature" seems better than "critical temperature

A large proportion of the work performed in wet-crushing silver mills is devoted to the handling and re-handling of pulp between the battery and the pans. There seems to be no generally applicable substitute for the settling-tanks, and in the present system of constructing mills the tanks involve an amount of labor which may be regarded as disproportionate and unnecessary, in view of the automatic improvements which have been introduced in other directions. This diffculty has been met, however, by Boss's continuous process, in which the pulp flows directly from the mortars to the first of a series of constantly working overflow-pans. This method has been adopted at the Noonday mill, Bodie, California; the Harshaw, Arizona; the Sierra Grande, New Mexico ; and the Prietas, Sonora. The continuous process, while giving excellent results with special ores, and under peculiar local conditions (such as a deficiency in water supply), is not, I believe, claimed to be available for all raw-amalgamating mills, notwithstanding its well-merited popularity for certain work. Some trouble has been experienced from the tendency to concentration in the pans, though this can be avoided by skilful manipulation. It has also the disadvantage inherent in combinations of distinct operations ; it requires a very nice adjustment of the water supply to obtain full battery efficiency without running the pans too thin, though the latter defect is partially compensated for by the gradual thickening of the pulp as it proceeds through the series of pans. The objection is similar to that which holds in a parallel duplex process, that of combining roasting and smelting in a single furnace, where each operation is injuriously affected by the necessity of fitting it in with another and entirely different one.

THE TRANSACTIONS of the Institute for the early years display but Little interest in physical metallurgy-indeed, it is striking how thoroughly process metallurgy absorbed attention until quite recent years. The first volume carries no article that can be strictly described as physical metallurgy, unless one on the rolling and hammering of ingots be doubtfully so described. Nor does the second volume contribute more the interest then was in mining, and in production methods, both ferrous and nonferrous, with much attention to the new methods of making steel. The third volume records papers on: the condition of carbon in gray and white iron, a paper devoted to chemical rather than microscopic analysis; the annealing of spiegeleisen; phosphorus and carbon in iron and steel, similarly chemical. Much attention was given, and continued to be given for years, to the manufacture and behavior of rails. The question of the nature of steel appeared early (Vol. 11)-What is Steel, by A. L. Holley-where arguments on nomenclature were already active; and Holley also bemoans, in modern spirit, the Inadequate Union of Engineering Science and Art; Pearse wrote on cast iron for guns (reflecting again the ironic beneficence of war in metallurgy), and said that Captain Walbach was the first to insist on chemical analysis of gun irons; he quotes Major Wade's study of comparative hardness, using penetration hardness measurements (Brinell was to come later), and quotes the important Reports on the Strength and Other Properties of Metals for Cannon, by H. C. Baird, Philadelphia, 1855, in which the advanced state of tensile testing at the time is shown. To the members of the A. I. M. E., who have given much and risked all to fight "Over There" with pick, or gun, or brain, and to the members who have chosen the sometimes more self-denying duty of remaining at home to help produce metals for fighters: Your experience in foreign lands has bred in you that spirit of internationalism which will soon be infused into every corner of our country by virile lads thrilling from a great experience in an old, yet new, land over the seas. To them the East will not seem as far from the West as it was, nor the North from the South. Sectional jealousies will seen despicable to one who has fought for a great ideal shoulder to shoulder with real men of other nations. And they who have willingly sacrificed much on the altar of service will have little patience with an egotist, be he laborer, tradesman, capitalist or engineer. The problems which peace brings to us are more difficult than those of war and their solution requires not only cool heads, tolerance, and wise judgment, but the "getting together" of sections and classes and individuals. The triumph of justice over individualism, represented by the draft law, must be repeated, for there are "slackers" in peace Is well as in war, and the spirit of self-denial expressed in response to Liberty Loans, Red Cross, and Welfare drives and Food Administration appeals must live. We have only just begun to learn how to serve. It is often claimed by our members that the engineer is not given, in the community at large, the recognition which his training should merit; that his reward is not as great nor his service as welcome as it should be. Theoretical considerations by one of the authors have ledl to the prediction that the dynamic internal friction of annealed metals has a broad maximum at a certain grain size. This prediction they have verified2 for alpha brass. In the present paper the theory is extended to include the precise manner in which the internal friction varies with grain size on either side of the maximum. New experimental data are presented to test this extended theory. The physical basis for the type of internal friction that is being investigated lies in the interplay between stress and temperature. Just as local fluctuations in temperature give rise to local fluctuations in stress, so likewise fluctuations in stress give rise to fluctuations in temperature. But temperature gradients give rise to necessarily irreversible thermal currents, and hence to internal friction. The theory for this type of internal friction has been developed quantitatively,³ and has been experimentally verified,4,5 for the particularly simple case of the transverse thermal currents accompanying transverse vibrations. Of more fundamental importance are the intercrystalline thermal currents accompanying all types of vibration. The variation in stress across grain boundaries arises from the elastic anisotropy and at least partial random orientation of the individual crystallites. An exact quantitative treatment of the internal friction due to these thermal currents is of course out of the question. However, much information can be obtained from general arguments.1,6 Thus when the frequency of vibration f is low, or when the grain size d is small, adjacent grains remain nearly in thermal equilibrium, and vibration proceeds isothermally with little internal friction. Again, when the frequency is high, or the grain size large, the heat flow per cycle is small, the vibration proceeds adiabatically with little internal friction. An exact quantitative treatment of the internal friction due to these thermal currents is of course out of the question. However, much information can be obtained from general arguments.1,6 Thus when the frequency of vibration f is low, or when the grain size d is small, adjacent grains remain nearly in thermal equilibrium, and vibration proceeds isothermally with little internal friction. Again, when the frequency is high, or the grain size large, the heat flow per cycle is small, the vibration proceeds adiabatically with little internal friction. The year 1928 has recently.passed from the picture and it is at this time that the various divisions of the oil industry are giving thought to plans for the present year. The outstanding characteristic of the industry in 1928 was the successful curtailment of oil production to the market's needs. It has been thought advisable to look ahead and endeavor to anticipate the oil demand for the coming year, and thus determine the volume of oil that can be safely produced without causing major additions to surface stocks. The year has been one of smaller additions to stocks than in 1927, a record demand for oil products, and a further developed spirit of cooperation among oil producers, as well as various other achievements. It is well to pause and take stock of ourselves. Present Status of Crude Oil Supply and Demand The total daily new supply of oil is at this time1 about 2,960,000 bbl. per day, made up of 2,585,000 bbl. domestic crude production, 125,000 bbl. casinghead gasoline, and 250,000 bbl. of imports. With the present low consumption, due to the falling off in the winter season demand, it is estimated that about 150,000 bbl. a day are now being run to storage, and that the first three months in 1929 will see large-sized additions to storage. Consumption plus exports of oil have increased at a regular rate from year to year, and although oil production in 1928 passed the 1,000,000,-000 bbl. mark for the second time in the history of the United States, with a production of 25,000,000 bbl. more than in 1927, only 30,000,000 bbl. were added to storage during 1928. This is compared to an addition of 65,500,000 bbl. in 1927.
