The progress made to date in the mineral dressing of complex Arkansas titanium ores is reported in this paper. Concentrates of rutile, a dioxide of titanium, were produced by treating a submarginal ore from the Magnet Cove Rutile Co., Inc., Magnet, Ark. The rutile recovery at present is 45 to 50 pct of the total TiO2, with the possibility of increased recovery with additional research. The work reported herein is part of a general study which will later include results of investigation of other titanium ore bodies in the Magnet, Ark., area. The fragile character of the rutile minerals, the softness of the gangue, the occurrence of pyrite and leucoxene, and the considerable proportion of extremely small size rutile in the presence of montmorillonite- and illite-type clays in the Magnet Cove open-pit mine are the important factors in the mineral dressing of this submarginal rutile ore. History The occurrence of titanium minerals in the Magnet Cove area of Arkansas was recognized as early as 1890, but it was not until about 1912 that any appreciable prospecting for the minerals was undertaken. At that time drilling was begun, a shaft was sunk, and several drifts were driven, but beneficiation to recover the titanium minerals was not attempted. The only successful mining and milling operation of the Magnet Cove rutile deposit was begun in 1932 by the Titanium Corp. of America and continued until 1942. The ore was washed by means of a rotary scrubber and then deslimed in a drag classifier. The discharge was ground in a rod mill, classified, and tabled to recover a rougher rutile concentrate, which was screen-sized and retabled on cleaner tables. The cleaner concentrates were given a reducing roast, screen-sized, and magnetically separated to produce a finished rutile concentrate. Most of the rutile produced during this period was sold abroad. In 1942, the Titanium Alloy Corp. of Arkansas (a subsidiary of the Titanium Alloy Manufacturing Co. of New York) purchased the property and rebuilt the mill. Subsequently, the plant and property were acquired by the Magnet Cove Rutile Co., Inc., of Little Rock, Ark., the present owners. Very little titanium has been produced since 1942. Although the Titanium Corp. activities yielded enough returns to allow continued operation for approximately 10 years, certain factors must be recognized. These are: (1) production of rutile in that period was during a low in the economic cycle which permitted low-cost operation on a small scale, and (2) a considerable portion of the production was above the water level and no drainage problems existed. Prior to this paper there has been no published report of any mineral-dressing investigation of the lower levels of the ore body. Reference is made in another paper1 to an earlier investigation of Magnet Cove rutile by the Rolla laboratory, in which it is stated that recoveries of 12 to 17 pct of the rutile were obtained. The present investigation was undertaken to improve the known milling processes and to provide adequate metallurgical information about the ore treatment. Titanium Technology The titanium mineral of primary interest in the present investigation was the titanium dioxide, rutile. Rutile is one of the industrial minerals whose annual consumption is relatively small but strategically important. The domestic production of rutile was 7100 tons in 1948. The imports of rutile in the same year were approximately 8000 tons.2 A major use of rutile is in the production of welding-rod coatings, for which a product containing a minimum of 92 pct titanic oxide is desired. Other constituents, such as lime, silica, and sulphur, must be held to a minimum, but hard-and-fast specifications for these elements cannot be drawn. It is necessary to incorporate the rutile in a welding-rod coating, make a sufficient number of test welds, and then determine the tensile strength of the weld metal in the as-welded and stress-relieved conditions. -4s a result of world economic conditions brought about by the European war and the consequent loss of European markets for Venezuelan crude, production in Venezuela decreased from 205,433,000 bbl. in 1939 to 186,134,000 bbl. in 1940, or 9.4 per cent. This decline interrupted a steady annual increase in production from the country, which had been continuous since 1932. The Maracaibo Lake Basin in western Venezuela accounted for 135,738,000 bbl. during 1940, or 73 per cent of the total, as against eastern Venezuela's production of 50,396,000 bbl., or 27 per cent of the total for the country. Corresponding figures for 1939 were 167,688,000 bbl., or 82 per cent of the total from the Lake Basin, and 37,744,000 bbl., or 18 per cent from the east. These comparisons indicate the increasing importance of the newer developments in eastern Venezuela, but it is unlikely that production from the east will ever exceed that from the west. In all, 429 new wells were completed in Venezuela during 1940 as compared to 438 in 1939. Of the 1940 completions, 411 were in proved areas and 18 were wildcats; 389 (95 per cent) of the exploitation wells drilled were producers, I was a gas well and 21 were dry holes, while 6 (33 per cent) of the wildcats drilled were producers and 12 (67 per cent) were dry; 263 of the exploitation wells and 4 of the wildcats were in the Maracaibo Lake Basin and 148 exploitation wells and 14 wildcats were in the east, mostly in the State of Anzoategui. Exploration of the light-oil areas in the Tia Juana and Lagunillas fields was con- tinued during the year with favorable results. Along the lake shore, drilling was confined principally to fill-in wells in the La Kosa, Tia Juana, Laguni!las and Bachaquero fields, although some important semi-exploratory drilling was done in the Pueblo Viejo area between Lagunillas and Bachaquero fields. The only other developments of particular interest in the west were the successful completion of a step-out well lying to the south of the former southern limit of Mene Grande field, which adds considerable proved acreage to that field; and the failure of two wildcats that were drilled near the Colombian border to determine whether the productive sands of the Petrolea field in the Barco Concession, Colombia, extend into Venezuelan territory. In the east no new fields were discovered during the year, although five wildcats were completed as producers. Three of these, Guario No. I, Jusepin-56 and LM-I (Leona), discovered important extensions to previously proved areas and the remaining two, Cantos-I and SPN-I (Socororo), were subsequently proved to have tapped productive sands of small extent and operations in these areas have been suspended. The greatest activity in the east was concentrated in the Oficina field, where 105 new wells were completed during the year and production was increased from 22,540 bbl. per day during January 1940 to 57,627 bbl. per day during December 1940. Important development work was also done in the Jusepin. San Joaquin and El Koble fields.

SAFETY in open-pit mining receives a minimum of notoriety, but its significance in profitable and efficient operation is as great as in other methods of mining. Open-pit operators from Arizona, New Mexico, and Mexico, exchanging ideas on safety at a symposium during the recent annual meeting of the Arizona Section, AIME, discovered unanimity of opinion that the successful safety program depended on managerial and supervisory support with the vigorous cooperation of the employes. Safety Organization The operation of a safety program is dependent on the ability of management to project enthusiasm through the company organization. This requires a suitable method of communication to the supervisory and employee levels so as to approach them in a manner that will inspire cooperation. Safety committees comprised of various combinations of managerial, supervisory, and employe personnel are frequently used for this purpose. The open-cut mine of the Chino Division of the Kennecott Copper Corp., Santa Rita, N. Mex., operates its program through management, a full-time safety engineer, and two safety committees, the Departmental and Shops Safety Committee and the Central Safety Committee. The Departmental and Shops Committee consists of one employe from each department and shop and the safety engineer. The selected members serve for a period of one month. This committee meets once a month, the only representative of management being the safety engineer because it is believed that employes will speak more freely when their supervisors are not present. The duties of the committee are to report hazardous conditions and make recommendations, but the committee has no authority to approve or disapprove. The Central Safety Committee is comprised of supervisory personnel from all departments and shops, and one member of each of the five bargaining organizations. Members of this committee are permanent and hold meetings soon after the departmental group to take action on recommendations of the latter. The committee system insures participation of all levels of personnel in the accident-prevention program, thereby stimulating safety consciousness. The New Cornelia branch of the Phelps-Dodge Corp., uses three groups to conduct the safety program; the General Safety Committee, Division Safety Committee, and the operating-unit safety meetings. The unit safety meetings provide for active participation of employes in discussion of various phases of the program. Within these groups vigorous opinions regarding safety are often expressed and the workmen are critical if they recognize a digression from the adopted safe-practice procedures. These monthly discussions give the program vitality. The Division Safety Committee is composed of the division superintendent and the division department heads, and follows an established pattern in discussion of all phases of the safety program. The General Safety Committee, made up of the manager, division, and department heads, makes decisions on policies and procedures; it renders decisions on recommendations and suggestions. Management at the New Cornelia branch feels this system of safety committees and meetings has been active in advancing the program. MY conclusions apply to the engineer in California ore hunting; and, because the product has been overwhelmingly gold, that means gold-ore hunting. But, I wish to think of ore hunting, not as employment for engineers, but as engineering. I wish, moreover, to think of it as productive of ore in significant quantity. The small mine, even if good, means little. Only new districts, or large extensions of old districts can engage our attention here. The conclusions are summarized as follows: (1) The bright color of California mining history comes from the suddenness and intensity of its outburst of gold. Had the mining been averaged from the start, it would soon have become dimmed among greater industries. For fifty years, California has proceeded as an agricultural, timber and oil, but not a mining region. 1

None of the currently used methods of testing bentonites as binders for strengthening iron ore pellets is entirely adequate by itself. Since more knowledge was needed about 1) which properties of bentonite most affect pellet strength, and 2) the precise mechanism by which strengthening is produced, attention was paid to possible new techniques for rating bentonites. With the structural nature of bentonites — in particular, the montmorillonite component — the possibility of rating bentonites on the basis of zeta potential was investigated. These bentonites were also rated by conventional tests and measurements, including colloid content, barrel yield, pH, chemical analysis and physical tests on green and dry pellets. A mechanism for pellet bonding based on electro-kinetic forces between the bentonite and the iron ore concentrate appears to be feasible. In pelletizing, from 6 to 18 lbs of bentonite is added per ton of concentrate to give strength to the green and dry pellets. In some operations even more bentonite than is required for strengthening purposes must be added for moisture adsorption to pennit balling of the concentrate. Since bentonite is thus a major item in pelletizing, more knowledge about the way in which bentonites act as binders and better ways of rating this ability would help in the difficult job of selecting the right bentonite for a given concentrate. The fact of the matter is that although several methods are in current use for testing bentonites, none of these methods are consistently foolproof. For example, a given bentonite may rate high by several standard tests yet turn out to be a poor binder, and of course the reverse also occurs. Actually, more knowledge is needed about 1) which properties of bentonite most affect pellet strength, and 2) the precise mechanism by which strengthening is produced. In this study attention is therefore paid to possible new techniques for rating bentonites. With the structural nature of bentonites as a starting point, we investigated the possibility of rating bentonites on the basis of the zeta potential, i.e., the electrokinetic ootential on the montmorillonite colloids — the main component of bentonite binders. The zeta potential technique was applied to a range of commercial bentonites from several areas in the U.S. and abroad. FOLLOWING careful study of the relations of the Institute to students and the younger members of the profession, the Membership Committee recommended to the Board a change of plans abolishing the Junior Associate class of membership, substituting a -Junior membership and providing for Student Associates. The Board adopted this report at its meeting on Nov. 23, and asked Counsel to draft the necessary amendments to the By-laws, and gave formal notice of intentions to amend as provided in Section I, Article XI1 of the existing By-laws. The By-laws as it is proposed to amend Article I, 11, 111, IV, X, and XI follow. The new plan requires no changes in the other Articles. The matter will come before the Board for vote on Jan. 25.

DURING the first years of operation of the titanium and iron mine of the National Lead Co. at Tahawus, New York, efforts to increase production were hampered by the increased load put on the facilities for sharpening churn-drill bits. The ore and rock are extremely hard and abrasive and it was necessary to sharpen and harden a large number of bits per day to keep the churn drills supplied. Efforts to increase the capacity of the bit shop by a two-shift operation were not wholly successful in that it was hard to train men to do a satisfactory job of sharpening and tempering the bits. The number of bits that were improperly tempered increased, thus boosting the daily requirements for bits at the drills and increasing the load on the bit-sharpening facilities.

PREPARATION of mechanically loaded coal in mines where seams contain considerable impurities is a subject that requires careful consideration before machines are installed, unless provision is made at the tipple for its preparation. Conditions vary a great deal in the different seams, so much so that a mechanical loader may be unsuccessful in one seam and yet the same machine may make good in another where conditions are different. The effect of impurities in the coal seam on mechanical loading will also vary according to the thickness of the seam. In thin seams impurities will be more difficult to remove than from thick seams, as will appear later. For the past several years the New River Co. has done considerable experimenting with loading equipment and during this process has changed from one machine to another.

During the year, there were 570 oil wells completed for a total daily initial production of 365,352 bbl. The daily oil potential of the field, effective Jan. 1, 1935, as established by the Texas Railroad Commission, was 306,102 bbl. with a daily allowable of 58,800 bbl., whereas, on Dec. 31, 1935, the potential was 587,376 bbl. with a daily allowable of 57,800 bbl. Because of the limited market demand, the allowable decreased although the potential increased. In August, the five-day test for determining the potential production of a well was replaced by a 24-hr. test. The reason for this change was that some of the oil-pur-chasing companies contended that too much oil in excess of the limited market demand was produced during the five-day tests. Dry Gas.—During July, the Texas Railroad Commission supervised the first complete and accurate field-wide test of open flows that has been made in this area. The total open flow as determined at that time was 16,426,085,000 cu. ft, There were 79 gas wells drilled in '935, with a combined open flow of 2,408,000,000 cu. ft. and 50 depleted oil wells were plugged back for gas with a total open flow of 529,800,000 cu. ft. The total new gas production for the year was, therefore, 2,937,800,000 cu. ft. The 17 natural-gas pipe lines drawing on the Panhandle supply of fuel gas withdrew a daily average of 420,497,507 cu. ft., or a total of 153,481,-590,000 cu. ft. for the year. The 44th Texas Legislature passed a statute known as House Bill No. 266, which was designed to prohibit waste and protect correlative rights by compelling the ratable production of gas. The part of the law relative to withdrawal of sweet gas became effective Aug. 1, 1935, and the part referring to withdrawal of sour gas became effective Oct. 1, 1935. Three of the major pipe line companies attacked the validity of the ratable production feature of the new law and a preliminary injunction was granted by the Federal District Court. The final hearing on the incrits of the case is scheduled for the early part of January. THE decision of the lower court (United States District Court for the Southern District of New York) in the suit of the Dwight & Lloyd Sintering Co., vs. John E. Greenawalt has been affirmed by the United States Circuit Court of Appeals for the Second Circuit. In the original suit, infringement of seven patents was alleged, these covering the process of producing a sinter .out of finely pulverized metalliferous ores as practised in shallow pans operating intermittently in distinction to the Dwight 6: Lloyd continuous machine. The court found that the long delay in bringing suit precluded any recovery of profits from the defendant under the basic down-draft sintering patent, although Dwight & Lloyd are recognized as the inventors of this' contribution to the art and its .importance is acknowledged.

An increasing number of water pollution control systems are certain to be installed by many industries in the future because of new federal, state and local government regulations, and because of the rising general concern about the deterioration of our water resources. Extensive engineering, some of it based on methods not yet developed, will be required if these new systems are to provide optimum pollution control. Among the primary design factors to be considered are capital cost, operating cost, and present and future regulatory requirements. Establishing A Survey and Test Program To produce a final plant effluent meeting regulatory agency requirements, engineers must have background data that are accurate and representative of present and future plant operation. Operating and plant engineering departments often have available much information, including plant water quantitative and qualitative requirements, both present and future, that can be helpful in the preparation of designs of pollution control systems.

IT has been shown by numerous studies that the orientations of new metal crystals are determined by the orientations of the crystals in the original matrix, whether these new crystals are formed by recrystalliza-tion, by precipitation from solid solutions, or by transitions in the solid state. The orientations of crystals formed by recrystallization of cold-worked worked metals that bear preferred orientations are occasionally simply related to the initial preferred orientation; often, however, the relation-ship is not simple, but complicated and obscure in origin.1 The orientations of crystals formed by precipitation from solid solu-tions have been shown by many studies in this and other countries to be determined by the orientation of the crystals of the solid solution stable at the higher temperatures, though here again complicated cases have been found and no general theory is available .2 Related to this latter class

The four numbers each year are collected in a volume; in 1932 the 22nd annual volume was published. The articles contained in the copies of the Bulletin are not, perhaps, of direct interest to a mining engineer but many of them will interest geologists. To indicate the type of articles contained in the Bulletin, the following titles, taken from the current issue, for June, 1932, are given: The Japanese earthquake of march 28, 1925, and the Problem of depth of focus; the earthquake in Santa Monica Bay, California, on August 30, 1930; a new vertical seismography. According to published reports, controlled production from the Masjid-i-Sulaiman and Haft Kel fields for the year 1934 was as follows: No new development of major importance in either of these areas is reported. Owing to the increasing- demand in North Iran, particularly for gasoline and kerosene, it has been arranged that this market shall in future draw its supplies from a newly constructed refinery at Kennan-shah. This refinery is connected by a 3-in. pipe line, 145 miles long, with the Naft-i-Shah field, on the borders of Iraq and Iran. The crude oil will pass through a topping plant at the field and the products will be stored and pumped to the Kermanshah refinery in such proportions and quantities as are demanded by actual market requirements.
