During the last quarter-century, exploration for metallic deposits in Maine has been sporadic with peaks generally coinciding with periods of high metal prices. Known cases of regional or semi-regional evaluations are few; most efforts have been local and usually intensive. On the basis of broad geologic groups, the State has been divided into five fundamental environments: ( 1) coastal metamorphic belt; (2) southern volcanic belt; (3) Silurian slate belt; ( 4) northern volcanic belt; and ( 5) Devonian slate belt. Although not restricted to these areas, exploration in recent years has been concentrated in the northern and southern volcanic belts. Notable examples of recent exploration activity, directed to sulfide minerals, include: ( 1) the Knox County nickel-copper-bearing ultramafic rocks; (2) the Harborside (Cape Rosier) copper-zinc deposit; (3) the Second Pond (Black Hawk) zinc-copper-lead-silver deposit; ( 4) the Big Hill-Barrett lead-zincsilver- copper-gold zones; (5) the Parmachenee copper-zinc belt; ( 6) the Moxie Lake nickeliferous peridotite; and (7) the Attean quartzmonzonite molybdenum-copper occurrences. The Second Pond and Harborside prospects appear to be close to production. Systematic investigations for non-metallic deposits appear to have been aimed principally toward limestone, asbestos, diatomaceous earth, and spodumene-bearing pegmatites. Advances in prospecting methods, high metal prices, a favorable business outlook, increasing cooperation from large landholders, and some discoveries support the probability of increased exploration activity in Maine during the coming decade.

ON THE QUESTION of postwar controls there are today three schools of though ; some advocate state control of everything the socialists ; second are those who advocate the removal of all governmental control over industry - the freedom of enterprise ideal ; and third are those who advocate a middle course - sufficient control to stabilize economic and industrial life, and to prevent violent fluctuations such as we saw in the interwar years. I advocate this third course. I firmly believe un free enterprise, but not in freedom of enterprise, or laissez faire, and there is a great and significant difference between these two.

AMERICAN participation in the World Engineering Congress in Japan will be generous. Nearly seventy papers have been prepared and for- warded for printing and the A. I. M. E. is well represented in the list. At our San Francisco meeting four of these will be briefly reviewed by the authors for the benefit of those who are unable to go on to Tokyo. They constitute a group dealing with the present economic status as seen by engineers of the world's iron, coal, petroleum and non-ferrous metals. Messrs. Leith, Smith and Tryon, Requa, and Probert have written papers that constitute a notable series. Messrs. Jeffries, Sweetser and Kinney, and other Institute members have written papers dealing more closely with technologic progress. The latest list of delegates and members is printed below, names of A. I. M. E. members being set in italics.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. FOR the most part, recent changes in nonferrous physical metallurgy have been gradual and of a transition nature rather than abrupt modifications of existing methods. Development of new alloys containing vital constituents in what formerly would have been considered minute amounts has necessitated more precise control of metallurgical procedure than ever before. Realization of the remarkable effects of minute amounts of specific foreign elements in many alloys has brought about a revolutionary control in the selection of even the most commonplace raw materials. In addition, recognition of the widespread occurrence of precipitation hardness in metal systems, and the utilization of many of these, has emphasized not only the need for precise temperature control but also the necessity for considering the time factor in its effect upon properties in the treatment of most metals. These needs have caused the development and widespread installation of equipment that permits precision of control undreamed of a generation ago.

THE latest metal-mine accident report available for the United States is that of the Bureau of Mines for the calendar year 1919. Quoting from Table 20, p. 53, of that report, we find that there were 468 men killed, 7 permanently totally disabled, 321 permanently partially disabled, 7848 injured seriously (more than 14 days disability), and 23,330 of 1 to 14 days disability. We have no records to show what the average days lost per case of accident is, but the records for the Anaconda Copper Mining Co. show that, leaving out the fatalities and total permanent disabilities, and counting those in which the lost time was one or more days, the actual days lost due to accidents, for the Butte mines and shops for five years, 1917-1921, were as follows: Accident Statistics, Butte Mines and Shops of A. The figure of $70 per case was obtained by dividing the total amount paid by metal-mining companies under Plan No. 1 of the Montana Compensation Law, for the first five years of its operation, by the total number of serious accidents for those years.

I. INTRODUCTION. THIS old and once famous district played, through its enormous production of silver and gold, an important part in the history of the State of San Luis Potosi. According to a pamphlet prepared under the direction of the Governor of the State, Sr. Don Blas Escontria, and presented to the visiting members of the Institute during the Mexican meeting of 1901, this district is situated 20 km. east of the city of San Luis Potosi, in a range of mountains of moderate height, extending 135 km. N. and S., and 16 km. E. and W.; and the mineralized area hitherto developed is about 600,000 sq. m. The history of the district,. as given by the record dated 1778, and formerly kept in the San Francisco convent, says that it was discovered in 1575 by Sr. Don Pedro Irarte, and adds that the city of San Luis Rey de Francisco del Potosi received its name (in allusion to the famous Potosi mines in Bolivia) by reason of the remarkable productiveness of its gold- and silver-mines in the first period of their exploration, during which they paid to the Crown, as " quintos " (the fifth part of the product), $97,000,000, as appears from the accounts of the royal treasury. The amount of the quientos paid during the " bonanza period " of 80 years was $72,000,000. The larger sum first mentioned probably represents a longer series of years. But either will suffice to indicate the great wealth of the mines. As in preceding years, the most intensive drilling activity during 1934 took place in the old fields of the western part of the Polish Carpathian petroleum province (district of Jaslo). The number of wells completed to the end of 1934, expressed in percentages, is as follows: Jaslo district, 57 per cent; oil fields outside Boryslaw-Tustanowice-Mraznica, 27; Stanislawow district 8 and Boryslaw fields only 7 per cent.
