In the maintenance of rubber-tired mining equipment, tires may well represent the single greatest problem. Using a 50-ton truck as an example, engine upkeep averages about 8% of the machine's total yearly operating cost, while tires average a whopping 20%. In fact, depending upon such factors as job layout, conditions, and whether it is maintenance or production people who run the job, tire costs can climb to as high as 50% of the truck's total operating expense. Similar costs apply to other earthmoving equipment such as tractor-scrapers and front end loaders. While operators must resign themselves to "normal" tire life and wear, there are many corrective steps that can be taken to fight the "abnormal."

THE Upper Mississippi Valley zinc-lead district covers an area of some 2000 sq ml located in the southwestern corner of Wisconsin, the north-western corner of Illinois and a portion of eastern Iowa around the city of Dubuque. Commercial deposits of lead and zinc have been mined in Iowa but the major discoveries during the past eight years have been made in Jo Daviess County, Ill, and LaFayette County, Wis. Activities in the state of Illinois are centered about the city of Galena, while those in Wisconsin are located a few miles south and west of the town of Shullsburg.

JAMAICA-bauxite and gypsum-but what else? J Does the Caribbean island have anything more to offer in the form of mineral wealth? One answer may be iron ore deposits which show enough promise to warrant exploitation in the near future by a company associated with Standard Ore & Alloys Corp. In addition, Jamaica is reported to have gold, silver, platinum, copper, lead, zinc, manganese, cobalt, and a great many nonmetallic minerals. Of these, only platinum has not been produced commercially in the past. Right now, Jamaican bauxite is getting most of the publicity, but not too long ago other mining operations were in progress. Lack of proper interest, insufficient roads, and scarcity of venture capital forced those mining properties to suspend production.

Rock deformation and failure taking place around underground openings is usually both accompanied and preceded by the phenomena of rock noise or microseismic activity. These small-scale releases of seismic and acoustic energy can be detected with special geophysical monitoring equipment. Use of this equipment allows one to look inside a rock mass to determine how an opening is behaving under the applied loading system. Microseismic equipment and monitoring techniques are briefly reviewed, and use of the microseismic method as an engineering tool in monitoring rock structure stability is illustrated by case histories. Examples cited range from evaluating roof stability using single-channel portable equipment, to rock burst monitoring using sophisticated computer controlled, multichannel monitoring systems.

INTRODUCTION Uranium mining in the Grants Mineral Belt has undergone changes from methods pioneered during the 1950's and has now become fairly standardized throughout the district. The orebodies vary in size and shape and have been most successfully mined by using modified room and pillar methods with pillar recovery. This paper will expand on methods and equipment that are being used and modifications of these that will increase productivity and efficiency. GEOLOGICAL BACKGROUND The petrology of the Grants Mineral Belt consists of alternating layers of sandstone and shales (mudstone), with occasional thin layers of coal. The sandstones are aquifers which are generally artesian to some extent. The shales are bentonitic and decompose into extremely sloppy mud when exposed to water. Figure 1 shows a typical geologic section. Most of the uranium produced in the Grants Mineral Belt comes from the Westwater Canyon member of the Morrison Formation and occurs as scattered ore bodies throughout the formation. This formation consists of layers of bentonitic shale and sandstone of varying degrees' of cementing and grain size. It is also a very significant artesian aquifer. The unconfined compressive strength of the various formations is not high, as shown in Table I. It is important to note that these represent average values and a great range may exist within a single formation, especially In the Westwater which is the ore formation. [ ]

RUM Jungle uranium field lies in the subtropical portion of the Northern Territory on the Finniss River, East Branch. It takes its name from a railway siding about 2 ½ miles to the southwest and 52 miles from Darwin. The field can be reached from Darwin by a bituminized road. Monsoonal rains of the wet season, October to April, provide an annual rainfall of about 60 in. Vegetation is of the open forest type with denser tree growth along the watercourses and scattered throughout the area are isolated dense patches of jungle growth which are always found on ironstone cappings overlying limestones. The name, Rum Jungle, is thought to have been derived from this unusual occurrence of jungle growth. The wet season prevents the movement of motor vehicles and personnel. It is not until March, when the grass which ranges up to 15 ft in height is burned and the alluvial flats dry out, that field work can be undertaken.

DURING experimental study on the separation of a zinc concentrate from the heavy sulfide ores of Jerome, Ariz., a great deal of attention has been given to proper activation of the sphalerite content of the ore. The sphalerite at Jerome contains enough iron to class it as a marmatite, as picked specimens have only about 60 per cent. zinc, whereas pure zinc sulfide contains 67 per cent, zinc. This marmatite in large pieces is black in color, but in dry powdered state is brown. A flotation froth made from it has a silvery black luster in comparison with a brassy luster caused by chalcopyrite which occurs in the same ores. The sample used in most of the experiments described below consisted of about 3000 lb. of diamond-drill core from the zinc-bearing orebodies of the United Verde mine, and had the following analysis: PER CENT. Chalcopyrite 2.0 Schist 3.2 Marmatite 10.32 Quartz 8.2 Pyrite 73.0 Calcite 0.9 All samples were ground in a laboratory ball mill in order to leave about 3 per cent. on a 200-mesh sieve, fine grinding being essential to liberate the minerals in the ore. Most of the Jerome ores are so intimately crystallized that reasonably complete unlocking by grinding does not take place until 800 mesh is approached. Therefore, the 200-mesh grind adopted contains a considerable amount of locked mineral grains, but not so much as. to render impossible the preparation of commercial grades of concentrate:

SEPARATION of minerals by froth flotation is rightly called an art. It can truthfully be said that no two ores separate in the same way. The difference in results obtained when natural and synthetic mixtures of minerals are separated is so great that such tests frequently have been worthless in attempting to select conditions in which a natural mixture will separate. With a few rare exceptions, the natural mixture is much more difficult to treat than a synthetic mixture, and a much poorer separation is obtained. Perhaps several experimenters have wondered why 10 or 20 per cent of a mineral being floated from an ore does not float and is different from the 90 or 80 per cent that is recovered. In experimental tests on pure sphalerite, observers1 have noted that varying amounts of sphalerite may be froth-floated with pine oil alone, the amount recovered in the froth depending apparently upon the source of the sulphide. The only explanation of results such as these, barring insufficiency of frother or time of flotation, is that the surface of the mineral floated is different from that of the mineral depressed. This difference often has been found to be caused by natural contamination of mineral surfaces, apparently brought about by weathering and exposure to natural solu-tions. There is virtually no rock that is absolutely unweathered. One of the writers had an exceedingly instructive experience in 1931 while working with United Verde copper-zinc iron sulphide ore in Arizona. Nonselective flotation of chalcopyrite and sphalerite away from some of the pyrite was all that could be accomplished. All known depressants produced only slight effect. THE large increase in the wages of mine workers makes it imperative that all factors tending to limit production per miner be eliminated, if possible. The trolley and storage-battery locomotive, mining machine, hoisting engine, mining system, etc. have increased the possible output per man. But this output is still limited by the capacity of the hoisting engine and cable and by the size of the mine car. The superiority of skip hoisting in metal mining is shown by its almost universal adoption. By varying the size of skip and the rope speed, any desired hoisting tonnage can be secured and, since only one kind of material is handled and breakage is unimportant, the loading of the skips can be easily and cheaply effected from bins into which the cars are dumped. The cars may then be designed to fit the conditions in the mine instead of being a compromise between hoisting and mining conditions, very likely suiting neither. In coal mines, the usual practice has been to hoist the car to the surface, either on platform or self-dumping cages. Of late years the number of skip-hoisting plants in coal mines has been rapidly increasing, but there is more or less inertia to overcome in establishing so radical a change in practice; also the earlier skip operations were not uniformly successful. As a result, it became evident that metal-mining practice would require radical modification before skip hoisting could be successfully used in coal mining.

ROUNDING out a year of improved organization, substantial accomplishment and strengthened purpose, the American Engineering Council of the Federated American Engineering Societies held its first annual meeting at the Cosmos Club, Washing-ton, Jan. 5 and 6, Dean Mortimer E. Cooley of the University of Michigan, president of, the Council, presiding. Officers were-chosen, the work of the past year was reviewed and discussed, action was taken on important matters of public and technical service, new financial arrangements were put into effect, committees were named, new policies were sanctioned and old ones reshaped, and a broad and definite program was out-lined for the next twelve months. A leading event of the meeting was a dinner in honor of Herbert Hoover, who, addressing the members of the Council and their guests at the University Club, praised the work of the Committee on Elimination of Waste in Industry as a great and lasting public service, pointed the way for new engineering effort in the public interest, and expressed renewed devotion to the ideals of the Council. Resolutions of appreciation of the service of the Secretary of Commerce were presented to Mr. Hoover.

It scarcely is possible to read a new issue of any of the principal mining trade journals without noting some mention of a major new overseas mining venture with which one or more domestic companies are involved. These projects follow a fairly consistent pattern; most are large open pit mines with relatively low grade orebodies but huge reserves; the total price tag is in nine significant figures and half or more of the total cost is for infrastructure. West' notes that nearly $7 billion is being invested annually for new mining projects and the expansion of existing mining ventures in the free world. He anticipates that by 1975 such investments will reach the $10-11 billion annual figure and that in the period 1972-76 total capital requirements can be expected to aggregate around $45 billion. West estimates that 75% of the total capital will come from internally generated funds. Conceivably, a substantially higher percentage could be attributable to external financing, especially if the trend of recent mineral development in Canada and Australia is any criterion, and including local sales of equity as a part of the package.

When the component grains of .ferritic hicrystals of an Fe-1.55 pct Si alloy are disoriented through an angle "6 " about a conzmon [ll0] axis, the tendency for preferential growth of austenite crystals along the grain boundary during transformation at elevated temperatures is small when 11 deg, but increases rapidly at larger angles. This type of orientation-dependence indicates that grain boundary diffdsion promotes preferential growth along large-angle boundaries. Morphological differences between austenite crystals formed at small-angle [1101 and [loo] boundaries suggest that precipitate morphology can be dependent on the dislocation structure of the boundary. ThE morphology of precipitate crystals nucleated at a grain boundary can be significantly affected by the structure of the boundary.' The limited amount of experimental evidence available in the literature indicates that the morphological effects of boundaries made up of arrays of dislocations, such as subbound-aries and small-angle grain boundaries, are different from those of boundaries having essentially disordered structures, i.e., large-angle grain boundaries. On the basis of indirect evidence, it has been concluded that large-angle grain boundaries give rise to the formation of grain boundary allotriomorphs (crystals which nucleate at grain boundaries, and grow preferentially and more or less smoothly along them)2 in the proeutectoid ferrite and the proeutec-toid cementite reactions in plain-carbon steels, and apparently also in many non-ferrous alloys.' At small-angle grain boundaries in a plain carbon steel, on the other hand, ferrite crystals were found to take the form of primary side plates. Similarly, Guinie, loys. Primary sideplates formed at a subboundary with a constant orientation tend to be parallel to only one, or occasionally two matrix habit planes, and a marked change in the orientation of the boundary is accompanied by a change in the habit plane. Previous studies on the morphological effects of grain boundary structure were performed on poly-crystalline aggregates. Information on the disorien-tation of the pairs of grains forming the boundaries at which the various morphologies appeared in these specimens was largely either qualitative or semi-quantitative. Precipitate morphologies accordingly could not be accurately and systematically correlated with grain boundary structure, and thus theories which have been proposed for the various morphological effects could not be satisfactorily tested. This investigation was undertaken in an attempt to remedy these deficiencies by studying the morphological effects of grain boundary structure with a method in which the boundaries are formed by matrix grains whose disorientations are known and controlled with reasonable accuracy. EXPERIMENTAL PROCEDURE The crystallographic requirements of this study were fulfilled by means of oriented bicrystals of silicon-iron. Disorientation of the component ferrite crystals was carried out about common, major crystallographic axes through angles ranging from 1/2 to 44 deg. The silicon content was low enough SO that the bicrystals could be partially transformed to austenite by heating to elevated temperatures. The silicon-iron used had the following initial composition: 1.55 pct Si, 0.04 pct C, 0.0031 pct N, 0.17 pct Mn, 0.020 pct S, and 0.002 pct P. The alloy was obtained in the form of 0.036-in. sheet. The procedures employed to prepare seed crystals in strips of this sheet, to reorient the seeds, and to grow them into bicrystals are essentially those described by Dunn and Nonken and aynes." The characteristics of the bicrystals are given in Table I. The "bicrystal type" indicates the crystallographic plane parallel to the broad faces of the strip in both grains and the crystallographic direction which was parallel to the long edges of the strip in both grains prior to disorientation. The angular disorientation of the grains, 8, which was performed about the direction normal to the plane of the broad faces of the strip, was measured between the [ 00l] directions. Eight years ago the Hecla mine, a lead-silver producer, situated at Burke, Idaho, was producing ore from but two levels, the 300- and the 600-ft. All hoisting was done with a 12- by 16-in. slide-valve, double-reel, hoist. The hoist was being worked to its capacity and was unsuitable for hoisting from greater depths. As the work of opening a new level was about to be started, it became necessary to remodel the then-existing equipment or install a new hoist. The recent advent of electricity from Spokane had made available a cheaper power than steam. By a series of tests conducted throughout the Cæaur d'A1ene district, it was found that it cost $109 per year to generate a horse-power with steam. Electric power was to be had for $50 a horse-power per year. It was decided to substitute for the engines a motor-drive, of sufficient capacity to operate from the 900-ft. level, and ultimately install an entirely new hoist. After disconnecting the engines, installing a new shaft, and making a few minor changes, a 300-h-p., 2,300-volt, 514-rev. per min., variable-speed motor of the induction type was geared to the reel-shaft. The reels were supplied with 3/8- by 4-in. flat rope, and the duty of the hoist was about as follows: Cage, 1,700; ore, 2,600; car, 1,400; rope, 2,250; total, 7,950 pounds. The Bristol ammeter chart, Fig. 1, shows the combined current-consumption of the hoist- and mine-motors. The large intermittent load is clearly shown; this produced harmful fluctuations in the voltage of the long, lightly-loaded, 60,000-volt transmission-line from Spokane to the Cæmur d'A1enes. The writers have no new system and no new principle of taxation to propose. The general subject of taxation is as old as governments are and as familiar to taxpaying Americans as the general thesis on the inalienable rights of man. We believe, therefore, following the committee of the National Tax Association, that improvement in the general conditions of taxation, including mine taxation, maybe brought about mainly through a better adjustment of known and tried principles and methods of taxing to modern complex forms of property and income, and that not much is to be expected from abandonment of experience for new ways and means, methods and principles, should anything new be discovered, which in our opinion is very doubtful. The committee referred to has constructed the general framework of its Model System of State and Local Taxation1 on familiar forms of taxing, by eliminating some that ' have proved bad, suggesting improvements in others, and adopting the best, leaving plenty of room for the accommodation of the general plan to the varying conditions of taxation in the several states. Unfortunately, the taxation of mines is dismissed by the committee with the statement that the subject has been reassigned for further investigation and report by a special sub-committee, frankly recognizing that the peculiar difficulties of this phase of the subject require special study and investigation. Much may be hoped for from the labor of this sub-committee if the problem is approached from the viewpoint of recommendations already published. In this paper, the writers state their opinion on some of the broader aspects of mine taxation with too little attention to the grounds on which they rest. Contrary to inclination space requirements compel them to resort to summary statements without adequate discussion for a satisfactory presentation of the whole subject. All they can do is to qualify the witnesses and record the testimony.
