LOG washers have been used for many years in the washing of clay iron ores, phosphate rock and manganese ores, but not until the past 15 years have they been employed to any extent in the preparation of aggregate materials and fluxing stone. For a machine of such importance where tenacious clay or soft rock must be eliminated, there are few data generally available. The purpose of this paper is to set forth the results obtained from several operations, together with a few suggestions for planning a specific installation. Where the material to be washed out consists of loose surface soil, silt, or small amounts of quickly soluble clay, there is little competition with other forms of washers, because greater power and maintenance are required for the operation of log washers, but where the foreign matter is a stiff clay, such as occurs with high-calcium limestones and in marginal gravel deposits, the ability of other kinds of washers to eliminate com-pletely the hard clay balls is at least uncertain. Then the log washer comes into its own field, for with the breaking and churning action of the logs it will clean out the toughest clay. Even with material from the hydraulic dredge, if it contains tough clay, the log washer is desirable unless the gravel is subjected to a costly soaking and rehandling process. Recently there has been a considerable development in other types of machines to accomplish these results but it is not within the scope of this paper to make comparisons between competitive types, but to present the best obtainable data on log washers only. From the primitive design that gave it its name, a long log hewn from a tree, with paddles forged to shape from strap iron and attached by lag screws, the log washer has gradually been developed to the present all-steel type. As now manufactured, the log washer consists essentially of two built-up logs on which are mounted a series of paddles, carried by shafts fitted at the ends of the logs on bearings fastened outside the enclosing steel box, or trough, which is set at an angle of about 5° to 10° and into which the material is fed. THE object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed he called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the first mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniences of civilization, the cost of which in regions better suited for agriculture and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining com¬pany, it is argued, having made these outlays, should receive credit for, them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security, depend on the prevalence of law and order, which is a result of good government. Russia produced over one-half of the world's petroleum in 1901. It dropped to a low figure in 1920 during the reorganization of the new government. Since then it has had a remarkable growth under the constant demands from the Central Bureau at Moscow. The five-year plan called for the development of all industries, many of which had permitted their equipment to gat out of repair or become obsolete, so that when the magic wand of authority demanded that they double, triple or quadruple their former production they looked to the oil industry for aid. This plan made necessary the building of new factories, dams and power stations; the developing of mines and agriculture, and in many places the building of cities and railroads. Exports were the solution and petroleum was the logical one to carry the load of development of the more backward industries. It had a ready market and fields located advantageously for transportation, which was cheap, and there was sufficient oil to meet the market demands at that time, as domestic consumption was not great. PRODUTION IN RUSSIA tant product of exchange. This accounts for the rapid development of the old fields, the search for new ones and the building of refineries and transportation facilities. Fig. 1 shows the advance in production since 1925. There has been a. steady increase since 1920, and with the improved drilling equipment and improved methods it will increase as long as the now proved fields continue to produce new wells. The fields of Baku and Grozny have yielded 95 per cent of this production. THE cost of maintaining the production of an operating oil company is one of the most important, as well as one of the most difficult to estimate, of the various items which go to make up the total cost of producing oil. In the opinion of many operators the cost of drilling and developing new wells, whose production takes the place of the loss in production through decreased yield of the old wells, is considered an operating expense, for the reason that the total income-producing power of the property is not increased. The cost of these new wells may be added directly to production expense, or it may he charged to capital account, and this account depreciated to the same extent. In either case, after an oil company is on a satisfactory income-producing basis, the money for drilling new wells to maintain production must be taken from the income of the company. Three factors determine the cost of maintaining production: First, the rate of decline in yield of the wells; second, the cost of drilling and equipping new wells in terms of their production; third, the decrease in initial production of new wells as the property is drilled and gas pressure taken off the sands, etc. In order to check theoretical figures for the cost of maintaining production the writer, with the assistance of Reed Bush and Fred Tough, has compiled the following figures. It is necessary first of all to choose a period of time during which production for the field or territory studied remains fairly constant. The longer the period of time over which this condition prevails, the better. It is also necessary to eliminate or allow for any extraneous condition which may have affected the production returns, such as the shutting clown of a large number of wells, the bringing in of a well of exceptionally large yield, the opening up of virgin territory where the flush yield is greater than will he had from new wells in after years, etc.

The figures herein presented show that during the year 1938 drilling in the Texas Gulf Coast continued at a slightly lower rate than during 1937. In 1938 there were 21 new oil fields added to the Texas Gulf Coast; also numerous extensions and new sands in old fields. This report for 1938 cannot be compared with the report for 1937 in Volume 127 of the Transactions, because the area covered by this report is less than that covered last year. The cross-hatched area on Fig. 1 shows the limits of this report. Of the new fields, Cordele, in Jackson County, Eureka Heights and Fairbanks, in Harris County, Francitas, in Jackson County, LaRosa, in Refugio County, and League City, in Galveston County, have the greatest promise of prolific production. The 1938 production for the Gulf Coast area was 92,530,467 bbl. as compared to 94,019,355 bbl. for the same area in 1937. This shows a decrease of 1,488,888 bbl. during 1938, regardless of the increase due to the 21 new oil fields. This decrease was caused mainly by the Saturday and Sunday shutdowns (68 days during 1938) and by cut in allowables. The 68 shut-down days amount to approximately 18.6 per cent of the 365 days possible for production. The decrease in the 1938 production amounted to approximately 1.58 per cent. Therefore there was actually a potential increase in the year's production. During the past year, 1637 wells were completed as oil wells, 68 as gas wells and approximately 461 dry holes, as compared to 1672 oil wells, 83 gas wells and 448 dry holes in 1937 on the Texas Gulf Coast. Total wells drilled were 2166 in 1938 and 2203 in 1937. Condensate. sands in old fields and new fields are continuing to increase in importance from the standpoint of retrograde condensation and pressure maintenance. The following fields had major extensions during the year 1938 from the standpoint of increased areas of old sands and new deeper sands:

The suggestions of the members of the Institute are very much desired by-the Committee on Nominations prior to deciding upon its nominations to fill the places of those officers who retire early in 1917. The Committee must make its final report to the Board of Directors early ill October. In hard, discontinuous rocks, failure modes and stability are controlled to a great extent by the intersection of discontinuities with the excavated surface. We have solved the general problem of finding the shape and size of all blocks formed through the inter- section of any number of joints and excavation surfaces and will demonstrate a simple graphical method for determining which of these is the "keyblock." An example will explain this methodology applied to a simple open pit. The effects of slope curvature in plan or section, will be demonstrated. Finally, we will show how to determine the optimum orientations for the cut slopes. The methodology is based upon a powerful topologic theorem concerning the finiteness of spatial intersections. This paper is a companion to another dealing with underground openings in the Proceedings of the 22nd Symposium on Rock Mechanics (MIT) , July 1981. This paper discusses the rock blocks created by the intersection of discontinuities and excavation surfaces in a rock mass. It establishes principles and procedures by means of which those blocks that are finite and critically located can be identified and described. The main assumptions are the following: 1. The rock itself is assumed to be strong so that the only concern for stability is the movement of rock blocks them- selves.

In a paper read at the Lake Superior meeting, August, 1580, an account was given of the successful use of Rendrock. and Monaky powder upon a .scaffold- and salamander in the furnace. On April 5th, 1881,' the same trouble called for like treatment, which, though not so immediately successful, was on the whole more instructive than the first trial, and points, I trust, to a reasonably sure remedy for all such difficulties. Up to December 4th, 1880, foundry and mill iron were made from Old Bed and Sew Bed magnetite, and Kearney red hematite, when a return was made to Bessemer iron, from an inferior quality of New Bed ore as compared with that used during first blast. January lath, 1881, New Bed, Chateangay, and East-shaft, a newly-opened Bessemer deposit of Messrs. Witherbee, Sherman $ Co., were first used, and continued up to February 13th, on a fuel charge of 80 per cent. anthracite and 20 per cent. coke, the product on the three ores being about 10 tons more per day than on New Bed alone. From this time until March 11th all coal was used, and New Bed, Chateaugay, and East-shaft ores, up to February 224 and from that date Chateaugay and New Bed, the product falling off 9,8, tons per day as a result of not using coke. It is fair, however, to state that the furnace was not in good condition during this period, being over-burdened, and the New Bed ore was, temporarily, uncommonly poor, for reasons of no particular interest here. HAPPILY, a large group of the non-ferrous fraternity have long valued a personal association with the new Chairman of the Institute of Metals Division. Many others who will meet him, either officially or unofficially this year, will find themselves sharing the enthusiasm with which he has been welcomed to his new office. Albert A. Smith, Jr., was born at Butler, N. J., on Dec. 28, 1904, and moved to New Haven in time to initiate his preparation for Yale University on the home grounds. After receiving a B.S. degree cum laude in 1926, he stayed on for graduate work at the Hammond Laboratory under C. H. Mathewson, and was awarded an M.S. degree in 1928.

Uranium exploration technology historically has followed the economic cycle of demand, exploration spurt, and trailing supply; but with a greater lag. Greatest progress was made during the wane of demand as geological investigation caught up with the flood of new discoveries made during relatively short periods of peak demand. Updating brought technology to a new level based on the deposits which were discovered and not on the total range of deposit types which might exist. The technology was seldom able to predict new deposit types or new districts, which have consistently been surprises. Yet each new cycle of increased demand was at a new higher level, occasioned by a new use, which required the discovery of previously unrecognized larger types of deposits. Hindsight shows that data sufficient to have predicted most discoveries were available. The predicted growth of uranium demand far in excess of estimated resources is an incentive to examine current technology for data or promising techniques that might foster discovery by technical prediction rather than by systematic drilling. The world could well be reexamined systematically with new geophysical techniques including gamma spectrometry, radon emanometry, and magnetometry. Known occurrences could well be reevaluated in the light of new data on mineralization process and supergene leaching. Less-leachable extrinsic elements associated with uranium might he sought as clues to unleached uranium at depth. Uranium is increasingly being noted in environments containing coal and petroleum which might become targets. High-temperature replacement disseminations are increasingly reported and particularly attractive as exemplified by the Rossing district. The number of formations containing uranium occurrences is growing so that new, not necessarily fluvial, formations might be productive. Enough drilling has been done to indicate that uranium is selectively distributed regionally under some control yet to be determined. Exploration should address those environments and areas where uranium could occur rather than only those where it is already known.

The well-known formulae of screening efficiency and circulating load calculations in closed crushing circuits were exploited to achieve graphical estimation of these parameters. Three basic charts were proposed and constructed. The first one is for the regular closed circuits where the new feed goes to the crusher. The second is for the reverse closed circuits in which the new feed reported to the screen is free of screen undersize particles. The third chart controls the reverse circuits when they are receiving new incoming feeds containing undersize material. Compound circuits were also reanalyzed and a concept of equivalent simple circuit was introduced to enable graphical manipulation of these complex circuits with the help of the aforementioned charts

I. INTRODUCTORY METALLURGICAL research has discovered many an alloy possessing properties not combined in any single metal, and progress still consists chiefly in the investigation and utilization of alloys. In the case of iron, the demands of automobiles, high-speed machines and high-duty engines have led to the production of special iron alloys which will meet any reasonable specifications in that field. In like manner, the bronzes, brasses and other alloys of copper have been brought to remarkable perfection, and for nearly every industrial purpose some alloy has been found more suitable than the pure metal. Less complete success has attended the attempt to find substitutes for gold, platinum, and the other precious metals. Indeed, it is not likely that a material can be produced which will possess all the properties of any one of them; yet it is reasonable to hope that, for any given use, the properties required may, be found in some less expensive material. Thus, in incandescent electric lamps, the wire passing through the thick glass neck of the bulb was, until recently, almost universally made of platinum, for the single reason that no other known material, suitable as a conductor, had the same coefficient of expansion as glass. But a comparatively recent investigation of the iron-nickel series' has shown that alloys of those metals may be produced, the coefficient of expansion of which can be accurately controlled between that of iron or nickel and zero. Thus, in that particular industry, a substitute for platinum has been found. According to statistical reports, not only considerable quantities of gold and iridium, but also more than one-third of the annual supply of platinum, are used (and, in the nature of the case, irrevocably lost) by dentists. In the routine examination of a wide variety of metal specimens it is sometimes necessary to have special methods of polishing in order to retain and reveal certain details in each specimen. Among such special cases is the retention of graphite in malleable and gray cast irons, the preservation of all types of nonmetallic inclusions in both hard and soft steels, obtaining a scratch-free surface with soft metals, and avoiding the usual relief effects with very hard specimens such as tool metals con-taining various carbide and nitride phases. It is the purpose of this paper to give an account of some of these special polishing methods in use at the Union Carbide and Carbon Research Laboratories. The polishing procedures outlined have been found to give uniform results. It is obvious that only general rules and the most important working details can be given here. Following these rules, the polisher can obtain satisfactory results if he possesses the necessary patience and has a sincere desire to give as nearly perfect a finish as possible to his work.
