NOW that real progress is being made in building airplanes that can stand up under adverse conditions in isolated parts of the world, utilization of aviation by mining and petroleum companies is proceeding rapidly. This isolation, offering such handicaps to ordinary methods of transportation, also was the thorn in the flesh of aviation until the recent advances in plane and englue design. The accompanying illustration shows one of the six new planes just delivered to the U. S. Government for map making. The planes will be used in Department of Commerce, Coast and Geodetic Survey, Navy Hydrographic, and Insular work. There is a trap door in the bottom of the hull for a Fairchild camera which takes five pictures-vertical, N60°, E60°, S60°, and W60°-at regular intervals. It is manufactured by the Grumman Aircraft Engineering Corp., Farmingdale, N. Y.

FROM the viewpoint of the oil producer, the oil refiner, the oil marketer, and the investor, in oil securities, a brief picture of the crude oil supply and demand in the present critical season of the year will be timely and interesting. Although crude oil production has been in a comparatively poor statistical position this year, increased sales and sustained refinery and crude oil prices have allowed increased profits for many oil companies. The large amount of crude oil going into storage during the present period of peak consumption, just previous to the major yearly fall decline in consumption, has caused oil producers to make plans to leave the oil in the ground for the present in several of the areas of large flush production. The present moment is looked on as the turning point in the current year.

A. A. Holland, Consulting Engineer, Toronto, Ont.-I noticed in this discussion of locations in which radium is found, no mention is made of the recent deposits discovered in Ontario. While radium is not a subject with which I am very familiar, I took an interest in this deposit on account of its novel occurrence. It is found in Haliburton County, near Wilberforce, Ontario, associated with a quartz free pegmatite, in a "break" that I understand can be traced for two miles. This "break" marks the contact between the limestone and syenite and contains numerous cavities or vugs. The gangue, on account of its deep purple, appears to :be amethyst.

INTRODUCTION Referring to a ground support system as a 'band-aid' borders on getting cute, but the application of cable slings in U.S. mining is somewhat analogous. Where problems in the roof or rib require additional support, the versatile cable sling is the answer in a variety of conditions. To fully understand how and why cable slings are used today we must briefly review their development history. Much of the thrust over the last five to seven years in ground support fixtures has been the development of hybrid systems. Taking the best of two or more existing roof bolt fixtures and marrying them into a new fixture which exhibits the good characteristics without the bad of the parent systems. Resin point anchored mechanical bolts, continuous threaded rebar bolts, and others have all be- come important fixtures in rock mass stabilization. HYBRID GROUND SUPPORT SYSTEM The cable sling system is also a hybrid, both in its parentage and in its ground support characteristics. See figure 1. Tyrone-a complete mining and concentrating facility built by Phelps Dodge Corp.-straddles the Continental Divide where surface water on either side flows in opposite directions although all water is taken from and returned on the northwest side of the Divide. At the outset, Tyrone was saddled with a problem of an adequate water supply, and the Gila River some 23 miles distant appeared to be the logical source. This in itself presented a major obstacle to Phelps Dodge because of the distance water had to be pumped and because of an adverse head which had to be overcome between the Gila River and the two 4-million-gal-capacity terminal water supply tanks at the mill. Having acquired water rights on the Gila River and in order to control the seasonal fluctuations in water volume, the company built the Bill Evans, off stream, earth-filled dam. This reservoir will contain 2100 acre-ft of water when full and it was constructed by the Hamilton Construction Co. for Phelps Dodge. The dam impounds fresh water for the Tyrone plant's use and four vertical turbine pumps (4500 gpm each) lift the water 275 ft from the Gila River into the reservoir. Since construction, Phelps Dodge has optioned the lake to the New Mexico State Game Commission for recreational purposes. In addition to the lake, land around the reservoir has been optioned to the State Game Commission for public use. The lake has already been stocked with trout and by next summer some keepers should be available for the taking.

THE development of the isostatic idea during the last century would make an interesting paper in itself. But the various steps in the development have been covered in a number of papers and books which are readily available. Therefore this short paper should not give space to. the historical phases of the subject. Isostasy is really an old idea, but it is only in the last few decades that it has taken on any great prominence or importance in the study of earth phenomena. It is really remarkable how closely Dutton' sensed the isostatic principle 40 years or more ago. His general principles of isostasy as outlined by him have stood the test of time and fit in closely with the general ideas held today. It would seem, however, that some of his views with regard to the application of isostasy to geological processes must be modified or abandoned.

ENACTMENT of Public Law 290 by the 78th Congress authorized the U. S. Department of the Interior, Bureau of Mines, to conduct an experimental program to develop the technology for obtaining oil from oil shale. In adopting and later extending this legislation, the Congress recognized the impending necessity of supplementing ground petroleum reserves with synthetic fuels. Under the provisions of this legislation, the Bureau of Mines, among other things, was charged with the responsibility of developing mining techniques, methods, and equipment for mining the oil shales of the Green River formation of Colorado, Utah, and Wyoming.

The coal industry of the United States in 1967 had reasons to be both exuberant and concerned about its present and future role in the economy of the country. Continuing a momentum that began in the early 1960's, the industry has moved ahead in providing competitive customized products to strengthen its long-term domestic and foreign commitments, and has maintained with steady progress its position as a major supplier of energy. On the other hand, the industry must overcome air- water pollution and conservation-reclamation problems that have been identified by 1967 legislation. Throughout the year, the industry was characterized as "progressive," "healthy" and "dynamic." To have been termed a "growth industry" in 1967, is an accolade the coal industry can accept with pride. Culminating its efforts throughout the decade, the industry has emerged with a competitive image that is representative of its future strength.

Giving the keynote address in the final session of a conference dealing with closely related topics has a disadvantage in that much of what can be said has been said. It also has an advantage, however, because it presents the speaker with the opportunity to integrate and analyse the material presented by the various speakers. I would like to look to the near future in Australia and the United States of America, to the risks, problem areas, and changes of a rapidly evolving post-industrial era-an era we are beginning to experience where industry no longer 'calls the tune'. We miners have been quick to point out and emphasize, that ours is a 'high-risk' industry in the world of business and commerce. Yet, clearly those who have survived, and been successful, have learned to anticipate and cope with risk and change. This ability has been a 'distinguishing feature of the industry's leaders who, in market studies and commodity selection, exploration and development, mine planning, metallurgical pro- cessing, and general administration and operation 1. identify areas-of risk or inevitable change, 2. analyse, test and quantify those factors of risk or change, and 3. design methods, systems, equipment to eliminate, moderate, or control or economically compensate for predicted risks or changes.

AWRDED jointly by the four AW Founder Engineering Societies the John Fritz Medal is generally regarded as the most signal honor that American engineers can confer on a fellow engineer. The roll of 34 recipients contains the names of Lord Kelvin, George Westinghouse, Alexander Graham Bell, Thomas. A. Edison, George W. Goethals, Guglielmo Marconi, and Michael I. Pupin; and among members of the A.I.M.E. now living, Sir Robert A. Hadfield, Herbert Hoover, and Daniel C. Jackling. On the evening of March 1 7 the name of Paul Dyer Merica was formally added to this list of illustrious engineers when the medal was presented to him at a dinner at the Metropolitan Club in New York. The citation read. For important contributions to the development of alloys for industrial uses. Arrangements for the dinner were made by the following committee representing the four Founder Societies: R. C. Allen, George S. Davison, A. A. Potter, and J. B. Whitehead.

Kentucky for the first time in its oil history passed the 10 million barrel mark. Of the total 10,019,641 bbl., 8,262,516 bbl. were produced in Western Kentucky, and Union County surpassed all others, with 4,056,142 bbl., or 40 percent of all the production for the state. There were 930 wells known to have been drilled during the year; 510 in Western Kentucky and 221 in the gas-producing area of Eastern Kentucky.

AS THE outstanding contribution of the Committee on Correlation of Research of the Institute of Metals Division for 1932, may be mentioned the publication of Bureau of Mines Information Circular 6637, entitled "Research Activities in the Mineral Industries of the United States." This circular was compiled by A. C. Fieldner and Alden H. Emery, members of the Committee, in cooperation with the Bureau, and comprises a285-page list of research problems reported to the Bureau as engaging the attention of the various mineral industries. To obtain this information questionnaires were sent to 106 governmental agencies, 338 trade and professional associations, 524 colleges and universities, 9 endowed research institutions, and 1847 private companies and consulting laboratories. In order that the returns should be as complete as possible, the original mailing list included names from which it was not expected much pertinent information would be obtained. However, the procedure was justified as significant returns were obtained from many of these.

THE approximate status of education in ore dressing in 1871 is reflected by Rossiter W. Raymond in an article written at that time presenting the curricula and descriptions of the laboratories at the various mining schools in the United States. For the most part, the curricula in which ore dressing was taught were for mining engineering. They comprised courses in geology, mining, and pyrometallurgy about equal in point or credit weights; a short course in ore dressing, and a somewhat longer course in assaying; and courses in surveying, hydraulics, power, and strength of materials-all superimposed on a broad foundation of physics, chemistry, and mathematics. Some curricula contained a fair content of the humanities. Then, as now, the emphasis on fundamentals was greater in the older colleges and universities. The report on the Columbia School of Mines, then relatively young, emphasized that a large percentage of its students were college graduates. CUBA'S lateritic iron ores, occurring on the northern coast of that island, though known to the Spaniards. did not receive any general attention until the close of the Spanish-American War. Preliminary studies of these deposits at that time indicated that the limonite contained small percentages of nickel and chrome, and it ryas subsequently discovered that although the average nickel content was only approximately 0.6 per certain limited areas of ore were suffiniently high in nickel to be considered commercial provided a suitable process fur its recovery could be developed. Early in 1937, Pardners Mines Corp. began a series of investigations which led to the development of such a process. Coincidentally, this company acquired option' on certain properties in the Levisa Bay and Moa Bay regions and conducted a systematic campaign of exploration by test pits and hand-auger holes in the course of which an aggregate of 90.000.000 tons of ore was developed in eight deposits.

THE story of the rolling of strip steel is not limited to any one plant or individual or group of individuals. It is a story with many ramifications. First of all, it should be understood that the strip mills we are considering are continuous mills, in that the steel passes directly from one mill to the other in a more or less straight line. Continuous mills are not new; in fact, they have been used for many years in the rolling of a few simple shapes. They were, however, driven by one motor through jackshafts, and as a result the speed of each roll stand had a fixed relation to that of every other stand in the series. This in turn fixed the reduction that could be made in each stand. The mill could produce simple things, but was not satisfactory for the production of the variety of strip now required. S EVERAL FACTORS have brought about a vastly greater interest in the gold-mining industry in the last two or three years. Outstanding is the fact that there is an open market at a fixed price for all that can be produced. a condition that holds for no other commodity. Costs of production have decreased greatly, owing to lower prices of supplies and equipment and lower wages. Improved metallurgical processes and equipment are also available. To big new gold district is being opened up but virgin ground is being prospected with some success in many of the more remote parts of the world and right here in the United States many old properties are being reopened 111 the light of present condition<, tailing dumps are being re- worked, and profitable leases taken on abandoned property. Many of the men who are becoming interested in gold are mining engineers whose experience has all been with base metals heretofore: some are engineers with no mining experience; some are not engineers at all but men who cannot find profitable employment in their usual field of activity and are attracted by the age-old lore of the yellow metal. Some are business men with a little money and an idea that under present conditions gold mining offers a safer investment for it than most other kinds of business. It is to those more or less inexperienced new- comers in the gold-mining industry that this article i4 ad dressed. Those who are connected with the large gold mines or who have had rears of experience with the small ones will find in the following pages little or nothing of interest but it is hoped that the newer generation of small mine operators, on whom the healthy growth of the industry depends so much, may find here some helpful hints.

In order to secure good results in the prevention of accidents, it is generally recognized that the desire for such accomplishment, as well as the aggressive and constructive action to achieve it, must emanate from the Top Management and permeate successively down through the "Chart of Authority" to the workmen. Several years ago, with the above as a basis and with full support of the Top Management, the Mining Department started a program of selling the foremen and bosses the idea that safety could be achieved and that it was desired and required. Using psychology, persistence and numerous other methods, the foremen and bosses were finally impressed with the idea that "It can be done" and "It will be done." With this in mind, new ideas were brought forth by the foremen and bosses regarding the caving operation and the specific jobs in the operation. These new ideas were taken up in round-table discussions and resulted in certain changes in the undercutting method and the actual drawing of the blocks. These changes resulted in increasing fragmentation of the blocks which prevented the usual hang-up areas in the blocks. With the rock smaller in size and within reasonable reach from the tapping drifts, accidents were prevented in the tapping section. At the same time, an enforced campaign of housekeeping throughout the mine was undertaken with very beneficial results. The foremen and bosses then, in turn, educated and trained the workers themselves to become safely conscious. In so doing, a constant re- minder was given on all jobs assigned that the job was to be done safely as well as efficiently. No man is assigned a job who is not qualified for the type of work required. Efficiency and safety go hand in hand.

WHAT proportion of the national wealth is represented by&apos; the producing mines of the country?&apos; Or by the- mining and metallurgical industry-as a whole, for it is impossible to make-an economic distinction between the mines that produce the ore and the plant that is used to get the metals from it. The total national wealth in fixed property is about $270,000,000,000. How much for the mines? I do not know that any one &apos;else has ever tried to furnish answers to these questions. In making such an attempt I am conscious that the result can be nothing more than a rough approximation. Yet even that will give an idea of relative values. No separate valuation for the mines of the country has appeared in any inventory of the national wealth previous to that which I compiled and published for 1916. -In earlier census estimates mines were supposed to be included under the head of real estate. However, an examination of the laws and practices of the several states with respect to mine taxation will make it evident that no good idea of the value of the mines of the coun¬try is obtainable from the assessment rolls. In my previous estimate for 1916, I computed the value of the mines at $8,000,000,000, which was approxi¬mately 10 times their net income as reported to the Bureau of Internal Revenue. In making that estimate I fell grossly into error, for several reasons that it is unnecessary to explain, but chiefly because the net income of the mines of the country in that year was exceptionally large. The whole subject of valuing the mines of the country en bloc is extraordinarily difficult At the best, no one can hope to arrive at, anything more than a rough idea about it. However, elements of reason may be introduced and may be made to serve as chief bases.

Having obviously cleared the way for fast confirmation by the Senate Interior Committee, the Administration recently named Elburt F. Osborn, vice president of Penn State University, as director of the Bureau of Mines. Interior Committee Chairman Henry M. Jackson (D of Wash.) has moved hearings on the nomination right along, forecasting that they will end in a confirmation. Dr. Osborn not only made a good impression on the Committee, he also made it amply clear that he would be the boss of his job and have right-hand aides to help straighten out conflicts stemming from recently enacted health and safety regulations for miners. Mining engineers in the field hope this clarification can come soon. They are frankly fed up with local, state, regional and national overlapping of restrictions.
