IN 1949 an orebody containing some 10 billion lb of recoverable rare earth metals was discovered in the Mountain Pass district of San Bernardino County, California.' The following year Molybdenum Corp. of America purchased a number of claims at the deposit and a mill on the property which had been constructed to process the district's gold ores. Average composition of ore from the San Bernardino deposit is less than 0.1 pct Tho2, 25 to 35 pct calcite, 10 pct rare earth oxides, 15 to 20 pct silica, and 30 to 40 pct barite.' Rare earth content of the ore analyzes 50.7 pct CeO2, 4.2 pct Pr6O11, 11.7 pct Nd2O3;, 1.3 pct Sm2O3,, and 34.3 pct La2O3 and others.' By floating the barite and depressing the bastna-site, Molybdenum Corp. of America produced a concentrate that contained 60 to 70 pct rare earth oxides. More than 25 pct of the rare earths, however, was lost in flotation. It seemed likely that a more economical method could be found. At the present time most of the rare earths in the concentrates are converted to rare earth chlorides, which are either fed to ion exchange columns for separation of the individual rare earths or reduced to misch metal. Current investigation shows that solvent extraction may achieve this separation more economically than ion exchange. The study reported here was undertaken to develop an economical method of preparing a pure rare earth nitrate mixture from California bastnasite ore. Results indicated that more than 98 pct of the rare earths could be recovered. Several possibilities were considered for processing bastnasite ore, but only the method outlined in Fig. 1 was investigated. This involved leaching the calcined ore with nitric acid. The nitric acid process is discussed under the following headings: 1) calcination of the ore, 2) leaching of calcine, 3) filtration studies, 4) solvent extraction, and 5) nitric acid recovery. Calcination: Since California bastnasite ore contains 25 to 35 pct calcite and about 10 pct bastnasite, calcination was needed to reduce the violence of reaction with nitric acid. Weight losses of 26 to 30 pct were obtained by calcining the ore at 900°C for I hr or at 800°C for 4 hr. Longer periods resulted in no further weight loss. Leaching the Calcine: When the bastnasite calcine was leached with 30 pct nitric acid for 8 to 10 days, rare earth recoveries of only 45 to 50 pct were

THE relationships between collector and mineral, activator and mineral, and activator, collector and mineral will be considered herein. We propose to criticize current theories of flotation but we will not repeat the many pertinent arguments presented by Wark and Cox28 in 1937 in which the "chemical" or more strictly the "solubility" theory proposed by Taggart and co-workers22 is shown to be untenable. Recently Taggart, Arbiter and Kellogg24 have studied the long-chain aliphatic amines as collectors and have attempted to resuscitate the solubility theory for these particular collectors. Dean and Ambrose3 have felt that "we stumble over words" when we distinguish different mechanisms of adsorption. Our view is that nothing is more stultifying to the development of a science than attempts to force widely different phenomena into one classification. This oversimplification leads immediately to difficulties in the interpretation of results. EXPERIMENTAL PROCEDURE The response of minerals to activator and collector was determined by "captive-bubble" tests. The methods of preparation of specimens26 and of testing18 have been previously described. Results from captive-bubble tests were confirmed by flotation tests in glass-stoppered cylinders.25 The full lines shown in the figures relating solution composition to contact (flotation) distinguish solutions in which contact (flotation) is possible from those in which it is not. The curve is derived by successive approximation and the accuracy is ±0.2 pH units and ± 5 mg. per liter of collector or depressant. Solution compositions for which it was shown experimentally that contact or flotation is possible are marked by a circle, those for which it is not possible by a cross and those for which it is doubtful by a cross within a circle. It is assumed that at all other solution compositions within (without) the curve, contact or flotation is possible (not possible). After testing in the collector solution, the mineral was removed, washed, and tested by the captive-bubble method in water, or floated in a cylinder with frother only. In this way the composition of solutions in which a mineral was conditioned but in which properties of the collector solution prevented contact or flotation can be defined. The composition of solutions in which conditioning was possible lie between the full and broken curve, the experimental results being indicated on the figures by a square. The curves show the limits of composition of solution in which flotation in a cell would be possible. Many factors other than those considered in these tests determine recovery or grade of a given mineral in practice.

THOSE acquainted with the fundamental differences between the, educational .systems of Great Britain and. the United States would hardly expect .the training of men for the petroleum industry to proceed along the same lines- in the two countries. The youth entering an English university is, except in the case of-the student from some of the British colonies or from foreign countries, almost invariably a product of the English "public school." This is in no sense comparable .with the American public school. It is a private institution, frequently of considerable age and heavily endowed. In many aspects it seems to be comparable with the American preparatory school. Yet to some extent its activities remind one of the first years of the undergraduate: course in the American college. Certainly it takes to-itself many of the social, functions of the American college.

The iron-ore deposits of the Hartville district are located near the new town of Guernsey, about 100 miles north of Cheyenne. The writer has been familiar with them since 1887, having visited the district several times for different clients— his last examination having been made in November and December, 1897. The deposits extend in a general N.E.-S.W. direction from a point in Section 33, Range 65 W., Township 28 N., on the west side of Whalen cañon, through Sections 4, 5, 6, 7 and 8 of Township 27 N. in the same Range, and over into Sections 1 and 12 of Township 27 N., Range 66 W. General Characteristics. The ore is a remarkably pure red hematite, extremely low in phosphorus, and carrying a small percentage of silica, as shown by analyses given below, and similar in many respects

In connection with the recent visit of the Special Mission of British Ministry of Munitions to the United States, the United Engineering Societies gave a dinner to the members of the. Mission on Tuesday evening, Nov. 13. This was the only public function on behalf of the visiting commissioners while they were in New York. During the remainder of their visit they were in daily conference with bankers, merchants' associations, labor federations, and other organizations. The result of these conferences will doubtless have an important influence on the manufacture of war supplies in the United States, since it will enable our business men and manufacturers to avoid a good many of the mistakes that unfortunately occurred in England at the beginning of the war. At present, fully 90 per cent. of the employees of British munition factories are omen, and the problem of employing women in the industries of the United States will doubtless soon be encountered with increasing frequency.

MUCH has been said and written of the "Big Inch," of the terrific obstacles encountered in its construction, of the colorful and tough men engaged in its building, but little has been publicized of the engineering and economic problems behind the scenes. Long before Pearl Harbor it was apparent to the petroleum industry that a critical oil shortage could be expected along the Atlantic seaboard, owing to delay in tanker deliveries as a result of convoy movements, and to allocation of vessels for foreign shipments. This area, with a normal consumption of approximately 1,800,000 barrels per day of oil and products, was almost entirely supplied by tanker. Pipe lines supplied an average of only 20,000 barrels per day in 1939, 40,300 barrels per day in 1940, and 55,000 barrels per day in 1941. A small amount of oil and products was also delivered via barge.

This paper summarizes investigations during 1949 on three pilot plants for drying low-rank fine cool by entrainment in hot gases. Detailed operating results on processing seven coals having moisture ranging from 24 to 62 pct, formulas and data for calculating performance of large units, and general conclusions on the problem of drying fine coal are presented.

INTRODUCTION The selection of mass mining methods is the situation facing not only planners of new operations, but also those involved with cur- rent operations, including the eventual change from open-pit to underground. Increasing ground control problems on many mines, plus a better understanding of dilution and ore loss problems have meant a review of current mining methods and support techniques. Experiments are only successful if conducted in the right mining environment and on the right scale. Mining personnel have been known for their conservatism and will tend to persevere with an established method rather than change; often, hidden costs will obscure the correct economic assessment. An established mining sequence is not necessarily correct in the long term. However, recommendations to change are usually met with opposition because of inconvenience, temporary production problems and the desire for a trouble-free guarantee. In any planning exercise, care must be taken that time and money are not wasted in trying to achieve the unattainable. During the decision-making period, production personnel must be involved, and, if possible, they should visit similar omrations to that proposed. Co-operative production personnel will help ensure success. Descriptions of mining methods are available in technical papers and books, and it is not intended to discuss this aspect, but, rather, the various factors which must be recognised before arriving at a final selection. In another paper presented at this Conference (Heslop and Laubscher, 1981) factors affecting ore recovery and dilution are discussed in greater detail for various cave mining methods. PRELIMINARY CONSIDERATIONS Comprehensive Geological Data. Geological information is available during the exploration stage, but, often, core from exploration drilling is not analysed with the selection of a mining method in mind. Drilling costs are high, therefore the maximum benefits must be derived from this operation. Holes which have not intersected ore may provide data on possible shaft sites, and 35 mm colour slides of core, sound logging and geomechanics classification, will provide a record which can be used with confidence at a later date. Intersections of the various rock types should be kept for future study; for example, is weathering likely to be a problem, bearing in mind that this can be accelerated in the warm, humid atmosphere of an underground mine. The accumulation of data required to select a mining method starts with initial geological work in the target area, whether this be surface mapping or a diamond drill hole. Publications. As technical papers, reports and books are used in the selection of mining methods, an appeal is made to authors to describe the geological environment so that readers can relate to their own conditions. Not enough emphasis is given to the problems experienced and the techniques employed to overcome them. Follow-up papers are seldom written and we should be prepared to discuss our failures. Diagrams are often misleading, as the ideal and not actual situations are depicted. The caved ore/waste interface is not a straight line, and whereas this may not be significant in a diagram of a 200-117 draw height, it certainly is in sub-level caving with draw zones only 1 - 2 m width but up to 20 m high. SUMMARY OF FACTORS AFFECTING THE SELECTION OF UNDERGROUND MASS MINING METHODS (a) Regional rock stresses and mining geometry. (b) The geomechanics rock mass classification of the orebody and surrounding rock mass. (c) Ratio of the surface area of the ore/unpay interface to the contained ore which determines ore losses and dilution. (d) The cavability and fragmentation data of the ore and hangingwall. (e) The mineral distribution in the orebody and its dilution zone.

FOR more than 25 years a few business men who represent virile private enterprise in the Pacific Northwest have been trying to awaken the community to the potential benefits of an open Columbia River. No threat of government com- petition then hung over the industry, which was adjusted to state regulation. Numerous sites were engineered and the findings were laid before the operators of heavy industry in the East, Middle West, and South -even of Europe. These engineering data became, if not the basis, the inspiration upon which the U. S. Army Engineers eventually were to "build the Columbia River Bible" - their great document known as House Document 103, the report on the Columbia River and minor tributaries.

IN the nonferrous sessions this year, magnesium wiggled its way into a dace of prominence such as it has never before enjoyed. This was evidenced not only by the number of papers presented on that metal but by the attendance at the meetings. The atmosphere permeating these magnesium meetings was similar to that which exists in a family with a new baby. Everybody crowded around to see what it looked like and then wondered whether it would be a success and credit to the family. Well. magnesium appeared to be a vigorous youngster, full of life, and raring to go. A close relative of maenesium named " aluminum, although much more grown up, also attracted much attention. THE fact that this latest and most modern of the Universal Atlas Cement Company's plants at Northampton, Pa., is the fifth to be built on these same properties, and their development has been coincidental with the development of the portland cement industry in the United States, makes it appropriate to sketch briefly the history of the successive steps. In 1889 the original Atlas Portland Cement Co. started its first plant at Coplay, Pa., which is just across the Lehigh River from the present operation. Here the first successful rotary kiln was operated. These kilns were 6 ft. in diameter and 60 ft. long; they used oil for fuel until 1895, when the company developed the first burner for pulverized coal. Shortly thereafter the Atlas company acquired property on the Northampton side of the river and built its plants Nos. 2, 3 and 4 within the following 10 years. During the same period the production of portland cement in the country was increasing rapidly; owing largely to the development of the rotary kiln and improved grinding machinery, which lowered the cost and improved the quality of cement. The general tendency has been to increase the length of the kiln and grind both raw material and finished product finer. In 1930 the Atlas Portland Cement Co. and the Universal Portland Cement Co. united to form the Universal Atlas Cement Co., and the same policy of improving the product has been continued. Because of the large amount of research carried on by manufacturers and consumers, including government agencies, there is a demand for cement of different chemical and physical characteristics for different kinds of structures. Hence many engineers in recent years have been asking for cements of certain definite chemical analyses, which they think are best for their particular jobs. This has compelled the manufacturer to make several different types of cement by variations of chemical composition. These are generally made by adding silica, iron and lime to the standard mixture, which necessarily increases the cost of the product. Therefore the Universal Atlas Cement Co., in planning the modernization of its Northampton plant, gave this particular phase of the problem considerable study. Research and experimentation have developed the practicability of making a wide variety of differently proportioned raw materials for cement by a process of subtraction rather than by addition. With such process, it is possible to discard the undesirable aluminates and silicates from the ample supply of impure limestone available from the company's property rather than by adding high-grade limestone obtained from distant sources. This procedure requires mineral separation by centrifugal sedimentation and froth flotation. THE Committee-on Production Control, at its meeting held during the last annual session in February, 1930, evidenced great interest in problems of stabilization affecting all mineral industries. . No immediate program of activity for the Committee as a- unit was decided on, however,, and efforts during the past pear have consisted lirgely of further stressing the economic aspects of mineral production and of the action by committee members, :.serving in their individual capacities, in sponsoring constructive changes, in specific, industries. Of greatest interest to the general subject of production control in 1930 was the very definite advance toward better coordination of demand and supply in the petroleum industry. Furthermore, since opinion both within and without the oil industry now favors a constructive program, and with a gradual change in legal precedents, it seems not unreasonable to expect greater progress in the near future.

ANYONE doubting prosperity in the mining industry should visit the Kootenays of British Columbia where the West Kootenay Power & Light Co. is kept busy running new power lines and connecting mines and mills with lines already in service. Quoting from an inspired statement "The four hydro-electric plants of the West Kootenay Power & Light Co. on Kootenay River have been in continuous operation." At the recent 35th annual meeting of the Eastern' British Columbia Boards of Trade held in Nelson, a two-day session indicated unusual activity. The following information was obtained through personal contact, through the press, and by hearsay. Much of it has been checked and proved accurate. Reversing the order of the flowsheet. Secretary J. INTRODUCTION The accurate sampling of coal, as with most minerals, is a difficult task. Coal is a heterogeneous material made up of different types of coal and varying amounts of mineral matter. The product as mined may contain all the layers of coal and impurities found in the seam as well as portions of the stratas above and below the coal seam. The preparation plant is the device to size, crush, and/or remove impurities so the coal may be shipped as a salable product. Sampling may be needed at many stages in the preparation process. Although this chapter is primarily concerned with sampling in connection with preparation processes, the principles apply to all coal sampling. The main reasons for sampling in connection with coal preparation are: 1) To determine the washability characteristics of the raw coal by means of float and sink tests. These may be used for the design of a preparation plant, prediction of results to be obtained, or monitoring raw coal delivered to the plant. 2) To check the performance of various operating units in the plant, either by float. and sink tests or chemical analyses. 3) To determine the analytical characteristics of the products produced, such as moisture, ash, Btu, sulfur, etc. HISTORY The earliest accepted methods of sampling coal in the United States were given in US Bureau of Mines (USBM) publications by J. A. Holmes,l G. S. Pope,2 and A. C. Fieldner.3 The American Society for Testing and Materials (ASTM) more or less adopted the methods proposed by USBM in their Standard D-21-1916 and it remained a standard for many years. Briefly, this standard called for a 500 lb (227 kg) sample for coals less than 94 in. (19 mm) in size and a 1000 lb (454 kg) sample for all coals over 94 in. (19 mm) in size. No mention was made of increments, but there was an instruction that the sample should spread over the coal

While the production of crude oil and condensate in South Arkansas increased only 1.7 per cent over the 1940 figure, complete utilization of gas produced with the oil and condensate, and heretofore wasted, was beginning to be evidenced. There were 26,229,264 bbl. of oil and condensate produced in South Arkansas during 1941, as against 25,790,380 bbl. for the year 1940. (Fig. I.) Since 1936, deep producing sands have been discovered in 18 fields and during that period only 40 per cent of the total state production has come from Upper Cretaceous formations while 60 per cent came from the Lower Cretaceous and Jurassic formations. The gas produced with crude oil and condensate from the latter formation contains large quantities of hydrogen sulphide, the maximum being 6900 grains per 100 cu. ft. in the Patton pool of Lafayette County. Gas Utilization During the latter part of 1940 and the early part of 1941, pilot plants were placed in operation to determine whether the hydrogen sulphide and deleterious material in South Arkansas gases could be removed economically. The Federal Government desired to build a large aluminum plant in the Ouachita Valley and was seeking cheap fuel for the generation of electricity. The fact that the gases were produced with appreciable quantities of crude oil and condensate made it available at a very low price, since the state's conservation law prohibits the flaring of any gas. As a result of these experiments the first large-scale unit for the processing of gases containing hydrogen sulphide was placed in operation on Sept. I, 1941. The plant is in the Magnolia oil field, Columbia County. It processes residue gas from the Shell Oil Company's gasoline plant in that field and also raw gas from the Village field, 6 miles east of the Magnolia field. The gas entering the desulphuri-zation unit is laden with approximately 1400 grains of hydrogen sulphide per 100 cu. ft. and is stripped to a content of 4 grains per 100 cu. ft. The capacity of the plant is 15 million cu. ft. of gas treated daily under a pressure of 160 lb. per sq. in. The cost of treatment, exclusive of depreciation, is appreciably less than I per 1000 cubic feet. Two other plants of much greater capacity have been announced and priorities have been granted, which should bring the total amount of gas treated to 150 million cu. ft. daily. The gas to be treated will have a maximum hydrogen sulphide content of 4500 grains per 100 cu. ft. and will be processed under a pressure of 600 lb. per sq. in. These developments are something entirely new in field practice for the industry. The fact that this heretofore wasted gas is available at very low cost has led to the location of some eight war industries within the state, in addition to the alu-minum plant.
