FROM a study of sulfur with reference to its specific combination in coal, published as University of Illinois Bulletin No. 111, 1919, it is now possible to determine the various forms of this constituent with a good degree of accuracy. This fact suggests two questions: (1) Are the same analytic methods applicable to coke? (2) Is there any correlation between the forms of sulfur as it occurs in coal and the residual sulfur found in the finished coke? The answer to the second question might be helpful in answering a still further question as to what chemical route the sulfur travels during the carbonization process. While the special studies along these several lines are by no means complete, a few preliminary statements are herewith presented. They may, at least, prove suggestive of further possibilities from a continuation of research along these lines. There is no reason, chemically, why the analytic methods devised for coal should not apply to coke and a fair amount of experience in connection with such use affords confirmation of this statement. The procedure in the case of coal may be briefly outlined as follows; Combinations of sulfur as sulfate, or sulfides other than FeS2, are readily dissolved without disturbing either the pyrite sulfur or the sulfur that is in organic combination by means of dilute hydrochloric, acid-1 part of concentrated HC1 to 10 parts of water or approximately 3 per cent. acid. Digestion at 60° C. for 24 hr. insures the complete removal of the sulfur thus combined. In freshly mined coal the amount of such sulfur is very small; weathering processes, however, may very materially increase the amount of sulfate present.

Petroleum development in Oklahoma during the year 1932 was rather colorless. The crude price structure, while it was relatively stable, was too low to encourage wildcat drilling and proration restrictions were such that producing wildcats were usually faced with the drab prospect of being limited to 50 bbl. per day. Proration in flush and semiflush areas was for the most part successfully accomplished. Military enforcement of proration rulings was deemed necessary at Oklahoma City. The trend toward cost cutting and abandonment of unprofitable wells continued through the year. It is estimated that 1500 wells were abandoned and it is not unlikely that as many more were shut down which will never produce again. Oklahoma crude oil stocks were reduced by approximately 11 million barrels in 1932. It is generally conceded that inventories of material have been appreciably reduced. Leasing activity was limited principally to rental reductions and to close scrutiny of all lease holdings. There were numerous "leasing plays" based on geophysical information but with few exceptions they were small. It is estimated that over 15 per cent of the acreage under lease at the beginning of 1932 was surrendered during the year. There was a tendency through the year to prospect shallow pay sands formerly passed by in the search for deeper production. This is especially true of the Seminole area, where the Calvin sand received considerable attention, and where some good wells were completed. Prices There were two price changes during the year that affected the majority of crude sales. Using 36 gravity A.P.I. as a basis of comparison, the price was increased on April 11 from $0.77 to $0.92. On Dec. 16, the price dropped to $0.69. During the fall months there were several postings higher than this schedule but all postings were at the same level at the end of the year.

During 1932 no important changes occurred in the position of Africa as a producer of petroleum. The progress of development and production in each of the areas of interest is described below. Egypt The producing fields of Egypt are Hurghada and Gemsa, located on the west short of the Red Sea, and Abu Durba in the Sinai Peninsula. Most of the production is obtained from the Hurghada field, chiefly from beds of Cretaceous age. To the end of 1930 the Hurghada field had produced 2,831,751 tons of petroleum. The Gemsa field, discovered in 1909, reached its peak of production in 1914, when 88,000 tons were produced. Of late years the production has greatly declined. Total production of the field to the end of 1930 is 182,870 tons. The total production of Abu Durba to the end of 1930 is 7069 tons. The production of Egypt for recent years is as follows: 1928, 269,324 tons; 1929, 271,520; 1930, 281,997 (1,996,000 bbl.); 1931, 288,260 (2,038,000 bbl.); 1932, 253,182 (approximately 1,790,000 bbl.). Mozambique The operations of Inyaminga Petroleum Ltd., which was engaged in drilling in the colony, have been suspended. Angola Drilling operations in this colony, conducted by Companhia de Petroleo de Angola under a concession from the Portuguese Government, were continued. A test well drilled at Cacoba, about 60 miles southeast of Luanda, to a depth of 5651 ft. was not a commercial producer. A second well was being drilled in the vicinity at the end of 1932. Morocco Until last year the search for petroleum in Morocco was in the hands of several private companies but during 1932 the National Office of Liquid Fuels of the French Government took an active interest in the develop-

No observations on the mechanical properties of iron-manganese alloys have been published since pure manganese became readily available, either distilled manganese or electrolytic manganese. The purpose of this investigation was to determine whether iron-manganese alloys are essentially brittle, as reported by Hadfield,1 or whether the lack of ductility observed was due to impurities in the alloys that he studied. EXPERIMENTAL METHODS The alloys were melted in a 100-lb. high-frequency induction furnace with a magnesia crucible, using ingot iron and electrolytic manganese. The heats were split, the first giving six 18-lb. ingots and the second three. Each successive heat was higher in manganese and about 0.3 per cent silicon [ ] was added as ferrosilicon. The alloys forged without difficulty-and were given a 90 percent reduction to 3/4-in. rounds. The chemical analysis of the alloys is given in Table I. The forged rods were homogenized for [ ] 24 hr. at 1150°C. (2100°F.) and air-cooled. The alloys were tested in two conditions of heat-treatment: (I) as normalized from 870°C. (1600°F.) and (2) normalized from 870°C. and tempered for z hr. at 540°C. (1000°F.) and air-cooled. The tensile specimens were 0.505 in. in diameter with a 2-in. gauge length, and the impact specimens were V-notch Charpy. The proportional limit and yield strength were taken from the stress-strain diagrams drawn by a Peters recorder. The data obtained from the tensile test and the hardness measurements are given in Table 2. Specimens that were normalized are designated by N; those that were normalized and tempered by T. Alloy G was tempered after forging (D).

Seventy-one delegates, representing 74 organizations with a membership in excess of 105,000, attended a conference of technical societies, in Chicago, Apr. 23-25. It was called by Engineering Council, and unanimously adopted a resolution urging Congress to establish a Department of Public Works. This would include the services and bureaus having to do chiefly, with matters of engineering and architecture. Among the bureaus, services, and activities, which logically belong to a Department of Public Works, are the following: Bureau of Public Roads; the United States Reclamation Service; the Alaskan Engineering Commission; the Construction Division of U. S. Army; a Bureau of River, Harbor and Canal work, including such functions as are now exercised by the Mississippi River Commission and the California Debris Commission; a Bureau of Architecture; a Bureau of Surveys, including the Coast and Geodetic Survey; a Bureau of Mines; the Geological Survey; the Forest Service, at least until the same is divorced from the supervision of water powers and road building; and the Bureau of Standards. Later, the following resolutions were unanimously adopted: RESOLVED, That this conference be known as the Engineers, Architects, and Constructors Conference on National Public Works; that it continue in existence until dissolved by its own action and that its officers and committees be empowered to further the organization and development of a National Department of Public Works. RESOLVED, That for the purpose of furthering the passage of a bill for the creation of a National Department of Public Works there be set tip by this Conference an Executive Committee, a Committee on Text of Bill, and a Campaign Committee. The Executive Committee shall have the power to create a Finance Committee and other committees and to add to its own membership or to that of its committees.

THESE brief notes respecting the properties of pure tin that make it useful as a pyrometric substance summarize information gathered by the writer In an extensive experimental investigation on the electrical properties of metals in the molten state. Tin in quantities sufficient for pyrometric purposes may be obtained at relatively low cost and in a state of high purity. The metal melts at 232° C. and, according to determinations made by Greenwood,. 1909, does not begin to boil until a temperature of 2270° C. is reached. The writer can assert, from personal observations carefully made, that tin shows no tendency to boil at a temperature of 1680° C. If Greenwood's observations are correct the temperature interval, 2038° C., in which tin exists as a liquid under atmospheric pressure, exceeds that of any other substance. It has never been observed, as far as the writer is aware, that tin forms any chemical union, as carbide, with carbon at the highest temperatures at which it can exist as a liquid. It is quite certain from the writer's personal observation that tin heated in Acheson graphite to 1680° C. remains chemically uncontaminated. Wires of pure tungsten do not dissolve in molten tin at temperatures at least as high as 1680° C. Tungsten wires or rods may, therefore, be used as electrodes dipping into molten tin when required for measuring the resistance of the molten metal at very high temperatures. When tin is raised to a high temperature in a covered graphite container, the CO atmosphere that exists above its surface has a reducing action, which maintains this surface of mirror brightness. Incidentally, tin maintained molten in a crucible of Acheson graphite makes a most excellent bath into which may be inserted several pyrometers that are to be intercompared at the same temperature.

Meeting, Oct. -04, 1913.-The sum of $1,250 was directed to be sent to the International Engineering Congress, 1915, in accordance with the terns of the Institute's guarantee. It was voted to request the several Technical Committees to recommend names of their members as sub-chairmen and members of sub-committees to co-operate with the Bureau of Mines. The Finance Committee was empowered to send all members in arrears a notice that the provisions of the Constitution, by which they cease to hold the privileges of membership if their dues are not paid by Jan. 1, 1914, become operative on that date, unless the Directors vote to extend the time in each individual case. The report of the Nominating Committee, printed on page i, was accepted. It was voted that a notice to be prepared by the Committee on Increase of Membership and an application blank for membership be printed in the front of each Bulletin. The report of the Committee on Patent Law Legislation was adopted and the Committee discharged. The Budget of the Chairman and the Secretary-Treasurer of the Colorado Local Section for the balance of the present calendar year was accepted and an appropriation of $47.75 made to them. Upon the nomination of two members of the Committee on Honorary Members, backed by 13 members of the Institute who are not members of the Board of Directors, Dr. Frank Dawson Adams, of Canada, was unanimously elected an Honorary Member of the Institute. Upon the nomination of two members of the Committee on Honorary Members, backed by 11 members of the Institute who are not members of the Board of Directors, Mr. Ezequiel Ordoñez, of Mexico, was unanimously elected an Honorary Member of the Institute.

The great advance of the last twenty years in the specialization, delicacy and efficiency of ore-concentrating apparatus calls for a finer system of testing both the qualities of ores and the operations of machines in this department. In amalgamation, lixiviation and smelting, the daily employment of physical and chemical tests has been recognized as necessary, and the cost of the necessary laboratories and employees is cheerfully paid. But while much progress has been made in concentration (due, in a large degree, to the study of the subject in our technical schools), it is still too common in actual practice to follow the loose old method of roughly estimating, once for all, that a given ore " concentrates x tons into one," and resting on this assumption so long as that ore continues to be treated, while assays of the tailings from concentration are made from time to time, without exact determination of their quantity. The first step toward accuracy of control must be a more frequent and precise measurement of the quantity of concentrates from a given operation. This should be expressed in pounds per unit of one ton; and the variations shown in frequent determinations will furnish a constant check upon the character of the ore and the performance of the apparatus. But this is only a part of what should be constantly and systematically done to insure the best work upon a material which must vary continually, even though it come from one mine only. If, in any mill, appropriate laboratory-tests were made at least once a week, the labor and expense involved would be amply repaid by increased knowledge and control of the current operations. The relaxation peaks observed in plastically deformed materials at low temperatures have been reviewed by sack1 and Niblett and wilks. 2 In particular, the dislocation-relaxation in columbium has received considerable study.3-6 The present work deals with the lower-temperature dislocation-relaxation peak (referred to by Chambers and Schultz as the a peak) in columbium and Cb-5 pct Zr. The columbium and Cb-5 pct Zr specimens were machined to 3/8-in.-diam by 7-in.-long rods from bars hot-extruded at 1200°C. The internal friction and resonant frequency of the samples were measured in torsion at kilocycle frequencies at a maximum strain amplitude of -10-6. The interstitial content of both materials was approximately 70 ppm N and 200 ppm 0. The dislocation-re laxation peaks were measured in the hot-extruded state and after successive anneals. Fig. 1 is a compilation of the data. The resonant frequencies for the columbium and Cb-5 pct Zr samples were, respectively, 5.5 and 6.5 kc. Other workers have noted that the dislocation-relaxation peaks in columbium are not characteristic of a single relaxation time. As can be seen in Fig. 1, the zirconium addition further broadens the spectrum of relaxation times. The magnitude of the modulus defect as computed from resonant-frequency data also reflects this extension. The occurrence of the low-temperature a peak at a position 20°K higher in Cb-5 pct Zr as compared to pure columbium, in the hot-swaged state, suggests a decrease in the average dislocation mobility for the alloy. The authors do not feel that these data are sufficient to permit an interpretation in terms of any detailed models.

Dispersion-strengthened aluminum products consist of an aluminum matrix containing finely distributed ceramic or intermetallic particles. Examples of the two types of product are SAP, in which the dispersed phase is aluminum oxide, and materials made from atomized aluminum alloy powder, in which the dispersed phase can be FeA1, particles.' A fundamental difference between the two types of product is that the elongation of aluminum/aluminum oxide products decreases with increasing temperature, whereas the elongation of aluminum- FeA13 products, like that of aluminum alloys, increases with increasing temperature. As regards the structural stability, aluminum/aluminum oxide products are stable to temperatures above 600° C as aluminum oxide does not react with aluminum, whereas prolonged heating at above 400°C of aluminum-FeA1, products leads to coarsening of the intermetallic phase and loss of strength.' On the basis of these results it is supposed that a dispersion-strengthened product combining strength, ductility, and stability at elevated temperatures may be obtained if the dispersed phase reacts with the matrix in such a way that the reaction does not proceed at any significant rate at the application temperature. Different ceramic or intermetallic compounds may be selected as the dispersed phase, and, as alloying of the matrix phase may also influence the reaction, many possibilities exist for each metal. In the present study, aluminum products containing different oxides have been examined. For a reaction to take place between the dispersed oxide and the aluminum the free energy of formation of the oxide (MeO) must be greater than that of aluminum oxide; the difference should, however, not be too great in order to limit the reaction rate. Before 1957 a number of investigators reported stress determinations made on or near the surface of underground excavations. The usual procedure was to measure surface strains and to calculate the stresses using laboratory-determined values of the elastic constants of the rock. In some instances strain gages were stress-relieved so that the measured stress was absolute. Also, several investigators reported near-surface absolute stress determinations made by the flat-jack procedure. In 1958, Hast1 described a procedure for making absolute stress determinations within a body of rock. In this procedure a diametral deformation gage was placed in a borehole and then the borehole was overcored to produce stress relief. The secondary principal stresses in the plane normal to the axis of the borehole were calculated from measured deformations and the elastic constants of the rock. During the past nine years a number of investigations have been reported1-20 in which this technique, or modifications of it, have been reported. Both the stress distribution in the walls of underground openings and the stress field at points as great as 200 ft from these openings have been determined. Considered collectively, these reports shed some light on the nature of the stress distributions in the proximity of underground openings and on the stress field, that is, the state of stress outside of the zone of influence created by openings. To summarize these findings first consider the stress distribution in the wall and structural components of openings. Fig. 1 (a) shows a typical theoretical stress distribution curve in a linear-elastic, isotropic, homogeneous material. HE diffusion rate of v48 in single crystals of bee vanadium has been determined at temperatures from 1002° to 1888°C. Standard techniques of lathe sectioning were used for specimens annealed above 1500°C while sectioning by grinding was used for specimens annealed at lower temperatures. As will be seen, the lower-temperature data is enhanced on an Arrhenius-type plot relative to values expected by extrapolation of the high-temperature data. Single crystals were obtained from Linde Co. In Table I the analysis supplied by the vendor is compared with an analysis at Oak Ridge National Laboratory of a sample after a diffusion anneal. The isotope v4' was prepared by the Isotopes Division of Oak Ridge National Laboratory. Proton bombardment of a titanium target in the 86-Inch ORNL Cyclotron was followed by a carrier-free chemical separation. Nineteen specimens, 1/2 in. diam and 3/8 in. long, were cut from the as-received vanadium single crystals. Each specimen was machined with the flat face perpendicular to the longitudinal axis. Specimens were polished through 1/0 emery paper and were etched with 25 pct HF-10 pct H2SO4-10 pct HNO3-55 pct H2O. The polishing and etching steps were repeated until a satisfactory surface finish was achieved. The isotope was electroplated onto the specimens from a neutral solution. Counting rates of the deposited layers were approximately 100 counts per sec. At temperatures above 1200°C specimens were annealed in a tantalum resistance furnace under an argon atmosphere. Temperatures were measured with a Pyro micro-optical pyrometer and a Pt-Pt 10 pct Rh thermocouple. At lower temperatures the specimens were sealed in evacuated quartz ampoules and annealed in Kanthal wire-wound horizontal tube furnaces. ZAY JEFFRIES (author's reply to discussion *).-Messrs. Merica's and Humfrey's criticisms of some of my conclusions are rendered in the true scientific spirit by means of which differences of opinion are gradually smoothed out and all participants are benefited. It is true that the statement of generalizations on such a complex subject is hazardous, but I shall endeavor to point out the explanations for the discrepancies noted. Owing to the fact that I am now submitting a long paper on the same general subject to the Institute, my present remarks will be brief. Dr. Meric&s Assumptions' I agree with No. 1 and No. 2, with the modification that the A (amorphous) metal between grains of annealed metal has substantially the same properties as that at slip planes in deformed metal, but the two have different arrangements with reference to C (crystalline) metal and they may be in different conditions as regards internal stress, thickness, and nature of contact with C metal. Assumption 3.-I believe Fig. 1 is wrong. I know of no evidence to substantiate the curves. I believe cc (elongation of C phase) = 0 (approximately) at all temperatures and ?A (elongation of A phase) has finite values at elevated temperatures only; but these play no important direct role in the ordinary deformation of metals at low temperatures. I believe Ec (elastic limit of C phase) = Tc (tensile strength of C phase) because as soon as C metal begins to deform permanently it would rupture were it not for the A metal generated by its breakdown. We know that Ec = Tc in brittle crystals and a crystal cannot be permanently deformed without generation of A metal. Therefore Dr. Merica's

Recent papers by S. T. Yuster have called attention to the largely ignored concept that there will be a transfer of viscous forces across fluid-fluid interfaces during the flow of immiscible fluid phases through porous media. This leads to the implication that the relative permeability us saturation function, as applied to each of the fluid phases of the system, will in some way be dependent on the viscosities of all the other fluid phases which are contiguous to the flowing fluid of interest. In fact, Yuster has selected and analyzed the properties of a capillary-tube model of the reservoir-prototype flow systems and concludes from his studies that relative permeability values will be very markedly influenced by the viscosity ratio in two-phase systems. On the other hand, relative permeability data have been reported in the literature for more than 20 years; and where these data are consistent at all, they consistently how no dependence on viscosity ratio (cf. chapter 7 of Muskat3 for a resume of past experiniental work). This paradoxical situation has prompted us to re-evaluate Yuster's work. The major flaw we find has to do with the properties of the model Yuster employed to give qualitative support to his predictions. This model is defective in that important surface area parameters characteristic of the prototype-reservoir flow system have not been propertly scaled. Fig. 1 shows how we believe Yuster's model should be modified to circumvent this difficulty. It depicts the capillary tube of radius R and length L, comprised of two elements in series. The first part of length, L has the nonwetting phase flowing centrally out to a radius distance r, where an interfacial boundary exists with the wetting phase which flows in the concentric annular pace of the tube. Many investigations have shown that the manganese enhances the deoxidation power of silicon. Here it is suggested that this phenomenon could be explained in terms of the formation of impure silica. Data of Hilty and Crafts on the Fe-Mn-Si-O System has been evaluated on the basis of the reaction S_i + 20 = (SiO2) where (SiO2) denotes silica of variable activity. The activity of silica in this system is a function of aMn/aSi and the temperature, and can be described by the equation 12700 l°gaSiOz = -6.85+ - - 0.5 log aMn /asi PRACTICAL melting experience has shown that it is helpful to maintain a certain range of Mn/Si ratio in deoxidizing quality alloy steels. Herty,1 as early as 1932, reported a strong association between manganese and silicon as did schenck2 and Korber and Oelsen3 in later work. More recently, Hilty and crafts4 have studied the solubility of oxygen in the Fe-Si-O system, both with and without manganese. Their study confirmed the marked ability of manganese to increase the deoxidizing power of silicon. This phenomenon has remained unexplained in the liter,ature5 since it has been shown that manganese has virtually no influence on the activity coefficients of silicon or oxygen.= In this paper, an explanation for the role of manganese is suggested and equations are devised for quantitatively describing this influence. DISCUSSION Hilty and crafts4 equilibrated their melts under an argon atmosphere and the system established equilibrium with a self-generated slag which was not always the oxide of lowest free energy. Ewers (Commonwealth Scientific and Industrial Research organization, Melbourne, Australia)— Any attempt to elucidate further the meaning of the contact angle, particularly if it deals with the magnitudes of those mysterious quantities rsa and YRL, is certain to receive attention from those interested in the fundamentals of flotation. It is imperative, therefore, that attention should be drawn to a serious defect in the treatment by de Bruyn, Overbeek, and Schuhmann. Their Eq. 5 dy = — ld/u — Th2odiH2n states correctly the relationship between the change in surface free energy dy, the surface excesses Tx and Th2o of the components x and H2O and the changes du, and dph2o in the chemical potentials of these components. This equation applies for constant pressure and con- stant temperature and for the interface of the solid in contact with the solution of X. INTRODUCTION Manganese carbonates are nodulized by Cia. Mineral Autlan, located in Ongongo in the state of Hidalgo in Mexico. This kiln is fed minus 15 mm material at the rate of 1870 tpd. About 920 tpd is nodulized into a commercial product having a size range of 15 mm to 12 mm. The kiln also produces about 320 tpd of minus 12 mm fines and 40 tpd of chimney dust. Currently, the minus 12 mm fines are being recirculated to the kiln and the chimney dust is not being utilized. It has been found that there exists a market for manganese to be used as feed to the ferromanganese and silicomanganese furnaces. However, a coarse, lumpy feed can only be used in these furnaces. Accordingly, it has been proposed to screen the fines at 6 mm and agglomerate the minus 6 mm fraction along with the chimney dust and suitable binders. This paper presents the results of a feasibility study and test work aimed at producing an acceptable agglomerated product from the kiln fines for use in the ferromanganese and silicomanganese furnaces. Since the agglomerated product will have to be handled and loaded into trucks in the kiln area and transported over long distances, a minimum strength of 200 N is expected to be necessary. They should also have enough initial strength to be stockpiled and result in a minimum of breakage. A third important requirement is that the agglomerates should be resistant to disintegration during combustion. The recirculating fines were to be agglomerated in their original state, if possible, that is, without grinding. This eliminated the possibility of pelletizing as an agglomeration method. Based on a few laboratory trials, the briquetting method seemed most attractive, and a test program was initiated to explore the briquetting process.

Introduction THE occurrence of zircon in pegmatites of acidic composition is recorded by many observers both in this country and abroad, and they form one of the most important geologic modes of occurrence of the mineral.' As is well known, commercially the most important American locality for zircon is near Zirconia in Henderson County, North Carolina, where many tons of the mineral have been obtained from a kaolinized pegmatite dike 100 ft. wide and traced for 1 ½ miles along the direction of strike N. 50° E. Zircon may be developed in pegmatites as inclusions in the principal rock-forming minerals, chiefly quartz and feldspar, and as a separate megascopic constituent in the form of grains and crystals not exceeding, as a rule, 2 in. in size, and usually smaller. In the Henderson County, North Carolina, pegmatite, zircon occurs in prismatic crystals with pyramidal terminations measuring up to 30 mm. in diameter, associated chiefly with the feldspar. In some of the apatite veins of Canada, which are closely allied to pegmatite dikes, zircon is reported in crystals upward of 6 in. in length and 2 in. 'and more in thickness. Zircon in large masses occurs in Virginia in the well-known pegmatites near Amelia in Amelia County, and near Gouldin in Hanover County. Both localities are in the middle eastern portion of the Piedmont Plateau province, and are separated by a distance of about 40 miles in a northeast-southwest direction. The rocks of both areas, including the pegmatite bodies, are in an advanced stage of decay, and, the hard and moderately fresh rocks are concealed beneath a cover of variable thickness of rock decay derived by the normal processes of weathering.
