Consider an investor who, knowing future costs and revenues, can choose how rapidly to produce from a given mineral source. If the investor elects to make that choice to maximize present value of future profits, how do policies affect the choice? Various alternative policies are examined. Some, such as higher royalty rates, lead to slower production rates than would otherwise obtain. Clearly, the chosen rates of production are policy-dependent. One is wisely counseled to consider how mineral policies affect the rate of production from given sources when analyzing current and alternative policies.

John Duer Irving, who left his post as Professor of Economic Geology at the Sheffield Scientific School, New Haven, Conn., to join the Eleventh Regiment of Engineers shortly after the declaration of war, died in France, July 26, 1918, from an attack of pneumonia. Through the initiative of Mr. Benjamin B. Lawrence, a memorial service to Captain Irving was held at St. Paul's Chapel, Columbia University, on Sunday afternoon, August 4, which was' attended by members of Captain Irving's family, and about four hundred of his friends from Columbia, Yale, the American Institute of Mining Engineers and the Association of the 11th Regiment of Engineers. Professor James F. Kemp delivered the memorial address, and has prepared for the Institute the following account of Captain Irving's life, Professor Kemp and Captain Irving having been associated on the most intimate terms for a number of years. , The war has brought home to friends and kin in the western shores of thc Atlantic many losses whose suddenness has the shock of a blow. Many more will follow, but none can leave a sharper sense of regret than the news that the keen and productive mind; the inspiring teacher; the successful and considerate editor, the fine, true man and friend had all passed away when John Duer Irving made the final great gift to the service of his country, in the cause of decency and right. In the closing days of July, the cable brought the tidings that toward midnight on the twentieth of the month pneumonia had proved too great a tax upon one already worn by excessive labors. John Duer Irving was born in Madison, Wis., August 18, 1874. His father, Roland Duer Irving, was at the time professor of geology, mineralogy and metallurgy in the State University of Wisconsin.' Roland . Irving, the father, had entered Columbia College in 1863, but trouble with his eyes compelled him to suspend his studies in the classical course in his sophomore year, and to replace study with some months of life and travel in England. Ultimately his eyes became stronger, and he entered the School of Mincs, completing the course for the degree of Engineer of Mines in 1869, with the third class graduated. The class of eleven contained other future geologists. It numbered on its roll Henry Newton and Walter P. Jenney of the early survey of the Black Hills, where John, future son of Roland, was in the course of years to make his doctor's dissertation, and with its publication his really serious entrance into the profession. Roland Irving was a favorite student of Professor J. S. Newberry, affectionately known to all of his students as "Uncle John," and after some experience in mining and smelting in Pennsylvania and New Jersey, joined the Ohio Survey under Dr. Newberry. The work in Ohio was largely performed during the vacations of the University of Wisconsin, to whose chair Roland Irving was called in 1870. Later, his residence in Wisconsin led to two events of prime importance in the history of American geology. He began the study of the Gogebic iron range and caught the clue to the origin and stratigraphy of the iron ores of all the Lake Superior ranges; and he later undertook the mapping and description of the copper-bearing rocks of the Lake Superior basin. The formative years of the son, John, were passed in a home where the father.

About 1300 members and guests attended the Seventh Annual Mid-winter Convention of the American Institute of Electrical Engineers, which was held in the Engineering Societies' Building, New York, on Feb. 19 to 21. The opening session was a joint session with the American Institute of Mining Engineers, when welding was discussed. The various phases of standardization in engineering work were discussed by President Comfort A. Adams at the Thursday morning session. Thursday afternoon was spent in visiting. Some of the guests visited the Brooklyn Navy Yards, where they inspected the power plant, shops, dry, docks, etc. ; others visited the Bell System Laboratories of the Western Electric Co. DURING 1937 the subject of mining geology was probably given more attention and more mining geologists were usefully employed than at any previous time. Of the many contributing factors the most important were: (1) a higher degree of prosperity in many countries, (2) a. better understanding of geologic phenomena, and (3) the apparently diminishing reserves of several important minerals. Mining companies have come to look upon geology with a growing appreciation of its aid in the more effective exploration and exploitation of mineral deposits. Most of the larger and more active companies have one or more geologists permanently attached to their staffs and some have well organized and efficiently managed geological departments. Even the smaller companies, who feel they cannot afford to employ a geologist on a permanent basis, are seeking the advice of competent men in this field with increasing frequency. One of the most significant trends has been the growing tendency to base exploratory work on more thorough geologic studies instead of empirical "hunches,"on which so much off the work in the past has relied. Likewise, mining companies are apparently more willing to expend larger sums on the basis of geologic possibilities in a district.

W. L. SaundeRs, New York City (communication to the Secretary*):—Notwithstanding the sweeping statements made by Mr. Clarke in this paper, the friends of compressed air are not dismayed. There is no war between electricity and compressed air. Each one has its field of usefulness, and in that field each is supreme. In spite of commercial interests, in spite of prejudices and the enthusiasm of the inventor, the thing that is best will survive and flourish. At least ten years ago, our engineering papers contained large advertisements and pages of reading-matter about the application of electricity to mines, recording the introduction of numerous rock-drilling plants, and claiming that the problem had been solved, greatly to the advantage of the miner and with promise of large profits to the manufacturers of electrical apparatus. Edison and Thomson labored to apply electricity to mines, and each believed that the probabilities of success were great. This was the period of the solelloid rock-drill, which mas admirably suited, theoretically, to the percussive principle and in the development of which hundreds of thousands of dollars have been spent without satisfactory result. I have searched in vain for a standard mining equipment where electric rock-drills are in constant, commercial operation. During a recent trip made from New York to California, I visited most of the important mines of the West and failed to discover a single electric equipment, so far as this class of mining-work is concerned. If any one will inform me where there exists today an electric-drilling equipment in constant service in mines in the United States, I shall be glad to receive the information. Aluminum single crystals were pulled in an electrolytic cell allowing surface removal during the deformation. The extent of Stages I and 11 of the stress-st-aitz curve was increased and the slope decreased as the rate of metal removed from the surface was increased. An increase of the strain rate caused a decrease in the effectiveness of the metal removal. The data indicate that the work-hardening coefficient in Stage I is determined primarily by the conditions which exist on the surface of the crystal. In Stages 11 and 111, both surface effects and internal barriers are important. ALTHOUGH numerous investigations have been conducted on the plastic flow characteristics of metals in an attempt to explain the mechanism of work-hardening, relatively few studies have taken into account the influence of the surface. In all current theories of work-hardening it is assumed that the impediments to the movement of dislocations are within the crystal. The barriers due to the surface and the existence of solid and liquid films have been neglected even though it has been demonstrated that the surface exerts a large effect. A number of investigators1-l8 have shown that solid films on the surface of single crystals markedly affect their mechanical behavior. In general, the presence of a solid film tends to increase the yield stress and increase the work-hardening rate. Often, on single crystals, Stage I and, at times, Stage II regions are completely suppressed. Various mechanisms have been offered for the effects of oxide and metal films as well as the influence of electrolytes. Of these, concepts concerned with the locking of surface dislocation sources and the blocking of dislocations at the surface resulting in pileups appear to be actively considered at present. Barrett,11 Takamura,6 Gilman,19 Lipsett and King,20 Shapiro and Read,10 and Weiner and Gensamer21 are among those who have interpreted their results in terms of piled-up dislocations at the surface, while Adams.22 and Chalmers and Davis23 have explained their experimental observations in terms of locking of surface dislocation sources. In general, the change in plastic flow properties due to electrolytes has been explained in terms of the unblocking or unlocking of dislocations by the removal of the oxide films. In considering the two proposed mechanisms, it appears that the locking of sources of surface dislocations by a solid film should exert a primary influence only on the critical resolved shear stress for flow and not on the slopes of Stages I and 11. However, the blocking at the surface of dislocations from internal sources may also affect the critical resolved stress and furthermore exert an influence throughout the whole plastic range. In certain cases it does not seem feasible to explain the results of experimental observations in terms of locking of surface dislocation sources. The abnormal aftereffects found by Barrettll,12 by removing the oxide by an acid treatment are excellent evidence of the blocking of dislocations at the surface. Additional evidence in favor of a blocking due to a pileup of dislocations at the surface may be found from the observations that the critical resolved shear strength continues to increase with the thickness of the oxide layer until very heavy oxide layers are formed. If the locking of surface dislocations sources were the dominant factor, the critical resolved shear stress would not be expected to increase after all of the surface sources were locked by the formation of the oxide. This may be expected to happen after a few atomic layers of the oxide are formed. In spite of the above evidence on the strong influence of the surface on the plastic flow characteristic, this has been ignored in current theories of work-hardening. Seeger24,25 suggested that most of the dislocations may slip out of the crystal only when the specimen axis is within certain areas of the orientation triangle. In other areas the resolved shear stress in other glide systems is large enough to generate dislocations which can form Lomer-Cottrell locks, thereby decreasing the average slip distance in some directions and causing a larger hardening rate. Friede126 assumed that at the beginning of Stage 11, a large number of Lomer-Cottrell dislocations are formed by a catastrophic process which used up all the Frank-Read sources on the secondary slip-planes. In this manner a fixed number of Lomer-Cottrell locks is formed which act as barriers against which the dislocations can pile up. In Stage 111, Seeger24 and Diehl, Mader, and Seeger25 proposed that Lomer-Cottrell barriers are circumvented by the cross slip of extended screw dislocations. Cottrell and Stokes,27 Friedel,26 Cottrell,26 and stroh29 suggest that the Lomer-Cottrell dislocations collapse under the stress field of the dislocation pileup. IF the observation of our British friends is true that Americans put new records in bigness above everything else then the 150th meeting of the Institute was not the grand success it seemed to be. Just why the attendance slumped a little this year is anyone's guess, but the favourite explanation seemed to be that half the country is planning to come to the New York World's Fair this summer and that two trips from the hinterland to the me- tropolis, with another to San Francisco of course, can hardly be justified with the present condition of the stock market and the prices of the products of our mines. Certainly, some were pre- vented from coming too by the epidemic of respiratory afflictions that was rampant in February. Unfortunately. several succumbed after they had reached New York.

PRACTICALLY all the Section delegates as well as a sprinkling of Institute officers and mere members were on hand for the annual business meeting of the Institute on Monday afternoon of the Annual Meeting. President McAuliffe presided, with C. H. Mathewson as associate chairman. Americo Albala was first called on to discuss the work of the Pan American Institute of Mining Engineering and Geology. C. Will Wright said that the need for such an organization was evident, and a resolution was passed asking the incoming President to appoint a committee to investigate cooperation with that body, of which Mr. Albala is executive secretary.

THE Cromwell 'Pool has been the outstanding development in Oklahoma during the year 1924. . Tonkawa contributed the deep "Slick Sand" bit apparently its 'peak has been reached and like other pools producing from below the Mississippi lime its decline' mill be rapid. After reaching a daily production of 67,000 bbl., the Cromwell Pool is declining because of a lull in -new completions, but a mile extension has revived activity and an area equal to that of the present producing' area is under development and will cause an increase in the present production of 38,000 bbl. This pool is seven months old, has three dry holes in one hundred twenty completions and is actually defined only on the southern extremity. This area has been one of the chief contributors to the .over-production of high gravity oil in the Mid- continent fields and will be such' for the remainder of ' the year. 1924 and first part of 1925.

WITH the exhaustion of the sections of iron ore bodies amenable to opencut mining the iron ore miners raise the question: "How can we mine the extensions of these ore bodies in depth with the same costs as obtained in opencut work?" This question brings to the fore the relationship between mineral exploration and research on mining procedures. The iron miners must either find new de? posits amenable to their known methods of mining or develop new mining methods for deep deposits. It is understood that the oil companies will spend $30,000,000 next year in the search for new oil fields. How much the metal mining companies will spend in the search for new ore bodies is unknown, but without doubt the amount will run into several millions of dollars. If the mining companies that concern themselves with metals, nonmetallics, and fuels will set aside a substantial sum for fundamental and applied research in mining methods, they can not only lower their costs but increase their reserves thereby. Any increases in mining efficiency automatically result in increased ore reserves at no cost.

IN furtherance of the policy of acquainting those members of the Institute who live at a distance from New York with all the details of administration, the thirty delegates sent by the local sections and the technical divisions were invited to attend the meeting of the Directors on Tuesday evening as well as the Directors' dinner immediately preceding. Including the Directors and officers, new and old, the members of the Papers and Publications Committee and the section delegates, more than 70 sat down at the dinner table in the Engineers Club. The attendance at the business meeting that followed was not quite so large, doubtless for the reason that the ladies' fashion show, held in connection with the informal dance, offered attraction that eclipsed that of watching the wheels of Institute business go around.

THE structures formed when austenite is quenched to subcritical temperatures and allowed to transform isothermally have been the subject of intensive study since the work of Davenport and Bain.1 Isothermal transformation diagrams summarizing the results of many of these studies have become widely familiar to metallurgists. Of particular interest to metallographers are the dark-etching, acicular products of transformation formed by isothermal reaction below the temperature of maximum velocity of the austenite to pearlite reaction. These products, the bainite structures, can be formed in a wide variety of steels. However, the constitution of bainite is not well understood and divergent views have been expressed as to its mode of formation. In this investigation a combination of dilatometric, microscopic and X-ray methods has been brought to bear upon the problem in the hope of some elucidation of the bainite reaction as it occurs in hypoeutectoid steels. MECHANISM OF BAINITE FORMATION Davenport and Bain1 considered the mechanism of bainite formation to consist of two steps-an allotropic transformation followed by precipitation of carbide. The separation in time of the two processes was considered to be very slight in the upper temperature range and very marked at temperatures just above the martensite range. This concept has been restated by Vilella, Guellich and Bain2 in the form of a definition of the acicular mode of transformation as: The successive, abrupt formation of flat plates of supersaturated ferrite along certain crystallographic planes of the austenite grains; this supersaturated ferrite begins at once to reject carbide particles, (not lamellae), at a rate depending upon temperature. In effect, this is the acicular mode of transformation, even though the temperature be such as to limit the actual life of the quasi-martensite to millionths of a second. The investigation of isothermal decomposition of austenite in certain alloy steels (notably those containing chromium or molybdenum) has revealed that there may be a range of temperatures between the pearlite and bainite reactions in which the austenite decomposes at a relatively low rate.3-6 Further, it is characteristic that in the second region of fast reaction the decomposition of the austenite is incomplete by one reaction but goes to completion by a second reaction. These observations led Wever7 to a description of the bainite reaction as follows: I. The reaction takes place by initial precipitation of a martensitic intermediate structure. 2. In the upper temperature range this structure readily decomposes into ferrite and cementite. In the lower range carbon separates in an unknown form. 3. In the upper temperature range the precipitated carbide nucleates the precipitation

A SEARCH through the available literature shows that the cobalt-nickel-silicon system has not been systematically studied. This seems rather odd because all three elements are fairly abundant and have better than average corrosion resistance; however, they have high melting points, which makes experimental work difficult. Cobalt and nickel form a continuous series of solid solutions and each metal dissolves about 7.5 per cent silicon. Many ternary alloys have been studied and the results have been published in a great many different ways, but to present such data in a short but clear and understandable manner is still a problem. The following pages describe the results of the study of 76 alloys from which the partial ternary diagram (Fig. 1) of the cobalt-nickel-silicon system has been drawn. The alloys were chosen according to the plan in Fig. la by taking definite ratios of cobalt and nickel, such as 70 Ni, 30 Co or 40 Ni, 60 Co, and adding silicon in various percentages. Each section was studied in detail by means of thermal analysis and microscopic examination, but only two of these detailed sections were thought necessary in the point perspective drawing to give a comprehensive picture of the liquidus, solidus and solid transformations that take place over the temperature ranges studied. Complete thermal analyses and microscopic data are given in Table 1.

ThE literature of surface phenomena shows that, except for most of the rare-earth elements, surface tensions have now been determined for almost every liquid metal. The situation for liquid metal oxides is, in contrast, characterized by a great scarcity of surface-tension data. A surface-tension correlation between these two classes of substances has been found which provides a means of estimating unknown liquid-oxide surface tensions from the corresponding known liquid-metal surface tension. Lf the surface tension of the liquid metal is a(M) and that of the liquid metal oxide is o(M,Oy), then oxides of all stoichiometries can be brought into one correlation if is plotted against with the surface tensions taken at the respective melting points. The available data is displayed in this fashion in Fig. 1 where the relationship between the surface tensions of the two classes of liquids is found to be The correlation in Fig. 1 is based on data found for nine liquid metal oxides and the corre- sponding liquid metals In cases where several sur-face-tension determinations were available on the same substance, higher values were generally favored over lower ones because they usually indicate greater Sample purity. All of the metal-metal oxide pairs are in good agreement with Eq. [I] except for B-Bz03. The reason for the departure of this pair from the correlation is not understood. To estimate the surface tension of other liquid metal oxides the corresponding liquid-metal surface tension must be found. A nearly complete bibliography of the surface tension of liauid elements is available in the 46th edition of the Handbook of Chemistry and physics. Some additional references on metals are included here for convenience Se,26Sr,'?ThanduZ5). It is also possible to estimate the surface tension of a solid metal oxide or metal from the corresponding liquid-state data. As a liquid material is cooled through its melting point the surface tension increases abruptly by an amount Ao. bondi' has estimated that the maximum value of Aa at the melting point is Ao = Ahf/A [2] where Alzf is the heat of fusion per atom and A is the area per atom in the interface. Thus with heat of fusion and crystallographic data the surface tension of a solid at the melting point can be estimated as o + Ao.

The Goodman Mfg. Co., Chicago, builders of underground electric mining machinery, celebrated its 50th Anniversary on April 23rd. The company has a complete line of cutting machines, loaders, conveyors, locomotives, and shuttle cars for service in both coal and metal mines. The Joy Mfg. Co. has received, under the provisions of the Economic Cooperation Administration, an initial order in excess of $1,000,000 for equipment to be used in the mechanization of iron ore mines in France. While the equipment will be used in various privately owned mines, the order was placed through the French Society for the Development of Mechanical Mining. Included in the equipment are the company's recently developed hard rock loaders and shuttle cars. American Brake Shoe Co. has consolidated all operations of its Canadian subsidiaries into one corporation, the Dominion Brake Shoe Co. Ltd., Montreal, Canada. The products of Dominion Brake Shoe include brake shoes, track equipment, manganese steel castings, automotive brake lining, air compressors, and paint spray equipment. Exhibits of more than 2000 electrical products, processes, and techniques, ranging from precise aircraft instruments to complex working models of steel mill, textile and other industry equipment, will be displayed in the "More Power To America Special" when it makes its nationwide tour this spring. C. H. Lang, Vice-President in charge of sales for General Electric's apparatus department, said that the train will visit the country's key industrial centers for inspection by utility and industrial executives and municipal leaders. The train will be hauled by an Alco¬G-E two-unit, 4000-hp., Diesel-electric locomotive which in itself will be part of the unusual series of displays. Sizing of Excavators and Hauling Equipment. The Power Crane and Shovel Association has released a 24-page bulletin dealing with the proper sizing of excavators and hauling equipment, Technical Bulletin No. 3. Rubber Conveyor Belting. "Installation, Care and Maintenance of Rubber Conveyor Belting" is the title of a booklet just published by the Carlyle Rubber Co., New York. Power Transformers. The manufacturing procedure of Allis-Chalmers small power transformers is described in a new 28-page bulletin, 61B6094A, covering the core and coil unit, no-load tap changer, tank construction, cooling methods, oil preserving systems, bushings, terminal compartments, indicators and testing of transformers. Safety Equipment. General Scientific Equipment Co., Philadelphia, has released a 46-page, fully illustrated catalog on personal protective equipment and industrial safety devices. This new catalog covers respiratory devices, eye protection, hats, gloves, carboy pumps, drum pumps, and miscellaneous safety equipment for use in mines, industries, etc. Osmosalts. The Osmose Wood Preserving Co., Buffalo, N. Y., has issued a bulletin on Osmosalts, the wood preservative which, say the manufacturers, makes timber last three to five times longer, slashes maintenace costs, stops rot, and resists wood-destroying insects. Jigs. The Dorr Co. has acquired the Pan American jigs and they are now known as the Dorrco-Pan American jigs. Originally developed as a gold-saving device for dredges, the simplicity, ease of operation. efficiency, and negligible maintenance of these jigs have resulted in wide adoption on all types of placer operations, in the closed grinding circuits of gold mills, and on many applications where a coarse bed concentrate is separated from the ore gangue.

Hot-dipped heat-treated zinc coatings on sheet steel were examined with X-rays. The phases identified were compared with those listed in the modern literature 01 the zinc-iron system. The zeta (FeZn13) phase is shown to correspond to the phase found by Schueler (1925) in heat-treated zinc coatings. An investigation was undertaken to determine the phases present in hot-dipped heat-treated zinc coatings on steel sheets and wire. This kind of coating on wire was studied some years ago by Schuelerl by microscopic and chemical methods. He reported a new phase, FeZn10. Later, Clark and Stillwell,2 using X-ray crystal analysis, identified a new phase in ordinary galva. nized wire, which was assumed to be the FeZn10 phase. Since the extensive review of the iron-zinc alloys presented a few years ago,3 much new work has been published, some of which5-l6 was too late to be included in the recent edition (1939) of the American Society for Metals' Handbook.4 Figs. 1 and 2 are reproductions of the latest iron-zinc diagram proposed by Schramml1 as a result of his investigations by microscopic, thermal, magnetic susceptibility and X-ray methods. Table 1 summarizes all the known published X-ray data of the phases Present. The solubility of iron in zinc has been determined by x-ray methods.10 In the same manner the homogeneity range of the P phase was studiedlo using the principle that the parameter of an intermetallic compound changes while the concentration of One of the constituents changes. An effort has been made to give both a comprehensive and simplified picture of the origin, modes of formation, and characteristics of nonmetallic inclusions in steel. Exogenous inclusions, those formed by mechanical entrainment or heterogeneous reaction, have their principal source in ladle refractories. Mechanical emulsion is not considered a likely mechanism. Endogenous inclusions, resulting from homogeneous reactions, are formed mainly during cooling and freezing. They are principally oxides and sulfides but include some nitrides and carbides. Deoxidation affects both the quantity and character of such oxide inclusions and significantly affects the size and shape of sulfides. The importance of inclusions is largely in their effect on mechanical properties. It is fitting and proper that we should honor the memory of those technical giants who have left such a rich heritage to our profession. Today, according to annual custom, we pay tribute to such a man. To have been chosen to play a part in this observance prompts in me an inordinate pride while I am humble before the responsibilities of my task. The ranks are growing thin of those who had the good fortune to come under the personal influence of Professor Howe, but the number who continue to benefit from his legacy of technical wisdom con-stantly increases. I am among the latter. One has only to read his works to appreciate his unusual ability to take data and observations from many sources and give them a clear and comprehensive
