THE steel industry has always been noted for producing men of forceful and versatile personality, many of whom combine the practicality that results from wide experience with an excellent theoretical background that comes from a college training plus years of wide and constant study of metallurgical literature. One of the best known examples of this type is Earle C. Smith, present Chairman of the Iron and Steel Division. After graduating from Ohio State and from Columbia, where he studied under Campbell, Earle started his career at that grand old prewar training school for steel men the Illinois Steel Co., where in the days of the twelve-hour shift he worked on the open-hearth floor. Following World War I, when he was in charge of government inspection at the Central Steel Co., Massillon, Earle held successively jobs of increasing responsibility with Central Alloy Steel, and when this company was taken over by Republic in 1930 he was made assistant district manager and a few years later was appointed chief metallurgist of the whole corporation.

The Year Book of the Institute is mailed with this Bulletin. Its membership lists, both alphabetic and geographic, are corrected to Jan. 1, 1918, but its list of officers is revised inn accordance with the elections in February, 1918. The amendment to the Constitution, relating, to qualifications for membership, adopted at the same time, is also inserted in its proper place. We would call attention to the Honor Roll, heading the list of membership. This includes the names of those whom we know (in February, 1918) to be on active military duty, as well as those who are rendering emergency service to the Government in other branches. We are aware that the list is not complete, and shall be grateful for information as to any omissions or corrections. Because of the rapid movement of the military members, their addresses have been omitted from the alphabetic list. Mail addressed to such members, and sent to the office of the Institute, will be forwarded to the best of our information at the time.

THE productive area of asphalt-bearing sandstone in Missouri is near the Missouri-Kansas state line near Nevada, the county seat of Vernon County about 100 miles south of Kansas City. While produc-tion thus far has been confined to Vernon and Barton counties, there are known deposits in adjacent counties. The area is served by four rail-roads: the Missouri Pacific, the Kansas City Southern, the Missouri-Kansas & Texas, and the St. Louis & San Francisco. The plant of the Reliance Rock Asphalt Corporation is in Vernon County, about 5 miles west of Nevada, at Ellis, a flag station on the Missouri, Kansas & Texas Railroad. A siding has been built to the plant so that the finished product can be loaded directly into railroad cars. The property consists of a lease of 240 acres in one block. All portions of the property not required for quarrying or processing the asphalt-bearing sandstone are used for farming by the fee owner. The entire tract is very flat so that there are no transportation difficulties from quarry to plant.

The Industrial Board of the Department of Commerce has been formed under the chairmanship of George N. Peek, formerly vice-chairman of the War Industries Board. This Board is to put into practical effect a program for the readjustment of prices for basic materials in such a fashion as to create a firm foundation on which the consumer can base his future purchases, and the producer can form necessary estimates. It has the assistance of the Council of National Defense. One of the first steps off the Board was to call into conference the leaders of industry. At these conferences the general conditions of the country are carefully considered and an effort made to determine and understand the principles that should be applied to permit the successful solution of the problem. It will be the endeavor of the Board to act promptly by consulting and interchanging views with these representatives of industry in the fullest and freest manner possible with a view to aiding and assisting industry in general to resume activities to the fullest practicable extent.

At our plant (Bethlehem Steel Co.), we have had several Bradshaw burners under course of construction and erection for some time, but up to the present we have not had opportunity to put them in service. I regret that I can not take part in the discussion with some actual results from these, burners. Mr. Huessener properly emphasizes the importance of obtaining the highest combustion temperature practicable in boiler practice, which demands a near approach to perfect combustion conditions. The ideal burner is the one which, while meeting the various mechanical, requirements, fulfills the above condition under a wide range of gas pressure. The question as to the relative value of hot raw gas and cold washed gas for boiler use is a very interesting one. I think that in the past the importance of low temperature of washed gas sometimes has been over-emphasized. Mr. Huessener has pointed out that so far as temperature is concerned, no advantage accrues in washing gas below 100° F. In

George Ellery Hale, Director of the Mount Wilson Observatory and Foreign Secretary of the National Academy of Sciences, who has been for the last ten years a Correspondent of the Academie des Sciences, Institut de France, has received the unusual honor of election as Associe Etranger, taking the place of Adolph von Baeyer, declared vacant by the Academy. The Foreign Associates are limited to twelve, and the high distinction has been held by only two Americans-Simon Newcomb and Alexander Agassiz. The National Research Council upon the presentation and acceptance of. Dr. Hale&apos;s resignation as its Chairman and the election of James R. Angell as his successor, created and bestowed in perpetuity upon Dr. Hale the title of Honorary Chairman in recognition of his services to the National Research Council and to Science and Research by indefatigable efforts that have contributed so largely to the organization of science for the assistance of the Government during the war, and the augmentation of the resources of the United States through the newly intensive cultivation of research in the reconstruction and peace periods that follow.

EXCEPT for the material, the same method that you used in alloying gold is used in alloying silver, but its alloy is fine copper. Just as the silver does in gold, so copper in silver diminishes and lowers its fineness and increases its quantity. If half the value is surpassed it is no longer called silver but copper containing silver, as I told you of gold. But in my opinion one could also say silver of 5,4, or 3 leghe or even of one. How- ever, these terms are of no importance for our purpose. It is enough that you suppose that the whole quantity of silver that you have is twelve parts. If you put one part of copper in h with the melt, you will say [74] that you have 11-lega silver and that it is in weight thirteen of the first parts† and so on, when you add two to ten and four to eight, always naming the quantity of the fine silver just as you did with the gold, either

The death of Privy Councilor Bruno Kerl, on March 25, 1905, terminated a distinguished and useful career. Bruno Kerl was born March 24, 1824, at St. Andreasberg in the Harz, and entered in 1840 the mining school of Claus-thal, where he studied for three years, working at the same time in the mines and stamp-mills. After an additional year of practice in the silver-reduction and iron-works of the Upper Harz, he passed his examination as a metallurgical graduate, and studied for a gear at Göttingen under Wöhler in chemistry, Hausmann in mineralogy, and eminent teachers in other branches. In 1846 he was employed at the Oker works, but very soon left this post, to become a tutor in chemistry, metallurgy, etc., at Clausthal, where he continued to labor until 1867. During this period the Clausthal school became a completely equipped Mining Academy, and Kerl was made in 1862 a full professor. Meanwhile, in addition to the work of instruction, he discharged, simultaneously or successively, the duties of many responsible official positions in the Royal Hanoverian administra-

IN THE changed circumstances which now confront the world, an international open-door policy is the only way to keep pace with the world&apos;s demand for oil. You may rest assured that as far as the British Empire is concerned, American capital for the develop-ment of oil resources is welcome, and little obstruction will be found in the way to permit the use of foreign capital in the group of countries which constitute the British Empire. In the war days we worked in close cooperation and harmony, but in disbandment of the Petroleum War Service Committee, when the war ended, I feel that it left its task unfinished. In the wake of war there appeared a ghost of war-time conditions in the form of belief that Great Britain was straining to corner the petroleum resources of the world. I am certain that if the war-service committee had continued its work in the period of reconstruction the real story would be known and this sinister ghost would have long since vanished before the truth.

This paper deals with the calculation of the composition of the infinitesimal trace of alloy that transfers from the liquid to the solid state at each temperature during the equilibrium solidification of a binary solid solution, and which thereby enables the compositions of the coexisting liquid and solid phases to follow along the liquidus and solidus lines respectively during the cooling. A general expression for the composition (S) of the liquid-to-solid transfer at each temperature has been derived S - ZLXL(XL - P) + Zsxs(P - XS) ZL(xL - P) + Zs(P - XS) where ZL and Zs are the slopes of the liquidus and solidus lines at the given temperature, XL and xs are the composi-tions of the stable liquid and solid phases at the same temperature, and P is the composition of the alloy under considera-tion. The S equation is valid for the process of equilibrium heating as well as cooling, and may be applied to vapor-to-liquid, vapor-to-solid, liquid-to-liquid, and solid-to-solid transfers if the corresponding equilibrium diagrams are known.

IT is proposed to consider here only comparisons made between results obtained when the materials employed are precisely the same, two furnaces at the same works for example, or the same furnace under different conditions as respects temperature of blast, method of charging, etc. With this limitation, the most important point in the comparison is the amount of fuel consumed per ton of iron. This, in fact, is the only item in the prime cost of the iron which can properly be said to vary in consequence of changes in the furnace process ; for of the other principal items, the ore used per ton of iron, and also the amount of fluxing material, will depend on its richness, which, under the assumed conditions, will be practically invariable when taken over any considerable period; the labor cost also, from its nature, should be very nearly constant when estimated on the ton of iron. IF it be admitted that the use of the metric system of measurement is desirable, and that it will be well, as urged by one of our engineering societies, to show upon all our plans or drawings a metric scale in addition to a scale of inches, then it becomes important to introduce some ready means of drawing these scales. For many present purposes it is quite sufficient to space off and to draw them with the common dividers and the right-line pen, but if the number of drawings made or copied in an engineer&apos;s office, and upon which scales must be shown, is more than two or three daily, then some more mechanical or automatic means should be provided. For a great majority of detail drawings, a simple transcript of the surface of a good two-foot rule would answer every purpose, and probably the best comparative showing of the metric scale would be made by drawing a line of millimeters close by the side of the line of sixteenths. Equilibrium in Lead Smelting. By S FREDERICK RAVITZ AND KENNETH E FISHER (Tech Pub 681, also Trans , vol 121 2300 words) Four liquids are ordinarily produced in lead smelting, namely, bullion, speiss, matte and slag To determine whether these exist together in equilibrium, the distribution of gold and silver among them was measured To crucibles containing similar mixtures of all four products, varying amounts of silver were added, and the crucibles were heated together under the same conditions for 3 hr, during which the charges melted and separated into four layers After cooling, these layers were assayed for silver, and the distribution coefficients, 1 e , the ratios of the concentration of silver in any particular layer to that in the bullion, were calculated In each experiment, each distribution coefficient was found to be constant, regardless of the amount of silver used Similar results were obtained using gold instead of silver The constancy of the distribution coefficients indicates that the bullion, speiss, matte, and slag exist together in equilibrium

Dr. Rossiter W. Raymond, Past President, Honorary Member, and Secretary Emeritus, died suddenly of heart failure at his home, 123 Henry St., Brooklyn, N. Y., on the evening of Tuesday, Dec. 31, 1918. -He is survived by his&apos; wife and daughter. He was one of the founders of the Institute and its second President, his genius was the Institute&apos;s guiding spirit for 47 years. Dr. Raymond was one of the most versatile men of the day; an able mining engineer; brilliant professional writer; an editor of the first rank and an acknowledged authority on matters of literary style; a creator in the fields of fiction, children&apos;s stories, poetry and music; for more than 50 years the superintendent of Plymouth Church Sunday School. He will be revered by thousands as a loyal friend, generous giver, and admired colleague. His passing marks an epoch in mining and metallurgical literature. A memorial service will he held in the Auditorium of the-Institute Headquarters on Monday, Feb. 17, 1919, at 4.30 P.M.

The pyrochlore rich Sukulu Hills in Eastern Uganda will be mined under a pool arrangement including Tinto Mines, Monsanto Chemicals and Frobisher Mines. The combine will be known as the Uganda Development Corp., Pyrochlore is used in the manufacture of heat-resisting. alloys for Jet engines.

Normally the U. S. produces less than 10 pct of its annual manganese requirement. About 95 pct of domestic consumption is used by the steel industry.1 The strategic and critical nature of manganese has been recognized by its inclusion in the national stockpile and by intensified research directed toward cataloging and evaluating domestic manganiferous deposits. The USBM has participated in these activities for many years with field and laboratory studies to assess the extent and potential utilization of domestic manganese ores. One area of particular interest is in the vinicity of Batesville, Ark., where deposits have been mined since 1849 for both manganese and ferruginous manganese ores. Production is centered in Independence County, but deposits are also found in Sharp, Izard, and Stone counties in north- central Arkansas. Miser has described the geology and manganese mineralization in some detail.2,3 The rocks of the area are sedimentary, consisting of sandstone, limestone, shale, and chert. The two formations of greatest importance,4 Fernvale lime- stone and Cason shale, are host rocks of the primary manganese mineralization.

My bets are on you, every time! But who is right? In the "cobalt issue" of our favorite magazine, January 1951, you stated: "By far the best immediate United States prospect for, large amounts of cobalt is the Blackbird mine of the Calera Mining Co., which is operating for Howe Sound Co., in Leinhi County, Idaho." In the March 1 issue of Saturday Evening Post, Ernest F. Mechlin, Jr., chief cobalt section, National Production Authority, states: "The Bethlehem Steel Co.&apos;s Cornwall, Pa. ore bed is the principal domestic source." Maybe he should have said: "was the principal domestic source", or perhaps Howe Sound&apos;s Idaho cobalt is still in the prospect stage in Mr. Mechlin&apos;s opinion, perhaps in yours too. In accordance with the request of Dr. Drinker, no formal celebration was held, but, nevertheless, a spontaneous and enthusiastic expression- of appreciation and affection was voiced by alumni, students and faculty, testifying to the regard felt for Dr. Drinker and extolling the progress made by the University under his guidance.
