THE coercimeter, as its name implies, is an instrument for measuring the coercive force[+] of magnetic substances. It was developed by Davis and Hartenheim in the Special Studies Section, Metallurgical Division. A detailed description of this apparatus may be found elsewhere.2 The coercive force determinations of magnetic materials are interesting because of the relationship established by Gottschalk,4 who showed a linear relationship between the magnetization coercive force and the specific surface of comminuted particles. The value of this relationship in determining grinding efficiency has been shown by Dean.3 The determination of the surface contained in the subsieve sizes has always been a difficult problem for investigators. They made approximate measurements of the surface of coarse materials by sizing on screens, but for the determination of the surface of the sub- sieve sizes it was necessary to make detailed grain counts or elutriation tests, or to study dissolution rates. The technical literature contains many references to other methods for determining these surfaces, either by some special apparatus or by mathematical calculations based on distribution lines. Many of the methods are long and tedious, and the results of some, at least, are questionable. The turbidimeter gives quick results on ground cement. By using magnetite as the material to be ground, a simple determination of its coercive force by the coercimeter, requiring 10 minutes or less, can be transposed directly and accurately into units of relative surface. This subject has been pursued further by the U. S. Bureau of Mines in cooperation with the Missouri School of Mines and Metallurgy, Rolla, Mo., and the following is a description of the results.

The iron-nail method of assaying has been used for a number of years, but has not met with the approval of all assayers. The method possesses advantages which may be given as follows: (1) no preliminary treatment is required; (2) a lead button of proper size can be obtained; (3) it is economical. On the other hand, it has its disadvantages, which may be summed up as follows: (1) it is not applicable to ores containing large amounts of impurities other than sulphur, as practically all the base metals will contaminate the lead button ; (2) the slag is unsatisfactory in the larger number of fusions; (3) the method was known to give low silver results under certain conditions and the gold results were questionable. It was with the idea of determining the extent of this latter disadvantage that the following investigation was undertaken. It is well known that the fusion obtained in the lead assay is far more satisfactory than that in the " nails method" for gold and silver. The principal difference in the charges as a class is the presence of considerable reducing agent in the lead charge, and a limited oxidizing action in the nails charge, dud to PbO. The possibility of improving the nails fusion by simulating the lead charge was the reason for using argol in some tests, even though there were reasons for expecting this would have an objectionable effect on the results. THIS is a story of a mine discovered in the days of the Conquistadores but that remained unimportant until the second decade of this century. Without the usual legendary history of romance and fabulous riches it has become famous for the development of unexpected metals and unusual problems. These developments and experiences, exciting and interesting as any legend, are the substance of the San Antonio mine of the Santa Eulalia district in northern Mexico. Originally opened for its silver-lead content, it developed a tin deposit of singular economic importance and unique geologic interest, a vanadium orebody that for a few years placed it among the leading vanadium producers of the world, and now lead and zinc sulphide ores. It has been the seem of a disastrous flood that brought deep-sea divers into Mexico's desert mountains and raised important problems regarding ground water, demanding unusual measures. Geology and operating questions relating to the above matters will be discussed and much of it is recent history which has become a part of Mexican mining lore. History Dates Back to 1325 Santa Eulalia is the oldest of American cities, founded in 1325 by the Aztecs under the name of Tenochtitlan and devastated in 1521 by Cortes and his rapacious band of iron-willed adventurers. Their lust for gold burned through the Aztec empire and onward into most of North America. Santa Eulalia was in the path of conquest. In 1591 the district's first ore discovery was made near what is now the San Antonio mine. The ores carried no gold and the silver-lead content was unattractive to the early pioneers. Not until 1700 was real mining activity undertaken.

Total crude fluorspar reserves in western Europe, containing more than 35 pct CaF*, are estimated at 12 million metric tons, while reserves in the USSR and Soviet sphere may exceed 5 million metric tons. The bulk of these reserves are concentrated in the USSR, Spain, United Kingdom, Western Germany, and Italy. Since published estimates of the tonnages of individual mines and explored deposits are not available for most countries in Europe, the estimates given in Table I for individual countries are necessarily approximate, as they have been compiled from various sources and modified and combined according to the author's judgment. The majority of fluorspar deposits in Europe belong to the late Paleozoic metallogenetic epochs and have been found within or along the borders of the Hercynian massifs. Deposits in the Central and Esterel massifs of France, those of Western and Eastern Germany, Sardinia, the Catalonian coastal range and the Sierra de 10s Santos in Spain, and those of Devonshire and Cornwall belong to the Hercynian metallogenetic epochs. The deposits in southern Norway and Sweden belong to the middle Paleozoic or later, those of northern England to the late Paleozoic or later, those of northern Spain and Greece to the late Mesozoic, and those of northern and probably central Italy and Switzerland to the early Tertiary. Fluorspar occurs typically in veins, lenses, and stringers, but also in bedded replacement deposits and pockets, and may be colorless to white, yellow, green, pink, brown, blue, or purple to almost black. Except for the colorless variety, the only kind which can be used for the optical industry, the color of the fluorspar does not affect its ultimate use,

THIS work was first undertaken in the metallurgical laboratory of the Massachusetts Institute of Technology in 1907 by L. A. Dickinson, E. Phelps, and V. S. Rood, under the author's direction. They attempted to determine the diagram for the system Cu2S-NiS, but several inexplicable results were obtained. The following year, P. H. Mayer with Mr. Dickinson carried, on some experiments with nickel sulphide and found that the molten material slowly lost sulphur until it reached a composition corresponding to the compound Ni3S2, established by Bornemann.1 At this point the composition remained stable. The freezing points of the mixtures gradually fell off with the loss of sulphur. Since the above facts seemed to explain the erratic results obtained in the first experiments, Mr. Mayer with F. Jaeger attempted in 1910 to establish a correct equilibrium diagram for the Cu2S-Ni3S2 series. They prepared pure Cu2S and Ni3S2 and determined the cooling curves for various mixtures. The fusions were made in a platinum resistance furnace and the temperatures were measured with a platinum-iridium thermocouple connected with a Sullivan galvanometer. The curve was established for mixtures containing more than 40 per cent. Cu2S, but they were unable to determine certainly the direction of the curve beyond that point. Nothing further was attempted with this series until the present year, when the work was carried to a successful conclusion with the assistance of A. Butts, Jr., and E. H. Weil. The results of this work are given in the following pages.

OF the five metals that now show the highest figures for annual tonnage production in the world, three (iron, copper, and lead) have been known and used by man for many thousands of years. The fourth (zinc) did not come into general use until the Middle Ages. Only the fifth (aluminum) is of, ultramodern origin, as far as mankind is concerned. Discovered in 1825, and first publicly exhibited at the Paris Exposition in 1855, aluminum was still so difficult to obtain that it was more expensive than silver, until the development of the dynamo provided cheap electricity and the development of the present electrolytic process for its production made it possible to make large quantities cheaply. Even today, the world production of aluminum is only about one per cent of the world production of iron, although about half that of copper by weight. The increase in production from a few tons to more than a million tons per year began with ,the development of the Hall-Héroult electrolytic process, which was first commercially operated by Mr. Hall's company, The Pittsburgh Reduction Co., in 1888. During the relatively short period of time that has elapsed since that date, it has been necessary to develop all the metallurgical and fabricating information required for the production of useful articles of the metal and its alloys, together with experience in both their production and their use, so as to be able to fit them satisfactorily into their proper places in our complex modern civilization. Sub boundaries and micropores, as well as certain other imperfections, may be revealed in aluminum by the formation of pits on the surface during cooling from elevated temperatures. The pits are attributed to the condensation of vacancies from supersaturated solution. This "vacancy pit" phenomenon has been used as an etching technique for studying the structure of aluminum specimens grown from the melt. Three fundamental structures were studied: stria-tions, cells, and dendrites. Two types of striations, as well as a crosswise structure are reported. Mic-roporosity is observed to occur in the cell walls on freezing. Subboundaries between primary, secondary, and tertiary branches are observed in dendritic growth. A special case is cited in which cellular growth suppresses the formation of striations. SMALL, well-defined pits have been observed to form on the surfaces of electropolished aluminum specimens during cooling from elevated temperatures.' This phenomenon was attributed to the condensation, from supersaturated solution, of vacancies at particular points on the surface. It was shown that the amount of cooling required for the formation of pits increased exponentially with decreasing holding temperatures in a way that was consistent with the thesis that a critical supersaturation of vacancies was required for the pits to form. Pits do not form in the vicinity of certain imperfections, namely, subgrain or normal graind boundaries, phase boundaries, certain surface irregularities, and pores. The width of the pit-free region increases with decreasing cooling rate. This observation suggests that the imperfections in question are effective sinks for vacancies and that the pit-free region around them is material that is not sufficiently supersaturated with respect to vacancies to nucleate the surface pits during cooling.

INTRODUCTION Cracks, crevices, holes, and fissures -- here collectively termed pores -- occur in all manner of substances in sizes from those evident to the unaided eye to those well below electron microscopic levels of detection. Naturally occurring materials having varying degrees of porosity are represented by wood, rock, soil, and mineral formations. Man-made materials that are porous include ceramics, sintered metals, catalysts, adsorbents, filters, and various compacted objects. The extent of their porosity greatly influences the hardness, rigidity, integrity, and general usefulness of such materials, and assessing both their pore volume and size is becoming increasingly necessary. Means by which this pore information can be obtained is the subject here. No attempt will be made to include all techniques and variations of them that have been suggested, but, hopefully, those of most general applicability will be described in sufficient detail to enable a potential user to judge their merit for a particular need. The results of pore measurements are made useful by relating them through other tests to performance criteria such as weatherability, water penetration, frost damage, oil recovery, strength, or thermal or electrical conductivity. These tests, of course, are outside the bounds for inclusion here. A pore is variously defined in dictionaries as "a minute opening", "a small interstice admitting passage of liquid", and "an interspace between particles". Clearly any object through which it is possible to find a continuous path from one side to the other either for a liquid or a gas must be regarded as porous. 13.5-1. Placer Deposits-Definitions. Placers are defined for this chapter as unconsolidated deposits of detrital material containing valuable mineral, and placer mining is defined as surface exploitation of placer deposits. Unconsolidated marine deposits containing industrial minerals, such as the very large pebble phosphate beds in Florida, pelletal phosphate beds in the Sechura Desert in northwestern Peru, oyster shell beds occurring at many places, and nodules resting in the sea floor, are not classed herein as placer deposits, though methods commonly used for mining placers may be employed for their exploitation. The natural processes that may form placers range from chemical weathering to stream, marine, and wind action, and combinations thereof, resulting in some degree of concentration of valuable mineral. One or more cycles of erosion and deposition may have occured. In relation to mining, placers include unconsolidated barren or near-barren overburden and underlying weathered bedrock. Placers of any origin subsequently may become drowned by the sea and then partly or entirely covered by marine deposits; or they may become covered with alluvium, eolian deposits, or lava. The mining of placer deposits for valuable mineral content usually is followed immediately by primary concentration using wet (rarely dry) gravity methods, succeeded by secondary concentration employing both gravity and other methods. 13.5-2. Classification of Placers. A fundamental classification of placers according to genetic types follows; some degree of concentration occurs during formation of all except saprolite and some moraines. 1. Saprolite and residual placers, consisting of mineralized rock decomposed in situ principally by chemical weathering; respectively either without change in volume, or slumped because of dissolution of some constitutent.

The adaptation of European methods of concentrating ores to suit the conditions of this country has followed the lines that simplify machinery, diminish labor and increase capacity. Noteworthy instances are the substitution of hydraulic classifiers for the last one or two trommels in the series, and the substitution of a distributing-tank for the slimes in the place of the Spitzkasten. The question may be fairly asked, At what point do losses become serious in consequence of these changes? It is to study this question that the investigation herein described has been undertaken. After the losses are located and the methods of stopping them are pointed out, it will then lie with the individual mill to decide whether or not the plans proposed will save suficient value to warrant their adoption. In the discussion of sorting followed by sizing, as the terms are used in this paper, me have to deal with the preparation of slimes by the Spitzkasten for subsequent washing upon the slime-table. The Spitzkasten, or pointed box, is an inverted hollow pyramid, generally of wood, usually with four faces or sides coming together in a point below. The sides can have, according to Rittinger, a minimum angle of slope of 50" with the horizontal. The feed-water carrying fine slimes (less than 0.01 inch, or 0.25 mm. in diameter) for treatment is fed at one end and carefully distributed over the whole width. The outlet is over the opposite end. The substance of this paper was prepared for the Seventh International Congress of Applied Chemistry, held in London, May, 1909, under the title, Some Developments in Blast-Roasting. In the absence of the author, a short abstract of the paper was read, and the abstract only will appear in the proceedings of the congress. The present paper has been partly rewritten and considerably enlarged by information gained since the original was prepared; also some illustrations have been added. Blast-roasting* is a generic term for the process of forcing air through finely-divided metallic sulphide with the object of roasting and agglomerating in a single operation. At first the process was confined to a galena-concentrate; lime, limestone, or gypsum was added, to serve both as a diluent to keep separate the particles of galena that they might be thoroughly oxidized, and as a flux that the partly-roasted ore niight be agglomerated by the formation of some slag. Later it was extended to treat other metallic sulphides. The leading processes were the Huntington-Heberlein and the Savelsberg of Europe, and the Carmichael-Bradford of Australia. In the United States and Canada, the Huntington-Heberlein process has found application in some instances with galena-concentrates, for which it was originally intended; but this class of ore is not often treated alone, hence the process has had to be modified to suit conditions. The Savelsberg process has been transplanted to this country in about its original form. The Carmichael-Bradford is not used at present. The solubilily of lead in PbS as a funclion of lemperature has been investigated by means of Hall coej'icient (RH) measurentents OIL samples prepared by annealing and quenching Bridgman-grourz single crystals, which contain excess lead incorporated during /heir growth from the mell. For sufficiently long annealing times and sufficiently rapid quench rules, the samples obtained consist of n-lybe PbS snturated with In the semiconducting compounds PbS, PbSe, and PbTe, the point defects associated with the presence of lead in excess of the stoichio metric composition are shallow donors. The defects associated with the presence of excess nonmetal are shallow acceptors. lead at the annealing teuiperatiire, together luilh a dispersed second phase of lead microprecipitates. Due to the retrograde solubility of lead, the measured free carrier concentration (n = l/eR77) decreases with decreasing annealing tewperature (T) from- 2.4 X 10 em-3 for 1l85OK to 1.3 X 1018 cm-3 for 623°K. The dala are well-represented by the equation n =(1.08 x 102) exp[ - (0.37 ev.)/kT] cm-3 For most undoped samples of these compounds, the carrier concentration at room temperature and below is determined primarily by the stoichiometry, since the concentration of either excess lead or excess non-metal is large compared to the concentrations of intrinsic carriers and electrically active impurities. Therefore the dependence of composition in temperature and partial pressure can be investigated by means of Hall coefficient measurements, even though the deviations from stoichiometry do not exceed 0.03 at. The remarkable phenomena exhibited by the aluminum alloy known as duralumin were discovered during the years 1903-1911 by A. Wilm1,2 and have been described by him and by others. 3 4 5 6 The unusual feature of this alloy is the fact, as was shown by Wilm, that it can be hardened quite appreciably by quenching from temperatures below its melting point followed by aging at ordinary temperatures, which consists merely f allowing the material to stand at these temperatures. The hardness is not produced by the quenching alone but increases during the period of aging, which may be from one to three days. Cohn3, 5 gives data showing the increase of hardness of duralumin during aging, after quenching in water from about 450° C. Upon annealing, the alloy so hardened by aging is softened exactly as is hardened steel. The composition of this alloy usually varies within the following limits: Copper, 3 to 4.5 per cent.; magnesium, 0.4 to 1.0 per cent.; manganese, 0 to 0.7 per cent.; aluminum, balance; iron (as impurities), 0.4 to 1 per cent.; silicon, 0.3 to 0.6 per cent. Its density is about 2.85. It is used only in the forged or rolled condition. This alloy has been produced for some years commercially and is in demand for the fabrication of parts for which both lightness and strength are required, such as for aircraft. Its tensile strength will average 50,000 to 60,000 lb. per. sq. in. (3515 to 4218, kg. per sq. cm.) after appropriate heat treatment, such as that described by Wilm.

COLLECTIVE bargaining, hereto-fore loudly proclaimed as one of the stout timbers of the Republic, has passed from the picture. The coup de gr[a]ce was struck by the President of the United States when he ignored his vested legal prerogative and seized the steel industry by the dubious authority of, his "inherent powers." Autocratic judgment by a single official replaced arbitration by the steel industry and labor union. This is the outcome of a battle which has been bitterly waged for months in the hazy atmosphere created by well oiled propaganda machines. Prior to government intervention, there was no clear picture of the issues at stake. All parties concerned marshalled their accountants to conjure up figures proving their respective contentions. The results were fed into public relations departments for embellishment and dissemination. Thus, the public was asked to believe on one hand, that the steel worker, who is second only to the coal miner in hourly wages, was entitled to an increase in pay and other benefits. Nothing was said about the effect-of such an increase on the national economy. Industry in turn pointed to declining profits after taxes, but failed to mention the more than a billion dollars spent on plant expansion, in addition to the payment of substantial dividends for 1951. With the intervention of the administration, the immediate issue became clear to freedom-loving Americans. Is the executive branch of the government above the law, or is it supposed to uphold and carry out the .laws of Congress? The present administration forgot that it is a servant of the public and has become despotic. The American people must obliterate this dangerous precedent which has been set by the administration or accept the. ominous consequences of submission. Fortunately, the strongest weapon of the citizen-the ballot -still remains. When democratic procedure is restored, stabilization of the economy will continue to challenge us. This is the main public stake in the steel controversy. Only a solution based on bed-rock democracy will work. If the emergency is real, and we must assume that it is, this is the time for sacrifice. Industry and labor must meet without rancor to resolve wage contracts through collective bargaining. The government role, under emergency conditions, must be to objectively maintain wage, and price ceilings in the interest of stabilization. Political expediency cannot be permitted to' influence these controls. Politics and not the public weal have been the guide lines for too long. We are at the cross roads. By all sober judgment, this is the time for Americans to take a militant interest in their government today. Tomorrow will be too late.

THE Pittsburgh seam in eastern Ohio has an average thickness of 5 ft and lies almost level Immediately above it is a layer of draw slate about 12 in thick, which normally has little structural strength, and is pulled down or allowed to fall as mining progresses Above the slate is a, variable thickness of roof coal, which in places will stand for the life of the working section and sometimes for the life of a secondary haulage entry The thickness of this roof coal varies from zero to 24 in In general, however, it does not provide a satisfactory roof, and usually is supported or pulled down About it is a mass of shale, soapstone and clay, of quite variable thickness, usually running from 5 to 8 ft and above this is a stratum of hard blue limestone, which provides a permanent roof Where entries are to be used for less than five years, the roof usually can be supported by wood or steel crossbars, but if they are to be used for a longer time, roof support is a serious problem All the roof material below the limestone disintegrates when exposed to air or moisture, and in a few years falls out between and over the crossbars Where this material is removed for a considerable height above the coal, the ribs scale and thus contribute to a further collapse of the roof As the height of the entry increases, cost of timbering is greatly increased, a problem that always is encountered where old entries are recovered or repaired METHODS During the last six years the Hanna Coal Co has used gunite for roof protection in mine entries Two general methods of guniting are practiced The first consists of the application of a I-in coating of unreinforced material This application does not provide any appreciable structural strength, and serves principally to protect the strata from exposure to air and moisture With the other method a coat at least 2 in thick is applied and provided with suitable reinforcing, which provides a structural strength proportional to the thickness of the coat and the reinforcing used The first method is adopted as a general practice, modified only where additional support is required "Gunite" is a mixture of cement, sand and water * The cement and sand are thoroughly mixed and screened before being fed into the hopper of a cement gun After the hopper lid is closed, compressed air is applied to force this dry mixture through the hose line to the nozzle, where the quantity of water needed to effect the proper hydration of the cement is added The coating is dense, and stronger than poured concrete

THE objectives of this communication are to present the solid-solution strengthening data for silver-base zinc single crystals and to evaluate the importance of strength contributions from several mechanisms through the use of this data combined with that for the silver-base aluminum case.' Some features of the yield point behavior of silver-base zinc crystals were previously reported.' Silver-base zinc alloys were prepared by induction melting 99.99 pct Ag with 99.9 pct Zn in high-purity graphite crucibles contained in argon-filled quartz tubes. After the first melting, the ingots were cut into short lengths, redistributed in the molds, and remelted in order to reduce solute-concentration variations. Alloy single crystals were then grown from the melt through the use of a modified Bridgeman technique which consisted of lowering the graphite crystal mold through a hot zone at a rate of 3/8 in. per hr. As in the melting operation, the molds were contained in argon-filled quartz tubes. Gage lengths 2 cm in length were introduced by both spark machining (circular cross sections) and abrading and acid etching (rectangular cross section) followed by electropolishing (a comparison of the critical resolved shear-stress values prepared by the two techniques showed no differences in strength values). The final cross-sectional areas of the crystals were approximately 5 sq mm. Prior to testing, the crystals were annealed at 600°C for 20 hr in argon atmospheres, furnace-cooled, and lightly electropolished. Crystal orientations were determined using the back-reflection method. The tensile testing was done on a Model FM Instron at a strain rate of 1(T4 per sec. Test temperatures of 77", 200°, and 400°K were attained by immersing the specimens in liquid nitrogen, dry ice-acetone mixtures, and silicone oil, respectively. The critical resolved shear-stress (CRSS) values for silver-base zinc crystals as a function of composition and testing temperature are given in Fig. 1. It will be noted that the CRSS for silver-base zinc solid solutions, as in the silver-base aluminum1 case, depends on temperature in a manner typical of fcc solid solutions: at high temperatures (-300°K and above), the CRSS is relatively temperature-independent but becomes strongly dependent on temperature at lower testing temperatures. A reasonable picture of solid-solution strengthening for silver-rich solutions at room temperature based on "direct" strengthening mechanisms3 is as follows. Since silver alloys have low stacking-fault energies, extended dislocations are expected and it is possible that Suzuki locking4 makes the major contribution to the room-temperature solute strengthening. This provides essentially temperature-independent strengthening since thermal motions of the dislocation line are not large enough to aid the dislocation in escaping the solute atmosphere extending over the fault width. The gel strength and viscosity of two different suspensions of fractionated montmorillonite clay were measured by using a Stormer viscosimeter and Farm V-G meter. The amount of sodium poly-phosphate (sodium bexametaphosphate, sodium tetraphosphate and sodium acid pyrophosphate) adsorbed by the clay particles was determined. A relationship seems to exist between the amount of polyphosphate adsorbed and the nature of the surface, edge or plate, assumed to be the principal sites for selective adsorption. Reduction in viscosity and gel strength was found to be directly related to the adsorption. Both chemical bonding and physical adsorption seem involved in defloccula-tion Some indication of the axial ratios of particles of .l- to .04-micron average size is possible though study of the adsorption mechanism. INTRODUCTION AND PURPOSE A knowledge of surface areas of clay particles in a suspension and a precise determination of phosphate adsorption should provide a basis for a better understanding of reduction in viscosity and gel strength caused by molecularly dehydrated phosphates. The purpose of this investigation was to study the adsorption of sodium polyphosphates on suspensions of fractionated sodium montmorillonite. Although there is considerable uncertainty regarding details of the structure of montmorillonite, a generally accepted one is that suggested by Hofmann, Endell and wi1m.l The structure shown in Fig. 1 is an idealized one, and Marshall2 has postulated that it is possible for several isomorphous replacements to occur. Thus, aluminum may replace silicon, in which case an exchangeable cation would go along with the aluminum to neutralize what would otherwise be a net negative charge on the structure. There is disagreement among various investigators as to the particle size and shape of montmorillonite clays. Marshall2 reported the following results for the mean lateral dimensions of a Putnam clay (montmorillonite)— 3,730 A° for particles having average diameters ranging from 500 to 1,000 A, and 750 A° for those with an average diameter less than 200 A. The latter particles were estimated at 50A°in thickness, which would correspond to a stack of five unit cell layers. On the other hand, Shaw3 has interpreted micrographs as indicating that particles of montmorillonite ire readilv broken down to the individual cell layers by dispersion in water. Brindley4 and Merings indicate the ultimate particles to be of the order of 300 A° in mean lateral dimension. Van Olphen6 suggested the thickness of particles at four to five unit cell layers. It was suggested also that this number tends to become smaller with increasing dilution. Recently, Kahn and Lewis7 determined the size of sodium montmorillonite particles in aqueous suspension from electro-optical bi-refringence decay curves. The

THIS paper assumes the incontrovertible nature of the statement that the validity of competition in the nonnatural resource industries is established firmly on the rate and extent of the economic development of the United States. It then demonstrates the nonexistence of any condition within the petroleum industry that would invalidate the principle of competition as applied to it. It points to the benefits that competition has effected in the oil industry and the reasons why the practice of the competitive principle should continue to keep the industry virile and progressive in meeting the requirements of future generations for the kind of products natural to it. Finally, it pleads for a clearer view of the affairs of the oil industry by seeing them against a background of the whole economy. INTRODUCTION Even a few years ago there would have been only an academic reason for presenting before this Institute a paper on the validity of competition in the oil industry or any other natural resource industry; today there is no more practical subject for this body to consider. In social importance it transcends attempted solutions of perplexing technical problems; and even the numerous legal and economic problems that grow out of administration of state regulatory measures appear to be of secondary importance because they would cease to exist if competition were abolished. The aspiration of certain elements of the Federal Government to acquire control of the oil industry has long been suspected The vital need for petroleum in the national defense ... confirms my belief in the urgent need of Federal legislation to safeguard our petroleum supply through prevention of waste and by establishment and maintenance of sound economic conditions in the oil industry... . But also it may be dismissed with this mere mention of it because it predicates government control and the abandonment or broad reduction of competition on a war emergency. Clearly, the fight for a nation's life may justify a government's control over men and resources that would be abhorrent and economically enervating under conditions of national security. More pertinent to the present matter, because it appears expressive neither of a personal ambition nor of an emergency condition but rather of the long-range view of a certain school of conservationists, is the pronouncement of no less an authority than the Attorney General of the United States, who has been repeatedly quoted by the press as saying that the American Petroleum Industry constituted a case "where the principle of conservation of an exhaustible and irreplaceable resource should replace the principle of competitive exploitation." The significance of this statement in the light of the commonly accepted meanings of the " principle of conservation" and of the "principle of competitive ex-
