THE complete statistics of zinc-ore production in the United States for 1916 are not yet available. The following figures are, therefore, only approximate. The total production of concentrates for this year, including New Jersey and Tennessee, amounts to 1,280,000 tons. Of this tonnage, five mines produced approximately 536,000 tons, or about 42 per cent. The remaining concentrates came mainly from the "Valley States," Missouri, Wisconsin, Kansas, Oklahoma, and Arkansas. The 1,280,000 tons of concentrates represent about 25,000,000 tons of crude or run-of-mine ore. Of the five mines producing the 42 per cent., the dimensions of three are approximately 25 by 1,500 by 2,000 ft. (7.6 by 457 by 610, m.) or more. Tour of the five mines are undoubtedly veins in the common acceptance of the term. They are located in great vein systems. The mines of "Valley States" have not, so far, been classed as veins; simply as "secondary deposits." The origin of these secondary deposits has been a warmly debated subject. Many geologists contend that they are the results of leaching from overlying and from adjacent rocks carrying but traces of zinc, these traces leached out and deposited in favorable loci. If this theory is correct, deposition is strictly limited to shallow depths. No volume of ore comparable to that of "true fissure veins" is to be expected. Just what this means to the future of zinc mining in these States is here indicated. The total zinc areas of these States amounts to about 9,124- sq. miles (23,631 sq. km.).- Assuming that 10 per cent. of this total will be more or less productive, there are 912 sq. miles (2,362 sq, km.) of "mineral? ground. The average depth of the operated mines is something like 100 ft. or less. In Bulletin 606, U. S. Geological Survey (1915), p. 202, Siebenthal makes the following statement: "The writer is informed by William Waugh, one of the drillers of the Stone City well, that cuttings from other wells which he drilled in the vicinity of Pittsburgh, Kan., have shown galena and sphalerite taken from a depth of 591 ft. (180.14 m.) and that the showing of ore at some places would be considered good enough to justify the sinking of a shaft had it been found in the Joplin district and at shallower depths." Leaving out of the question the prohibitive cost of such a shaft, there is

G. W. THOMPSON,* Brooklyn, N. Y.-This subject has two aspects, neither of-which can be ignored: these are the economic aspect and the technical aspect. Under ordinary conditions, economic law will take care of the conservation of tin. Under present conditions it seems desirable that economic law should still be permitted to operate as far as is practicable. It is true that this law operates rather slowly, and that under war conditions it cannot be depended upon to give our Government the supply it immediately needs. There should, therefore, be a designation of the essential industries by the Government, and tin should be supplied for those needs, letting the non-essential industries take what is left. At the same time, information ought to be forthcoming as to how tin can be conserved; with tin selling at 80 c. per pound, more or less, it is to the interest of every consumer to get the best information he can as to how he can save tin. Economic law would properly punish those who do not study their own interests in this way. I deprecate, therefore, any centralized socialistic effort toward avoiding penalties through failure to observe and obey economic law. In saying this, however, I am not unmindful that it is desirable for our Government to take such control of the tin situation as may be necessary to the prosecution of the war, practically regardless of the effect of such action upon individual industry, which should studiously seek to adjust itself to the new condition. The Government should promulgate such technical information as it can collect, showing how tin can be conserved, and should urge upon every consumer the exercise of his common sense in self-protection. There is very little danger of any one attempting to hoard or corner tin, in the present state of the market. Most consumers will be glad to live from hand to mouth, covering their sales by purchases, or vice versa. As to the technical aspects: Tin and tin alloys are used to give certain practical and also certain artistic results. The practical factors are those involved in proper adhesion, continuity of surface, protection, the right degree of hardness, proper working qualities, etc. The artistic results are those that appeal purely to the eye or to our cultivated sense of what is desirable. There is no doubt that a great deal of tin could be saved if there were not a demand for certain pleasing effects. How can this saving be brought about? The users of tin hearing alloys are not the only ones involved in this question. The manufacturers of solder and babbitt have for a long time sought to give certain appearances to their fabricated bars and ingots in order to make them more salable. The user of a solder is very apt to judge of its working qualities by the appearance of the bar; the same thing is true with regard to babbitts. INTRODUCTION of bottom dump hauling units into the Ray, Ariz., stripping operation of the Isbell Construction Co., was motivated by several reasons, with what appears to be debatable results. The accepted theory of truck design for use in open-pit holds that end dump vehicles are the most adaptable for the work. But, because operations of the bottom dump, under certain construction and haulage conditions, proved economically feasible, the unit was put to work in the Ray copper pit. The decision to try bottom dump was reached after considerable observation of the unit in action on construction of earth filled dams, levees, airport construction and several other similar tasks. Basic tire design also motivated the choice. All things being equal, a vehicle running on low pressure single tires will outperform another operating on dual high pressure tires, providing load carrying capacities are the same. The investment required to equip a vehicle with four single tires to handle the same load as one with dual tires mounted on two axles and single front axles is about 60 pct greater. Thus, in order to reach the break even point on tire costs, single tires must operate 60 pct longer. Comparison is made with a truck outfitted with 10 16:00x25 tires. Two other factors were considered in selecting bottom dump trucks. It was felt the bottom dump principle would work well in dumping ore into a hopper where gate design fits this particular method. Also, with the absence of hydraulic dumping, ore pollution with oil is reduced. The mechanical simplicity of the unit also lent weight to its choice. Ordinary reasoning indicated maintenance costs would be low compared with other units carrying similar loads. The bottom dumping principle is not new. It dates back to the days when horses were used to haul the same kind of rig. The unit employed at Ray holds 25 cu yd struck measure, or approximately 42 short tons. Dumping is accomplished by releasing an air cylinder opening a dog holding the doors. Doors are closed by a cable system operating off a wheel wind deriving power by friction with the trailer tire. The unit is mounted on four 27.00x33 and two 14.00x24 tires on the front axle. The power unit is a 300 hp Cummins engine. Hydraulic power boosts the steering. A straight mechanical drive and friction clutch with 10 speeds is used. Conditions Not Ideal Top performance of the truck can be expected only under the conditions for which it was designed, in particular grades under 5 pct, handling fine material, and dumping where one thin layer can be placed on top of another. The machine will handle 42 tons per haul, operating at high speed, with only seconds used for dumping. On a 2 or 3 pct grade over a one mile haul,

IN 1948, the writer and his associates determined the surface tension of solid copper by balancing the force of surface tension in a very fine wire against an external load.' At that time we, in common with other early workers, assumed that grain boundary energy in a pure metal is very small in comparison to the energy of an external surface. Accordingly, we neglected the internal surface energy of the coarse-grained specimens. Since that time, experimental evidence has accumulated showing that grain boundary energy, far from being small, is generally about one-third of the energy of an external surface.2-4 This is sufficient to introduce a significant error into our determination. The differential equation governing equilibrium is: wdl - yds, + y*ds2 [I] rather than wdl = yds as originally written. w is the balancing force in dynes, 1 the length of the specimen, sl the external and s2, the internal surface area, y the copper/ copper vapor surface tension, and y* the grain boundary tension. Fortunately, we had made for another purpose a careful study of the size and shape of the grains, and found that the boundaries, with rare exceptions, traversed the specimens and were perpendicular to the wire axis. For this case, eq 1 leads to w = rry -(n) r2y* [2] where r is the wire radius and (n is the number of grains per unit length. A count of some twenty 5-mil wires indicated that - n became 80 & 10 after a short anneal near the melting point, and remained nearly constant for as long as 96 hr at temperature. An assumption of y* = 1/3y leads to a defining eauation for r: [31 The term in the brackets may be considered a correction factor applied to eq 11 of ref. 1. Upon applying this factor, the surface tension of solid copper at its melting point is found to be 1650 & 100 dynes per cm, rather than 1370 as previously reported.' The new temperature coefficient is —0.55 dynes per cm per "C. Grain boundary energy is more significant than surface energy to the physical metallurgist. It is evident from eq 2 that a series of experiments with wires of different grain size can lead to an evaluation of y*. The details of such an experiment are being worked out now. References 1 H. Discussion of the paper of GEORGE K. BURGESS and SIR ROBERT A. HADFIELD, presented at the New York meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 455 to 468. ALBERT SAUVEUR, Cambridge, Mass.-There is a definiteness and finality in the investigations that have been conducted by the Bureau of Standards and in the method of presenting the results that is most satisfactory and refreshing.. A year ago Dr. Burgess and his co-workers investigated the question of critical points in carbonless iron, and they settled the question once for all. No one can now claim that the thermal point A2 in carbonless iron does not exist. At the past meeting of this Institute in Pittsburgh, Dr. Burgess showed the worthlessness of the shrinkage clause. To my mind after his demonstration no one can again claim that the shrinkage clause renders any service. He also showed us that it was a practicable proposition to use pyrometers in steel work in order to ascertain the finishing temperatures of rails. No one can again come before this body and make the claim that it is not a practical proposition. And now Dr. Burgess shows us that steel ingots can be made in a commercial way, practically free from pipe, from segregation, aid from blow holes. It places again before us in a very clear manner the question of piped ingots and of segregation, a question which has been debated for 20 years or more. I know very well the attitude of the standpatters in the matter. They claim that most of the pipe is removed in the discard, and that if a little is left it is so thoroughly welded that it does no harm. I for one am not convinced of the soundness of the argument. I do not believe there is any one present who would claim that, given an ingot free from pipe, free from segregation, and free from blow holes, better rails will not be made out of that ingot than out of the ordinary piped or segregated metal which is used by almost all of our steel mills. In my opinion, if we give our sanction to the casting of steel in the shape of piped or segregated steel ingots, we are guilty. If we give our sanction to the rolling of rails from such metal, we are guilty. It is our duty as experts, as steel makers, and as steel consumers to make and to use the best steel obtainable on a commercial basis, for the manufacture of rails. Now, we have been shown that sound ingots can be produced from which superior rails can be made. If we do not insist upon these sound ingots, then we fail in our duty. I think that the art of casting steel ingots has advanced to such a point that the casting of steel ingots piped and segregated ought no longer to be tolerated.

The Pinto Valley, Arizona, plant of Cities Service Company is one of the newest copper producers in the United States, having started production in 1975. It is located a few miles west of Miami, Arizona, on the site of the Castle Dome Mine, a World War II operation which was shut down and its mill later moved and renamed the Copper Cities plant. The Pinto Valley concentrator uses six 18 ft (5. 5 m) diameter by 21 ft (6.4 m) long, 4000 hp, single-stage ball mills, taking crushed ore from four 7 ft (2. 13 m) standard and eight 7 ft shorthead crushers. It has a design capacity of 40,000 stpd but has higher tonnage capability for an expanded concentrator. The copper porphyry-ore is mined by two 15 yd and one 20 yd shovels (11.5 and 15.3 cu m) and is transported to the primary crusher by 150-ton trucks. The dump pocket is relatively shallow (14 ft or 4. 27 m deep); and because of the width necessary for the 150-ton trucks, it was designed to use the ore itself instead of manganese steel as an abrasion- resistant lining, although a heavy steel cap protects the dump pocket top edge. The pocket has a capacity of 300 tons of ore. Water sprays under the dumping positions direct a fog toward the truck being dumped for excellent dust control. Breaking of oversize is done by a hydraulic impact breaker mounted on a hydraulically operated articulated arm situated at the side of the dump pocket. Again because of the shallow pocket, no splitter is used to protect the spider of the 60 in. by 89 in. Traylor gyratory crusher, which is equipped with a hydroset mechanism. Crushed ore at 8 in. (203 mm) drops into the 360 st surge chamber lined with AR plate and then is fed directly to the 60 in. (1.52 m) stock- pile conveyor by an 84 in. by 20 ft (2. 13 m by 6.1 m) four-speed apron feeder at a rate of up to 4000 stph. Early in 1977, Cities Service will replace the four -speed electric drive with a hydraulic pump and motor with infinitely variable speed. They are also studying the replacement of the apron feeder with an 8 ft wide (2.44 m) belt feeder similar to those at Similkameen and Palabora. Peak crushing capacity would then be increased to 5000 stph. The AR plate in the crushed ore pocket was installed in large, rectangular sheets which required much less embedded metal to hold it in place than would the more conventional, smaller arid square pieces of cast manganese steel. For duty in the crushed ore pocket, where wear is not severe, the AR plate is a satisfactory material. The new Palabora Figure-8 crusher also uses this design.

In the course of the preparation of my paper on " The Occurrence and Treatment of the Argentiferous Manganese Ores of Tombstone District, Arizona" (Dam., xvii., 767), my attention was called to two patents which have been issued for the use of a diaphragm at the upper end of a Howell furnace, whose importance merits more than a passing reference. Mr. J. K. Pardee invented and first put into use in the Algon quin mill, at Philipsburg, Mon., in 1880, a ('new' and useful im provement in rotary ore-roasting furnaces," which was intended "to increase the capacity, effectiveness and working economies of such furnaces." The following description and accompanying figures are taken from the patent papers, dated December 21st, 1880: Fig. 1 is a side elevation of the feed-end of the Howell rotary furnace, with parts broken away, the better to exhibit my invention. Fig. 2 is an end elevation of the same. Fig. 3 is an end elevation of the same, showing a modification of my invention. In operating a furnace of this kind, of the capacity of one ton of ore an hour, it was found that for the best work the two fire-places (one at each end of the revolv ing cylinder) consumed about ten cords of wood every twenty-four hours, and that about twenty-fonr tons of silver-ore were introduced through the feed-pipe. It was also found that of the amount of ore, fully one-third did not go through the revolv ing cylinder, but went into the dust-chanibers about the feed-end of the furnace or cylinder, and this ore going into the dust-chambers was found not to be sufficiently chloridized for amalgamation, but had to be re-roasted. I then caused to be made, out of boiler-plate iron, a segment of a circle, the height of which was about one third of the diameter of. the cylinder or furnace, the circumference of the circle being smaller than the circumference of the furnace, so that about a half-inch space would be left between the plate and the furnace, when said plate or segment was in position. This segment or plate of iron was then fastened to the bottom of the feed pipe, as shown in the drawings, wherein A represents the revolving cylinder or furnace; B, the fire-place and dust-chambers at the feed-end of said furnace; C, the inclined feed-pipe, and D, the diaphragm, partition, or plate fixed within said furnace, A. With the diaphragm or plate, D, in the position shown, the furnace was run for about a month, and it was found that with the furnace in best working condition only four cords of wood every twenty-four hours were consumed, that no fire was required at the feed-end of the furnace, that not one-twelfth of the ore

IN earlier work the effect of manganese on the general behavior of nitrogen in iron was the subject of a careful examination by Fast.' Part of the investigation was made, in collaboration with one of the present authors (L.J.D.), by using the internal friction method. This technique, which has been described elsewhere,' showed some significant changes in the properties of Fe-N alloys by the addition of a small amount of manganese namely: 1—Under standard conditions the maximum of the nitrogen peak in pure iron appears around 20 °C and the half width is about 27 °C. By addition of 0.5 atomic pct Mn a general broadening of the internal friction peak occurs. The half width is increased by about 9°C. Moreover, a shift of the maximum of about 5°C toward a higher temperature takes place, Fig. 2. 2—The precipitation of nitrogen from the supersaturated solution, measured, e.g., at 200 °C, was inhibited by the addition of the amount of manganese given in effect 1. The broadening of the nitrogen peak was confirmed in more recent work3 on samples which were prepared from Westinghouse Puron iron. The effect of manganese on the rate of precipitation, however, was much less striking than in the earlier work' based on Philips high purity iron. Theory To explain the first change in properties just referred to, effect 1, the following two assumptions were made:' First, every manganese atom in sub-stitutional solid solution creates around it six interstices located between an iron and a manganese atom, as is evident from Fig. 1. These interstices, conveniently called Fe-Mn interstices, have for nitrogen a free energy level which is AG* lower than the normal Fe-Fe interstices between two iron atoms. For such low concentrations of manganese as 0.5 atomic pct, the possibility that two manganese atoms will be nearest neighbors can be disregarded. Second, it is assumed that in addition to the normal relaxation time TFe at least one new relaxation time, Mn, Fe, enters in the phenomena which is associated with the elementary diffusion jumps between a Fe-Mn interstice and an adjacent Fe-Fe interstice. Fig. 1 gives schematically the free energy for a nitrogen atom as a function of its position along the line ABC. A tentative analysis of the nitrogen peak in a 0.5 pct Fe-Mn alloy based on these assumptions has been made in Fig. 2. The dotted curve with a maximum at 22°C is caused by jumps between Fe-Fe interstices, the dotted curve with maximum at 32°C by jumps between an Fe-Mn and an Fe-Fe interstice. The two effects added together give the dash-dot internal friction curve for the alloy. In the following these two components will be referred to as the normal peak at 22°C and the abnormal one. In most reactions involving solids the transformation kinetics may be represented by the combination of two processes —those of nucleation and of growth. For example, Mehl and his coiq-orker in their studies on the transformation of austenite to pearlite in steels have been able to describe the kinetics in terms of the rates of nucleation and of growth. By micrographic examination of their specimens they determined the nucleation rate (rate of appearance of pearlite colonies) as a function of time, of percent transformation, and of temperature. They observed that after an incubation period in which no nuclei are observed, the number of nuclei appearing per unit time per unit of untransformed grain boundary area, increases at an increasng rate with time. When recrystallization rates have been interpreted in terms of rates of nucleation and growth and the rate of nucleation determined, an incubation period followed by an increasing rate of nucleation has also been reported. Among the studies in which this phenomenon has been observed are those of Kornfeld and coworkers3 on cold-drawn aluminum wire, of Anderson and Mehl4 n the recrystallization of aluminum sheet, and of Stanlcy and Meh15 on the recrystallization of silicon ferrite sheet. The existence of an incubation period during which no nuclei are observed does not appear to have been reconciled with the generally accepted Volmer-Becker theory of nucleation in condensed systems. This theory ostensibly requires the rate of appearance of nuclei to be independent of time. Volmer-Becker Theory In order to form a stable nuclcus of a new phase B in a mother phase A, the molecules or atoms of the mother phase must surmount a free energy barrier whose height is determined by the volume free energy change accompanying the transformation and the energy of the surface separating the two phases. The free energy difference between nuclei of various sizes and the molecules or atoms of the mother phase is plotted schematically in Fig I as a function of the radius of the nucleus r. This free energy difference is plotted for two values of the change of free energy per atom, (Jb — ja) accompanying the transformation when the volumes of the two phases are infinite. One of these values of (Jb—Ja) corresponds to a temperature above the temperature To at which the phascs A and B are in equilibrium, and the other to a temperature below To. In order for a nucleus of phase B to be stable at a temperature T² < TO, its radius must be equal to or greater than the critical value r* for which the free energy of formatioil of the nucleus is a maximum, the of phase B having radii equal to or less than r* will be called embryos hfehl and Jetter," in discussing the kinetics of nucleation in solid systems, suppose that embryos of critical size are formed

The recovery of tensile flow stress of 99.995-pct Al and Al-1 pct Mg alloy was investigated using a fractional recovery parameter. Tensile strainirg was conducted at room temperature, and recovery treatments were made in the range from 80° to 200°C. Equal values of fractional flow stress recovery were found to result in equivalent structural states. Identical recovery treatments were found to produce constant values of fractional flow stress re covery, independent of prestrain. The activation energy for recovery of the 99.995-pct A1 between 80" and 200°C was found to be 23,000 +2000 cal per mole, and the activation energy for the Al-1 pct Mg alloy was 27,500 cal per mole. 1 HE degree of recovery of a cold-worked metal may be studied by measuring the changes which take place in any of a number of properties. Some of the properties which have been used by past investigators include X-ray diffraction phenomena, electrical resistivity, hardness, creep strength, elastic limit, and flow stress. Despite the apparent preponderance of such studies, little is known concerning the effect of recovery on the strength of metals except as deduced from changes in various types of hardness measurements. Furthermore, little information is avail- able concerning the effects which specific solute atoms have on the recovery process. Limited studies have indicated that in some cases solid-solution additions greatly decrease the rate of recovery,&apos; whereas in at least the case of magnesium additions to alluminum an increase in the rate has been reported.2 The purpose of this investigation was to determine the effect of a 1 pct Mg addition on the recovery of high-purity aluminum. Because of the particular interest in the effect of solute additions on the recovery behavior as related to mechanical properties, the degree of recovery was evaluated in terms of tensile flow stress. For the purposes of this study, a recovery process shall be defined as any process, short of recrystallization, whereby the properties, of work-hardened metals tend toward their values ill the unstrained state. EXPERIMENTAL PROCEDURE Test Materials. The materials used in this study were a 99.995-3 A1 and an Al-1 pct Mg alloy made from high-purity base metal. The high-purity aluminum contained the following wt pct impurities: 0.001 pct Cu, 0.002 pct Fe, 0.001 pct Si, and 0.0004 pct Mg. The Pil-1 pct Mg alloy contained 0.001 pct Cu, 0.002 pct Fe, 0.003 pct Si, and 0.99 pct Mg. Both materials were obtained in the form of as-rolled 0.125-in.-thick sheets, from the Alcoa Research Laboratories, New Kensington, Penn. It is only through the medium of such correct understanding of geology that we shall be able to accomplish the maximum toward aiding mine operations and at the same time provide a proper background for field examination work whether it be geological or geophysical. The Anaconda Copper Mining Company&apos;s answer to the need above expressed has been to equip a geological laboratory at Butte. The reason why Butte was selected is obvious, for situated there is one of the world&apos;s largest and geologically most interesting concentrations of copper and zinc. Furthermore, because of the great extent of underground workings both laterally and vertically, the opportunities for observation and study of ore occurrences probably are unequaled anywhere. The laboratory was established with five principal objectives in view. These were: 1. National Minerals Advisory Council A meeting of the National Minerals Advisory Council on August 3rd in Washington, D. C., indicated the vitally important part that the mining industry is to play in the mobilization program. Director James Boyd of the Bureau of Mines told the Council that the Department of the Interior would review the recommendations of all the Council&apos;s commodity committees with regard for mobilization planning in the light of the changed international picture. The Council was requested to reactivate its commodity committees and have them gather all available data on supplies, their sources and availability and present and potential production of the minerals and metals represented on each committee. Data on labor, machinery, transportation, automotive and stationary equipment, power, fuel, lumber, water supply are a few of the important items called for in the reports, which are to be presented at a meeting of the Council on September 1 at Salt Lake City. The material in the reports will become the basis for discussing metal and mineral requirements at that time. Discussion at the meeting bared several $64 questions, probably the most important of which are the following: 1. Which of the war-essential metals and minerals and in what quantities can we reasonably expect to get them from abroad under threat of submarines? 2. How are we going to meet the manpower problem posed by (a) migration of labor from mining to manufacturing since the end of World War II and (b) the draft and the calling up of reservists? Opinion was expressed by industry spokesman at the meeting that the function of complying with mobilization requirements be left to those in the industry itself; that is, those having the "know how." This view contended that any administrating governmental agency should be kept as small and streamlined as possible. There was general sentiment against the reactivation of the wartime Premium Price Plan or other bonus plans as a stimulus to production. The thought was emphasized that what was needed was a change in the basic conditions which have fostered the decline in domestic mining activity in the postwar years. One such condition, long overdue for correction, is the tax structure as it applies to mining enterprises. Many quarters both in industry and in government favor tax relief along the lines suggested in the six tax recommendations by the Council to the Secretary of the Interior last December. The Council adopted a resolution expressing a feeling that the following tax recommendations are still feasible and desirable and will accomplish as much toward increasing exploration for new deposits (thereby subsequently increasing production) as will government loans for exploration: (1) Losses from unprofitable ventures should be allowed corporations, partnerships, or individuals as ordinary deduction against current income. (2) Development costs after discovery should be recognized as operating expenses. (3) Allowance for depletion should be made to the stockholder as well as to the corporation. (4) Income should not be taxed without full allowance for losses of loss years. (5) Adequate allowances for percentage depletion should be made. A discussion of the manpower problem led to the Council&apos;s acceptance of a resolution advising that "military authorities should proceed with caution in depriving the mining and metallurgical industry of its manpower." The resolution strongly urged that no personnel "directly engaged in exploration, development, production or supervision (of strategic and critical materials) should be drafted for the armed forces, at least until the anticipated demands upon these producers are clarified." Stockpiles The Munitions Board&apos;s "Stockpile Report to the Congress" of July 23, 1950 revealed: (1) The total estimated value of the stockpile objective is $4,051,714,510 at the close of fiscal year 1950. (2) The total value of the stockpile on hand, at the close of fiscal 1950 was $1,556,154,352 or 38.4 pct of the total stockpile objective. An additional $494,948,060 was on order, making a total of 50.6 pct on hand plus the amount on order. (3) Materials obtained for the stockpile by the ECA from January to June 1950 amounted to $13,112,085, while development projects by ECA during this period involved the expenditure of $9,322,000, mainly with counterpart funds. Shortly after the start of the Korean conflict it was felt that Congress ould appropriate greatly increased sums for the purchase of materials for the stockpile. This stimulus to the program may increase the dollar earnings of those European nations that are present or potential contractors in our stockpiling program. Such a development would mean that these nations could add to their gold reserves, thereby stabilizing their respective economies and hastening recovery. This seems to be the picture for the next six months anyway. The "bug" appears when it is realized that the increased threat of total world war actually may retard recovery in Europe as nations on the continent may feel inclined to devote more of their resources to defense programs. Industries Essential to Defense The Department of Commerce in response to a request by the Department of Defense issued on August 3, 1950 a "Tentative List of Essential Activities" as a "guide for calling up for active duty members of the civilian components of the Armed Forces." The list includes the following: Primary Metal Industries. Included herein are establishments engaged in the smelting and refining of ferrous and nonferrous metals from ore, pig, or scrap. Metal Mining. This category includes establishments primarily engaged in mining, developing mines or exploring for metallic minerals (ores). This group includes all ore dressing and beneficiating operations. Anthracite Mining, Bituminous Coal and Lignite Mining, Crude Petroleum and Natural Gas Extraction, Mining and Quarrying of Nonmetallic Minerals, Except Fuels. Challenge to the Mining Industry The source of our country&apos;s great strength lies in its capacity to produce. In times of stress such things as national morale and manpower are all-important but without a capable industrial machine we would be helpless. That machine must be fed with minerals and metals in order to generate and maintain momentum sufficient to insure success. Consequences of the lack of adequate supplies of essential metals and minerals to increase and sustain our industrial power are not pleasant to contemplate. It is absolutely imperative that we put forth Herculean effort to guarantee ample supplies of such essential materials as copper, lead, zinc, manganese, antimony, mercury, tungsten, tin, chromite, nickel, cobalt, iron ore and rubber. The mining industry faces a challenge more serious than ever existed before in the history of our country. The industry must be equal to the task.

The use of strain gauges and compression pads for an underground bolt installation in a central Pennsylvania coal mine revealed that satisfactory anchorage could not be maintained in the shale stratum that constituted the immediate roof. Comprehensive laboratory tests resulted in a new shell designed with an increased area of contact and smaller surface serrations. Retightening of the bolt was also found to be beneficial for maintenance of high load values. Roof bolting in coal mines has progressed very rapidly in the last decade, and today this method of support is in general use. There are many theories concerning the functions of roof bolts, but the importance of beam building is indisputable. Proper tension in the bolts minimizes shearing along bedding planes and creates a thick, competent beam from individually weak layers. Bolting must be accomplished immediately upon exposure of the roof, and bolt tension must be maintained if roof failure is to be prevented. Seams are being mined today with roof bolt support where conventional timbering was not effective.&apos; The widespread use of continuous mining equipment was made possible by roof bolts which permit long supported spans free of obstructions. Since adequate anchorage is the key to successful bolting, better methods for determining the efficiency of anchorage are continually being sought. Attempts have been made to measure bolt loads, thus assessing anchorage efficiency by employing sensing devices between the bolt head and roof. 3-s None of the techniques appears to be very accurate, and all have at least one serious deficiency. The greatest efforts are being directed toward the standardization of the pull test.6" Nevertheless, the author believes that the pull test is only one criterion for establishing the efficiency of anchorage and not necessarily the most important one. The conventional pull test involves the short-term application of forces, whereas the success of roof bolt installations is dependent upon the ability of anchorage to sustain relatively long-term forces. Therefore, it would appear that the time-dependent function of the anchor is the single most important parameter for the success of roof bolting in many types of rocks. UNDERGROUND TESTS Strain gauges and compression pads were employed to measure bolt loads in a central Pennsylvania coal mine.8 Bolting had been employed only sporadically in the shale top since dubious benefits were obtained with this type of support. Table I shows some typical results from this investigation. Anchorage losses were extremely variable among the bolts, but all showed a considerable degree of bleed-off. The tests indicated that anchorage efficiency was extremely low in this type of shale. The results confirmed that bolting under these conditions was practically worthless, and thus a waste of material and labor. Probably even more important, bolting constituted a hazard when reliance was placed upon it for support. Certainly the complete lack of confidence in roof bolting, which was apparent in the mine personnel, was justifiable since the bolts did not accomplish their purpose. PRELIMINARY LABORATORY BOLT TESTS The extreme losses in bolt tension that were detected in underground installations prompted a comprehensive study to assess the causes. However, preliminary studies were first made to determine the combined stresses in a roof bolt and to prove conclusively that the observed bleed-off phenomena were due to anchorage: slippage and not to some other physical manifestation. Y.—One thought lias been running through my mind during the wholc of this meeting and that is that the scientific and the practical men must recognize very clearly their interdependence. The value of scientific classification of coal is going to be of the very greatest importance to the users, the practical men. Is not the scientific investigation and the great amount of work that is being done in a measure at least lost to the world? Therefore the scientific investigations and the practical needs of the users should bo brought as close together, and the work should be done as closely together, as possible; that is, the scientific man should know what the practical man needs, and the practical man should not feel that the scientific man is merely a theorist. Scientific investigation is going to have a great effeet and be of great valuc to the practical man who is trying to solve his problems. In the subject which I discussed&apos; for instance, we must look to the scientific man to tell us why coal cokes in one way and not In another and why certain coals will do certain things and others, which appear on the surfacc to be generally similar, do not act in the same way. Need or Physical Data on Coal H. J. Rose, Pittsburgh, Pa.—There is a subject which is a sort of hobby of mine; that is, the need for what might be called critical tables of constants for coal. The chemist has big volumes giving constants, such as the density, solubility, specific heat, thermal conductivity and all other physical and chemical data that have been determined for chemical compounds. Data arc also available on many common materials, for example, the density, hardness, modulus of rupture or maximum crushing strength of swamp white oak as compared with some other wood. In fact, physical data for practically cvery hype of wood commercially produced in the world can he found. In the same way the metallurgical man has handbooks giving the properties of alloys, etc., but we havc very little tabulated information about coal. Our principal reference works are the volumes published by the U. S. Bureau of Mines on the proximatc and ultimate analysis and calorific values of coals of the United States. That is 3 pioncer work of enormous value, but we have reached the point where we need more diversified information. Mr. Fulweiler raised the question of the relative strength of the different coals and cokes. Dr. Campbell and Dr. Ashley wanted to have some information on the resistance of coal to air slacking. It was brought out in the discussion that we want to know something about the coking properties of coal. There are any number of physical tests that we need, such as the thermal conductivity of certain coals, the coefficient of expansion, or the coefficient of friction; or other constants. A smattering of such information is scattered through the literature; for instance, a research worker in Wales will report a coefficient of expansion on Wclsh coals and one in South Africa will report something else for one or two kinds of African coals, hut it is difficult to find the information that is needed on our own coals. HISTORICAL ORIGIN OF THE EXPORT CREDIT AGENCIES Almost since the inception of international commerce sellers, having manufactured and/or sold and shipped goods to an overseas buyer, have been obliged to accept the risk that they will not be paid for one reason or another. There are many reasons why payment may not be forthcoming, for example, the goods may be lost at sea, or rejected by the buyer or the buyer nay simply not be creditworthy. These risks were brought into sharp relief as international trading became more sophisticated and the practice of giving credit to buyers gathered momentum. Inevitably enterprises sprang up which offered same mitigation of this exposure, accepting houses and later confirming houses and banks were prepared to assure acceptable credit risks an behalf of the seller, usually by discounting trade paper, and for many years the market ticked over reasonably satisfactorily. However, after the 1914-18 War international trade was at an extremely low ebb and its inherent risks were accentuated to a point where they were often commercially unacceptable. Yet a healthy and vigorous international market was indispensable to recovery of the world economy and a number of governments, led by the United Kingdom, perceived a need to offer their exporters a comprehensive form of insurance, particularly to facilitate the extension of credit to foreign buyers. In the United Kingdom the Export Credits Guarantee Department (ECGD) was set up to encourage trade through the provision of export credit insurance. Over the ensuing years others followed suit and now most of the developed trading nations and many developing nations have similar agencies. PRESENT DAY IDLE OF THE EXPORT CREDIT AGENCIES (ECAS ) Traditionally then the BA&apos;s role was to encourage trade through the provision to exporters of insurance against the risks of non-payment by overseas buyers of their goods and services. However, during the 1970&apos;s the manufacturing industries of most of the developed nations found themselves facing severe competition for business, particularly in the developing world. As a result the more aggressive ECA&apos;s began to introduce ancillary forms of cover designed to reduce exporters&apos; risks outside of the credit field. For instance, most of the European agencies now have a form of cover against foreign exchange risks here contracts are denominated in currencies other than that of the exporter&apos;s country. Most of the agencies also provide cover to exporters against the risk of unfair calling of bid, advance payment, performance bonds etc and in certain countries, where high inflation rates were endemic, a form of cover against cost escalation. In certain circumstances it is also possible for an exporter to obtain cover against losses arising as a result of the involvency of a partner in a consortium or joint venture. These are all forms of insurance but, also during the 1970&apos;s, many of the national export credit programmes took a major step away from their original raison d&apos;etre by facilitating the provision of preferential financing terns for the acquisition of capital equipment by an overseas buyer. This new line of business quickly became an important ingredient of major export financing packages and, as we shall see later, turned out to be extremely costly for the countries providing it.

Future resources of aluminum may require the utilization of low grade ores to provide a more permanent protection for the nation. Aluminum minerals such as cloy, shale, and high iron laterites may become important sources. An evaluation of reserves is given. New laboratory results are reported on the Vereinigte desilication process. THIS report on future resources of aluminum metal emphasizes the necessity for investigating utilization of low grade potential ores to provide more permanent protection for the nation. Partial or complete interruption of the importation of high grade aluminum ores must be given consideration. Ultimately, aluminum minerals such as clay, shale, and high iron laterites may become the principal sources of aluminum. The development of extractive processes for treating these low grade materials is a step in long-range national preparedness that should receive more attention. In formulating such processes, the application of beneficiation methods for the purpose of classifying the several types of minerals before subjecting each type to the more expensive extractive procedures should be considered, and a careful survey of the basic factors of power sources, transportation facilities, and sources of raw material should be made. Domestic Bauxite Resources Of the domestic supply of current, treatable-grade bauxite, 95 pct comes from Arkansas. The present reserve of Arkansas bauxite suitable for metal production, including abrasive-grade, Bayer-grade, and modified Bayer-grade ores, is 34,000,000 tons. The total reserve of bauxite of all grades is approximately 75,000,000 tons. Reserves are estimated on a mined and dried basis. Data available to the Bureau of Mines in 1948 to 1949 were used in preparing Table I, which shows a breakdown by grades of bauxite for about a half of the reserves of the state. The modified Bayer ore, 10,555,500 long dry tons, is based on a cutoff of 8 to 15 pct silica. The sub- marginal 10,074,700 long dry tons is assumed to contain more than 40 pct gibbsite, more than 15 pct silica, and less than 32 pct available alumina. A considerable amount of this low grade material was consumed in 1949 and 1950. Additional tonnages of bauxitic and kaolinitic clays are indicated by the Bureau of Mines drilling project.&apos; Applying a 50 pct factor to arrive at long tons mined and dried, the results of this project are approximately 31,500,000 tons kaolinitic clay at +35 pct Al²O3 and 11,800,000 tons kaolinitic clay at 20 to 35 pct A1,0,. Total reserves of kaolinitic clays are probably quite extensive—several times the reserves shown in the Bureau&apos;s work. Total reserves of bauxitic and high iron clays from the drilling program and previously established figures are 63,980,000 tons. The mineral dressing methods,&apos; the lime-sinter process, he lime-sinter modification of the Pederson process," the lime-soda sinter process,"-&apos; and the Alcoa combination processa. have been described in the literature and will not be elaborated upon here. The less familiar Vereinigte Aluminium-Werke process used by the Germans during World War 11 may require some amplification. It was used to bene-ficiate boehmite ores containing 12 to 18 pct silica for a feed to the European Bayer process. Ore was

Inclusion of anisotropic permeability in mathematical analysis of pressure transients observed during development of the huge Spraberry field indicates a major fracture trend which is in good agreement with that observed by fluid-injection tests spread over a 12- by 17-mile area. Delineation of this trend is important in selecting a pattern of injection for the pending large-scale water flooding in this field. Determination of reservoir parameters yielding best agreement between calculated pressures and observed reservoir pressures in newly completed wells was made using an IBM 650 computer. INTRODUCTION The Spraberry field covering 400,000 acres is a tight sand of less than 1-md permeability cut by an extensive system of vertical fractures. Primary recovery dominated by capillary retention of oil in the fractured sand matrix blocks is less than 10 per cent of oil in place. Strong forces of capillary imbibition of water into the sand, coupled with water flow under dynamic pressure gradient, indicate considerable increase in oil recovery can be achieved through water flooding. Best results will occur if the pattern of water injection is selected to force the water flow across the grain of the major fracture system. Existence of an oriented vertical fracture system in the Spraberry, observed first in cores, was highlighted more recently by the 144-fold contrast in permeability along and at right angles to the major fracture trend required to match relative water breakthrough times in Humble Oil & Refining Co.&apos;s waterflood test there. Spraberry operators since have conducted two gas-injection tracer tests for further areal confirmation of the fracture trend. Re-analysis of early reservoir pressure transients for evidence of anisotropic permeability has permitted many more local determinations of major fracture trend without resort to further field tests. This paper is limited to updating analysis of reservoir pressure transients to include anisotropic permeability as a test for orientation of the major fracture trend in the Spraberry. The reader is referred to Refs. 1 and 2 for information about general Spraberry reservoir performance and to Refs. 3 and 4 for information about significance of fracture orientation in selection of the injection-well pattern for water flooding the Spraberry. RESERVOIR PRESSURE DATA—DRIVER AREA During early development of the Spraberry Driver area, Sohio Petroleum Co. made the extra effort to measure the initial pressure in each of the 71 wells in a 5-mile-long area immediately after completion. Progressively greater reductions in pressure ranging up to 400 psi were observed throughout the six-month development period. Detailed data are presented in Ref. 1. Since the reservoir oil was undersaturated some 300 psi initially, early reservoir performance involving 55 new well pressures is subject to analysis as flow of a single compressible fluid in a porous media. Assumption of uniform permeability in all directions yielded good agreement between calculated pressures and observed pressures of these wells in the earlier study,&apos; but subsequent, additional, mathematical development to include anisotropic permeability in the transient pressure considerations and present availability of electronic computers to perform the much more extensive arithmetical calculations now yield even better agreement. The previous analysis, assuming uniform permeability, consisted essentially of calculating pressure reduction expanding circularly around each producing well and summing these effects at the time and location of each newly completed well for comparison with the measured pressure reduction.
