The Pacheco Pumping Plant is situated on the west end of San Luis Reservoir in western Merced County, California. It is designed to draw water from the reservoir and pump it into a 3,500,000 gallon regulating tank. The water then flows entirely by gravity to the Coyote Pump Station in Morgan Hill, a distance of 40 miles, where it is pumped into Anderson Reservoir. This water is used to recharge the depleted groundwater table in the Santa Clara Valley. Eventually, some of the water will be diverted to Hollister in San Benito County and to Watsonville and Santa Cruz in Santa Cruz County. The owner is the United States Bureau of Reclamation. The underground work consisted of a fifteen foot finished diameter surge shaft 250 feet deep to the crown of the pump chamber; a twenty foot finished diameter pump chamber which declined from the shaft at 14.2% for ninety feet and then ran horizontally for 180 feet; and twelve each five foot diameter steel lined intake shafts 240 feet deep which intersect the pump chamber in the horizontal section. (Figure 1) Upon completion of the pump chamber, the contractor had to dewater the existing tunnel under the reservoir, excavate the remaining fifteen foot plug, and concrete the transition. The low bidder for this contract was Underground - Continental-Heller at 414,456,000. Excavation of the open cut for the pumping plant and surge shaft began on April 14, 1983. This was performed using a Koehring 1066D backhoe, dozer, trucks, and two Cat 631 scrapers. The excavation was started at the surge shaft so that the grouting could begin

Introduction "Austerity" is perhaps an overly generous description of the past three years in the American steel industry. Steel plants operated at an average of only 57% of their capability in 1982-84. The dismal losses for last year are still being totaled. But during the two years before this period, American steelmakers recorded an aggregate net loss of a staggering $6.8 billion. Steelmakers responded by closing numerous marginal facilities. And production capability was cut by 13.6 Mt (15 million st). Capital expenditures still averaged $2 billion annually. But this was inadequate to maintain the existing base of steelmaking facilities. The general economy experienced a satisfactory recovery during this period. American steel, however, continued to suffer from a lagging recovery in the capital goods sector. This was due to record penetration of its domestic market by imports and from very weak realizing prices on the volume that was available. In addition to the direct influx of offshore steel products - which itself depressed prices - the industry also became painfully aware of the growing importance of "indirect" imports. These came in the form of steel-containing producer and consumer durables. Industrial equipment and autos fabricated from foreign steel accounted for the equivalent of 6 Mt (6.5 million st) of lost market opportunity for domestic steel-makers last year. That is over and above the 23.5 Mt (26 million st) of direct steel imports. Given these factors, Inland Steel was not spared from the threeyear downpour of red ink. Despite its record of continuing modernization in steel, our single-plant location in the world's best steel-consuming market, and the high proportion of consumer durables related products, such as cold rolled and coated sheet in our mix, Inland suffered aggregate losses of $277 million during the 1982-84 period. Strategic Planning The foregoing establishes a perspective - a base from which we have restructured our view of the steel industry, and of our own role within that picture. Until possibly two years ago, this present weakness in steel demand was viewed around the world as an aberration, eventually to pass. By contrast, it is now recognized that austere times are the normal steel environment. The topic here is management of resources. This implies an emphasis on strategic planning. It is worthwhile to examine some of the more critical assumptions that were driving strategies among a number of steel companies just before the 1980s. Those projected characteristics of the future steel environment were arrived at through painstaking analysis. They were carefully and heavily quantified and were generally shared by outside observers and our peers within the steel industry. • First, the assumption was made that domestic steel demand would continue to grow at an average rate of 2% per year. • Second, it was assumed that this growth in the American market would continue to be filled predominantly by US mills. NINE-TENTHS of the total anthracite deposits of North America are in Pennsylvania. Corrosion of pumping equipment by acid mine waters has been experienced at tremendous cost by mining companies in the anthracite region of Pennsylvania, for many years in many ways. The design and specifications of the large centrifugal pumps as provided in the proposed mine-drainage system (7-35, 45, 46, 48, 54, 64, 70, 71)° make it imperative that a metal or alloy be recommended that has the highest corrosion resistance and, at the same time, acceptable properties suitable for general workability (welding and machining). This report presents data on the corrosive and erosive effects of acid mine waters in the anthracite region on metals and alloys for pumping equipment and drainage facilities necessary to remove or control this water.

A system capable of monitoring mine electrical power systems and detecting impending component failure could significantly improve power system safety and reduce unscheduled equipment downtime. Such monitoring would require a method of evaluating electrical parameters, calculated from terminal values, for indications of component deterioration. The U.S. Bureau of Mines has targeted electrical failure of squirrel cage induction motors and examined the use of mathematical models to aid in this evaluation. The initial stage of this work is complete, and has produced polynomial networks called adaptive learning networks (ALN's) that can detect and quantify winding insulation leakage simulated on laboratory motors. In this modeling process, empirical data from laboratory motors were used to select the electrical parameters most significant for assessing motor conditions, and mathematical expressions relating these parameters to simulated deterioration were formed. ALN's developed thus far can process readily measured motor terminal information and quantify power and current levels of laboratory-simulated leakage to within 1% and 3% of full load values, respectively, for motors in the 10- to 150-hp size range. The next stage of this research is validation of these ALN's for actual motor failures; this stage is currently underway, using accelerated life testing of laboratory motors.

"Approximately 355 tons of nodules from Chamberlain; S. D., ore were processed in the 1-ton-per-day electrolytic-manganese pilot plant of the Bureau of lanes at Boulder City, Nev., in a continuous 3-month operation. The ore, ground to minus 48-mesh, was found to be amenable to leaching with acid directly or after roasting under reducing conditions in a Skinner muffled multiple-hearth furnace.Unroasted ore gave an acid-leach extraction of 84 to 88 percent of the manganese, which after neutralization showed an over-all extraction of between 81 and 85 percent of the manganese. The amount of iron extracted varied, but it was always,enough to permit the use of ammonia for neutralization.Roasted ore showed an acid-leach extraction of 89 to 91 percent of the manganese. A large amount of iron went-into solution, so that it was not economical to neutralize it entirely with ammonia. By neutralizing with calcine to a pH of 5.0 and completing -neutralization with ammonia to a pH of a.5 an over-all manganese extraction of 84 to 86 percent was obtained. The slight increase in. extraction on roasted ore probably would not justify the cost of roasting.Acid consumption averaged 1.75 pounds per pound of manganese extracted. Settling rates of the residue in leach solution were to slow to permit clarification in thickeners, but a Moore vacuum leaf filter proved to be satisfactory. Purification of raw leach solution was .accomplished readily by hydrogen sulfide with a low gas consumption. Electrolysis was normal, without difficulty, and with -current efficiency ranging between 62 and 66 percent.The use of Chamberlain modules for the production of electrolytic manganese would result in an operating cost of 0.8316 cent per pound higher than the cost of producing electrolytic manganese from Three Wids ore."

"One of the outstanding problems confronting automotive engineers in attempting to construct motors of greater economy is that of eliminating the ""knock"" from the operation of the engine. Recent investigations of this detonation or knock in internal-combustion engines, especially of the high-compression type, have demonstrated that it can be eliminated or reduced by decreasing the reaction velocity of combustion by adding small quantities of certain compounds to the gasoline, This makes it possible to use engines of a higher compression ratio, thereby greatly increasing the mileage per gallon of gasoline consumed. The savings in fuel reserves from increasing the proportion of crude oil marketable as motor fuel and in permitting the designing of more efficient engines are obvious.Ethyl gasoline, one of the widely used anti-knock fuels, is ordinary motor gasoline to which has been added 3 c.c. of tetraethyl lead and 2 c.c. of a halogen carrier, as ethylene dibromide or trichiorethylene, or approximately 0.06 per cent of the lead compound and 0.04 per cent of ethylene dibromide by volume. Ethyl gasoline should not be confused with ethyl fluid, which is a mixture of concentrated tetraethyl lead and ethylene dibromide in the prowler proportions for mixing with gasoline, but is not a motor fuel and is not sold to the public. Also tetraethyl lead is not a motor fuel, and likewise is act sold to the public."

In 1949 the Coal Committee of the Economic Commission for Europe, Geneva, Switzerland, established a Classification Working Party, to develop an international system for classifying coal. This project was necessitated by the increased trade in coal among various nations following World War II. Although national classification systems existed, they had been developed to cover the characteristics of domestic coals without reference to coals of other countries. Different terms for describing similar or identical coals in each nation caused confusion in evaluating coals shipped in international trade. Experts from Austria, Belgium, Bulgaria, Czechoslovakia, Denmark, the Federal Republic of Germany, France, Greece, Hungary, Italy, the Netherlands, Poland, Sweden, the Union of Soviet Socialist Republics, East Germany, the United Kingdom, the United States of America, and Yugoslavia participated in various stages of the classification work. Walter A. Selvig was appointed by the Bureau of Mines as the technical expert to represent the United States because of his experience in developing and standardizing methods of analyzing and classifying American coals. He served on the Classification Working Party until his retirement from the Bureau of Mines early in 1956. Extensive laboratory work was done in connection with the classification studies at the Pittsburgh Experiment Station of the Bureau of Mines.

The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. "Deformation Banding ( DB ) in cold rolled mild steel has been experimentally established by microstructure investigation. Deformation banding model includes such deformation mode when it is applied to rolling texture simulation. The cause for the occurrence of deformation banding is the reduction of the total work for plastic deformation through a relaxation of the deformation constraints. In the first DB model, all grains are assumed to band from the first deformation step. Such an unrealistic assumption has been eliminated in the new model by the introduction of a banding criterion based on an energy minimizing approach. The prediction is closer to the measured texture by applying banding criterion and setting critical resolved shear stresses (CRSS) ratio for { 110 } and { 112 } slip modes to 0.85.IntroductionBased on the continuum theory of plastic flow and deformation mechanism of crystallographic dislocation slip, Taylor's FC ( Full Constrain ) theory [1] has been widely used in texture modeling. As the process of cold rolling of sheet materials produces a microstructure consisting of elongated or equiaxed flat grain or cell, the ""lath"" and ""pancake"" relaxed constraints ( RC ) models [2, 3] were introduced as the successful improvements over the classical FC model. It has been also recognized that crystals may split into different orientations during deformation and the term deformation banding is used to describe such deformation processes [4, 5]. Lee et al. [6, 7] pointed out that the success of the RC theory in predicting textures depends on the physical processes of deformation banding. They developed so called Deformation Banding ( DB ) model by considering DB in the longitudinal plane to be accounted for by the RC method and allowing DB in the rolling plane. DB model was applied to simulate the texture development in bee case [8], the predicted bee rolling textures are in reasonable agreement with the measured textures. In the first DB model, however, all grains are assumed to band right upon the first deformation step. A banding criterion was formulated [7] which states that DB will occur if the work used in DB model is less than that in RC model. Such criterion has been incorporated into the original DB model for texture simulation and is referred to as DBC ( Deformation Banding Criterion ) model."

"Canada is scheduled to become the 4th highest diamond revenue producing country in the world by year 2004 with the already operating Ekati Mine and the anticipated operation of the Jericho Mine in 2002 and the Diavik Mine in 2003.This paper provides an overview of worldwide diamond production statistics and a brief introduction to a diamond processing plant. The dense medium separation (DMS) extraction process is presented and this process is discussed in more detail with respect to the extraction of diamonds in terms of feed preparation, dense medium, dense medium cyclones, ferrosilicon recovery and dense medium cyclone operating efficiencies.INTRODUCTIONThe Ekati Diamond Mine in the Northwest Territories started commercial production of diamonds in the 4* quarter of 1998. At full production, the mine is anticipated to produce annually some 3 million carats of diamonds. The Jericho Mine in Nunavut Territory and the Diavik Mine in the Northwest Territories are anticipated to come into production in the 1'' quarter of 2002 and 1st half of 2003 respectively. The combined annual diamond production of these three mines will total approximately 10.34 million carats by 2004, making Canada the 4~ highest diamond revenue producing country in the world.A diamond processing plant initially utilizes crushing, scrubbing and screening in the beneficiation process to liberate diamonds from kimberlite ore and size the product for further treatment through DMS. Alluvial diamond operations do not require initial crushing and scrubbing but incorporate a feed preparation and sometimes a recrush facility with the DMS plant. The heavy sink product from the DMS, which contains diamonds, is further upgraded through x-ray separation and high intensity magnetic separation prior to producing the final diamond product.DMS is a relatively simple separating principle. A mixture of particles of different density is immersed in a dense fluid, so that particles having a density lower than that of the fluid will float while those of heavier density will sink. The translation of the float-sink principle from a laboratory method to continuous industrial practice offers the prospect of very precise mineral separations based on density differences alone."

Grinding Mill Operation and Maintenance - Central to Asset Management Since 2005, RME has pursued a vision for a new grinding plant operational paradigm, made possible by RME's latest Mill Relining Systems. At some sites, new liners degrade SAG mill performance. The variables include mill volume loss, rotational speed limitations (ball strike) and liner designs developed for longer and longer life but without a backward glance at metallurgical consequences of whole plant performance. Freshly relined mills can initially deliver as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the liners' wear life. RME's proposition is to see new liners designed for maximum commercial performance. This may mean more frequent mill relines but with liners designed to yield optimum grinding, metallurgical and profitability performance, not maximum life. In other words, mill liner profiles and relining speed become key profitability contributors and not simply 'must do' maintenance functions and costs. This paper includes a short history of RME's Mill Relining System development (Appendix A). These are the enabling technologies which permit more frequent liner exchange without incurring additional downtime imposts. The body of this paper outlines RME's vision of a 'liner profile vs. profitability' commercial model, underpinned by the rigour of PAS 55-1:2008 Asset Management Part 1: Specification for the optimised management of physical assets. The technical elements can be developed either intuitively (based on plant experience) or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum technical solution for the maximum commercial outcome. Much of this can be modelled off-line, in the virtual world, before asking senior management to commit to an expensive liner experiment. The potential benefits are compelling.

Seven configurations for panel entries of a longwall coal mine are compared and ranked according to structural stability. These entry configurations are analyzed using three-dimensional finite element modeling The models include large dimensions to minimize boundary effects, elastoplastic constitutive relations, and simulated excavation and construction of support systems. The stability criteria are formulated in a quantitative manner to facilitate the ranking of the entry configurations. These criteria are based on the expected volume of caved rock in the entry openings. The stability ranking is applied to the entry excavation phase, the headgate phase, and the tailate phase of the entry life cycle. Parametric variations are applied using two-dimensional finite element models to determine the sensitivity to changes in mining and design parameters.

This is the final report on Grant No. G0144067. The report presents the results of a number of laboratory studies carried cut in several different ways to determine the effectiveness of foam for blocking the flow of gas in coal. The effectiveness; (of foam for retarding or blocking the flow gas in various porous media has been observed by many investigators1-4 but we are not aware of similar detailed studies in coal. Because of the diversity of our experiments, the key findings and general conclusions are presented very briefly in Section II. As a convenience to the reader a complete table of cements is included to enable the reader to find those experiments and studies of greatest interest.

Great cities, such as Pittsburgh, are starting to enforce laws against violators of smoke ordinances. The substitution of low-temperature coke for bituminous coal in household heating is a most promising field for helping to eliminate the smoke nuisance. This Information Circular is written to assist in the very worth-while effort to reduce atmospheric pollution. Herein are de- scribed recent German developments in the production of low-temperature coke. Operating and cost data are given on German commercial-scale low- temperature carbonization plants.

Keywords: Kyoto Protocol, carbon credits, global warming, energy, auditing Climate change is nowadays being taken increasingly seriously, and the link between global warming and the carbon dioxide released in the generation of energy is coming under increasing scrutiny. The Kyoto Protocol was signed in 1997, after five years of negotiation. So far, about 84 countries have ratified this agreement, under which terms developed countries have strict targets linked to their 1990 level of emissions. However, ?greenhouse gas? (such as carbon dioxide) emissions continue to rise alarmingly. According to the World Resources Institute, greenhouse gas emissions in the USA increased 13% from 1990-2002, while Australia recorded a 22% increase. In contrast, the European Union, a Kyoto signatory, has seen a small decline in its emissions during the same period. This is led by the UK and Germany, who reduced their emissions by 15% and 19% respectively. The concept of ?carbon credits? provides a funding mechanism for companies in the developed world to compensate for some of their CO2 emissions by paying companies (trading credits) elsewhere in the world to undertake projects to bring about reductions in emissions. In the southern African mining industry, it will be possible to get refunded for undertaking voluntary emission-reduction projects. Concern about the environment is creating business opportunities. A preliminary calculation has shown that various projects in South Africa (those in the pipeline, with quite a high likelihood of coming off) could earn a combined total of about R2.5-billion, under the initial phase of the Kyoto Protocol's carbon-credit scheme, which allows developed-country companies to trade credits with developing countries. A number of local companies are planning projects that could comply with the Clean Development Mechanism (CDM), in which they will implement techniques to achieve certified emission reductions (CERs) of greenhouse gases. In order to prevent abuse of such a system involving vast sums of money, vigorous audits need to be carried out. A company has to prove it has made real changes and is not simply conducting business as usual under a cloak of claimed environmental improvements. PricewaterhouseCoopers has applied to become one of only a few international agencies that will be accredited to conduct validation and verification of the credits, by auditing what is called the ?designated operational entity?. An independent validator needs to confirm that the project meets the strict requirements of the Kyoto Protocol. The company has to demonstrate that it?s not business as usual. So, if you refurbished every five years, the next refurbishment is not a good CDM project, unless you can demonstrate that you will do something beyond the maintenance - that is what can be registered. So, Kyoto intends to get additional projects going, and the money for that is actually quite good - prices of 14 euros per ton of carbon dioxide not emitted have been seen. The price depends on who takes the risk for non-delivery if a project doesn?t deliver the emission reductions on time. The highly energy-intensive South African mining industry is heavily dependent on coal. There should be many opportunities for the pyrometallurgical industry to come up with creative ideas to reduce emissions, and there is now an additional financial incentive to encourage this. Companies can actually get money in return for doing these types of projects, in addition to the contribution to corporate social responsibility.

Surface mining and reclamation of a southeastern Ohio site with sandstone-shale overburden resulted in (as compared to premining levels): 1) runoff volumes and peak rates that increased by a factor of from 2 to 10 during mining and after reclamation, 2) destruction of the "aquifer" perched on the underclay of the mined coal bed and gradual, but, as yet incomplete redevelopment of this aquifer after reclamation, 3) no immediate effect on another, lower perched "aquifer", 4) up to 100 times greater sediment concentrations in runoff. Results were influenced by increasing annual precipitation amounts through the period of record; 1978, 1979, and 1980 (postreclamation years) experienced precipitation amounts approaching or exceeding long-term normalcy for the area. Part of the reason that the site produced more runoff after reclamation than before mining is that the premine condition was one of an open, porous soil under woodland, while the postreclamation condition was one of a compacted, bulldozed soil. Sediment concentration results were influenced by failure of the postreclamation erosion control system and by a series of detention reservoirs above the stream monitoring station.

Pumpable roof supports provide an alternative longwall tailgate roof support and have grown in usage during the past few years. Heintzmann Corporation has been installing pumpable roof supports at the RAG Resources Emerald Mine in western PA since 1998, where they have provided effective roof control in their longwall tailgates. Despite the success of these supports in this application, questions remain regarding critical design issues for optimizing the use of this support technology. The support loading profile is characterized by a high initial stiffness with peak loading occurring at less than one inch of convergence, followed by significant load shedding with a post failure capacity comparable to that of wood cribbing. Therefore, the key to optimizing the support utilization is to provide sufficient load density to prevent convergence from occurring beyond the peak loading capacity. This requires an understanding of how the supports interact with the ground conditions, hence measurement of the ground reaction curve. In order to obtain this information, pumpable roof supports were instrumented to measure support loading. Roof deformation and roof-to-floor convergence measurements in the vicinity of the instrumented supports were also made. The experimental parameters for the installation were the support spacing and water-to-solids ratio of the grout, which controls the grout strength and ultimately the maximum capacity of the support. The study clearly shows that at this mine a 24-inch diameter support is fully capable of providing adequate ground control under depths of cover of 750 ft as only 50 pct of the available support capacity was utilized outby the longwall face. It was also shown that the 2.00 to 1 water-solids ratio, despite providing a slightly softer support response, is sufficient for maintaining the same degree of roof control provided by the traditional 1.75 to 1 grout mix. The 10-ft spacing of the supports did not cause any ground control problems outby the face. However, inby the face the performance of the support is degraded once the peak capacity of the supports is exceeded. It appears that the large load shedding behavior, which is characteristic of this support following peak loading, allows the immediate roof to separate. When this happens, the support is unable to regain control of the roof in time to prevent failure of the immediate roof beam.
