An active list of permissible explosives was published in July, 1931, as part of United States Bureau of Mines Report of Investigations 313, under the title of "Active List of Permissible Explosives and Blasting Devices Approved Prior to June 30, 1931." Changes in that list were authorized in August, September, October, November, and December, 1931, and. January and March, 1932, as published in Reports of Investigations 3l40, 3147, 3l50, 3155, 3158, 3161, and 3163, respectively. The problem of corrosion of reinforcement in concrete structures is internationally recognized and represents the single biggest expenditure in the preservation of steel reinforced concrete structures. While the corrosion protection of the reinforcing steel is no substitute for design and the placement of good quality concrete, it does provide for a viable and economical extension of structural integrity and service life in the day-to-day and practical environment in which concrete structures are constructed. The mechanism of corrosion attack and consequent deterioration of reinforced concrete structures is well understood and documented. New structures can be designed and built to withstand corrosion. However, due to short-term economic restraints, many new reinforced concrete structures continue to suffer as a result of corrosion damage, which results from the corrosion of the steel reinforcing. This paper explores the economic and practical benefits offered by the application of hot dip galvanizing as a viable means of protecting reinforcing steel concrete structures. The paper also discusses technical misconceptions that exist about application and performance provided by the use of hot dip galvanized reinforcing steel.

This report describes the development of guidelines for design, inspection and maintenance of automatic couplers. In order to devise the guidelines, performance requirements for automatic couplers were carefully established. This was clone through a comprehensive survey of coupler manufacturers and extensive observation of automatic couplers in service in a broad spectrum of mines. The capability of the couplers to withstand the demands of the mining environment in terms of strength characteristics, gathering range, curve negotiability, and other factors were all carefully evaluated. An analysis of coupler related accidents for the years 1972-1976 was carried out to provide information on the safety and reliability of existing automatic couplers. This formed an important input to the development of the guidelines. It is expected that these guidelines will he useful to coupler manufacturers for establishing designs for improved automatic couplers, and to mine operators for maintaining their couplers in a safe and good operating condition throughout their expected lifetimes. The Bulli Seam, New South Wales, comprises medium to low volatile bituminous coal, generally of coking quality. It is worked over an area embracing 300 square miles.Variations in several factors are found.1. The seam is somewhat disturbed and dissected by various structural features.2. This structure, and present topography, have resulted in depths of cover from very shallow to approaching 2,000 ft in the presently worked areas.3. Wide variations of seam thickness occur.4. Gradations of rank occur from place to place.5. Variations in seam gas content and wide variations in seam gas composition are experienced.6. Variations in coal strength occur.These factors may contribute to the occurrence of stress and gas phenomena in mining exploitation.INTRODUCTIONThe Bulli Seam, the most extensively worked seam in Australia, is the uppermost seam of the Illawarra Coal Measures, which comprise the southern portion of the Sydney Coal Basin. Generally, the rank of the seam and its assemblage of types make it ideal for the production of hard metallurgical coke. The thickness and relatively flat dips render the seam suited to mechanized bord and pillar mining, and this method is used almost without exception. At the north-eastern corner of the field, stress and gas phenomena have occurred during mining.Various data have been assembled on physical, chemical and geological conditions of the seam which may influence the occurrence of stress and gas phenomena. This material is presented in an attempt to explain the location of such phenomena to date, and to enable variations in conditions to be considered when future possibilities are being assessed.

In 1991, Placer Dome Venezuela established a 70% stake in Minera Las Cristinas, to mine the Las Cristinas gold deposits in Bolivar. This case study examines the multi-sectoral partnership arrangement that was developed to improve health services near the proposed Las Cristinas gold mine. The investment climate in Venezuela is uncertain and the socio-economic circumstances are potentially hostile. Despite that, the partnership between the mining company, local communities, government agencies and an international health nongovernmental organization (NGO) collectively leveraged nearly $2.5 million to build and operate a community health center.

The following is a summary of a very recent report prepared at Texas A&M University for the National Cooperative Highway Research Program and entitled "Downdrag on Bitumen Coated Piles". Anytime the soil settles more than the pile, downdrag or negative skin friction will develop. The load in the pile increases with depth up to a certain point and then decreases down to the pile point. This phenomenon has been quoted as being the number one culprit for deep foundation failures. In Chapter 1, an introduction to downdrag is given. The most common criterion for downdrag is to consider it in design as soon as the settlement of the soil surface after pile driving exceeds 0.5 in. Coating piles with bitumen is an effective way of reducing downdrag forces and therefore allows to use smaller piles for the same load. This results in cost savings. Coating piles with bitumen increase the cost of piles by about 33% and therefore the decision to use bitumen is generally based on economic considerations.

Installation of a horizontal air blocking shelf around the inside perimeter of the surface mining drill deck shroud is proposed to improve dust capture. Without the use of this shelf, a strong coanda effect airflow pattern results in dust leakage to the environment, especially at the shroud-to-ground interface. Bailing air exits the drill hole and travels along the drill steel to the underside of the table, where it fans out across the bottom of the drill table and continues down the sides of the shroud. This dust-laden bailing air then strikes the ground and fans out under gaps between the shroud and the ground. The proposed shelf prevents dust-laden air from striking the ground by redirecting it toward the center of the enclosure, where it can be captured. Laboratory tests demonstrated that the shelf reduced dust levels outside of the shroud by 81% under operating conditions consisting of a 1.9:1 collector to bailing airflow ratio, and a 5.1-cm (2-in) gap between the shroud and ground. The shelf was 15.2-cm (6-in) wide and located at a height equal to 2/3 the distance measured from the bottom of the shroud to the bottom of the drill table. The air blocking shelf was also capable of overcoming the adverse impact of vertical leakage along the shroud seams as long as this leakage was confined to an area below the horizontal plane defined by the shelf location.

Models of ground surface elevation, slope, aspect, curvature, roughness, deformation, as well as other features are gathered together in the term Digital Terrain Model (DTM). DTMs can be generated from a wide range of technologies such as ground surveying, aerial and satellite imagery, including both active and passive sensors. Some elevation derived parameters, such as roughness and slope, can be measured directly using innovative active sensor technology and smart processing, rather than via traditional processing of elevation information. Such models are used as part of a visual interpretation process, and increasingly for computer-assisted analysis using visualisation technology. There is an ever-increasing demand for DTM information to be used in the mineral exploration and mining industry, and consistent pressure from industry to develop models of higher spatial resolution, higher accuracy, and better overall reliability, regardless of the world-wide location of interest. This presentation will survey the range of techniques available for DTM generation, including active (LIDAR, SAR interferometry and differential interferometry) and passive (optical or SAR stereo) methods, as well as interpolation methods (contour or structure interpolation), and the economic placement of these various techniques in the local and regional context. The research issue oftrue-ground elevation models and slopes is also addressed, using LIDAR and SAR polarimetry as signpost technologies. Particular emphasis will be given to the strengths and limitations of new data sources that will, over the next few years, make the acquisition of elevation models of remote regions of the world inexpensive and relatively accurate.

It was the purpose of this contract to conduct research in several different areas of instrumentation used to determine the quantity of respirable dust in the mining atmosphere. One area of research was in evaluation of instruments including several respirable dust monitors, several types of photometers, and a QCM cascade impactor. An instrument evaluation chamber was developed to aid in evaluating the instruments in a dust atmosphere. Another area of research was investigations into new instrumentation concepts, such as a virtual impactor/photometer instrument, a new optical device which can be used as either an optical particle counter or photometer, a new personal respirable sampler, which employs an impactor instead of a cyclone as a preclassifier, and the development of a new cascade impactor, which deposits the particles uniformly on the impaction plate. Another area of research included the use of many of these instruments in two field studies, including a silica sand plant and a tungsten mine.

In accordance with the 57th section of the Explosives Act, 1875, the following report on the working of the Act during the year ending December 31, 1903, is submitted. There have been no modifications of the law during the year. No complaint is made of any falling off in the general condition of factories and magazines, and in one instance only during the year have legal proceedings been taken for any irregularity. The occupiers of factories and magazines have invariably shown perfect readiness to remedy any defects, and the managers have themselves in many instances introduced improvements tending towards greater safety. The number of deaths (5) from accidents by fire or explosion in the manufacture of explosives is below the average for the decade (6•4). Looking to the large number of persons employed in this trade, the number of deaths is not excessive and will compare favorably with the death-rate in other dangerous trades. Notwithstanding the large increase in the manufacture of explosives, the average number of deaths has greatly decreased since the passing of the Explosives Act, whereas the number of fatal accidents with explosives under conditions to which the Act does not apply appears to increase with the extension of trade.

Atmospheric conditions underground are constantly changing and from a safety perspective, it is critical to identify when conditions are trending abnormally. Atmospheric monitoring in underground coal mines allows mine operators to analyze atmospheric conditions underground in real-time. Real-time monitoring can then be used to identify whether atmospheric conditions underground have become problematic. The implementation of a risk assessment and management process allows operators to then use a risk-informed decision making to identify comprehensive site specific ventilation parameters. Establishing risk-informed ventilation parameters and tracking conditions relative to these parameters, management can modify ventilation plans as mine conditions develop to manage evolving risks. Ventilation risk assessment and management allows developing atmospheric monitoring technologies to be fully utilized in order to increase safety standards in the United States. This paper reviews general risk assessment approaches, state of the art ventilation based risk assessment, and the risk assessment and management application within the United States regulatory framework.

In the UK, powered supports are normally salvaged from longwall faces on completion of production, for reuse on the next unit. Where a spare set of supports are held, the salvaged supports are often stored in underground roadways awaiting installation. One mine in the UK extracts a 5m section, and holds two sets of 2x950t powered supports, each weighing approx. 35t and having closed dimensions of 8m long, 2.5 high and 1.75m wide. As the first set would not be required for over 12 months, and because of space limitations below ground, it was decided that the supports would be left in situ, the district sealed, and reopened at a later date for support salvage. The paper described the decision making process, and the inertisation of the sealed district utilising nitrogen generated on the mine surface and piped to the point of use. The re-entry and re-ventilation of the district are also described. The paper then goes on to describe in more detail the discovery of a spontaneous combustion event that occurred in the waste behind the powered supports, and its treatment and control using extra nitrogen brought to the mine by tanker and introduced at strategic locations along the faceline via boreholes, leading to a successful salvage and re-sealing.

Research personnel from the Bureau of Mines, representatives of the Mining Enforcement and Safety Administration (MESA), and members of the mining industry met with other Government and Industry representatives at three seminars held in Pittsburgh, Pa., November 4, 1975; St. Louis, Mo., November 6, 1975; and Denver, Colo., November L1, 1975, to discuss the results of Bureau-sponsored research on coal mine illumination. The program, aimed at developing suitable illumination systems fur the working; places of underground coal mines, covered hardware development and field evaluation and the status of proposed MESA standards and proposed MESA enforcement procedures. Measuring dynamic effects on existing structures such as dams and bridges during earthquakes or blasting is frequently done using strong motion detectors. However, a more comprehensive dynamic structural evaluation requires direct measurement of deflection, strain, and pressure changes during dynamic events. Many existing structures have vibrating wire gages already installed that can be used with modifications to the data acquisition systems to provide direct measurement of dynamic displacement, strain, and pressure. The project described in this paper provided the opportunity to demonstrate the feasibility of using vibrating wire technology to measure dynamic effects on existing structures.

Reduction of Groote Eylandt (Australia) and Wessels (South Africa) manganese ores using CH4-H2-Ar gas mixture was investigated in a fixed bed laboratory reactor in the temperature range 1000?1200oC. The extent and kinetics of manganese ore reduction as a function of gas composition and temperature were determined by on-line off-gas analysis using mass-spectrometer and dew point sensor. Morphology of ores and its change in the course of reduction was examined by optical and scanning electron microscopy. Phases of raw materials and reduced samples were analysed by XRD and EPMA. Manganese oxides were reduced to carbide Mn7C3. High extent and rate of reduction by methane-containing gas in comparison with carbothermal reduction were attributed to high carbon activity in the reducing gas, which was in the range 15 - 50 (relative to graphite). The reduction rate of Wessels manganese ore increased with increasing temperature. Reduction rate and extent of Groote Eylandt manganese ore achieved maximum at 1050oC. The decrease in rate and extent of reduction of Groote Eylandt ore at higher temperatures, particularly at 1150-1200oC, was due to sintering and formation of semi-liquid silicate slag. The optimum conditions for the reduction of manganese ores were established as follows: a) temperature: 1150-1200oC for Wessels and 1050-1100oC for Groote Eylandt ores, b) methane concentration: 10-15 vol%, c) hydrogen concentration: above 30 vol%, (d) size: 1-3 mm. An addition of lime (10-15 wt% CaO) to the Groote Eylandt manganese ore increased melting temperature of slag and significantly increased the rate and extent of reduction at elevated temperatures.

Present indications are that in about 2-3 years phosphor tags will be required in commercial explosives. A permissible 254 run ultraviolet lamp assembly has been developed to permit mine inspectors to detect such phosphor tags and therefore to establish if non-permissible explosives were used. This new lamp is powered by a Miner&apos;s cap battery without interference with the normal lighting requirements of the cap lamp battery. It is compact, light, and rugged with very high ultraviolet output.

Dissolved and suspended solids are present in the free water of tailings ponds. This Bureau of Mines study was designed to identify the influences of the slime zone in preventing these solids from reaching the environment outside the tailings pond. The finite-element method was used to determine the rate of discharge of subsurface water from the Van Stone tailings pond in northern Washington. The slime zone was sampled and tested for the first time, and results were interpreted and incorporated into the mathematical model. Computer results were verified by installing and monitoring piezometers in the field and by a simulated (16- by 1/2- by 3 foot) laboratory model. Output from the numerical model defined critical seepage zones and revealed that proper pond design and maintenance can reduce pond seepage losses to a minimum. Minimization of seepage requires maintaining the pond water level over the slime zone. Sufficient physical, chemical, and limnological data were collected and analyzed to conclude that the only realistic reflection of synergistic effects is obtained by study of the indigenous biota in combination with quantitative chemical and physical data. Proper planning and management of the milling and waste disposal operations are the key to minimal pollution.
