Calumet Division, Calumet & Hecla, Inc., whose operations are in Houghton and Keweenaw Counties, Mich., is a highly integrated and complex organization. This division operates mines, a railroad, a concentrating mill, a reverberatory smelter, and the auxiliary generating plants and shops to service these operations. In addition, it operates a sands reclamation plant, leaching plants, a foundry, and a machine shop that serves varied industries with castings and parts for many applications. Calumet & Hecla, Inc. has produced over 60 percent of all the copper that has been produced in Michigan since discovery of the ore in 1864, and in 1959 the company ranked eight among the country's producers with a production of 17,407 tons. To keep abreast of modern accounting systems developed elsewhere in industry and to combat increasing costs due to higher labor and supply costs, as well as increased costs due to deeper mines and lower grade ore, the company has developed a modern machine cost accounting system. This not only provides the usual bookkeeping and cost accounting facilities but offers accurate cost data for engineering evaluation of the mining operation. This system is credited with being instrumental in permitting continued operation of these high-cost mines in a period of increasing costs with no corresponding increase in the price of metal.

The Mineral Sector Development Project, sponsored by the World Bank, has been set up to revise the legal, regulatory and fiscal framework for the minerals industry in Tanzania, with a view to attracting mining companies and investors to the country and facilitating future minerals development. One component of this project, the Environmental Management Framework for the Mineral Sector, was awarded to Wardell Armstrong of the UK and ENV Consult of Tanzania. In developing a new framework of environmental regulations, emphasis was placed on developing realistic standards which reflect local conditions and prevailing values. The main corner-stones of this approach are; effective environmental impact assessment procedures; establishment of environmental management procedures; and monitoring and auditing of companies? performance. The favoured approach involves a three-tier framework, as follows: ?Framework environmental provisions within the new Mining Act; ?Regulations covering more detailed environmental requirements ?Guidelines and/or Codes of Practice, which may in future become regulations in their own right. Careful consideration has been given, in developing the framework, to the limited resources likely to be available for implementation to the Ministry of Energy and Minerals and this has influenced the approach that has been adopted. This paper outlines the main components of the environmental management framework and discusses some of the important issues raised by these proposals.

Introduction The Homestake Mining Co. has always been big on gold. After 108 years in the business, the company and its principal product are almost synonymous. The relationship continues. On Sept. 28, 1985, Homestake held formal dedication ceremonies for its newest gold mine - McLaughlin. The McLaughlin open-pit operation is located in northern California, some 113 km (70 miles) northeast of San Francisco. It lies near the boundaries of three counties - Napa, Yolo, and Lake - and a portion of its facilities are located in each. McLaughlin was originally the site of the Manhattan mercury mine that produced nearly 80,000 flasks of the quicksilver from the 1860s to 1978. At the September dedication, Homestake renamed the mine in honor of the late Donald H. McLaughlin. McLaughlin was with Homestake for nearly 60 years. He rose from exploration geologist to his ultimate positions of chief executive officer, director, chairman of the board of directors, chairman emeritus, and chairman of the executive committee. The discovery of the McLaughlin deposit occurred in 1978, the last year of operation for the Manhattan mine. Homestake geologists used a newly developed model and found surface gold at the mine site. That same year, Homestake signed an agreement with the property owner and began a two-and-a-half year exploration program. An initial discovery announcement of 31.1 t (1 million oz) of gold was made in 1980. In 1981, this was revised to 93.3 t (3 million oz), or 18 Mt (20 million st) of ore grading 5.2 g/t (0.152 oz per st). Expected mine life is 20 years. Construction began in September 1983, following the issuance of stage one permits. Start-up of operations took place in early 1985 and the first gold-silver dore bar was poured on March 4. Since then, more than 540 kt (600,000 st) of ore has been milled, producing about 1.6 t (50,000 oz) of gold. Of special interest at McLaughlin is the use of three autoclaves for gold extraction. According to Homestake, this is a first. The autoclaves are designed for a 90% gold recovery rate. Early results have proven yields at this rate and higher. In Finland Posiva Oy (Company) is responsible for implementing the final disposal programme for spent nuclear fuel of its owners. Company is preparing for the geological disposal in Olkiluoto crystalline bedrock. Excavation will be executed using drill and blast method. Method unavoidably causes variable excavation damaged zone (EDZ) on tunnel surfaces. The EDZ constitutes a risk for long term safety and therefore good control methodology of the blasting technique is required. The thicker the EDZ, the greater is the likelihood for detrimental transport pathways for ground water to transport radio nuclides, should those be present.

"Tough economical conditions and high grade but fine-grained ore processing have forced the mining industry to look for more efficient processes. Isa Mill Technology for ultra-fine and fine grinding is one such process employed at several mining operations in Australia including Mount Isa Mines Limited in Australia. Mount Isa Mines is a business unit of MIM Holdings Limited. MIM is an Australian-based international mining and mineral processing company with around 8000 employees worldwide. Major products include copper, gold, zinc-lead-silver, coal and technology sales.The Isa Mill is a horizontal stirred mill with sizes up to 3 m3 chamber net volume and 1 120 kW installed motor. It was jointly invented by Mount Isa Mines of Australia and Netzsch Feinmahltecknik GmbH of Germany for ultra-fine and fine grinding duties in the minerals industry. Isa Mill operations started in 1994 at the Mount Isa Mines Leadzinc Concentrator and then at MIM’s McArthur River Mine in 1995. These Isa Mills have been used to liberate sphalerite and galena at Mount Isa and silica at McArthur River by grinding to less than 7 micron.This paper discusses the Isa Mill Technology and reports on the metallurgical performance of the Isa Mills at Mount Isa Mines, including work done over the last 9 years to improve mill design, process efficiency and maintenance, which has resulted in the current state-of-the-art Isa Mill Technology.INTRODUCTIONThe current leadzinc deposits at Mount Isa Mines (George Fisher, Hilton and Isa) have an average grade of 10.5% zinc, 7.2% lead and 165g/t silver. Fine grinding, in particular in the zinc retreatment circuit requiring a milled product P80 of 7 micron, is essential to treat the ores from the Mount Isa Mines deposits. Every one micron size reduction in the zinc retreatment circuit below a P80 of 10 micron improves the overall plant zinc recovery by 1%, resulting in an increase in revenue of about 1 million dollars per annum."

Laser coatings are used for a wide variety of applications. TiB2/Ni intermetallic matrix composite coatings were fabricated on Al-substrate by a high power Rofin Sinar Nd: YAG solid-state laser. The characterization of the coatings was carried out by optical microscopy (OM), scanning electron microscopy (SEM/EDS) and X-ray Diffraction (XRD). Electrochemical study of the laser coatings in 3.65 per cent NaCl at room temperature revealed that with very high weight proportion of nickel the corrosion resistance of the coatings deteriorated due the presence of AlB10 phase. 50 wt per cent TiB2+50 wt per cent Ni laser coatings exhibited the highest corrosion resistance in test solution. The purpose of this study was to find a safe vibration level for active gas transmission pipelines near surface coal operations.

Gold Fields Australia is constructing two major ventilation shafts at the Wallaby gold mine in Western Australia. The new ventilation shafts are required to facilitate the long term ventilation strategy for the mine, thereby allowing continued extraction of ore beyond 1000 m below the surface. The construction work has involved all of the challenges that shaft construction can throw up, including challenging geotechnical conditions, unexpected high water inflows and major circulation loss during pilot hole drilling for raise boring. An extensive geotechnical and hydrological investigation program was undertaken prior to awarding the shaft construction contracts. While most of the risks were identified, several proved to be much more challenging than expected. The shaft construction methods included conventional sinking into the fresh rock profile in each shaft, followed by raise bore pilot hole drilling and reaming. A headframe was constructed for the first shaft, which was sunk to 92 m with a stage suspended in the shaft to facilitate the concrete lining and provide rope guides for the kibble winding. Drawing from experience when sinking the first shaft, additional ground pre-conditioning was implemented for the second shaft, which was pre-supported with continuous piles to 28 m followed by sinking to 50 m using a crane instead of winders and a headframe. Following the conventional sinking through the weathered zone in each shaft, the shafts were completed using a raise bore. The first shaft utilised a riser pipe and rotary vertical drilling system (RVDS) with the second shaft having utilised a dual rotary rig for pilot hole drilling. The use of the Scanning Electron Microscope to characterize Coal Mine Dust has been possible because of two circumstances. First, the imaging process of the SEM allows multiple signals (secondary electrons, back scattered electrons, x-ray emission, etc.) to be viewed. Second, the use of a computer to analyze the signals and perform statistical tests on the results. The parameters described are size, shape, chemical composition, mass distributions, and particle thickness. Although the system is intended for particular systems, those of agglomerates (whether tile same or not) are handled by special aspects of the computer programs. The work on fibers is not completed at the time of this report. This work discusses the hardware (developed especially for this process) and software (both on an IBM 360/370 and a PDP 11/20). The latter system allows direct interaction between the operator of the SEM and computer for maximum information at the least time.

Tool performance and the unit cost of cutting depend on a number of operational variables (peripheral velocity, pull-back force, water injection rate, angles of the sections of wire outside the rock) as well as on the geometric features of the cut itself (area and shape). Cutting rate and wire productivity are also influenced by the type and number of diamond beads per unit length of wire and by the characteristics of the rock (granite or marble). A computer program aimed at handling a problem of this complexity has been developed and tested with the use of available field and laboratory data and has been found acceptably reliable. Discrepancies between current industrial data and some of the results suggest future lines of research, while the simulation should also be extended to include different types of rock and tool and a variety of bench face geometries

The Waihi Region is host to many low sulphidation epithermal Au-Ag deposits. The Golden Cross mine located at the head of the Waitekauri River, eight kilometres NW of Waihi, was a gold mining operation that placed significant emphasis on environmental management. An assessment of the influence of this mining project on stream sediment geochemistry (Fe, Mn, As, Cu, Pb, Zn, Cr, Cd, Ni, Ag and Se) in the Waitekauri Catchment has been made. Effective waste management during the mine operation appears to have prevented contamination of stream sediment. Trace metal concentrations in the Waitekauri Catchment sediment have generally decreased since 1987, and are currently mainly below the ANZECC (2000) sediment quality guidelines. However, elevated As levels were recorded in the Upper Waitekauri River and Battery Stream, exceeding guideline values. Elevated levels of Cu, Pb, Zn and Cd were found in the Huanui Stream, a tributary of the lower Waitekauri River. This reflects the influence of past mining operations in the valley, as well as natural weathering of hydrothermally altered Coromandel Group andesite. At a number of sites, Mn concentrations also exceeded sediment quality guidelines, and this may be derived from the remediated Golden Cross mine site.

This paper introduces a new coal-based rotary kiln process of DRI production - the CRIMM process, which is developed by Changsha Research Institute of Mining and Metallurgy in the past years. Its main features are the use of composite pellets (in rotary kiln). The process consists of preparation of pellets from iron concentrate and coating of coal on their surfaces. The new process is able to overcome a series of defects of the conventional coal-based rotary kiln processes. A continuous test was conducted using an experiment rotary kiln (-0.6;, x 3 m). TFe of the magnetic iron concentrate used in the test is 67.25 per cent. TFe of the product DRI is 88.54 per cent, MFe is 84.11 per cent, S and P are less than 0.02 per cent. The metallisation ratio of pellet is 95 per cent. The pellet power ratio is less than 0.3 per cent. The utilisation coefficient of rotary kiln is 1.3 t/m'-d. The overall recovery of iron concentrates is 99.7 per cent. Two small industrial plants using the CRIMM process are being set up in China. Their coal consumption can be decreased to 520 kg standard coal per ton DRI respectively.

New Zealand depends on foreign investment for economic development. This also applies to the development of New Zealand's mineral resources. For this foreign investment to happen there must be some incentives to attract the investment. While prospectivity is the dominant parameter considered by investors it is not a variable that can be changed, only the perception of New Zealand's prospectivity. Other parameters likely to be considered are sovereign risk, red tape, green tape, land access, civil unrest, land claims, social risk, labour relations, infrastructure and natural disasters. Regulators and political will can vary some of these parameters. Where New Zealand fits internationally can be measured by investors' perceptions of these parameters. Following on from these perceptions New Zealand can be seen to have advantages in some areas and be disadvantaged in others. How to deal with the disadvantages to give investors confidence is not easy in the New Zealand environment where the development of mineral resources plays a small part in an economy dominated by agriculture. Added to this is the current global state of the minerals industry which offers even more of a challenge to attract foreign investment to develop New Zealand's mineral resources.

"Mining of low grade deposits along with the necessity to design and operate process plants requiring high throughputs presents unique metallurgical environmental and sustainability challenges that need to be addressed to reduce project risks, improve project economics and to sustain the profitability of operations over the life-of-mine.Some of the key challenges include poor recovery of valuables and concentrate quality issues due to complex mineralogy and high ore variability, water scarcity and quality issues, high energy costs, complex environmental issues including tailings management, high capital and operating costs, worldwide constraints on resource availability, complicated regulations in emerging economies, changing demographics of mining operations with ever-changing cultural or community issues and the urgent need for a better assessment of project viability to reflect the dynamics of present mining scenario. Developing breakthrough solutions to these problems is the key to success of any new project and maintaining profitability of a mining operation. An integrated multi-disciplinary approach to problem solving is crucial along with the need for a more lateral thinking, strategic partnerships and collaboration involving the right players. This paper presents some of the key findings based on experiences from a large number of challenging projects and operations focused on solving complex metallurgical problems.IntroductionThere is a plethora of challenges in developing new ore bodies. The metallurgical complexity of these deposits has increased significantly due to the need for mining lower grade ores along with the presence of deleterious elements that have environmental and processing implications. In addition, many of the mining projects are capital intensive due to high throughput requirements to be economical along with the need for building infrastructure due to remote locations, while operating costs steadily increase due to high reagent, energy and labour costs, increased state royalties and community obligations, to name a few of the key factors. There is also scarcity of water in many regions requiring the use of sea water or brackish water, which has both environmental and metallurgical implications. The shortage of qualified technical manpower adds significantly to the woes of many mining companies. Considering these multiplicity of challenges, it has become imperative for many mining companies to be innovative in addressing these issues."

The ACARP Landmark initiative has created the opportunity to advance the level of automation in the coal industry by first focusing on the core production area of longwall mining. A Landmark Longwall Automation project was commenced in July 2001. The major outcome of automation using on-face observation has been divided into ten outcome areas that have been fully scoped for a three-year initial project life. A major facilitating technology has been the implementation inertial navigation system (INS) technology that can map the shearer position in 3D. A focus of the project is to deliver a system that is at least as productive as the current most productive manually controlled longwall face.

Despite observations of spalling and damage of mine excavation wall rock in the Bushveld Complex (BC) over the passage of time, there have been very few time-dependent or creep tests carried out in South Africa on rock, particularly on BC rock types. The research described in this paper deals with the investigation of stress and strain conditions influencing spalling of wall rock in BC mine excavations, and the influence of time on the tensile strength of several BC rock types. Time-dependent laboratory testing of BC rocks was carried out in indirect tension. The results show that the magnitude of the tensile strength of BC rock types is approximately 5% of their uniaxial compressive strength magnitudes. The average long-term uniaxial compressive strength of the BC rocks, interpreted from the axial stress-volumetric strain graphs, is 56% of the UCS value. The long-term tensile strength is shown to be less than 70% of the normal tensile strength. Extension strains at tensile strength failure ranged between 0.16 and 0.21 millistrain. Values corresponding with the long-term tensile strength are less than 70% of this range, namely, 0.11 to 0.15 millistrain. These results represent new knowledge, since such rock testing and analysis does not appear to have been carried out previously on BC rock types. Elastic numerical modelling was carried out to illustrate the extents of tensile stress zones and extension zones around of typical BC mine excavations. The models showed that large zones of extension strain can occur around BC excavations, and that the magnitudes of the extension strain can substantially exceed the critical values determined from the laboratory testing. The implication of this is that there are substantial zones surrounding BC mine excavations that will be prone to time-dependent spalling conditions and perhaps more significant failure.

Used in conjunction with geology and geophysics, geochemistry provides powerful exploration tools of special relevance to Australian environments. New methods are needed that will confront the forthcoming emphasis on locating concealed orebodies. Deep weathering is conducive to techniques using groundwaters or gaseous emanations as sample media. Increasing use is anticipated for isotope measurements and for recognition of country rock characteristics that denote proximity to mineralization. Improvements in the sensitivity, reliability and portability of analytical instruments will underpin the contributions of geochemical methods to future mineral exploration.
