West Virginia's basic coal mining regulatory programs are not unique when compared to Federally approved programs implemented by other coal producing states. In fact, the language in The West Virginia Energy Act governing subsidence mirrors that written in the Federal Surface Mining Control and Reclamation Act as well as other states' statutes. Certain legal and administrative issues, how¬ever, combine to make West Virginia's regulation of surface subsidence a singular approach.

"INTRODUCTION In a previous report3 prepared for the American Gas Association, the influence of washing coal on coke properties and on gas and by-product yields was discussed on the basis of answers to questionnaires sent to coke-oven superintendents and a review of the literature on the subject. This review indicated that the elimination of free impurities by cleaning coal improved coke quality by (a) reducing ash and sulphur, (b) decreasing clinker trouble in burning the coke, (c) diminishing cross fractures in the coke, resulting in greater resistance to breakage on handling, and less small coke and breeze, and (d) greater uniformity in chemical composition and physical properties of coke. Washing also reduced the sulphur in coke and gas and increased the yield of gas and by-products per ton of dry coal charged.This paper is supplementary to the previous report and presents some experimental data obtained with Pittsburgh bed coal from Pennsylvania and Mary Lee bed coal from Alabama.ACKNOWLEDGMENTSGrateful acknowledgment is made to F. MINING rock asphalt for use as a paving material is an industry which has grown with the spread of the good roads movement. "Mineral Industry During 1930" reports asphaltic pavements constructed, including maintenance and repair but excluding pavement constructed with road-oil, cut-back or emulsified asphalt, as grown from 23 million square yards in 1911 to a high of 144 million in 1927. In 1930 the same source reports 106 million square yards of such paving laid and, in that year, 664,871 tons of native rock asphalt were so utilized. Many states contain rock asphalt deposits of greater or less importance but in only a few places are the de¬posits being mined commercially. In the year cited Ken¬tucky produced 305,024 tons of bituminous sandstone, Texas 270,138 tons, mostly bituminous limestone, while Alabama, Oklahoma, California and Utah produced 89,709 tons of bituminous rock for road construction. In addition Utah produced 37,906 tons of the purer asphaltic products, gilsonite, wurtzilite and ozokerite, for other uses. Speaking generally, the rock asphalt is a sandstone or limestone naturally impregnated with asphalt to an extent that makes it an ideal road surfacing material without mixing or treatment other than crushing. The asphalt content of the commercial product runs 8 to 12 per cent.

"This paper is the second of a series of progress reports4 on a study of the hydrometallurgy of manganese which is being conducted in an endeavor to make possible utilization of the large deposits of low-grade domestic manganese ores that occur in several States.There are at least four processes in which a knowledge of the action of SO2 gas on manganese oxides at elevated temperatures may prove of value.One of these involves dissolution of manganese from ores. The Bureau of Mines has investigated the hydrometallurgy of manganese by a process in which SO2 gas, a waste product at many smelters, is passed into water to form a solvent for manganese. Although several manganese minerals were readily dissolved, rhodochrosite (MnCO3) was attacked but superficially.5 Recent experiments have shown that a roast at 650 to 9000 C. converts the manganese of rhodochrosite to a form that is quickly dissolved by a weak SO2 solution.6 Introduction of smelter gases containing much as 5 per cent SO2 during such a roast would not add much to the cost of the operation, and might result in the formation of considerable water-soluble manganese sulpate.Another case involves a subsequent step in the hydrometallurgical process, namely, the formation of oxides of manganese with simultaneous evolution of SO2 by the heating of the MnSO4 produced by evaporating its solution.A third has to do with the roasting of zinc sulphide ores containing manganese as a preliminary to leaching. During purification of the solutions to be used for the electrolytic deposition of zinc the iron must be oxidized to make possible its removal. Manganese dioxide has been used for this purpose,7 and since manganese compounds are present in some zinc concentrates,8 it is of interest to learn what happens to the manganese in a zinc sulphide or on roasting, and what portion of the manganese in the roasted product might be available for oxidation."

Recent developments in circulating fluidized bed (CFB) once-through supercritical technology (OTSC) have enabled this technology to be offered as a utility-scale alternative competing head-to-head with pulverized fuel (PF) OTSC offerings. One clear example is the CFB supercritical unit at the Lagisza Power Plant in Poland, owned by PoludniowyKoncernEnergetyczny SA (PKE). This unit has now been in commercial operation for three full years, exhibiting very good performance, and has validated Foster Wheeler?s performance model at this utility scale as well as for units in the 600 MWe and 800 MWe size ranges offering net efficiency of ~43 per cent (LHV basis). This operating unit has also proven the use of the world?s first FW/BENSON? vertical-tube OTSC low mass flux technology. Since the Lagisza original international tender specified OTSC PF technology, it is important to note that the alternative selection of CFB OTSC technology over conventional PF technology is of historic significance, not only for the validation of the CFB supercritical platform as a viable alternative to conventional PF technology, but it also positions the CFB OTSC with fuel flexibility for offering of sizes up to and including 800 MWe units. This paper explores the differences between CFB OTSC technology and standard PF OTSC in utility power generation. Selection criteria, fuel burning range in both technologies, and other selection drivers are discussed. Economic analysis of both technologies, based on existing cases, is also provided. Also discussed are the technical advantages and uses of each technology. Foster Wheeler has recently been awarded a contract for four units of CFB OTSC technology, which utilizes a 2 on 1 configuration of two 550 MWe CFB OTSC boilers on two single 1000 MWe turbines. Essentially this provides a fuel-flexible low-emissions alternative to a 2 × 1000 MWe solid fuel power block.

In-situ measurements of ground stress were made from surface boreholes, using overcoring and hydrofracturing techniques, to obtain data for the detailed design of the underground works at Pergau. Unexpectedly low stresses were measured and appeared to correlate with apparent hydrofracturing observed during permeability testing. The low values of the minor principal stress had a major impact on design, particularly of the lining for the pressure tunnel and shaft. Additional hydrofracture tests were made underground during construction of the low- and high-pressure headrace tunnels and the pressure shaft, to define the vertical reduction in the minor principal stress with overburden. The Laurentian University Virtual Reality Laboratory (VRL) has provided a unique platform for the development and testing of novel seismic and microseismic data processing and visualization technology. In collaboration with Vale?s Creighton Mine, the technology was implemented at the mine site and consists of a VRL system and site calibrated Seismic Excavation Hazard Map (SEHM) software. The SEHM was developed as a practical solution for the mine operator to identify areas of elevated, active rock mass damage processes caused by recent mining activity. This paper is a pictorial representation of the 3D stereoscopic demonstration of the Creighton Mine seismic data distribution and interpreted SEHM for the first quarter of 2009. A live demonstration is scheduled at the Laurentian University VRL as one of the conference field trips. The demonstration highlights the technology transfer of research concepts into a near-real-time excavation hazard system that utilizes the key aspects of virtual reality technology; the ability to integrate large datasets (geology, mine excavation, (seismic) monitoring data, production scheduling, stress model, etc.); the ability to manipulate and visualize large datasets in both space and in time (mining sequence); and the ability to review the datasets by a group of experts in an immersive (3D stereoscopic), collaborative environment to better understand the processes and context of the mining-induced seismicity and evaluate potential risks to the mining operation.

This report reviews the current state of the art of remote control techniques for underground continuous miners. A delineation of aspects requiring additional data is presented. Also a summary and delineation are presented in overview form for the related section functions: roof control, haulage, ventilation, power supply and rock dusting. The automated remotely controlled continuous miner project is a long-range research effort. However, the program has been divided into intermediate steps resulting in incremental production increases throughout the program. Data are developed relating the impact of our proposed research and development accomplishments to potential productivity impact.

The depth of underground mines has been increasing due to several factors, such as material demand growth and improving technology. It is a challenge to understand severe failure mechanisms such as spalling, which is caused by induced high stress. To investigate this failure mechanism under high stress conditions, intact rock blocks with small size tunnel were tested at the Western Australian School of Mines (WASM). The range of rocks, such as sandstone and granite, were drilled (200 mm hole) and tested using a servo-controlled 450 t capacity INSTRON machine. The acoustic emission sensors were attached to the block mass during the experiment to investigate the seismic response prior to spalling failure. NATURE OF ORETHE Edna May ore consists mainly of clean quartz of a moderately hard and tough nature. The gold content is "free" and fairly coarse, so that a large percentage is recovered by amalgamation. The ore is practically free from metallic minerals.GENERAL OUTLINE OF PLANT AND TREATMENTThe ore, received from underground in trucks, is broken by a jaw breaker, then stamp-milled, follow~d by partial filie-grinding in pans. Mercury is used both in the mill boxes and pans. The pulp, on leaving the pans, passes over amalgamating tables and is then elevated by tailings pulp to cone classifiers and separated into a sand and slime product, each product receiving a separate cyanide treatment-sand by leaching in vats and slime by agitation and decantation in a "Trent" plant. Gold solutions from both sand and slime are precipitated together by zinc shavings in the usual type of precipitation boxes. Accumulated slime is trucked from the dam to a vortex mixer and from this point receives with the cement slime the same treatment.ORE BREAKING AND TRANSPORTThe ore is trucked from the brace of the shaft along an overhead line to the breaker station. "Interest in the nitrogen content of steel has increased sharply in the last few years. Investigations have indicated that its presence in steel has an important bearing on high temperature brittleness3, magnetic properties4, room temperature hardening5, and shock resistance. The steel producer may therefore look forward with certaintly to the necessity of controlling this element in a considerable proportion of his product. The literature, however, reveals a great many contradictory statements concerning the percentage of nitrogen which must be present to produce given effects on the properties of iron and steel. Most of these arise from a misunderstanding of the nature of the iron-nitrogen diagram near the iron end and a lack of recognition of the effect of state of aggregation on physical properties although both have been fairly well worked out.My thanks are due to Mr. J. L. Gregg, Prof. R. H. Dowdell, Mr, R. F. Mehl and Mr. H. C. Vacher for suggestions in connection with the preparation of this paper, and to Mr. C. H. Hefty and Mr. G. T. Motok for furnishing a valuable bibliography and translations of articles by Must and Duhr.The iron-nitrogen diagram in the solid state, so far as it concerns the nitrogen content of commercial iron and steel, consists simply in a solubility curve increasing with temperature. The important thing about this solubility curve is that without cold wore the iron nitride when precipitated does not go into solution on heating for long periods below 300°C. This slowness of solution is probably due to the fact that iron nitride when present as a separate phase has at these temperatures an equilibrium pressure of several thousand atmospheres7 and that therefore each particle of iron nitride surrounds itself with a layer of nitrogen. The precipitation of such an unstable crystal presents points of interest thermodynamically but we can not go into these here. It is quite well established that it precipitate. It can not diffuse then unless this layer is broken through or the temperature and pressure are increased to a point where the nitrogen is absorbed at an appreciable rate in the surrounding iron. This rate will depend on the degree of unsaturation of the iron and the excess pressure of the nitrogen above equilibrium pressure. The degree of unsaturation is determined by the temperature alone so that the temperature at which the rate of solution of the nitride becomes appreciable will depend on the pressure of nitrogen developed. This, in turn, will depend on the balance between rate of decomposition of the nitride and the rate o: flow of the iron. In annealed iron, this temperature of appreciable solution rate is between 300 and 350°C.8 By cold work, however, the elastic limit of the iron is increased, and conditions for the nitride to go into solution are reached at a much lower temperature, giving rise to the so-called blue brittleness. This brittleness and hardening is due to iron nitride going into solid solution and is not precipitation hardening."

Scope for Thermal Recovery in Shell's Heavy Oil Fields in Venezuela The main heavy oil reservoirs on the East coast of Lake Maracaibo (Fig. I), known as "Bolivar Coast", initially contained some 20 billion bbl of oil in place with gravities in the range of 10 to 15° API. The current total production rate is about 400,000 B/D. Since the recovery to date is on an average only 12.5 percent of the initial oil in place, these fields offer a vast potential for secondary recovery methods. The reservoirs are characterized by moderate depth (generally 1,000 to 3,000 ft; maximum 5,000 ft), good formation properties such as net oil sand thickness (50 to 300 ft), high porosity (30 to 40 percent) permeability (1 to 3 darcies) and oil saturation (initially about 80 percent) and high oil viscosity (100 to 10,000 cp in situ), all of which are favorable for the application of thermal recovery processes. Since 1957, steam drive, steam "soak" and underground combustion have been tested or are being tested in this area.1-3 This paper deals with a major steam drive test in the Tia Juana field. The test was commenced in Sept., 1961, on the basis of encouraging results of laboratory experiments and pilot field tests, which will be discussed briefly. Early Laboratory Investigation of the Steam Drive Process In 1956 a series of model experiments was carried out in the Koninklijke/Shell Laboratorium, Amster- dam, to investigate the displacement of heavy oil by steam.' The prototype studied was a horizontal, un-consolidated heavy oil reservoir, subjected to a linear steam drive. The model, representing a slab from this reservoir along the main flow direction, consisted of a steel tube filled with oil-saturated sand, provided with layers of rock at the top and bottom to simulate conductive heat losses to cap and base rock. Lateral heat losses, perpendicular to the main flow direction, were minimized by insulating the sides of the model. Heat flow and viscosity and gravity forces were scaled by taking the steam injection rate and sand permeability inversely proportional to the geometric reduction factor of the model, and using materials (oil, steam, cap rock, etc.) identical with those of the prototype. The main feature of the process was a frontal displacement mechanism that was observed within wide ranges of injection pressure and rate, oil viscosity, initial oil saturation and sand permeability. The high stability of this front can be attributed to the high volumetric steam flow rates, combined with the reduction in oil viscosity. High recoveries were obtained due to the low residual oil saturation of about 15 percent in the zone swept by steam. The latter value pertains to the specific test conditions (heavy oil, uncon-solidated sand) and may be lower for light oil, due to the effects of steam distillation. This paper describing mining practice at Morenci, Ariz., is one of a series of articles on mining method, and practice in the various mining districts in the United States. At present (1929) practically all the mineral production in the Morenci district is from the Humboldt mine of the Morenci Branch, Phelps Dodge Corporation. The mining method used is adapted to the type of ore body being exploited; it has been developed by adopting methods used elsewhere and making necessary changes to fit local conditions. Improvements in current practices are still being made.

Exposure to respirable crystalline silica (RCS) remains a serious health hazard to the US mining workforce who are potentially exposed as various ore bodies are drilled, blasted, hauled by truck, crushed, screened, and transported to their destinations. The current Mine Safety and Health Administration (MSHA) permissible exposure limit (PEL) for RCS remains at approximately 100 μg/m3 , but it is noteworthy that the Occupational Safety and Health Administration (OSHA) has lowered its PEL to 50 μg/ m3 (with enforcement dates staggered through 2022 for various sectors), and the National Institute for Occupational Safety and Health (NIOSH) has held a 50 μg/m3 recommended standard since 1976. To examine a method for reducing RCS exposure using a NIOSH-developed video exposure monitoring (VEM) technology (referred to as Helmet-CAM), video and respirable dust concentration data were collected on eighty miners across seven unique mining sites. The data was then collated and partitioned using a thresholding scheme to determine exposures that were in excess of ten times the mean exposure for that worker. Focusing on these short duration, high magnitude exposures can provide insight to implement controls and interventions that can dramatically lower the employee’s overall average exposure. In 19 of the 80 cases analyzed, it was found that exposure could be significantly lowered by 20% or more by reducing exposures that occur during just 10 min of work per 8-hour shift. This approach provides a method to quickly analyze and determine which activities are creating the greatest health concerns. In most cases, once identified, focused control technologies or behavioral modifications can be applied to those tasks.

More than 111,350 mining and construction industry professionals from throughout the world gathered in Las Vegas, NV, March 19-23 for ConExpo-Con/Agg 2002 and IFPE 2002. The triennial event is the Western Hemisphere’s largest equipment show for the quarrying, aggregates, construction and ready-mixed concrete industries. Despite the difficulties in the world economy, ConExpo-Con/Agg 2002 attracted more than 2,450 exhibitors from throughout the world. This was an increase from the 1,882 exhibitors that were on hand for the 1999show. And this year’s show occupied more than 180,225m2 (1.94 million sq ft) of exhibit space at the Las Vegas Convention Center. This was an increase from the160,900 m2 (1.73-million sq ft) occupied at the 1999event.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The island of Java lies within the Sunda-Banda magmatic arc, which is characterised by multiple phases of volcanic activity and extensive compressional deformation. Along this zone, significant gold and copper mineralisation occurs, including some of the world’s largest deposits. In West Java, epithermal gold mineralisation is typically located in a series of extensional and strike-slip faults that cut Miocene to Pliocene volcanic rocks. These are all low-sulfidation, epithermal, vein-stockwork-style deposits developed in Miocene to Pliocene calc-alkaline volcanic rocks, which have been intruded by shallow-level plutons.This paper discusses an example of epithermal mineralisation at Mt Subang, West Java. Gold mineralisation was originally identified from stream sediment, panned concentrate and rock geochemistry sampling in the early 1990s. Geophysical surveys (magnetics and induced polarisation resistivity/chargeability), trenching, pitting and diamond hole drilling has subsequently revealed silicified-quartz vein epithermal gold mineralisation hosted within fault structures. It is clear that these structures acted as hydrothermal fluid pathways leading to the development of mineralised offshoots along north–south extensional and en-echelon arrays of north-east–south-west and transtensional faults. A number of vertical offshoots also occur in flexures and fault jogs. Post-mineral faulting has subsequently dissected and offset a number of the offshoots. Therefore, a detailed knowledge of structure and fault kinematics and displacement magnitudes is required in order to understand the geometry and continuity of mineralisation across major structures and maximise the resource potential.
