"Income based taxes are significant cost elements to be considered in evaluating investment in new mine development. This paper presents the results of comparative analysis of effective income-based tax rates for mining in the Northwest Territories (NWT), selected Canadian provinces and international jurisdictions. The study was done as background to a review of royalty regulations for the NWT. ObjectiveThis paper presents results of comparative analysis of effective mining royalty1 rates, and combined effective mining royalty and income tax rates on selected mine models for the Northwest Territories (NWT), with those for several other jurisdictions in Canada and abroad which compete with the NWT for mining investment.BackgroundThe February 27, 1995 federal budget directed the Department of Indian Affairs and Northern Development (DIAND) to proceed with a comprehensive review and amendments to northern natural resource management legislation in order “to increase revenues and ensure a fair return to the Crown.” DIAND is responsible for the administration of the Territorial Lands Act, and its regulations.The Territorial Lands Act gives the Governor-in-Council the authority to “… make regulations for the leasing of mining rights in, under or on territorial lands and the payment of royalties therefor,…”. In the NWT, the Canada Mining Regulations (CMR) provide for the disposition of mineral rights for most minerals, other than coal, petroleum and related hydrocarbons, in return for the payment of a royalty to the Crown.As part of this review of the NWT mining royalty regime, several computer mine models were developed and tax regimes in a number of jurisdictions were analyzed. Effective mining royalty rates, and the combined effective mining royalty and income tax rates were compared across the jurisdictions. The results presented in this paper are a part of the background work done in preparing a discussion paper on proposed changes to the NWT mining royalty that is expected to be released for public consultation in the very near future."

Large metallurgical complexes have more data than a small city and much of it is "real time," changing rapidly as internal and external conditions evolve. As corporations buy and sell assets and reengineer their staff, the structures and tools that were used to understand these data are lost. The lack of an integrated approach makes the profitability of metallurgical plants lag behind that of other industries despite technical advances that have occurred in recent years. This results in significant deterioration in the ability to maintain a "smart” operation. The solution is to use the sophisticated new tools built for the Internet so as to leverage information in a familiar browser format that people can use and understand. Combining real-time infrastructure with portal technology is becoming an accepted methodology. This paper introduces real-time portals and team sites to support decision making by work- groups which require both real-time and documentary information from manufacturing assets, vendors, head office and the Internet. Workers get insight from the overall process effectiveness index based on key variables such as losses due to plant availability, performance efficiency and rate of quality. Real-time portals and smart clients are part of any real-time performance management (RtPM) solution. Three case studies in large metallurgical complexes are presented. Any improvement in the accuracy of commercial comminution calculations under the Third Theory must be accomplished either by increased precision in energy input measurements, or by a better evaluation of the total new crack length produced, as indicated by the feed and product size distributions. Since at the present time feed and product sizes are approximated solely by the microns 80% passes, the most promising opportunity for increased accuracy lies in consideration of their plotted size distribution characteristics. This paper shows how more accuracy can be obtained over an increased range of feed and product sizes from size distribution studies.

ThE primary slip plane in hcp metal crystals can usually be inferred from the c/a ratio. Basal slip is the primary system at room temperature for zinc, cadmium, magnesium, cobalt, and rhenium, all of which have a c/a ratio greater than 1.60. Zirconium and titanium, on the other hand, each with a c/a ratio of 1.59, deform primarily by (1010) [ll20] prismatic slip. The increasing tendency toward prismatic slip in these materials is generally thought to be associated with the increase in atomic density on (10i0) as c/a is reduced. Beryllium, with a c/a ratio of 1.57, would, according to the above scheme, be expected to exhibit prismatic slip. However, in beryllium of commercial purity, the primary deformation mode at room temperature is basal slip.' The ratio of critical shear stress for prismatic to that for basal slip at room temperature is approximately 5:l. The critical shear stress for prismatic slip decreases quite rapidly with increasing temperature, however, and at 500°C the ratio is approximately unity. The apparently anomalous behavior of beryllium has led to speculation that prismatic slip in this material may be restricted by an anisotropic effect of impurities,' and that, if beryllium could be purified to a sufficient extent, prismatic slip might predominate at room temperature. In such a case, the conditions under which basal cleavage can occur would be suppressed, and enhanced low-temperature ductility might result. With the advent of the floating-zone method for purification of beryllium,3 it has become possible to determine experimentally the effects of purification on basal and prismatic slip. Tensile tests were performed at room temperature on single crystals oriented favorably either for basal or prismatic slip. The crystals had been purified to various extents by zone-refining, employing procedures that have been described elsewhere.4 Relative purities of the crystals were estimated by measuring the ratio of electrical resistance at 4.2"K to that at 298°K. Typical values ranged from 0.40 for commercial-purity material to 7.7 X 10"4 for crystals prepared from vacuum-distilled beryllium and subjected to six zone-refining passes. The purity dependence of the critical shear stresses for basal and prismatic slip is shown in Fig. 1. In the purity range studied, the critical shear stress for basal slip is decreased from 1.4 to 0.14 kg per sq mm. The critical shear stress for prismatic slip is decreased from 6.7 to 5.3 kg per sq mm. The decreases in critical shear stress for each deformation mode, therefore, are approximately equivalent. No purification anisotropy is observed. Because of the absolute magnitudes of the critical stresses, the ratio of the critical shear stress for prismatic slip to that for basal slip actually increases from 5:l to 38:l at the highest purity level studied. It is evident, therefore, that basal slip is the primary deformation mode in high-purity beryllium. This fact must be accounted for in any rationalization of the deformation behavior of hcp metals. The Royal John mine was examined in November 1942 by a mining engineer of the Bureau of Mines, who proposed development of the Royal John and other properties in the area. Geologists of the U. S. Geological Survey studied the area in 1943 and 1944 and made definite recommendations. Also, in 1943 the Peru Miring Co. mapped the Royal John and did considerable diamond drilling. The Bureau of Mines started the Royal John portion of a project pertaining to the general district in April 1944. This project was completed in Juno 1945. The work, consisting of diamond drilling, was supervised by Robert O. Hill, mining engineer, and the results were published in Report of investigations 3904, Exploration of Grey Eagle, Grandview and Royal John Claims, Grant County, N. WIC. In 1947 and 1948 the Royal John was re-examined by a Bureau engineer, and additional development to increase the reserves of low-grade lead-zinc ore was proposed. This project was started in August 1948 and completed in Juno 1949.

The Federal Bureau of Mines and the Alabama Power Company conducted an experiment in underground gasification of coal at Gorgas, Ala. involving the use of hydraulic fracturing to increase the air acceptance of a coalbed for the introduction of combustion air and removal of product gases. Air acceptance is defined as the flow rate of air which can be injected into the coalbed at 65 p.s.i.g. This was the second time the hydraulic-fracturing technique was used at Gorgas. Sand suspended in a heavy oil served as the fracturing fluid in the first experiment; in the second the sand was two to six times larger and was suspended in a water-starch gel. In addition to providing further tests of the underground-gasification process, the purpose of the second experiment was to determine the effects of the larger sand and greater volumes of a water-base fluid on (1) the extent of the fractured area, (2) the air acceptance of the coal, and (3) the rate at which a gasification path could be carbonized (linked) through the coal, and to compare these results with those of the first experiment. The coal was fractured by injecting 11,000 lb. of sand and 33,580 gal. of water and water-gel at 200 to 600 g.p.m. and 900 to 1,000 p.s.i. The fluid fractured the coal and the sand served as a propping agent to hold the cracks and crevices open. Pressures during the fracturing operation at test boreholes indicated that the fracturing fluid extended only about 150 ft. from borehole H, the point of application of the fracture. Injection of air revealed that the air acceptance of the coalbed within this e t was materially increased. On the other hand, increased air acceptance also was noted at boreholes up to 280 ft. from borehole H and at the electrolinking area 300 to 400 ft. away, indicating that the fracture effects extended considerably farther than was evident from observation. Similar effects were noted at approximately the same distances after the first hydraulic fracture.

The objective of this report is to explain a statistical method for the summarization, organization, and classification of multivariate assay and other data from the mineral industry. Multivariate data are those characterized by several measurements at each data point, such as assay data from a mixed metal mine, or blast furnace data. A specific method of linear discriminant analysis, the Mahalanobis d2 procedure, is explained, starting from elementary principles; the d2 procedure enables many measurements at many data points to be studied by investigating the interrelationships among the data. The relation of linear discriminant analysis to other statistical methods for treating multivariate data, in particular the eigenvalue technique of factor analysis, is also explained. Example analyses are made on data from the Frisco mine, San Francisco del Oro, Chihuahua, Mexico. The data comprise assay values for silver, lead, copper, and zinc taken at some 19,000 sample points distributed into 91 groups.

As otimizações termodinâmicas de sistema ternários ou de maior ordem contendo titânio necessitam que os sistemas binários Ti-X estejam consistentemente definidos e otimizados. O sistema Ti-Si já foi amplamente estudado e otimizado termodinamicamente. Um dos seus compostos intermediários, a fase Ti5Si3, foi inicialmente considerada estequiométrica nas primeiras otimizações termodinâmicas para facilitar os cálculos, embora os resultados experimentais confirmassem a sua não estequiométrica. A otimização mais recente modelou esta fase como sendo não-estequiométrica com 3 sub-redes. A solubilidade foi considerada em duas das três sub-redes, uma na sub-rede do Si e outra na sub-rede do Ti. O problema dessa abordagem é que ela pode aumentar significativamente o número de variáveis a serem otimizadas no cálculo de sistemas ternários Ti-Si-X, dificultando assim a sua convergência durante processamento computacional. O presente trabalho simplifica a otimização do sistema Ti-Si, considerando que o Ti5Si3 é sempre hiper-estequiométrico somente em relação ao Ti. Deste modo, mantêm três sub-redes, mas elimina-se a ocupação do Si na sub-rede do Ti. Os resultados mostram que esta simplificação não afetou significativamente o valor das propriedades termodinâmicas do sistema.

The Safety Pays in Mining v2.0 web application, developed by the National Institute for Occupational Safety and Health (NIOSH) Mining Program, helps mines determine the potential costs associated with mining injuries. This web app categorizes injury cost by part of body injured, by the cause of the injury, or by the nature of the injury. When the user selects one of over 150 common types of mining injuries, the app provides information on the distribution of costs of workers’ compensation claims for that type of injury. Based on other user inputs, Safety Pays in Mining v2.0 will estimate the total costs of the selected injuries and the estimated impact of total injury costs on mining company profits and will provide some examples of services and personal protective equipment on which companies could spend the savings that result from the prevention of injuries. This paper reviews the Safety Pays in Mining version 2.0 web application by discussing the development and updates to the app, how it is used to show the true costs of mining injuries, and how mines can benefit from using this app.

Displacement and stress changes in cemented backfill and ore pillars at the Buick Mine, near Boss, MO, were monitored by engineers from the U.S. Bureau of Mines and The Doe Run Co., St Louis, MO. A test area in this room-and-pillar mine was backfilled to provide support when remnant ore pillars were mined. Objectives of this research were to evaluate the effect of backfill on mine stability, observe backfill conditions during pillar removal, and calibrate a numeric model to be used to design other areas of the mine. Relative vertical displacements in the backfill were measured with embedment strain gauges and vertical extensometers. Other types of instruments used were earth pressure cells (to identify loading trends in the backfill), borehole extensometers (to measure relative displacement changes in the mine roof and support pillars), and biaxial stressmeters (to measure stress changes in several support pillars and abutments). Two-and three-dimensional numeric codes were used to model the study area. With information from these codes and the installed instruments, two failed pillars were identified and rock mass properties were estimated.

Mine inspection in Alaska by the Federal mine inspector was somewhat handicapped during 1915,the inspector having to spend a large part of the summer and fall in examining the Matanuska coal field in connection with the designation of the Government reservations and the leasing units in that field. However, in addition to>this work, the mines in southeastern and southwestern Alaska were inspected by both Federal and Territorial inspectors, a considerable number of men near the Federal inspector's officeat Juneau were trained in first aid to the injured and in the use of mine rescue apparatus, the mines of the interior and of Seward Peninsula were inspected by the Territorial inspector, and a suit was brought in the name of the Territorial inspector for the nonreporting of serious accidents under the Territorial inspection law. The work of the Federal inspector was handicapped also by a lack of field assistants. This condition is likely to be serious, as preparations have been made for opening the Matanuska, Bering River, and Nenana coal fields, and a number of permits granting the free use of 10-acre tracts in other fields throughout the Territory have been issued. The need of a comprehensive inspection law and experienced engineers to safeguard the opening of coal mines by operators who are not familiar with coal mining and are using inexperienced help is obvious.

A major share of the increase in the energy demands of Ontario province in the next decade will be supplied by bituminous coal mined in the U,S, To be competitive with alternative sources of energy, it is essential that the delivered cost of coal, inclusive of all transportation charges, be kept at a minimum. The Bessemer aid Lake Erie Railroad Company and the Pittsburgh and Conneaut Dock Company are currently building a shiploading terminal at Conneaut, Ohio, to service this tonnage, together with expected increases in coal consumption in the Eastern Lake Erie - Lake Ontario area, (see Fig, 1).

As the mining industry looks to new technologies for a safe work environment and increased production rates, so should emergency response teams when dealing with organisational incidents. Implementation of technology has transformed the nature of incidents within the international mining community with lower frequency, high impact events replacing high frequency, low impact incidents of the past. In turn the approach to mines rescue response and preparation has naturally diversified. New rescue technologies when applied effectively can only further advance preparation and the response of mine rescues teams. This paper discusses some of the changes associated with mines rescue as the industry embraces technology. It highlights some recent rescue responses and their approach and gives examples of some of the new technologies being used for improved mines rescue.

Property sales and acquisition are prominent features of today's coal industry. Before selling or buying a site, a company must know the property's economic net worth. Any evaluation of economic net worth would be inadequate if determinations of a property's environmental liabilities and costs were omitted. Short-and long-term costs can result from liabilities related to reclamation, water treatment, subsidence, and hazardous waste disposal. A structured, interdisciplinary approach can aid in the delineation, summation, and scheduling of these costs and liabilities.

Diamonds occur in N.S.W., Victoria and north west Tasmania. Diamonds from different areas appear to have their own characteristics, lending weight to the suggestion that three or four different sources (different in location and age) have produced the diamonds found in alluvials at quite a number of locations in Eastern Australia. Explorers for kimberlites in Victoria must overcome a number of field difficulties. The writer's approach attempted to find exploration targets by literature search, noting unusual garnet occurrences, and by relating records of diamond occurrences to described mining activity. While the records are biased towards gold, the study did lead to a pipe, located well away from known diamond-bearing alluvials. Core from one test hole has shown this intrusive to include an alkaline ultramafic breccia with many kimberlitic affinities - a breccia containing mantle-derived minerals, but not a true kimberlite. (A detailed rock description is appended to this paper, but is not the purpose of the paper.) This result enhances the possibility that kimberlites may occur in Victoria, on or near large scale faults or grabens. The depth of fracture penetration may have been different

This paper describing the methods and costs of mining at the Hartley-Grantham mine of the Century Zinc Co. in the Tri-State Lead and Zinc district is one of a series being prepared by the United States Bureau of Mines can mining practices, methods, and costs in the various mining districts of the United States. LOCATION, HISTORY, AND GEOLOGY The Hartley-Grantham Mine is located just outside the city limits of Baxter Springs, Kans., as shown in Figure 1. A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Arkansas has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251 of which this is the tenth. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of which deposit developed in that half township. The 14 half-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on figure 13 in volume 1. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated. and a table for each half township is given with the discussion covering that area.

This report describes results of tests on the desilication of solutions resulting from the leaching of lime-soda sinters. Desilication was accomplished by heating the solutions in an autoclave. A liquor relatively free of silica was obtained after 30 minutes of heating at 200 p.s.i.g. in the presence of lime. The addition of lime improved desilication, but the rate and efficiency of desilication was effected by the quality of lime used. The optimum quantity of lime for effective desilication was about 6 grams per liter. A lesser quantity gave poorer desilication, and a greater quantity increased the alumina loss without improving desilication. The alumina loss was approximately proportional to the lime added. A complex structure, called artificial noselite in this report, was the only silica bearing compound detected in the desilication precipitate. Other compounds present were Ca(OH)2 (calcium hydroxide), CaCO3 (calcium carbonate), and Ca [A1(OH)6]2 (hydrated tricalcium aluminate). Sodium carbonate in the leach liquor retarded the formation of the calcium aluminate; hence it decreased the alumina lost to the precipitate. The extraction of alumina from aluminum silicate materials by the limestone soda-sinter process has been investigated by the Bureau of Mines for many years. The process consists of the following major operations: Blending the aluminum silicate with limestone and soda ash in such proportions that dicalcium silicate and sodium aluminate are formed on sintering; leaching the sinter in a carbonated caustic solution to extract the soluble alumina; purifying the leach liquor by the precipitation of soluble silica (this precipitate is designated desilication precipitate in this paper); precipitating alumina trihydrate from the purified liquors by carbonating with carbon dioxide gas; and calcining the trihydrate to alumina. Rock fall accidents continue to be the main cause of fatal and serious injuries in the mining industry. Although there has been an improvement in the FOG (falls of ground) related fatal and serious injuries over the past few years, the rate is still too high. New technology has made it possible to reduce this rate significantly. FOG accidents imply failure of the support system or the design of the support system in use. In this paper we deal with the latest technology available to assist the mines to reduce the rates of FOG related injuries and fatalities.
