The Federal Government's White Paper on Tax Reform received further major criticism in the reports of the Committees of the House of Commons and the Senate, which recently completed a lengthy review including public hearings of the government's proposals. These reports both criticized the emphasis placed by the White Paper on its concept of tax equity rather than on a system which would promote economic growth. However, the Finance Committee of the House of Commons was prepared to accept, with modifications, a number of the White Paper's key reform proposals. The Senate Finance Committee was more critical of the basic thrust of the tax reform program and recommended that a modification of the existing tax system would be more appropriate to Canada's needs. Both Committees re-commended a more favourable treatment of mining income than that originally proposed in the White Paper, and to some extent both Committees suggested proposals that were even more favourable to the industry than those set out in Finance Minister Benson's amended proposals made in August of this year. This article out-lines the principal recommendations and comments in the reports of both the House of Commons Committee and the Senate Finance Committee.

Local communities are undertaking an increased role in mine project decision making processes, associated with growing pressure and expectations from regulators, financiers and the general public. This is particularly evident in international projects within developing economies. Environmental and social issues are often complex. Solutions demand difficult choices and trade-offs between sustainable development dimensions: economic growth, social equity and environmental integrity. Proactive stakeholder engagement can play a critical role in assisting decision-makers in determining the operational reality of sustainable development by jointly exploring project trade-offs between proponents and affected stakeholders. Good stakeholder engagement has other potential benefits, ranging from reduced financial risk due to regulator delays, legal disputes or negative publicity to increasing market share through good public image. Approaches to consultation and disclosure have changed from short-term regulatory based focuses, to longer-term, strategic tools for relationship building, proactive risk management and new business identification. Approaches to consultation form a significant opportunity to contribute to overall social sustainability. This paper discusses, based on authorsÆ experience, the broader concept of stakeholder engagement and its contribution to social sustainability of the mining industry. The focus is on key considerations for an effective stakeholder engagement. Three case studies outline how broad based, proactive stakeholder engagement can contribute to improved operation and overall sustainability. The case studies include: a greenfields project in Ghana; a long-term mine in Australia; and an open-pit mine in Vietnam.

Asbestos production in the United States is no match for the vast operations of Canada and the U.S.S.R. The majority of U.S. production is limited to the states of Vermont, California and Arizona, and the type of asbestos is limited to the variety of serpentine known as chrysotile. What little production of other varieties of asbestos such as tremolite and anthophyllite that has occurred over the past 100 years since asbestos became a useful commodity is of practically no significance. However, new developments in the field of environmental and occupational health hazards has startled the mining industry in this country and has already given a few particular companies reason to be concerned about the profitability and probability of their continued operation in the business of mineral processing. At the heart of these developments is the question and controversy over just what constitutes asbestos and what exactly is the definition of a fiber. To the mineralogist or, in fact, to practically anyone engaged in the process of mining and separating minerals there is little or no question about asbestos. It is not a distinct mineral but rather a commercial product serving specific applications for which a number of fibrous mineral types can qualify. To the hygienist pr health authority this definition is too general. They demand something they can detect, measure and control. To suit their purposes and simplify their task of detection, they have labelled the minerals chrysotile, crocidolite, amosite, tremolite, anthoph-yllite and actinolite as asbestos, and any particle of these minerals with an aspect ratio of 3:1 as an asbestos fiber. The Bureau of Mines is developing alloys using ion implantation as an alternative to bulk alloys that consume large quantities of strategic materials such as chromium and nickel. These alloys are formed at the outer layer of relatively common materials. To more fully understand the corrosion characteristics and physical properties of this outer layer, it was necessary to deter-mine the alloy concentration as a function of depth into the substrate material. Also, since many of the ion-implanted alloys would be utilized at elevated temperatures, it was necessary to determine the diffusion behavior of the implanted element. Proton-induced X-ray emission and inert gas ion sputtering have been utilized to generate composition depth profiles for Fe-Cr, Fe-Ni, and Fe-AI ion implanted alloys fabricated by implanting 25-kev Cr+, Ni+, or AI+ into iron substrates. The data were fitted (utilizing a computer program) with symmetrical Gaussian profiles yielding values for the range and range straggle of the ions. These parameters were then compared with those calculated from theory. Changes in the profiles due to annealing were investigated and values for the diffusion coefficient were obtained assuming diffusion according to Fick's Law. For the Cr+ and Ni+ implantation, the profiles as-implanted agree reason-ably well with theory and exhibit ?norrmal" diffusion characteristics at 500° C. For the Al+ implantation, the profile as-implanted is much broader than predicted and exhibits substantial enhanced diffusion at temperatures up to 500° C.

The term "clay" is somewhat ambiguous un¬less specifically defined, because it is used in three ways: (1) as a diverse group of fine-¬grained minerals, (2) as a rock term, and (3) as a particle-size term. Actually, most persons using the term "clay" realize that it has several meanings, and in most instances they define it. As a rock term, clay is difficult to define be¬cause of the wide variety of materials that com¬pose it; therefore, the definition must be gen¬eral. Clay is a natural earthy, fine-grained ma¬terial composed largely of a group of crystalline minerals known as the clay minerals. These minerals are hydrous silicates composed mainly of silica, alumina, and water. Several of these minerals also contain appreciable quantities of iron, alkalies, and alkaline earths. Many defini¬tions state that a clay is plastic when wet. Most clay materials do have this property, but some clays are not plastic; for example, halloysite and flint clay. As a particle-size term, clay is used for the category that includes the smallest particles. The maximum-size particles in the clay-size grade are defined differently on various grade scales, Soil investigators and mineralogists gen¬erally use 2 micrometers as the maximum size, whereas the widely used scale by Wentworth (1922) defines clay as material finer than ap¬proximately 4 micrometers. Some authorities find it convenient to use the term "clay" for any fine-grained, natural, earthy, argillaceous material (Grim, 1968). When used this way, the term includes clay, shale, or ar¬gillite, and some argillaceous soils. Even though no standard definition of the term clay is accepted by geologists, agronomists, engineers, and others, the term is generally un¬derstood by those who use it. Clay is an abun¬dant natural raw material, and it has an amaz¬ing variety of uses and properties which will be discussed in this chapter. Clays rank among the leading industrial min¬erals in both tonnages produced and total value. Their importance is indicated in Table 1, which lists the 1970, 1971, and 1972 production and values according to the U.S. Bureau of Mines (Ampian, 1972). Adequate reliable statistical data on which to summarize world production of clay are un¬available; this paragraph outlines the world re¬quirements for clay only in a very general way. According to one estimate, the world bentonite production in 1972 was 3.5 million tons (Anon., 1973a), but in the authors' opinion it was prob¬ably at least 5 million tons. The total fuller's earth produced was at least 1.5 million tons and may have been as much as 2 million tons. The total world kaolin production in 1972 was more than 10 million tons. Approximately 7 million tons of this total was produced in only two regions-the Georgia-South Carolina kaolin belt in the United States and the Cornwall re¬gion, United Kingdom. The world's 1972 out¬put of ball clay, which is also produced pri¬marily in the United States and the United Kingdom, was approximately 1.5 million tons or perhaps a little more. The total world fire clay production in 1972 was probably about one and one-half to two times and the miscellaneous clay production three times the United States production. As industrial minerals, clays are a complex group that consists of several mineral commodi¬ties, each having somewhat different mineral¬ogy, geologic occurrence, technology, and uses. Minnesota contains a major copper-nickel resource. In anticipation of requests by industry to develop this resource, the Minnesota Department Of Natural Resources has developed a computerized resource inventory and analysis system, MINESITE This extensive database is available to regulatory agencies as they evaluate mining proposals as required by law. The Resource Analysis phase of the project allows state mining policy decisions to be evaluated in terms of long-range effects on Minnesota's mining industry and environmental and land use impacts. The analysis also allows for comparison of proposed mine facility sites to a representative range of sites in terms of engineering, site characteristics, and land use and environmental impacts.

The concentrator at Bougainville Copper Limited has an annual throughput of 48.2 million tonnes/year producing approximately 175,000 tonnes copper, 16.1 tonnes gold, and 50 tonnes silver. Conventional three stage crushing and screening are used to reduce run of mine ore to an average product d80 size of 6.7mm. The primary objective of the crush- ing plant is to provide a continuous supply of ore to the 12 primary grind- ing mills via an intermediate 300,000 tonnes capacity stockpile. Since ball mill performance improves with decreasing mill feed size, the crushing plant continually strives to produce the finest possible product for mill- ing. This has been achieved by increasing plant availability and total installed power, and improving crusher manganese liner life, screen cloth life, and plant operating practices. A recent innovation was the installa- tion of a 35 million tonnes/year preconcentration screening plant in Janu- ary 1987 to recover high grade fines from low grade run of mine ore types in which the mineralisation occurs preferentially along fracture planes in the parent rock.

The Wattle Dam gold mine, located near Kambalda in the Goldfi elds region of Western Australia has recently progressed to an underground operation and is now believed to be Australia's highest grade operating gold mine. At end of March 2010, the deposit had reserves of 132 000 t @ 20.8 g/t for 88 000 oz and by the end of June 2010 had produced 110 000 oz from open-pit and underground mining. The Wattle Dam main lode is characterised by very coarse gold mineralisation. Gold occurs as cm to decimetre fracture fi ll veinlets, shear surface coatings and erratic fl akey clusters. The gold has no quartz or silica association and lacks adjacent low-grade mineralisation or alteration assemblage. Geologically it appears atypical of Archaean lode gold deposits and may represent an extreme end member of the type. Definition of the lode is largely dependent on effective geological identification of the host lode zone and an understanding of the erratic distribution and grade behaviour of a high-nugget, coarse gold deposit. Dependence on assay data to defi ne the lode zone would result in the deposit being mined incorrectly and much of the deposit being left unexploited. This paper discusses the geology, coarse gold characteristics and defi nition methods which are used to successfully defi ne and mine the deposit.

Investigations and results on the refining of tungsten scrap applying electron beam melting (EBM) in vacuum are presented and discussed. In this work EB melting experiments were performed in single or double-melt operations with different power inputs and refining times for tungsten purification and recovery of multiple metals (including refractory and other metals such as Mo, Nb, Cu, Zn, etc.), which are alloyed elements or impurities with high concentrations in the initial materials. Evaluations for extraction of some valuable metals, generated in the condensate at their removal from the liquid metal during the refining process are provided. Efficient technological regimes for e-beam melting and refining that enable the simultaneous production of pure metal ingots and condensates that can be used directly or can be used for subsequent extraction of expensive and valuable metals are presented.

ONE hundred miles from Vancouver, at an elevation of 4,000 feet, is the Pioneer mine. It is situated on Cadwallader creek, a tributary of Bridge river, and is reached by travelling from Vancouver to Squamish by boat, a distance of thirty-two miles, from there by train to Bridge River (one hundred and seven miles), and finally by automobile across Mission mountain .(7,000 ft. elevation) to the mine (fifty-six miles): a total distance of one hundred and ninety-five miles. Prior to 1924, many Companies had examined the Pioneer, which had been developed by shaft to a depth of 200 feet, but, while values were good, the small size of the ore-shoot discouraged large investors. In July, of that year, opera-tions were re-commenced by the late David Sloan and, on sinking further, the ore-shoot was found to lengthen greatly as well as to ex-tend in depth, while remarkable gold values also were encountered. When, later, the price of gold rose from $20 to $35 per ounce, the mine was in an excellent position to take full advantage of the increase + and not only became an extremely profitable enterprise itself but its success greatly stimulated the search for and development of other 1-gold properties in British Columbia.

The Elura Orebody consists of a number of parallel, vertically oriented pipe-like structures of pyrite-sphalerite-galena mineralization located at the core of a structural dome. Concentric zoning of the mineralization into an outer Siliceous, intermediate Pyritic and inner Pyrrhotitic Zone has been previously recognized and is used in routine geologic modelling of the lead, zinc and silver grades.Statistical analysis of the metal grade distribution in the orebody has confirmed the importance of the mineralogical zones in the understanding of grade trends. The gradational nature of intra-zone boundaries, especially those related to the subjective definition of the Siliceous Zone, are apparent in the statistics.

Nos dias atuais ha uma busca por materiais que sejam ecologicamente responsáveis portanto, tenham um baixo custo, boa resistência mecânica e usem uma matéria-prima biodegradável e renovável. Os compósitos reforçados com fibras naturais são uma saída para esta problemática. As fibras de bambu são altamente resistentes a tração e podem ser extraídas como fibras longas, como as fibras de sisal. O que as torna ideais para reforços naturais para compósitos. Em uma maneira clara este artigo apresenta uma forma estatística de obter as propriedades mecânicas de materiais, sendo estas propriedades não muito constantes dentro do material, o que é o caso. Usamos uma ferramenta estatística chamada de distribuição de Weibull, pois esta distribuição prevê muito bem a falha de vários sistemas físicos, no qual a fratura frágil se encontra. Aplicarse- á este método nos resultados obtidos em ensaios de tração uniaxial de compósitos, reforçados com fibras de bambu para levantamento das propriedades mecânicas, realizados de acordo com a norma ASTM D3039 neste trabalho foram utilizados polipropileno virgem e reciclado para a confecção dos compósitos. Como a observado em muitos outros trabalhos a distribuição de Weibull conseguiu prever muito bem uma media para as propriedades mecânicas do material compósito.

Vanadium titano-magnetite (VTM) is one of the important iron ore resources in the world. High viscosity and low fluidity are the basic characteristics of hot metal containing vanadium and titanium during the ironmaking process. Clarifying the influencing mechanism of the melt viscosity would be a significant issue for the high efficiency smelting of VTM. In this paper, a self-developed melt viscometer based on the principle of torsional vibration theory was employed to measure the viscosity of hot metal accurately. Simultaneously, the thermodynamic calculations and some modern detection methods were also used to investigate the precipitation behaviour of high-melting-point phases in hot metal containing vanadium and titanium. The measuring results show that the viscosity of molten iron gradually increases with the increase of titanium content when the mass fraction of titanium is between 0.09 wt per cent – 0.50 wt per cent. Meanwhile, the viscosity of the hot metal was affected significantly by the vanadium content. When the vanadium mass fraction was higher than 0.30 wt per cent, the viscosity of hot metal increased sharply, which will have a serious impact on the fluidity of the hot metal. Furthermore, it was revealed by thermodynamic calculations that an increase in titanium and vanadium content would result in the precipitation of high melting point phases such as TiC, TiN, VC, and VN in the molten iron, ultimately resulting in a decrease in its fluidity. Meanwhile, it was confirmed by Scanning Electron Microscope (SEM) observation that the precipitates in the hot metal were compounds consisting of V, Ti, C, and N elements, which agrees well with the thermodynamic analysis results.
