"The design, construction and operation of tailings dams is rapidly becoming a major consideration for most new mining developments, as well as for many existing operations. In North America, under pressure from public opinion, various government agencies have in recent years enacted legislation covering the design, construction and operation of tailings dams. In British Columbia, comprehensive legislation has been passed during the past year (1971). All of these new regulations may be placed into two broad categories: regulations concerning the safety of the dam and appurtenant structures, and regulations concerning the prevention of pollution. Both types of regulation affect the design of the tailings dam facilities. Consequently, they must be considered jointly by the designer. A good tailings dam design must satisfy the basic requirements of safety, pollution control, storage capacity and economy. To achieve this, 'the design must be based on a thorough understanding of both the geotechnical problems involved and the requirements of the mining development. Obviously, this requires close cooperation between the designing geotechnical engineers and the mining operators. This paper outlines the major engineering factors that should be considered in the investigation, design, construct ion and operation of tailings dams. Basic methods of tailings dam construction are reviewed and the advantages and disadvantages of each briefly discussed. Comparisons are made between the design and construction of conventional water supply dams and tailings dams. Examples are presented of some of the problems that may arise during construction and operation of a tailings dam. The paper also explains the need for basic instrumentation of tailings dams and for carrying out simple field tests and measurements during construction and operation. Of prime importance is the downstream monitoring of surface and subsurface seepage flows. These observations are invaluable where contamination of surface and/or subsurface water may become a contentious issue at some future date. Each tailings dam design must be based on a study of the particular requirements of that project. To make a proper evaluation, adequate data must be available concerning a large number of items•, including such things as: topography, hydrology, geology, subsoil properties, seismicity, government regulations, fineness of mill grind, mill water balance, availability of suitable construction materials, volume of water to be stored behind starter dam, downstream development or liability, and many others. The large number of variables involved in such an evaluation often result in the designer considering two or more alternative designs. Selection of the final design, which is usually based on detailed cost analyses of the alternatives, must be made in close consultation with the owner."

With blasting, all far-field phenomena including, but not limited to, stress wave propagation, fracture, vibration and muck pile formation are intrinsically and irrevocably dependent upon near-field phenomena or mechanisms that we describe using physics-based mathematics typically transcribed into computer codes. The energetics involved in such near- to far-field transitions are not fundamentally relevant as they are simply progenitors of these processes.The notion of explosive energy as a descriptor for explosive or blasting performance is a case in point. These energies, which are generally used in blasting tables, are almost exclusively based on ideal detonation theory alone and do not include the influence of the rock, charge diameter, blasthole length and the late-time dynamic expansion that can be predicted using codes based on non-ideal detonation theory.With decoupled charges in presplits for example, the pressure drop between the charge and the blasthole wall can be simply described to first order using the energy relationship associated with adiabatic expansion. However, a more realistic mechanistic solution involves interacting fluids and turbulence leading to dynamic processes such as the channel effect.CITATION:Minchinton, A, 2015. The selection of the main mineralised zone (MMZ) concentrator milling circuit has followed a comprehensive route over the preceding 10 years. Many knowledgeable parties have contributed and assisted in developing the milling circuit according to the best available information. The final selection of the flow sheet was completed after DRA conducted a techno-economic study on four possible comminution circuits ranging from conventional crushing and ball milling to fully autogenous (AG) milling. The results from all the above mentioned work indicated that it is possible to treat the MMZ ore at the desired throughputs to the desired grind sizes in a fully autogenous grinding circuit. The flow sheet was designed to treat the main mineralised zone (MMZ) arising’s from both underground and open cast operations and incorporates a fully autogenous grinding (AG) circuit. Commissioning of the 375ktpm concentrator at Nkomati Nickel began in August 2009 with the first ore reporting to the mill on the 15th of September 2009.

RECENT investigations1,2 of the low-cycle fatigue behavior of pure copper under strain cycling conditions have shown that a unique saturation stress level is eventually attained for each value of applied plastic strain amplitude. The dislocation substructure of copper at the saturation stress level is in the form of cells whose diameter decreases with increasing saturation stress level, i.e., plastic strain amplitude. In addition, both the saturation stress level and the cellular substructure are completely reversible. That is, the saturation stress level and accompanying cell size are determined solely by the present conditions of testing and are, therefore, independent of any previous cyclic history. The mechanical and substructural reversibility observed in pure copper, which has a relatively high stacking fault energy, is not observedz for Cu-7.5A1 which has a much lower stacking fault energy. This implies that easy cross slip (wavy slip) is a prerequisite for reversible fatigue behavior. A dispersion of fine, nondeformable particles of a second phase in a metal matrix tends to stabilize substruc- tures introduced by forming operations during subsequent elevated-temperature heat treatments.3 This raises the question as to whether a finely dispersed second phase can induce an element of irre-versibility into the cyclic deformation behavior of a wavy slip material at room temperature, due to partial stabilization of the initially introduced substructure. DURING the period from 1910 to 1920, there was a lively interest in the subject of grain growth and many papers were published, followed by interesting discussions. Questions dealing with the fundamentals of grain growth-why and how it occurs-were treated in papers by Howe,1 Jeffries,2 Sauveur,3 Chappell,4 Beilby,5 Mathewson and Phillips,6 McAdam,7 Carpenter and Elam,8 Stead and Carpenter,9 Ruder,10 as well as others. Since that decade, much indeed has been done regarding the practical control of grain size, and it is now possible to order material having a size specified in the American Society for Testing Materials classification. Also, one hears the term "spliced boundaries" used in connection with certain tungsten lamp filaments" wherein it is important to prevent "sagging" between consecutive turns of the helix." This practical use of a certain knowledge as to the things that influence or even control grain growth should not be taken as an indication that the subject has been thoroughly explored and that nothing more can be learned from fundamental studies. It is with this thought in mind that a report of some observations and experiments on abnormal grain growth is believed justified. Abnormal grain growth is met with in heat-treating high-carbon steels in the austenitic range,13 in the hardening treatments of high-speed steels, 14.11 and in the low-temperature annealing of strained low-carbon steels as in sheet and wire material. Entirely aside from these instances of exaggerated grain growth, which some might consider as freakish, it is thought that abnormal growth is simply a case where the growth forces and the forces tending to prevent growth are almost, but not quite, evenly balanced. Information relative to grain-growth characteristics in general may be obtained from a study of abnormal growth conditions, which may be looked upon as vantage points. Reflection will show at once that if growth forces are great in comparison to inertia or resistance to growth, many crystals start to grow and, for that reason, none becomes very large, whereas if inertia is predominant no growth at all takes place. PRESIDENT PRYDE: I think that the overcutting machine undoubtedly presents a great many benefits, especially where the roof is frail. I have found a good substitute for the Arcwall, getting a lighter machine by equipping a machine with a turret truck, you get a much lighter weight, and while the cutter is not movable vertically, you cut not on top of the seam, but about the middle of it. MR. SC'HLOSS: I would like to ask Mr. Pryde the advantages of cut- ting with this turret-mounted Shortwall machine. PRESIDENT PRYDE: It is better for development work in narrow places. In development work you have a lot of narrow places. MR. LITTLEJOHN: Mr. Chairman, we were compelled at Winter- quarters, one time, to introduce them for reason of sand rolls'. We have in that mine a condition-we have sand rolls from twelve inches to two and a half feet, sometimes higher than that-usually twelve inches to two and a half feet, and we had to get some of the C. E. 7's on the turret there and used them for advance work not only in the entries, but in rooms; not only in that particular district, but in fact all the districts in the mine-we have abandoned the power trucks. You can cut without unloading, and that is one of the principal advantages, and when the sand rolls come in it enables you to cut over the top of the sand roll, but the particular objection, we were working a nine-foot wall, and some of the coal was twelve feet thick, so that the miners have raised a little objection to the drilling.

The Bureau of Mines tested a prototype tapered-element oscillating microbalance (TEOM) dust monitor for measuring respirable coal mine dust. The monitor uses the inertial behavior of a vibrating element to measure the mass of sampled dust. Tests were performed to determine variability, drift, the effect of humidity, placement of collection filter, and element orientation during analysis, and comparability with gravimetric measurements of respirable coal dust. Variability was about 1.6 µg. Over about 26 h at 46 pct relative humidity, drift was very slightly negative. When the relative humidity was increased to 78 pct, all units showed a total positive change less then 40 µg over about 70h. Filter placement variation on the tapered element resulting from in- consistent sizing of the filter mounting bases caused significant error (up to 0.2 mg). In practice, calibration of the system for each new filter will eliminate that error. Orientation of the element during analysis did not introduce significant error, but care is necessary when mounting the canister that houses the element to avoid damping oscillation of the element. Dust tests were performed in an aerosol chamber using coal dust. Measurements made by the TEOM dust monitor agreed to within 10 pct of simultaneous measurements by gravimetric personal samplers.

To facilitate effective land reclamation and comply with existing state regulations, surface coal mine operators have in recent years adopted new mining techniques and equipment utilization for steep-terrain mining. In contrast to direct spoiling with draglines or shovels, these new mining methods require some form of overburden haulage from the excavation face to the point of reclamation. Although current mining methodologies such as Block-Cut, Modified Block-Cut, and Mountaintop Removal with Head-of-Hollow Fills have proven effective in achieving reclamation objectives, some production problems have resulted from pit congestion and excessive equipment delays. Recognizing this problem, the United States Bureau of Mines contracted Skelly and Loy to design innovative mining concepts utilizing conveyor haulage in place of trucks, loaders, dozers and scrapers. Project objectives required definition of current bottlenecks and development of mining systems to: alleviate bottlenecks; increase production potential; facilitate additional resource recovery; enhance reclamation; reduce safety hazards; and improve mining economics. Successful completion of project goals within a four year program involves systematic implementation of the following separate work phases: 1) Develop Concepts for Block-Cut Mining Systems; 2) Determine the Economic and Technical Feasibility of Concepts; 3) Prepare Detailed Design and Specifications of Concepts; and 4) Prepare Specifications for Conducting Field Tests of the Most Promising Concepts. At the time of this publication, Phases 1 and 2 are finalized with Phase 3 efforts well underway.

The experiments herein described were undertaken with a view to investigating thoroughly the influence of carbon on the tensile and impact physical properties of carbon steel. The original comprehensive plan included investigation of a series of steels with varying carbon contents over a wide range of heat treatments. These were to be studied as to their static tensile qualities, and also their resistance to shock as measured by the Charpy impact bending test. A thorough metallographic examination was likewise included in the schedule. The Charpy tests and the metallographic examination have not been completed to date, and are accordingly withheld for another report. All heat treatments, however, have been made, and the static tensile tests have been completed. A description of the procedure of the experiment and the results thus far obtained are therefore reported herein. Conclusions No attempt is made to draw general conclusions from these experiments, but the curves and the data are submitted as being of general importance and wide applicability. Composition of Materials An attempt was made to secure steels increasing in carbon by increments of 0.1 per cent. from 0.1 per cent. up to 0.8 per cent., and from that composition to 1.6 per cent. by increments of 0.2 per cent. Actually, however, steels of the composition given in Table I were procured, and as the carbon contents were arranged sufficiently well so that satisfactory curves could be drawn showing the relation between carbon content and other properties, these steels were used in the experiments.

Measurements of surface magnetic field noise were made at various locations over the Geneva Coal Mine near Price, Utah, on June 12, 1973. The locations selected were on the surface over emergency locator beacons underground at depths between 350 meters (1150 ft .) and 488 meters (1600 ft .) . The surface terrain where these measurements were made was mountainous, and access was difficult. There were no power lines within several miles, and the weather was clear; therefore, the magnetic noise levels were about as low as will normally occur. Results of measurements of distant sferics indicate rather sharp cutoff frequencies below which broad- band, impulsive noise is attenuated. The mechanism of propagation for this noise above the daytime cutoff frequency of 3500 Hz and the nighttime cutoff frequency of 1700 Hz is deduced to be a waveguide formed by the D or E layers of ionosphere as an upper plane and the earth as a lower plane. The measurement systems used are similar to those used earlier. The technique is to record broadband, analog signals, digitize the data, and use a fast- Fourier transform to obtain spectral plots. This tech- nique is novel in that it can measure simultaneously all magnetic field energy within a limited portion of the spectrum for a limited time, and, after processing, reproduce the events occurring in that time interval in great detail .

Regulation of mineral property valuation methodology by governments and others is due to frauds, condemnation and takings, banking industry problems, and litigation. Definitions of "reserves," "resources," and "qualified person" continue to evolve, along with guidelines to the data and disclosure required to support valuations. A less recognized but vital issue relates to the regulatory acceptability of alternatives to the comparable sales method. Comparable sales generally work well for surface real estate, and sometimes for precious metal deposits, but not at all for most industrial mineral properties. Alternative methods, such as net present value, or a geoscience rating system, often provide better valuations. Yet US regulations dictate comparable sales as the preferred method. The task of convincing regulators of the inapplicability of comparable sales to mineral properties, particularly those lacking reserves, may be as important as the valuation itself.

Mine haul roads degrade rapidly due to extreme loads on suboptimal construction materials. Unmanned aerial vehicles (UAV) are suited to quantify large-area road-network conditions, such as surface roughness, defects and grade to optimize remediation of poor conditions and reduce overall costs. Mine haul roads present unique challenges, such as material type and edge characteristics, to automatic road detection that often fails, requiring manual road input. This research work proposes a new method using the road center determined by the principal curve of a haul truck’s path. Analysis grids were created from this center line. A dense point cloud from UAV photogrammetry was generated and multiple linear regression analysis was conducted on each individual grid. The root-mean-square error in each grid indicates the surface roughness, and the change of slope between grids indicates the road grade inconsistencies. This method was applied to 26 road sections, and the results were validated by images taken from the truck operator’s vantage point. Critical defects were identified including excessive pothole formation, corrugation, depressions retaining water, and narrowing of travel lane. The results demonstrate this is a valid method of road identification and quantification of road defects at a mine site.

ONLY two of the Institute's 26 Local Sections were unrepresented at the delegates' three sessions, held on Monday morning and afternoon and Thursday afternoon of the annual meeting. The Philadelphia and Wyoming Sections alone sent no delegates. In all, seven hours were spent most profitably in reviewing the work done by the Institute at headquarters and in the field, comparing ideas and practices in varied activities, and in establishing personal contacts. Cordiality and the co¬operative spirit marked the meeting and apparently no one had any serious grievances to air. Four motions were introduced and unanimously passed. The first, which was introduced by B. L. Sackett, was a recommendation by the delegates that a national committee be appointed to cooperate with Local Sections in the matter of student activities, to promote Institute welfare. It was agreed that this recommendation be made simultaneously to the Board of Directors and to the Mineral Industry Education Division. A subsequent resolution by A. M. Smith was passed asking that a part of the duties of this committee be to secure the opinions of Local Sections as to the most desirable methods of interesting students in the preparation of technical papers, by giving prizes or otherwise, and to report their findings at the Section Delegates' meeting next year.

A joint meeting of the local sections of the several national engineering societies represented in San Francisco was held at the Engineers'. Club on Thursday evening, Sept. 26, 1918. The subject for the evening, "Fuel Conservation," was ably discussed by a-number of representatives of the Federal Administration and by engineers interested in the generation and utilization of all kinds of power on the Pacific Coast. The following extracts from papers presented at this meeting have been selected as being of the greatest interest and value to members of this Institute. Problems of the Fuel Administration ALBERT E. SCHWABACHER.-America's war needs call for 100,000,000 more tons of coal this year than in 1917, and 200,000,000 tons more than in 1914, when the war started, and this increase must come from a weaker man-power than that of 1917. It must be transported by a railroad system that has not been improved since the war started, and has been burdened with inconceivably greater demands than were made upon it before the war. This tremendous increased demand must be met by most intensive work in three directions; increased production, efficient conservation, and a distribution system which will insure against lost motion. While every European country has decreased its coal production since the war began, the United States has mined 50,000,000 tons more coal, during the first year of the war, and will increase this by another 50,000,000 the present year. Every 8 days there are being mined and transported as great a weight of coal as of the entire wheat crop of the United States. Of the 735,000,000 tons of coal which must be made available for consumption by our railroads, ships, war industries and people, 100,000,000 tons will come from the anthracite fields, the remainder from the bituminous fields. In 1917 there were produced about 330,000,000 bbl. of oil, and this year an additional amount over last year's production, of approximately 23,000,000 bbl. will be required. Water power developed 5,000,000 hp., the demand greatly exceeding the available supply.

Northparkes Mines is a joint venture between Rio Tinto and the Sumitomo group and is operated by Rio Tinto to produce copper concentrate from ore sourced from open cut and underground. Underground ore is mined with an owner operator workforce using the block cave method from the E26 deposit, with the first lift of the cave now completed. Development of the Lift 2 block cave commenced in March 2001 using a contract workforce. The Lift 2 Project required the mining of 14 700 m of decline and lateral development to establish a new mining horizon at the 9450 level and to develop two new conveyor declines. Also included in the scope was the excavation of a Crusher chamber to house the jaw-gyratory crusher. This paper describes the excavation of the hydroset chamber and orepass that sit immediately underneath the Lift 2 Crusher chamber. It includes risk assessment, planning, development of method statements and standard operating procedures, through to the excavation of the orepass and the installation of ground support in seismically active ground. There was a major ground failure in the backs of the conveyor feeder chamber during its excavation, which affected the excavation of the orepass due to its proximity to the breakthrough site.

A medida que la temperatura ascendía en las celdas hidrotermales, se desarrollan los sulfuros piritosos con los fluídos cupríferos, de forma que las fallas sin volcánicas sirvieron para que la ocurrencia de bajos estructurales donde se desarrollaron cuerpos de gran potencia, determinen los altos estructurales que preservaron sulfuros masivos de alta ley de zinc.

"Introduction.The Bureau of Mines has taken up the problem of determining a method or methods whereby underground compensation insurance rates for metal-mining companies can be equalized in proportion to the underground hazards involved. This study has been started by the writer with the assistance of Mr. I. M. Wolfin* as consultant.The present paper briefly reviews the origin of accident compensation, gives a digest of State compensation laws, and describes types of insurance carriers. This will be followed by study of the basis of premium rate, risk differentials, and cost of compensation insurance to mine operators. These data will be supplemented by an analysis of the accident hazards in different mining methods and practices, and the severity and frequency of accidents classified by time lost and period of exposure to hazard, for different States, mining methods, occupations and nationalities. Attention will be given to standardized preventives for underground accidents in metal mines, and, finally, the classification of underground metal-mining hazard for workmen's compensation insurance premium rating."

"Water is encountered at the majority of underground mines, both over their lifetime and during each stage of development and production. The dewatering system is one of the most important and costly components of an underground mining operation and it is often not well designed and analyzed. An effective design of a mine dewatering system will greatly reduce its energy cost as well as improve working conditions and reduce production costs. A computer-based system, called Qpump, has been developed to assist the underground operator to effectively design and/or assess over-all and local mine dewatering systems. The design features and principles used in the development of Qpump are introduced and an example which illustrates typical applications is presented.IntroductionTraditionally, dewatering operations have been given lower priority than many other operations in underground mining. Invariably water will be encountered during the sinking of the mine shaft, during development and subsequent production. The dewatering system thus becomes a very important component of an underground mine operation and, in fact, any mine manager will attest to the importance and necessity of an efficient mine dewatering system.The water problem is of varying importance at different mines. There are several factors that contribute to the water encountered. It is a function of the mining method and techniques utilized (backfill system, drilling and raising technology, dust control sprays, shaft water rings, etc.) and of prevailing conditions (ground water, rock structure and permeability). In some cases a mine may be so dry that little pumping is required while in others, the weight of water pumped may exceed by many times that of ore mined.The successful design and application of a mine dewatering system is dependent upon the operating conditions of each specific operation. There are no standard procedures and systems which can be used for all mining situations. However, an effective water system will greatly reduce the energy and production costs of a mine, improve working conditions and eliminate headaches because of flooded working places."

Canada ranks second in the list of world consumers of natural gas. In 1923 our production was nearly fifteen million thousand cubic feet valued at $5,800,000. Our output, however, appears very small compared with that of the United States, which in 1923 totalled over one thousand and eight million cubic feet, valued at $240,000,000. Natural gas is found in commercial quantities in three? provinces in Canada. New Brunswick: Natural gas in New Brunswick has been utilized commercially only since 1912,although the investigation of oil and gas possibilities of the province commenced as early as 1859. The annual production is a little more than one-twentieth of the total Canadian production and remains fairly constant from year to year. Ontario: In Ontario the earliest gas wells were drilled in Essex and Welland counties between the years 1885 and 1890. On account of the small demand in Canada the cities of Detroit and Buffalo were supplied with large quantities of gas from these wells, but this export was curtailed in 1898 and finally ceased in 1900. The production of natural gas in Ontario, mainly from fields in Lambton, Kent, Essex, Norfolk, Haldimand and Welland counties, increased rapidly from 1900 until the peak was reached in 1917, when over nineteen million thousand cubic feet valued at $3,641,587 was consumed.
