On June 16, 1982, Rio Blanco submitted a request to the US Minerals Management Service for a suspension of operations under its federal oil shale lease. The company also wanted a five-year delay in the requirement for further minimum royalty payments and a five-year extension of the primary lease terms of 20 years. The request was granted in late July in the midst of yet another slump in oil shale activity. Rio Blanco holds one of four Federal oil shale leases that were granted under the Interior Department's Prototype Oil Shale Leasing Program in 1974. That year the DOI offered for lease six federal oil shale tracts, two each in Colorado, Utah, and Wyoming. The leases in Colorado and Utah were granted for substantial bo¬nus bids as shown in Table 1, but the Wyoming tracts had no takers. In the eight years hence, no oil shale has been produced commercially. Indeed, the prospects for successful oil shale development have fluctuated widely, continuing a 60-year- old cyclical pattern in the fledgling industry. The prototype program was developed and initiated while this infant industry struggled to begin anew, without the benefit of any federal oil shale leasing regulations, or any history of federal oil shale leasing at all. Permanent regulations were not required because the effort was limited and designed to provide the foundation for any future leasing program. Section 21 of the Mineral Leasing Act of 1920, a Nov. 30,1973 Federal Register notice, and the leases themselves constitute the legal and regulatory framework for leasing and developing prototype oil shale tracts. The prototype leases contain some unusual provisions including installment payments of the bonus bids, credit of early development costs against payments due the government, adjustment of royalty rates according to regional crude oil price fluctuations, and unusually extensive and detailed environmental stipulations. Several of the provisions were intended to provide incentives for early development and financial penalties for failure to develop. The requirement for minimum royalty payments in lieu of actual production royalties beginning in the sixth year of the lease falls in the latter category. After the sixth year, the required minimum payment is increased east year through the 15th year by an increment equal to that due in the sixth year. The minimum royalty then remains the same through the final five years of the primary lease term. Minimum royalty is calculates on a different production level for each prototype lease, based on the quantity of 125 L/t (30 gal/st) shale estimated to be recoverable from. each tract by room-and-pillar mining. That mining system was selected for reference as the only proven extraction method for oil shale at that time (early 1970s) The minimum royalty (production) rate was calculated for each tract by direct comparison of its estimated recoverable 125-L (30-gal) resource to a hypothetical tract containing 1.9 Gt (2.1 billion st) of recoverable 125-L (30-gal) shale. For the hypothetical lease tract, the minimum production for the sixth year was calculated to be 3.2 kt/d (3,500 stpd), increasing by a like amount each lease year through the 15th to a daily production rate of 31.7 kt (35,000 st). Under this formula, the hypothetical lease tract would yield $16 million in minimum royalty payments over the 20-year primary lease term if there were no production, no development credits taken, and no adjustment of the royalty rate due to fluctuation of regional crude oil prices. The production rate of 31.7 kt/d (35,000 stpd) was a somewhat arbitrary figure that was considered, in the early 1970s, to represent a minimum size for a commercial oil shale operation. A production rate of 7.9 dam3/d (50,000 bbls/day) soon supplanted that smaller mine production figure as a rule of thumb for the minimum size for a commercial facility. The proportional relation-

The wire-rope hoisting conditions at the mines of the Anaconda Coppcr Mining Co. in Butte, Mont, are very severe because of the conditions under which it is necessary to operate. A study was made, in the fall of 1919, for the purpose of changing these conditions in order to obtain longer rope and sheave life. There are at present in Butte hoisting engines equipped with wire rope as follows: 9 main hoists using flat ropes. 7 main hoists using 1 1/2-in. rope. 5 main hoists using 11/4-in. rope. 6 shafts using 11/8-in. rope. 2 chippy hoists using 11/4-in. rope. 9 chippy hoists using 11/8-in. rope. 15 shafts using 1-in. rope. 7 shafts using 7/8-in. rope. 1 shaft using 3/4-in. rope. In addition, there are a number of sinking engines wing 5/8-in, 3/4-in., 7/8-in., and 1-in. (15.9, 10, 22, and 25 mm) rope. THe flat ropes run from 1/2 by 71/2 in. (12.7 by 1905 mm.) to-3/8 by 4 1/2-in (9.5 by 114 mm.) and are used on the older hoisting engines, which arc set comparatively close to the shaft. Because of swelling and moving ground at some of the shafts, these ropes present certain difficulties ill operation that are more pronounced than with round ropes; they are, therefore, being superseded by round ropes as newer engines are being installed. They are, however, much more easily inspected and repaired than round ropes. In general, the practice in Butte is to use hoisting engines equipped with 12-ft. (3 7 m.) cast-iron drums, smooth faced, for 11/2-in. rope and 6-ft. cast-iron drums, smooth faced, lagged with 3/8-in. steel plate for 11/4 l1/8 and 1-in. Understanding mill charge motion is important. In the charge, the centre of gravity is shifted from the rotational centre of the mill system, and its motion is induced by rotation of the mill, while at the same time the charge creates a torque into the mill system. Breakage of ore particles and wear of liners/ball media are closely linked to the motion. To study these phenomena in a physically correct manner, numerical models for different parts of the mill system are needed. Validations of such models are scarce, because of the difficulty to measure in a tumbling mill. Experimental measurements in a lab mill were done for diverse load cases: varying feed materials, mill fillings, mill speeds and pulp liquids. The mill is set up to directly measure the charge-induced torque. The accuracy is good with relative uncertainty smaller than ±2% for relevant load cases. A full three dimensional numerical model of the whole mill is used to predict induced torque. Agreement between predicted and measured torque at steady-state is good. In addition, the model can accurately predict the mill start-up behavior for torque and mill power. This proves that the model is physically correct, and can be used for full-scale mills.

In most instances, the application of high-chrome grinding media results in an increase in the recovery of the valuable mineral(s). The authors have published data from a number of plant-based case studies, which indicate that it is not unreasonable to expect a recovery increase in the vicinity of 1.5 to 2.0 per cent for a copper ore. It is of interest to understand where the increase in recovery is coming from. That is, is the additional copper recovery the result of improved fine particle flotation or is it due to an improvement across all size fractions?This paper aims to answer this question. Laboratory flotation tests were completed using forged steel and a high-chrome alloy on a volcanogenic massive sulfide copper ore. The unsized data indicated that the application of high-chrome grinding media to this ore resulted in an improvement in both copper recovery and copper concentrate grade. A detailed kinetic analysis of both the copper sulfide and gangue minerals was completed that clearly shows that the change to a more inert grinding media produced significant increases in the flotation rate constants (both fast and slow) across all size fractions. It is also possible to observe that the change in pulp chemistry has resulted in a decrease in the flotation kinetics of the -20 micron pyrite, while the coarse pyrite recoveries have increased, presumably because of an increase in the flotation of the chalcopyrite/pyrite composite particles.CITATION:Greet, C J, Jacques, S and Kinal, J, 2014. MINE VENTILATION is an important factor in mine maintenance as well as having direct bearing on labor efficiency. Effective ventilation systems are costly, especially those for the deeper mines, but with intelligent direction the worth of a system is usually greater than its cost. In most mines using mechanical ventilation, and practically all deep mines, it has been found beneficial to equipment, timber, and the ground, to run the fan or fans continuously even though production has been curtailed or entirely suspended. Therefore, economies in ventilation may be overlooked when general cost reductions are necessary. The operating costs of a well-designed ventilation system should be capable of reduction during periods of curtailed or suspended operations. A mine that is ventilated by splits, or that can be sectionized, can reduce its fan-power costs considerably, and provisional divisions can sometimes be made in other mines, in which the air is ordinarily coursed through all the workings, without harmful effects.

The Buick Concentrator is a highly automated operation which utilizes a process control system for continuous monitoring and control. The process control system development, installation, and application to the concentrator grinding and flotation circuits are presented in this paper. The design and implementation of analog field sensing instrumentation, a continuous on-stream X-ray analyzer, grinding and classfication circuit controls, and a recent digital process control system utilizing a centralized computer are discussed. Emphasis is placed on the project planning and installation of the digital control system including a presentation of future plans for continuing application of computer control.

Fullers' earth is a clay-like substance, which has the property of decolorizing or clarifying oils. An ultimate chemical analysis shows it to differ from most ordinary clays in having usually a high percentage of combined water and a low amount of alumina. There is probably a large amount of hydrous silica present. Fullers' earth possesses little or no plasticity, and in order to work properly has to be ground very fine. A chemical analysis is of little value at present in determining its quality; only a practical test suffices. Up to about two years ago all of the fullers' earth used in this country was imported from England; but about that time deposits were discovered in Florida, "† and since then rumors of its occurrence have been coming from all parts of the country. Next to the Florida deposits of fullers' earth, those of South Dakota are the most extensive thus far discovered in this country. The earth was first discovered near Fairburn, Custer county, and other deposits have since been prospected at Argyle, Minnekahta and other localities. "DURING the past five years, production of asbestos fibers has increased in all countries that list asbestos as one of their mineral resources. Despite the many small mines that have been opened in Canada, United States, Mexico, South America, Italy, South Africa, Australia, Yugoslavia, and Rhodesia, the supply still does not meet the demand. It is estimated that total 1952 world production of asbestos fibers of all varieties approximated 1,600,000 tons, with Canada supplying 966,382 tons (I), or 60 per cent of all fiber mined.Asbestos fiber brokers continually are offering odd-lot samples of chrysotile, amosite, crocidolite, tremolite, and anthophyllite fibers to manufacturers, •quoting fantastic prices for tonnages •varying from just a few to 50 or more in a month. In many cases, the samples are not properly graded and contain quantities of rock impurities and finely ground dust.When vendors submit samples of asbestos fibers, the manufacturer should consider• them in terms of price, quality, quantity, and as possible substitutes for fibers currently used in his products.Grading of these odd-lot fibers in most cases has been poorly done, with resultant non-uniform fiber lengths. In some instances, a number of miscellaneous lots of fibers have been .blended for sale. This blending produces a fiber that is difficult for the manufacturer to accept as a substitute for the well-standardized Canadian fibers."

A specially recommended cable is a rubber-sheathed cable that has met the minimum performance requirements for cables as set forth in Schedule 20. The first in the series of recommended cables was listed September, 1930, by an ad- vance notice published as Information Circular 6375 which described the conditions under which the cable tests were made. Since that time six additional cables have met the test re- quirements and have been specially recommended. Although the recommended trailing cables are much better and safer for mine use than other cables and withstand being run over by a 7-ton car, they should not be considered as 100 per cent safe. The 7-ton car test represents the minimum limit requirement effective at present under Schedule 2-C, but the test car operates on a straight and level track, and thus does not represent the more severe conditions of mine use such as might result from uneven and curved tracks.

Field and laboratory data combined with computational modelling have been used to predict the pit water quality for the Highway Reward mine. Open pit mining of the Highway Reward copper-gold deposit has produced a final mining void with a diameter of 600 m and a depth of 280 m. This void will be left to fill with ground and surface water once pumping of pit water ceases. An economic analysis for evaluating coal preparation plants in the Appalachian Region is presented. A complete coal preparation plant which includes multi-streams and/or multi-stages coal cleaning circuits, complete closed water circuits, environmentally acceptable refuse disposal and reclamation systems is used to determine the capital and operating costs. The plant is capable of producing metallurgical grade clean coal or deep cleaned steam grade coal for future power generating plants use. Utilizing a profit maximization as a decision criterion, an optimal yield, and optimal coal clean¬ing circuits, closed water circuits, and disposal and reclamation systems for a given coal characteristic may be selected among the process alternatives by using a process simulation-economic model of the coal preparation plant. A deterministic analysis is used to calculate the discounted-cash-flow interest rate of return (DCFIROR) and project the selling prices, and determine the Return on Investment (ROI) for the cases of 32.65% and 52.74% plant utilization with producing two cleaned products. Sensitivity analyses are performed to quantify the effect of total capital investment, operating cost, run-of-mine cost and yield on an economic criterion-ROI and selling prices. A probabilistic evaluation using the Monte Carlo simulation technique is further made to quantify the risk involved in obtaining the desired profit levels. The results of the economic analysis for a given coal preparation plant configuration and characteristics of raw coal indicates that the selling prices of producing two cleaned products are greatly affected by the change in percent of plant utilization (production schedule), yield, and run-of-mine cost, and total capital cost. The sensitivity analysis also shows that the total capital investments has a three times greater effect on required selling prices than operating costs. The risk analysis shown that the overall economics look very attractive with current coal sale prices and 52.74% plant utilization.

Two recent antitrust cases, coming from widely separated areas, different industries and involving wholly different facts were decided by the Supreme Court on June 7, 1965. The decisions in these two cases may well prove to be the most important and far-reaching decisions in the field of labor law that have been handed down in the last 24 years. These cases, although quite dissimilar factually, had one common element. In both, the gravamen of the antitrust violation was bottomed on the terms of labor agreements negotiated by a multiemployer group. These cases are usually referred to as Pennington1 and Jewel Teat. Since a number.-of references will be made to the antitrust laws, it may be well to state briefly the applicable portions. Section I of the Sherman Antitrust Act makes "every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several states, or with foreign nations, is declared to be illegal...". Section 2 imposes criminal sanctions against "Every person who shall monopolize, or attempt to monopolize, or combine or conspire with any other person or persons, to monopolize any part of the trade or commerce among the several states...". Under Section 4 of the Clayton Act a person who sustains damages as a result of a violation of the antitrust laws is entitled to recover treble damages plus costs.

Two alloys Mg96.9Zn2.7Ho0.4 and Mg93Zn6Ho have been processed by direct extrusion at 300°C and 200/230°C to produce various microstructures containing icosahedral quasicrystalline phase with different grain sizes. The alloys were mechanically tested in tension and compression. The mechanical properties were related to the grain size and microstructures studied by transmission electron microscopy. The extruded alloys showed a mixture of nano-sized icosahedral and monoclinic Mg4Zn7 phase, as well as icosahedral phase particles a few hundred nanometers in size distributed in the matrix. Coarse icosahedral phase particles several micron in size also remained after extrusion. The alloys Mg96.9Zn2.7Ho0.4 and Mg93Zn6Ho extruded at the same temperature of 300°C produced very different grain sizes of 15 and 3 µm, respectively. The alloy Mg96.9Zn2.7Ho0.4 extruded at 200°C and Mg93Zn6Ho extruded at 230°C produced grain sizes of 0.7 µm and 1.5 µm, respectively. Both the alloys showed yield stresses of about 300 MPa in both tension and compression with elongations of about 18%. Hall-Petch parameters are calculated for the alloys.

"The Upper Mannville unit commonly consists of interbedded marine and non-marine sands and shales, but in northwestern Alberta the unit consists of marine shales of the Spirit River Formation. A thick tongue of marine shale (Clearwater Formation) ex-tends eastward into the Athabasca area below sandy Grand Rapids beds. Correlation of Upper Mannville rocks to the southeast is difficult, but in the Cold Lake area a thick sandy depositional cycle (Mannville ""C"" of this paper) appears to be approximately correlative with the Clearwater Formation. In the Lloyd-minster region, tongues of marine sedimentary rock occur in the lower part of the Upper Mannville unit. Most of the Upper Mannville oil occurs in the Grand Rapids Formation at Wabasca, in the thick ""C"" unit and younger Mannville sands at Cold Lake, and in the Sparky and General Petroleums sands of the Lloydminster region (Figure 2).The Lower Mannville unit was deposited on an erosional surface of considerable relief that truncated the Jurassic and older strata of the Western Canada basin. Continental, probably fluviatile, sedimentation persisted over much of the Western Canada basin during deposition of the Lower Mannville unit, but an Arctic or Boreal sea lay over part of northern Alberta. At the end of the depositional episode, the sea transgressed southward and eastward (Figure 3) and re-worked the Bullhead and McMurray sands of northern Alberta into the glauconitic Bluesky and Wabiskaw sands. Topography on the sub-Cretaceous erosion-al surface had a considerable effect on the deposition of the Lower Mannville (Rudkin, 1965), and the highest hills on this surface were not completely on-lapped by Lower Mannville sediments (Figure 3). The coarser elastic material was derived both from a western Cordilleran region and from an eastern Canadian Shield region (Glaister, 1959, p. 620; Mellon, 1956)."

Natural materials can be used successfully in the construction of heap leach pads. The use of these materials usually result in the least expensive approach for such facilities. Sufficient geotechnical experience has been gained in the design and construction of clay heap leach pads so that they can be used with confidence. A number of operators presently use clay pads in their heap leach facilities; these include Alligator Ridge, Ely, Nevada (gold), and Union Carbide, Gas Hills, Wyoming (uranium). This paper describes the construction and field investigation of a clay pad for the heap leaching of agglomerated precious tailings. The project is located in the Mojave Desert, Southern California. The design had to satisfy operational requirements as well as regulatory requirements. The California Water Quality Control Board (WQCB) was one of the agencies which had to issue a permit for the project. Their biggest concern was the discharge or escape of cyanide into the environment. Rather stringent requirements were therefore placed on the pad design criteria, especially in terms of permeability.

Privately-owned companies considering investing in the resources sector can optimise their investment decisions by adopting a systematic technical assessment of acquisition assets, similar to the approach commonly adopted by public financial institutions and publicly-listed companies.Technical due diligence provides a process to identify key geological, mining, geotechnical, metallurgical, environmental and social risks and opportunities and determine the most likely business case and valuation of assets. Technical due diligence is commonly carried out in parallel with legal, commercial and financial due diligence, often involving the acquirer, to maximise the understanding of the investment.There are significant advantages in investors conducting a comprehensive technical due diligence, which typically involves site visits and project assessment to international standards by an independent, multidisciplinary team of experts. The outcomes provide the opportunity for the investor to make early, informed decisions and to understand and manage risks.Technical due diligence may be carried out at several stages: when considering and weighing up a number of investment options, prior to and during a transaction or immediately post-transaction. In the first stage, the outcomes will inform the choice of investment and, more particularly, whether there are any fundamental flaws in the projects being considered. In the second stage, due diligence outcomes can inform the level of investment and approach to risk management and planning.
