DEPOSITS of iron are widely scattered in the folded Cretaceous rocks and the associated igneous intrusives of Puerto Rico. Most of them are too small for commercial development, but a few have aroused some scientific and economic interest, among them the large body of residua] limonite at the west end of the island near Mayaguez1-6 (Fig. 1) and the mixed hematite and magnetite deposit on the southern slopes of the Sierra de Cayey, about four miles north of Arroyo.7-9 Neither of these orebodies has been developed, nor have investigations of the widely distributed deposits of magnetite, which include all the remaining occurrences of iron deserving of economic consideration, proceeded beyond the exploratory stage. With the possible exception of the mixed deposit near Arroyo, the magnetite is directly associated with andesitic and dioritic intrusives, which invade the Cretaceous rock section, and the bulk of it, occurring in calcareous sediments, is clearly of contact-replacement origin. The reconstruction of the world after the present war must inevitably be profoundly influenced by the rise and progress of New China.The principle of Chinese mathrity has been admitted by Great Britain and the United States by their abjuration of extra-territorial tights, and by the withdrawal of the Maritime Customs Administration. The United States admits equality by her declaration that Chinese are eligible for American citizenship, and the reaction to this will be swift enmity to such peoples as may impose humiliating restrictions upon Chinese citizens.Finally, the decisions of the Moscow Conference and the recent meeting of National leaders in Cairo give partnership rights to this new State in post-war reconstruction, and open the way for a rapid realization of her destiny.It seems certain that China, if so she wills, can become, within a generation or so, one of the considerable forces of the world. The toad she wiII follow will be lighted by her own inherent and intrinsic genius. Her speed of progress can no longer be forcibly influenced by other nations and the attitude towards her of somewhat contemptuous patronage hitherto adopted by the European communities bordering the Pacific Ocean must be radically modified.It is doubtful whether the European will ever reach full understanding of Chinese mentality. The Chinese "way of life" since the dawn of her civilization has been totally divergent from that of the European, but the enormous potential strength, due to the simplicity of their requirements and their steadfast industry, is a function of that "way of life." On the other hand the trend of reorganization must obviously be towards Western standards; and a wide knowledge of the potential strength of the Chinese is possible and will be essential in our post-war world. The following, necessarily inadequate, notes are therefore offered, as an indication of the obstacles to be overcome and the capacity of the Chinese executives and operatives to overcome them.For 'thirteen centuries the political and social structure of China proper (ie, excluding Mongolia, Manchuria and Tibet) has been rigidly shaped by the philosophy of Lao Tze and the ethics' of Confucius. This Taoism, which is described as the "way of harmony" with its three jewels of character, gentleness, economy and humility, advocates the minimum of social, economic and political organization and still gives the key to the Chinese character.The Mongol and Manchu conquests of the 12th and 17th centuries, respectively, could hardly be dignified with the name of war, but the superior intelligence and harder mentality of the unwarlike Chinese finally absorbed...

THE treatment by chlorination of the Mount Morgan Gold Mining Company's ores was first accomplished, early in 1886, by a works having a capacity of 25,000 tons per annum. Shortly afterwards another works was established, capable of dealing with 50,000 tons per annum. The extraction of gold was originally successful and satisfactory, but running expenses were high, averaging £2 19s. 6d. per ton of ore treated. These works were believed to be the largest chlorination pJants in the world at that time. As might have been expected, the mechanical details and chemical process had not been perfected, and, moreover, both works were hurriedly built, and operating expenses were not then considered of such prime importance, as the ore at that time was of very high grade the large quantities of low grade ore since dealt with not being then considered, since the bulk of it was not even known to be in existence.These two works consisted of lock-breakers, high speed rolls, screens, elevators, &c., for crushing; a large number of small handrabbled reverberatory furnaces for roasting; one-ton chlorination barrels and three-ton leaching vats for chlorination.

The choice of a design concept for a bridge foundation is guided by various factors; several of these factors are indeed of technical origin, like the environmental conditions in a broad sense, but others non technical factors may also have a profound impact on the final design concept. The foundations solutions adopted for the Rion Antirion bridge are described and an attempt is made to pinpoint the major factors that have guided the final choices. The Rion Antirion bridge is exemplar in that respect: the foundation concept combines the simplicity of capacity design, the conceptual facility of construction and enhances the foundation safety. The design of these foundations was a very challenging task which required full cooperation and close interaction with all the parties involved: concessionaire, contractor, designers and design checker.

Ok Tedi Mining Ltd has been using flotation for the production of copper/gold concentrates from a complex copper sulphide ore for several years. During this period, much effort has been devoted to metall- urgical treatment of the ore. This paper examines some of the mineralogical aspects of the sulphide minerals in the ore using the electron microprobe analyser. Results have revealed the complexity of the copper sulphide minerals and in particular, chalcocite. Analysis of both plant and laboratory flotation products has provided further insight into the effects of mineralogy on the flotation of copper and iron sulphides. A significant observation is that some of the pyrite minerals apparently exhibit natural floatability. The implications of the mineralogical characteristics of the sulphide minerals on the flotation of the ore are also discussed.

The three main lessons learnt are: 1. knowledge of their chemical anatomy; 2. precious metal transport and deposition; and 3. hydrothermal alteration zoning. These are described in the context of ore formation and exploration.

East Side Access (ESA) will extend Long Island Rail Road into midtown Manhattan via 11 km of tunnels, a new terminal station and associated rail support facilities. The hard-rock tunneling in Manhattan will traverse under Park Avenue and some of the most historically and commercially significant real estate in the world. The soft-ground tunneling in Queens will traverse beneath Amtrak’s Sunnyside Yard and the Harold Inter locking, the busiest rail interlocking in North America. This paper details ESA’s program-wide geo-instrumentation monitoring system for obtaining, processing and presenting all geotechnical monitoring data. Data streams will be real-time, such as from automated total stations, and manually read, such as from optical survey instruments and handheld data loggers. All data will be input into a web-based Geo-Instrumentation Data Management System, which will be accessible to project stake holders via ESA’s intranet or via the Internet using remote access controls.

Frontier/Traylor is presently completing construction of twin tunnels for the Tri-County Metropolitan Transit District of Oregon’s (Tri-Met) westside lightrail system. The tunnels are each 4,550 m (14,935 ft) in length and 6.48 m (21.29 ft) in diameter. The 1/3 of each tunnel was driven from the west portal using drill and blast methods and the remaining 2/3 was driven from the east portal using a TBM. The paper describes: The difficulties encountered by the TBM mining the weathered Columbia River Basalts. The execution of drill and blast work despite challenging ground conditions, stringent noise and vibrations specifications, and public relations problems. This paper aims to assess the current and future role of coal in energy strategy of Turkey and evaluates the compatibility of the policies to the EU energy policy and strategy. The Turkish government set targets to utilize more coal reserves of the country in next decades. However, the country is also in the process of becoming an EU Member State, hence, it is expected that the energy policies have to comply with the EU. Moreover, Turkey ratified Kyoto Protocol, thus the country should limit greenhouse gas emissions. Clean Coal, Carbon Capture and Storage (CCS) technologies are expected to become an important instrument for the mid-term reduction of CO2 emissions from coal-fired power plants. An alternative technique to the conventional CCS methods is CO2 sequestration by mineral carbonation. Turkey has significant resources of magnesium silicate minerals (olivine, serpentine) deposits which can be utilised in CO2 sequestration by mineral carbonation method.

INTRODUCTION Soft, near normally consolidated clays generally provide ideal conditions for tunneling using Earth Pressure Balance (EPB) shields. It is easy to turn the clay into a low permeability, viscous spoil that can be pressurized to maintain the required face pres-sure. Despite this, there are records of relatively large, and often quite variable, surface settlements over EPB driven tunnels in soft clay. To understand this variation it is necessary to identify the various factors that contribute to settlement. Tunnels in soft clay are ideal for study these effects in the field, as an unsupported void will close almost immediately, due to the low shear strength of the soil. In the short term, deformation in a soft clay will occur at constant volume, so short term surface settlements can be related to movements at tunnel level. In this paper, data will be used from EPB driven tunnels in Singapore marine clay. In all of the cases discussed the lining consisted of precast concreted segmental rings erected in the tail of the shield. The marine clay in Singapore has been studied, among others, by Tanaka et al.(2001). The clay typically has a plasticity index of 40 to 60, and the undrained shear strength (SU ) can be derived from: SU = 0.22 svo' where svo' is the current vertical effective stress. Figure 1 shows a summary of undrained strength/depth plots used for design on two sections of Singapore’s North East Line. The stability of a tunnel in clay can be assessed by comparing the stability number (N) of the tunnel with the stability number at total collapse (NTC). The stability number can be calculated from the equation: N = (?Z + q – Pt)/SU where: ? = the average unit weight of the ground above the springline of the tunnel Z = the depth to the springline of the tunnel from the ground surface q = the surcharge Pt = the support pressure within the tunnel The stability number at total collapse depends on the size, geometry and depth of the tunnel, and typically ranges between 5 and 9. Charts for assessing the number at total collapse are provided in Kimura and Mair (1981), based on the testing of model tunnels in a geotechnical centrifuge. The first version of the longwall strata control and maintenance system (LSCMS) has been successfully developed by the Strata Control Re¬search Team at the University of Alabama. The system includes a software package designed to monitor shield leg pressure, interpret the data and predict the forthcoming roof loads and the existence of geological anomalies. It can also detect maintenance problems of the face equipment. The LSCMS was installed underground and connected to the surface terminals at Drummond's Shoal Creek Mine in Alabama. The system has proven to be a useful and practical system for improving safety and efficiency in coal-mining operation. The Shoal Creek Mine is a new, large coal mine operated by Drummond with two longwall panels. The Blue Creek seam is the primary source of coal production. It is located at a depth of 275 to 440 m (900 to 1,450 ft) below the surface with an approximate 2% southwest dip. Typical strata conditions are represented by two stratigraphic columns (Figs. la and b). A fireclay/dark shale parting (called Middleman) 0.2- 0.7-m- (1- to 2.5-ft-) thick exists between the Mary Lee and Blue Creek seams. Mining conditions vary from area to area. This mainly depends on the Blue Creek seam thickness that ranges from 0.9 to 2.9 m (3 to 9.5 ft). The thickness of the Mary Lee and the parting is relatively consistent with a to¬tal of 0.9 m (3 ft). "The mining market is researching innovative methods to train the workforce for mining which is normally extremely difficult to get. Thus, the dynamic simulation-based technologies become an essential pillar to educate and train the inexperienced staff at the pace required by this industry. Even if Operator Training Simulator (OTS) systems are commonly used in most of industries, knowledge transmitted to operators are unfortunately not ""capitalized"" in general. The OTS systems are usually delivered as a single hardware and software platform and very little as a full service long-term.In this article, an integrated solution to increase the efficiency of the operators is proposed. This solution is based on the combination of dynamic simulation, processes knowledge, virtual reality and the knowledge capitalization through the creation of simulation scenarios and e-learning. The Codelco Ministro Hales plant simulation project for a copper concentrator plant is presented as a real life example.IntroductionDynamic and real-time process simulation have proven to be a must in the development of greenfield projects, providing mechanisms to design and test controls design, interlocks, start-up, shut down sequences and operator training, among others (see (McMillan, 2006) for further details). Early adopters of this technology were utility power plants; in the petrochemical industry have become a standard, and in the mining industry the use of dynamic simulations is growing, especially in new projects and training of operations personnel for the adoption of best practices and new technologies, see (Nikkhah & Anderson, 2001) and (Toro, Ortiz, & Yutronic, 2012).This paper outlines a solution that utilizes dynamic simulations as the base of an integrated platform for operational effectiveness, which takes into account the current scenario of new mining projects and operations, where high turn over rates and needs of specialized workforce have given a special value to this kind of technologies."

The suggested new method for control of geomechanical state of undermined rock mass ensures, as a safety measure for the earth surface protection, the decrease of deformations by 2,5 - 10 times in mining the single seam, and by 1,5 - 5 times - in mining bed series, i. e. approximately within the seam ranges as in the application of full packing with various compressive properties or partial extraction of resources over the area with different coefficients of extraction. It should be noted that this new method has the following advantages o\w rhr. conventional methods: a) the decrease of the packing area and packing works volume by 2 - 4 fold including the operating and productive expenses; b) the elimination of mineral losses due to the increase of extraction coefficient up to 100 5%; c) rock utilization from workings drivage by its placing in the mined - out space. Perspective field of application of this method: disconservation of mineral resources in the left protective pillars of various designation.

"The seventh National Safety Competition, that for 1931, conducted by the United States Bureau of Mines, was participated in by 350 mines and quarries operating in 34 States. Tables 1 to 5 show the relative standing of the various plants, Bronze trophies, known as the ""Sentinels of Safety,"" which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines were awarded to five companies, each company having established the best accident—prevention record within one of the five classes into which all companies were divided — namely, anthracite mining companies, bituminous—coal mining companies, metal—mining companies, operators of nonmetallic mineral mines other than coal mines, and quarries or open—cut mines. The trophies are awarded for one year and are then transferred to the winners of the succeeding year's contest.The outstanding feature of the contest of 1931 was the operation of a bituminous coal mine without a lost—time injury to any employee. While accident—tree records had previously been made by certain quarries, metal mines, and nonmetallic mineral mines, never before has such a feat been accomplished by a bituminous coal mine in the National Safety Competition. Whether or not such a record has been made by a bituminous—coal mining company not enrolled is the competition the writer does not know, but it is believed that the case referred to is unique among large coal—mining companies. The mine to which reference is made is No. 1 mine of the Phelps Dodge Corporation, at Dawson, N. Mex. To that company belongs the distinction not only of being the first coal—mining company among those enrolled in these yearly safety contents to operate its mine without an accident but also of occasioning the 'Sentinels of Safety' trophy for a bituminous mine to take its first journey west of the Mississippi River. For the past six years the trophy has been in West Virginia, Alabama, or Pennsylvania."

IN these days of special legislation for the benefit of various industries one might well consider one branch of human endeavor intimately associated with engineering-that of patents and patent litigation. It is estimated that 85 per cent of all industries in the United States are based directly or indirectly on patents. Most inventors are engineers, and most patent litigation pertains to the engineering industries. It is fitting, therefore, that engineers should be vitally interested in discussing patent affairs, particularly as inventors are not a professional group, and invention is mostly a transitory phase incident to the development of specific industrial problems.

This is a preliminary study of the statistical variation of the pressures on a target above a buried explosion. The data were taken at various distances from the charge centerline for three heights of the target above the soil and one charge depth of burial. All tests were conducted in saturated sand. They show that peak pressures and times of peaks are neither repeatable from shot to shot nor rotationally symmetric within a single shot. The peak pressure and time of peak at each location can be represented by cumulative normal distributions. The paper describes the means and standard deviations of these distributions at eight distances from the charge center for each height of target. These are used to determine the change in standard deviation of the distribution with distance from the charge centerline and height of target. The effect of scale on the mean peak pressures and times of peaks and on their standard deviations at a single scaled distance from the centerline of the charge are explored using various charge weights.

The use of augercast piles has been limited by the engineer's concern for the structural quality of the installed pile. The nature of the pile is such that its final structural continuity is very dependent on the skill of the personnel that do the installation. Thus, NDT methods have been used to verify integrity and when problems are indicated the available solutions are usually quite costly. If information were available during the pile installation so that immediate steps could be taken to correct perceived problems, the concerns of the engineer could be addressed and the system would gain increased reliability. Pile Dynamics, Inc. has developed a quality control system, the Pile Installation Recorder for Augered Cast-in-Place piles (PIR CFA). This system consists of the following devices as shown in Figure 1. 1) The Control Unit powers the sensors, conditions the signals from the sensors, records all measurements, takes input information from the operator, displays the results, and stores the recorded data on a flash card for later permanent storage and processing. During the use of the system all of the results obtained during a test are seen during recording and can be reviewed on the screen again after completion of the installation. The ability to review the measured information makes it unnecessary to print a copy in the field. Since printers often give difficulty in the construction site environment the ability to review the results quickly after completion of the installation is an important capability.

The Ameristar Casino expansion project included the design and construction of a 25-story hotel and 9-story parking structure expansion. The site is located in a floodplain on the banks of the Missouri River in Saint Charles, Missouri, where the underlying soils are potentially liquefiable. The geotechnical engineer performed subsurface exploration and analysis, which included site-specific seismic response and liquefaction, and provided geotechnical design recommendations. In the event of an earthquake, post-liquefaction settlement was calculated to be approximately 14 inches. Additional project constraints included wetlands protection, construction adjacent to the existing facility, flood protection and river bank stability. Because of the liquefaction issue, the geotechnical engineer consulted with a specialty geotechnical contractor on ground improvement methods. This consultation led to a proposal to eliminate deep foundations from the design and support the structures on shallow and mat foundations. The geotechnical engineer assisted the design team with foundation design analysis and value engineering assessments. Together with the project team, the geotechnical engineer used the data to evaluate foundation options and construction methods to overcome the site challenges and concluded that ground improvement was the optimum course of action. Because of the nature of the site constraints, a number of ground improvement methods were needed. The geotechnical engineer evaluated the methods proposed by the geotechnical contractor and provided the technical specifications for the ground improvement bid package, which included vibro-compaction, compaction grouting and micropiles. The ground improvement allowed for the use of shallow foundations (mat and spread footings), which provided the client with significant time and cost savings over the deep foundation alternatives.

The major copper orebody at Mount Isa is being extracted at a rate of four million tonnes per year. The method used requires an equivalent rate of back filling with (mainly) cemented fill. There were three major incentives for developing this mining system. The first was the prospect of high ultimate recovery of the orebody. The target is 100 per cent recovery. Also the proposed stoping layout appeared to offer significant advantages in development and production costs. Finally, extensive subsidence above the northern end of the orebody could have disturbed permanent surface installations and jeopardised a possible future open cut. The full implications of this ambitious strategy were not apparent in the early years. Now, after 12 years of production the benefits are being realised and they can be weighed against the costs. Probably the most interesting result which comes from this analysis is the significance of cutoff grades and dilution factors in balancing mining and filling rates.
