NOTHING in this paper is to be understood as even suggesting a moment's suspension of the splendid work now going forward on the Isthmus of Panama, except so far as it is related to the proposed locks. All the work already done, and all material purchased or ordered, would be available for the plan herein proposed. The situation and the problem concerned may be summarized as. follows : The scheme of a lock-canal through the Isthmus of Panama was adopted, as is well known, on two principal grounds-namely, the greater expense of a sea-level canal, and the longer time required for its construction. Of these, the latter is believed to have been the more influential. But further developments have diminished the weight of both, so that a reconsideration of the question is warranted. It is the purpose of this paper to advocate such a reconsideration-emphasizing the importance of certain objections to the lock-canal not mentioned or not duly appreciated in the report of those members of the International Board of Consulting Engineers who favored this form; showing the nature and bearing of the new facts developed; and, finally, proposing a combination of well-known methods and apparatus, which would, in my judgment, effect the construction of a sea-level canal in less time, and perhaps at no greater cost, than will be required for the remaining work on the lock-canal. I. OBJECTIONS TO A LOCK-CANAL. 1. Earthquakes. Two centuries ago Panama is said to have been destroyed by an earthquake. "The New Afton concentrator was commissioned in June 2012, reaching the design milling rate in September 2012. By late 2013, through a campaign of optimization and de-bottlenecking, it was recognized that the installed plant was capable of greatly exceeding the design throughput of 11,700 tpd. Because the value of the metal contained (by increasing the plant feed rate) exceeded the offsetting losses of copper and gold recovery (as the operation moved to a coarser grind), the concentrator feed rate was strategically increased with support of New Gold, while the operations team was given a mandate to evaluate, and then implement, flow sheet options that could re-establish the original design criterion grind target and achieve the corresponding improved recovery. Broadly, the two options implemented were the addition of a tertiary grinding stage consisting of Metso Vertimill® prior to rougher flotation (in order to address the grinding required at increasing throughput by increasing the power), and the addition of three Woodgrove Staged Flotation Reactors (SFR) added to the cleaner circuit after regrind of the rougher concentrate (to address the increased mineral loading to the cleaner circuit). Through test work, it was anticipated that the SFRs would be capable of achieving final concentrate grade in a single pass without the integration of recirculating loads, a strategy sometimes referred to pre-cleaning. This paper describes the expectations generated for the Woodgrove SFR unit operation through pilot plant testing on site, and compares those results with the performance of the expanded circuit that exceeded the original design criterion of P80 160 µm, which was commissioned in the second quarter of 2015.INTRODUCTIONThe New Afton concentrator, located near Kamloops, BC Canada, commenced operation in June 2012. The mill achieved the design throughput of 11,000 tonnes per day average during the month of September 2012 and, following various operational optimization efforts (O’Hara et al, 2015), achieved the design p80 grind size of 160 µm at the design milling rate in July 2013.During August 2013, trials were carried out to determine the throughput rate limits of the mill circuits and to evaluate mill metallurgical performance at higher rates. Milling rates up to 15,500 dmt per 24 hours were achieved during this trial, demonstrating potential capability for sustained milling rates exceeding the nominal design capacity. As was expected, the higher milling rates resulted in a coarsening of the grinding circuit product size, and resulted in marginally lower recoveries in the rougher flotation circuit. Despite the lower recoveries, the higher milling rates resulted in higher metal production and the financial analysis favored running at rates of at least 13,000 tonnes per operating day, with the higher cash flow in the near term offsetting the value of metal production loss at the end of the mine life (due to the short term increase in the rate of reserve depletion). Milling rates were sustained above 13,000 tonnes per day through the second half of 2013, and increased above 14,000 tonnes per day by mid-2014 (Figure 1)."

Tertiary volcanic rocks make up a significant proportion of the surficial cover rocks of New Zealand, especially in the Taupo Volcanic Zone. Industrial minerals that are associated with or derived from the volcanic rocks include: amorphous silica, allophane, bentonite, diatomite, ignimbrite building stone, illite clays, halloysite clay, obsidian, perlite, pumice, sulphur, titanomagnetite ironsand and zeolite. Of these: bentonite, ignimbrite building stone, perlite, pumice and titanomagnetite ironsand have been mined and processed for 20 to 30 years, but many of the others require further characterisation of the resource and/or development of markets.   We have compiled interim mineral deposit models for halloysite clays in rhyolite and for zeolites in altered vitric tuffs. These models include geological and mineralogical attributes, which are linked to the underlying volcanic and geothermal processes that have produced the minerals and their source volcanic rocks. Halloysite clay deposits at Matauri Bay (Northland) have formed from hydrothermal alteration and weathering of rhyolite. Clinoptilolite + mordenite zeolite deposits in the Ngakuru area (Rotorua district) have formed from hydrothermal alteration of volcanic glass in lacustrine sediments and ignimbrite. Further refinement and application of these models will result in a better understanding of the mineralogy, localisation and origin of the deposits, with consequent applications in exploration and resource assessments.

This paper describes results obtained in a test program performed with new equipment, called Mini Pilot Plant, manufactured by Canadian Process Technologies. This equipment was acquired by CVRD aiming at testing flotation circuits, in a continuous closed configuration, with samples obtained from drill cores. Success of this goal would allow CVRD to establish the metallurgical performance of mineral deposits with more confidence in comparison to Locked Cycle Tests (LCT). This paper discusses the importance of assessing the ore variability and compares results obtained in LCTs and Mini Pilot Plant. Results suggest that more reliable data is obtained in MPP test.

High-pressure shrouded sprays were first tested on a bench to determine air-moving capability and dust collection efficiency. The bench-scale tests indicated that at 500 psi and above, the dust collection efficiency, when sampled downstream of a water eliminator, was about 99 pet for two types of nozzles. However, for the same water flow, the induced airflow was about three times greater in one type than in another. Since the only difference in the nozzles was the spray angle, this factor was important in air movement through a shrouded spray. Full-scale model mine tests were then conducted to determine the reduction in dust concentration behind the line curtain and at the operator position produced by high-pressure sprays in a shroud. The shroud was mounted on top of the boom of a model continuous miner, and high-pressure (greater than 500 psi) sprays were installed inside the shroud. The inlet of dusty air to the shroud was open toward the face and the outlet toward the exhaust line curtain. The high-pressure sprays were compared with conventional sprays mounted at the head of the continuous miner and directing water toward the face. The difference at the operator position (opposite side of brattice) was significant in that, under certain conditions, with conventional sprays an increase in respirable dust concentration of 471 pet was noticed compared with dry operation due to rollback from face. High-pressure shrouded sprays, on the other hand, decreased the dust concentrations at the operator position (opposite side of brattice) by 28.2 pct.

"The process control and cost of monitoring mining slurries is normally accomplished using a continuous mass flow system, conventionally embodying a volumetric magnetic flow meter and nuclear density meter. DuPont’s Maxville Mine at Starke, Florida, USA was chosen to examine costs associated with performance of a nuclear density meter. Since it is typical of many mid-sized establishments and has a long history in their use. The published accuracy under ideal conditions of a nuclear density meter is ± 1.0%, but in practice considerable ambiguity of cost in annual production implies ± 2% at best. Using such accuracy in a 400mm (16”) pipe carrying zircon slurry at 75,000 tons/day, the cost of ambiguity, together with initial and running costs, amount to nominally $962,000 per year.Such cost leaves much to be desired. This paper describes an unique continuous, direct mass per unit volume Density Meter used for mining slurries in pipe sizes up to 1000mm (40”), which significantly reduces the cost of ambiguity of measurement and running costs. At the same time the disadvantages of nuclear devices are obviated.In an effort to reduce costs, a 400mm non-nuclear Density Meter was installed at the DuPont Maxville mine. A typical on-site accuracy can be shown to be ± 0.285%, whereby the cost of ambiguity, initial and running costs in the example above shows an annual improvement of $78,660, a reduction of over $880,000 per year.Even higher cost savings may be demonstrated with mass flow systems having gas entrainment compensation. Unlike nuclear and other inferential density meters, the signal quality of this non-nuclear Density Meter is totally unaffected by entrained gas found in mining slurries. This non-nuclear density meter is then ideally used with a vortex velocity domain sonic flow meter, and provides for the first time compensation in wet density or dry % solids, as well as wet or dry mass flow of mining slurries with entrained gas, resulting in enormous reductions in cost ambiguity."

There has been a veritable increase in the adoption of electronic detonators in the last few years. Electronic detonators offer several distinctive features over electric and non-el (shock tube) detonators including better timing accuracy resulting in excellent fragmentation and vibration control, certainly key mining parameters. The field programmability also helps in reducing the on-site magazine storage of detonators with diverse fixed delays. A typical electronic detonator may consist of a logic core, a communication interface, storage capacitor(s) and the ignition element. Being electronic components, the electronic detonators may be susceptible to RF or electromagnetic interference (EMI). RF sources are virtually everywhere: cellular phones/towers, radio transmission, microwaves, walkie-talkies, high voltage (HV) transmission cables and wireless networks with their characteristic frequency emissions. Safety issues prevail; e.g., whether the RF interference can cause premature or inadvertent firing whether directly or indirectly. From a reliability perspective, the RF interference may also impact on bus communications, e.g., during the logging, verifying, charging and firing phases. The deleterious communications disturbance may result in a misfire (non-firing of one or more of the detonators) which is terribly inconvenient for the mine operators and even pose a safety hazard.

This report covers the results of a two-phase study to determine the feasibility of underground disposal of retorted oil shale. Two mining methods, chamber and pillar mining and sublevel stoping, were specified for backfilling. Phase I of the study covered the evaluation of hydraulic, mechanical, and pneumatic transport and stowing systems, individually and in various combinations, and the selection of the most feasible methods. Conveyor transport and stowing and a combination conveyor transport and stowing with pneumatic topfilling were selected for detailed study of phase II. Phase II activities included detailed engineering analysis and design of the selected systems, an engineering economic analysis, and a cost comparison with total surface disposal of retorted oil shale. An extensive literature search was conducted and the bibliography is included in the report. Research done under Contract No. J0265052 by the Cleveland-Cliffs Iron Co. "The grinding circuit of the Heath Steele concentrator was sampled under five different sets of operating conditions. The balanced results of the sampling campaigns were used to calibrate steady-state rod mill, ball mill and cyclone models using a commercial simulation software package (JKSimMet® ). Thirteen process variables had the potential to affect significantly the performance of the grinding circuit. Statistical-Design-of- Experiments techniques were applied to plan the suite of simulations in order to improve the quality of and minimize the time to find the optimal solution. The effect of each factor on three performance indices (the cyclone overflow size distribution, the circulating load and the cyclone underflow density) was modeled with empirical polynomial relationships using another software package (Design-Expert@)T. he conditions under which the cyclone overflow size distribution was maximized while respecting circulating load and cyclone density constraints were identified using these relationships. Among the most interesting results is the prediction of a set of conditions where the circuit target size distribution is achieved with only three ball mills instead of four.IntroductionProduction at the Heath Steele concentrator (near Miramichi, New Brunswick) started some 43 years ago at a rate of 750 t/d. The plant capacity was increased to 4000 t/d through successive expansion phases in the seventies (Sapiro, 1977; Johnston, 1978). However, as a result of depleting ore reserves, the plant throughput had to be gradually reduced to the current production rate of 2700 t/d. Heath Steele Mines currently have proven and probable reserves which would see it producing until the end of 1999 (Noranda Inc., 1997).An analysis of the grinding circuit of the Heath Steele concentrator was recently commissioned to identify opportunities for reducing operating costs while maintaining budgeted mill throughput and metallurgical performance. Since the plant will likely be operated below nominal capacity for the rest of its lifetime, the possibility of improving grinding efficiency by operating with fewer ball mills and/or crushers was contemplated."

For many years rockbursts have plagued the mining industry. Although much research has gone into studying this phenomenon only a small proportion of it has been on the actual source mechanism. A study was recently carried out to compliment the previous work done on the micro-structure of these features and to compare it to the micro-structures seen on shatter cones, from meteorite impacts. Both optical and electron-microscopy were used during the study. Samples were collected from rockburst sites by the CSIR Miningtek Rockburst Investigation Unit, and from the collar of the Vredefort Impact Crater. In the optical-microscopy study, the pinnate fractures observed in previous studies were seen in the shatter cones, through all the material. In the rockburst samples, the fractures were observed only in the quartz grains. Quartz micro-crystals were present in the rockburst samples and appeared to be the product of comminution rather than crystallisation. Cataclasite was present on rockburst and shatter cone fracture surfaces. The observations of the shatter cone surfaces with the scanning electron microscope are in agreement with previous work, including the observed presence of melt features, spherules and spheroidal material. The deformation in the rockburst samples is concentrated in the quartz grains, highly complicated with brittle features like sub-conchoidal structures and step structures present. A quartz spherule was identified on one rockburst sample and rhombic-dodecahedra type micro-crystals were present and seen fracturing off quartz grains. It is clear that the rockburst and shatter cone fracture surfaces are quite different; the shatter cone deformation is equally distributed across the sample and involves plastic-deformation, while the deformation in the rockburst material is concentrated in the quartz grains and, with the exception of spherule formation, is brittle. This study agreed with the current explanation for the formation of the rhombic-dodecahedra, and disproved the possibility of it being coesite or fine-grained meta-chert. Although there is no definite evidence of the mechanism of formation of the spherule, it is believed to be the product of vaporization and condensation, and the presence of this material indicates the extreme conditions under which this event occurred.

Longwall mining has gained the reputation as being the safest extraction method in underground coal mines. However, one of the most difficult tasks associated with longwall mining is moving the face once a panel is completed. Based on Mine Safety and Health Administration (MSHA) fatality reports since 1996, longwall face recovery operations have claimed the lives of 5 U.S. miners and have resulted in numerous injuries. Recovery operations can be hazardous because they involve moving large pieces of equipment in very confined spaces. They are also conducted in highly stressed ground conditions due to front abutment loads generated by panel extraction. Shield removal is the most hazardous operation during face recovery because miners are constantly exposed to the unpredictable gob edge. To protect the miners, one or more walking shields, cribbing and/or other supplemental roof and standing supports are typically employed as breaker line supports as each shield is removed. At the Harris No. 1 Mine in southern WV, mobile roof supports (MRS’s) have been used in lieu of traditional walking shields on 17 face moves since 1997. MRS’s are shield-like support units mounted on crawler tracks and are commonly used during room-and-pillar retreat mining operations. For longwall recovery, the two biggest advantages that MRS’s have over traditional walking shields are that they are remotely controlled and are highly maneuverable. MRS’s have contributed to safer shield recovery and shorter move times at the Harris No. 1 Mine. This paper will address both the safety and the operational issues associated with MRS usage during shield recovery. It will also discuss new developments, including the use of the inherently safer battery powered MRS’s, which have been recently certified by the Mine Safety and Health Administration.

"The mining industry is on an ever accelerating path to complete mechanization. As companiesutilize more sophisticated and efficient methods of blasting, a more thorough look should begiven to the pros and cons of mechanized shaft sinking. Historically, Vertical Shaft SinkingMachines (VSSM) have been capital intensive, making it hard to enter lowest bidder marketssuch as the United States. As advances in safety and technology have occurred, VSSM methodsare becoming increasingly common in many countries outside the United States. Decreasedcapital requirements, a greater amount of competition within the VSSM market along withgreatly improved safety practices, have made it more competitive with traditional drill and blast(D&B) methods. However, VSSM technology has yet to be embraced by the United States. Alarge culture shift will have to occur before VSSM technology will become common in theUnited States. The history, and advent, of raised boring machines will be discussed and how itrelates to the current development of VSSM technology. The researchers will analyze the uniquerisks of D&B methods and how they compare with the unique risks of VSSM technology. Theresearchers will put an emphasis on risks directly affecting the safety of personnel working onthe shaft sinking operation. Many of these risks are identified by contracting companies withregards to geology, relative location of resources and the chosen shaft sinking method. Theresearchers will discuss specific risks a given shaft sinking company will want to consider whenchoosing between D&B and VSSM methods."

"In this technical paper is reported the several tests and the preliminary results that has been obtained so far. It must be emphasized that this investigation was started several months ago.On the other hand, it is known that acid water exists in some underground mining operations as well as in open pit mining operations all over the world. Taking into account this problem, our work teamdecided to carry out the present investigation. Therefore, it ensures a decrease in blasting costs avoiding this problem and as well as this, it allows to reducing fatal accidents that could occur caused by poor control of acid waters within mining operations."

S.L. Barua and Y.C. Kim M. Armstrong's paper is very interesting and can be regarded as a pioneering work of applying geostatistics on washed coal. The density levels used in her study are uniformly spaced, which facilitated curve fitting through a proper experimental design. Most of the existing coal washing plants in the US, however, gather washability data at non-uniform intervals which, in turn, affects the goodness of curve fitting. We would like to emphasize the importance of having a proper experimental design, if a similar geostatistical application is to be conducted on washed coal. We, at the University of Arizona, tried the variogram on recovery (Kim, Barua, and Baafi, 1982, SME preprint 82-143) which showed a similar pattern as Fig. 4 of Armstrong's paper. In both cases, the first experimental variogram value is invariably and inexplicably higher than the second variogram value. Although Armstrong ignores the first point because of "small number of sample points," we did not do so because there were 17 sample pairs. As a consequence, we concluded that the obtained experimental variogram was unsatisfactory and that further research is warranted. In other words, this disagreement in variogram interpretation between M. Armstrong and the University of Arizona begs the question whether the experimental variogram of Fig. 4 truly reflects the spatial correlation in washed coal, assuming there is such a correlation. Finally, we wish that Armstrong could have done a similar study on clean sulfur, which is a vital interest to the coal mines in the US. Her implied remark on sulfur in the concluding section of the paper may turn out to be incorrect because our experimental variograms on clean sulfur at different density levels were even less satisfactory than those on recovery.

HIS note reports the existence of several new scandium intermetallic compounds of the A2B and AB stoichiometries where the A element is scandium and the B element is from group VIII or IB of the periodic table. Alloys were arc melted from high-purity materials using 2-g charges. Typical lot analyses for the materials used are given in Table I. Chemical analyses were not made on the alloys as there was little or no weight loss on melting. After annealing the specimens for 14 days at 600°C and water quenching, metallographic and X-ray techniques were used to determine the occurrence of the various phases. Table II lists the relevant data for the A2B phases. The Ti2Ni structure,2 has ninety-six atoms in a face-centered cubic cell, whilst the Al2Cu structure is body-centered tetragonal.3 The occurrence and stability of the various A2B type phases in transition metal alloy systems has recently been considered by Nevitt.4 The Ti2 Ni-type phases occur over a relatively narrow range of radius ratios from 1.14-1.26 with A partners mainly from the titanium group and B partners predominantly from the cobalt group. This suggests that both a favorable relative size of the atoms and a favorable electron concentration are necessary conditions for the existence of this structure type. A12Cu-type phases involving Ti group elements as A partners are formed with B partners from the cobalt and nickel groups, predominantly the latter, and have a higher radius ratio (1.27-1.29) than the Ti2Ni-type phases. The occurrence of both Sc2Pd and Sc2Co can be rationalized in terms of these considerations but SczNi is anomalous because of its high radius ratio. The radius ratios are calculated from the Goldschmidt CN12 radii and it might be postulated that the scandium atom is reduced in size in the compound. Unfortunately the apparent atomic size of scandium in the compound cannot be calculated from a knowledge of the structure and lattice dimensions. The crystal structure of the Sc2Au compound could not be identified from the powder diffraction pattern, but it is interesting to note that it is isostructural with a series of A2Au phases where A is a rare earth element.5 Pertinent information concerning the AB phases found in this investigation is given in Table 111. All the phases have the ordered bcc CsCl structure. The occurrence and stability of CsC1-type phases have recently been discussed by Dwight,7 who concludes that the relative sizes of the atoms do not appear to be a controlling factor (the radius ratios of all the known phases vary between 0.985 and 1.439) but that the occurrence of the phase is predominantly dependent on the relative positions of the A and B partners in the periodic table. As a measure of the stability of a given CsCl phase it has been customary to define a lattice contraction on alloying, DAB — dAB, where DAB is the AB interatomic spacing as calculated from the Goldschmidt CN8 radii and dAB is the AB interatomic distance in the compound (= v3/2 ao). Values of the parameter DscB -dScB for the compounds found in this investigation are given in column 5 of Table III and are plotted in Fig. 1. If the lattice contraction does in fact reflect the stability of a phase then Fig. 1 shows two very interesting trends when the position of the B partner in the periodic table is considered.
