The Massachusetts Highway Department awarded the Porter Street Outfall Project to the J.M. Cashman Company in November 1991. Timely completion of the Project in one and one half years is critical to the start of the subsequent Third Harbor Tunnel North Approach project. Existing subsurface conditions and the Project's location at Boston's Logan International Airport significantly increases the difficulty of construction. The major contractual work involves relocating a reinforced concrete double box culvert supported on a continuous wood pile foundation. This existing culvert crosses and interferes with the future Third Harbor Tunnel North Approach alignment. Two parallel culverts constructed approximately 20 feet from either side of the future Third Harbor Tunnel alignment replace the existing double box culvert structure. Under the original contract design, approximately 3,100 feet of 14 ft. by 15 ft. reinforced concrete culvert is cast in place adjacent to the west side of the Third Harbor Tunnel and is located in the center of the Airport's main service roadway, Harborside Drive. This culvert is the Porter Street Combined Sewer, PSCS, which handles a combined flow of sewerage from the East Boston community and storm water runoff from Logan Airport. In addition, approximately 2,230 feet of 17 ft. by 15 ft. reinforced concrete culvert is cast in place adjacent to the east side of the Third Harbor Tunnel and is within 20 feet of an active aircraft taxiway and heliport. This culvert is the Bird Island Flats Storm Drain, BIFSD, which handles storm water runoff from the Logan Airport airfield. The existing outfall, on the west side of the Third Harbor Tunnel alignment is to remain in service and is to be connected to the new PSCS and BIFSD culverts. Therefore, a portion of the BIFSD culvert is designed as a bridge to span 128 ft. across the Third Harbor Tunnel excavation during construction.

Gravity separation techniques have been in use in the mineral sands industry for decades; from the Reichert cone to Wilfley tables, Wright sluices and the Kelsey Jig, all attempting that elusive perfect gravity separation. Just as the gravity separation industry evolved, Richards Bay Minerals also evolved in their use and approach to gravity separation. This paper discusses the history of gravity separation at Richards Bay Minerals and briefly comments on future developments. History Primary Concentration Richards Bay Mineral?s (RBM) first mining concentrator and mineral separation plant commenced operation in 1977 to process ilmenite, rutile and zircon bearing dunal deposits along the northern Natal coast. The orebody contained a greater proportion of non-valuable magnetic heavy mineral in the SG range of 3 to 4 compared to West Australian and Florida USA deposits, making mineral separation more difficult(1). The deposit was mined using two dredges feeding a floating 2000 tph concentrator. Concentrator feed was screened and fed to two four-stage circuits consisting of primary, scavenger, cleaner and recleaner Reichert cones [see Figure 1]. The primary units were fed at a rate of 80 tph and a density of 60% solids by weight.

The solubilities of nitrogen in liquid iron and liquid Fe-Ni, Fe-Mo, Fe-V, and Fe-Mo-V alloys were measured by the Sieverts method. Measurements were made at 1600° to 1800°C on binary alloys up to 20 pet Ni, 10 pet V, 10 pet Mo; and on ternary alloys containing 0 to 3 pet V with 0 to 5 pet Mo. The results on liquid iron confirm that Sieverts' law is obeyed in the range 50 to 750 mm pressure. The measured solubilities and their temperature coefficients are in general agreement with other modern authors. The logarithms of the activity coefficients of nitrogen in the binaries are approximately linear functions of the pet of alloying element. A method suggested by Wagner, Chipman, and others for predicting gas solubilities in complex alloys from solubility data on binaries was applied to the Fe-Mo-V alloys. Reasonably good agreement was obtained between calculated and experimental solubilities. NITROGEN'S solubility in liquid iron has been studied by a number of investigators. It is reasonably well established that the solubility of nitrogen follows Sieverts' law at least up to 1 atm partial pressure and that the solubility increases gradually with temperature. The solubility of nitrogen in Fe-X binary liquid systems has been investigated in only a few cases. Only the systems Fe-Cr,3-5, 7 Fe-V,3 Fe-Mn,3, 5 Fe-Ni,3, 5 Fe-Si,B, H Fe-C, L, H and Fe-P4 appear to have received any study. The only work on liquid Fe-V was done by Brick and Creevy.3 This was limited to 13.5 pet and 26.5 pet V, but no exact temperatures were recorded. No work whatsoever appears to have been done on liquid Fe-Mo alloys and even work on Fe-Ni alloys is rather scant. The work on liquid ternary systems is still more limited, and the only publication available appears to be that of Wentrup and Reif,7 who studied the Fe-Cr-Mn and Fe-Cr-Ni alloys. Rassbach, Saunders, and Harbrecht17 have reported work on the solubility of nitrogen in stainless steel but this was not a systematic study of any particular system. Commercial alloys usually contain several alloying elements. Thus, it often becomes important to be able to predict the nitrogen solubility in systems containing two or more added elements without the necessity of making measurements. Wagner,14 Chipman," Darken and Gurry," and Morris and Buehl 14 have suggested means by which this may be accomplished, and Langenberg14 has recently applied one of these methods to nitrogen solubility in complex liquid alloys. This paper reports the results of nitrogen solubility determinations on Fe-Ni, Fe-Mo, Fe-V, and Fe-Mo-V alloys and compares calculated and experimental solubilities in the ternary alloy. Attempted measurements on Fe-Cr alloys were not successful by the experimental method employed. Experimental Method The general method of solubility measurement was that of Sieverts.' The apparatus and procedure were essentially the same as used by Liang, Bever, and Floe."' The equipment consisted of a small vacuum furnace heated by a 6 kw induction unit, gas measuring apparatus, and a gas purification train. The crucibles used were Norton Alundum with alumina sand around them for insulation. The crucibles were charged with 100 to 200 g of material, about 180 g or nearly filling the crucible being found most satisfactory. Hot volumes were determined with argon and ranged from 95 to 130 cu cm (stp). Temperature measurements were made with a Leeds and Northrup optical pyrometer which was calibrated periodically against the melting point of iron in the same apparatus."-'* Good quality nitrogen, hydrogen, and argon gases were further purified and dried in standard purification trains. "This article addresses the prevalence of poor public reporting practices of coal exploration results, coal resources and coal reserves in southern Africa. Currently, the reporting of coal tonnage without supporting coal qualities or saleable tonnes and quality is a poor reporting practice that occurs far too often. Not all coal is equal — therefore it is extremely important that investors or potential investors are provided with the full details of both run-of-mine (ROM) and saleable coal tonnage, their associated qualities and other material and relevant information.Competent or qualified persons should note that publicly reported information should be sufficient to enable an informed reader to make a reasonable and balanced assessment of the significance of the information provided. “Companies are encouraged to provide information in their public reports, which is as comprehensive as possible (CRIRSCO, 2013).” However, too often this isn’t the case, and material matters are either not reported or inadequately disclosed.According to the South African National Standard (SANS) 10320:2014 draft document, “tonnage and coal quality that will be available for sale, either in the raw ROM state (raw saleable) at a specified moisture content, or after beneficiation of the ROM coal by processing operations to produce materials at specified qualities, size ranges and moisture contents. The assessments must demonstrate that at the time of reporting, the marketing of the products is reasonably justified. The basis of the predicted practical product yield to achieve the saleable coal reserve must be stated. The moisture basis of reporting shall be stated.” An example as to why coal qualities are so important to the public, the requirements of South Africa’s electric public utility (Eskom) power stations are detailed in the followint paragraphs. The Kendal power station, commissioned in 1988, operates at a calorific value (CV) range of 19 to 20 MJ/ kg, an ash content between 29 and 34 percent and volatiles between 20 to 21 percent. Other power stations, such as Kriel or Hendrina, may require different qualities, such as a CV range of 22 to 23 MJ/kg, an ash content between 20 and 28 percent and volatiles between 22 to 23 percent. Thus, in terms of domestic saleable coal, it is not just about reporting the coal qualities but also informing the investor as to which power station the coal is intended to be sold as “boilers are designed to burn particular qualities of coal” and “it is not always possible to transfer coal between stations because of different quality requirements at each station (Chetty, 2010).” Sulfur content is another important quality with the ideal coal content having a quality of less than 1 percent sulfur."

Knowledge of the physical and chemical properties as well as the behaviour of the mould fluxes during melting, important in order to improve continuous casting operations. Lubrication and control of heat transfer in the mould are the more relevant functions of these materials. Values of physical properties like viscosity and surface tension at melting range temperatures are required, as much as the thermal behaviour under process conditions. The heat extraction from the liquid steel has an important effect in the final quality of products. Mould fluxes are constituted by different oxides, and may form glasses and crystal phases during cooling. The solidification rate and the chemical composition determine the proportion, type and crystalline morphology, which are responsible of the thermal transfer processes. In this paper, viscosity values are reported in the melting range temperatures calculated by means of the Riboud model and compared with fluidity results obtained by the inclined plane technique. Also the linear expansion of the mould fluxes at high temperatures was determined by dilatometry. The crystallization in two different fluxes was determined by DTA tests and correlated with the basicity index. Crystal phases were evaluated by scanning electronic microscopy on quenched samples at 1300°C. This information is relevant to increase the knowledge on the peritectic steel grades casting process in order to improve its quality. Face and pillar bursts, bumps and bounces are violent failures that occur in underground coal mines in response to a complicated interplay of face and pillar geometry, seam depth, coal properties and interactions between roof, seam and floor strata. Additional complications arise from the presence of gas, mainly methane, and associated pressure and flow that vary with time and are further influenced by the rate of face advance. Where gas plays a dominant role, the term outburst is often used; where stress concentration is primary, terms such as burst, bump or bounce may be used. Hargraves [1983] presents an often cited review of outburst phenomena with emphasis on Australian conditions. Beamish and Crosdale [1998] indicate outbursts have occurred for over a hundred years and present tabulations of outburst numbers in major coal basins throughout the world. A central consideration is the rate of depressurization that occurs in the course of mining. Outbursts are not limited to coal seams and adjacent strata; they also occur in salt and potash mines [Molinda et al 1988]. Stress concentration and gas pressure act in consort, so the combined action is important to understanding the mechanics of bursts or outbursts and to the development of measures to reduce the associated hazard. Gas flow is a complicated phenomenon associated with diffusion of gas from micro-pores and the flow of gas along cleats. Laboratory measurements indicate both are dependent on stress and pressure [Harpalani and Ouyang 1998]. Moreover, gas permeability in porous media is often many times water permeability [Klinkenberg 1941]. However, there is also evidence that gas and water permeability are similar at elevated stress and follow Darcy?s law [Dabous et al]. Gas flow is also of importance to mine ventilation. Price et al [1973] in cooperation with personnel of the former U.S. Bureau of Mines developed finite difference models to estimate methane emission in mines in the Pocahontas No. 3 and Pittsburg seams using a premining pressure of 4.69 MPa (680 psi) and Darcy's law implying laminar flow. However, the effects of stress were not taken into account. In this regard, mine measurements of permeability are usually based on Darcy?s law [Peide 1990]. Early models of gas flow with stress effects were one-dimensional in space and time (x,t) and were developed with the goal of estimating the gas pressure profile from the face into the seam as time passed [Schlanger and Paterson 1987, Zou and Yu, 1999]. A zone of high permeability adjacent to the mining face was recognized in these early models. Later models based on the popular finite element method allowed two spatial dimensions (x,y) and variation in time (t) and for coal seam heterogeneity [Tang et al, 2002]. Zhu et al [2007] formulated a set of nonlinear equations involving a complicated stress-pressure-permeability relationship for application to coal seam gas flow and concluded the coupling was important but failure of coal should also be considered. Wold et al [2008] used a hybrid finite difference - finite element model interleaved with a reservoir simulation model to study outbursts based on extensive mine and laboratory measurements. An important feature of the modeling was the use of spatially variable material properties and Monte Carlo simulation to obtain quantitative estimates of outburst conditions and probabilities. Connell [2009] used the same reservoir simulation model as Wold but used the popular finite difference code FLAC3D for hydro-mechanical responses to evaluate two permeability relationships, one depending on porosity and the other on stress, and concluded that permeability changes with gas production were more complex than computed by either permeability model. Gadde [2010] in an integrated laboratory and field study of coal pillar strength explored the effect of spatial variability and concluded that design based on average strength was acceptable in some circumstances, although gas pressure was not an issue. Liu et al [2011] also applied a FLAC code to analyze two-dimensional gas flow and deformation of layered but homogeneous strata in a Chinese coal mine using a strain-softening model and concluded that damage and gas pressure were important to strata safety relative to the case without gas.

The U.S. Bureau of Mines assessed mineral resources of the BLM Malheur-Jordan Resource Areas (MJRAs) in southeastern Oregon in 1993 and 1994. The study relied heavily on acquiring and analyzing existing data. In order to efficiently handle and analyze a large quantity of data, a minerals information management program, informally called MINFO, was developed as a frontend for three databases created to store basic information gathered during the minerals resource assessment. The MINFO program will also provide the BLM with a method of tracking and updating minerals information in the future because program modules in MINFO allow the addition of new data and the correction of errors, creation of print files, transfer of data to other database formats, exportation of data to other software packages, and creation of AutoCAD script files to be used in conjunction with AutoCAD to produce maps. The report specifically identifies significant past and present mineral exploration and development activities and possible areas of future mineral exploration and development. These areas are informally designated as areas of development interest or ADIs. The report contains a scenario of what mineral development might reasonably occur in the foreseeable future if the BLM does not substantially change its present resource management plan, and it shows the possible socioeconomic impacts of that development. The uncertainty of the political and economic situation makes it extremely challenging for the USBM to accurately predict a reasonably foreseeable development scenario. The reasonably foreseeable development (RFD) scenario developed by the USBM for the BLM indicates short-term RFD of minerals should have a negligible socioeconomic impact, and longer-term RFD of minerals should have a slight socioeconomic impact on the MJRAs. The mining industry is facing a rapidly changing business and regulatory environment in Oregon. Several signal changes have occurred recently, including State regulations that require significant bonding prior to the startup of "chemical process" mining, an initiative by a special interest group to stop all chemical process gold mining within the State, and an opinion by the Oregon Attorney General (AG) banning all forms of placer mining without exemption. In the AG opinion, not even gold panning is allowed, and the prohibition applies to mining claims on Federal lands. The State legislature may amend the statute to allow small scale placer mining to occur, as was allowed under an AG opinion issued in 1982. These and other changes occurring at the local, State, and National levels are making it more challenging for the mining industry to operate in the United States. Several epithermal gold properties in the MJRAs attracted the mining industry's interest. Only the Grassy Mountain Project of Newmont Grassy Mountain Corporation may be developed in the next few years. It is probable that at least two other properties will be developed if Grassy Mountain is successful. Mining companies are waiting to see the effect recently promulgated State mining regulations and more stringent proposed regulations, particularly bonding regulations, may have on Grassy Mountain. Resources of bentonite, diatomite, and zeolite are abundant. The almost Ubiquitous stone, sand and gravel, and semiprecious gemstone resources also were examined. Little environmental or socioeconomic impact is expected from reasonably foreseeable development of these mineral resources.

The principal function of the Bell limestone mine, of the American Lime & Stone Co., at Bellefonte, Pa., is to supply raw material to the company's modern rotary kiln plant at Bellefonte. Because mining costs are naturally higher than many open quarries with more favorably lying strata, it cannot compete, except to a limited extent, in the markets for road material and fluxing stone. In the broad sense, mining does have an advantage over the average open quarry when the end products are designed for and controlled by process and final inspection for the exacting demands of the industrial and chemical markets. Approximately 80 per cent of the output of the Bell mine is sold in the industrial and chemical markets. And as higher standards are set each year for construction and agricultural work, the remainder of the mine output goes to these two classes. Mining produces more fines than open quarries, and these fines are difficult to market; on the other hand, owing to absence of contaminating clay and impure rock, a greater percentage of the output of a mine is marketable. Because of the great production of fines, rotary kilns for lime burning are necessary when the stone must be mined. In 1921 the American Lime & Stone Co. operated 19 quarries and 72 lime shaft kilns spread over an area of 40 miles between Bellefonte and Altoona, Pa. At that time the lime-production capacity of the 72 kilns amounted to approximately 700 tons per day. After 15 years the company operates three rotary kilns and six shaft kilns, with a combined output of approximately 500 tons of lime per day, concentrated in its single Bellefonte plant (Fig. 1). Its only stone-producing plants are now the limestone mine at Bellefonte and a construction-stone open quarry at Union Furnace, near Tyrone, Pennsylvania. Since the middle of 1922, the management of the American Lime R. Stone Co. has been under the direction and ownership of the Warner Company, of Philadelphia. The contemplated use of dichloro-difluorco methane in domestic and commercial refrigerating appliances and in air-conditioning equipment for public buildings and possibly homes, brims attention to the health hazards involved in a wide potential exposure of the public to vapors of another new product, and for the first time to vapors of an organic fluorino compound. The objective in the development of this new refrigerant, however, has been the mitigation of health and explosion hazards in automatic refrigeration, and accordingly these factors have been given primary attention. Early in the development, the Bureau of Mines as requested to make a laboratory study of the toxicity and potential hazard, and it was ca the oasis of the results is of this work and the results of a preliminary investigation made in another laboratory6 that the compound has been selected for commercial use. The investigation conducted by the Bureau of Mines is still in progress, enough information has been obtained to indicate the order of the toxicity and the magnitude of the health hazards involved in the use of dichloro-difluoro methane as a refrigerant. "PRACTICAL SAMPLING TECHNIQUESIt is important to achieve reliability when sampling heterogeneous materials where there is a difference in composition, and non random distribution of the constituent particles. "Comparable transaction analysis is the best known of the market approaches to valuation of exploration-stage mineral properties. The analysis of option and farm-in agreements can also provide useful guidance to valuators. While such approaches can be distorted by incomplete analysis, market-based methods are capable of providing consistent, credible results when carried out carefully with due consideration paid to all factors which buyers and sellers consider when dealing in the real market. IntroductionMineral properties without defined resources present one of the most challenging tasks to the mineral valuator. This paper will concentrate on market-based approaches to valuation of such properties. Other authors at MM2000 presented papers on cost and income approaches. Sorentino (2000) also provides a useful overview with some provacative commentary on methods.Market based-approaches are based on the principle of substitution and include such techniques as: comparable transaction analysis (sometimes referred to as sales comparison analysis); farm-in commitment (or option agreement) analysis; rules-of-thumb; and comparable market value analysis.Are there any valuation standards available to assist the valuator? In Canada there are none that apply to the valuation of mineral assets or securities. This problem is being addressed, at least in part, by the CIMVal Committee of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM)1. Further, the recently established Canadian Association of Mineral Valuators will be giving consideration to the adoption of valuation standards."

The continuous miner training system provides classroom materials training aids, and a continuous miner simulator to provide a short, intensive instruction and skills development program for training or retraining continuous miner operators. This project included refinement of training objectives, revision of training aids, improvements to the simulator, and evaluation of the entire system. This report describes the revised classroom materials and the validation of the training system.

Collaboration between education providers is the key to long-term sustainability and improved quality in mining education. The mining industry is now, more than ever, an industry doing business on a global basis. Staff are recruited by global mining companies in many different countries and can find themselves deployed anywhere in the world. The mining engineer of tomorrow must be willing to take on this international challenge, and must be educated to a level where he or she has a comprehensive grounding in technical aspects of mining engineering, but also a well-founded appreciation of management, social, environmental and cultural issues which may be encountered around the world. In order to deliver such an education, academic providers must collaborate at both a national and international level. This paper provides an overview of progress that has been made in Australia through the national joint venture ? Mining Education Australia (MEA). Supported by the mining industry in Australia, through the Minerals Council of Australia (MCA), MEA has now been operational since 2007 and is seeing the development of a range of innovative courses and delivery methods, together with a high level of staff co-operation across the country. MEA has also now commenced some international teaching initiatives which are seen as a catalyst for a far greater degree of international collaboration in the future. Such activity is not only to the benefit of the students who are taught by experts from around the world, but it also ensures that individual university programs remain viable in terms of staffing numbers and financial performance. The paper also presents some statistics on recent upward trends in mining engineering student numbers from around the world, in response to the global shortage of mining engineers.

This paper documents the relationship between material handling and processing coete compared to blasting cost. The old adage, "The cheapest crushing is done in the pit", appears accurate in this c!ase study. Comparison of the accumulated cost of: powder, selected wear materials and electricity; indicate a strong. inverse correlation with powder factor (lbe powder/long ton of rock). In this case, the increased powder cost is more than offset by electrical savings alone.

The mines and prospects in the vicinity of Landlocked Bay, 25 miles southwest of Valdez, Alaska (fig. 1), were examined, mapped, and sampled in July and August 1955 as part of a comprehensive investigation by the Bureau of Mines of ore deposits adjacent to Prince William Sound. The purpose of the investigation is to establish and record the location, nature, extent, and metallurgical characteristics of copper and associated metallization in the Prince William Sound district and to indicate, if possible, those areas in which additional exploration and development may be justified. Of particular interest are the possibly numerous deposits of massive iron sulfides that were neglected during early mining operations. These deposits may constitute important reserves of sulfur and iron. At Landlocked Bay deposits of copper-bearing iron sulfide minerals have been mined or partly explored through mine workings, which are in a zone about 1 mile wide along the western side of a large overthrust fault known as the Landlock Overthrust. Eight of the principal mines along this zone were examined end sampled. Although only three of the mines have a recorded production of shipping-grade copper ore, all have deposits of copper-bearing iron sulfide minerals that are similar in occurrence. The deposits occur as lenticular masses and disseminations of chalcopyrite, pyrite, and pyrrhotite which replace crushed rock or fill cavities along shear zones in greenstones and in sedimentary rocks that are exposed between sea level and an altitude of 2,500 feet. These lenticular masses of sulfide minerals range in size from small pods to ore bodies that have been stoped to maximum widths of 9 feet, strike lengths up to 70 feet, and dip lengths as much as 350 feet. Where accessible for sampling,, the copper content of the deposits ranged from a few hundredths of a percent to over S percent; zinc, gold, and silver are present in negligible amounts. Flotation tests of a sample composited to represent typical mine-run ore indicate that 81 percent of the copper is recoverable in a product assaying 28 percent copper at a concentration ratio of 17.5 : 1. INTRODUCTION Statistical records indicate that approximately 110,000 tons of metallic copper (about 16 percent of total Alaskan production) was produced from mines adjacent to Prince William Sound during the 40-year period ended in 1938. Although the principal production was from a large-scale mining and milling operation on Latouche Island (Kennecott Copper Corp., Beatson mine), a substantial amount of the total copper was derived from direct-shipping ores selectively mined or hand-sorted from numerous other deposits in the district. No production has been made since 1938; many of the claims have long been abandoned, and mine workings are either caved or deteriorating rapidly.

In 1976 the Pitjantjatjara Council was established under the Associations Incorporation Act 1985 (SA), for the initial purpose of organising and bringing together three similar Indigenous groups. These members of the Pitjantjatjara Council of Central Australia were demanding land rights and to legally protect their traditional lands. The Land Rights movement was more focused on the South Australian Government that became more receptive to the general notion that Aboriginal freehold land could be attainable.For almost five years, Pitjantjatjara CouncilÆs intense negotiations took place with the Dunstan and Tonkin Governments culminating in the final passage of legislation by 1981. A bi-partisan approach by Government and opposition applauded by all South Australians for its mature and socially responsible actions, in line with the Aboriginal Land Rights (Northern Territory) Act 1976 (Cth). Despite the similarities between South Australian and the Northern Territory Land Rights legislation, there still remains one obvious distinction. In the Northern Territory case, its legislation established æLand CouncilsÆ as statutory authorities that are responsible for the management and use of designated Aboriginal lands. On the other hand, South Australian legislation fails to include any reference to æLand CouncilsÆ as defined in the Northern Territory Act. The intention of establishing such æLand CouncilsÆ in the Northern Territory was, and is to provide legal, anthropological and other expect advisers that respond to the wishes and opinions of Traditional Aboriginal Owners. Negotiations between mining companies and Land Councils, will, after the granting of mining leases, monies are then transferred to those Councils being a percentage of royalty entitlements. While the Pitjantjatjara Land Rights Act 1981 (SA) (Act) does provide royalty arrangements to Anangu Pitjantjatjara (AP), a body corporate pursuant to the Act as a Landholding Body (and not as a æLand CouncilÆ), it does not provide any royalty payments for the legal and anthropological services by the Pitjantjatjara Council for providing essentially similar services as the Northern Territory Land Councils. The limited services by AP do provide complimentary services from other organisations û including the Pitjantjatjara Council. There are approximately 4000 Anangu members who reside on AP Lands and more than 1000 other Anangu members live near AP Lands in Western Australia and the Northern Territory. These people are defined as APÆs æTraditional OwnersÆ by virtue of their affiliation to portions of AP Lands. As a result, the depth and understanding of spiritual beliefs and customs are strongly present as it relates to the whole of the Lands. Most of these members reside at permanent communities that spread unevenly about the northern and south-western parts of AP Lands. In addition, there are numerous æHomelandsÆ where families and extended families have establish homes, with electricity and water supplies on those Traditional Lands (see Appendix 1 and 2 of this paper depicting the map showing AP Lands and also showing stunning photographs taken during late last year). All roads and airstrips are unsealed between communities and Homelands and the essential services to all communities are limited and costly to provide, and require continuous upgrading. Capital expenditure on infrastructure is sorely needed and alarming levels of unemployment is of serious concern. Tjilpi (older) Anangu members have continually discuss the urgency to provide employment and education for the future of their children and grandchildren while balancing the needs of maintaining cultural and spiritual considerations. It is thus a growing realisation by many Traditional Owners that long-term benefits occur as a result of exploration and production of oil or minerals. There are promising results from Primary Industry and Resources of South AustraliaÆs (PIRSA) Aero-magnetic Surveys on the Musgrave and Mann Ranges and soon to be completed surveys of the remaining southern half of AP Lands (see Appendix 3). PIRSA and mining companies û such as Rio Tinto Exploration Pty Ltd and Delta Gold NL û have been more conscious of the necessity for improving the dissemination of information to Traditional Owners and to AP members. With recent findings of large nickel deposits just over the border in Western Australia, there is a strong indication that discoveries may occur on AP Lands as similar geological information is present on the east Musgrave Block. Consequently there are concerted efforts by the legal and anthropological services of the Pitjantjatjara Council to arrange Workshops and Summit meeting to give extra information û particularly information concerning the true effect of large-scale mining operations û to members to properly consider these proposals. Pitjantjatjara Council will play a major role in any decisions effecting Traditional Owners and AP, and will ensure orderly and professional services when dealing with legal, cultural and sensitive matters. This paper addresses the historical and current relationship between Pitjantjatjara Council and AP, with an emphasis on mining operations on AP Lands. It argues that future economic and social development on AP Lands hinge predominantly on the legal recognition of the Pitjantjatjara Council for its ongoing role, responsibilities and protection afforded to AP and its Traditional Owners.

With the decline in fine diamond production from the Argyle mine in Australia, there is a greater emphasis on efficiently treating the finer size fractions through a DMS circuit. Although it is generally well understood that smaller diameter cyclones are more appropriate for this application, practical results do not necessarily meet this expectation. In this paper the operational performance of particular sized cyclones throughout the group was compared. Based on the results there is evidence that under certain practical operating conditions, small cyclones are not necessarily best for fine size particle treatment, particularly given the production pressures faced by all mines. However, there seems to be considerable merit in using larger sized cyclones, which tend to exhibit less performance variability, irrespective of operation conditions.
