Project delivery strategies are determined by project context, business case requirements, scale of project, market conditions, ownerÆs capability and preference, contractorÆs experience, resource and skill availability, project location and type of project or facility.Successful project management requires the setting of coherent, effective and realistic business objectives and success criteria. The management team needs to lead, prioritise, resource, align, plan, track and communicate the processes that enable the realisation of these business objectives and success criteria.For any given project there is a unique balance between selection of a simple project delivery strategy that minimises interfaces and a complex strategy that necessarily engages the use of expertise and experience from numerous parties. The right balance for a project between these "book-end cases" is a function of how the project owner or managing contractor defines its objectives and chooses to manage risk, cost, schedule and project quality, in the context of the conditions affecting the project.Selection of an effective project delivery strategy requires a detailed appreciation of the range of external and internal environmental / shaping factors which influence the project. These factors include the project constraints imposed by the business, market or operational environments and the selection of an effective mix of primary (head contract), secondary (mix of vertical and horizontal packages) and tertiary (type of individual contract) strategies. The selection of the primary, secondary and tertiary strategies also shapes the project, the size and responsibilities of the ownerÆs team and the framework for delivery of outcomes.How does an owner or prime contractor decide? What is the optimum for a given project? Those with operations management backgrounds will have different views to those with project and construction management backgrounds.Is the simplest practical approach the best approach? Each and every interface needs to be managed.The owner will want a very experienced team that is engaged directly with the owner. The team will have a track record of successfully performing projects using contractors skilled in their respective disciplines and selected using competitive tendering on brilliantly designed scopes of work and good contract terms, with a fully defined project scope and appropriate schedule, for which all significant risks have been addressed and no scope changes are outstanding. Budget and schedule will be expected to have been developed with a full understanding of the scope, situation, risk management requirements etc.The problem is that these conditions rarely exist. The challenge in selection of a project delivery strategy is to resolve how best to address the inadequacies between the ideal case and the present reality. High-expansion foam was applied to the flames of six fuels burning in a 1-foot-diameter tray. The flames of three hydrocarbon fuels were more readily extinguished than the flames of methanol, acetone, or unsymmetrical dimethyl hydrazine. The result is rationalized on the basis that heat transfer from flame to fuel surface is primarily radiative with the hydrocarbons and more largely convective with the nonhydrocarbons. INTRODUCTION Equipment for producing high-expansion foams has been developed by the Bureau of Mines to control coal mine fires.5 Recently such equipment has been redesigned for portability and has now been produced commercially for other fire-fighting applications. In May 1961, a 50-by 50-foot gasoline fire was extinguished within 2 minutes by a trailer-mounted foam unit that produced 12,000 cu.ft./min. of high-expansion (1,000:1) foam.6

Remote methane detection State and federal regulations require frequent measurements to verify that safe methane levels are maintained in underground coal mines. Ventilation control is the primary means of maintaining safe methane levels. In the immediate face area, where the highest methane levels occur, methane measurements are required every 20 minutes during active mining. To perform these measurements, temporary roof supports must be erected. This allows a miner to reach the face. There a hand-held methanometer is used to make the measurements. This procedure is time consuming and potentially hazardous. To facilitate the measuring process and reduce the miner's exposure to roof falls, the US Bureau of Mines has developed a prototype optical device. It can measure methane remotely from distances up to 12 m (40 ft). The device uses two infrared signals, reflected from the coal face, rib, or roof. One signal is absorbed by the methane, the other is not. The ratio of the two signals determines the average methane concentration in the face area. The prototype detector has also been successfully tested at the Lake Lynn, PA Laboratory. Instantaneous responses were obtained for methane in the ventilation airflow and for methane layered near the roof. Conventional methanometers required from five to 25 seconds to respond to the methane in the ventilation airflow. They did not respond to methane in the roof layer. Ignition suppression system The incidence has increased of fractional spark ignition at the mine face. One reason is the advent of mechanical mining. Another is the more difficult ventilation conditions associated with deeper and more extensive underground workings. To cope with the problem of frictional ignition, the Bureau of Mines initiated research to develop a system that would provide rapid detection of incipient methane-air ignition. Then, rapid dispersion of a quenching agent would ensure that the methane flame was extinguished while it was still relatively small. This concept was successfully demonstrated by suppressing explosions in the Bureau's Bruceton, PA experimental mine. But the bulkiness of the early storage-dispersal system proved impractical to retrofit onto face equipment. In a cooperative effort by the Bureau and the Mine Safety and Health Administration, a more compact system has been developed and is being tested. The Indian Standards code of practice for design and construction of underreamed piles contains provision for installing such piles in expasive soils. In recent years, a large amount of research work has been carried out in the analysis, design, construction and performance of underreamed piles in expansive soils. This paper suggests that the results of this research field tests should be included in the code. Various additions and modifications as well as deletions that should be incorporated in the code are discussed.

This report is volume 7 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design. Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation," and ventilation. This volume of the final report describes the Rail Haulage subsystem of the Master Design Simulator. This subsystem can be used as a free standing model or can be linked to the Production subsystem to provide rail haulage capability. Complex rail haulage systems can be realistically simulated with this model. This report includes complete instructions for operating the subsystem as well as a program listing. In addition, a case study is included which illustrates the application of the subsystem when linked to the production subsystem.

"The energy output of an explosive is typically calculated using an equation of state and computerapplications. Results are reported as weight and bulk strength, either in absolute terms or relative toANFO. The effect of the equation of state selected and the assumptions regarding the energy calculation are considered and interpreted for the purpose of blast design. It appears that variations in the heat of detonation which result from the selection of the equation of state and parameters associated with it are not sufficient to significantly affect blast patterns, explosive consumption and costs. However variations stemming from the use of “available energy” associated with a cut-off pressure are significant, suggesting in many cases large pattern expansions. The validity of the various approaches is discussed and blast design results based on the energy calculated by the different approaches are presented and evaluated."

A method is presented for creating realistic numerical models for practical coal mine ground control. The method includes procedures to collect the necessary mechanical input parameters from a geologic core log, procedures to set up a model and procedures to interpret calculation results. The input parameters come from a detailed geologic core log and extensive point load tests of estimate rock layer strength. A suite of material property input parameters is proposed which allow the user to go from core log to numerical model inputs. Rock bolt anchorage properties are also linked to the material properties of each geologic layer in the model. Following this procedure leads to very realistic calculations of the rock failure process and rock support system behavior. These calculations in turn enable realistic comparison of the effectiveness of alternative rock support systems.

The use of virtual reality (VR) technologies to train miners is an evolving area in research and development. In July 2006, representatives of 14 international organizations met to discuss current VR-related efforts and explore ways to employ VR in the future. This paper gives an overview of the various approaches presented at the meeting and discusses directions for future implementation. An example of a training package that teaches mine map-reading skills is presented. The meeting was the first step to building collaborations for furthering VR applications for mining. Planning has begun for a 2008 meeting open to broader participation.

A review is presented of the furnace cooling system design and operating developments since the initial furnace start-up in January 2001 of the Chambishi DC-arc furnace to produce ferrocobalt alloy. The furnace operating conditions present a number of challenges to the furnace designers and operators, in particular, to provide a sustainable lining that can withstand the highly corrosive siliceous slag (roughly 50% SiO2). This is exacerbated by the dual requirement of operating this slag in a relatively highly superheated state (?T ?400°C when tapped at 1550°C) to ensure that the ferroalloy can be tapped (estimated 1370°C alloy liquidus temperature) prior to atomization. The core design challenge occurs at the alloy-slag interface, where a single refractory type cannot simultaneously meet the dual requirement of both adequate alloy and slag corrosion compatibility. Progression by the fourth furnace campaign to involve a retrofit of the bath sidewall to HATCH high-intensity, water-cooled, copper Waffle coolers and tap blocks is described. This involves operation of the entire slag bath, the slag-alloy interface and a portion of the alloy within a more chemically compatible refractory/slag (and possibly at times even an alloy) freeze-lining. Due to the high furnace power density employed (up to 500 kW/m2 hearth area), coupled with the large slag superheat needed, the resulting imposed peak bath sidewall heat fluxes are substantial, especially in the alloy (typically averaging 170 kW/m2), and on occasion have exceeded 1000 kW/m2. The performance of the HATCH Copper Waffle coolers under such aggressive process pyrometallurgical conditions is described. Aspects of the design and especially operating strategies to effect sustained production at up to 38 MW power input are also discussed.

The bioleaching of sulfide minerals involves a ferric attack of the mineral with the role of the micro-organisms being the oxidation of the ferrous-iron back to the ferric form, and the oxidation of sulfur, either via thiosulfate or polysulfides, to sulfate. The kinetics of bacterial ferrous-iron oxidation and the chemical ferric leach kinetics of sulfide minerals can both be described as functions of the ferric/ferrous-iron ratio. The independently determined bacterial ferrous-iron oxidation and chemical ferric-iron leaching kinetics have been successfully used to predict continuous bioleaching operations.

The trail blaster is faced with a wide range of workrelated challenges, not the least being the work setting itself. It is usually remote, being anywhere from 5 to 30 or more miles (8 to 50 km) from any road. It may be in mountains, high rock desert, or coastal rain forest, and can range from sea level to over 12,000 feet (3700 m) in elevation. The blaster may be part of a 2-person clearing crew, a 4-person maintenance crew, or a 10-person construction crew. The crew will usually be mobile, moving and working up to 10 miles (16 km) or more per day, relying mostly on their own backpacks to move camp, tools and supplies from site to site. Periodic resupply may be by helicopter, aird rop, or even “sherpa” groups, but most often will be by packstrings of horses and mules. The crew goes into the backcountry a n y w h e re from two weeks to three months at a time, and while there, its members “live the job” 24 hours a day, enjoying baking heat, torrential rain or mid-July s n o w s t o rms along with the truly glorious weather that c o m p e n s a t e s . So who is this blaster? Well, “he” may be she, since some of the top trail blasters are women. He/she will also be more than a blaster: Crews are small, so experienced members must be capable of handling the full range of trail work. Thus this blaster is also a driller, and usually also a bucker, snag faller, rigger, dry-stone mason, log and timber carpenter, bridge builder, mule p a c k e r, small-engine mechanic and, not least, camp cook capable of putting out a hot meal from a campfire , in a downpour, in the dark. Being in remote locations, often without reliable communication to the outside world, trail crews enjoy a remarkable degree of independence from “supervision.” With that comes the responsibility to make sound decisions which expedite the work, while promoting crew safety and welfare .

The ongoing Overpeck Valley Parallel Sewer Project of Bergen County Utilities Authority (BCUA), New Jersey, is a US $65 million CSO improvement program to meet a State DEP consent order by 2010. One major program component includes a total of 1.8 km (1.2 mile) long, 1,800 mm (72 in) diameter reinforced concrete pipe (RCP) installed by a Herrenknecht AVND1800AB MTBM. The alignment includes drives through 850 m (2,788 ft) of extremely soft glaciolacustrine varved clay, 980 m (3,214 ft) of loose to medium dense mixed soils containing silty sands, gravels, and boulders, and crosses under the New Jersey Turnpike, US Highway Route 46, and a CSX Railroad Intermodal Yard and a branch mainline. Two types of MTBM cutterheads are being used, one configured for the weak varved clay, and one for the mixed soil conditions. The MTBM is also equipped with a double-steering system consisting of a standard front steering joint and a second trailing steering joint to assist grade control should adequate steering not be achieved by the front primary steering in extremely weak soil conditions. This paper discusses the significant engineering aspects and challenges related to site settings, ground characterization, key MTBM features and performance, and required ground treatment.

As in many other industries, such as construction and agriculture, overhead electric power lines are a serious hazard at mining and mining-related operations. Even when excluding injuries that occur during electrical maintenance work, over one fourth of electrical fatalities in the mining industry are due to accidental overhead line contacts, and for each fatality nearly two serious non-fatal injuries occur due to such contacts. In incidents involving high-reaching mobile equipment, many of the victims touched the equipment after the fact, unaware that the machine frame had become energized by the line contact. MSHA data for accidents involving overhead power line contacts in the mining industry between 1980 and 1997 reveal that in 57% of the cases personnel were unaware of the accidental line contact until after one or more workers touched the equipment or a hoisted load and were injured. The situation is similar in the construction industry, where according to the National Institute for Occupational Safety and Health (NIOSH) data at least 20% of such victims are unaware of the line contact. This suggests that a device that alerts workers when a power line has been contacted could help prevent many of these injuries. Such a device would not prevent power line contacts, yet if widely employed could yield a significant reduction in the number of resulting injuries. Researchers at the NIOSH Pittsburgh Research Laboratory are attempting to develop such a device. The approach being investigated is based on measuring electric current flow to ground through a machine during a line contact. The specific technique being tested involves the diversion of some part of this current through a shunt cable mounted on board the machine, to provide a point at which to install a current sensor. Experiments thus far indicate that this approach is feasible. Ongoing research is better defining electric current flow through mobile equipment, refining techniques for measuring this current, and identifying factors that could limit the effectiveness of the proposed alarm.

Keywords: Furnace, decommissioning, care and maintenance, re-start, funding, nickel Bindura Nickel Corporation (BNC) operates two nickel mines, and treats concentrates from these mines as well as toll concentrates from the region around its Bindura Smelter and Refinery (BSR) complex. At the smelter, concentrates of at least 5% nickel content are blended and dried to 4% moisture in a coal-fired rotary kiln. Matte smelting of concentrate is carried out in a six-in-line electric arc furnace, where the furnace slag is granulated and discarded. Furnace matte is transferred via ladles into Peirce-Smith converters, where, after granulation, a leach alloy containing 68%Ni, 20%Cu, and 6%S is produced. Converter slag is recycled via the matte-smelting furnace. The onset of the global economic recession towards the end of 2008 resulted in a collapse of metal prices, worsening the local situation that was already marred by unfavourable macro-economic conditions in Zimbabwe. As a result, BNC mines were put on care and maintenance in November 2008, followed by Bindura Smelter and Refinery in February and March 2009 respectively. The business environment has since changed, and BNC is getting ready to re-start the plant. This paper describes the decommissioning of the Bindura furnace, asset preservation during the care and maintenance programme in the past two years, and preparation for starting up of the Bindura smelter in the near future.

When zinc is electrowon from concentrates or residues of high manganese content, the zinc sulphate electrolyte may contain high levels of manganese. The manganese level is usually controlled by removal of manganese at the anode as the dioxide during the zinc electrodeposition stage.By increasing the temperature of an electrolyte containing 8 gll manganese from 35°C to 90°C, decreasing the acidity from 100 gll to 30 gll, reducing the current density from 432.A.m-2 t6 286 A.m-2 and using new lead anodes containing over 0·75 per cent silver, the current efficiency for manganese dioxide removal was .increased from less than 1 per cent to over 20 per cent.At the same time the current efficiency for zinc deposition was maintained above 90 per cent by additions of high molecular weight cationic polyacrylamides to the cell. By utilization of these conditions in a small number of cells, the manganese level in the circuit could be economically concrolled to any desired level.With these conditions the formation of the dioxide changes from an indirect route, via Mn04-, to a direct oxidation of Mn2+ to Mn02.The incorporation of impurities such as Pb, K, NH4, Cu, Ni, or Fe makes the deposit unsatisfactory for direct use in Zn - Mn02 dry cells. The deposit structure changes from cryptomelane at low temperature to y3-Mn02 at high temperature.

"The National Safety Competition conducted by the Bureau of Mines, United States Department of the Interior for the promotion of safety in mines and quarries, has just been closed for seventeenth consecutive year. Enrollment covered more plants than in any previous contest. Moreover, a larger volume of employment was represented than in the contests of previous years, and several new plants were enrolled for the first time. Six safety trophies are awarded annually in these competitions one to the leading plant in each of six groups. An anthracite, mine in Pennsylvania, a bituminous-coal mine in West Virginia, a metal mine in Tennessee, a nonmetal mine in Virginia an open-cut mine in Minnesota, and a quarry in Alabama won the 1941 trophies.To be eligible to win a trophy, a mine or quarry must have had at least least 25 men working under ground or in the pit for not loss than 100 days. The number of man-hours worked must total 30,000 or more. Mines or quarries having no accidents during the year are rated according to the number of man-hours worked. If there are no plants with accident-free records, the mines and quarries in each of the six groups are rated according to their accident-severity rates; the plant having, the lowest rate is declared the winner.The Sentinls of safety trophies presented to the winning mines and quarries in the six groups were donated by the Explosives Engineer magazine to promote safety in the mineral industry. They are held by the winning companies for 1 year or until won by other mines and quarries."

A large number of experiments have been carried out by many workers on the recrystallization of deformed and subsequently annealed metals and alloys. Although observations on single crystals are of great importance in the study of the recrystallization textures of deformed and annealed metals, very little of this work deals with material in this form.Since, in deformed metals, the stress concentration is greatest at the grain boundaries and along the planes of slipping, it is to be expected that recrystallization will start in these regions. For example, in polycrystalline aluminium (1),:1: (2), copper (3), a-iron (4) and brass (5), (6), which had been deformed by cold-rolling, drawing, pressing or stretching and then annealed, the new grains first appeared in the boundaries of the original crystals, whilst in the case of cupronickel (7) and iron (8), recrystallization commenced along the slip planes of the deformed material. Deformed and annealed single crystals of aluminium (9) and cadmium (10) first start to recrystallize along slip planes and in deformation twins.The present work deals with the process of recrystallization of single crystals of lead after deformatjon by creep.Two factors enter into these experiments that were not met with in other work on this subject. Humankind's interest in measurement of human physical strength probably dates to the first humans. At that time, life was truly a struggle in which the fittest survived. To a great extent, fittest meant strongest. Interestingly, current interest in human physical strength in the workplace stems from 1970-1980s vintage research demonstrating that persons with adequate physical strength are less likely to be injured on physically demanding jobs. Survival in many modem workplaces may still be a case of survival of the strongest. There is, however, a flip side to this issue - that persons with limited strength are more likely to be injured on "hard" jobs. To address this problem, we can apply what we know about physical strength to job design. "Hard" jobs can be redesigned to be within the physical strength capability of most people. Since physical strength is important to these jobs, we must find ways to quantify it through testing. This publication concerns human physical strength testing. Its purpose is not to recommend any particular type of testing, but rather to describe the types of testing available and their uses. It is up to each individual user of strength testing to decide which testing technique is most appropriate for his or her particular application. This booklet discusses four types of strength testing: isometric, isoinertial, psychophysical, and isokinetic.

This is the fourth in a series of coal technology reviews being prepared. in accordance with a recommendation voted by the Coal Division C.I.M. in session at the Jubilee Meeting, Vancouver, 1948, that the Department of Mines and Resources be requested to arrange for publication by the proper Government authority of a Quarterly Review of Coal Technology for distribution among those concerned in the production and use of coal in Canada. Copies of the first review, which appeared in the November, 1948, BULLETIN, pp. 612-614, of the second review in the June, 1949, BULLETIN, pp. 272-275, and of the third review in April, 1950, BUL-LETIN, pp. 1,9?3-196 (also, respectively, in Transactions, Vol. LI, 1948, pp. 262-264 Vol. LU, 1949, pp. 117-120, and Vol: LIU, 1950, pp. 133-136), were distributed by the Dominion Coal Board and are still available on request. In this review, the first in the series in the field of combustion, development and trends during the period approximately from World War II to the present time are described and therefore the presentation is general. Later reviews will particularize developments in relation to the range of coals available in Canada.-ED. INTRODUCTION THE utilization of coal in heat and power producing equipment has become of paramount importance to the coal industry in maintaining stable and profitable markets. In the past, the chief concern was with mining, transportation, and overall supply problems, but modern conditions demand interest in and knowledge of all phases of the product, from coal in situ to its ultimate disappearance in the form of products of combustion.
