Input-output analysis is a major branch of quantitative economics, and is used to analyse the flow of goods and services between production sectors in a national economy. Its purpose is to determine the relative value-adding capacity of each sector. The model has also, in recent years, found increasing use in assessing the environmental and ecological impact of development projects. It has, however, never been applied to individual production facilities, such as large mines, which themselves have complex economic structures, through which there is a flow of goods and services. Conventional cost and accounting systems, as used on mines, treat production sectors as separate cost centres, and do not determine the inter-relationships between them. This can lead to incorrect conclusions on the relative value of sectors and their impact on the total economic performance of the facility. This paper explains the basic principles of input-output analysis, and presents an example of its application to a simplistic model of a mine, which is used in the absence of any real data. The paper concludes that, by forcing definition of the value adding function of each sector, input output analysis will facilitate control of inputs, or costs. This will result in optimal application of resources and exploitation of ore reserves. The authors realise the model needs to be tested on an operating mine, and hope this paper will result in an opportunity to do so. This report presents the results of a program to improve, using existing and proven technology, unstable highwall conditions through better blasting practices in Appalachian strip coal mines. Better borehole blasting agent distribution and optimization of burden, spacing, and delay periods allowing satisfactory breakage with minimal backbreak were the objectives. At a selected field site, geologic conditions were closely examined with regard to joint orientation and spacing, and resulting slope stability considerations. A test series of eight blasts was completed and the resultant highwall monitored by repetitive photography. The study of drilling and blasting economics along with equipment performance led to an economic model of blast parameters and the identification of blast design cost benefits. The work demonstrated that small strip mining companies' are able to achieve a more stable highwall excavation utilizing presently available technology, equipment, and explosive products at improved operational cost and safety.

"IntroductionLaboratory and industrial grinding tests have shown that the process of size reduction of metal containing ores can be significantly influenced by chemicals added to the slurry being ground.,The terms grinding aid or grinding additive refer to a substance which, when mixed into the mill contents, causes an increase in the rate of size reduction. The increased rate can be used to grind a higher feed rate to the desired product size or it can be used to produce a finer product size at a fixed rate. Whether the use of a grinding aid is justified in any given situation depends on the cost of the substance versus the improvement of output or product quality obtained with its use.A wide variety of grinding additive mechanisms have been suggested in the general mining literature (1,2,3,4,5,6,7). The prevention of particle agglomeration, slurry cushioning of grinding media impact, grinding media coating, changing the strength of macro porous rocks, and chemical adsorption on flaw surfaces to change bonding forces and surface energy have all been suggested. More recently, some grinding additive work has been carried out (8,9,10,11) which suggests that the use of efficient chemicals to control the fluidity of dense slurries is a viable economic approach to achieve improved grinding rates. These increased grinding rates are achieved with no increase in power to the grinding mills and apparently with no increase in media consumption costs. Unlike much of the previous work with grinding additives, this recent work is accompanied by a rather complete engineering characterization and prediction of performance capability. The chemicals involved were chosen so as to efficiently control the viscosities of slurries under conditions of high shear yet not adversely affecting flotation, flocculation, and other downstream surface chemistry operations."

A mining engineer from South Africa, whose research has taken him to some of the world?s deepest gold mines, is the winner of the St Andrews Prize. Daniel Limpitlaw, 27, picked up a cheque for $25,000 for his dissertation on reversing the damage done by early mining technology, which he claims is partly responsible for blighting the urban environment in many South African cities. Launched in October 1998 by the University of St Andrews and international energy company Conoco, the St Andrews Prize sought practical solutions to environmental problems. It attracted interest from 450 individuals and groups from countries as diverse as China, Pakistan, Canada, New Zealand, Germany, the UK and the United States.

Mineral processing models have been discussed for many years but it was not until digital computers became available about 1960 that serious attempts at circuit simulation could be carried out. Even then the work was primarily academic until PCs could be used by engineers in plants and design offices in the mid-1980s. Since then simulation has moved quickly and it is now at the point that most processes can be simulated reasonably accurately for purposes of design and optimization. There are still some significant deficiencies, notably in dry grinding and separation, and in the chemical interactions in flotation. Future work will involve: ?improvements of existing models ?dynamic simulation for automatic control and, in particular ,for training which is a weak link ?using advanced simulation models to predict liberation and separation from data acquired from SEM-based liberation analysers. Eventually mineral processes models will be part of total simulation systems which will incorporate mining and downstream processes including all environmental impacts.

"The estimate and control of sampling errors is essential for all mining operations, especially when dealing with strategic materials, such as niobium. This paper is based on a traditional quality assurance and quality control technique used to confirm mineralised intersection zones, and proposes the validation of sampling data using diamond drill twin holes, in order to evaluate and improve the quality of the current data set. The geological model of the niobium mine – located in Araxá, Minas Gerais, Brazil – was built including 77 diamond drill holes of a sampling campaign carried out during the 1970s. There are few records about the collection and preparation procedures of these past samples, making it difficult to estimate the errors associated with their analytical results. Therefore, 11 twin drill holes were drilled to compare their samples against the samples from the 1970s drilling campaign. The new hole locations were chosen as near as possible to the old holes location. The JORC Code, 2012 edition, relates the use of twin holes as a good sampling technique to assess sampling and assay data. Three parameters were considered to validate the 1970s drill hole campaign by the twin drill hole campaign: the difference of the coordinates between the paired holes the difference among the positions of the geological contacts to validate the geologic description the difference between the paired samples grades was calculated to validate the analytical results.The analysis of the grade range variation between sample pairs was based on three techniques: geostatistical interpretation of vertical semivariogram to obtain the nugget effect calculation of the relative difference between duplicates calculation of the error associated with the sampling protocol established according to Pierre Gy’s Theory of Sampling.The results were satisfactory for hole coordinates; however, the ore content showed a high deviation, although this divergence can be explained by the nugget effect. For the lithological intervals, the new results contributed to an effective identification of variations among lithologies, ie brown weathered ore and saprolite. Paper written on project work carried out in partial fulfilment of Phd. (Process Engineering) degree* The recovery of cobalt and copper from waste slag was studied in a plasma DC-arc furnace in reducing conditions. Three fluxes, CaO,CaF2, and TiO2, were investigated for their influence on selective recovery of cobalt into an iron-rich alloy. A further investigation on the influence of furnace power on the reduction of slag to recover cobalt to the alloy showed that a change in power setting had an unexpected effect on the recovery of metals to the alloy, in that selectivity of base metal recovery over iron recovery decreased at an increased power level. "Scanning electron microscopy coupled with energy dispersive X-ray spectroscopy (SEM–EDX), and Time of flight secondary ion mass spectroscopy (TOF-SIMS)were used to analyze pyrochlore grains from Niobec froth flotation plant. Samples from the mill feed, pyrochlore rougher feed, pyrochlore rougher concentrate, and tail were analyzed in order to identify a potential relationship between pyrochlore matrix composition and selective separation. SEM-EDX analyses indicate that pyrochlore grains with high Fe content appear to be less recoverable than those with a lower Fe content and that the flotation response is related to matrix Fe rather than Fe occurring as inclusions. TOF-SIMS was used to analyse the surface of high Fe and low Fe pyrochlore, in order to identify a potential relationship between pyrochlore matrix composition and the related effect on cationic collector adsorption (tallow diamine). Surface analyses of pyrochlore from a conditioning test show that species indicative of the collector favour the surface of Fe poor pyrochlore relative to the Fe rich variety. The results from the conditioning test illustrate a negative relationship between collector loading and the presence of Fe and related oxidation species. This study identifies the link between pyrochlore matrix Fe content and, the presence of surface oxidation products, to collector loading. Poor Fe rich pyrochlore recovery noted in the Niobec froth flotation plant may be partially explained by this mechanism.INTRODUCTIONPyrochlore, the most abundant niobium containing mineral (Perrault and Manker, 1981) is economically recovered in Brazil, China, and Canada (Niobec) (Kouptsidis et al., 2008). Since 1974 Niobec has been extracting niobium from the St-Honorécarbonatite deposit. Niobec is the only operating Nb extraction facility in North American and one of the three major world producers of ferroniobium (Dufresne and Goyette, 2004; Belzile, 2009).Flotation is the preferred and most cost-effective method for pyrochlore recovery (Burks, 1958; Shapolov and Polkin, 1958; Zakharov et al., 1967; Razvozzhaev and Nikiforov, 1972; Bogdanov et al., 1973; Abeidu, 1974; Raby and Desrochers, 1975; Wilson, 1979; Biss and Nadeau, 1982; Biss, 1985). With the aim of optimising the flotation process for the Niobec ore, numerous experiments were performed on the influence of surfactants and type of water to optimise pyrochlore recovery and grade during flotation (Gomez et al., 1987; Rao et al., 1988; Dufresne and Goyette, 2004; Belzile, 2009)."

Phase I of these studies demonstrated the feasibility of measuring the efficiency and capacity of sorbents in tube-type samplers for contaminant gases. This was accomplished by measuring concentration at various points along the length of the diffusion path during sampling. Concentrations were measured by removing small aliquots with gas-tight syringes and gas chromatography. With hexane as the gas and activated charcoal as the sorbent the procedure was quite successful and we proceeded with Phase II of the study; this involved application of the principle to gases of importance in diesel exhaust using a variety of sorbents. When we worked with high concentrations of the test gas we clearly demonstrated the differences in both efficiency and capacity of the sorbents for each of several gases. The chief drawbacks of the system were that we were unsuccessful in determining more toxic gases at realistic occupational exposure levels or determining formaldehyde at any level using the flame ionization detector. It was concluded that, although the method is feasible, more sensitive methods of measuring concentrations of gas in the tube must be developed to make the procedure applicable to regions of chief industrial hygiene interest.

In recent years there has been an increased focus on corporate governance matters worldwide. The duties and responsibilities of directors of companies have come under close scrutiny, with shareholders increasing their demands for greater responsibility and accountability. Media attention and pressure groups have also had their effect. Governmental actions have supported these demands and directors have witnessed sweeping legislative changes imposing more onerous duties and liabilities than formerly imposed upon them at common law and in terms of the Companies Act. At the same time, the power of regulatory bodies has been increased to enforce this legislation and make someone pay to remedy an alleged infringement. Breach of such duties may incur personal or criminal liability, or both. Environmental protection legislation has become a particularly prevalent feature in this regard, and the number and complexity of statutes concerning the environment have increased over the past few years. Directors of South African companies will be familiar with relevant acts such as the National Environmental Management Act 107 of 1998; Conservation of Agricultural Resources Act 43 of 1983;Hazardous Substances Act 15 of 1973, as well as the National Water Act 36 of 1998. Now the directors of mining companies are faced with the Mineral and Petroleum Resources Development Act 28 of 2002.

Problems resulting from underground mines in three inactive mining districts in Colorado were investigated. The purpose was to determine how these problems could be reduced or eliminated in new closings -- essentially by benefitting from lessons of the past. Mines in Leadville, Westcliffe and the Cripple Creek-Victor districts were evaluated. Two basic types of problems were found to exist in the districts: environmental degradation and hazardous conditions. Environmental problems result largely from acid and toxic drainage from the runes and from leaching of surface waste rock piles and mill tailings impoundment. The acid drainage contributes high levels of metals to streams and deposits sediment in the stream bottoms. Erosion of waste piles is a lesser problem. Hazardous conditions from open or improperly sealed mine shafts and adits, mine subsidence pits, and from deteriorating and unsafe surface structures are common to the three districts. These problems become worse with the ravages of time and vandalism. Engineering solutions which would correct or reduce many of these problems are presented. These recommendations should also be applied to new mine closures, however, more basic changes are needed to effectively implement improved mine closures. The changes must take place in the areas of legislation, mining practices and education. Legislated regulations should realistically reflect the needs of both the mine operators, protection of the environment and the best interest of the general public. Benefits should be provided for compliance with regulations instead of penalties being assessed for noncompliance. Hazardous conditions and environmental problems associated with mines can be alleviated through improved mine design and effective cloning procedures. Education should provide an appreciation by the general public of past and present problems facing mine operators. This will result in an improved mining climate which, in turn, will insure a continuing supply of minerals to meet increasing needs.

In this study, a combination of cathodic arc physical vapor deposition (PVD) and molten salt electrolysis methods were used to obtain ZrB2 layers on AISI 304 grade stainless steel surface. Prior to boriding, steel surface was coated with metallic zirconium via cathodic arc PVD method and then the zirconium coated steel was borided by molten salt electrolysis. Well adherent, dense, ZrB2 layers are formed on the substrates. The thickness of the ZrB2 layer showed dependence on the thickness of the metallic Zr coating layer and the time of boriding. During the boriding process the alloying elements of the substrate also took part in the coating structure depending on their diffusion characteristics.

The basic objective of this project was to determine the permeability of coal fracture systems as a function of effective stress. The detailed steps in accomplishing this objective are given in Article I of the contract under which the work was conducted as follows: Sec. 1.1 The objective shall be to determine the permeability of the coal fracture system as a function of effective stress. At least three bituminous coals shall be studied and at least five samples of each coal shall be tested. The sample size shall be as large as possible to be representative of coal found in the seam; a minimum of four inches is preferred.

No minerals have been produced from the McGraw Creek RARE II area. During the 1982 U.S. Bureau of Mines study, there were no active mines in the area. Limestone occurrences (fig. 1, no. 2), four copper prospects (fig. 1, no. 1, 4, 5, 6), and a prospect with no significant mineral values (fig. 1, no. 3) were examined. A moderate potential for high-calcium limestone resources was estimated between ocurrences within the study area near McGraw and Spring Creeks (fig. 1, no. 2). There is low potential for copper resources at the Argenta Prospect (fig. 1., no. 1) in the study area, and the McDougall Prospect adjacent to the area.

"Selbaie is located northwest of Joutel, in what is known as the fourth east-west volcanic sediment group in northwestern Quebec. The main metals produced are copper and zinc, with important contents of both silver and gold. Production comes from an open pit mine on the A-I zone and from two underground mines on the B zone and the A-2 zone. Each mine gave rise to important capital investment programs for construction and mine development, all of which were managed and staffed with company-hired, non-union personnel. Production from all sources now exceeds 7000 tonnes per day, with a workforce of540 regular employees. Of particular interest technically is the high recovery of B zone reserves underneath 40 m of overburden cover, the low-cost capital development of the A-2 zone, the computerized control of open pit mining, and the successful copper-zinc separation of the A-1 zone ore. Due to the low grades of the mineral deposits, efficiency in all aspects of the production process, is essential to the success of the operation.LocationThe Selbaie Mine is located 82 km northwest of the locality of Joutel in northwestern Quebec (Fig. 1). Access to the mine is by an all-weather road, 32 km of which is paved. A second road access to the site is via La Sarre, 134km to the southwest. Employee access, materials transport and haulage of copper and zinc concentrates take place over both of these roads."

By now the term AFMAG has been fairly well introduced to the mining industry. Several papers have been presented and published concerning AFMAG (references 1 and 2). However, the term AFMAG remains rather new to the industry, and the exact place which AFMAG occupies in the minerals exploration field is still somewhat uncertain in the minds of many who may have use for this new and interesting method of electromagnetic exploration for conductive minerals. It is the purpose of this paper to again review the basic theory of the AFMAG system, to describe and - illustrate the equipment and data presentation as used in aerial surveying, and to provide some idea of the cost and nature of airborne AFMAG surveys. This paper is primarily of a general descriptive nature and presents AFMAG theory in a schematic rather than mathematical form; emphasis is placed on the equipment, the present method of data presentation and survey operations, since it is believed that such, information will now generally best serve to inform the mining industry of the characteristics of the AFMAG system.

The Minataur? Process (Mintek Alternative Technology for Au Refining) is a novel route for the production of high-purity gold using solvent extraction. Following the successful demonstration of the process on a pilot-plant scale, a full-scale 24 t/a production plant has been commissioned at Harmony Gold Mine in Virginia, Free State. The commercial implementation of this process represents not only a significant advance in gold-refining technology, but may be instrumental in initiating important changes in the legislation regulating the marketing of gold in South Africa. Gold of either 99.99% or 99.999% purity can be produced from intermediate process products having a wide range of gold contents. The process comprises oxidative leaching of the solid feed, followed by selective solvent extraction of the gold from the leach liquor to reject impurities, and precipitation of high-purity gold powder. This paper outlines the process, presents selected results of two pilot-plant trials in which 5 kg/d of high-purity gold was produced from silver-refining anode slime and gold-electrowinning cathode sludge, and provides some details of the cost benefits.

In July 1982 the Committee on Underground Coal Mine Safety completed its study of safety in U.S. underground coal mines; the results of the study were published in the National Research Council report entitled Toward Safer Underground Coal Mines. One of the findings of this study was: THERE IS A STRONG CORRELATION BETWEEN MINE SIZE AND FATAL INJURIES. THE FATALITY RATE IN MINES WITH 50 OR FEWER EMPLOYEES IS NEARLY THREE TIMES THAT OF LARGE MINES (WITH OVER 250 EMPLOYEES), AND ABOUT TWICE THAT OF INTERMEDIATE-SIZED MINES (WITH 51-250 EMPLOYEES). Although the Committee explored possible reasons for the higher fatality rate in the smaller mines, it was not able to explain this phenomenon fully. Therefore the Bureau of mines requested that the Committee undertake a supplementary study of fatalities in small underground coal mines. The Committee met in the fall of 1982, discussed the problem, developed an approach to it, approved a program of statistical analyses, and authorized a panel of four committee members to explore the problem in greater depth. The panel, in turn, reviewed the results of the statistical analyses and met with the president of the National Independent Coal Operators Association and with several owners of small underground coal mines for a detailed discussion of the unique problems of small mines. Panel members examined 66 individual fatality reports prepared by Mine Safety and Health Administration (MSHA) inspectors who investigated fatal accidents that occurred in small underground coal mines in 1979 and 1980. This report is the result of those studies, analyses, and deliberations. The first draft was prepared by the panel, but the report has been reviewed and approved by the entire Committee.

The principle activities of the Explosives Research Laboratory from July 1, 1961 to June 30, 1962, are described briefly in part 1. Part 2 gives short abstracts of publications that appeared during fiscal year 1962; in general, the research reported in these publications antedates the report period. Part 3 gives the results of an investigation which, although too limited to warrant separate publication, merits presentation in some detail because of current interest in ammonium nitrate-fuel oil compositions.

PRODUCTION of cesium, cesium salts, and rubidium salts in the United States declined somewhat from 1961 levels; rubidium production was virtually unchanged. Imports of pollucite declined because consumption was supplied partially out of inventory. Domestic Production.-About 50 tons of pollucite was reported mined at the Tin Mountain mine in the Black Hills of South Dakota. The Dow Chemical Co., Midland, Mich., MSA Research Corp., Callery, Pa., and Penn Rare Metals, Inc., Revere, Pa., produced a total of 159 pounds of cesium. Rubidium production remained essentially the same as in 1961. Shipments of the two metals by these companies and by American Potash & Chemical Corp., Trona, Calif., totaled 279 pounds. Production of cesium and rubidium salts by American Potash & Chemical Corp., Penn Rare Metals, Inc., and Rocky Mountain Research, Inc., Denver, Colo., declined substantially during 1962.
