It is a pleasure to submit to the National Critical Materials Council (Council) some of my thoughts concerning the important tasks which lie before you. It long has been my belief that America's economic health and national security may depend to a substantial degree on whether we have available to us an adequate supply of critical and strategic materials at reasonable cost. To the extent the Council can contribute to the identification and implementation of wise public policies which facilitate the achievement of that goal, we and our children should be grateful. Even before assuming office, President Reagan warned of the danger of undue dependence on imported materials essential to the Nation's defense and economic well-being. After his election, he appointed a transition task force on strategic and critical materials, and he later directed the Cabinet Council on Natural Resources and Environment to prepare .a National Materials and Minerals Program Plan and Report to Congress, which he forwarded to the Congress in April 1982. In 1984, my predecessor, Secretary Clark, established the National Strategic Materials and Minerals Program Advisory Committee, popularly known as the "Mott Committee" because of its distinguished chairman, retired Admiral William C. Mott.

AN ADEQUATE, dependable, and continuing supply of raw materials is indispensable to tile the United States and its industries in meeting the needs of an expanding Population, a rising standard of living, and the national security. The primary responsibility for appraising the status of the country's mineral supply and for making appropriate recommendations within the executive branch and to the Congress has been pinned in the U.S. Department of the Interior. In fulfilling its role of governmental responsibility for raw-material supplies and their efficient utilization, the Bureau of Mines has analyzed the factors in current and future mineral supplies and demands and has developed 87 statements for specific commodities that assess the national position and problems for these metals, minerals, and mineral fuels. These statements, which constitute the chapters of this volume, are based on lire assumption that nearly till production and consumption of materials in the United States are to be by private individuals and organizations, in accordance with the Nation's devotion to a private-enterprise economy.

Entering June, U. S. producer pricing of 99.5 percent unalloyed aluminum ingot was divided at 53-57 cents per pound. The Kaiser Aluminum and Chemical Corp. took the initiative and raised its June 1 ingot values by 4 cents to 57 cents. Consolidated Aluminum Corp. announced plans to increase ingot prices by 4.5 cents per pound to 57.5 cents per pound effective May 15. Dealers increased their May ingot quotes by 1.5-2 cents to 50-50.5 cents. CADMIUM While producers in the United States kept May cadmium at $2.25-$2.50, dealers increased their quotes by 15-30 cents to as high as $2.15.

Surprisingly, real gross national product (GNP) surged at a seasonally adjusted annual rate of 4.3% for the first quarter of 1987 according to preliminary estimates made by the Department of Commerce, the highest rate in 3 yr and significantly above the revised fourth quarter 1986 rate of 1.1% (table 1). The spurt, however, was caused by an unusual $59.5 billion rise in inventories, mostly cars and trucks, and there was little support from other sectors of the economy. Motor vehicle inventories rose as consumers continued to tighten their purse strings--consumer spending declined 0.4% for the second quarter in a row. Nonresidential and residential fixed investment and government purchases of goods and services were also down from the previous quarter. The increasing cost of energy was the major factor in the jump to 3.696 in the rate of inflation, as measured by the fixed-weighted price index for GNP, and rising inflation also helped put a damper on consumer spending. The underlying good news was that the trade deficit shrank for the second quarter in a row as imports declined at an annual rate of 11.1%. Also, profits in the manufacturing sector rose strongly in the fourth quarter, and for the first time in 9 quarters, the primary metal industries became profitable (table 1). If one discounts the anomalous inventory growth, the bottom line is that the economy continues to grow at close to the expected 2.5% level experienced over the past 2 yr. Of concern over the next several quarters, though, is the impact of the large over- hang of motor vehicles inventories on the economy. EMPLOYMENT The civilian unemployment rate declined to 6.636 in March after remaining at 6.7% for the previous 3 months. Employment continued to expand in February and March, although growth was significantly slower in March than in previous months. The manufacturing sector, however, lost 24,000 jobs in March after gaining 46,000 in February. Three-quarters of that gain came when striking workers at USX Corp. and Deere & CO. returned to their jobs. Employment in the manufacturing sectors of direct interest to the mineral industries has generally been increasing for at least the last quarter, while worker hours for these sectors have been on the upswing since April 1986 (figures 1 and 2).

The Aluminum Company of America (Alcoa) announced that the second unit at its experimental facility at Palestine, Tex. would begin production -in 1979, increasing the capacity of the facility to 30,000 tons per year. The plant uses an experimental process based on the electrolysis of aluminum chloride and reportedly uses 4 to 5 kilowatt hours per pound of aluminum produced, compared to an industry average of about 7 to 8 kilowatt hours per pound. Alcoa has reportedly signed a letter of intent with the Chinese government under which Alcoa will conduct feasibility studies on two new integrated aluminum projects and modernization of an existing aluminum plant. If the study results are favorable, Alcoa Engineers Inc. and the Import and Export Company of the Chinese Ministry of Metallurgical Industry could negotiate agreements to provide Alcoa technology and services for the projects.

"SUMMARYThe quality of Moose Creek coal is considered superior to that of any now being produced in the Matanuska field of Alaska. In rank it is classed as roar coking high-volatile B bituminous coal.At present the Moose -Creek mines are accessible from the Glenn highway by 6 miles of well-maintained gravel road. The nearest railroad loading point is Moose Creek siding; 7 miles by road from the Buffalo mine. Palmer, 12 miles south of Buffalo mine, is the nearest town. Anchorage is 50 miles south of Palmer by road and-railroad.Core drilling and trenching by the Bureau of Mines revealed 2,375,500 short tons of coal in the Buffalo series on the Buffalo Coal Co. leasehold. Of this, 514,200 tons is considered measured coal and 489,900 tons indicated coal. Existence of deeper beds over the same length increased the tonnage of coal of all categories to 3,279,300 tons. The property has an assumed life, of 16 to 22 years, depending on the number of beds mined, based on an output of 500 tons of coal a day and 100-percent recovery. Coal from some of the beds car be marketed without washing however, a washery is necessary if all beds are mined. Beds in the Buffalo series not mined in the ""first mining"" will be irrecoverable at any later date.The Bureau of Mines completed exploration of approximately one-third of the local coal-bearing areas during 1943. Knowledge gained from this work makes it possible to investigate the rest of the area by drilling an estimated additional 5,000 foot of hole."

This study gives an analysis of the copper system byproducts and discusses the identification and classification of byproduct metals and their supply systems. Arsenic, platinum-group metals, silver, gold, selenium, tellurium, molybdenum, rhenium, uranium, aluminum, magnesium, and byproduct copper, lead, and zinc from complex ores are covered. The report describes several metallurgical systems, the marginal and incremental products costs of byproduct subsystems, industry structure and organization, and the historical data on price, consumption, and supply. Supply curves are presented for about one-half of the byproduct metals studied. The study develops a conceptual framework for analysis by reviewing the present concepts of byproduct supply and the related price theory. It gives the sources of supply of the individual byproduct metals to indicate the importance of the byproduct supply to the total supply. Mills, smelters, and refineries processing byproduct materials for their metal content are identified by geographic location and company ownership, The study also includes information on the reserves-resource base supporting byproduct output, reserve estimates, and the demand aspects of each byproduct metal.

Wildcat strikes in the Appalachian coal fields, primarily in West Virginia, have resulted in an estimated 4.5 million ton loss in coal production during July and through the first week in August. Since then, the strike intensified further, and on August 9, nearly all of West Virginia's 60,000 miners were off the job with another 10,000 miners on strike in eastern Kentucky. The Bureau of Mines estimates that West Virginia's coal output is currently (8/9) eight million tons below last year when the state produced 108 million tons. West Virginia, the Nation's second largest coal producer of coal behind Kentucky, has not failed to mine over 100 million tons a year since 1938. At the end of the second week in August, nearly all coal miners in West Virginia remained out. The strike is a protest against a cutback in union health and retirement benefits. An announcement June 23 about the United Mine Worker's health and retirement fund precipitated the strike, Fund directors said that because of inflation and production losses caused by earlier wildcat strikes and the severe winter, miners would have to pay the first $250 of hospital costs and 40 percent of doctor bills, up to $500 a year. Previously, the funds paid all hospital and doctor bills. According to the West Virginia Coal Association each day of the strike in West Virginia results in a loss of coal production of 500,000 tons, a loss of $3.8 million in miners wages and $1 million in contributions to the UMWA's health and retirement fund.

Percussion drilling dates back to the hand operated star drill and hammer. Eventually steam and compressed air were substituted for muscle power and the mechanical percussion drill was born. From the hand held jack hammers, driving a forged steel bit into the rock, there evolved the jack leg, the rubber tired and crawler mounted drill carrier with automatic feed, increasing power and reducing man?s muscle requirements. Because the reaction of a blow on one end of a piece of steel has to be transmitted to the other end there is a limit to the depth or length of drill steel that can economically be used in out of the hole percussion devices. During the late 1800?s there is evidence that designers were attempting to put the percussion tool at the bottom of the hole, directly on the bit, in order to avoid the long drill steel which absorbed much of the blow, leaving little to be applied to the bit and the rock being drilled.

The value of processed materials of mineral origin was estimated to have exceeded $310 billion in 1990. U.S. raw nonfuel minerals mine production in 1990 was estimated at $33 billion, a 3.1 % increase over that of 1989. The value of minerals production increased in all but 3 of the last 30 years. The metals component of production value has fluctuated much more than the industrial minerals component. This reflects the greater volatility of metal prices. In 1990, total employment in metal mining continued the increase that began in 1987. This growth was partially offset by a slight decline in employment in industrial mineral mining, resulting in an overall in-crease of 1.1 % to 179,100 in 1990. Continuing high (by historical standards) metal prices led to expansions at some mines, as well as opening or reopening of additional mines, resulting in increased employment.

The U.S. Treasury stocks of silver have been reduced at such a rapid rate to meet industrial and coinage requirements that they face exhaustion in 3 or 4 years. Alleviation of the silver problem will require increasing supply or reducing demand. This paper examines possible long-range resource development and research programs and improved secondary recovery. The possible reduction or elimination of silver in coinage and development and introduction of substitutes in the arts and industry are also discussed.

Mineral economics interfaces the mineral sciences and engineering with finance and economics in the analysis of appropriate questions facing the minerals and energy industries. Its practitioners include those trained in the earth sciences; mining, petroleum, and geological engineering; metallurgy and mineral preparation; as well as finance, information systems, economics, and statistics-most usefully in one or more combinations. Allowing for some overlap, three general areas may be identified: evaluation, economic analysis, and resource appraisal. Evaluation begins with mine investment analysis (exemplified by Gentry and O'Neil, 1984) and process costing, for which the STRAMM Handbook (Anon., 1977) provides a well-known basis for mining and beneficiation. But it extends from property appraisal, often used for the determination of taxes and royalties, through the determination and comparison of transport costs (e.g., Richer and Soo, 1977), and to benefit/cost analyses of externalities. Economic analysis, the subject of this section, is displayed in rigor and extent both theoretically and as applied to commodity classes in Vogely (1985), but it is implicit though apparent throughout Lefond (1983). The text edited by Vogely places minerals in their aggregative context with economic growth and trade, proceeds to the theoretical analysis of minerals and their markets, analyzes the structure and performance of the major mineral sectors, and concludes with policy issues: fuel, nonfuel, and environmental. Resource appraisal employs quantitative methods for the estimation of mineral and energy resources. It moves through geologic, geophysical, and geochemical properties to the identification of estimation procedures for mineral endowment and for the economic measure of stocks and flows of specific minerals (Harris, 1984). A PERIOD of business depression and falling prices always raises questions as to the possible responsibility of the monetary or banking system. This is natural enough, for it is agreed that the supply of money or credit is a very important factor in modern business and in prices. However, it is far from being the only important factor. One of the chief merits of the gold standard is that under its workings the supply of currency and credit is regulated automatically to the masimun extent, in- stead of by the control of any arbitrary authority. The supply of new gold comes from the mines, and mining is free. It is distributed among the countries by the currents of trade and the play of economic forces, with the general result that the distribution tends to be in accordance with the economic development of the countries and their ability to use it or command it. Inasmuch as the accumulated stock of monetary gold is very large in comparison with the annual additions, the total avail- able supply changes but little from year to year, and it may be assumed that price-changes that are properly chargeable to gold will take place gradually rather than suddenly.

In October, the Aluminum Company of America restarted the fourth of seven pot-lines at its Point Comfort, Tex. primary aluminum smelter. The price of primary aluminum ingot, as quoted by American Metal Market, was increased from a range of 60.5 to 63.0 cents per pound at the end of September to a range of 66.0 to 66.5 cents per pound at the end of October. BERYLLIUM On October 15, Brush Wellman, Inc., of Cleveland, one of two U.S. producers of primary beryllium products, announced a planned $6 million expansion of its extraction plant at Delta, Utah, increasing the plant?s capacity to extract beryllium from bertrandite ore by 25%. Another $5 million will be spent on two mine expansion programs in Jaub and Millard Counties, Utah. Other mineral claims and 1 eases he 1 d by The Anaconda Company will be taken over by Brush Wellman through lease or purchase. This expansion, when completed in 1981, will decrease U.S. dependence on imported beryl ore.

The Particulate Mineralogy Unit has been established at the College Park, Maryland, Metallurgy Research Center. The Particulate Mineralogy Unit will have the responsibility within the Bureau of Mines for the characterization of particulate minerals which have potential for adverse environmental effects. The Unit will provide a focal point for identifying particulates in connection with environmental problems related to the activities of agencies such as OSHA, HEW, EPA, and MESA. The Particulate Mineralogy Unit is seeking to clarify the ambiguities surrounding the mineralogy of and terminology used for asbestiform minerals and other mineral particles. The Unit?s investigations of the morphology, composition, and structure of asbestiform minerals and their nonasbestos analogs have made its members recognized experts in this field. The information which it develops on the characterization of asbestos and other particulate mineral forms such as silica should provide a technically rational basis for decisions by regulatory agencies. A general survey of the mineral industries of the Black Hills is being made by the Bureau or Mines, but this report is confined to the tin deposits of that region. Because of the strategic importance of tin in a national emergency, special attention was given in the field to deposits of this metal. The present paper outlines the procedure that would be required for determining the potentialities of the most promising deposits as emergency sources of tin and gives estimates of the cost of sampling and rehabilitating some of the old tin mines. Tin mining in the Black Hill was quiescent in 1938. Tin occurs in two areas inn the region. The deposits have received considerable attention, and since 1884 numerous articles have been written about them. It is estimated that between 7 and 15 million dollars has been spent in promotion expenses, acquiring claims, development work, and equipment; production, has totaled about 160 long tons of metallic tin worth about $95,000.3/

"Nickel is an essential metal in stainless steel, armor plate, and nickel steels and also in nonferrous alleys, such as monel metal and cupre-nickel, which are used in marine service. Nickel is one of the metals that must be greatly restricted in civilian use to provide the amounts needed for our War program. Consequently, it is desirable to investigate every possible substitute.The 5-cent coin no z in use contains 2.3 percent nickel. At the end of 1941, about 450 tons of nickel was being consumed annually to produce these coins. If the nickel used for that purpose in 9141 had been diverted to military use, 15,000 tons of armor plate could have been produced. As nickel is vitally needed for military as well as essential civilian products, it would seem desirable to substitute some other alloy for the 25 percent nickel alloy now being used. The Bureau of Mines has been asked to suggest possible substitutes.The substitute should have physical properties similar to the alloy now being used. It should have a metallic appearance and ring and a reasonably white color, so to be distinguishable from the present 1-cent coin. It should also be reasonably resistant to corrosion."

Real2 gross national product (GNP) grew at a seasonally adjusted annual rate of 1.3% in the fourth quarter and at 2.5% for all of 1986, according to the most recent Department of Commerce estimates table 1). The 1986 GNP growth was the lowest since the recession in 1982, and was slightly below the estimate published in the last issue of Minerals and Materials. Barriers to greater economic growth in 1986 included the Federal budget deficit, the trade deficit, reduced energy-sector investment because of low oil prices, and uncertainty over changes in the Federal tax code.3 Major sectors of the economy responsible for the fourth-quarter growth included real Government purchases of goods and services, up $19.9 billion from the third-quarter level; real net exports, up $12.2 billion; real residential investment, up $3.0 billion; and nonresidential fixed investment, up $1.5 billion. The increase in Government purchases of goods and services was attributed to the S25.1 billion rise in net purchases of farm products by the Commodity Credit Corp-oration. Real personal consumption expenditures and inventory investment declined, however. Personal consumption expenditures declined primarily because of reduced motor vehicle purchases. Despite only modest growth during the fourth quarter, the economy improved significantly because of the narrowing of the trade deficit and growing employment (table 2) while maintaining low unemployment and inflation rates. Business sounded an optimistic note, with planned increases in current-dollar capital spending of 0.9% for 1987 compared with a 1.7% decrease in 1986. While it is primarily the nonmanufacturing industries that expect to increase investment from 1986 levels, some manufacturing industries are increasing investment by significant percentages as well, notably the steelmaking and nonferrous metals industries (table 3).
