This paper explains the politics of mine nationalization in contemporary South Africa. Nationalization and privatization typically occur in the oil, mineral resources, and state utilities sectors, and they tend to follow one another in a long-term cyclical pattern. The paper explains why the current international environment has encouraged demands for nationalization and other forms of ?resource nationalism? in the South African minerals sector. It goes on to describe how the resurgence of resource nationalism has been influenced by internal factional politics in the African National Congress. It concludes that nationalization is unlikely to be the outcome of current policy deliberations within the ANC.

The utilization of diaphragm wall construction in Hong Kong began in 1974 with the construction of the New World Center, the first diaphragm wall job built in the British Colony. That landmark job of which I am presenting a few slides and a schematic description, embodied all of the difficulties and problems which are encountered in the difficult geology of Hong Kong. A small rocky island in the South China Sea, Hong Kong provides one of the finest natural harbors in the world. It is its splendid harbor, coupled with the enterprising attitude of the Hong Kong Chinese and the laissez-fair attitude of the British government which has resulted in the explosive growth of this speck of land soon to revert to the political control of mainland China.

In preparing this paper, the writer hopes to achieve two main objects. Firstly, an indication of the desirable features of coke from the viewpoint of a blast furnace operator should be of assistance and value to those connected with coal and coke research, coal mining, the manufacture of coke and the production of iron. Secondly, it is hoped that the conclusions and opinions expressed herein, which are known to be of a controversial nature, will promote some discussion and thought. In this way, other workers may see fit to contribute and enlarge our general knowledge of Australian coke and its behaviour in blast furnaces.Those properties of coke that are considered to be of importance to blast furnace operation will be examined. Although broadly speaking, the composition and characteristics of coke are inherent in the coals used, any special features of coal preparation and carbonization that affect the resultant coke will be discussed. An attempt will also be made to indicate the effect on blast furnace operation of significant irregularities in these properties.THE FUNCTION OF COKE IN A BLAST FURNACECoke has four important functions in a blast furnace:1. To reduce the oxides of iron and other elements to metal and to provide the carbon absorbed by the iron.2. To supply the necessary heat for the process.3. "The risk management objective of the AMIRA Code of Practice for Metal Accounting has seldom been systematically investigated in the literature up to the authors’ knowledge. Risk is defined in the Australian Standard on Risk Management (AS/NZS 4360:2004), as “the chance of something happening that will have an impact on objectives”. The simplified economic analysis performed in this paper has lead to define “something happening” as measurement non-representativity and “impact on objectives” as NSR loss from the optimal NSR. This has pinpointed a missing link being the establishment of a relation between NSR in flotation plants and measurement representativity. The proposed framework, referred to as the total cost of representativity, answers the previously unanswered question of how much accuracy/reproducibility is fit for purpose in a given flotation plant. Authors readily acknowledge that it is way easier to assess the cost of accuracy/reproducibility than the cost of inaccuracy/irreproducibility. However, this exercise not only answers previously unanswered questions but also establishes an essential link with operational excellence. This paper exposes why such operational excellence could neither be attained nor proved without a state of the art metal accounting system. This should impact not only how metal accounting systems are audited/designed/refactored, but also how flotation plants are designed.IntroductionBecause representative metal accounting is a vital source of information for the financial accounts of a mining/metallurgical company, the need for a code on metal accounting was recognized in 2001 and a team was formed in 2003, under the sponsorship of several major mining houses, to produce such a code. An innovative retaining wall design consisting of tangent drilled shafts with supplementary seal piles was used to limit continuing bank erosion along the Brazos River in Southeast Texas. The riverbank erosion had progressed to where it was threatening the stability of both the bridge abutment and corresponding approach embankment of the heavily travelled Highway 99 bridge at this location. A tangent pile design was selected because it was both much faster to install and more cost effective than a secant pile system. The design included both 5.5-ft and 10-ft diameter shafts with depths up to 130-ft and comprised both anchored and cantilevered sections. Supplementary seal shafts were also installed between the structural tangent drilled shafts to help plug any gaps between the tangent shafts. The plumbness and diameter of the shafts were tested using a sonic caliper to make sure the shafts were installed within the specified tolerance. The initial design had to be revised when a record flood from Hurricane Harvey impacted the site during construction. Introduction The Fort Bend Grand Parkway Toll Road Authority (Owner) needed to protect the north bridge abutment with a retaining wall system due to rapidly eroding conditions of the Brazos River banks within the 300- feet-right-of-way of the State Highway 99 Jodie Stavinoha Bridge. The extent of the local scour and erosion along the north bank of the Brazos River has caused concern for the structural integrity of the bridge. The magnitude of the erosion along the north bank at the location of the bridge has been measured at about 120 feet over three recent hydrologic flood events locally referred to as Memorial Day 2015, Memorial Day 2016, and Tax Day 2016. During construction, a new record flood level occurred due to Hurricane Harvey in August of 2017 that resulted in a portion of the retaining wall needing to be redesigned due to even more erosion occurring. The Brazos River is an actively eroding and meandering alluvial river plain that naturally meanders and migrates over time. The processes of bank erosion and meander migration were ongoing before the bridge was constructed and will continue in the future. These recurring major flood events, however, rapidly increased the rate of erosion in just a few years. Background. Due to the need to protect the bridge as soon as possible, the Owner selected a project team consisting of the designer, general contractor and specialty deep foundation contractor prior to final design to work together in developing a cost-effective design that could be implemented rapidly. The project team initially considered both a secant pile and tangent pile retaining wall system using drilled shafts. After reviewing various alternative designs, a tangent pile wall with seal piles was selected based on both cost effectiveness and speed of installation. The tangent pile with seal pile option was approximately 20 percent lower in cost and 50 percent faster to install.

Ergonomics is the scientific discipline concerned with the understanding of interactions among humans and other elements of a system, and the profession that applies theory, principles, data and methods to design in order to optimize human well-being and overall system performance. Despite the fact that the application of ergonomics principles can make a major contribution to the management of significant occupational safety and health risks, ergonomics is currently applied on a limited scale in the South African mining industry. The objective of this paper is to provide a perspective of ergonomics, the main aim being to create a point of departure for the development of strategic objectives to enhance existing health and safety initiatives through the application of sound ergonomics principles. Two of the major consequences of poor ergonomics, namely work-related musculoskeletal disorders and worker fatigue, and possible means of introducing ergonomics into the South African mining industry, are discussed.

[This is the sixth in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative Agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of tines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935.-36.3/ The present report cover brands of gasoline represented by 1,490 samples plus thus: from the Pacific Coat, which ;sere averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were submitted. In some areas reports were received from 8 to 10 companies on the same brands of gasoline, Whereas in other areas only one Company reported on a brand. Thus, it can be seen that soma of the data are more representative than others. The inclusion of data from several cities within some of the districts has improved the report by reducing the number of brands reported by only one company. Severe changes have been made in the districts. A new district, Memphis, Tenn., has been formed to include Arkansas any western Tennessee. The Rocky Mountain area, have been divided into three sections. Salt Lake City and Denver form the Middle Rocky Mountain district; Laramie, Wyo., Idaho, Montana, and. Spokane, Wash., are included in the North Rocky Mountain district, and Arizona, New Mexico , and El Paso, Tex., have been combined to represent the South Rock Mountain district. The Cleveland district has been expanded to include Ohio ant. Indiana. Eastern Pennsylvania, Maryland, and northern Virginia are included in the Washington (D. C.) district. A number of novel solutions have been proposed in recent years as alternatives to props and tie-backs in deep excavation support e.g. Adekunte (2008), Deschamps et. al. (2008), Adekunte et al. (2010) and Adekunte (2014). A number of these non-standard restraining solutions involve the construction of permanent or temporary vertical or raking buttress piles that are rigidly connected to the excavation support wall at regular intervals along the wall run. This paper chiefly focuses on the design and construction of twin-vertical buttress piles as restraining systems behind or in front of embedded retaining walls. The system essentially relies on the push-pull mechanism that develops between the twin piles, to maintain the overall stability of the excavation support. The paper’s main areas of concentration include; finite element modelling, geostructural design, construction procedure, instrumentation and monitoring that are associated with the application of twin- buttress pile systems. These are supported with project details of three recently completed high-end luxurious residential developments in Greater London, England, on which the twin-buttress pile system was used to restrain the excavation support walls for the basements on the sites. The mode of application of the system varies across the three sites. While the system was adopted as a long term solution behind the retaining wall on one of the sites, it was designed and constructed for temporary use in front of the retaining walls on the other two sites. Instrumentation and monitoring results from all the sites show the non-traditional system to be safe and effective, whilst having significant beneficial effects on construction programme, sequence of works and project cost.

INTRODUCTION Countries that are currently developing their mineral potential have unique information systems requirements to support these activities. The mining laws usually grant the State considerable authority over the process. In many instances, the mining laws give a government agency the responsibility for granting and controlling exploration permits and development concessions. This is the case in Costa Rica. The Direcion of Geologia, Minas, y Hidrocarburos (DGMH) of the Ministerio de Industria, Energia y Minas (MIEM) is responsible for the management and operation of the National Mining Register. This paper describes the results of two studies of the information system requirements to support the National Mining Registry as well as those supporting some of the other function of the DGMH. The first of the studies reviewed the situation before the installation of computer equipment. The second study evaluated the installed systems. BACKGROUND Historical Perspective Mining in Costa Rica is at present a relatively minor part of the economy. It consists primarily of industrial minerals and gold production. Gold production is largely by small-scale miners and may be more substantial than reported. There is considerable interest on the part of the Government in both having a better understanding of the existing mining industry and promoting future development. Mining law was first provided by the Ordinanza de Mineral (of 1830). This was replaced by the first Mining Code of 1953. Apparently, one of the first problems caused by the 1953 law was the granting of concessions which were not worked. A 1968 agreement with ALCOA also resulted in political conflict. The Government worked on a new Mining Code for many years and in 1982 the current Mining Code was enacted. Draft implementing regulations were prepared in April 1984. Mining Code of 1982 The Mining Code of 1982 addresses most aspects of mining in Costa Rica including the declaration that all mineral resources are to be the property of the State. The State may grant exploration permits and exploitation permits. The exploitation of hydrocarbons, radioactive minerals and certain water resources was reserved to the state. The DGMH was given authority to settle placer claim disputes, maintain a registry of exploration permits, and exploitation concessions. and generally supervise mining activity. Towards this, the Mining Code of 1982 includes rather detailed requirements for the processing of application for permits and concessions. Mining Code Application Requirements The following briefly describes the requirements to give the reader a feeling for the complexity of the process. Currently, over 1,000 active applications, exploration permits and exploitation concessions are being monitored under the process. The number remains relatively consistent in that the number of new applications is usually about the same as the applications that are put aside. The time and date of the filing must be certified by the DGMH. The application must include all the information specified in the Mining Code. If incomplete, DGMH must notify the applicant of the deficiencies or omissions and direct that the applicant correct the deficiencies or omissions within 8 business days (a single 30 business-day extension is allowable). If the applicant does not respond as directed, the application is deemed as not having been filed and the pertinent information is placed in the files. The DGMH must reject the application outright and direct it be placed in the files in the following cases: (a). If the new application covers the area of a previous permit or concession, either being processed or already granted.

The Dirtlow Rake vein deposit, which is up to 12 m thick, contains a range of paragenetically linked replacement mineralisation styles typical of many Mississippi Valley-type deposit environments. The main ore zone lies within the solution collapse breccia domes, the more southerly of which has recently been well exposed, allowing its relationship to the associated mineral-hosting structures to be studied. The domes were largely formed during early silicification, propagated by dissolution collapse and infilled by subsequent fluorite-barite mineralisation. The location of pipes and pervasive replacement was also controlled by early silicification. Structurally controlled bow tie shears were formed as a result of fluid access at fracture-bedding plane intersections. The nature and distribution of the mineralisation styles indicate that the degree of fluid access, residence time of solutions in contact with the wallrock and susceptibility of the limestone to silicification each played a major role in dictating mineralisation

THE Yallourn chimney has aroused interest, as it is, for the time being, the tallest structural erection in Australia. Its height was not decided on, however, with the object of breaking records, but is purely incidental to the purpose which it serves. Theboiler plant at the briquetting works (first instalment) consists of five Babcock and Wilcox land-type water-tube boilers, each of 4510 sq ft. heating su:r£ace and 225 sq. ft. grate area in the form of step grates. Four boilers will normally produce 73,000 lb. of steam per hour at a gauge pressure of 265 lb. and a temperature of 6500 F., the fifth boiler being a reserve. Each boiler will consume about 100 tons of Yallourn coal per 24 hours. Provision is made for future installation of economizers, should it be found desirable. Designing for this condition, and allowing for a waste gas temperature of 3500 F. and an air temperature exceeding 1000 it was found necessary to have a draft of about 1.3 in. (water gauge) at the base of the chimney, and to deal with about 2000 cub. ft. of gases per second. Estimates were made of the cost of providing the necessary draught by means of fans and by means of a tall chill).ney. The annual charges of the two methods differed only slightly, and the tall chimney wasselected as being the more general practice in briquetting factories.Estimates were prepared for brick and concrete chiIlllleys. Yallourn bricks at that time were hand-made, and, while very suitable for domestic work, were not capable of withstanding high compressive stresses. The chimney design to suit these bricks thus required to be on very ample lines, resulting in high cost. Machine-made bricks from Melbourne would cost about £5 10s. per thousand on the site, with extra for radials, so that high cost again resulted. On the score...

Rhyolitic rocks are volumetrically significant in the eastern part of the Coromandel gold province, yet deposits hosted by rhyolite (Kapowai, Broken Hills, Neavesville, Wharekirauponga and Waihi Beach) are generally low grade and subeconomic, especially compared with andesite-hosted deposits. In contrast, rhyolitic volcanic centres in Nevada host a number of economically significant epithermal gold deposits such as Round Mountain, Sleeper and Bullfrog. The Nevada deposits are associated with 27-20 Ma continental arc volcanics dominated by ignimbrites (eg Round Mountain), or younger 17-9 Ma bimodal rhyolite-basalt volcanism related to extensional basin-and-range tectonics (eg Sleeper). The Round Mountain deposit is localised on a caldera boundary fault and the mineralisation was deposited soon after eruption of the host rhyodacitic ignimbrite. In other Nevada deposits, hydrothermal systems are linked to the closing stages of flow-dome complexes and mineralisation is localised along normal faults associated with extensional basin-and-range tectonism. The style and composition of the mineralisation is similar in both the Coromandel and Nevada deposits and consists of sheeted and stockwork quartz veins, containing electrum as the main ore mineral and only minor sulphides (mainly pyrite) Likewise, the vein minerals were deposited from low salinity hydrothermal fluids in the temperature range of 200-270¦C. Both the Neavesville and Round Mountain deposits are geochemically anomalous in molybdenum. The deep oxidation of the Nevada gold deposits, dry climate and low level of competing land uses combine to make it economic to mine and process very low grade ore (0.2 - 2.0 g/t Au) by heap-leaching with cyanide solutions in most areas of Nevada. Although extensive low grade gold mineralisation is known at deposits such as Wharekirauponga and Neavesville, it is sub-economic because of shallow oxidation and land use conditions that are unfavourable for open pit mining and heap leaching.

"Four occurrences of galena-cemented sandstones, exposed in the Lower St. Lawrence - Gaspésie area, are described. They constitute a new, insufficiently explored type of deposit in Quebec.One mineralized body, a minor occurrence, is hosted in Lower Devonian rocks deposited in an estuarine, intertidal river channel during a marine regression; major cements are dolomite and sulphides. Another occurrence, a drilled prospect, is hosted in Upper Silurian rocks deposited unconformably on Cambro Ordovician basement during a marine transgression. With galena and quartz as main cementing minerals, it is similar to some well-known, economic sandstone-lead deposits. A third and fourth, a drilled prospect and a minor occurrence, are hosted in Upper Cambrian rocks deposited on continental slopes. In both, sulphides mainly occupy a secondary porosity. The differences between the third and fourth occurrences are: (1) cementing translucent minerals (carbonates and barite in one; chlorite in the other); (2) chronology of final subsurface dissolution (prior and subsequent to sulphide precipitation, respectively); and (3) important fracture porosity only in the barite-bearing deposit.The diversity of the four occurrences, and the unequal geological knowledge of their respective features, prohibit the formulation of uniform guidelines for further exploration.IntroductionThe attention of the mineral exploration community is drawn to four occurrences of galena-cemented sandstones (Fig. 2A) in the Cambrian of the Taconian Orogen and in the Siluro-Devonian basin of the Lower St. Lawrence and Gaspésie area (Fig. 1). In view of the fact that sandstone-lead deposits (Bjerlykke and Sangster, 1981) are, or have been, mined in several countries (e.g . Laisvall in Sweden: see Rickard et al., 1979; Largentiere in France: see Foglierini et al., 1980), the mere presence of occurrences in Quebec indicates that the mineral potential of some parts of the Appalachians requires further evaluation.Exploration for the deposits considered here is essentially restricted to geological methods and drilJing (e.g . Mainguet Suares and Samama, 1969), since the response to geophysical methods is virtually nil, at least in the initial, surficial stage of an exploration program. As the particular disciplines of geology utilized in exploration depend a great deal on the geological setting of a mineral occurrence, the diversity of the Quebec deposits is of prime importance. Therefore, the four occurrences (Fig. I, Table 1) studied by the authors are herein briefly described with emphasis on their stratigraphic and tectonic setting, and on the evolution of pore space and sequential occlusion of pores and fractures. Prior to further research in and around the occurrences, now in progress (e.g. Beaudoin, 1987; Beaudoin et al., 1987), it is hoped that the following outline will be useful to the explorationist."

This Bureau of Mines report reviews the information presented at the Sixth Mineral Waste Utilization Symposium cosponsored by the Bureau of Mines, U.S. Department of the Interior, and the IIT Research Institute. Environmental scientists and engineers from nine countries participated in the symposium, which was held May 2-3, 1978, at the Chicago campus of IIT Research Institute. The 56 papers presented on the reclamation and recycling of mining and mineral wastes, municipal solid waste, industrial wastes, and scrap metal are summarized herein.

Silicon Carbide is an excellent refractory material. Its physical properties make it extremely useful, particularly in applications where corrosion resistance and wear are important considerations. Commercial silicon carbide refractory is frequently manufactured by bonding silicon carbide particles with clay; however, clay may cause problems in the sintered products. This study investigates the potential of replacing a portion of the clay with andalusite powder. The results show that micron size andalusite powder can improve not only the strength of the refractory but also the sinterability. The mechanisms for these improvements are discussed.

Underground mine mapping is a critical component of understanding the controls on ground instability. Many relatively localized examples of ground failure are associated with geologic features, such as faults, joints, compaction zones, or sedimentological transition zones. In contrast, long-running, directional roof falls are associated with regionally directed horizontal stress fields, which are induced by tectonic plate interactions in the earth?s crust. When stress-related features are distinguished from geological features, underground mapping can be an effective method for inferring the direction of horizontal stress at individual mines. Comparisons with data compiled in the World Stress Map confirm that underground mapping can be a valid method for determining the orientation of maximum principal horizontal stress at a variety of scales, ranging from individual mines to an entire mining district or coal basin. Comparisons are presented between the maximum horizontal stress directions inferred by MSHA?s Roof Control Division through underground mapping and the azimuths of maximum horizontal stress in the World Stress Map database for North America?s Pennsylvanian-aged Appalachian, Illinois, Black Warrior, and Arkoma Basin coal fields. The comparison indicates that azimuths are similar for both data sets, even where variations in the direction of horizontal stress are present. It is interpreted that inconsistencies in direction are attributable to near-surface affects such as deeply incised stream valleys, or to fault zones that represent heterogeneities in the crust.

Successful hydraulic pressure treatment of oil and gas wells that have long producing intervals, multiple pay zones, fluid thief zones, or natural or induced fractures has long been a serious problem plaguing the petroleum industry. High fluid-injection rates, straddle packers, ball sealers, and either liquid or solid additives to the treating fluids are being used to cope with this difficult and costly problem.l-6 The use of ball sealers and straddle packers is limited, in practice, to wells that have been completed with perforated cemented casings or liners. Well stimulation with ball sealers and straddle packers is usually successful as long as the cement remains competent. The other techniques of diverting are used with all types of completions. However, there are two significant disadvantages of the high rate method: excessive horsepower requirements, and the need of large treating-fluid volume. Consequently, most well stimulation techniques that involve diverting depend upon ball sealers or granular materials. Liquid diverting agents, and some of the solid ones in use today, frequently will cause formation damage. On the other hand, the most popular particulate diverting agents often are so soluble in the treating fluid that they become largely ineffective; their particle size is severely reduced as they dissolve while being transported through thousands of feet of pipe to the formation face down hole. In our attempts to deal with the shortcomings of these diverting agents, we experimented with a large variety of potentially suitable deformable materials the solubility of which could be controlled. Following are the criteria for the diverting agent sought: 1. The material must be effective in reducing fluid loss to thief zones, including existing fractures and very high permeability layers in the formation to be pressure treated. 2. The material must have enough strength to bridge under the treating pressure. 3. The material must be insoluble or slowly soluble in the treating fluids so that the particles retain sufficient size to be effective after they reach the formation face. 4. The material must be completely soluble in the produced oil or condensate liquid so that it can be removed readily; it must not cause formation damage. A number of products consisting of various polymers blended with waxes and other solid hydrocarbons were examined. All these materials satisfied the criteria for a diverting agent and also exhibited some degree of plastic deformability. On the basis of initial tests of strength and hardness, several blends of wax and polymer were selected for extensive testing in the laboratory and the field. These compounds have congealing temperatures ranging from 140 to 190F; they are insoluble in water and soluble in oil. They conformed, therefore, to the criteria specified for a theoretically superior diverting agent. Laboratory and field tests were conducted using these wax-polymer materials to demonstrate that the use of a deformable diverting agent can significantly improve fluid diverting performance. THIS paper presents the results of a study of the relationship of the electrokinetic or zeta potential to flotation phenomena. The relationship is established on the experimental evidence that mineral behavior in flotation and in cataphoresis is generally governed by the chemical properties and amount of the reagents adsorbed at mineral surfaces. Cataphoresis1-5 or electrophoresis is the name given to the movement of a charged particle in a liquid medium under the influence of an applied electric field. Mineral behavior in cataphoresis, as indicated by the magnitude and sign of its ionic charge, can be represented by the term zeta potential. In this paper, the zeta potential represents the difference in potential between the immovable liquid layer attached to the surface of a solid particle and the movable liquid layer in the body of the liquid, and is the result of the tendency of ions on the surface of the particle and within the liquid boundary layer to establish a condition of equilibrium. A high positive zeta potential means that the mineral surface is dominated by cations, a high negative zeta potential indicates domination by anions, and a low zeta potential indicates that the surface is influenced almost equally by cations and anions. In terms of observed quantities the zeta potential is given by the relation [z = 47ruu(300)$ Kx] in which z is the zeta potential expressed in in volts, u the viscosity of the solution in poises, u the velocity of particles in centimeters per second, x the impressed potential gradient in volts per centimeter, and k the dielectric constant of the solution in c.g.s. units. A convenient source for the derivation of the equation is the book by Thomas,6 The term zeta coefficient is an expression coined to denote the difference between the magnitude of the zeta potential of a mineral suspended in solution A, and that of the same mineral suspended in solution B, which consists of solution A and an additional chemical agent, but is at the same pH.
