One of the chief drawbacks to Bendigo mining always has been the difficulty of draining the mines in an equitable manner, so that each company or mine owner bears the properly share. The trouble seems to have been apparent on this field since the diggings were discovered. One mine would push on more expeditiously than its neighbour in looking for the precious metal and sink its shaft, whilst those in the vicinity would simply potter about, and discontinue sinking until gold was struck in the deeper ground, and: then they would go ahead, start sinking, while the pioneer would have to pump all or most of their water. This sort of thing continued here for years until the leases were worked down to the very deep ground and the water became such a b.urden on those companies that had deep shafts, that first one stopped hauiing and then others; with the result that over 1000 feet of water was allowed to accumulate on the New Chum line. lt appeared that if something were not done the whole of the main line of reef in the Bendigo district would be at a standstill, when a scheme was formulated and handed to Mr. Lansell, who, with other gentlemen, took the matter up, and at the present time all the mines on that particular portion of reef are in full work and the water all bailed out.lt is this scheme that I am requested to place before you and also to give you the details of the work done since its adoption.

INTRODUCTION The economic analysis (Chapter 3), the engineering studies (Chapter 10), the credit structure (and the consequential funding sources) - Chapter 11, and the overall feasibility structure for any venture are all directed to determining one major decision element: How much and how certain is the reward for taking these risks? Risk assessment is a surprisingly weak area of analysis and is usually addressed in a checklist fashion. It is much preferable to deal within a risk system so that the inevitable tradeoffs among risks are correctly made. DEFINITION The first step toward risk definition must be to ascertain all of the risks to which a project or a company is exposed; otherwise one will remain ignorant of the possibility of a financially crippling loss until it occurs. (Carter and Crockford, 1974). However, simply stating what "risk" is can lead to debate. For example, risk could be (adapted from Vaughan, 1982): -the chance of a loss - uncertainty of loss -possibility of loss - uncertainty -dispersion of actual from expected results - probability of an outcome different from the one expected - possibility of an occurrence of an undesirable contingency -a condition in which a possibility of a loss exists. For the minerals industry financier, the last definition is probably the most appropriate. However, from a mineral company's point of view the definition might well include the possibility of not achieving the expected financial return. RISK CLASSIFICATION Risk identification will be readily agreed as the all-important first step. There are five major "branches" of risk classification. These are: -Statistical -Modellers -Checklist -Project Financing -Insurance The Statistical set discovered probability theory and any risk discussion soon deteriorates into a mathematical jungle (Megill, 1977; Hartman, 1976; Reutlinger, 1970; and Pouliquen, 1970).Their use of terminology tells its own story: coin toss (binomial distribution), gamblers' ruin, delphi (oracle) techniques, monte-carlo simulations, random walks, etcetera. These techniques inadequately represent the judgements necessary in an increasingly complicated and interrelated world. The risk Modellers have turned to the computer to handle these inter-relationships but soon find barriers because of "simultaneity". Certainly the computer has its uses to conduct various analyses (marketed as "sensitivity" analyses) but very often one finds that this involves changing one or two variables at a time, all other things being equal. The Gippsland Basin in south-eastern Australia has an area of approximately 46 000 sq km. It is one of the world's major coal and petroleum bearing basins, with most of the former occurring in the smaller one fifth on-shore part. The stratigraphy, structure and economic resources of the Tertiary sedimentary pile is now well known through extensive drilling for coal and petroleum. In contrast, the older Cretaceous sequences through their lesser economic importance are relatively less explored. The sedimentational history of the Gippsland Basin has largely followed along similar lines of development to the many other southern Australian basins since the Cretaceous break-up of Gondwanaland. However, the scale of accumulation of coal and hydrocarbon source rocks is unprecedented and differentiates this basin, for reasons less well understood, from the others. Large scale open cut brown coal mining since the late-1920s has been carried out in the western extremities of the basin, while vigorous extraction of some two thirds of Australian petroleum products taken place in the offshore part. Brown coal seam thicknesses and economically winnable reserves are huge and outrank most other brown coal basins of the world. Development of the resource currently meets the need for electricity generation throughout the State of Victoria, but other future developments such as conversion to oil, being investigated.

It has been noted in recent years that the pillars in some bord-and-pillar workings scale or spall. In due course this process may result in the collapse of the affected panels. This paper presents a methodology for assessing the long-term behaviour of such workings, employing a simple model of pillar deterioration by scaling. It is assumed that scaling causes a gradual reduction in pillar width, hence the safety factor of pillars reduces in time. It is also postulated that the process of scaling will be arrested if the coal rubble around the pillar reaches a critical height. The probability that the pillars will survive for a certain period of time, or indefinitely, can be estimated. This can be accomplished by using the log-normal distribution proposed by Salamon and Munro4todescribe the distribution of the apparent safety factor values at failure. If an estimate of the rate of scaling is known, it is also possible to quantify, using a Monte Carlo technique, the expected life of the pillars. The method also facilitates pillar design by specifying a probability of survival for a given number of years or, alternatively, for an indefinite period. Using the limited pool of available data, analyses show that the proposed model does not appear to be inconsistent with observed behaviour of pillars in the Vaal Basin. The crucial parameter is the rate of scaling. Back calculations from eleven cases suggest that the rate of spalling in the Vaal Basin is about 0.2 m/year. It is noteworthy that two further cases in the same area give significantly higher rates (0.85 m/year). Some underground observations in the Witbank area indicate considerably lower rates in the order of 0.02?0.04 m/year. Further areas for study are recommended. These include a study of old workings to determine the extent and rate of scaling in the various coal fields, an investigation into the possible relationship between scaling and the chemical composition of the coal. In addition, model studies will be required to assess the practical impact of the research findings.

Open-type, or main beam, tunnel boring machines (TBMs) can achieve impressive rates of production. This type of TBM typically outperforms other types of TBMs currently in use around the world. In good ground conditions, main beam machines have achieved production rates of more than 1 km/month (0.6 miles/month). However, installing effective ground support in poorer rock conditions on main beam machines can be a major cause of concern. The design of main beam machines is such that installation of ground support equipment, particularly at the front of the machine in what is commonly known as the L1 support zone, has traditionally been limited to rock drills and basic working platforms. Personnel working in the L1 zone have, until recently, been protected by roof supports and extended fingers, often with restricted access to working areas.

A Deep Underground Science and Engineering Laboratory (DUSEL) is being planned at the site of the former Homestake Gold Mine in Lead, South Dakota, under the sponsorship of the National Science Foundation (NSF) in cooperation with the Department of Energy (DOE). This national facility will host a variety of multi-disciplinary science and engineering experiments including physics experiments that require shielding from cosmogenic radiation. Current plans include construction of large rooms (up to 55 m in width) at depths of 1.48 km (4850 ft) and 2.25 km (7400 ft) below the surface. Preparation of the preliminary design required the development of a geotechnical characterization program including: preliminary drilling and coring, core logging, drill hole mapping with a televiewer, drift mapping of the geology and rock structure, in-situ stress measurements, and laboratory testing of the mechanical properties of the rocks and discontinuities. Overall rock quality is very good to excellent. Site investigations were followed by geotechnical assessments for the construction of caverns and laboratory modules. The results are favorable and reaffirm selection of the Homestake site for establishment of a Deep Underground Engineering and Science Laboratory.

In the mid-to-late 1800’s the U.S. mining industry was on the threshold of nearly a century of golden times. Nearly every state had a prosperous and growing mining sector. The importance of the industry was reflected in the creation of the state school of mines. Today, with the depletion of readily available mineral reserves, much of the U.S. metals mining industry is considered to be in a sunset phase. The same is true with the mining schools that serve the industry. However, the United States is still a major consumer of the world’s minerals and requires a dependable supply of both minerals and minerals professionals. In his 2002 Jackling Lecture “You Can’t Make a Silk Purse Out of a Sow’s Ear” the author presented a list of concerns, propositions and recommendations. In this follow-up paper, the author further explores the subject through the presentation of a detailed case example focusing on the iron mining industry of Minnesota and minerals education at the University of Minnesota.

Instantaneous outbursts of coal and gas have occurred at various times in several working districts of Metropolitan Colliery, N.S.W.They have occurred in headings only, under both hand and mechanised conditions, and with seam gas ranging from mainly methane to nearly pure carbon dioxide. A modification of inducer shotfiring using a shear cut was introduced in 1955, and in 1961 full face firing both to a machine cut shear and off the solid was introduced. The current series of outbursts -1961 to 1963 - has been induced under these systems with full control of the time of outburst, but without prediction, and with some disappointing production features.Various aspects of current conditions and practices at Metropolitan are considered singular, such as the coarse granulometry of outburst coal, the prevalence of floor heave, the absence of strong structures at outburst sites, the possibility of outburst at any stage in pillar formation up to the last few yards, the effect of rate of advance on outburst occurrence, and the mildness of many outbursts experienced.It is concluded that inducer shotfiring is a reliable control but it suffers by comparison with outburst-free conditions, and that control by preyention would be preferable.INTRODUCTIONThe phenomenon of instantaneous outbursts of coal and gas has been described in detail previously (Hargraves, 1958). Briefly, it is a combined gas and stress hazard of deep coal mining, usually occurring in virgin work and during active face advance, when coal and seam gas burst from the face into the workings.Instantaneous outbursts have occurred sporadically at Metropolitan Colliery, N.S.W., since 1895. Hydrometallurgical recovery of rare earth elements (REE) from NiMH battery waste can be performed using sulfuric acid leaching followed by selective precipitation as double salt (REENa(SO4)2·H2O) by adding Na2SO4 as a precipitating agent. The formed double salts can then be further converted with NaOH solution to form REE hydroxides. However, present literature has paid little attention to how to minimize the consumption of reagents in this recovery process. In the current study, a process model was built using HSC Sim software, and metamodeling of the simulated flowsheet was conducted with the design of experiments (DOE), after which the basic functionality of the flowsheet was verified by experimental work, starting from sulfuric acid leaching of spent batteries. As the process is based on chemical circulation internally in the process, the objective was to investigate the accumulation of the elements in solution, specifically Na+ , K+ , SO4 2− ions and impurities liberated in the NaOH conversion step. It was found out that metamodeling could be utilized in obtaining first estimate of the process behavior, prior to any experiments. Flowsheet functionality with circulated solution was confirmed, obtaining at best 96.9% La recovery.

Design of the ultimate pit limit to direct long range mine planning has been a celebrated problem in the mining industry, and in mining academia, since 1965. Although many papers have been presented on this topic, even today, there is not a single solution technique which is widely accepted and considered universally best. Many philosophical differences exist among the pit planners concerning the use of different methods and it appears that resistance is very strong towards accepting other techniques if you are a believer in one. Whatever the case might be, the pit parameterization technique for the ultimate pit limit design is the latest and takes a different approach than its predecessors. There are already a number of papers which discuss the concepts involved (Francois-Bongarcon, 1976; 1978; 1980; 1981); however, the aim of this paper is to fill in some of the gaps which are thought to be missing in the previous discussions and, in addition, to present the recent research done on the subject at the Centre de Geostatistique de l?Ecole de Mines de Paris in Fontainbleau, France. This paper is divided into two parts. The first part will discuss practical aspects and interpretations of pit parameterization concepts with- out using mathematical or theoretical arguments; the reader who is interested in the theory should refer to Francois-Bongarcon (1978). The second part will present an approach to obtain a complete double parameterization of reserves using an inexpensive (computer costs) single parameterization algorithm. A case study of this approach is also included.

Paiam is a new township in the high mountains of Papua New Guinea built in association with the Porgera Joint Venture mine, one of the world's largest and most remote open cut gold mines. The Paiam town project is an interesting and genuine attempt at building sustainability into a community associated with a mine. A result of a tri-party agreement between a resource developer, government and land owners, this town is a good example of appropriate utilisation of benefits, obtained from resource development, directed at achieving a sustainable environment at local and regional levels.   Mining brought technology and income to the region, although as most mine staff fly directly in and out, local landowners considered there was a limited flow of benefits within the nearby townships. An agreement with government and mine was reached that more mine personnel and their families be housed locally. In 1998, we, a firm of Landscape Architects and Heritage Consultants based in Cairns, Queensland, were engaged to assist develop the fledgling town of Paiam into a livable and sustainable town and to produce material that would convey that information to stakeholders.   The design focused on establishing a sustainable town, with livability, urban form, aesthetics and opportunities for economic, social and cultural development. Aiming to be a livable town for locals and mine staff it included a market place designed as a focus for town life, essential for social cohesion and economic opportunities.   Located at 2200 m on steep rainforest clad topography, the town development has been laid out using an appropriate urban form based on organic village layouts. Clusters of houses allow for a common public area so children's play is monitored assisting with a sense of community similar to a traditional defensible village. Aesthetical consideration helps in developing community pride whilst maximising potential for development of a tourist industry.   Opportunities for ongoing economic development were incorporated in the design and construction process. These included developing skills and trades to service the region and to provide skills, development, income opportunities and infrastructure to last beyond mine closure. Administration procedures were set in place to form the basis of good governance.   The shift from traditional subsistence lifestyle to a sustainable community with traditional attributes was the project's goal and is being achieved.

Many buildings in Boston are founded on untreated wood piles, which can deteriorate and lose their structural capacity if groundwater levels are lowered below the tops of the piles, exposing the wood to air in the unsaturated soils that surround the piles. The problem of wood pile deterioration due to lowered groundwater levels in Boston first became evident in 1929 following discovery of rotten piles beneath walls of the Boston Public Library building. Repairs to reconstruct the library building?s wood pile foundations were made in 1930 using pit underpinning methods. Today, more than 80 years later, the subsurface conditions beneath several of Boston?s historic neighborhood areas continue to be plagued with low groundwater levels - regrettably resulting in ongoing deterioration to the wood piles that support some of Boston?s oldest and most beautiful buildings. Pit underpinning is still recognized as the preferred approach to repair wood piles and restore uniform foundation support beneath the impacted buildings. This paper provides a brief historical review of the land filling in Boston through the early 1900s that led to the use of wood piles as building foundations. Also discussed is the impact that groundwater level can have on the long term performance of wood pile foundations and the pit underpinning procedures used to reconstruct decayed wood pile foundations in 1930 beneath the Boston Public Library, and today beneath some of Boston?s oldest buildings. Also included are discussions on engineering controls and permitting requirements that help ensure safety and protection to the workers and buildings during underpinning, and some procedures being used to supplement and improve the loading capacity of the reconstructed foundations and facilitate construction of new useable below-grade space.

Up to 19 chemical parameters were studied in flotation pulps in six Australian lead-zinc concentrators with the aim of obtaining a better understanding of the nature of, and changes in, the chemical environment. This paperdiscusses collector residuals, metal concentrations in solution, and other parameters.Collectors used in the plants studied were various xanthates, Z-200, and Aerofloats. Xanthate residuals varied in different ways in most plants. However the general trend was for residuals to be at the O· 5-2 p.p.m. level in lead flotation and O· 5 p.p.m. or less in zinc flotation.Aerofloat residuals were also variable but in the plant concerned were at a much higher level (8-10 p.p.m.) than xanthate residuals. Z-200 residuals were in the 10-20 p.p.m. range and it was found that the Z-200 added to zinc flotation was reporting in dam return water and entering lead flotation.Copper concentrations in solution were negligibly low in those plants where cyanide was not used. When cyanide was used, copper was at the 5-20 p.p.m. level and appeared to be present as Cu(CN)-2. However the hiocyanatepresent may be important. Xanthate was also present in these solutions.Zinc concentrations ranged from 0·1 to 800 p.p.m. in different plants. The general trend was for the zinc level to be highest in the grinding circuit and to drop during flotation. However there was always an increase in zinc concentration when copper sulphate was added, even tho.ugh this incre.ase was not permanent, and the increase was greater with higher copper sulphate additions.The manganese concentration also increased appreciably during copper-activation of marmatite. In some plants lead concentrations increased from 0·1 to 1 p.p.m. during activation of marmatite.Calcium concentrations (20-1200 p.p.m.) and magnesium concentrations (10-600 p.p.m.) tended to be fairly stable in each circuit.

Titanium bearing resources can selectively be chlorinated at temperatures below 200°C if the Ti02 in the feed is nitrided before chlorination. However, the nitriding reaction is highly endothermic, requires highly reducing conditions, is only thermodynamically favourable at elevated temperatures, and is affected by mass and heat transfer restrictions. At the required processing conditions, problems might also be experienced with sintering and with melting of slag forming components in the raw materials. A test programme was undertaken to study the effects of raw material type, temperature, gas composition, bed depth, carbon to raw material ratio and residence time in order to simulate conditions required for scaling up a nitriding process. In contrast to previous experience with low-grade titanium-bearing slag containing about 30% Ti02, ilmenite and chlorinateable slag do not form melting phases under the studied nitriding conditions and hardly sintered at all. Both feed materials can readily be nitrided with conversions in excess of 90% at temperatures around 1300°C and using bituminous coal as reducing agent with fixed carbon in excess of 1.1 times the stoichiometric requirement. The conversion decreases as the bed depth of the feed material increases and the N2/CO ratio in the gas decreases. Analysis of the relative rates of mass and heat transfer into the reacting beds of ilmenite and slag showed that the heat transfer rates are more limiting than the mass transfer rates. In order to increase the throughput that can be achieved in a kiln, it would be necessary to take special measures to enhance the heat transfer rates into the mass of reacting material. One such a measure is to pre-form the mass of reacting material into thin-walled, hollow brick shapes prior to introducing it into a kiln. Depending on bed depth, temperature and N2/CO ratio, required residence times in the high temperature zone of the kiln can vary between about 6 and 10 hours.
