ABSTRACT This study analyzed the publicly available health and safety policies of 26 mining companies to determine the quantity of health and safety (H&S) practices that mining companies encourage in relation to the Plan-Do-Check-Act cycle. A thematic content analysis of the policies identified elements and practices within the text. On average, companies communicated information on about 7 elements (range 1–14, standard deviation = 3.49) and discussed 15 practices (range 2–34, standard deviation = 9.13). The elements in which companies highlighted the most practices were risk management, emergency management, leadership development, and occupational health. A discussion of the policy trends shows areas that mine sites can improve upon within their Plan-Do-Check-Act cycle, in addition to encouraging the use of both leading and lagging indicators to manage health and safety performance. INTRODUCTION Mining companies and their employees are expected to identify and manage risks at their worksites to ensure the health and safety (H&S) of everyone at the site. The primary mechanism in place to control these risks is a company’s health and safety management system (HSMS) (Boyle, 2012). Broadly, an HSMS is a set of standard, interrelated, and interacting elements used to promote and achieve occupational H&S goals (ANSI/AIHA Z-10, 2012; BS OHSAS 18001, 2007). The practices conveyed within an HSMS are expected to minimize incidents, injuries, illnesses, and even save worker lives (Alsop and LeCouteur, 1999; Arocena and Núñez, 2010). In the United States, both the Occupational Safety and Health Administration (OSHA) and Mine Safety and Health Administration (MSHA) regulate and encourage aspects of an HSMS (US Federal Register, 2011, 2010). Many HSMS documents (i.e., Chemical Industries Association, 1995; Health and Safety Executive [HSE], 1995; International Labour Office [ILO], 2001) attribute the source of their basic management system to Deming’s Plan-Do-Check-Act (PDCA) model of continuous quality improvement and organize their practices within this cycle (Johnson, 2002). The PDCA cycle is a well-adopted approach in health and safety management and promotes continuous learning and adaptability (Robson et al., 2007)."

The Bureau of Mines is investigating the use of complex gas mixtures, such as would be produced by coal gasification, for reducing iron oxide pellets. A semiempirical model was developed to predict a priori the reduction rate of an iron oxide pellet in a laboratory tube furnace with simulated coal gases at a total pressure of 1 atm. The model uses partial pressures of H2, CO, CO2, CH4 (methane), water vapor, and a temperature-dependent term to predict the rate of reaction. The reduction rate (weight loss per unit of time) was determined with a thermo-gravimetric apparatus (TGA) in the temperature range of 800° to 1,100° C. The ranking of the reductants, in order of decreasing reducing potential, is H2, CO, and CH4 at temperatures between 800° and 1,000° C; however, CH4 became a better reductant than CO at 1,100° C. Water vapor did not decrease the reduction rate as much as did CO2, Carbon deposition was observed at temperatures below 1,000° C with gas mixtures with high CO and low H2 concentrations. With low-Btu gas at 900° C, over 90 pct of the iron oxide was reduced to iron in less than 3 h. This com-pares with a reduction time of 1.5 h with medium-Btu gas and 1 h with reformed natural gases.

The bureau of Mines analyzed data from 47 coal mine roof-fall resupport accidents that occurred from 1966 through 1974 to identify critical hazards .and problems. These accidents resulted in 62 injuries or fatalities. It was concluded that the majority of the accidents might have been prevented by observance of recommended practices and use of available technology such as setting temporary supports, adequate roof testing, etc. Additional work is needed in the following problem areas where present technology is inadequate: (1) warning of impending roof falls shortly before they occur, (2) better methods of detecting unsafe roof and ribs, (3) providing access to and temporary support of high roofs for testing and bolting, (4) reducing the noise level of stopers, (7) developing temporary roof support; that have greater stability and can be remotely installed, and (6) reducing the number of roof falls through better permanent support.

During the last quarter-century, exploration for metallic deposits in Maine has been sporadic with peaks generally coinciding with periods of high metal prices. Known cases of regional or semi-regional evaluations are few; most efforts have been local and usually intensive. On the basis of broad geologic groups, the State has been divided into five fundamental environments: ( 1) coastal metamorphic belt; (2) southern volcanic belt; (3) Silurian slate belt; ( 4) northern volcanic belt; and ( 5) Devonian slate belt. Although not restricted to these areas, exploration in recent years has been concentrated in the northern and southern volcanic belts. Notable examples of recent exploration activity, directed to sulfide minerals, include: ( 1) the Knox County nickel-copper-bearing ultramafic rocks; (2) the Harborside (Cape Rosier) copper-zinc deposit; (3) the Second Pond (Black Hawk) zinc-copper-lead-silver deposit; ( 4) the Big Hill-Barrett lead-zincsilver- copper-gold zones; (5) the Parmachenee copper-zinc belt; ( 6) the Moxie Lake nickeliferous peridotite; and (7) the Attean quartzmonzonite molybdenum-copper occurrences. The Second Pond and Harborside prospects appear to be close to production. Systematic investigations for non-metallic deposits appear to have been aimed principally toward limestone, asbestos, diatomaceous earth, and spodumene-bearing pegmatites. Advances in prospecting methods, high metal prices, a favorable business outlook, increasing cooperation from large landholders, and some discoveries support the probability of increased exploration activity in Maine during the coming decade.

"An underground reservoir was to be constructed at Doha in Qatar. Simsima lime stone is present at the bottom. When the reservoir is empty, there will be uplift at the bottom but this will change to downward load when it is full. The rock at the bottom had high bearing capacity to resist downward load. But uplift had to be resisted by piles or anchors. The reservoir has a size of 120mx80m. Shrinkage and creep of concrete coupled with thermal contraction imposed a horizontal movement of 26mm on the extreme piles. So, piles have to accommodate this as well. This unique situation needed a unique solution. The solution was to provide piles with flexible high tensile strands to take tension. An annular space near the head of the pile would facilitate horizontal movement as well. Compression load was directly passed on to the raft bearing on rock.INTRODUCTIONAn underground reservoir for storage of drinking water was to be constructed at Doha, Qatar. The reservoir was proposed to have a plan size of 120m x 80m. Clear height inside the reservoir was proposed as 17.2m, from the bottom of roof to the top of bottom raft. Overall height of the reservoir at the outlet from the top of the roof to the bottom of raft was to be 21.2m. For the sake of inspection and in order to prevent pollution from the surroundings a gallery was planned around the reservoir. This could accommodate pipelines as well. This gallery was 3.0m wide on three sides and 8.4m wide on the outlet side.The gallery had removable gratings as cover in order to facilitate maintenance. Capacity of the reservoirwas proposed to be 40million gallons. The reservoir is divided into four compartments with baffle walls in each one for water circulation. Roof of the reservoir is kept at 300mm above ground level. There are two levels of car park on top of the reservoir. Top of the reservoir roof is at +14.35. Bottom varies from - 6.68 to -7.08. Lowest water table is at +6.00. Concrete structure of the reservoir was designed by a local consultant. The Navayuga Engineering Company was entrusted with the construction. A pilot-scale treatment study was conducted on a copper-zinc bearing metal mine drainage using a pipeline treatment system called the In-Line System (ILS). The objective of this U.S. Bureau of Mines study was to determine whether the ILS could be extended from the treatment of coal mine drainages to the treatment of metal mine drainages. Hydrated lime (Ca(OH)2), quick lime (CaO), and caustic soda (NaOH) were used to neutralize the drainage. A novel reagent slurry of Ca(OH)2 and type C fly ash was also evaluated. Except for Ca(OH)2-fly ash slurry, treatment performance was evaluated for all reagents at pH values of 7,8,9, and 10. The Ca(OH)2-fly ash slurry was evaluated at a pH of 10. All reagents tested neutralized the metal mine drainage and substantially reduced the dissolved metal concentrations. It was concluded that the ILS could be useful in the treatment of metal mine drainages.

"Mabounié is a polymetallic deposit in Gabon containing niobium (1.2%), tantalum (0.03%), rare earth elements (REE) (1.4%) and uranium (0.03%) that are mostly carried by Pyrochlore minerals. Classical route for niobium recovery is a pyrometallurgical process that consists in pyrochlore flotation, dephosphorization of the niobium concentrate and aluminothermy to obtain ferro-niobium. Pyrochlore concentrates can also be treated by a hydrometallurgical process with a mixture of sulfuric and hydrofluoric acid leaching followed by solvent extraction to separate niobium and tantalum. However, the first process does not allow recovering REE and the second one is not environmentally friendly because of the use of HF.ERAMET is looking for new opportunities on strategic metals market and has recently developed a hydrometallurgical process for the recovery of all these metals based on a sulfuric acid treatment of the ore. After solubilisation of the valuable elements, niobium / tantalum are precipitated as a concentrate (12% w/w Nb and 0.3% w/w Ta) while REE (2.7 g L-1) and uranium (90 mg L-1) remain in solution. Nearly 90% of REE are recovered from the solution by conventional REE double salt precipitation [NaREE(SO4)2.xH2O) method but some REE still remain in solution as this method does not allow to quantitatively recover medium (Sm, Eu, Gd, Tb, Dy) and heavy (Ho, Er, Tm, Yb, Lu, Y) rare earth elements. From the different process routes studied (solvent extraction, precipitation, ionic exchange etc.), an innovative method has been developed and patented to recover REE residual concentration in solution. This is based on an aluminum removal step followed by precipitation of REE as REE phosphate concentrate (REEPO4) by phosphate addition into solution. The phosphate concentrate is then purified according to the conventional monazite treatment, i.e. caustic conversion and REE solubilisation in acidic media."

"The mechanical behavior of an Al-Li alloy was studied and related to the extrusion processing parameters, the plastic metal flow during defonnation, the anisotropy, and the microstructure. The extrusion temperatures, strain rates, extrusion ratios, billet temperatures, and extrusion geometries were varied during processing and correlated with the microstructure and properties. The extrusion processing variables were related to the mechariicar behavior, anisotropy, and microstructure through the ZenerHollomon parameter i.e., the temperature compensated strain rate. Based on optical and electron microscopy studies it was found that regardless of the extrusion conditions, the various microstructures for the most part were unrecrystallized for both the as-extruded and the solution heat-treated conditions. Smaller grain sizes were correlated to larger Zener-Hollomon parameters. The extrusion temperature and ratio did not significantly affect the strength or ductility as did the section geometry, which had a large affect on these mechanical properties. The anisotropy of the properties varied substantially when comparing the extruded longitudinal versus transverse grain orientations.IntroductionThe extrusion process also has a substantial influence on: the microsfructure and mechanical properties of a material that is Athens, Ohio, 45701 fonned The plastic defonnation that occurs during the extrusion process alters the grain size, crystallographic texture, anisotropy, subgrain size, dislocation density and various other microstructural features. Often the material being extruded is not homogeneous, therefore variations in the microstructure and properties occur across the cross-section of the final extruded product. The mechanical properties and microstructure can also vary with length since it is hard to maintain a constant temperature throughout the extrusion process. The extrusion temperature often varies from the heat generated during the extrusion process. The demonstration material that was extruded for this .study was an aluminum alloy containing 2.6wt, % lithium and 0.09wt.% zirconium. This alloy was strengthened by heat treatment causing nucleation, growth, and coarsening of coherent metastable o' (Al3Li) precipitates in the microstructure. The ? precipitates which are a consequence 9f artificially aging the AlLi alloy, are spherical, ordered, and coherent with the aluminum matrix and impede the dislocation glide inotion during plastic defonnation. Theo particles grow homogeneously in the matrix, and have the Cu3Au (L 12)"" superlattice crystal structure. Aluminum-lithium alloys are used primarily for aerospace structural applications since they have attractive properties such as a lower density and higher elastic modulus than conventional 2XXX and 7XXX alloys."

This report on the properties of motor fuels sold through service stations in the United States was made in accordance with a cooperative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. By agreement with the American Petroleum Institute, identification of the items is confidential. It presents analytical data for 4,421 samples, representing the products of 131 companies. The samples were collected during June, July, and August, 1953. As in previous surveys, the gasolines covered by this survey include those from both large and small suppliers. The data were obtained by laboratories of various refiners, motor manufacturers, and chemical companies and submitted to the Bureau of Mines for compilation. A list of the National Motor-Gasoline Survey reports published during the past 10 years is given on page 5.

The specific objective of this investigation was to determine the compressibility factors for helium and carbon dioxide mixtures at -10° and -20° C and pressures to 1,000 psia. A Burnett apparatus was used. Data from the experiments were treated by the method of Barieau and Dalton. Tables of compressibility factors and approximations of the virial coefficients are presented for 10 binary mixtures as well as for helium and carbon dioxide. The results follow the same trend as data previously reported.

"IntroductionThe mining industry has made slow but steady progress toward the automation of mineral processing plants over the last 35 years. The stimulus to automate is associated with important economic and hidden benefits, so that today, the latest in instrumentation and technology is being employed.This chapter assesses the status of instrumentation justified economically, defines levels of control and certain fundamentals of feedback control loops, describes typical sensors employed in concentrator circuits, summarizes control strategies employed therein, and briefly highlights trends in integrated plant control.Current Status of AutomationAs early as 1948, the mining industry began to show interest in automation, probably because of its close association with the petroleum industry. By 1958, some regulatory control had been achieved in various sections of a concentrator, particularly in crushing circuits. Successes were attributed primarily to the reliability of sensors employed in the corresponding control scheme. By 1961, computers had appeared on the scene, initially, for data logging purposes.From 1958 to 1965, very few new control strategies had been implemented. Guidelines in vogue at this time appeared to be:- Install proven automation, unless a good instrumentation department exists at the concentrator.- Do not bite off too much instrumentation at one time.- Do not purchase on price alone; instrumentation must function in the concentrator environment.- Do not purchase automatic control equipment to be fashionable.Such guidelines were employed1 because of a lack of: (a) quantitative process knowledge, (b) reliable primary sensors, (c) initiative to try something new, (d) trained personnel, and (e) understanding that older concentrators could justify automation in many situations."

Significant changes in ownership and production of industrial clays have occurred since 2000. Clays covered in this presentation are kaolins, ball clays, smectites, (bentonite), and palygorskite (attapulgite)-sepiolite. IMERYS discontinued production of paper coating kaolins at their Cornwall operations and have expanded their kaolin production in Brazil. J. M. Huber sold their kaolin operation in Georgia to KaMin whose headquarters are in Ft. Worth, Texas. BASF purchased Engelhard?s kaolin and attapulgite operations in Georgia. ActiveMinerals purchased Southeastern Kaolin in South Carolina, Wilkinson County Kaolin in Gordon, Georgia, and Zemex Attapulgite in Quincy, Florida. Chemical Lime purchased Spinks Ball Clay Company in Paris, Tennessee. Most of the ball clays used in Italy and Eastern Europe comes from expanded operations in the Ukraine. Bentonite operations have expanded production in Wyoming and Montana because of strong demand for drilling mud, foundries, cat litter, and iron ore pelletizing. The production and exports of palygorskite in China continues to increase. Nanoclays utilizing sodium montmorillonite, palygorskite, and halloysite are actively being developed.

In- situ rock stresses were determined by flatjack and borehole - deformation methods . Estimates of the stress distribution around a flatjack were obtained by a combination of flatjack and borehole - gage techniques . The investigations were part of a study , conducted jointly by the State of California and the Federal Bureau of Mines , to determine the stress in rock at the site of an underground powerplant for the Oroville Dam near Oroville , California . The stress distribution around each of three flatjacks was nonsymmetric ; however , stresses obtained from 9 flatjack and 157 borehole measurements are considered reasonably accurate for engineering purposes . The stress near the edge of the openings is between 800 and 1,600 psi ; the stress in the undisturbed rock is approximately 500 psi , nearly hydrostatic .

Comprehensive world mineral industry investment data do not exist, but limited material published on aggregates of in vestment in some elements of the world mineral industry suggest a continued up-turn in the investment level, at least in market economy countries in 1989. Steel industry investments in Organization for Economic Cooperation and Development (OECD) countries are not yet available for 1989 but, as shown in table 6, increased by 22.1% in 1988, after showing a decrease of 5.2% (revised) in 1987. The pattern of investment ups and downs varied during 1988 within country blocs and economic alliances showing no particular trends. Investment in the steel industry by the United States increased by 58.3% between 1987 and 1988 and was 1 1.9% higher than the previous highest amount invested during the 1984-88 period but was still 41.5% less than the amount invested in 1983. Investment in the steel industries of the European Coal and Steel Community (ECSC) dropped again in 1988 from the revised amount for 1987, which became the first drop after several years of steady growth in what became the expanded ECSC in 1986. This drop in 1988 was the result of lower investments by Denmark, France, the Federal Republic of Germany, Ireland, Italy, Luxembourg, the Nether- lands, and Spain, investments grew or remained level in Belgium, Portugal, and the United Kingdom in 1987 and 1988. A decrease in investment in the Canadian (-26.6%) steel industry was offset by in- creases registered by the members of the European Free Trade Association (EFTA) of 31.7%, by Japan of 19.8% by Turkey of 22.4%, and a slight increase by the nations of Latin America. If data for the world steel industry as a whole, including those of the centrally planned economy countries, were available, the same pattern presumably would be shown as that reported; that is, it would remain fairly stable, with increases in some countries being offset by decreases in others. However, the lack of comprehensive information on the centrally planned economy countries makes it impossible to determine whether the overall trend was up or down despite recorded increases or decreases in production of the materials involved. Committee and the Bureau of Mines of the Department of the Interior. The report gives results of analyses in oil-company laboratories of samples of gasoline obtained from service-station pumps in 18 marketing areas by representatives of oil companies. These companies obtained the samples and analyzed them for their own information and supplied data from their laboratory reports to the Bureau of Mines for compilation and publication.
