Florida's electrical needs are served by 58 utilities of practically every type: six investor-owned, 34 municipal, 17 cooperative, and one federally-owned. They range in size from a small municipal system with a, 2 MW annual peak demand CD a large investor-owned utility serving about one-half of the state with an annual peak demand of 8,600 MW. (1),(2) These utilities are interconnected at several voltage levels with 230kV serving as the pre-dominant voltage for the bulk power transmission system. About 275 miles of 500kV circuits are found within two systems, but no tie-lines yet exist at this voltage. Due to Peninsular Florida's (that portion of the state east of the Apalachacola River) geographic location and shape, it cannot, at present, depend upon its interties with the remainder of the nation to completely support the sudden loss of the state's largest generator. Therefore, the utilities maintain a total amount of spinning reserve to cover for this single contingency outage at all times. Most of the state's electric utilities belong to the Florida Electric Power Coordinating Group (FCG) which, through its standing committees, coordinates the planning and operation of the member systems. Though a formal, centrally dispatched pool does not exist in the state, generating utilities which belong to the FCG's Operating Committee subscribe to an energy broker operation to maximize the savings that can accrue from economy interchange. Studies are underway, with participation from the staff of the Florida Public Service Commission, that are investigating both central planning and dispatch of the peninsula's electric utilities. Florida's electric load is mainly residential. During: 1976, 48.8% of all electrical energy use was by residential customers; 31.8%, commercial; 16.2%, industrial; and 3.2% for all other. By comparison, 32.7% of the United States' load was residential, followed by 40.5% industrial, 23.0% commercial, and 3.8% other.

URANIUM ore was first discovered in the Edge-mont district of the southern Black Hills in the summer of 1951. The discovery was not made known for some time, but after the news leaked out prospecting became intense, and several hundred claims were staked in the spring of 1952. The Hot Springs Sub Office of the Atomic Energy Commission was established at that time and airborne radiometric surveys were commenced by the Government and by private companies. During the succeeding summer another important discovery was made by private airborne surveys in the northern Black Hills, and the area favorable for uranium ore was expanded many times. Between that summer of 1952 and the present, many individuals and groups have explored, developed, and exploited their claims until now uranium ore is produced in significant quantities and substantial reserves have been developed. The Black Hills portion of the geologic map of the U. S. issued by the U. S. Geological Survey is shown in Fig. 1. Sedimentary formations are exposed as a series of cuestas and hogbacks in a roughly annular pattern with the older sediments resting on the pre-Cambrian core, which is exposed in the eastern and southern portions of the dome. The South Dakota-Wyoming state line bisects the area from north to south. The Cheyenne River crosses the southern tip of the Black Hills and the Little Missouri bounds them roughly on the north. Headquarters of the AEC in the Black Hills is the Sub Office at Hot Springs, S. D. An ore buying station is located in Edgemont, 28 miles to the southwest, where a mill is presently under construction. The area of original uranium ore discovery and of principal activity in the southern Hills is a few miles north of Edgemont. Several areas of anomalous radioactivity have been noted between Dewey, S. D., and Newcastle, Wyo. A limited amount of ore has come from the Dewey area and private exploration is active there. The Carlile deposit, largest producing mine in the northern Black Hills to date, lies northwest of the Belle Fourche River near the western extremity of the Hills. Two of the larger known orebodies of the area are located near the Little Missouri River where a small window exposes the favorable strati-graphic horizon of the Fall River sandstone. Small production has recently come from Barlow Canyon, near Devils Tower, Wyo., Fig. 2, and numerous areas of anomalous radioactivity are known in the vicinity. Em investigação recente, verificou-se que a associação de zinco no sistema convencional de grafite e de liga metálica como matéria-prima utilizada para produzir diamantes em condições de alta temperatura e alta pressão, promove um aumento da produtividade durante o processo de síntese. A forma como a presença do zinco afeta o mecanismo dea nucleação e crescimento dos diamantes ainda está aberto à discussão. O presente trabalho estudou a influência de Zn sobre os parâmetros estruturais de grafite em 4,7 GPa e 1300°C, utilizando a liga Ni-Mn como catalisador. Os resultados indicam que o Zn melhora a ação catalítica para o crescimento dos cristalitos de grafite. Outro ponto importate é que, provavelmente, o aumento do teor de zinco induza dois mecanismos concorrentes durante a evolução do processo de síntese: nucleação/crescimento dos cristais de diamante e recristalização do grafite.

The number of underground work entities operating under reduced dust standards in U.S. coal mines has been increasing since the start of the decade of the 80s and is currently approaching 10,000. The concern for controlling the quartz levels in airborne respirable dust in coal mine has manifested itself in several improvements in equipment selection and operation, face ventilation practices, and dust control procedures. At the same time, fundamental studies have been initiated on determining the source-sink relationships of the airborne quartz dust. The P-7 method is the prescribed method for the determination of quartz in the respirable airborne dust samples from coal mines. Questions have been raised on the reliability of the P-7 infrared spectrometry method for quartz analysis in powders. No specific method has been defined for quartz determination in bulk samples from the mine. In a recent study on the relationship between quartz in the airborne dust and that in the materials being mined, both infrared (IR) and x-ray diffraction (XRD) methods were used on a suite of samples from several coal mines. These samples encompassed airborne respirable dust samples, airborne total dust samples, the oversize fraction from the respirable samplers, ROM samples, channel samples, and chip samples from the face, roof, and floor materials. In this paper, the sample preparation and analysis procedures for the samples are discussed. The data, analysis results, and comparisons of the P-7 and XRD results are presented. The quartz percent determined for the same sample by the two methods are different. In 85% of the samples analyzed, the quartz percents determined by the XRD method are higher than those obtained by the P-7 method. However, there is a strong linear relationship between the results from the two methods. Further, the XRD method indicates an average of 20 percent more quartz than that from the P-7 method. The reasons for the differences in the results and the need for additional studies are explored.

"From 2011–2016 there were 1,511 documented injures, including 7 fatalities, from ground falls in U.S. underground coal mines. The majority of these ground fall injuries were not caused by a major roof collapse, but from falls of smaller rocks from the immediate roof. Roof screen can significantly reduce the number of these injuries and has been widely utilized in underground coal mines for surface control. Because of the potential of reducing ground-fall injuries, the National Institute for Occupational Safety and Health (NIOSH) is further evaluating the performance characteristics of welded wire screen as used in underground coal mines by conducting a laboratory testing program at the Mine Roof Simulator (MRS) in Pittsburgh, PA. The load-displacement characteristics of a 2.4-m x 3.7-m panel of 8-gauge welded screen were evaluated using a newly designed, large laboratory screen test frame with multiple load pull locations. This screen was tested in a configuration that simulates current installation practices in U.S. coal mines. In this study, the effects of displacement loading rate, load pull surface geometry, and the inclusion of roof channel on the screen performance were evaluated. Ultimately, the type of information obtained in this and similar studies can be used to aid in developing wire roof screen design criteria and to assist mine operators in the selection and use of roof screen in underground mines. INTRODUCTION Over 1,500 injures, including 7 fatalities, occurred from 2011–2016 from ground falls in U.S. underground mines with the majority of these ground-fall injuries caused by falls of smaller rocks from the immediate roof. Various controls are currently being used in mines to control this surface rock, including the use of wire roof screen. In mines where wire roof screen has been installed, injuries from rock falls have been reduced dramatically (Robertson and Hinshaw, 2001). Roof screen has the potential to prevent hundreds of injuries caused by the fall of small rocks between permanent roof supports (Comptonet al., 2007). Because of this potential for reducing ground-fall injuries, the National Institute for Occupational Safety and Health (NIOSH) is evaluating the performance characteristics of welded wire screen as used in underground coal mines by conducting a laboratory testing program at the Pittsburgh Research Laboratory (PRL)."

The porosity of a sand is usually the measure of its capacity for holding fluid, although porosity is sometimes selective; that is, a small percentage of the actual pore space (voids), particularly in fine-grained sandstones, may be isolated by the cementing material which prevents the entrance of fluids under normal conditions. Obviously, however, porosity determinations are essential to an engineering study of underground conditions of an oil field, and a simple and reliable method of obtaining a reasonably accurate figure for average porosity is desirable. This report describes a method suggested by Ruasell,3 which was used by the writer in the preparation of a report on the Texhoma-Gose pool, Archer County, Tex.4 The conditions in this pool were particularly favorable for obtaining an average porosity figure, in that some 30 to 35 core samples of the pay sand were available for analysis.

This report describes the analysis tools developed at West Virginia University which can be implemented to optimally design coal mine electrical systems. The basic analytical tools for all power systems are the load-flow and short-circuit analysis. Well known programs have been developed for analysis of ac transmission and distribution systems, but they are not applicable to a system which has combined ac/dc distribution, such as a coal mine power system. Furthermore, the topology of a coal mine electrcal system changes continuously due to the movement of the locomotives on the track. In the first section of this report, algorithms for carrying out load flow and short-circuit analysis of a coal mine electrical system are described. Results from the study of a typical coal mine system are presented. In the second section a method is described to optimally size power cables for cyclic loads. The method is based on the development of a thermal-electric model for a low-voltage power cable. Results from experimental verification of the model are also presented. These techniques are useful in the safe, efficient, reliable and economical design of the coal mine electrical power systems.

Acidic and metal-rich waters have been discharging from Sullivan Mine, West Coast, New Zealand since the closure of the mine during the early- 1990s. This has resulted in a decrease in pH from a background of 4.5 to 2.8 and an increase in metallic elements in nearby Rapid Stream. In addition to the chemical effects on Rapid Stream, a study of freshwater macro-invertebrates revealed the absence of most biota downstream from the discharge. An attempt is being made to use the Sullivan Mine as a case study of problem and remediation analysis.

LIX® 34 liquid ion exchange reagent, one of a totally new class of metal extractants, is discussed in terms of its properties. Specifically, these properties include improved selectivity for copper and greater recovery. Some comparisons to the well known General Mills' LIX® 64N have been made. Particular emphasis is given to treating solutions containing very low copper values and high impurity levels.

This report on the physical and chemical properties of typical crude oils of California is the 'eighth in a series on the producing districts of the United States. It includes discussion of results, tabulated data, and individual analyses of typical California crudes. Additional analyses of crude oils from the fields of Fresno, Kern, Los Angeles, Orange, end Ventura Counties will be published later in another Serial of the Bureau, but the summary tabulations are presented here. The samples represented in this report were collected over a rather wide interval of tine, the early samples having been obtained during the fall of 1919, and the most recent ones dating from the summer of 1923. It is thought that the samples are fairly representative, both of the older settled production and of the new flush production of the southern California fields.

As part of a respirable mine-dust research program at the U.S. Bureau of Mines, spark-source mass spectrometry has been used for the semiquantitative determination of trace elements (200 ppm weight or less) in raw coals. In addition, several minor and major elements have been determined using this technique. Sixty-four elements ranging in concentration from 0.01 to 41,000 ppm weight were determined in one anthracite, two mvb, four lvb, and six hvab raw coal samples. The samples represented 10 coal seams located in Pennsylvania, West Virginia, Virginia, Utah, and Colorado.

Introduction Cylindrical grinding mills have been used for a long time, but during many years of testing no methods were established that gave consistent results. The work by both scientific investigators and operators led very often to contradictory conclusions, and each millman was very much 'on his own' when trying to find the limits for working of his ball-mills. Fred C. Bond, in the introduction to his paper on Wear and Size Distribution of Grinding Balls, freely states that the mathematical immaturity of the grinding process "is the cause of many inefficient designs and installations as well as of much poorly oriented experimental work", and evidently he sees the solution of all our grinding problems in the discovery of the fundamental laws "which can change the empirical art into a mathematically exact science". While the writer is in complete agreement with Mr. Bond that grinding is governed by fundamental laws which can be expressed by mathematical formulae, there are so many variables in grinding, all interwoven with each other and mutually influencing each other, that the coalescing and merging of all these variables into a harmonious mathematical whole appears to be a homeric job. However, a light appeared on the horizon when it was proposed that power be used as an index of the grinding operation. It is pertinent to quote Gow, Guggenheim, Campbell, and Coghill from their paper on Ball Milling, in which they say: "Much of the past literature devoted to the subject has been concerned with the Kick-Rittinger dispute over evaluating grinding, or with dissertations on ball paths and the closely allied impact versus attrition hypotheses or with the exclusive consideration of certain specific variables, such as mill speed or circulating load, irrespectve of the other factors in operation. Such subjects may be dismissed with but little discussion in what may be called, by comparison a new philosophy in the stud of ball milling. Briefly this 'new philosophy' consists ' of using power as an index of the mill operation, and investigating grinding from the standpoint of set and induced variables with emphasis on the latter". But it is safe to assume that it was the work by E.W. Davis, H. E. T. Haultain, F. C. Dyer, A: M. Gaudin, J. Gross, S. R. Zimmerley, and others, that cleared the path for the authors of Ball Milling and induced them and A. W. Fahrenwald to look farther afield and thus to establish a far-reaching relationship between the power and capacity and the diameter of the ball-mills.

Some of the gases produced by permissible explosives on detonation are poisonous, and the probable hazard involved by the inhalation of carbon monoxide in the past has been evaluated from results of tests in the Bichel Gage. Tests have now been made in the Experimental Coal Mine of the Bureau of Mines at Bruceton, Pa., to determine the composition of the gases obtained under actual mining conditions for the purpose of comparing these, results with those found by the Bichel gage tests. Two permissible explosives were procured for these tests, one that produces a relatively low quantity of poisonous gases in the Bichel gage (24.8 liters per 1-1/2 pounds of explosive) and another that produces a relatively high quantity of poisonous gases (94.6 liters per 1-1/2 pounds). The first of these is designated by the Bureau of Mines as a class A4/ explosive and the other is designated a class B explosive. In comparison with Bichel-gage tests, the shooting of permissible explosives in a coal shot hole resulted in a large reduction in the quantity of carbon monoxide, the principal poisonous gas, which; in the mine tests, was only 22 percent of that found in Bichel-gage tests: The quantity of carbon monoxide from the class B explosive in Bichel-gage tests was 3.8 times larger than that from the class A explosive; in the coalmine tests the ratio was 4:1. The concentrations of carbon monoxide in the mine tests, as determined by analysis of the atmosphere in an enclosed space resulting from shooting 1-1/2-pound and 3-pound charges of the class A explosive, were 0.03 and 0.06 percent, respectively, and the concentrations from 1-1/2-pound and 3-pound charges of the class B explosive were 0.10 and 0.24 percent.

Process mineralogy techniques are uniquely applicable to industrial problems related to the extractive metallurgy of nickel, cobalt, and associated metals. Reflected 1ight microscopy, together with selected determinations by scanning electron microscopy-energy dispersive spectrographic analysis and electron probe microanalysis, provides the means to identify the ore minerals cobalt and nickel ores, determine the abundance of each ore mineral, assess the extent of intergrowth between the cobalt and nickel minerals and other ore and gangue minerals in the ores and concentrates, and predict the potential success of cobalt and nickel extraction by grinding, flotation, pyrometallurgical, and hydrometallurgical treatments. In addition, the extent of locking of the cobalt and nickel minerals with each other and with the gangue minerals can be directly observed by reflected light microscopy. Where ores have been treated by hydrometallurgical procedures, reflected light microscopy can serve to determine the causes of excessive leach consumption. Finally, the partitioning of cobalt and nickel between high-temperature synthetic phases produced by pyrometallurgical treatment can be precisely determined by process mineralogy techniques. Case histories from cobalt and nickel deposits illustrate the value of applied mineralogical techniques in the study of cobalt and nickel ores, beneficiation, hydrometallurgial, and pyrometallurgical products.

Due to the high specific strength and excellent corrosion resistance, Ti-6A1-4V has been widely applied in aerospace industries. In this study, the welding performance of 3.2-mm and 5.1-mm thick Ti¬6A1-4V sheets was studied using a 4 kW continuous wave Nd: YAG laser. It is found that the use of filler wire, matching the parent metal composition, can bridge the joint gap and produce full penetrated welds up to a width of 0.6 mm without cracking. The laser welds were characterized in terms of the bead geometry, defects, microstructures, and hardness. With increasing joint gap, the percent porosity area increased, reaching just over 1% of the fusion zone area at a gap width of 0.6 mm for the 3.2 mm and 5.1 mm thick sheets. The maximum underfill depth in the Ti-6A1-4V laser welds was about 5% or 7% of the sheet thickness for the 3.2-mm and 5.2-mm thick materials, respectively, meeting the AWS D17-1 specification. The microindentation hardness was maximum in the fusion zone and sharply decreased through the heat affected zone until reaching the base metal value.

In spite of advances in measurement techniques and an explosive increase in the volume of research, our understanding of human strength remains in its introductory stages. It is clear that muscle strength is a highly complex and variable function that depends on a large number of factors. It is not surprising, therefore, that large differences in strength exist not only between individuals, but even within the same individual tested repeatedly on a given piece of equipment. The issue is compounded by the fact that correlations of strength among different muscle groups in the same individual are generally low, and tests of isometric strength do not necessarily reflect the strength an individual might exhibit in a dynamic test. As a result of these and other influences, great care needs to be exercised in designing, evaluating, reporting, and interpreting muscular strength assessments. Traditionally, tests of muscular strength were in the domain of the orthopaedist, physical therapist, and exercise physiologist. Such tests are also an important tool for the ergonomist, however, because of the high strength demands on workers in manual materials-handling tasks. In some cases, task demands may approach or even exceed the strength that an individual is voluntarily willing to exert in a test of strength. In such cases, evidence suggests that the likelihood of injury is significantly greater than when the task demands lie well within an individual's strength capacity. Because the relationship among strength capabilities, job demands, and musculoskeletal injury has been established, it is apparent that tests of muscular strength may benefit the ergonomist both in designing jobs and in ensuring that individuals have sufficient strength to safely perform physically demanding jobs. Several strength assessment techniques have been employed for these purposes, each possessing unique characteristics and applicability to job design and worker selection procedures. Our main purpose has been to elucidate these strengths and weaknesses, so that tests of strength may be properly applied in designing jobs and selecting workers. One of the crucial points we have emphasized is that any test of strength used in job design or worker selection must be directly related to the demands of the job.(1) For example, if an occupational lifting task has a high dynamic component, a test of isometric strength is not likely to provide the data necessary for proper design of the job. Of course, dynamic strength tests would also be misapplied in assessing a job requiring isometric exertions. Another potential pitfall is using tests of strength on isolated muscle groups and assuming that they are indicative of whole-body strength. For example, one might mistakenly assume that dynamic trunk extension strength represents a person's capability to perform a lifting task. However, an individual's lifting capacity may be entirely unrelated to trunk extension strength. It may, instead, be limited by an individual's arm or leg strength, depending on the task being performed. A final point on strength assessment should be made. This report provides the results of a two year study of the projected time and cost requirements for new mine development in Wisconsin and is based on a unique blend of information from mining company officials, state regulatory agency officials and contractor experience. Through formal cooperative and review agreements with Kennecott Copy per Corporation, Exxon Minerals Co., U.S.A. and Noranda Mines Ltd., and the Wisconsin Department of Natural Resources plus informal arrangements with knowledgeable Wisconsin persons, lists of the tasks and subtasks required to plan a new mine in Wisconsin were developed. Times and costs were assigned to all tasks and subtasks and these data reviewed by all cooperators. Critical Path Method Diagrams were then developed for a generalized mining project. Total time and cost for the premine planning process was estimated to be 25..1 years and 223 person-years of professional time excluding public affairs effort respectively. By eliminating redundancies in the process and by increasing project efficiency through early public review and participation, recom¬mendations were made to lessen the time and lower the cost of premine planning. The streamlining recommendations could shorten the overall critical path length to 18.16 years and lower the cost to 208 person-years of professional time excluding public affairs effort. The estimated distribution of professional effort (cost) for mine planning in Wisconsin approximates 50.5% for traditional mine engineering tasks, 36.6% for environmental-regulatory tasks and 12.9% for traditional geological-exploration tasks.

Data on the occident experience of the pebble-phosphate industry in Florida for 1937 and 1938 are combined in this report with statistics for the 7-year period 1930-36, inclusive, which were published in Information Circulars 69174/ and 69685/. The periodic publication of such data enables the pebble-phosphate industry, as well as other industries, to consider relative hazards, compare experience, and thereby help to prevent accidents.
